It is that we have once again won the argument. We have been arguing for some time that taxes on working people are too high. They have gone up time and again under this Conservative Government, and it is only because there is a general election around the corner that they have suddenly discovered a heart, and discovered Labour’s policy and raided our cabinet. Until now, the Conservatives have used working people as their first and last resort to raise money.

Whenever we have talked about fairer choices—whether on non-doms, on the oil and gas giants, on the carried profits loophole, or on the tax exemptions enjoyed by private schools—we get a howl of opposition from the Conservatives, telling us how difficult it is: “Oh, that won’t work, it won’t raise the revenue, it’s not fair, it’s so harsh on all these people.” They never say that about the people on low and middle incomes who are being absolutely clobbered. They never say that about the people who lie awake at night worrying about how they are going to pay their bills, do the shopping and pay their rent or their mortgage. Picking the pockets of working people is the first and last result of this Conservative Government, and it is only because there is an election around the corner and Labour is chomping at their heels that they have finally discovered the cost of living crisis.

My hon. Friend is right to pick up on this unfunded £46 billion proposal to scrap national insurance. Just a quick glance on the gov.uk website shows, under the heading

“What National Insurance is for”,

that it is for:

“Basic State Pension, Additional State Pension, New State Pension, New Style Jobseeker’s Allowance, Contribution-based Employment and Support Allowance, Maternity Allowance, Bereavement Support Payment”.

If that £46 billion is going, how will all these be paid for?

My hon. Friend asks an excellent question, and it is one that the Government will have to answer, because we are not having this double standards in politics. If the Labour party had announced unfunded commitments of this kind, the Conservatives would be the first to howl and complain, and it would be the question confronting every Labour spokesperson on every broadcast platform and every national newspaper. This is the question that should be levelled at the Government, because this is not just hypothetical recklessness; we have seen where the Conservatives’ ideological recklessness led our country, through a disastrous mini-Budget, for which they have never apologised, never taken responsibility and apparently never learned the lessons. It is a disgrace.

If the money is not coming from the sources that my hon. Friend the Member for Denton and Reddish (Andrew Gwynne) suggested, in terms of pensions and support, let us bear in mind the scale of £46 billion. It is a quarter of the NHS budget. Is that where the money for abolishing national insurance will come from? The Government would have to close 130 hospitals and sack 96,000 nurses, 37,000 doctors and 7,000 GPs. Will these cuts be evenly spread across the country, or will they just shut down the NHS in the west midlands and Yorkshire, leaving the rest of the country untouched? They are very welcome to tell us when this policy will be introduced, how they will fund it and where the cuts or the alternative tax rises will come from, because we will hound them with these questions every day of the general election campaign.

It is a pleasure to follow the right hon. Member for Ashford (Damian Green), who always brings a sense of togetherness to these debates. Although, obviously, he said that he supports the Budget, he did so in his non-partisan way. I always enjoy listening to his contributions.

However, the Budget that the right hon. Gentleman painted a picture of is very different from the one that my constituents reacted to. They were left with an overwhelming sense of, “Is that it?” To be fair, when I looked over at Tory MPs after the Chancellor sat down, that was pretty much the expression on the faces of the majority of the parliamentary Conservative party. It would probably be unfair to name this friend from the Government Benches, but as we were walking back to Portcullis House, he said to me, “Thank…”—perhaps Hansard will insert an Anglo-Saxon expletive—“I wasn’t mentioned in the Chancellor’s roll call of doom! That probably means I stand some chance of coming back after the election.” He was only half-joking. The Chancellor thought he was doing the right thing in giving a roll-call of the names of all the Conservative Members with marginal constituencies, but all that did was highlight to Opposition Members just what a good job the Labour candidates are doing in those constituencies.

After 14 years of Conservative rule, we have had the very dregs of the barrel in this Budget. The everyday experiences of people outside the Palace of Westminster are quite different from the impression given by Government Members in three days of Budget debate. The reality is that taxes are still up; mortgages, for many, are up; bills are up; and prices are up. The Government’s response is a Budget with crumbs for working people that does nothing to fundamentally tackle the challenges facing our economy. One would think that this was the Budget of a country in its halcyon days, rather than a country now in recession.

Has the Chancellor fallen victim to the warnings of the Prime Minister who appointed him, and signed up to the “anti-growth coalition”? Far from pursuing growth, the Chancellor has delivered the worst Parliament on record for living standards, as confirmed by the Office for Budget Responsibility—giving with one hand, but taking more with the other. The Conservatives claim to be a party of low taxes, but thanks to the rate freezes, they will have created 3.7 million new taxpayers by 2028-29. The Budget is adorned with the white flag of surrender from a Government who have simply given up on the country and are now looking in on themselves.

The Chancellor’s suggestion of one day abolishing national insurance—an unfunded tax cut of £46 billion—leaves a gaping hole in the public finances. We know it, and they know it: that is nothing more than a gimmick. Otherwise, money for the list of things, on gov.uk, that national insurance pays for, which I rattled off earlier, not least the state pension, would have to be found from other sources. Transferring that list to income tax, raising VAT, or both, would mean taxes up; otherwise, there would be savage cuts to public finances. I, for one, thought that the Chancellor was appointed to clean up the mess created by his predecessor, not to follow his lead.

There are no quick wins. There are difficult decisions to be taken, and it will take time to undo the damage to our economy, yet the utterly reckless national insurance proposal shows that there is a fundamental lack of seriousness at the heart of Government. They simply do not get the scale of the chaos that they have created. Nowhere is that more patently obvious than in the dire situation facing local government. Section 114 notices are becoming frighteningly commonplace, and leaders from across the political divide are uniting in their call for help, but help came there none. Rather, we had last minute U-turns and more sticking plasters, straining to hold together an already broken system.

The issue is far from just being about the odd move to fortnightly bin collections; it is about local authorities with serious, statutory duties for children’s services and adult social care being forced to cut down to the bone—and, in some cases, into the bare bones. The Government say that local government can find more money by cutting “woke” jobs or finding other areas of waste, but after 14 years of financial decimation, there is very little if any waste in local government. Local authorities are struggling.

My local authorities’ finances have been decimated. Stockport’s budget is down by £90 million a year; Tameside’s is down by £200 million. Manchester’s budget is down by £450 million. These are ginormous amounts of money. The result is ever-deepening social and economic inequality. The areas that were already struggling are the ones suffering the most. Those who needed support are having the ladder pulled from beneath them. That is the hallmark of a Government who, far from bringing our country together, have sought to play divide and rule at every turn.

After 14 years of Conservative government, our country is less equal, less productive and less fair, and working people are paying the price. From the Chancellor’s tone last week, we might think that is a record he is proud of, rather than one of which he should be utterly ashamed. So low have the Government party sunk that no longer are they crying foul about Labour not having a plan; instead, they are stealing our homework and passing it off as their own.

The British people deserve more than a cheap copy job. They deserve the real thing, and it is about time they got the opportunity to vote for it. It is time for this era of chaos to come to an end. Let us have a general election now. Give this country the Labour Government—the fresh start—it so desperately needs. It is time for Britain to get her future back.

For those who are betting occasionally and as a matter of enjoyment, these measures will not make any difference—they will still be able to enjoy their leisure activities. These measures are designed to help and protect those who are problem gamblers, whose lives are potentially going to be ruined. I encourage those who want to still to take part in an enjoyable leisure activity, which is what it is for millions of people across the country. We are trying to strike the right balance here.

I welcome a number of the measures that the Secretary of State has set out today, including the statutory levy, but also, importantly, for most if not all of us in this House, the protections for children and young people, particularly in the online sphere. Given that technology moves at great pace, and that many of the technological advances we have seen since 2005 and the problems associated with that when it comes to gambling could not have been foreseen 18 years ago, what assurances can she give that not only the rules she is setting out now will be updated in future, but that the powers, resources and capacity of the new regulator will be kept up to date with the moves in technology?

It is fundamental that we continue to consider this issue as technology changes. The hon. Member mentions the statutory levy. The statutory levy will enable us to have research and make evidence-based policy, but it will also allow, if appropriate, the education of young people, so that even when technology changes, they understand the issues they may face.

I completely support my hon. Friend’s comments and I was pleased to see her champion that cause in the Bill Committee. Of course I support amendment 43, tabled in the names of SNP colleagues, to ensure that the toggle is on by default. Abhorrent material is being shared and amplified—that is the key point, amplified—online by algorithms and by the processes and systems in place. It is obvious that the Government just do not get that. That said, there is a majority in Parliament and in the country for strengthening the Online Safety Bill, and Labour has been on the front foot in arguing for a stronger Bill since First Reading last year.

It is also important to recognise the sheer number of amendments and changes we have seen to the Bill so far. Even today, there are many more amendments tabled by the Government. If that does not give an indication of the mess they have made of getting this legislation over the line in a fit and proper state, I do not know what does.

I have said it before, and I am certain I will say it again, but we need to move forward with this Bill, not backward. That is why, despite significant Government delay, we will support the Bill’s Third Reading, as each day of inaction allows more harm to spread online. With that in mind, I too will make some progress.

I will first address new clause 1, tabled in my name and that of my hon. Friend the Member for Manchester Central (Lucy Powell). This important addition to the Bill will go some way to address the gaps around support for individual complaints. We in the Opposition have repeatedly queried Ministers and the Secretary of State on the mechanisms available for individuals who have appeals of complaints. That is why new clause 1 is so important. It is vital that platforms’ complaints procedures are fit for purpose, and this new clause will finally see the Secretary of State publishing a report on the options available to individuals.

We already know that the Bill in its current form fails to consider an appropriate avenue for individual complaints. This is a classic case of David and Goliath, and it is about time those platforms went further in giving their users a transparent, effective complaints process. That substantial lack of transparency underpins so many of the issues Labour has with the way the Government have handled—or should I say mishandled—the Bill so far, and it makes the process by which the Government proceeded to remove the all-important clauses on legal but harmful content, in a quiet room on Committee Corridor just before Christmas, even more frustrating.

That move put the entire Bill at risk. Important sections that would have put protections in place to prevent content such as health and foreign-state disinformation, the promotion of self-harm, and online abuse and harassment from being actively pushed and promoted were rapidly removed by the Government. That is not good enough, and it is why Labour has tabled a series of amendments, including new clauses 4, 5, 6 and 7, that we think would go some way towards correcting the Government’s extremely damaging approach.

Under the terms of the Bill as currently drafted, platforms could set whatever terms and conditions they want and change them at will. We saw that in Elon Musk’s takeover at Twitter, when he lifted the ban on covid disinformation overnight because of his own personal views. Our intention in tabling new clause 4 is to ensure that platforms are not able to simply avoid safety duties by changing their terms and conditions whenever they see fit. This group of amendments would give Ofcom the power to set minimum standards for platforms’ terms and conditions, and to direct platforms to change them if they do not meet those standards.

My hon. Friend is making an important point. She might not be aware of it, but I recently raised in the House the case of my constituents, whose 11-year-old daughter was groomed on the music streaming platform Spotify and was able to upload explicit photographs of herself on that platform. Thankfully, her parents found out and made several complaints to Spotify, which did not immediately remove that content. Is that not why we need the ombudsman?

I am aware of that case, which is truly appalling and shocking. That is exactly why we need such protections in the Bill: to stop those cases proliferating online, to stop the platforms from choosing their own terms of service, and to give Ofcom real teeth, as a regulator, to take on those challenges.

This is good news for Yorkshire, but it is also good news for the taxpayer. Let us not forget that it is the taxpayer who owns Channel 4 and it is this Government who are putting it on a sustainable footing.

I am not a churlish chap, so I want to thank the Secretary of State for her U-turn. I think she has come to the right decision on Channel 4; it is only a shame we had to spend £2 million to work that one out. May I ask her for a bit more detail on the package? She says there will be a statement at a later date, but can she explain to the House now whom the Department plans to consult and how in order to determine how it will relax the publisher-broadcaster restrictions on Channel 4?

The commission’s view remains that a strategy and policy statement by which the Government can guide its work is inconsistent with the role of an independent Electoral Commission. It has published its response to the current consultation, highlighting where the draft departs from the existing plans for its work, which have been considered and approved by the UK’s Parliaments. The commission will continue to act in an independent and impartial way to help maintain public confidence in elections across the UK.

I welcome my hon. Friend to her new position. In that role, may I ask her to use the offices of the Speaker’s Commission to push both Ministers and the Electoral Commission on the point about regulation for the forthcoming voter ID requirements in May’s local elections? She will know the concerns of electoral registration officers that they still have not got all the information they require from the Government.

The beauty of BBC local radio is that it does what it says on the tin—it is local—and that is true of all the radio stations, including those that cover big cities, such as BBC Radio Manchester. They do not just cover stories in the city centre: they cover stories in the suburbs, in places such as Denton and Reddish. It is important that we keep that local link to news stories and sport. The Minister knows that local radio stations are also an important pipeline for developing the creative media and the workforce for other media outlets. Can she get some guarantees from the BBC that nothing it proposes will harm that creative pipeline?

The hon. Gentleman raises an important point about the BBC, which is important not just for the BBC itself but the wider creative economy. Some of the investment that the BBC makes in local journalism has a knock-on benefit for other media organisations, and that creates a flourishing local media ecology. He is right to highlight that, and I am also grateful to him for highlighting the great work of BBC Radio Manchester.

My hon. Friend raises an important issue. Tackling fraud needs a co-ordinated response from Government, so although policy on fraud is led by the Home Office, I assure him that the Government as a whole are taking significant action. I mentioned our national cyber strategy. We have also secured funding so that the UK intelligence community can set up a dedicated anti-fraud mission, and later this year we will publish a new strategy to address the threat. The Department recently introduced the Online Safety Bill, which will tackle some forms of online fraud and fraudulent advertising, and that will be built on by a wider online advertising programme.

Cyber-threats come in lots of guises, ranging from spreading misinformation to undermining democracy, stealing data and intelligence, and fraud, as we have just heard from the hon. Member for Wycombe (Mr Baker). Perhaps the most serious threat is the downing of critical infrastructure. What assessment has the Minister made of both the threats on downing critical infrastructure in the UK and how we overcome and challenge the people who seek to do it?

I thank the hon. Gentleman for taking this issue so seriously. We, as a House, need to give great consideration to it. We have a number of new powers in place, including the National Security and Investment Act 2021, which gives us greater powers to look into some of the investments being made in this area. On critical national infrastructure, he will understand that I cannot go into great detail, but I simply wish to assure him that I spend a great deal of time on that issue. The more that consumers and businesses depend on our critical national infrastructure, the greater attention the House needs to pay to it, and I assure him that I am doing a lot of working in that space.

I have seen at first hand the horrendous damage that these crimes do to victims, particularly when I was honoured to visit the Havens, which is a sexual assault referral centre, and that is why tackling violence against women and girls is a central mission of this Government. Supporting victims from the report to the police right through to trial and sentencing is a service that all victims deserve. I am working very closely with the Lord Chancellor and the Home Secretary so that we get a whole-system response to this challenge. I am very pleased to see that there has been a notable change in the volume of prosecutions, which has increased by more than 10% from quarter 2 to quarter 3 in 2021-22.

I am sure the Attorney General will have read the damning conclusions, and indeed the horrendous case studies, set out in last month’s joint inspectorate report into post-charge handling of rape cases. Does she accept the report’s findings when it comes to the way the system is failing survivors of rape and will she give us both a commitment and a timetable to implement its recommendations?

We are of course always concerned about the need for more improvement and no one is denying that challenge. However, the CPS is committed to driving up the number of rape prosecutions and I am pleased with the green shoots of progress, which is notable from the recent data. If we compare performance —[Interruption.] This is not to be dismissed or laughed at. Since quarter 4 of 2018, the volume of CPS rape charges has increased by 24%. We have also seen that the rape conviction rate is 70%. Those are grounds for optimism. I do not deny that there is more to do, but we are seeing movement in the right direction.

Railways are the theme of this morning, and for good reason. My hon. Friend is right that they fulfil a vital role. The culture recovery fund helps to sustain many of them. Many heritage institutions, including railways, have received further support through various other Government initiatives, and many heritage institutions benefited from the levelling-up fund. Again, I would be happy to talk to him about how the National Lottery Heritage Fund could further support their goals.

Regional museums are great, but let us not forget about local museums. From Tameside’s Portland Basin Museum to Stockport’s Hat Works Museum, they tell the story of who we are. However, research from the Museums Association shows that there has been a 27% decline in spending on local museums by local government since 2010. What is the Minister’s Department doing to ensure that councils invest in local museums so that we can continue to tell the story of our local communities?

The hon. Member partly answered his own question, in that this is a partnership between local authorities and the museums. It is also about reaching out to the private sector, which contributes to our museums, as well as Government support. We are trying to help when and where we can, for example, with the £18.8 million investment through the museum estate and development fund this year and through the DCMS Wolfson museums and galleries improvement fund, which opened in May. However, this is a partnership between central Government and local authorities, as he articulated.

I thank my hon. Friend for her excellent question. She is a tireless champion of this issue in North Devon. Every agency, from the police to the CPS to Whitehall Departments, has been mobilised to drive improvements in outcomes for these complex and sensitive cases. As well as launching “RASSO 2025” by the police and the joint national action plan, the Government are investing heavily in the recruitment of ISVAs—independent sexual violence advisors—to support complainants through the court process. I will just say this: it is early days, but initial data is positive. The number of rape prosecutions in the second quarter of this year was 14% higher than in the last quarter pre-covid, and the number of convictions 16% higher over the same period.

The rape review lumps together spending on tackling domestic violence and rape. The headline figure is £176 million, but £125 million of that is for refuge accommodation. That is vital, but it is nothing to do with improving victims’ experience of the criminal justice system or improving rape convictions. Can the Minister explain just how much new funding he has secured from the Treasury to support rape victims to get justice?

I am very glad that the hon. Gentleman raised that point. He is absolutely right that refuge accommodation is very important, but it is not everything. One of the things that I am very proud of is that an additional £27 million is going on recruiting 700 independent sexual violence advisers and independent domestic abuse advisers. Those individuals can provide critical support to people who, frankly, might find the whole process forbidding. Also, we have done work to publish the victims’ code in April 2021, which provides victims with the rights that they deserve.

I agree with my hon. Friend. As I have said, this is a hugely important sector at both a local and a national level in terms of the economic impact, and I thank those in the sector for their incredibly constructive engagement throughout the process. That engagement will continue, because we all want to see numbers increase over time so that they can get back to doing the things that they love and we love them doing.

I really feel for the Minister, who has clearly been sent here to say as little as possible in an hour, and in that he has largely succeeded, but it does a real disservice to the creative arts, the exhibition and the events sector, which want to be able to plan ahead. He says, “data, not dates”, and I agree with him. Where is the data to allow these companies and organisations to be able to plan ahead? Get on with it, cut the waffle and publish the data.

I thank the hon. Gentleman for his constructive advice. I can absolutely share that. I sense the frustration in the Chamber. Believe me, we all have the same goal here. We want the events sector to open as soon as possible as safely as possible and to get back to doing the things that we love it doing. Absolutely, we all recognise that. But Opposition Members did vote with the Government last week on the step 4 programme. One of the points of that is in terms of the timing of being able to open events. We listen, we look at the data and see what is appropriate to open at the appropriate time. As I have said, before we are able to open the broader sector under step 4, we will be releasing the report and we will be releasing guidance to achieve the goals that he and I both want to achieve.
