The Five Eyes partnership is also of huge importance. We share intelligence on a very, very free basis with our Five Eyes friends, but cyber, AI and so on will now be progressed within the AUKUS context as well.

Will the Prime Minister accept the thanks of the House for deepening collaboration with some of our oldest allies and putting flesh on the bones of global Britain? In that vein, will he join me in welcoming to London Mohamed bin Zayed to not only deepen further links, but unleash economic benefits as well as tackling issues such as defence, climate change and regional instability?

Yes. I will indeed be seeing Mohamed bin Zayed very shortly—in fact, just after I leave the House today. I think I am right in saying—my right hon. Friend the Foreign Secretary will correct me—that our relationship with the Gulf States is our single fastest growing market.

I think what the people of Scotland need is an Administration in Scotland who spend the taxpayers’ money in Scotland better and more wisely, because the results of the Scottish nationalist party are dismal. They are failing on education. They are failing on crime. They are failing on their taxation policies. No wonder all they can talk about is another irresponsible referendum and breaking up this country.

Recycling is one way in which we can all individually tackle the climate crisis. Will my right hon. Friend join me in congratulating West Sussex County Council on recycling 53% of its household waste—almost double the level of neighbouring Brighton and Hove City Council?

My hon. Friend draws attention to a very valuable and important point, which is that across the country, it is Conservative councils that keep council tax low, overwhelmingly, and deliver better services, such as recycling. He is absolutely right to laud the efforts of the Conservative-led council in West Sussex.

I have a deal of respect for the hon. Gentleman as he and I have clashed many times over issues in London, but I think he uncommonly showed a failure to follow what I already said in my answer to the right hon. and learned Member for Holborn and St Pancras (Keir Starmer): the CMO and the CSA both approve of reopening in full.

More than anything, the nation’s businesses need certainty in order to plan. Today’s road map provides that certainty, and the reopening of schools is a welcome and critical element of it. Does the Prime Minister agree that it is important that, like navigating lock gates on a canal, we now proceed sequentially, as fast as possible, but always in a forward direction?

As anybody who has steered a narrowboat or barge on a canal will know, the important thing is not to oversteer and then be forced to correct and bump the sides of the canal. That is what we are trying to avoid, which is why we are embarking on a cautious but irreversible approach.

We are turning around tests as fast as we possibly can and laying on new labs and new test sites, and I am very confident that we will get up to half a million tests a day by the end of the month. I am not going to make a commitment now about turnaround times, but the hon. Gentleman’s point is well made.

During a pandemic, life and love continue. I know that my right hon. Friend the Prime Minister has strained every sinew to protect people’s lives and liberty, but will he undertake to review, over time, the guidelines that say that a venue that could seat 200 as a restaurant could seat only 15 if it happens to be for a marriage ceremony?

My hon. Friend, like many Members across the House, draws attention to what appears to be an anomaly in the regulations and in the guidelines. There are many such issues that we are doing our best to iron out, but when you are dealing with a pandemic such as this and when your only tool of influencing human behaviour is guidance, I am afraid that such anomalies inevitably arise. We will do whatever we can to iron out any inconsistencies there may be.

The hon. Gentleman is entirely right; there was a scandal involving the Pergau dam, and he and I remember it vividly. It was wrong that huge sums were given in aid for a project that did not have a good business case, but the International Development Act protects us from that kind of mistake and that kind of approach, and we will not take that approach. Let me stress: this is not a return to the idea of tied aid. It is very important that the House understands that. This is about coherence and projecting our mission abroad; it about projecting the UK abroad.

In combining these two Departments, does my right hon. Friend share my ambition that global Britain can be a world leader in new clean technologies such as fusion and quantum and hydrogen technology in the life sciences—and, as today we celebrate Sussex Day, also the export of English sparkling wine, creating thousands of high-quality, well-paid jobs in growth industries?

Yes. My hon. Friend is absolutely right in what he says about fusion research, where we lead the world at Culham, and he is right in what he says about vaccines and about hydrogen, and indeed we also lead the world in satellite technology, and of course he is completely correct in what he says about Sussex wines, which are the world’s—or among the world’s—finest.

Actually, the SNP welcomed our statement on the JCPOA yesterday; but, seriously, this is the problem with the SNP. Scotland under the SNP is the highest-taxed part of the UK. Its deficit is six times the UK average. Maths and science in schools in Scotland, unlike any other part of the United Kingdom, is going down in the PISA rankings. That is no fault of the pupils of Scotland, by the way. It is the fault of the Government of Scotland, under the SNP, who are not giving them the chances that they deserve because they are obsessed with breaking up the United Kingdom. Change the record!

Q5. Investment in superfast broadband is an excellent way of levelling up the whole United Kingdom, boosting British business and reducing carbon emissions, but can the Prime Minister reassure rural residents of West Sussex, many of whom have little or no access to broadband today, that the Government’s scheme to guarantee minimum broadband speeds is on track and ready to be launched in March this year?

My hon. Friend speaks well for the interests of his constituents, and he is absolutely right. As I said earlier to my hon. Friend the Member for The Cotswolds (Sir Geoffrey Clifton-Brown), of course we are rolling out superfast broadband—gigabit broadband. We have put in £5 billion, the legislation is on track, and my right hon. Friend the Chancellor has given me every assurance that Arundel and South Downs will be very well catered for.
