It is an honour to serve under your chairship, Dr Murrison. I thank the hon. Member for Warrington South (Sarah Hall) for bringing this issue to the House today.

“Despite three section 19 reports identifying the issue of a blockage…nothing happens despite recommendations to do so.”

Those are the words of Stephen, a constituent of mine in Bramhall who has suffered bad flooding at his home for many years. Just this week, flooding on the A555 relief road under Hall Moss Lane bridge in Bramhall, just down the road from Stephen, led to accidents, a road closure and disruption to many people’s lives, yet the area is being bombarded with planning proposals, encouraged by Government policy that does not in any measure address flooding.

Every year, more and more houses are at risk. That takes a serious toll on people, not just financially but emotionally. Post-traumatic stress disorder, long-term displacement and lifetime debt are only some of the consequences of flooding events in our communities. One resident contacted me to say that every time they get the Environment Agency’s emergency alert on their phone, they break out into pure panic.

Flooding is a huge issue in south Somerset. Does my hon. Friend agree with the Somerset Rivers Authority and me that the Environment Agency’s plan to stop maintaining small rivers and streams due to Government funding cuts will only increase the risk of flooding?

I appreciate my hon. Friend’s intervention, and yes, there is a question of flooding here. According to the EA’s March 2024 report, 3.2 million properties are at risk of surface water flooding. The latest surface water flooding risk assessment carried out by the EA increased the flood risk rating of many of the homes in my Cheadle constituency. Residents need to know that the Government are taking such flooding seriously.

From working with residents, Stockport council and the EA after the awful floods in January, it is clear to me that serious clarification is needed. Stockport council did not receive any funding from the EA or the Government following January’s disastrous flooding, despite its serious and widespread impact and the lives it ruined. What is more, the EA’s long-term flood risk management strategy for the River Mersey has been delayed, which is arguably one of the reasons why Stockport council missed out on the funding.

Clearly, over the past five years we have all known that this transition was happening. There was always going to be a point in the transition from basic payments to environmental land management schemes where it would be down to people applying for these schemes. I understand my hon. Friend’s concerns. I encourage farmers to apply early to these schemes. It was a first come, first served scheme before. In future, we will try to ensure that there is a better allocation process, but that is the system we inherited.

One of the key messages from farmers at the that forum that I held in my constituency was that they have lost trust in this Government and in investing in sustainable farming. Does the Minister recognise that ending SFI with no warning has only worsened the loss of trust? What plans do the Government have to restore Yeovil farmers’ confidence in this Government?

I hear the hon. Gentleman, but the fact that we have so many people in agreements, and so much land being farmed within them, shows that many people in this country have absolute confidence in what we are doing.

I totally agree with the hon. Member; that is exactly the point that we are trying to make. I believe Link wants the flexibility to make more subtle judgments, rather than working on a flat assessment structure.

With the closure of bank branches, banking hubs are becoming a lifeline for many towns, reinvigorating high streets and increasing football—footfall, even. They probably increase football as well. Frome residents are excited to have their banking hub open soon.

It is a pleasure to serve under your chairmanship, Mr Pritchard. Does my hon. Friend agree that banking hubs are key for financial inclusion? Does she share my concern that the Government’s plan to build 350 banking hubs over five years across the entire country is not enough to ensure proper access to in-person banking and cash services in rural communities? Does she also share my frustration that the town of Ilminster in my constituency has just been denied a banking hub by Link’s reassessment? Will she join me in calling for Link to reconsider its decision?

I am sorry to hear about what is happening in Ilminster; it sounds very frustrating. I will talk a little more about banking hubs and why they are a good thing that we need more of.

Prosper Frome, an organisation in my constituency that focuses on improving financial accessibility, had been advocating for a banking hub for over a year before it was announced by Link and Cash Access UK in September. That was a great relief to residents, who were about to see their final bank close, but Jean and Sam at Prosper Frome believe that the scope for banking hubs is too narrow, and have been lobbying hard to get a banking hub included as part of a much wider community project, enabling the hub to be multi-purpose. Making banking hubs more diverse widens their appeal and can make banking and financial inclusion the anchor of the kinds of community third spaces that many towns currently lack.
