What an absolutely fantastic, brilliant maiden speech we have just heard from my hon. Friend the Member for Tooting (Dr Allin-Khan). I have served in this House for 14 years, and I have to say that that is the best maiden speech I have ever heard. It was eloquent, moving and witty. It talked about Tooting, about history, and about where we are and where we are going. My hon. Friend is a great credit to Tooting, and a great credit to her family. I know that her mother, Maria, is here, as are her brother, her best friend, Monique, her husband, Tudor, who I am very pleased to hear is from Neath in Wales—I hope to be sharing a Joe’s ice cream later in the summer if all goes well—and her supporters in the Gallery. [Hon. Members: “And the Mayor of London.”] I will be mentioning the Mayor of London. It is fantastic to hear about Tooting and it is great to have the Mayor of London back with us today.

This debate is about the environment. Our concern as we break free from Europe is that we will no longer have mandatory standards of air quality. I am very proud that Sadiq Khan, our Mayor of London, has made headway after two terms of, frankly, indolence from the previous Mayor in terms of making progress on air quality. There are about 9,500 premature deaths a year in London alone as a result of air pollution, largely from diesel cars and vehicles. The number across Britain, according to the Royal College of Physicians, is 40,000. We are talking about lung disease, heart disease and strokes, and problems for children, whether they are in the classroom or in the womb.

I am very pleased that Sadiq Khan is present. I was with him last week when he launched his new air quality standards on the 60th anniversary of the Clean Air Act 1956, and I look forward to ultra-low emissions zones using the latest technology. The Minister may know of the new technology from America that uses lasers to count the emissions of each pollutant from each car, thereby setting standards for emissions standards.

One of my main concerns about leaving Europe is that mandatory standards will no longer be enforceable in the courts. I am glad that ClientEarth is taking the Government to court to ensure that we deliver those standards. The fact that it has to take them to court shows that, left to our own devices, we are in danger of becoming the dirty man of Europe again, which was our embarrassing former status. The World Health Organisation has standards, but they are not enforceable. I hope that the Minister will say that we will sustain and honour our commitments not just to air quality standards, but to all EU standards. We have a responsibility to make future laws ourselves, but unless they are integrated and harmonious they will not work as a platform to make the world a more sustainable place.

My hon. Friend has touched on the important issue of the fines levied for breaches of air quality standards. Does he think that there is an important job to be done in terms of joined-up government? The British Government will pass the fines down to local government, even though issues such as local government housing targets are also controlled by central Government. That means that not only will local government have to approve new developments in areas of towns and cities that suffer from poor air quality, but the British Government will pass down fines to it for doing so.

That is a concern. I promoted the Air Quality (Diesel Emissions in Urban Centres) Bill to give more powers to local authorities, with Government support, to introduce more air quality zones and testing, and to encourage the use of trams and hydrogen and electric-driven transport systems. We need not just a series of zones that have to reach minimum standards, but improved air quality for all people across all our nations. We do not want the Government to pass the buck or to revert to becoming the dirty man of Europe again. We have had a lot of benefits from being in Europe. My constituency of Swansea West has some beautiful, blue flag beaches, and we do not want them to revert to becoming like the old low-tar and high-tar beaches of the past.

Responsibility for research and development in environmental innovation is shared across Europe, but we are in danger of risking that. We were leaders at Kyoto from Europe, and we were leaders in Britain and throughout Europe on the elimination of chlorofluoro- carbons and on closing the hole in the ozone layer. We do not want to miss such opportunities in future, but I am sad to say that we are likely to do so.

The Adaptation Sub-Committee of the Committee on Climate Change had a meeting today to discuss the latest problems with adaptation to climate change, including what we have to do in relation to flooding and changes in biodiversity, water supply, health, food and so on. We need to face those big challenges together, so I hope that the Minister will reassure us that we will be working together, not just floating off on our own and becoming worse and worse environmentally.

The environment faces challenges from the negotiations on the Transatlantic Trade and Investment Partnership between the EU and the US. Now that we are leaving, we will find that we cannot veto, influence or change those negotiations; we will be a bystander and we will have to live by those rules, which at the moment do not protect the environment from investors. We run the risk of being fined by big fracking companies. Loan Pine sued Canada for hundreds of millions of dollars when there was a moratorium on fracking in Quebec. I do not want that to happen in Wales, Scotland or elsewhere when companies are given the open door by the new Administration.

I am pleased and honoured to be a member of the Council of Europe. I am a rapporteur on both TTIP and fracking, and I hope that the advice from the thorough reports will be taken up by the Government. I am glad to say that I am also a member of the Environmental Audit Committee, and we have said that working together as one with Europe has to be good to retain standards. We do not want to see us undercutting other countries with regard to the environment for competitive reasons, which would bring everybody down.

On climate change, it was agreed in Paris that we should set a target, using the 1750 baseline, for our world temperatures to go up by no more than 2 °C. We have already moved up 1 °C, and, on the basis of carbon dioxide that is in the pipeline, it has been calculated that the figure is already 1.5 °C up, which was the Paris aspiration. That means that we need to move towards zero-carbon technology and carbon capture. Regrettably and shamefully, however, the Government, even before leaving Europe, have abandoned their aspirations and plans for carbon capture. As an environmentalist, I am really concerned not just that we will become the dirty man of Europe, but that we will start playing dirty to reduce standards in order to attract jobs as we face tariffs, which is one of the inevitable consequences of the Brexit vote.

I will present a Bill tomorrow on UK environmental protection and the maintenance of EU standards. It gives the Government the opportunity to sign up to at least keeping the current standards and to not sink back while the EU moves forwards. I hope that that will be agreed.

I view the vote for Brexit with great regret. I hope that we will have a second referendum on the exit package, so that people will know precisely what they are voting for, and if it does not deliver on their reasonable expectations they will have the option of defaulting back to recover membership of the EU again. We will see how it goes. Government Members are shaking their heads, but I do not think that we should continue to walk into what may be an environmental disaster.

I pay tribute to the Backbench Business Committee for allocating time for such an important debate and to the hon. Member for Totnes (Dr Wollaston) for her eloquent opening speech. I also extend my thanks to the entire Health Select Committee for producing such a comprehensive report on childhood obesity. She was dead right to entitle it, “Childhood obesity—brave and bold action”, because that is precisely what is needed. I would also like to thank for their contributions my hon. Friend the Member for Washington and Sunderland West (Mrs Hodgson), my right hon. Friend the Member for Leicester East (Keith Vaz), my hon. Friend the Member for Swansea West (Geraint Davies) and the hon. Members for Colchester (Will Quince), for St Austell and Newquay (Steve Double), for Strangford (Jim Shannon), for Mid Worcestershire (Nigel Huddleston), for Twickenham (Dr Mathias), for North Ayrshire and Arran (Patricia Gibson), for Erewash (Maggie Throup), for Glasgow Central (Alison Thewliss), for Portsmouth South (Mrs Drummond) and for East Kilbride, Strathaven and Lesmahagow (Dr Cameron)—I am sure I pronounced that kind of right.

Returning to the Select Committee report, the starting point has to be the scale and the consequences of the problem, and this requires looking at doing things differently. Failure to act will make the problem worse—not just for the individuals concerned, but for the public purse, which will, frankly, struggle to cope with the health inequalities that we are exacerbating.

The statistics are clear. Childhood obesity is strongly linked to deprivation, almost reversing the trend of the entire history of the human race whereby malnourishment, not obesity, was the key indicator of poverty. As we know from the statistics of Public Health England, the most deprived children are twice as likely to be obese at reception and at year 6 than the least deprived children—and that gap is widening, as the hon. Member for Totnes set out.

We often get into the habit of praising the fact that a debate is even taking place here, but in this instance, the timeliness of the debate really cannot be overstated. It is no understatement to say that the Government’s strategy has been a long time coming. Although we are debating obesity today, I hope that this is not a sign that the document is being slimmed down. Today’s debate has suffered from the slight disadvantage of addressing the contents of a document that does not yet exist. Perhaps the Minister will give some certainty—perhaps even a date—on when we can expect publication of the strategy. This also presents a rare opportunity, hopefully, to influence what will eventually be published in that strategy. It is important to remember that Government can do immense good when it comes to public health.

If we think about some of the great strides in public health that we have taken in recent years—from the banning of smoking in public places to reducing the rates of teenage pregnancy—we realise that these moves came about, in part, as a result of Members putting difficult issues on to the political agenda. With that in mind, I shall focus my remarks today around the key issue of obesity and diet.

I believe that we need action to tackle the problem at the supply side on the part of food and drink companies, and also action to tackle it on the demand side, with a need for far better education on how we could be looking after ourselves, as well as give people the means to eat healthier food. We believe a comprehensive and broad approach is necessary to help families, schools and children to make the right decisions. I commend the work of my hon. Friend the Member for Washington and Sunderland West, who has long been a champion of better standards of food in our schools.

In November, the Health and Social Care Information Centre released data showing that one in every five children leaving primary school are classified as obese, and one in every three children are either obese or overweight. Frankly, those figures should shame each and every one of us. Although there has been a shift in providing healthier, more nutritious meals at schools, so many of the problems start before school or at least outside of school hours.

Between April and September 2015, Trussell Trust food banks in Greater Manchester, which includes my constituency, gave 22,739 three-day emergency food supplies to people in crisis. Some 8,666 of those three-day emergency food supplies were given to children. When so many families are having to rely on food banks to feed their children, they may be limited in their ability to provide fresh and healthy meals. In these upsetting circumstances, feeding their child something is better than seeing them go hungry. Wider problems of poverty must be addressed to ensure that people have access to good diets. How does the Minister plan to help families who are having to rely on food banks to improve their diets?

Funding is a crucial side issue. Following the removal of protected status from all Department of Health budgets that are not controlled by NHS England, the pot of money that pays for public health will be subjected to huge cuts in the coming years. That will have a significant impact on Public Health England, and could put at risk our ability to tackle obesity to the necessary extent. It could also put at risk the future of public awareness campaigns, many of which have been a great success. The cuts in the public health grant to local authorities could drastically reduce the amount of support that is available locally to those who want to lose weight or have a healthier lifestyle. I should be interested to hear from the Minister how the public health cuts in the coming years are consistent with the emphasis on prevention in the “Five Year Forward View”, and, in particular, whether the crucial issue of funding will be addressed in the forthcoming strategy.

Obviously funds are tight, but does my hon. Friend agree that if we introduce a sugar tax, it will ease the burden and enable us to focus our fire on reducing obesity in other ways?

That may well be the case, but we must of course ensure that any income raised by such a tax is reinvested in public health.

It is also important to increase levels of physical activity among adults and children throughout the United Kingdom. Inactivity is a key factor in ill health, and it is important that we encourage children to maintain active lifestyles from an early age. I believe that increasing the opportunities for young people to get involved in physical activity is just as important as improving diets. Treating obesity and its consequences alone currently costs the NHS £5.1 billion every year. Given that nearly 25% of adults, 10% of four to five-year-olds and 19% of 10 to 11-year-olds in England are classified as obese, the human and financial cost of inaction is significant. We must do much more to ingrain physical activity in our daily lives, whether that means walking instead of driving or taking the stairs instead of the lift. Every little helps.

A number of Members have touched on a point that is crucial to the debate. Many people have argued that the Government should introduce some form of tax on sugary products, particularly soft drinks, and the debate on that issue goes far beyond the Chamber. Public figures such as Jamie Oliver have come out in support of a sugar tax, and he has made a compelling case. However, the issue is complex, and I do not think that the answer is necessarily straightforward. Labour Members have always feared that a sugar tax, in itself, could be regressive, and that it would focus attention on consumers, many of whom are addicted to sugar, rather than manufacturers, who should be reducing the amount of sugar in their products. That said, however, I suggest to the Minister that it is right for us to look at the emerging evidence from other countries, which has shown that where similar taxes have been introduced they have had a positive effect, not least in changing behaviour.

That is right, and there would be widespread support for that across our communities and probably in the banking community. People are taking home an extra £1 million and asking themselves whether they should be paying income tax at 45p or 50p, at a time when we hear cases of people earning, say, £20 a week. As I mentioned at Prime Minister’s Question Time, a constituent who recently came to me was a chronically ill man who had £20 a week after paying his utility bills and his bus fare. This month he is down to about £14 a week due to benefit cuts. If such cases were brought to the attention of some of those wondering whether to buy their second yacht, I do not think they would mind paying a little more.

It has been insinuated that a 50p rate would discourage such people and be so painful for them that they would all get in their yachts and go off and live somewhere else, but in Britain today many people already pay more than 50p. Anyone who is earning more than £32,000 and less than £42,000 is paying 40% tax plus 12% national insurance. That is 52%. The only reason that they have to pay more than 50p and the millionaires do not is that they do not have their own personal accountants. That is not fair, is it?

These are sustainable levels of marginal taxation and it is right that they should be paid. It is right that members of the banking community, who have their backs covered, should pay more than their fair share. It is also right that the Government should get their act together to stop abuse by many members of that community who are taking the mickey.

Yesterday I had a meeting with a lawyer who specialises in giving advice to people facing charges of insider dealing and the like from the Financial Services Authority, which is now the Financial Conduct Authority. We were talking enormous amounts of money that people are trying to avoid paying. The point that she made to me is that the people in the FSA, now the FCA, do not have the resources and the clout, and have to deal with dozens of cases, while the defence lawyers deal with only a few cases because the amounts of money are so great. What is more—the Minister might want to do something about this—there is no system of precedent.

If the FSA says to a bank, “You have committed this offence and we are going to charge you £1 million”, which is small change for a bank, the FSA cannot set a precedent. The banking community knows that, if they do it, they will be charged; the FSA has to rehearse the same action again and again. I hope the Minister will look into this as it comes from the horse’s mouth—from people who are giving advice to people who are being defended. They also poach staff from the FSA or the FCA to work for them. They say, “We’ll give you three times as much. You’ve been charging us and you’re very good at it. You’re not paid enough for your success. Come over to our side. Have some of our bonus and we can do some insider dealing. The people at the Exchequer are making cuts at the tax office to save money, so we can have more.”

My hon. Friend should be a little more charitable towards the Government. There has been a thread of consistency in their approach. Had he been present for the first debate, he would have heard my hon. Friend the Member for Nottingham East (Chris Leslie) say from the Front Bench that the Prime Minister promised that under the Government’s New Buy scheme, 100,000 families would be helped and only 1,500 families were eventually helped through that scheme. In this debate we heard that the Prime Minister said that £2.5 billion would be raised by the bank levy, whereas we heard from my hon. Friend on the Front Bench that £1.1 billion was raised. Is there not a degree of consistency here? The Government are consistently incompetent.

That certainly would be a charitable way of putting it. If financial targets are set and are under-achieved, the Government clearly need to redouble their efforts to deliver those targets. We need to continue to focus on generating joined-up systems to ensure that the money that is available delivers economic outcomes such as opportunity and jobs. The amendment is designed to create imaginative ways of generating opportunity and jobs for the future by using the money that is recovered. We should join together to do that. It is a modest amendment that we should all agree on. We should work together to build a stronger Britain.

I fear that the Government will say, “Oh no, we can’t possibly consider that.” That, alongside their failure to raise the money, would show that they do not have the focus to ensure that those with the broadest shoulders pay their way towards a more prosperous Britain. I fear that the Government will go back to the old Tory ways and say, “Let’s use this as an opportunity to crush the so-called undeserving poor” and pretend that there are workers and shirkers, whereas people just want to get out and get a job. Let us move forward and create a united Britain—a one nation Britain, dare I say—to create a future that works and a future that cares.
