I thank the right hon. Lady for her kind words. Obviously, we had some initial discussions with Egyptian colleagues at COP26 itself, but I hope to have a conversation with them, certainly before Christmas, and to visit Egypt again in the new year to talk about how we work in our presidency year as we move to COP27.

The Glasgow climate pact, agreed by almost 200 countries, is an historic agreement that advances climate action. It is the result of two years of marathon work and a two-week sprint of negotiations, and I think we can say with some credibility that we have kept the goal of limiting global warming to 1.5° within reach.

Will my right hon. Friend join me in congratulating the pupils of Gig Mill Primary School, Wollescote Primary School and Cradley Church of England Primary School on taking part in my COP26-inspired Christmas card competition? There were some magnificent results. It is all about the environment, it is very green and it is also about recycling, because one of them actually used a potato head as a print to make a reindeer Christmas card. It was very clear to me that the legacy of COP26 is very much alive and kicking in the younger generation.

I congratulate all the primary schools and the students who took part in this Christmas card competition. It is perhaps an inspiration to all of us for our Christmas cards. Undoubtedly, we need to ensure that climate action continues to be raised as an issue, and we all have a role to play.

My right hon. Friend makes an important point. As well as pushing for net zero and 2030 emissions reduction targets, we are indeed asking countries to set out their long-term strategies to demonstrate how they will turn ambition into action. In addition, we want to resolve the outstanding issue of transparency in the Paris rulebook, which will allow for reporting by countries of progress on climate action.

I want COP26 to be the most inclusive ever. The voices of young people are vital to this process. That is why I have set up an international COP26 Civil Society and Youth Advisory Council, allowing for a regular dialogue with youth activists, NGOs, indigenous people and faith groups as we plan for COP26.

I thank my hon. Friend for the work that she does to promote climate action. I would be very happy to hear from young people and youth groups in her constituency. We will be engaging further with schools in relation to COP26 to unleash the enthusiasm and energy of young people across the UK and tackle climate change.

We all have a stake in protecting our climate, particularly young adults in my constituency, who I hope will be the pioneers of change. As part of the UK-Italy COP26 partnership, what are the plans for the “Youth4Climate: Driving Ambition 2021” event to be held in Milan in September?

From 28 to 30 September, the Youth4Climate event will bring together 400 youth delegates from across the globe to discuss topics under a range of thematic areas. The event will culminate in a declaration and discussion between the youth delegates and Ministers attending the pre-COP26 event.

What support his Department is providing to the retail and hospitality sectors as covid-19 lockdown restrictions are eased.

Through the Business and Planning Bill, we are simplifying reliefs and the costs to cafés, pubs and restaurants of obtaining a licence to allow for outdoor dining. The Chancellor has also announced a six-month temporary VAT rate reduction from 20% to 5% for the hospitality, accommodation and attraction sectors. Both these measures should help to provide a welcome boost for business.

My constituency is known for its culinary delights such as the fantastic Butterfingers Deli, and Balti Bazaar in Lye, not forgetting its equally fantastic independent local pubs. Does my right hon. Friend agree that it is crucial that we encourage customers to get back to our pubs and restaurants to support our local economies and get our economic engines firing again?

Alok Sharma Portrait Alok Sharma
- Hansard - -

My hon. Friend is absolutely right. We need to get out there supporting our pubs and restaurants. The Eat Out to Help Out scheme operating during August is another great incentive to support participating restaurants, cafés, pubs and other food establishments. Al fresco dining midweek in balmy August weather should be a must for all of us.

We are committed to supporting the retail sector, and we are working closely with the industry through the Retail Sector Council. As the Under-Secretary of State for Business, Energy and Industrial Strategy, my hon. Friend the Member for Sutton and Cheam (Paul Scully), noted in reply to a question earlier, we are supporting high streets with the £1 billion future high streets fund.

T6. Both I and Andy Street are campaigning for a gigafactory to be located in the urban west midlands, close to the heart of car manufacturing. The factory would make the region a world leader in green vehicle technology. Will the Minister support that vision, and what steps can we take to ensure there is further investment in green technology in the west midlands?

Alok Sharma Portrait Alok Sharma
- Hansard - -

We are committed to securing investment for a UK gigafactory to support electrical vehicle manufacturing. Indeed, last week, I met Andy Street and Ralf Speth, who is the chief executive officer of Jaguar Land Rover, to discuss their thoughts on this matter. We recognise the strength of the west midlands, where £138 million has already been invested in the UK Battery Industrialisation Centre scheduled to open near Coventry this summer.
