I welcome the support given to hydroelectricity generation at this time. Exciting new projects in marine energy need the same support. We would not have a successful offshore wind industry had not support been given to that for decades. Will the Minister follow the work of his predecessor on this and work with the Welsh Government to ensure that this happens around the UK coastline?

Absolutely. The hon. Gentleman raises an important point: the success with offshore wind did not come out of a clear blue sky. It evolved and depended on huge amounts of investment and development over many decades. So I am very happy to engage with the hon. Gentleman and the Welsh Government on this.

There are currently around 400,000 green jobs in the UK, and that number could more than quadruple to 2 million by 2030, so it is vital that we invest in skills. One of my priorities is to set out our mission to invest in technology for the future.

Solar power is an important part of the energy mix. What plans do the Government have to help community groups to ensure that community buildings are built to be self-sufficient by producing their own electricity and selling to the grid, and to put solar panels on the roofs of Government buildings?

There are a number of pilots on community buildings that we will be taking forward but, specifically, the smart export guarantee ensures that providers with up to 5 MW of production of solar electricity can export back to the grid. If we consider Blackfriars railway station—there is about 5 MW there—we can see the opportunity for community halls and community infrastructures to sell their energy back to the grid.

Some of the most important meetings I have been lucky enough to have in this role have been with faith groups. Interfaith groups work extremely well, setting their own targets and using the significant power of their own investment might to effect change. During our first Green Great Britain Week, people asked, “What else can I do? I have turned off my lights; I am cycling a lot; and I am recycling.” The most effective thing we can do is to think hard about our pension funds—either through our investments or by lobbying trustees, such as those of the House of Commons scheme—because it is 27 times more effective to get an institutional investor to make the shift. The good news is that that is happening right across the world, and amazing groups, such as the Church groups, are doing it in the UK. That is the power of market forces, and such actions will dwarf the amount of money that Government are investing in this low-carbon transition.

I am proud to have supported the Climate Change Act 2008, and I pay tribute to the leadership of my right hon. Friend the Member for Doncaster North (Edward Miliband). The Minister is right to say that progress has been made by successive Governments, but one area that is very challenging is the built environment. Does she agree that more has to be done, particularly in England? The Business, Energy and Industrial Strategy Committee is doing an inquiry on that topic, and the statistics are that the Welsh Government spend twice as much as the UK Government, Scotland four times as much and Northern Ireland 1.5 times as much. She keeps saying that we need action, so let us have action in this House by this Government.

Good. I was coming on to say that one of the most effective ways to influence the built environment is at a local level. I have been struck by the ambition of, and the progress made by, local authorities and combined authorities across the UK. Of course the Government can set ambitions and change regulations, but it is much more powerful for local authorities to say, “This is what we want to do, and this is where the investment needs to go,” and design it themselves. I have been particularly pleased, in the homes environment, with the announcement that we will not be building homes reliant on fossil fuel heating by 2025. Not only will that transform heating, but it will improve the market conditions and drive down the cost of that technology.

I will make a little progress, if I may. Today’s debate could not be more urgent. Leading climate scientists at the Intergovernmental Panel on Climate Change have warned that unless we take urgent action we have just 12 years before global warming rises above the maximum limit of 1.5°. After that, the risk of droughts, floods and extreme heat increases significantly. Just last week, the independent Committee on Climate Change warned that the UK would struggle to meet its own—not-ambitious-enough, frankly—binding targets on climate change unless the Government act to greatly reduce emissions from buildings, while the UK’s most polluting sector, transport, saw no reduction in greenhouse gas emissions in 2017.

We discussed these issues in the Welsh debate just now and their effect on Wales—I do not think the hon. Lady was here. The Business, Energy and Industrial Strategy Select Committee, of which I am a member, took evidence on energy efficiency and was told that the resources invested by the Scottish Government were four times higher than those invested by the UK Government and that investment was twice as high in Wales and one and a half times as high in Northern Ireland. This Parliament and this Government have taken their eye off the ball.

I congratulate the hon. Member for Copeland (Trudy Harrison) on securing this debate. I welcome the Minister back to his place. I know he has been a strong supporter of nuclear. He has been helpful to me and others in this difficult time after the suspension of the Wylfa project, which has been a huge blow to the whole of north Wales and the nuclear sector deal.

I want to be positive in my speech today. I am a pro-nuclear, pro-renewables and pro-energy efficiency Member of Parliament, and I think we need all those things in the energy mix. I want us to go forward. I share the frustration of the hon. Member for Copeland about turning policy into action. My hon. Friend the Member for Southampton, Test (Dr Whitehead) and I were on the old Select Committee on Energy and Climate Change arguing for SMRs some eight years ago. We wanted to see that work moving forward and we visited many places in the United Kingdom where we have the resources, the skills base and the technology that can make SMRs a reality.

The Wylfa site is, according to objective people, the best development site in the United Kingdom. I want the project with Hitachi to go forward, but I want nuclear skills to be developed in the interim period, too. As hon. Members from Cumbria will know, consortiums are being set up between Cumbria and north Wales. They are working together as the North West Nuclear Arc to bring together skilled providers, the nuclear industry and host communities to develop the skills base.

In the short time I have, I want to ask the Minister whether the energy White Paper will help SMRs as well as large-scale nuclear, as the large projects have failed when they are private sector-led. We need a proper funding formula to ensure that our energy projects are developed here in this country. As my hon. Friend the Member for Hartlepool (Mike Hill) said, the advantage of having the SMRs developed in this country is that the domestic supply base can be in this country and we can rely on British innovation to make it happen, rather than being totally reliant on foreign countries investing in our nuclear sector.

I volunteer to be on the Committee that scrutinises the energy Bill when it is introduced, because I want it to work. I want the new regulated asset base formula that the Minister is proposing to be flexible enough that all technologies can benefit from it. I want success in this country. As the hon. Member for Copeland said, Britain has a proud record of pioneering nuclear technology. This is the next generation. We have to get the formula right. We have to get Government support. I am in favour of more Government support, because that is long-termism. If we are to meet our low-carbon emissions goals for the future, we have to invest now, and Government have to take a lead.

Thank you for calling me to speak, Mr Paisley; I believe that this is the first time that I have served under your chairmanship.

I congratulate the hon. Member for Copeland (Trudy Harrison) on securing this debate. Normally, I would look around Westminster Hall and see all these friendly faces and think, “Great, it’s going to be a very consensual debate,” but a debate needs a dissenting voice and this afternoon’s debate will certainly hear one from me. Before I do that, however, I congratulate right hon. and hon. Members on the passionate case that they have made. I have been looking for words and points that I can agree with, and I do agree about the need to tackle the trilemma, particularly the issue of climate change and affordability. However, I cannot say that new nuclear is the way to do that and the small modular reactor development is not going to change that.

There has been a common theme among some hon. Members today that renewable energy is not reliable. In October last year, 98% of Scotland’s electricity was generated by wind power and we are on track to produce all of our electricity from renewables by 2020. That is possible through the Scottish National party’s environmental policy support.

The hon. Member for Strangford (Jim Shannon) has always been a passionate champion of nuclear; I understand that although, again, I cannot agree. The right hon. Member for Scarborough and Whitby (Mr Goodwill) said that the safest and greenest power is nuclear. Actually, the safest and greenest power is renewables. There is no half-life and nothing to clean up. If he wants to come up and speak to some of the people who saw the clean-up at Dounreay to hear about the eye-watering cost and the danger to the public from that British nuclear project, he is welcome to do so. The fact that he once purchased a Lada car tells us everything about his choices. I will leave it at that.

The hon. Member for Dwyfor Meirionnydd (Liz Saville Roberts) talked about generational depopulation. I absolutely agree that that must be tackled and there must be ways to do that, but nuclear does not fix it. We need a challenge on well-paid work.

I echo the point made by the hon. Member for Dwyfor Meirionnydd (Liz Saville Roberts). In peripheral areas, the nuclear industry has been a saviour in many ways. It ensures longevity and skills. People who left school at the same time as me are still working in it. The hon. Lady highlighted that. We want renewables and nuclear, not either/or.

I understand that. The one thing I was agreeing with is that there must be more solutions on offer. There must be a mix, but I respectfully disagree about nuclear. I was going to highlight the hon. Gentleman’s support for renewable projects, which a couple of people have mentioned.

I will not use my time to go through every Member’s speech, but the hon. Member for Barrow and Furness (John Woodcock) made a powerful case. He incidentally made the Minister something of a deity and said that he was doing the Lord’s work. I am not sure which Lord, but we will come back to that.

The hon. Member for Stroud (Dr Drew) talked about the SMR competition. A warning about competitions from the UK Government can be found in Peterhead, where the carbon capture and storage competition was launched, and £100 million was spent before the £1 billion—[Interruption.] The Minister is trying to wave me away from that bit. The people of Peterhead will not forget the UK Government’s betrayal and the cancellation of that carbon capture project, which could have given the UK a five-year lead on carbon capture and storage. That is all gone.

And she is the Westminster leader. I beg the pardon of the hon. Member for Dwyfor Meirionnydd (Liz Saville Roberts), but I was trying to avoid making a mess of her constituency name, which I have done before—I will not fall for that one again. I will, however, have a good go at saying Trawsfynydd, because I have been there. It is an excellent site for small modular reactors, as are Anglesey, Moorside and many others. The good thing about them is the support of the local community for nuclear, because many have seen the benefits that nuclear has brought in the past, such as prosperity and good-quality, highly paid employment.

In the time that I have left—I believe that my hon. Friend the Member for Copeland should be left a couple of minutes at the end—I will talk briefly about the financing models. Clearly, one of the big problems about nuclear generally has been financing. Everyone knows that, and that the large chunk for current nuclear power stations is about £15 billion-plus, and could be £20 billion. That is a significant sum of money. The two projects we have talked about—Moorside and Wylfa in Anglesey—are not to take place in the timescale we had hoped for because of the financing.

However, I believe that the efforts we are putting into the regulated asset base model will open up nuclear again—a modern way to fund it. Institutions are very interested. On the small modular reactor side, my Department organised a very successful conference for the first time—in a high-tech area of the midlands, rather than one of the traditional sites—and quite a few financial institutions attended. We are in talks with the Treasury and inside the Department about developing that finance model. Logically, I believe it will work for smaller nuclear developments as well as large ones, because institutions obviously like to invest in smaller chunks.

The Government are very committed. We are helping small modular reactors. Apart from dealing with the consortium that I mentioned, we are providing funds to give the regulators the kinds of facilities necessary for the regulatory process. Quite a lot is going on, and I had wanted to speak for about 20 minutes on this subject. Earlier I was waving my hands at the hon. Member for Inverness, Nairn, Badenoch and Strathspey not out of disrespect for him personally or because of anything he said, but because I wanted more time to go through my speech. However, I have galloped through the major points. I would just like formally to put on the record that the Government’s policy is firmly behind nuclear and very much behind—

I certainly agree that this problem is not confined to what were historically called deprived areas. By its very nature, the role of a young carer is often so hidden from general view that it is very difficult to make accurate assessments and comparisons. Although I cannot speak up for Solihull, I can say that it is very important that a uniformity of service should exist around the country, because this problem is not confined to specific geographical areas.

I am conscious of time, so I will quickly come to my concluding questions. To repeat the thrust of the comments by my hon. Friend the Member for Sheffield Central, I ask the Minister what is being done to ensure that GPs and other health professionals identify, recognise and register young carers within their practice. The Department of Health and Social Care needs to take a more proactive role in raising awareness of this particular responsibility and ensuring that it is carried out. Similarly, what is being done to ensure that local authorities have pathways for young carers to access care and suitably trained, child-friendly staff with knowledge of the Acts covering young carers? What role do we envisage the voluntary-sector young carers projects playing in that pathway?

My hon. Friend also mentioned transport. Many young carers cite difficulties in accessing school transport and transport to young carers’ facilities, which are put on by charities and other community organisations to relieve some of the pressure of their everyday caring responsibilities. There is little point in having those facilities if the young carers who need them have not the wherewithal to get to them and enjoy them.

There is also an issue around the very welcome transitional arrangement policies for carers over 18 now being devised through a joint initiative of the Children’s Society and the Department of Health and Social Care. The 18-year-old barrier is often a sort of cliff-edge for young carers in their receiving care and advice, which needs to be overcome. I welcome the initiatives now being undertaken to address that problem.

However, my concern is that because many young carers organisations have historically not been involved in this particular area, it may provide a market opportunity for organisations that do not have the same community base, experience and sensitivity to actually fulfil that role. We do not want this to be regarded only as a business opportunity. We want to enable those organisations with a long history of providing this service for young carers in their local communities, and which know their local communities, to have the opportunity to build on that expertise and to develop it for the post-18 cohort of young carers.

I am delighted to agree with the hon. Gentleman. Of course, the multiplier factor is very important, but it is also very important that young carers themselves do not get burned out. That is one of the key issues. It did not involve young carers, but I have a family history in this regard, in that my father cared for my mother for nearly 25 years; she had severe osteoporosis. Unfortunately, he would not take advantage of the things that were available, and I saw, in his latter years, how he was absolutely worn down by the process. Young people may not show that, but they have the same sorts of issues. When I tell hon. Members that 48% of those young people in Blackpool are caring for a parent because of substance misuse or mental ill health, they will get a sense of the sorts of issues that young carers have to face and deal with.

Last autumn, very important new research from the University of Nottingham revealed that the number of young people between the ages of 11 and 16 who act as carers has more than doubled since a comparable BBC survey in 2010. I was privileged to discuss those findings with people from the carers centre in my area, but also with two young carers, Caitlin Churchill and Claire Taylor, who had written to me over the summer with their personal experiences as well as with ideas to give young carers more support in the classroom.

The classroom is a key factor in this area. We have heard today about the need for Ofsted to be more forthcoming in this area, but school heads and schoolteachers also need to take the issue on board. They may not even know that they have young carers in their midst, and those young people, who sometimes turn up looking bleary-eyed and without having had a meal, may be disciplined for that, because they do not regard it as a caring thing; they think that it is just something they do for mum or dad or sometimes for an older sister or whoever.

That point is very important, as is the mental health project launched by Blackpool Carers Centre for young carers last spring. There have been workshops on this subject, and it is my experience that sometimes, when we bring young people together outside their school frameworks and put young people from one school or college with those from another, they work more collaboratively and do not feel as constrained. However, we need to ensure that the voluntary efforts and voluntary research by those young people outside school feed into schools and colleges as well.

The role of the local authority is also important. Blackpool is a small unitary authority, and I am sad to say that we have been hit very strongly by cuts over the last six or seven years, but it does support the carers centre.

Yes, Mr Owen. The authority does support the carers centre, with a relatively modest amount of funding, so there we have it—a good example of people taking things forward. May I just say one last thing to the Minister? The role of young carers ought to be recognised not just by Ofsted, but in our thinking about bursaries and so on, and particularly when they want to enter higher education and apprenticeships.

It is, as always, a pleasure to serve under your chairmanship, Mr Owen. I congratulate my hon. Friend the Member for Sheffield Central (Paul Blomfield) wholeheartedly on securing the debate. He does an enormous amount of work in championing young carers from Sheffield and across the country. Like him, I have met many of the young carers that he mentioned, in part because of the fantastic work of Sheffield Young Carers, which is such an effective voice for those young people, but also because the young people themselves are such excellent advocates, who need absolutely no prompting in describing their experiences and making an impassioned case for change to support the needs of this hidden army of young people, who contribute so much yet receive so little.

I employ a young carer in my constituency office. Gabby has cared for her family since she was four years old and still cares for them now. As a result of that experience, she is an absolutely amazing young woman, who I believe is genuinely capable of anything, but who just needed a chance and some recognition of the obstacles that she faced while growing up that other young people did not have to. That is really at the heart of what young carers are asking for—recognition. I am talking about recognition of the incredible work that they do day in, day out; recognition that as a result of caring for siblings or parents, they struggle to get to school right on time, and that when they are at school, they are really tired; recognition that as a result of their caring, they are much more likely to have mental health problems of their own and risk burnout. Some services do recognise that, but nowhere is the recognition more important than in schools, and I am sorry to say that young carers’ experience in schools is patchy at best. In the words of Sheffield Young Carers, some schools help young carers, but some still do not at all.

It is incumbent on Government to ensure that schools treat young carers consistently and with the respect and recognition that they deserve, so I should be grateful if the Minister would respond explicitly to the recommendations made on education by my hon. Friend the Member for Sheffield Central—that schools should be required to have a young carers lead that Ofsted’s inspection framework should cover support for young carers, and that the teacher training curriculum should include information about identifying and supporting young carers.

As my hon. Friend mentioned, I have been working with a lot of young carers over the past year to campaign for free travel for young carers in Sheffield, both while they are in school and outside term time. Understandably, young carers travel much more than their counterparts, going to and from health appointments, collecting shopping and perhaps visiting those they care for. It is absolute common sense that we should recognise that by providing them with free travel.

Just last week, the young carers presented our petition to Sheffield City Council, where they received a standing ovation. Last summer, South Yorkshire passenger transport executive conducted a pilot, but we now need to see it rolled out. If the Minister could commit to raising that with his counterparts in the Department for Transport, we would appreciate it.

These young people ask so little of us, but give so selflessly to their loved ones and save the Exchequer and society so much. It is the very least we can do to make their voices heard in this place and to ensure that sufficient support is in place in their communities.

It is a pleasure to serve under your chairmanship, Mr Owen. I am grateful to my hon. Friend the Member for Sheffield Central (Paul Blomfield) for securing this debate and for his powerful contribution, which set us off on the right footing.

The latest figures identify close to 200,000 young carers, but it is likely that the real figure is much higher, because many child carers, some as young as four years old, do not identify themselves as carers. All too often, young carers go about their lives managing their caring responsibilities as best they can, unseen, unheard and unsupported. I want to thank the young carers who have allowed their stories to be shared here today, especially the Sheffield carers.

I was a young carer and I know it is not easy. Being a young carer can be a very isolating experience. All chances of childhood are lost. It is hard to laugh with so much responsibility. It is hard to be carefree when you are coming home from school worrying about what you will find, worrying about household bills, because there is no one else to worry about them, and worrying about siblings. Balancing school and caring responsibilities is, to say the least, difficult. There is no time for homework and it is hard to concentrate at school. There are few chances to have a life of one’s own and few chances to socialise; it is difficult.

Children have rights. The United Nations says that all children have a right to education and a childhood, and the right to be protected from the demands of excessive and inappropriate caring. Too often those rights are denied, and children and young people are suffering. One third of all carers aged between 11 and 18 experience mental health problems of their own. Research shows that one in 20 carers miss school because of their caring responsibilities. Young carers are far more likely to have lower educational attainment, less likely to stay on at school and more likely to be out of work in adult life.

There is some support out there. I pay tribute to the Carers Trust for the work it does supporting 32,000 young carers. I recognise and thank Carers UK and organisations such as Rainbow Trust Children’s Charity, which remind us that the siblings of children with life-limiting conditions are also young carers, who deserve the right to regular short breaks. I also thank the all-party parliamentary group on carers for shining a spotlight on these issues.

We are here today because Government support is urgently needed. The Care Act 2014 placed the duty on local authorities to consider the needs of children and young people living in a household where there is an adult with a disability or an impairment. That has not been fully implemented, because of a lack of funds. The Children’s Society worryingly reports that in the last four years the number of young carers has soared by 10,000. It suggests that this may be due to young carers picking up the slack from a shortage of adult social care. It is certainly a fact that adult care budgets have been cut by £7 billion since 2010, and cuts have consequences. Fewer people are now eligible for publicly funded care. Consequently, young family members have to take on more caring responsibilities.

Those young carers need and deserve support. Various promises have been made along the way. Eight months ago, the Prime Minister met some of these brilliant young people and promised to help them. The Government’s carers action plan promised a cross-departmental approach,

“to increase the timely identification”

of carers, to improve access to sport for general health and wellbeing, and to improve educational opportunities and outcomes.

Hon. Members relayed specific and sensible steps that could be taken to support young carers. In terms of health, GPs need to be aware of the caring responsibilities of their young patients. Social prescribing needs to be an option for these young people. In education, every school needs to have a designated lead for young carers. The Government must recognise that funding support is needed. Many young carers live in low-income households, and too often are left to shoulder financial worries. Costs associated with the caring role can be burdensome. Teenage carers often have little time to take on part-time work. Making carers eligible for the vulnerable bursary and free travel arrangements will be a welcome step. Again, I make the plea for funding short breaks for young carers.

Will the Minister go beyond warm words and give us a guarantee on some of the specifics? It is astonishing that the Department of Health and Social Care has published a 10-year plan for the future delivery of services, but does not outline a plan for social care. These issues are so fundamentally interconnected that it is hard to believe that they have not been dealt with in the 10-year plan. When will the long-awaited Green Paper on social care will be published? Will the Minister assure us that the understanding of the needs of all carers will be at the heart of not only the Green Paper on social care, but all Government strategy going forward? Will he guarantee that the Government will ensure that young carers are never forgotten or left behind?

The policy that the Prime Minister has proposed has commanded the support and endorsement of the employers that the hon. Lady is concerned about. I am not aware of any policy proposal from the Labour party that commands any degree of consensus across the Opposition Benches. I have said very clearly today and previously that all Members of this House who were elected in 2017 following the referendum the previous year always knew that this was going to be the most important decision that we would take. It is time to find common ground and to settle on an agreement that commands a majority of support in this House that will provide the confidence and stability that the rest of the world looks to.

The Nissan decision is sadly following a developing trend of disinvestment by foreign companies not just in the north-east of England, but north Wales. I appreciate the Secretary of State meeting me later to discuss that. I am a proud member of the all-party parliamentary group on Japan, of which the Minister for Asia and the Pacific, the right hon. Member for Cities of London and Westminster (Mark Field), is also a regular member, and Japanese representatives say clearly to me that there are two strengths to investing in the United Kingdom: the loyal and unionised workforce, and a strong single European market. I ask the Secretary of State to urge his Cabinet colleagues, for a start, to ensure that we have that strong unionised workforce and a strong European single market?

I pay tribute to the role that my right hon. Friend played in the earlier stages of discussions for the Wylfa site. As is evident, such matters are complex and difficult to secure, but he laid the groundwork for some of the progress that has been made, and I hope that the process might ultimately be successful. Of course, I have complete commitment to the north Wales growth deal, and I would be delighted to have a meeting with him and my ministerial colleagues. The Secretary of State for Wales will be in Anglesey tomorrow and will be meeting members of the local community.

As I said in my statement, we regard Anglesey and north Wales as having exceptional strengths in our energy future. Bangor University, for example, contributes exceptional world-leading innovation, and we have backed that in the sector deal. Colleagues across Government and I will work closely with colleagues in north Wales to ensure that that potential is realised.

I thank the Secretary of State for coming to the House at the earliest opportunity to give this statement. He will know the importance of this matter to my local community, to the Welsh and UK economies and, indeed, to the Government’s nuclear policy. With 10 years of planning, a lot of work has gone into this project, as he rightly acknowledges. It started off under the Labour Government and was continued by the coalition Government and, indeed, the current Government. Wylfa is the best site in the United Kingdom for a new nuclear build, but Hitachi’s announcement puts the jobs of 400 people at risk, many of whom are my constituents. There is the potential for some 8,000 to 10,000 construction jobs, hundreds of operational jobs and, importantly, 33 apprenticeships, so I hope that we can work to ensure that we save as much of that as possible. The supply chain and small and medium-sized enterprises are important as well, and they have been planning for this for years.

So I ask the Secretary of State: can we work together to keep this project alive and ensure that we create the momentum so that it can be ready for a future developer, or indeed this developer, with the right mechanism? We need a better mechanism for financing, not just in the nuclear sector but for all large energy construction, including the tidal lagoon. I pay tribute to my hon. Friend the Member for Southampton, Test (Dr Whitehead) in this regard, because I feel that an opportunity for innovation has been lost with the tidal lagoon, and the Welsh economy needs it. We know that £16 billion has been taken out of the Welsh economy as a result of that announcement, and we need to redistribute that.

I echo the right hon. Member for Clwyd West (Mr Jones) in saying that we need extra help and extra resources to plug the gap following this announcement today. We have a mechanism through the north Wales growth deal whereby the Welsh Government work with the UK Government to create jobs, and I urge the Secretary of State to work with the new First Minister and the Economy Minister on this. The north Wales growth bid can be successful. I will be meeting the Secretary of State for Wales as well, but I want to ask the Secretary of State to work closely with us on this. Will he host a delegation involving myself, key stakeholders and his officials to look at a funding mechanism for the future that will work not just for new nuclear but for all large projects? North Wales is a centre of excellence for low carbon, nuclear, renewables and marine energy. It has the potential; let us work together to make this happen.

I repeat my commendation of the hon. Gentleman. He has been a consistent and passionate campaigner not only for the interests of his constituents but for the excellence of the industry in north Wales, and in Anglesey in particular. I can give him that wholehearted commitment. My officials will certainly meet him, but they will also come with me and my nuclear Minister and we will work together in a completely open-book way on all the options. The hon. Gentleman serves with distinction on the Select Committee, which I think will also want to scrutinise the options and the potential for financing. I repeat the commitment I gave to my right hon. Friend the Member for Clwyd West (Mr Jones) that we continue to regard the north Wales growth deal as an excellent base to reinforce the strengths of the area, and I will work very closely with him on this.

The hon. Gentleman also mentioned marine energy, which is one of the opportunities that we have in his constituency and around north Wales. Far from having closed the door to marine technologies, we want to continue to invest in innovation. When it comes to deployment, the technologies need to demonstrate value for money, but we will work with them, as we did with the offshore wind sector, to bring costs down so that they can win at auction alongside other technologies.

I could not agree more, and I know that my hon. Friend is a tremendous champion of that workforce in his Bury constituency. That point goes to the heart of how a publicly owned service should set the standard for how we treat our workers and our customers. I absolutely agree with him.

I congratulate my hon. Friend on securing the debate, and I wish her, the Chair and all Members a happy new year. She made the important point about ownership of the Crown network. We are the owners but, in addition, the Government are the sole shareholder, so by proxy the Government are closing down our public services. We need the opportunity to have not just a debate, but the information before anything happens.

I absolutely agree with my hon. Friend. On that basis, I was quite horrified at what happened last month when I went to my Crown post office to talk to the staff. I went with a representative of the Communication Workers Union, who had notified management in advance, but an area manager was then sent all the way to Wigan to block me at the door. We were chucked out of the building, but for some time I stood outside in the street in the freezing cold to talk to staff about their concerns and fears. A number of counter staff who had initially been keen to talk emailed me later to explain that they had been put under significant pressure not to come outside.

Why is a publicly owned business trying to intimidate and silence its own staff? It was particularly telling that the area manager said that she had been sent by the press office. This is an organisation apparently more concerned about appearances than about the rights of its own workforce.

My hon. Friend is absolutely right. The Minister will hear “suspended”, “halted”, “paused” and “moratorium” over and over during this debate. It is not just about bank closures, the threat to the post office and the fact that WHSmith is in trouble. Many towns that face the loss of their Crown post office have had closures of major department stores such as Marks & Spencer, House of Fraser and Debenhams. Like the Crown post office, those are destination stores—they attract people into our town centres who then stay and shop elsewhere. There is a very real prospect that our town centres will begin to fall like dominoes. A perfect storm is hitting our high streets.

My Crown post office in Wigan has stood on its site in the centre of our town for 134 years. It has weathered a global financial crash and two world wars, yet apparently it cannot survive three years of Tory Government. One of our major concerns is about the lack of proposals for the building, which is owned by the Post Office. It is a striking building right in the centre of town. Will the Minister tell us what is envisaged for those buildings? Will we see derelict and abandoned buildings blighting our already struggling high streets?

My hon. Friend makes an important point. The Government are trying to regenerate town centres, yet they are closing down buildings. In a town in my constituency, the building has been empty for some years and is a blight on the landscape.

My hon. Friend is absolutely right; that is a story I hear over and over from colleagues around the country. Behind those losses is a loss of spending power in our towns. Over several decades, good jobs have been lost and replaced by minimum-wage, insecure work. Young people have left and there has been a significant loss in the working-age population. The jobs that remain do not pay enough to sustain our local services. We have felt the anger from those areas in recent years, so why do the Government allow this process to continue?

WHSmith employs its staff on part-time contracts at the minimum wage, whereas post office counter staff typically earn £21,000 a year. It matters for the viability of our town centres that people are paid properly, and for the health of our nation that people are treated properly. In my view, this failed economic model was one of the direct causes of the heavy leave vote in constituencies such as mine. It has caused justifiable anger in our towns, so why is that failed economic model being employed?

Surely, if Government mean what they say about listening to those who have been left behind and about trying to reinvigorate our high streets, they must abandon this plan right now and seek an alternative. All the plan means, as the Communication Workers Union puts it, is that post offices are on

“a path of managed decline”.

For the 800 or so staff facing transfer or redundancy, I suspect that this will be the final straw. The vast majority of staff who faced franchising were not subject to the Transfer of Undertakings (Protection of Employment) Regulations 2006 in either of the last two rounds of transfer. Workers in Wigan tell me that it has been a tragedy to watch services run down over several years. Some of them have worked for the Post Office for decades, but this is the final straw.

The Post Office faces pressure from the loss of traditional services such as letters and from falling Government revenue, but it is by no means without assets. Last year it announced profits of £35 million. That should have been the catalyst to retain experienced and well-paid staff and expand into new areas—in France, La Banque Postale, established a decade ago, made a profit of €1 billion in 2016—but instead, it has cut staff and branches and awarded the chief executive a 7% pay rise. Behind the latest wave of closures is a story of greed, exploitation and carelessness with the social fabric and economic heart of our communities.

My hon. Friend has made a powerful point. This has to make business sense and, where it does not, it should not proceed. I also highlight the fact that custom will be lost from retailers in the city who bank and place deposits within the post office. They do not feel safe having to walk through and then queue in a retail outlet. They have already said that they will be transferring their business away from the post office. That has to be taken on board. This does not make business sense or economic sense, nor does it make sense for our high streets or my city.

As my hon. Friend knows, I know the branch she refers to very well from my student days and I use it at Christmas when I visit my daughter. It has excellent services, including an exchange bureau, which can compete with the best. Those kinds of services, which are working in purpose-built buildings, need to be maintained and enhanced. She is making an excellent case, but she makes it for the rest of the country, as well.

It is so important that we do not sell off our family silver, which is exactly what this process will achieve, certainly with regard to my city.

Finally, I want to raise the issue of the war memorial placed in our post office, where 16 fallen men from the first world war and ten from the second world war are honoured. It is unknown today what will happen to that war memorial. I reflect on the words of Harold Wood, who today is 95. In 1942, he defended our city as part of the Home Guard. He said:

“The Luftwaffe couldn’t destroy it. It would be sad to see the Post Office do it.”

Our post office survived two world wars, so it would be a shame to close the doors, thereby ensuring that its profitability, service and access will be lost to my constituents.

It is a pleasure to speak in this debate. I congratulate the hon. Member for Wigan (Lisa Nandy) on bringing this debate to the House. The fact that so many people are here indicates our interest in the subject and the importance of post offices to every constituency. I am pleased to bring—as I often do in Westminster Hall—a Northern Ireland perspective to this debate. I will speak about some of the success stories that we have had recently in post offices and their strategy. I am pleased to see the Minister in her place. She looks very lonesome in that top corner, but from my discussions with her, I understand that she is very much interested in the views we are putting forward. I know her response will be positive and I look forward to hearing it.

I will also make some comments about the high street, because it is important to have a high street. I was just talking to the hon. Member for Ynys Môn (Albert Owen), and I said to him that if a shop goes vacant and stays vacant for a while, it almost becomes infectious. It is important to ensure that somebody comes in quickly; otherwise, it will lead to the problems we are seeing across the UK mainland.

I hail from a rural area that has seen the closure of every rural bank in the last five years. The Scottish National party has highlighted the issue of rural banks closing, which is something I have seen in my constituency in the last five years. Any change or alteration of the post office greatly concerns me. We have no banks at all in the Ards peninsula, where I live. Almost every bank that has pulled out—except Ulster bank, which has created a mobile banking service and has a customer adviser in the area once a week—has pointed to the post office and urged people to make the most of the ability to lodge money and lift money through the post office. I have to say that that strategy has been successful in the Ards peninsula for a number of reasons. First, the post offices are there—I will explain how we have been able to keep them over the years—and secondly, two credit unions have opened in Portaferry and Kircubbin, which give some banking opportunities and supplement other facilities.

The figures in the background information may be a wee bit deceptive—I say that gently and with sincerity to those who did it. Some 111 Crown post offices have closed and 1,008 agency post offices have closed. Attempts have been made to build that up by using the outreach service, which can help a bit, but does not take away from the main issue. The role of a post office is not just to do monetary things. Other hon. Members have said that post offices should be doing more where they can, and that is one of the things that I want to look at. What can they offer? Can I do my driving licence there? Can I do my passport there? Can I pay some bills there? Can I do other things? That is what we need to do. I am not sure that the outreach service makes that happen. Therefore, I suggest very gently that the outreach alternative is not really where we are. A well-run network of rural post offices is needed.

I am very aware of any changes to the services offered and I am supportive of colleagues who are losing branches to what has been described to me as privatisation by stealth. That is why I support this debate. I am here to register my support for the post offices and to support those hon. Members who are probably having more difficulties in their constituency than I have in mine because of some of the success we have had.

The briefing from the Communication Workers Union, which I am sure we all received, is clear:

“The Post Office Ltd uses public money to finance the closure and franchising programme.

Everything from compromise agreements to get rid of existing staff (£13 million in 2014-15 alone), to refurbishments on stores it then franchises (£4.6 million was spent on 39 branches), and installing post office counters in franchisees’ premises (the post office refuses to disclose this expenditure), are met by the public. Yet, in return, the public receive a reduced service.”

That is the concern we all share, as hon. Members have said. It continues:

“While Crown offices represent a small share of the overall network, they have historically brought in between 10-20% of the Post Office’s overall revenue”—

a significant amount that cannot be ignored—

“and so any further closures could jeopardise the future of the network.

There is no evidence of respite from the slash and burn approach either, as the Post Office Ltd announced in July that they want to attract new applicants to set up ‘New Network Locations’ in 450 postcode areas throughout the UK.”

That perhaps unsettles the present franchise and network of post offices, as well.

“This initiative will have a substantial and far-reaching implication on the future of every flagship Crown office and Crown office job, as well as impact on Postmasters in sub Post Offices across the network many of whom are already reporting they are struggling financially.”

The two independent reports to which some hon. Members referred—one by Consumer Focus from 2012 and another by Citizens Advice from 2016—concluded that the previous franchising of Crown offices to WHSmith resulted in longer queuing and service times, inferior customer service and advice, poorer disabled access and a reduced number of counter positions. Those facts tell the story. If a service is going to be provided, it should be a good service. If the service is run down and secondary, by its very nature, that leads to the further reduction of the Post Office.

Alongside that, the closure and franchise programme results in the loss of experienced staff, as hon. Members have said. The sub-post office managers in the peninsula that I represent have historically been second to none and we have been truly blessed, but part of that is that they have invested in their businesses. It is not the big firms such as WHSmith that have been offered the franchises, but the smaller shop groups. That has enabled post offices to be retained, because there is an investment, but there also has to be a wage for the sub-postmasters or sub-postmistresses to be able to continue running them.

Having post offices in shops and garages across the peninsula is one way that we have made it work. Someone signing on to work for another company and not as a postmaster or postmistress may not affect quality of the service, but it means the loss of what people see as a community asset. I think all hon. Members have referred to and understood the importance of the community asset that we have.

I have lived on the Ards peninsula for all but four years of my life. It is a close community that has grown, with many people coming to live and retire there. Over the years, the post office has been the cog at its core—a central point for meeting friends. It is also a central point for saying, “You know something? Mrs Jones hasn’t come in this week to collect her money or make a transaction.” The people at the post office know that and then, as they often do, they will call out to see if she is okay. There is a critical community aspect to the post office that cannot be ignored, which is neighbour looking out for neighbour, as we do in this House as representatives.

The hon. Gentleman is absolutely right to talk about the social service as well as the postal service. There are also cash-handling services that post offices provide for small businesses. Wherever they transfer to, that service is not available.

The hon. Member for Ynys Môn, actually, although Wylfa is in my constituency. I congratulate the hon. Gentleman on raising this issue. Regarding community benefits, he is right to talk about the construction jobs, the high skills, and the longevity of the project. However, the community has had an upheaval, and it is important that community benefits come from Government. It is good to see the right hon. Member for Sevenoaks (Sir Michael Fallon) here, because he made a statement in July 2013 about a mechanism to ensure that happens. Does the hon. Member for Bridgwater and West Somerset (Mr Liddell-Grainger) agree that the Government must restate that commitment, so that the host communities in his constituency and mine benefit for generations to come?

The hon. Gentleman has made an enormous contribution to the nuclear debate, and I am grateful to him. He is absolutely correct. I am also delighted to see my right hon. Friend the Member for Sevenoaks (Sir Michael Fallon) in his place.

The hon. Member for Ynys Môn (Albert Owen) is quite right: at the end of the day, this is a team effort. No nuclear area is doing anything other than what all nuclear areas are trying to do, whether in Dungeness, Wylfa, Hartlepool, or anywhere else. We are trying to work together to spread the benefits of nuclear across the United Kingdom, and we have to get that right for the communities. Hinkley is the first of these projects, but that does not mean it will be the last: Sizewell is next, then Wylfa, and then we will go wherever we are going, whether that is Sellafield, or somewhere else. The Government have to make a decision, as I will discuss a little bit later, and I am sure that the Minister will pick up on this exchange. We need a clear understanding of the business rates over the long term, as there has to be some mechanism that brings the benefits of the nuclear production of electricity back to the local community.

I shall have to check Hansard. I appreciate your leniency, Mr Hollobone—I am sure Mr Speaker might have thought that was unparliamentary language, but it was not intended to be so.

The serious point I am making is that in all my dealings with EDF, and in all my visits down there and visits to suppliers, I am always keen to stress the point made by my hon. Friend the Member for Wells about the local supply chain, and the fact that these are real jobs. That reflects the points made about the national impact, which we always have to think about.

I am proud to be part of this Government and I asked for the nuclear portfolio—not because it was part of my general energy portfolio, but because I believe it is a brilliant industry in its own right for the future. It has everything that we look for in our industrial strategy: quite apart from the energy side, the industry creates good-quality, high-level employment, and that energy, if produced in bulk—obviously, not hundreds and hundreds of these, but more than one—can reduce the price by 30%. It also has supply chain and export, and is high tech. Before we even get on to the green point, the baseload point and all the other things that are so important, it has a lot going for it.

That is why I was pleased when the Secretary of State and I went to—I must warn you, Mr Hollobone, that this could be difficult for me to pronounce—Trawsfynydd, in Snowdonia in north Wales, to launch our nuclear sector deal. The hon. Member for Ynys Môn nodded, so I am pleased I got the pronunciation right. It has a great future. We have mentioned different parts of the country today, including north Wales and Wylfa, which are important.

Indeed, the hon. Gentleman and I have discussed community benefits for Anglesey. Obviously, the community benefits for Hinkley Point are further down the line because the development is well under way. Those are important community benefits and it is right that those decisions should be made locally. Of course, that can lead the Government into lots of problems, because local communities do not have a consistent view, depending on area.

The question I raised regarding the announcement made in 2013 by the then Department of Energy and Climate Change still stands, and I know that the communities of Bridgwater and of Anglesey are concerned that nothing much has happened since then. Will the Minister reiterate his commitment to that formula so that the Ministry of Housing, Communities and Local Government and the Welsh Government can work with his Department, the mechanism can be put in place and, when the stations are generating, the communities can get the full benefits?

I am happy to confirm that. I have already met with one chief executive and one lead councillor from the hon. Gentleman’s area, but I would, of course, be delighted to discuss this with him at any time.

The main point today, which my hon. Friend the Member for Bridgwater and West Somerset expressed so eloquently, is how important the nuclear industry is as an industry in its own right to local economies and to the national economy. As far as I can see, EDF is doing an excellent job. There are many British and Northern Irish employees, some of whom I met down there, of different skill levels, and I was pleased to see the number of young girl apprentices, which is also part of our nuclear sector deal.

I am not at all complacent. I think the deal struck at Hinkley Point C was sensible from the taxpayer’s point of view, as my hon. Friend mentioned, because it completely de-risked the taxpayer. We can do other interesting deals in the future for nuclear. At the moment, nuclear power is roughly 22% to 24% of the power output that we need. By 2030 to 2040, as the original power stations are decommissioned or reach the end of their life, that will drop with Hinkley to—again, these are very rough numbers—5% to 7%. There is a big gap.
