My hon. Friend is right to highlight the brilliant work of Wombourne High School in supporting pupils in my constituency of South Staffordshire. We want to see that replicated across all schools. That is why we will set minimum expectations for curriculum delivery for the remaining weeks of this term. We are also working with schools to make sure that the bar is set as high as possible for those children who are not able to go back to school, perhaps because they are shielding, in our minimum expectations for what they should be learning at all times.

My hon. Friend is a powerful voice for the environment, and it is no surprise to find that in this area he is right. The UK is leading a new green industrial revolution, and we need a workforce with the technical skills for the future. That is why we have introduced T-levels. We are also investing £290 million in 20 institutes of technology, which will be the pinnacle of technical training.

I congratulate the hon. Member for Bristol East (Kerry McCarthy) on her speech and on bringing this important subject before the House of Commons. She is absolutely right to do so, because the Food Foundation, among others, has pointed out that public policy has in effect withdrawn from the food sector over the past 20 years or so. That is not right, because the area is important and we need to do better in many parts of it.

At the very start of life, as we know from the report, the UK has one of the lowest breastfeeding rates in the world. Mothers’ milk, or formula milk, is the most important food that children get to start with. As a man, I feel particularly passionate about defending the rights of breastfeeding mothers to feed in public or at work—women should not be shut away. We are moving on, but we still have to challenge one or two people who do not stand up for mothers who want to breastfeed.

I am grateful to the hon. Gentleman for raising that point. I am sure he was in the House, as I was, when the Equality Act 2010 was passed. The Act made it lawful to breastfeed wherever bottle feeding a child was allowed. Is he as disappointed as I am that the Act still has not been enforced properly?

Yes, I am. We need to go further. If any employers are not giving mothers breaks at work to breastfeed, they should change their practice. The hon. Lady is right to raise that issue.

As children’s lives go on, the problem gets worse. When children start primary school, 10% are obese, but when they leave at the age of 11, 20% are obese. A quarter of all children starting primary school are overweight or obese, yet one third are when they leave. Cancer Research UK and others have said that, based on present trends, half all children in the UK are set to be overweight or obese by 2020.

Sadly, obese children are five times more likely to remain obese as adults, and therefore more likely to have diabetes, cancer, heart or liver conditions, or perhaps mental health conditions associated with those issues. There are 3.1 million people with diabetes. That has gone up from 2.4 million in 2010. Every week in this country we amputate around 170 lower limbs due to diabetes. That is 9,000 a year. People are having their feet or lower legs cut off because their diabetes has got so bad. That should shame us; it is an appalling state of affairs, and the number has gone up from 7,200 amputations in 2010. The trajectory is getting worse.

Our food sector is not working in the way it should. We know from the work of the Food Foundation and others that unhealthy food is on average three times cheaper than healthy food. Let me put that the other way around: healthy food is three times more expensive than unhealthy food. That is simply not good enough. People in poverty and those with low incomes will buy what they can afford. If they are forced to buy unhealthy food, children set off on the wrong trajectory, which is why being obese and overweight is a huge social justice issue. For the first time in our nation’s history, the poorest are the most overweight and obese. That should set red lights flashing across Whitehall that our food policy is not working.

In most constituencies, fast food outlets, many of which unfortunately do not sell the healthy food they should, average about a quarter of all places to buy food. The figure varies from only 7% in the Isles of Scilly to 39% in Blackburn with Darwen, where nearly four in 10 food outlets are fast food outlets, selling primarily unhealthy food.

The UK does badly internationally, too. I am grateful for the research from the Guy’s and St Thomas’ Charity in its report “Bite Size”, which came out a couple of months ago. It compared London with capital cities around the world for childhood obesity rates. It is not a happy story. In Paris, 5% of children are obese; in Hong Kong, it is 7%; in Sydney, it is 10%; in Tokyo, it is 12%; in New York, it is 21%; and in London, it is 22%. We are worse than New York for childhood obesity, and more than four times worse than Paris, which is just the other side of the channel.

There is a particularly European dimension to the problem. I will not talk about Brexit, but about what is happening with food policy in Europe. I am grateful to the Food Foundation for its “Broken Plate” report, which came out a couple of months ago. In that, a lady called Kathleen Kerridge wrote:

“Across mainland Europe, cheap foods are healthy choices. It’s sensible that a kilo of tomatoes should be cheaper than a kilo of sausages. In the UK, however, the opposite is true”—

or it is often true. Why is that the case? She goes on to state:

“I would like to see the UK take note of the European model. I think with food education and more affordable fresh produce, we could turn the tide for the poorest households and see us all eating ‘well’.”

I have considerable issues with the food industry in this country. I commend the work of the Obesity Health Alliance in calling for the 9 pm watershed and for restrictions on multi-buy promotions, both of which the Government are consulting on. That is excellent, but we need to get through the consultation and take action. As the Obesity Health Alliance says, these are serious and important issues.

Let me give praise where praise is due. One supermarket in Europe is doing the right thing—the Dutch retail chain Marqt, which operates 16 stores in Amsterdam, Rotterdam, The Hague and Haarlem in the Netherlands. It has become the first chain in the Netherlands to ban the marketing of unhealthy foods to children. Its chief executive Joost Leeflang said:

“Marqt helps consumers choose products that are produced with respect for people, animals and environment and this includes helping customers make healthier choices.”

He went on to say:

“Tempting children to choose unhealthy products doesn’t fit with how we want to help our customers.”

Mr Leeflang is a private sector entrepreneur running a business, and he is appealing to people’s better instincts—to parents to do the right thing for their children. Frankly, if he can do it, I want to lay down that challenge before the supermarkets and fast food outlets up and down this country. If it can happen in the Netherlands, it can happen here.

As a member of the Health Committee, I went to Amsterdam, where the deputy mayor, Eric van der Burg, a centre-right politician, has brought in a major, city-wide programme to deal with obesity. That meant having free water available in schools—the hon. Member for Bristol East is absolutely right about that. In fact, only water is allowed to be drunk in schools there. That meant educating the parents, helping low-income and immigrant communities to learn to cook properly and banning the advertising of unhealthy foods on the metro. It is a city-wide approach that is producing results, as is happening in Leeds—encouragingly, we learnt last week that the poorest children are starting to lose weight the fastest. There is hope that lessons from Amsterdam are coming over to the UK.

I hear what the hon. Lady says about people living in food poverty. We have to make sure that people have enough income to eat properly. We need what I would call prosperity with a purpose and inclusive growth—there is no point running a free market system that does not benefit the people working in it. That has to be part of what we are about; it is what I am about, and I know it is what the Minister is about in his role in Government.

There is more we can do. We could learn from the Supplemental Nutrition Assistance Programme in the United States, which gives vouchers for farmer’s markets in the USA. I have farmer’s markets in towns in my constituency, which often provide lower cost, healthy food. We need more of that. Let us look around the world and take best practice. Let us not just leave this issue to the free market alone. Let us encourage the people who are doing the right thing, such as Mr Leeflang in the Netherlands, and encourage UK retailers to follow his excellent example.

It is a pleasure to serve under your chairmanship, Mr Rosindell. I thank my hon. Friend the Member for Bristol East (Kerry McCarthy) for securing this important and very timely debate, and for her excellent opening speech.

Two weeks ago, as we have heard, we launched the children’s future food inquiry and it was widely welcomed. A huge number of people attended the launch, including a number of us here, and the Minister, who everyone was pleased to see. I co-chaired the inquiry with the hon. Member for Central Ayrshire (Dr Whitford), and my hon. Friends the Members for Bristol East and for City of Durham (Dr Blackman-Woods) were members of the inquiry committee. The report is unique, because it is the first to include children and young people from low-income backgrounds—in fact, it is all about them and their voices.

The young food ambassadors were instrumental in the development of the report—so much so that we produced the children’s #Right2Food charter, which contains the voices of all the young people who contributed. They shared their experiences of food insecurity and hunger with such bravery, and ensured that not only their voices but those of their friends and peers who had experienced food insecurity were heard. They were so articulate in telling us about their experiences at home and school. They told us things that shocked even the most hardened and clued-up MPs on the inquiry committee; I think a number of us shed a few tears at those sessions.

I cannot mention all the things we heard during the inquiry, and my hon. Friend the Member for Bristol East has already highlighted a number of them, so I will focus on three things that stood out: free school meals; the availability of free water, which we have already heard about; and the affordability and availability of food at home.

Hon. Members will know that I chair the all-party parliamentary group on school food. My hon. Friend the Member for City of Durham, who helped me set up that group 10 years ago, is one of its vice-chairs. We have campaigned for more than a decade with Members across the House to ensure that children have access to a hot and healthy meal during the school day. I am pleased that that campaign has developed to include provision for breakfast and meals throughout the school holidays for the poorest children.

I am very pleased by the Minister’s announcement overnight that the Government will provide £9.1 million this year for holiday activities and food, following last year’s £2 million. I was also pleased to see that two of the successful bids—those from Gateshead Council and StreetGames in Newcastle—were from the north-east. It will be really interesting to follow those programmes and see the difference that I know they will make to some of the most disadvantaged children across the country.

However, I want to focus on the provision of free school meals. As we know, on average, free school meal pupils receive around £2.30 a day. That rate was introduced in 2014 and has not increased since, so pupils have to stretch their allowance further each year to get a meal. However, the young food ambassadors told us that, more often than not, the cheapest food on the menu is the unhealthiest food. As the hon. Member for South West Bedfordshire (Andrew Selous) said, we see the same in wider society with supermarkets and takeaways, for example.

One young ambassador told us that she would usually get a sausage roll, chips and beans, because that was all she could afford on her free school meal allowance that would actually keep her full. She was looking for fullness, not healthiness. The Minister will know that that is not the best example of a nutritious meal for a young person who is growing up and preparing for an afternoon of lessons. It is fine once in a while, but we do not really want a child to be eating that day in, day out just because it keeps them full. Will the Minister therefore have cross-departmental discussions with his colleagues to ensure that, especially in schools, the cheapest food is not the unhealthiest food on the menu, so pupils on free school meals have the opportunity to eat the same healthy food as their peers, even if some healthy items have to be provided at a loss? The situation in schools must be different from the situation in the supermarkets.

We also heard that schools did not value lunch time as part of the day but saw it as an inconvenience to be rushed and got over with. Unfortunately, for thousands of children, the only meal they get each day is the one they eat at school. That is not right, but we know it is the case, so school meals should not be rushed or dismissed. However, the young ambassadors told us that they sometimes had their lunch time as late as 1pm. That is an excruciating time for someone who has gone to school hungry to wait—even we cannot always wait until 1pm—and makes it impossible for them to concentrate on lessons in the morning. It probably wastes the whole morning’s learning.

Most shockingly, we also heard that those very same pupils then had only a half-hour lunch break, a lot of which was spent queuing for food. If they had not finished their meal by the time the break was over, they were made to throw the remnants of their food in the bin. Imagine that—imagine having to throw some of the only meal that is available to you that day in the bin because you do not have time to eat it. It is just gut-wrenching.

One young ambassador also told us that pupils could be forced to take their detentions during their lunch break, further limiting the time they have to eat. Schools should not turn lunch time into a chore, something for pupils to dread or a time to punish pupils. Lunch time should be an integral part of the day—a time for children to get nourishment, to wind down and to spend time socialising with their friends. Let me be frank: children simply cannot learn if they are hungry and thirsty.

That takes me to my next point, which my hon. Friend the Member for Bristol East eloquently raised—its absurdity has exercised a number of us. We must remember that children from low-income families who are on free school meals are not the kind of children who have fancy reusable water bottles that they can refill as and when. They may also be from chaotic homes and, as we heard, some of them are child carers who have many responsibilities before they get to school, so finding a bottle to fill will not be foremost in their mind. In fact, it was the consensus among the young ambassadors that, even if they did have a reusable water bottle, there were no facilities at school where they could fill it with fresh water. The Minister heard that for himself when he met the young ambassadors at the launch of the report. I know he was shocked by that and said it was against school standards, but that is the reality that those children face. Sadly, I am sure the situation is the same in other schools.

If a child manages to bring a water bottle to school, there is often nowhere to fill it, so they have to buy another bottle. As we heard, that can cost them up to 90p—a huge proportion of their £2.30 allowance for a free school meal, especially when they are battling with hunger. We were also told that, similarly to food, unhealthy drinks options such as juice and milkshakes are available and—guess what?—they are often cheaper than water, at 50p or 60p.

In the Netherlands, where the healthy food programme is called Jump-In, they allow only water in schools, they get parents on side, and they are very successful.

There is indeed a lot we can learn from other countries. My hon. Friend the Member for City of Durham and I visited Sweden at the start of our parliamentary careers, and that is what drove us to campaign to improve things here. In Sweden, not only was all the food free and healthy, but there were not millions of choices, so it was affordable to provide. The children all ate it, and there was water and milk on tap, totally free.

Clearly, there is a disparity in the messaging to pupils. They are told they have to eat healthily but they feel that a healthy diet is totally unaffordable for them. That brings me to my final point, which is about the availability of affordable food at home. Some 4.1 million children in the UK are growing up in poverty. That is a fact. That means that one in three children lives in a household that struggles to afford to buy enough healthy food to meet the official nutritional guidelines. Those families would have to spend 42% of their disposable income after housing to be able to consume a healthy diet. It is outrageous that a healthy diet is so far out of reach for millions of families. One young ambassador, who was a child carer, told the inquiry that food was so scarce at home that she rationed her food so her mum and siblings had enough to eat. I hope the Minister agrees that that is not a position any child should be put in.

Finally, will the Minister commit to setting up an independent food watchdog to look at these issues, to cost policies and to prevent children from going hungry? It is one of the five asks of the children’s #Right2Food charter contained in the report. I will not go into those asks, because my hon. Friend the Member for Bristol East spoke about them in detail. As the report highlights, if we do not act now, we will lose an entire generation to food insecurity and hunger—and, in turn, obesity, because hunger and obesity are two sides of the same coin: malnutrition. I implore the Minister to act now to help future generations.

I am very proud to have Central Bedfordshire College in my constituency. It is a multi-campus college, with sites in Leighton Buzzard, Dunstable and Houghton Regis, which are three of my towns. Of course, having a multi-campus college means that there are additional expenses.

For me, this issue is one of fairness. Every stage of education is important; none of us in Westminster Hall today has come here to do down our schools or the excellent work that universities do. We all want schools and universities to be well funded. However, the way that colleges have been treated in comparison with schools and universities is simply not fair.

How can it be acceptable that college teachers are paid on average less than 80% of the rate of school staff? We know that we have critical shortages of college teachers in engineering, maths and other critical subjects. We also know that the recent pay rise given to school staff of up to 3.5% was not given to further education. Again, that is simply not fair. We must stand up against it, because our colleges and their staff do brilliant jobs.

The second issue I will raise is the problem that this country has with productivity. The UK ranks poorly in terms of skills comparisons. The UK is in the bottom quartile of the OECD for level 4 and level 5 technical skills. Our colleges are the means of doing something about that. Productivity has been an issue in the UK economy for a very long time indeed, and it is our colleges that will be the answer.

It should also shame us as a country that, according to a report from the Centre for Social Justice, 85% of people who start their working lives in an entry-level job will finish their lives in an entry-level job. That is an appalling statistic, showing that only 15% of people escape and move on.

Our colleges are great poverty-busting institutions. They are the means by which we have the high skills that lead to higher pay and help people escape poverty. That is why further education is essential. We want our colleges to offer more. We want them to be open in the evenings and at weekends, so that people in those entry-level jobs can upskill while they work, in order to progress, to get higher pay and to put food on the table for their families and look after them. That is why this debate is so important.

I beg to move,

That this House has considered supporting children in need into adulthood.

It is a great pleasure to see you in the Chair, Ms Buck. I am grateful to the Backbench Business Committee for granting this debate on a subject that should matter to us all and definitely needs more attention.

The discussions that resulted in the Staying Put initiative for those in foster care—a decision for which I commend the previous coalition Government—have inevitably opened up a much wider debate about our responsibilities for all children in need and their transition to adulthood. Are the existing obligations placed on local authorities, the NHS and other safeguarding bodies sufficient, or is it time for a rethink? That is the purpose of the debate.

I know that the Government are concerned about mental health and have announced additional resources for that area. Of course we should all be worried about the growing numbers of children and young people needing help with eating disorders, self-harm and a host of other problems. When we raise these matters, we tend to be talking about young people where a problem has been acknowledged and the real issue is waiting times or access to treatment. However, what about all those young people who are being missed? The Children’s Society suggests that there may be as many as 240,000 vulnerable 16 and 17-year-olds in England and Wales, but only about 58,000 have been identified as needing support by local authorities. In fact, 46% of children referred to children’s services are turned away without any form of intervention, and 30% do not even reach the threshold for an assessment.

Where young people are in receipt of support, that often changes on the day they reach 18 as there is no legal obligation to provide continuing assistance and no requirement to help with a transition to adult services. In many forces, even the police marker or flag used to identify youngsters at risk or vulnerable to exploitation automatically expires as soon as a young person reaches 18. Disabled children face particular challenges in moving into adulthood when responsibility for continuing support switches from children’s to adult services.

I wonder whether the hon. Gentleman shares my concern about a gap on the part of Ofsted, which I think is discriminatory. I understand from Bedfordshire police that there is no Ofsted inspection of children’s homes for 16 and 17-year-olds. The schools of children in mainstream education are inspected by Ofsted. Does he agree that there is a gap, and that we need proper regulation in this area, particularly as bad things are happening?

I am sure the Minister heard the hon. Gentleman’s point. I certainly agree that any provision of that nature should be subject to proper inspection.

Today there are more than 1 million disabled children in the UK, yet fewer than ever are getting the support they need. We also need to give some thought to healthcare improvements and just how scary it can be for a young person to wake up after surgery on an adult ward for the first time. We have an acute shortage of community paediatricians and much more work is required in the health sector in planning the transition for young people from children’s to adult services.

The Children Act 1989 requires every local authority to take reasonable steps to identify children in need in its area and to publish information on the services available. It places a particular stress on the health and development of children and the needs of the disabled, but cash-strapped local authorities are struggling to provide even the most basic services. The reality is that 15, 16 and 17-year-olds often have to be at crisis point before there is any intervention.

I acknowledge that there has been a big focus on, and in some cases a switch of resources to, child protection issues, yet while child exploitation scandals such as those in Rochdale and Rotherham serve to demonstrate that many teenage children suffer even greater risk outside the home than inside it, support is limited for the vast majority, even if their need involves neglect, abuse or exploitation. The Department for Education’s figures for 2015-16 suggest that perhaps 13,500 16 and 17-year-olds are in need because of “going missing”, and about 1,500 are in need because of trafficking.

It is estimated that each year some 12,000 16 and 17-year-olds approach local authorities because they are homeless, often as a result of a breakdown in relations with a parent or carer, violence in the home or other problems at home. Homelessness is not currently recognised as a risk factor in identifying children in need, and consequently there are no reliable statistics about the scale of the problem. However, most agencies working with teenagers identify it as a real risk factor, likely also to expose young people to a risk of drugs, alcohol problems, violence and sexual abuse.

I congratulate the hon. Member for Erith and Thamesmead (Teresa Pearce) on an excellent speech on this important subject.

When I was visiting one of my local schools a week ago, I was handed a copy of all the subjects it teaches in its PHSE syllabus. I must say that I was impressed: it is a sensible, measured group of subjects, all dealing with issues that young people need to get to grips with, which will hugely help them as they embark on adult life.

I do not intend to speak for long, but I will talk about one specific issue I would like to see addressed in PHSE education. I will do so as a result of having been visited by one of my constituents, Denise Coates from Houghton Regis, who is a cancer survivor and an ambassador on the issue for the Luton and Dunstable hospital—perhaps the best-performing hospital in the country. As a cancer survivor, Miss Coates is passionate about the early diagnosis of cancer, something that I note absolutely fits with the priorities of the Department of Health and Social Care and its new 28-day target to diagnose cancer.

On the list of PHSE subjects, which I got from one of my local upper schools, I was pleased to see that children are taught “What is cancer?” That is an excellent first step. We know that around 2 million people are living with cancer in our country; in my clinical commissioning group area, Bedfordshire, there are about 2,300 cancer cases and 960 cancer deaths per year. Denise Coates has a simple and straightforward request, which, if we are already teaching children about what cancer is in PHSE, it is possible, practical and extremely worth while to grant: that children be taught about the importance of early detection of cancer for themselves and to spread that learning within their families. That is potentially life-saving. All of us in this room will have lost family members to cancer. I lost my stepsister, who had four children, at the age of 49 and my mother died of cancer when she was 66. I know I am not unusual in this room.

We know that the golden key to cancer is early detection. If we teach that to our children, both girls and boys, when they are young, they have no embarrassment about examining their own bodies and know what to look out for. If they take that message home to their families and ensure their families do likewise, we can do much better. We know there is a particular issue, for example, with many in the Asian community in this country presenting late for cancer. That is tragic, because sometimes it will be too late—the saddest words in the English language. That is something we could prevent.

I have a very simple request. I have written to the Department of Health and Social Care, as a member of the Select Committee on Health, to seek its support on the issue. I implore the Minister to listen to my representations this morning. I say to the schools in my constituency and in every constituency up and down this country, “If you are already telling children about cancer, just go that extra step. Talk to them about the incredible importance of early detection. It is life-saving. It could save their lives or their family members’ lives.” I pay tribute to my constituent Denise Coates, who first brought the issue to my attention. I am doing my part this morning to further her campaign.

It is a pleasure to serve under your chairship for the first time, Mr Robertson.

I congratulate my colleague, my hon. Friend the Member for Erith and Thamesmead (Teresa Pearce), on securing this debate and the excellent case she made. I will start with the immortal words of those bards of New York City—I know you are a big fan, Mr Robertson —Salt-N-Pepa:

“Let’s talk about sex baby,

Let’s talk about you and me,

Let’s talk about all the good things and the bad things that may be.”

That was a really big song when I was growing up. I was aware that people were talking about sex all around me, and that there were good and bad things, but I never heard anything about it at school. That was where I looked to be educated about the challenges of the world, but I never heard anything about it. I could conjugate lots of Latin verbs, but I certainly did not understand this.

The point is that children are already getting a broad PSHE education. They get it from their friends and siblings, where it is no doubt patchy at best, from the television, which is no doubt worse, and—this should probably make us collectively shudder—from the internet. The subject is out there. Children and young people hear words and research them, but goodness knows what they are shown. I feel that we have a duty to equip our young people with the facts of life and the critical reasoning skills to make good decisions when they negotiate the weird and wonderful opportunities that the world presents them. I believe that to not do so is to let them down.

Two years ago in Nottingham, thanks to the excellent work of Catherine Kirk and Councillor Sam Webster, we introduced a sex and relationship education charter. We went to our schools and got them to sign up, and 70% of them currently are. With two years’ worth of research, we can now say that staff feel more confident in delivering good lessons, pupils have shown maturity and their participation has improved, and in many schools zero parents have chosen to opt out. That context will change as we move on to a statutory footing, but some of the learning that we have in Nottingham will stand us in good stead.

We seek to equip our young people to pass what I call the “Friday night test”. When they are out and about on a Friday night, wherever they may be, we will not be with them, their teachers will not be with them and, most of the time, their parents will not be with them. In those moments of challenge, whether about money, alcohol or sex, have we equipped them to make good decisions about the different risks and benefits? If we have not, we have failed them. In researching this contribution, I saw that a Terrence Higgins Trust survey shows that 70% of young people say they that they have not learned about issues regarding consent. Deary me, what an indication; it is like sticking them in a car on the M1 but not having taught them how to drive.

We need to educate our young people about broader PSHE issues, and we need to do it well. Again, SRE is a pretty good example. That same piece of work by the Terrence Higgins Trust found that more than half of our pupils received relationships and sex education just once a year or less, and—this is the key point—half of our young people rated the RSE that they received in school as either poor or terrible. They are judging that against the standard of what they see in the real world. They are voting, although not quite with their feet, because I suspect that they do not have much choice. We cannot kid them. There is a big, wide world out there and we have to equip them properly.

That starts with properly resourcing our teachers so that they can engage confidently on the wide range of issues. We should also be saying that schools should not be doing this on a termly drop-down day, which students miss if they are away or think is a day when they do not have to contribute as much. Instead, this subject should be woven through the curriculum. I know that the Minister has lots of asks for an hour here and an hour there, but the best way to aggregate them is to weave them through on a daily basis. Our children will be faced with these decisions every day, so let us put it in their education like that too.

Low expectations are a great challenge in my community. This is a gendered issue, and that is worth reflecting on this 100th anniversary of some women getting the vote. There is a perception—this is the sort of cod psychology that young people are exposed to on social media—that we get the love that we think we deserve. Through proper PSHE and SRE for our young people, I want our young women to understand that if they put into the world, they can get good things back. They should expect good things of how men treat them and how their friends treat them. At the moment, that does not happen enough, and I hope that this is seminal moment to change things.

I want to finish by saying that on 28 June—the hon. Member for Colchester (Will Quince) asked for an hour and 45 minutes of termly time, but I am just asking for half a day of the hard-pressed Minister’s time—Nottingham will celebrate our first sex and relationship education day. The schools, city council staff, statutory agencies and voluntary agencies will come together to celebrate what we have done and to encourage the whole community about their responsibilities. We will issue some of our research and guidance, and some of the things that parents could do to challenge the things that they are not comfortable with.

I have to say that I do not get excited about the alphabet soup. In preparing for today, I was desperately trying to work out whether it was PHSE or PSHE. As long as the content is there and our young people are getting it, you can call it whatever you want—I am very relaxed about that.

That event is on 28 June. Hopefully, Nottingham will demonstrate once again that it has been a model for what we are seeking to do as a nation, and I hope that during the consultation we can draw on some of that experience too.

Certainly there are some very good examples of home education being delivered, in some cases by qualified teachers, but it is important that home education is not, for example, used as an alternative to exclusion or, indeed, because of the lack of provision of correct special educational needs. We are very much on the case.

Many Traveller children are home-schooled, yet only 4% go to university, compared with 43% nationally. The race disparity audit showed Traveller children having the worst educational outcomes of any group, so will my hon. Friend meet me to discuss how we can ensure that Traveller children access education like every other child in the UK?

Certainly Traveller children are the outliers in many of the statistics that we see. Local authorities have no specific power or duty to monitor the quality of home education, although their duty to identify children who may not be receiving suitable education enables them to make informal inquiries and start a process that can, but seldom does, end in a school attendance order.

Briefly, the local authorities will now go through a process of setting a local formula, but we will confirm the allocation notionally to each school in September. That is a significant process, which involves confirming allocations for around 24,000 schools. Today, I have set out the funding not just for the core schools budget, but for high needs, and I hope that that is good news for my hon. Friend.

Schools in central Bedfordshire that currently get £4,314 per pupil will be very grateful to learn of the new figure of £4,800 per pupil. What can the Secretary of State do to spread best practice across academies regarding covering lessons when teachers are not ill? Some of my academies do this really well. They timetable a bit of extra time in so some staff can cover other staff. Could she have a word about spreading that best practice across all academies so that children do not miss out on lessons?

I warmly congratulate the hon. Member for Airdrie and Shotts (Neil Gray) on bringing this important debate before the House and the tone with which he introduced it. I am also grateful to the right hon. Member for Tottenham (Mr Lammy) for saying that he wants to take party politics out of the issue. This should be a no-brainer for us all and something on which people from different political traditions can come together.

It is right that we need to be careful about language. We all support the fantastic work that single mums do—indeed, many of us are passionate about this issue because we want single mums to have more help with the very tough job of being a parent. When Gordon Brown left Downing Street for the last time, he said that he was going on to do an even more important job and devote himself fully to being a father to his children, which he viewed as more important than being Prime Minister of our country.

I am encouraged by Early Intervention Foundation research, which the Government are taking very seriously as they work on their social reform White Paper—we all look forward to seeing that shortly—showing that the role of fathers is increasingly recognised as an important influence on child development. I am grateful to Tavistock Relationships for pointing that out. That has not always been recognised, and it is important that we do so.

It should be hugely concerning to us that there are what are sometimes called “dad deserts” up and down the country. The Centre for Social Justice, which also provided a very good briefing, identified 236 hotspots across the country, which should concern us from a social justice and inequality standpoint. When the number of fathers in a community diminishes, it gets harder for the fathers who are there to take their role seriously and to be good role models.

We must also think about how we can ensure that both young women and young men make wise choices about who they partner with. Young women need to look to men to be the fathers of their children who will be there for the long haul and take their important responsibilities seriously. We need to have frank conversations with young men about the incredible joy but also the responsibility of bringing a child into the world. One of the animal charities says that a dog is for life, not just for Christmas. How much more should that be true of having a child?

I am impressed by quite a lot of what happens in this area in north America. The National Fatherhood Initiative has existed in the United States for some time, and there is bipartisan support from Democrats and Republicans. President Obama made incredible father’s day speeches, which were really moving and powerful, not least because he did not see a lot of his own father when he was young. He said that we can pass all the laws in the world, but it takes parents at home to do the long, hard work of bringing up children, and we want more dads to be present to help mums to do that important work.

I know that the Government take this matter seriously and I am encouraged by the Early Intervention Foundation research. I know that the Minister absolutely gets this issue, and I look forward to hearing what she has to say about it.

My hon. Friend reminds me about the Farmer review, which is looking in particular at the relationship with fathers and at making that link. It is about that responsibility for another. The opportunity for rehabilitation is so important in the long term.

Involving fathers is a route out of poverty, as has been mentioned. Therefore, we must recognise that it makes social and economic sense to take the role of fathers seriously. In dealing with family relationships and crucial moments such as the birth, the early days, weeks and months, maternity services should involve paternity services. Barnardo’s makes that point clearly. The relationship with midwives and health services must involve fathers. Children’s centres, which the Government are looking at, and family hubs must take seriously how to involve fathers. There are some good examples in my constituency and elsewhere of involving fathers in such work. Fathers can play a crucial antenatal and postnatal role. Sadly, that has become too much a middle-class preserve, with the national childbirth trusts and others involving fathers. All of us may have been involved in that, but sadly fathers from more disadvantaged backgrounds are not involved. We must look practically at how to get fathers involved from the early stages before birth and afterwards.

Preventive work in terms of education is also important. As I should have said at the beginning of my speech, I pay tribute to the Centre for Social Justice for championing the role of fathers, along with other organisations, such as the Relationships Alliance—reference has been made to it. We must recognise the preventive role. Education can play an important role in that. Today, the Government rightly responded to cross-party calls to require relationship education in primary schools, providing a foundation for sex education. That is crucial in terms of the role of fathers and understanding that from a very young age.

The Minister has a cross-cutting role in this area. There is an issue of equality here. She has responsibility for equality. We have made a cross-party call on a practical issue of equality—the joint registration of births. That has been on the table since 2009—schedule 6 to the Welfare Reform Act 2009 provides for the joint registration of births. That happens automatically for mums, but why not for unmarried fathers?

Absolutely; that is fundamental. Parents should make their own decisions about whether they want to work or stay at home and look after their children, and about which of them decides to do that role.

Flexible working can allow fathers to spend more valuable time with their children and achieve a better work-life balance. Some Members and the Women and Equalities Committee have called for shared parental leave and flexible working to be made compulsory, or for the regulation to be extended. All I will say is that these are relatively new regulations. It is going to require a culture shift in order for these things to take off properly, and that will take time.

I have very little time. If my hon. Friend does not mind, I want to make a bit of progress.

I am determined to keep further action on this in my back pocket to see how these policies bed in for just a little bit longer, especially when we bring in the gender pay gap regulations next month, before imposing any further changes that would impose significant costs on business and the public purse. I do not want to do that unnecessarily.

We know that for families with young children childcare is not an issue, but the issue, and is hugely important for both mothers and fathers. That is why we are increasing our spending to a record £6 billion per year by 2020—more than any Government ever. That means we are doubling the childcare entitlement to working parents of three and four-year-olds from 15 hours to 30 hours. That will start in September 2017, saving parents who get the full entitlement about £5,000 per year.

The hon. Member for Dewsbury (Paula Sherriff) is wrong—we have eight early implementer areas that are already delivering that. I have met most of them, and the policy is going really well and making a measurable difference to parents up and down this country. More than 80% of local authorities will see their money go up. We are spending a record amount of money on this, so it is unfortunate scaremongering to say that it is not going to be a success. It comes in addition to the 15 hours a week we give to the 40% most disadvantaged two-year-olds. She asked about parents who are not in work; we are also helping with 70% of childcare costs for people on low incomes through working tax credits, and 85% for parents on universal credit.

We will shortly publish an early years workforce strategy, which aims to support and attract the best people into the early years workforce. Crucially, it will include how we can get more men into early years work. If we are going to focus on how we get more girls into science, technology, engineering and maths, it is only right that we get more boys into caring roles, and it will do something to break down gender stereotypes and ensure that more men work in caring professions.

The hon. Member for Rochdale (Simon Danczuk) and my hon. Friend the Member for Fareham (Suella Fernandes) mentioned family law. As my hon. Friend mentioned, the law changed in 2014, bringing in a statutory presumption that both parents should be involved in their children’s lives. I will certainly pass on their comments to my colleagues in the Ministry of Justice, along with those of my hon. Friend the Member for Enfield, Southgate (Mr Burrowes) on the issue of joint registration.

My hon. Friends the Members for St Austell and Newquay and for Enfield, Southgate talked about offenders who grew up in fatherless households. Positive family relationships have also been identified as a factor in preventing reoffending. For example, research has found that prisoners who reported improved family relationships while in prison were less likely to reoffend after release.

I am not sure I shall need much protection because the firms in the hon. Gentleman’s constituency are already beating their way to my door. I believe 14 companies have availed themselves of the enterprise finance guarantee scheme, there have been five start-up loans and 17 other companies are using the growth accelerator, all in his patch.

Our aim is to maximise the wages of the low-paid without it costing jobs and ensure the benefits of the recovery are shared by everyone. We fully support an independent Low Pay Commission and are currently considering this year’s recommendation to increase the national minimum wage by 3% to £6.50. This would represent the first real increase since the financial crisis. In addition, we are considering the Low Pay Commission’s response to how we can restore the real value of the national minimum wage, which has not kept pace with inflation since 2008.

I am looking forward to many of my constituents seeing a pay rise shortly as the minimum wage rises, but what is the Secretary of State doing to address the worrying productivity gap so that future wage rises are based on increases in productivity and earned output?

My hon. Friend is right that if we are to sustain real increases in wages whether at the minimum level or above, there have to be productivity increases and many of the problems in the low-paid sectors like catering and care are to do with the fact that productivity levels are very low. I gather, for example, that in some of the lowest paid sectors the minimum wage is already 90% of the median. That reflects the low productivity in those industries.
