Commons ChamberI absolutely join my hon. Friend in congratulating the hard work of everyone involved in the reopening of the Alfred East gallery. We are committed to funding the arts; 130 cultural venues, museums and libraries are benefiting from the Arts Everywhere fund, which will ensure that galleries like the Alfred East are around for years to come.

Last month, South West Water was fined £8 million for more than 500 sewage dumps. Rather than going back to the Treasury, that money should reduce the bills of customers who pay for waste and sewerage services. The fine followed 330 illegal dumps into the River Camel and 230 untreated dumps at Harlyn beach, a world-class beach in Cornwall. My constituents are sick of a company that keeps breaking the law, and that treats fines as a cost of doing business. Will the Leader of the House commit to a debate in Government time on holding these failing water companies to account, and on introducing jail time for offending water bosses?
We have introduced criminal liability for water bosses who cover up or hide sewage spills—indeed, they could face up to two years behind bars. The hon. Gentleman speaks powerfully; I understand the effect that this issue has in areas like his. I hope that the water company has heard what he said. Should he seek an Adjournment debate or a Westminster Hall debate on the subject, I am sure that he could go even further in setting out this issue, which he clearly feels strongly about.
