If you look at what has been put forward in evidence and you come back with a judgment, would you please call the Leader of the Opposition back to the Chamber so that we can hear the full evidence of what has been put forward?

Leadership bids, as the hon. Gentleman said, but that has been and gone. In all honesty, what is going to happen on 29 March is that some people’s political careers in here that hinge on that day will be null and void, because that is all they have talked about for the past two years and, in some cases, for all their political lives. As has been said, we have to grasp this nettle and move forward. I think we heard the finest speech this House has heard for generations from my right hon. Friend the Member for Mid Sussex (Sir Nicholas Soames). I had hairs stand up on the back of my head. I want to say that because he is not just my friend; he is an inspiration. He inspired us all. When all is said and done, what does this actually mean? This is about the country. His grandfather led us through our darkest times, and because of his grandfather’s contribution we are still free and we are still working forward as a nation.

If we do not get—[Interruption.] It is nice to hear people giggling on the Opposition Back Benches. It is a pity they are not listening. If we move forward and get into a position where we can get our trade reinstated properly, in a free-flowing way, that would be welcomed by my constituents.

On hauliers, this is from the Department for Transport’s guidance on determining international road haulage permit allocations with the EU:

“There are a limited number of…permits available for UK hauliers. For 2019 there are 984 annual permits for Euro VI emission vehicles, 2,592 monthly permits for Euro VI emission vehicles, and 240 monthly permits for Euro V or VI emission vehicles. Annual permits cover all journeys made using the permit between 1 January and 31 December 2019.”

F. Edmondson & Sons is a haulage company in my constituency—Members should bear in mind that we have a port that relies on haulage—that wrote to me to say:

“We are a family owned and operated international road transport company, established in 1948, specialising in international furniture transport.

For over 40 years we have been delivering furniture made in the UK throughout Europe. If the proposed Brexit deal is not agreed and the movement of freight is compromised through restrictive border controls it is not just the haulage industry that will suffer”—

The short answer is that I have received no such indication, and I first learned of this matter when the hon. Lady beetled up to the Chair to notify me of her intention to raise a point of order. It is obviously a significant matter, which the Leader of the House will have heard. I suggest that the hon. Lady might wish to pursue it with Ministers in expectation of some sort of statement or response.

On a point of order, Mr Speaker. It has come to my attention that the right hon. Member for Islington North (Jeremy Corbyn) has knowingly allowed staff members to access the parliamentary estate without the correct security clearances or passes. Our police and security services work hard to keep us safe in here. Facilitating a breach of the House’s security procedures should be deeply concerning to everyone who works in this Palace. Will you please confirm, Mr Speaker, whether you have grounds for taking disciplinary action against the right hon. Gentleman and indicate any further action that you are considering to maintain security?

I am grateful to the hon. Gentleman for his point of order, and I assume that he notified the Leader of the Opposition of it in advance. My very clear understanding is that the matter has been resolved. I know that most Members would not expect me to discuss an individual case on the Floor of the House, but I am satisfied that the issue has been resolved.

Q5. Moving on to a positive note about the NHS, my NHS trust, Morecambe Bay, has turned around from being one of the worst in the country—it was safe to say that five years ago—to one of the best. Part of the problem with the courts system is that the lay person does not understand the jargon. Will my right hon. Friend examine how we can improve communication within the system so that the ordinary man on the street can understand what is going on in court proceedings?

I am grateful to the hon. Lady for her point of order, and for notifying me in advance of her intention to raise it. Moreover, I gather that she did notify the hon. Member for Morecambe and Lunesdale (David Morris), who is in his place. He can hear what I have to say, and we can judge whether it requires any further comment today.

What I will say to the hon. Lady is that this is not a point of order relating to conduct in the Chamber. That said, as Members who have been here for a long time know, the Speaker will always encourage Members to observe the usual courtesies in informing others if they intend to visit, for political purposes, other colleagues’ constituencies, and they should do so in a timely way. I think the point about visiting is also applicable to communication with another Member’s constituents. The truth of the matter is that, especially in the run-up to potential boundary changes, there have often been, if I may put it this way—I do not mean this disobligingly—spats of this kind. It is much better if such spats are avoided, and the whole House and all its Members benefit if these courtesies are observed.

If the hon. Gentleman particularly wants to say anything—I am not sure that the nation needs to hear it—as I have heard from the hon. Lady, I am happy briefly to hear him as well.

Further to that point of order, Mr Speaker. The nation may not want to hear this, but my constituents will do. I have not written to the hon. Lady’s constituents by name or used parliamentary paper, resources or a portcullis emblem. I also did not deliver any of the letters personally, as I was away on parliamentary business out of the country at the time. I have therefore not breached any protocol. As far as the views that have been expressed are concerned, they are the views of my constituents and I am representing them as their Member of Parliament. Their responses to the letter concur with the opinion of both sides, which is that we should keep Morecambe and Lancaster separate.

I am grateful to the hon. Gentleman for his response. I note what he says about not using parliamentary notepaper and so on. We are certainly most grateful for that, because that would have been very wrong. I thank him for being characteristically up-front.

What I would say to the hon. Gentleman, for the benefit of all Members, is that we have to take responsibility for conduct in our name by our staff or volunteers who are, or might reasonably be thought to be, acting on our behalf. Beyond that, I have no wish to intrude into this matter, and I hope that people of good will who represent neighbouring constituencies and who are doing their honest best can try to observe these courtesies. I have a sense that that is what the public would expect of us, or—let me put it this way—that that is what the public would like to be able to expect of us.

Friend the Chancellor agree that the road is vital to the improvement of my constituency, and that such projects should be rolled out across the area to ensure more vitality in the northern powerhouse?

May I invite my right hon. Friend to come to my local hospital and to my constituency to see what good works have been done in my area? A £25 million health centre has opened, we have a new walk-in centre that was opened by the Under-Secretary of State for Health, my hon. Friend the Member for Central Suffolk and North Ipswich (Dr Poulter). May I ask my right hon. Friend’s views on the talk about top-down reorganisation? [Interruption.] We walked into a shambles of an NHS after 13 years of Labour government and a debacle of a CQC policy that we had to reconfigure. What are his thoughts—[Interruption.]

The hon. Gentleman has had a very full tilt. On the whole, it is a good idea to face the House, rather than the Government Front Bench. We are grateful.

I congratulate the Chancellor on pulling us out of the mire the last Government left us in. To help bolster growth and provide the building materials needed for what is going on thanks to his efforts, a brickworks that closed down in 2010 in my constituency on the borders will reopen at the end of this month. I invite the Chancellor to come to the reopening. I also congratulate him on helping to get youth unemployment down by 15% in the last three months in Morecambe and on his comments about business rates for shops. The Visitor newspaper has been running regular articles on getting our shops restarted in Morecambe, and this will help immeasurably. May I also—

Does he not think that it is a shocking indictment that in 2006 the NHS was cut by 9% in the region—

I am grateful to the hon. Gentleman for his point of order. I have certainly received no indication that the Foreign Secretary is planning to come to the House to make a statement on the matter, but the hon. Gentleman’s timing is either well designed or fortuitous, because he is in the presence, as he raises his concern, of both the Government Chief Whip and the Leader of the House, so his words are on the record and will have been heard by those on the Treasury Bench. He will have patiently to await events.
