The COP26 President (Alok Sharma)
We are working with the Welsh Government and indeed the other devolved Administrations to ensure an inclusive and ambitious summit for the whole of the UK. I have spoken with Welsh Government Ministers at the COP26 devolved Administration ministerial group, which I chair, and I look forward to speaking to Julie James, the Welsh Government’s new Minister for Climate Change, at the group’s next meeting, which is taking place tomorrow.

Offshore energy generation will have a vital role to play in achieving Wales’s energy, economic, decarbonisation and wellbeing goals, yet we are operating at the moment with one hand tied behind our back, because the Crown Estate has sole responsibility for allowing development on the seabed. What discussions has the right hon. Gentleman had with the Welsh Government about devolving the Crown estates in Wales to Wales, as is the case for Scotland, as part of the British Government’s COP26 legacy?

As the hon. Gentleman knows, I do of course talk to the devolved Administrations, but the role of the COP presidency is to ensure that we get consensus across 197 parties. However, my right hon. Friend the Member for Berwick-upon-Tweed (Anne-Marie Trevelyan)—the Vice-President, as she is now styled—is also the Energy Minister and the adaptation champion, and she will be very happy to discuss these matters with him.

I am sure my right hon. Friend’s constituents will agree with him that he is an outstanding Member of Parliament for Gainsborough. I agree with him—we are not trying to get people to stop using cars. We are saying that we want to move to zero-emission vehicles. That is why, in the 10-point plan that was published, we have put forward many hundreds of millions of pounds to support electric vehicle manufacturing and £1.3 billion for charging points across the country. We need to continue to work to ensure that we have EV manufacturing in the UK, and of course, the costs of that will come down as we have economies of scale.

To accompany the White Paper, the British Government have confirmed that they are willing to take a direct equity stake in the proposed £20 billion Sizewell C nuclear plant. Why is similar direct public funding not being made available to other energy technologies, such as the Swansea Bay tidal lagoon, instead of the very costly contracts for difference model?

May I respectfully suggest to the hon. Gentleman that he looks at what we have actually said about nuclear? What we have said is that we are starting a discussion with the developer, EDF. We have not set out a financing model. As I have said, the point at which a decision is made on whether we move to a final investment decision in this Parliament will be on the basis that any financing model delivers value for money for the British taxpayer and, indeed, for consumers.

As the hon. Lady will know, we already have a set of exemptions in the policy. We recently announced two further exemptions, but the overall policy was tested in the courts last year and was found to be sound.

When will the British Government extend the much-needed transitional protection to people who are migrating naturally through a change of circumstance?

The best way the hon. Gentleman can make sure we provide support through transitional protection for those who migrate is by supporting the regulations when we vote on them under the affirmative procedure.
