I welcome the approach of my hon. Friend’s local council, because the Government share the ambition of wanting to see more empty homes brought back into use. Local authorities have access to a range of powers and incentives to bring empty homes back into use, including grant funding, and levers to take ownership of a property. We have also implemented high street rental auctions, bringing long-term vacant high street properties back into use. In the King’s Speech, we announced legislation to bring further reforms to housing, including the improvement of the stock of social housing. I look forward to the Government working with his local council and other local councils to take this issue forward.

I have a constituent whose 15-year-old daughter is living with acute functional neurological disorder, a too often misunderstood condition that has profoundly diminished her quality of life. Despite the severity of her symptoms, the pair have been refused disability living allowance and receive no support, whether through carer’s allowance or otherwise. Will the Leader of the House find space for a debate in Government time on the urgent need to establish a critical pathway and improve support for people living with functional neurological disorder, and to raise the profile of this very debilitating condition?

If the hon. Lady gives me the details of that case, I will certainly raise it with Government colleagues. She is right to raise these matters, which will be of huge concern to the family. If she wishes to have a meeting with the relevant Minister to explain why such a pathway and change is necessary, I will help her to arrange one.

I join my hon. Friend in recognising the enthusiasm of students at St Mary’s primary school in Blackhill, which is the place where I was born. I am happy to hear about this example of one of over 250 schools benefiting from our £255 million scheme to deliver new rooftop solar power for public buildings. I encourage her to apply for an Adjournment debate on the matter.

The Chapel in Cotford St Luke in my constituency is a fan favourite, but because of the decisions of this Government, it is dying. It has been hit exceptionally hard by VAT and the business rates regime, as is the case for many establishments in our part of the world, many of which rely heavily on tourism. Can the Leader of the House allocate Government time for a debate on how we can better support the hospitality and tourism sector, and prevent much-loved businesses from closing their doors?

The hon. Lady will be aware of the support that the Government have recently brought forward for pubs, and we keep under review what other support we can give the hospitality sector. Her concern about what more can be done will be shared not just by Members on the Opposition side but by those on this side too. Should she seek an Adjournment debate, she can air those concerns herself.

We are committed to improving the accessibility of Britain’s railway and I know that my hon. Friend has raised this issue with the Transport Secretary. We will make announcements in due course, but I agree with her that Network Rail has a responsibility, as well as Government. It is a matter that needs to be addressed and we are going to get on with it.

In my constituency, there is a fantastic organisation called the Filo Project, a community interest company that provides innovative and award-winning dementia care. When people come to the Filo Project, however, their care is subject to VAT of 20% simply because it is not commissioned by a local authority, which can claim back VAT. Will the Leader of the House find time in Government business for a debate on the VAT status of community interest companies that are providing this level of dementia or other disability-related daycare, so we do not stay with a system where there is VAT on life-altering social care?

Community groups are the golden thread that run through our communities and hold them together, so the hon. Member should be credited with raising these matters, which are important because community groups often struggle. She should perhaps— I might not be forgiven for saying this—draw this issue to the attention of the Chancellor as we approach the Budget. She also has an opportunity to raise it as a matter for debate, because others may share her concern.
