That powerful intervention shows that those people who are not suffering from dementia or do not feel that they have a disability need to think about the simple things to make the world and the community accessible to everybody in society.

We have an obligation under article 19 of the UN convention on the rights of persons with disabilities. We should continue to lead by example. Will the Minister update the House on the work the Government are doing to ensure that the UK continues to meet its international obligations? In particular, how are the Government ensuring that those with invisible disabilities face no barriers to their day-to-day lives? How can we make sure that they can live their lives without facing abuse?

I call on the Minister to support the campaign for an easily understandable disability sign and, crucially, for there to be a standardised version of this sign that truly represents people with a wide range of visible and invisible disabilities. Once we have accepted the layout and design of a new accessible sign, we can start to progress the campaign and to consider how it can be rolled out. On that point, will the Minister consult colleagues across Government to explore the possibility of implementing such signage on our blue badge parking and disability railcards? People with a range of invisible disabilities are entitled to hold those passes. It would be a symbolic and practical change to the lives of those with such conditions if Government literature reflected the use of the new sign. I would be grateful if the Minister would agree to one further meeting with me and colleagues to discuss how we can move the matter forward.

I am sorry to interrupt my hon. Friend’s excellent speech. He made the point about people not recognising disability, but there are problems even when it is recognised. Tanni Grey-Thompson is a very well-known former athlete who uses a wheelchair, and she suffered terrible embarrassment on a train because of failure to access a disabled toilet. Even when someone is well known, that often does not help them if the facilities are not made available when they should be.

Absolutely, and that is why the call for a new sign is a small request in a big argument that requires society to change its view and stop seeing people with disabilities and instead see disabled people.

I thank Lucy Richards for the work she has put into creating the new signage, and I am grateful for the support of everyone who attended yesterday’s roundtable, including my hon. Friends the Members for Newport West (Ruth Jones) and for Rhondda (Chris Bryant), the right hon. Member for Broxtowe (Anna Soubry) and the hon. Member for Ayr, Carrick and Cumnock (Bill Grant). I am also grateful for the work of the Life Changes Trust, Innovations in Dementia, Dr Gordon Hayward and Rob Turpin of the British Standards Institution. I also thank my constituent Grace for the incredible work that she has put into the campaign.

In conclusion, although we must keep ensuring that our built-up environment is fit for purpose for everyone who uses it, environmental changes go hand in hand with changing social perceptions and meeting the holistic range of accessibility challenges that individuals in our community face. I hope that hon. and right hon. Members will use this time today to note the value of changing perceptions about invisible disabilities.

This debate is about far more than just accessible signage, but symbols matter because societal attitudes reflect the way that they are interpreted. Until we start a national conversation on how we change and adapt accessibility signs to reflect any and all disabilities, we will continue to marginalise disabled people across the UK. That goes against Grace’s fundamental reason for starting this campaign: she wants society and people to have a heart.

I thank my hon. Friend for showing real, tangible commitment to supporting this and to creating new opportunities for disabled people. The Government rightly have to lead on this, but we also need employers to be proactive offering work experience, interviews and, ultimately, jobs. The key message we give to employers is that it will benefit them. We have huge skill gaps in this country and often with just very small changes they can benefit. I am not just preaching as a Minister, but as somebody who ran my own business for 10 years and benefited from making very small changes to get some excellent new members of staff. We will continue to work and to give as much advice and support to businesses as we can.

Labour Members fought very hard in this Chamber to keep the Remploy jobs going. I had a Remploy factory in my constituency, which was a lifeline to so many people. I am sure the Minister has the best intentions, but I have heard these platitudes before. Can the Minister tell us how many Remploy people who lost their jobs are now in work?

I will have to write to the right hon. Lady to give her the exact figures, but the principle we have to look at is giving individuals who are more than two years away from the jobs market, real and intense support to help them get there. At the moment, the best route is through the specialist employment support. Last year, we had 1,520 starts, of which 600 people were able to get at least a placement for 13 weeks, leading to permanent jobs. We need to continue to do everything we can on personalised support and linking up with local employment opportunities.

We all support any improvement in the lot of disabled people, but my constituency has one of the highest percentages of disabled people, because of past industrial diseases and so on, and I remember the grief that was caused to so many people when they were forced to reclaim or to appear before various groups of people to be reassessed. There are too many people who are still in that category, and I hope the Minister will be able to assist with improving that situation. I also want to ask her about the situation regarding Remploy. We had a big fight in this Chamber over Remploy, as she may remember, and we were told that alternative jobs would be available, but can she give us the actual figures? I know that too many people in my constituency who were employed in Remploy are still out of work.

The right hon. Lady raises an important point about reassessments. Through a series of measures that we have taken this year, and through the ones that we have announced, far fewer people will be reassessed. We want to ensure that people are getting the support they need. Under the old legacy system, people were just parked on benefits for a very long time, and they were missing out. The evidence of that is the amount of people who get more money on PIP than they did on DLA. It is important that people are assessed to ensure that they are getting all the support to which they are entitled. Remploy in Wales is doing a great job as part of our health and work programme, and we have also introduced new supported ways of employing people, such as the intensive personalised employment support—IPES—programme. I would be very happy to write to the right hon. Lady to describe what is happening in Wales, and if she does feel that people who should be in employment are not in employment, she should please come and meet me so that we can look at those cases.

The Child Maintenance and Other Payments Act 2008 made provisions for lump sum compensation payments to be made for those suffering from diffuse mesothelioma. It also made provisions for their dependants. The mesothelioma lump sum payments regulations laid before the House have uprated the lump sum payments for sufferers and their dependants by 2.4%. We welcome the fact that the Government have reviewed the rates in line with inflation, and we recognise that, as the Minister said, they are under no obligation to do so under the 2008 Act.

Mesothelioma is a type of cancer that covers the lining of the body’s organs. It is also almost exclusively caused by asbestos, when fibres have entered the lungs of sufferers and caused damage over time. The greater the exposure to asbestos, the more likely it is that someone will be at risk of mesothelioma. It can also affect those who have been indirectly exposed to asbestos. The victims of indirect asbestos exposure have been seeking justice through access to the diffuse mesothelioma payment scheme for some time, and the Government must seriously consider that matter.

It can take up to 40 years after the original exposure for mesothelioma symptoms to develop, and it is likely that the increase in the numbers of mesothelioma sufferers’ deaths in recent years is due to exposure that took place before the introduction of asbestos regulations in the 1970s. Mesothelioma has devastating effects on sufferers, as the Minister rightly said. For most victims, a diagnosis brings with it the inevitability of death, and one such death was that of my good friend, Brian Jamieson, who passed away in December. He was an active trade unionist who worked on Trafford Park, where he unfortunately acquired the disease. Tragically, only five in 100 people survive the cancer for more than five years after diagnosis.

The damage caused by asbestos is widely seen as one of the biggest public health crises in this country, ruining the lives not just of sufferers themselves, but of their families, friends and communities. The Department for Work and Pensions suggested that 53,000 people will die from mesothelioma between 2030 and 2037, and it is estimated that 2,500 people die every year as a result of the disease. The 2008 scheme provides a one-off payment to sufferers who have no occupational link to the disease or who are self-employed, including, for example, sufferers who live in close proximity to a workplace containing asbestos.

While Labour welcomes the regulations and the uprating of the lump sum payments, several serious issues remain. Alongside many campaigners, we are concerned about the disparity between lump sum payments made to dependants and those made to sufferers. It is unclear why dependants, who are themselves usually impacted by the effects of mesothelioma, receive so much less than sufferers. The difference in the amounts is stark. A mesothelioma sufferer aged 70 will receive £17,961 under the draft regulations. However, if the sufferer dies at aged 67 or over, their dependants receive just £8,000 as a lump sum payment. In 2010, the then Minister, Lord McKenzie of Luton, rightfully pledged to equalise payments, noting the unfair nature of the regulations. The Government have faced repeated calls to honour that commitment, but they have failed to do so. This is also an equality issue. The difference in payments is likely to affect mainly women whose husbands were directly exposed to asbestos at work. How can the Government continue to justify the difference between lump sum payments? Will the Minister tell us the most recent estimated cost of providing equal payments for sufferers and their dependants?

Communities are still being affected by asbestos exposure to this day, and exposure results in an estimated 5,000 deaths every year. The all-party group on occupational safety and health estimated that, shockingly, 75% of the 29,000 schools in Britain contain asbestos, so it is vital that we continue to raise awareness. What additional funding will be made available this year to ensure that we continue to make people aware of the dangers of exposure to asbestos? What campaigns are being run by the Health and Safety Executive about asbestos exposure?

As the Minister noted, the HSE plays a vital role in ending harmful exposure to asbestos, but this Government are responsible for a 40% cut to its budget. By this year, it is estimated that the HSE will receive £100 million less in Government funding than it did in 2009, and that comes despite estimates that 12,000 people are dying each year as a result of occupational cancers or lung diseases. Will the Minister conduct an impact assessment of the cuts to HSE funding on occupational health? Will she end the devastating cuts to the HSE? When will the HSE get the “austerity is over” cheque that the Prime Minister promised?

Labour also welcomes the regulations to increase lump sum payments to pneumoconiosis sufferers in line with inflation. We have further noted that the Government are under no statutory obligation to do so. The pneumoconiosis regulations refer to the Pneumoconiosis etc. (Workers’ Compensation) Act 1979, which provided lump sum payments to people disabled by dust-related diseases, including as a result of asbestos exposure and coal mining. Statistics show that there are an average of 140 deaths a year as a result of the disease. While we welcome the uprating under the regulations, the Government have failed to ensure that there is parity between the amounts offered to sufferers and to their dependants. Will the Minister finally act to ensure that there is parity between the two groups?

Sufferers of pneumoconiosis and their families have to go through onerous and often expensive hurdles in order to receive payments from the Department for Work and Pensions. A number of problems prevent people from receiving the support they deserve, including a lack of specialist knowledge about work-related diseases and issues with the DWP assessments. Will the Minister meet my colleagues and the National Union of Mine- workers to discuss changes to ensure that sufferers and their families are not prevented from receiving vital support for this incurable disease? Information about the disease is not widespread, and the disease is hard to diagnose because it does not show up on two-dimensional X-rays. Will the Minister tell us how much funding is going into promoting awareness of the disease?

The lump sum payment is a form of industrial injuries disablement benefit. Under universal credit, IIDB counts as unearned income, reducing the UC award. Under tax credits, the lump sum payment is disregarded completely. Sufferers and dependants on tax credits therefore stand to lose out if they naturally migrate on to universal credit. Will the Minister act immediately to ensure that no sufferer will lose out in this way? No impact assessment has been made of the effectiveness of either scheme, nor have the Government consulted trade unions about how best to compensate those who have lost out. Will the Minister act immediately to do so and provide an equality impact assessment on this most vital area of support?

My hon. Friend is making some important points—I am sorry that more Members are not in the Chamber to hear them. There is real anger in former coal mining constituencies such as mine about the failure to pay out. People fought hard to get compensation in the first place—it took years and years of effort. Were it not for the previous Labour Government, we would have a lesser scheme than the present one. I support what my hon. Friend says, and we must give proper answers to the sufferers of pneumoconiosis and their families.

I agree with my hon. Friend. The truth is that the Opposition do not want to talk about any of their welfare proposals because all of them would cost more money and deliver less. If we were to apply a business case to the Opposition, they would not exist any more.

Will the Secretary of State look at the interesting report by Sheffield Hallam university on the state of the coalfields? It shows that although the welfare reforms might be working in some parts of the country, they are certainly not working in Wales. In the south Wales area that I represent, the share of pensioners living in poverty is about double that in the south-east of England. Welfare reform is anticipated to have a more substantial impact on the average financial loss per adult of working age in south Wales than across Britain as a whole. It is important to look at the variations within the UK, and I would be grateful if he gave them some attention.

The right hon. Lady knows that I respect her hugely. I am very happy to look at the points that she raises. In Wales, we inherited a peculiarly difficult problem. There were very high levels of unemployment and a very high number of people on incapacity benefit. I believe that our reforms are working. We have seen unemployment fall dramatically and employment levels rise in Wales. Is there more that we can do? Absolutely. My door is open and I would be very happy to discuss anything that she thinks we could do.

I thank the new Minister for her swift reply to my letter, in which I raised the question of the tax rates that redundant Remploy workers have been issued with. They have been given a temporary tax code, so some of them are paying 50% of their money in tax. They cannot wait until the beginning of the next tax year, so will the Minister do something urgently about the situation, because it is adding insult to injury?

I thank the right hon. Lady for her question. We have worked on the issue immediately. Straight away, she will be pleased to know that everybody affected will have their redundancy pay and, therefore, money. She is right to say that a 50% emergency taxation rate was put on that. We have spoken to Her Majesty’s Revenue and Customs and to the personal caseworkers they will all get, who will help them fill in the forms and get the money back as soon as possible. I thank the right hon. Lady for highlighting that issue.

My hon. Friend is absolutely right to remind us all that what we say here can cause a great deal of fear and concern among the people we represent. Therefore, at all points in time, we should stick to the facts. In this case, the facts are that the £350 million budget for specialist employment support is being protected and that today’s announcement will mean that more than 8,000 extra disabled people will be able to be supported. She speaks with a great deal of knowledge in this respect. The organisation that she mentions has also been involved in the Work programme, which is also there to support disabled people.

I am sorry, but that is exactly the sort of statement that this House should not look kindly on. The right hon. Lady knows, because she has been in this place for a lot longer than I have, that we should choose our words carefully because people listen carefully to what we say. The 13,600 disabled people in her constituency will be asking why she is not more supportive of a Government who are ensuring that there is £15 million extra to support them, as well as ensuring that the 37 people in the factory in her constituency receive the support that they need to go forward into mainstream employment.

Eleven people are chasing every single job in my constituency, and there is no point in the Secretary of State going to Merthyr to tell people to get on a bus to Cardiff because there are no jobs in Cardiff either. After the last round of redundancies in the Remploy factory in the Cynon Valley in 1988, only one man ever found a job again. With unemployment now running at 9% in my constituency, I ask the Secretary of State again: where are the jobs? Tell us: where are the jobs for disabled people?

I thank my hon. Friend for that question. She is absolutely right: we have to make the money go further and, in these difficult economic times, ensure that the money is being used most effectively. Our consultation on the future of disability employment support received widespread—indeed, almost universal—support from disability organisations. Mind told us:

“We agree that Remploy should be radically reformed, with high quality support for everyone affected”.

Disability Rights UK said:

“We appreciate that the Sayce review has caused some concern… However, we believe segregated employment for disabled people is unacceptable.”

The simple truth is that the Labour party is out of step with the majority of the disability world. I urge it to consider more closely its response to the statement.

I hope that the Minister, as she faces me, feels a little embarrassed for completely misleading me earlier this week. I, in turn, misled people in my factory, and I hope that she apologises for that. I am afraid, once again, that this is the nasty party at work. It has never changed. It has not changed in the 28 years that I have been in the House. It is an absolute disgrace.

It is very much our intention—especially for those who have finished their treatment but are not yet prepared to return to work—to have a simple system that enables a medical professional to indicate to us that that person is not yet sufficiently recovered to make a return to work. Our proposals are out to consultation at the moment, but our overall clear goal is that, in the vast majority of cases, someone who is undergoing treatment for cancer or is recovering from the aftermath of that treatment should be in the support group. What we cannot accept is a principle for absolutely all cases and regardless of circumstance, and some people with cancer do work—

The Minister mentioned Macmillan, which is a well respected organisation. It estimates that some 7,000 cancer patients could lose up to £94 a month. Is that right?

The issue comes back to the core principle of why we are imposing the time limit. We are not taking benefits away from people who do not have other financial means. The people who will be affected by the 12-month time limit—not just cancer patients, but generally—are those who either have another household income or who have many thousands of pounds of savings in the bank. They are the ones affected. We are not taking contributory support away from those people in the support group. Most cancer patients, as I have just described, will be in that support group. We are not taking benefits away from them, just from those with other financial means.
