I got the gist of the hon. Gentleman’s question. Of course, the shared prosperity fund is an absolute cast-iron commitment. It has thousands of jobs at its disposal. We think it has great potential across the whole of Wales and we are very happy of course, if he has individual examples that concern him, to address them.

The Welsh Government wasted close to £5 billion of the former European aid in west Wales and the valleys. What reassurance can my right hon. Friend give me that the UK shared prosperity fund will reflect UK priorities, working with local authorities in Wales—in all of Wales—to ensure that places such as the Vale of Glamorgan benefit, having been excluded by the former European scheme?

My right hon. Friend puts his finger on exactly why the levelling-up fund and the UK shared prosperity fund are so vital. What they do is go straight to local communities. This allows them to make bids and decisions on behalf of their constituents, residents and ratepayers in a way no other scheme has previously enabled them to do. That is why this is innovative and will lead to sustainable jobs.

I hope I can reassure the hon. Gentleman. Numerous conversations have been ongoing between the UK Government and the Welsh Government about the Ukraine refugee position. I stress that this is not a competition. We are working together to try to get the best outcome in a severe humanitarian crisis, and that means that we are putting our political differences to one side, and I hope that he can join us in that endeavour. We are incredibly grateful to local authorities, charities, the public in Wales and, of course, the Welsh Government for making this happen at the pace that it has. I spoke to the Ukrainian ambassador only last week, and he is also incredibly grateful for the way in which Wales, in all its different forms, has stepped up to the mark to try to resolve the problem. I welcome the hon. Gentleman’s support in our attempt to achieve those ambitions.

Most of the focus on the freeport opportunity has understandably been on maritime ports. Can I draw my right hon. Friend’s attention to the merits of Barry port? In addition, can I ask him to pay particular attention to Cardiff airport, which is closely associated with Barry port, and assure me that it will be central to his thinking?

I am grateful to my right hon. Friend for raising that. He is right to point out that freeports are not necessarily confined to coastal areas: some of the best examples of freeports in the UK are inland freeports. They are also not all identical, and there is not a one-size-fits-all solution for the whole of the UK. We are trying to be as flexible as we can in looking at all the different dynamics, including Cardiff airport, to make sure that when the bids come in we are not too prescriptive and we look at all the issues with the most open mind that we can.

Vale of Glamorgan received a tiny amount of European aid over the past 20 years despite having areas of significant deprivation. Can my right hon. Friend reassure me that the levelling-up fund and the community renewal fund will apply to Vale of Glamorgan—we have been ignored up until now—and that exciting projects such as Barry marina, St Athan train station and the Dinas Powys bypass could now become possible because of Union support?

Who would ever dare ignore the efforts of my right hon. Friend? He is absolutely right that the local authority in his area will now have a chance to bid in a way that it never could before, and to bid with the strong and vigorous support that he provides. I think this is going to be a golden age for the vale.

I absolutely and fundamentally reject my parliamentary neighbour’s assertion as to what the position is and, indeed, what the ambition is. Right from the start of this situation, our sole objective has been to get the right amount of kit to the right place, at the right time and in the right form. We have had huge help from across the nation, including from the Ministry of Defence, to achieve that. Even the hon. Gentleman’s SNP colleagues in Scotland recognise that that is the case. To try to make a—dare I say it—cheap political point out of a situation in which a number of people are striving to improve day by day is not an especially helpful contribution to the debate.

There is no doubt that the strength of the Union has enabled the Government to support extraordinary levels of funding for the NHS, businesses, charities, families and so many others in so many ways that few nations across the globe could manage. When a common approach has been used across our Union, we have seen efficient delivery—business rates support is one obvious example. However, when it comes to notifying the most vulnerable shielded constituents in Vale of Glamorgan about gaining access to supermarkets, it has been much more difficult, so will my right hon. Friend encourage the Welsh Government to follow a united model, rather than complicate matters needlessly?

The short answer to my right hon. Friend’s question is yes, and indeed that is already the case in my weekly, or nearly weekly, conversations with the First Minister and members of his Government. Consistency is everything. We all understand that there may be gaps in a complicated, fast-moving situation, but my right hon. Friend and I share an absolute desire to make sure that where gaps appear, the Welsh Government and the UK Government working together fix them quickly.

I was fortunate enough to visit St Athan last week, where I met my right hon. Friend the Member for Vale of Glamorgan (Alun Cairns) and military personnel. My officials have been working closely with Ministry of Defence and Welsh Government officials to secure the future of bases in Wales, and they are making good progress with St Athan.

MOD St Athan has been designated a key element of the defence estate across the United Kingdom, but the Welsh Government are refusing our armed forces ongoing use of their existing site. Will the Secretary of State impress on the First Minister the importance not only of the economic benefits that the armed forces bring to the community but of the role that they play in the defence of our nation?

I can absolutely offer that guarantee, and I can go a little bit further. The blockage between the MOD and the Welsh Government has started to loosen, and there now seems to be some progress. I very much hope that we can achieve the objective that my right hon. Friend wants, which is a substantial military footprint at St Athan.

On the hon. Gentleman’s first question—there are lots of double questions going on—the answer is yes. That was in the manifesto and we made it clear. As for the second question, the Welsh Government do not even have complete control over the situation now, so he is asking about something that is not even the status quo. I think he should refer to his ministerial and party colleague in Cardiff—Jeremy Miles, who I have spoken to—who is perfectly adamant, and perfectly content, that this should be a joint UK Government-Welsh Government initiative. What the hon. Gentleman is hinting at is actually contrary to the policy of his own party in Cardiff.

May I warmly congratulate my right hon. and good Friend on his appointment as Secretary of State?

Does my right hon. Friend share my concern that since 2000 more than £4 billion of European aid has been spent in Wales but communities have not yet felt the benefit of that money, and the prioritisation of that spend by the Welsh Government has been brought into question by many local authorities and businesses alike? Does he agree that this is an opportunity to reset the formula and reset the way in which money is distributed, and to enable Members of this House to have some influence on how it is spent?

May I, with your patience, Mr Speaker, start by paying tribute to my right hon. Friend and predecessor? There is a saying in politics: “There is no such thing as real friends, only sharks circling waiting for a sniff of blood”, but no such situation would describe our relationship. He has done a fantastic job for Wales. He has boundless energy and I know that Wales will benefit from that again.

On my right hon. Friend’s comments about the shared prosperity fund, I hope I can reassure him by saying that this is a reset of the meter of the relationship between the Welsh and the UK Governments. It is absolutely right that he highlights the priority that we should give to this, which is getting the money to the right place in a timely way and in a way that is accountable to Welsh voters as it never has been before.
