I congratulate the hon. Gentleman on the passion with which he advocates for investment in BritishVolt. I share his enthusiasm, and I want to thank my hon. Friend the Member for Blyth Valley (Ian Levy) as well. He is a heroic campaigner on this issue. I can tell the hon. Gentleman that the letter was sent last night with an in-principle offer of support for that project. How about that! Hang on in there. That is what I am going to do.

12. The world is facing a global food crisis, in which the poorest nations face catastrophic consequences. Will the Prime Minister take all possible action to negotiate and facilitate access to the grain stores stranded in Ukraine? We have a limited opportunity to avert famine in developing nations and the UK must play its full part using all the resources at our disposal.

My right hon. Friend is completely right. There are 25 million tonnes of wheat that are basically being held hostage by Putin. That is the equivalent to the annual consumption of many of the least developed countries, and we are helping to lift that blockade not just by negotiation but by supplying de-mining equipment, insurance for the commercial ships that might be involved and also £10 million to help improve the railway infrastructure that will be necessary to get the grain out by rail.

I thank the Prime Minister for his statement and for the way in which he made it. President Zelensky said yesterday that the conflict in Ukraine has moved to the second phase. We all recognise that the balance between offensive and defensive weapons is very fine. As the conflict continues to develop, will my right hon. Friend continue to review where that line stands?

My right hon. Friend asks an extremely important question. I do not think any NATO country, any western country, wants to see its forces or our own weaponry, troops and personnel directly engaged with Russia, but it is wholly legitimate and morally right to give the Ukrainians the equipment with which to protect themselves.

I congratulate Bradford on being shortlisted in the way that that wonderful city has been, but I think the hon. Lady is wrong about what the integrated rail plan said, because already it commits to cutting the journey times from Leeds to Bradford from 20 minutes to 12 minutes, if I remember correctly. And we continue to look at ways of making sure that high-speed rail goes direct to Bradford.

The horrifying effects of events in Ukraine must be central to our focus, and we should do all possible to stand together in support. A war in Europe also has challenging domestic outcomes, with higher energy costs, rising food prices and effects on supplies and inflation and across the economy in general. Does the Prime Minister agree that this is a time when we need to come together as a nation common and that anyone seeking to weaponise Putin’s deliberate and calculated consequences of the war will only undermine the unity of our nation at a time when Europe is in crisis?

I thank my right hon. Friend very much for what he has said. One of the most important things that has confounded Vladimir Putin has not only been the heroic resistance of the Ukrainians but the unity of the rest of the world and, I must say, so far, the relative unity—the important unity—of this House.

I am glad that the FCDO was able to help out. We have a dedicated helpline for family members and anybody who is concerned. I think there are about 1,100 currently still in Ukraine, and there is a helpline that people should ring. I will read out the number. It is 01908 516666. There you go!

I pay tribute to the Prime Minister for the robust steps he has taken and for the co-ordinating role that he is playing across the western world. Does he agree that last night’s events should be seen in the context of Crimea, Salisbury and cyber-attacks as well as of the threat of gas supply restrictions? Can he reassure us that he will continue to play a co-ordinating role to ensure that the western world is absolutely as one in its response?

The right hon. Gentleman makes an excellent point. It is very important that people in Ukraine and around the world should be able to trust the information that we are giving out. I have no doubt that the intelligence that we shared about the coup attempt—or the people conspiring against the regime—in Kyiv was right, but we will divulge as much of our sourcing as we can without compromising our intelligence sources.

Naturally, we are all alarmed and share concerns at the risks that the people of Ukraine face but we take confidence from the Prime Minister’s statement and actions in helping to co-ordinate the western response. Does my right hon. Friend agree that NATO must always leave the door open for Ukraine joining?

My right hon. Friend is completely right and puts his finger on the fundamental point and the thing that we cannot bargain away. A sovereign country must have the right to choose her own destiny, and that is what Ukraine must have. Of course, the path to NATO membership will not be easy for anybody and no one is saying that that is going to happen immediately. But a country must be allowed to choose its own way forward, and that is what we are sticking up for.

The hon. Lady is completely right to draw attention to the suffering of people throughout the pandemic, particularly in care homes, including the mental stress they have suffered as a result of not being able to see or hold loved ones in the normal way. It has been one of the most appalling features of this pandemic, and we are certainly investing record sums in mental health to deal with that issue and many others.

Does the Prime Minister share my disbelief at the Leader of the Opposition’s response to his statement, considering that waiting times for treatment and discharge for my constituents in Wales are much longer than they are in England? Can he confirm that Wales, Northern Ireland and Scotland will be net gainers out of the social care levy? Will he further guarantee that the additional sums available will be spent on health and social care in the nations?

I can certainly confirm that Wales, Scotland and Northern Ireland will be getting an increment. There will be a Union dividend in the way that I described, but clearly it is up to those parts of the country to ensure that that money is spent on the people’s priorities, and I believe that the people’s priorities are health and social care.

I thank the hon. Gentleman and join him in paying tribute to the sacrifice of all serving men and women of the Irish Guards, the Royal Irish Regiment, as well as all those who sacrificed their lives in Afghanistan, and everything they did to protect the people of that country. As he knows, the UK helped to train about 5,500 officers in the Afghan security and defence forces. We will continue to invest in them, with £58 million a year in the way that I described. We will, of course, be doing that in concert with our American friends and allies.

Three years ago I had the privilege of visiting Afghanistan and seeing the Welsh Guards in action. It is fair to say that the threats they faced and the risks they overcame were simply humbling. Their efforts helped many who otherwise would not have done so to receive an education, and the makings of a civic society were brought together. Will my right hon. Friend join me in paying tribute to them? Does he agree that the best way to do that is to continue our diplomatic and political focus, as well as continuing to use our generous overseas aid budget in seeking to pay a significant legacy in that part of the world?

I share completely the feelings of my right hon. Friend and join him in thanking the men and women of the Welsh Guards and all other armed forces who did so much in so many ways in terms of sanitation, electricity and generally improving the life chances of the people of Afghanistan. We will do whatever we can from now on—diplomatically, politically and with our development budgets—to make sure that we protect the legacy of their achievement.

The advantage of mass testing is that it is instant. Contact tracing by any system takes 24 hours or so to get the result to people. Mass testing can tell people whether they are infectious within 15 minutes. The Army has done a fantastic job in Liverpool and will continue to be very valuable as we roll it out.

The Prime Minister has given a clear policy direction, together with the rationale behind the changes about to be introduced. People will be particularly pleased that spectators can return to sporting events. Will he share the scientific evidence and thinking behind this with the Welsh Government, in the hope that my constituents can benefit from the same privileges that will be available in England?

I recognise the Prime Minister’s focus in his statement on introducing a much more simplified restriction regime that offers greater clarity and strikes a balance between the risk of spreading the virus and economic activity. Can he tell us what discussions have taken place with the devolved Administrations on taking a uniform approach across the United Kingdom, and is he able to update us on whether the Leader of the Opposition has supported such activity in engaging with the Welsh Government to encourage them to follow suit, because this will have a major effect on Treasury support and the simplicity that businesses in my constituency can draw on?

It is certainly the case that there is a wide measure of co-operation across all the devolved Administrations with the Government, and it is also the case that, to the best of my knowledge, the Leader of the Opposition has at least sometimes backed the restrictions. I hope very much that we will continue to work in that collaborative way.

Absolutely not, because now is exactly the moment when we need to intensify and magnify Britain’s voice abroad and to make sure that when we make our points in other countries about tackling poverty, Her Majesty’s ambassador in that country is listened to with the attention that is due to the person who commands the whole panoply of our foreign policy. That is vital for our success, and that is what we are going to achieve.

I congratulate my right hon. Friend on maintaining his reforming agenda. Can he reassure the House that this is an opportunity to drive the UK’s interests globally and to protect the most vulnerable around the world? He mentioned the UK’s presidency of the G7. Does he agree that this is an opportunity to play a leading role in international organisations such as the OECD, the World Health Organisation and the World Trade Organisation?

The hon. Member is raising a very important point. The chief medical officer and the chief scientific adviser, together with my right hon. Friend the Health Secretary, will be saying a little bit more in the next couple of days about what we are going to do to delay the advance of coronavirus—in Parliament and in other large gatherings. We are still at the containment stage—she will understand the distinction that the Government are making—and when we come to the delay phase, she will be hearing a lot more detail about what we propose to do with large gatherings and places such as Parliament.

My consituent Tom Channon was just 18 years old when he tragically died at the Eden Roc complex in Majorca in July 2018. This incident was totally preventable and avoidable. It came just five weeks after Tom Hughes from Wrexham fell to his death at the same site in similar circumstances. Nothing had been done to make the site safe. An independent surveyor report has pointed to serious health and safety deficiencies, Tom’s parents, John and Ceri Channon, have been campaigning for a criminal case to be brought against those responsible. Will my right hon. Friend the Prime Minister use all his influence to press the Spanish authorities to pursue a criminal prosecution that not only seeks justice for Tom but also sends a clear message to other accommodation-owners in Majorca to prevent similar tragedies from occurring in future?

I thank my right hon. Friend very much for raising what sounds like an appalling case, and I am sure the whole House will join me in expressing our deepest sympathies to Tom’s family and friends. To seek justice for Tom, I am very happy to ask the Foreign Office to begin talks first with my right hon. Friend and then with their Spanish counterparts.
