The hon. Gentleman is highly selective in what he cites. If he heeds the calls of some of the employers he mentioned, he will know that they supported the deal that came before Parliament and urged him to vote for a deal. By definition, his voting against the deal made no deal far more likely.

Does my right hon. Friend agree that the opportunities for manufacturing in Wales when we leave the European Union will be to supply the rest of the United Kingdom with goods and services?

My hon. Friend is absolutely right. Manufacturing in Wales is more productive than the UK average, so is well placed to take the new opportunities both in the UK and globally that will arise as a result of our leaving the European Union. Like both leadership candidates, I would prefer to have a deal than not to have one.

My hon. Friend makes an extremely important point. Like me, he was an Assembly Member in 1999 when the first form of European aid on this scale was discussed. It was described as a once in a lifetime opportunity. Sadly, we have qualified twice since and that is because of the relative failure of the existing programmes.

Further to the question of my hon. Friend the Member for Monmouth (David T. C. Davies), will my right hon. Friend ensure that it is local authorities that can bid for this scheme, rather than it just being devolved to the Welsh Assembly to divide up the funds accordingly?

My hon. Friend makes an important point and that is the sort of innovation that the consultation will consider. He is tempting me to draw conclusions before we actually consult, but we have not been doing nothing on this policy area. Pre-consultation discussions have already been taking place in Wales and the Welsh Government jointly presented at the last St Asaph meeting in north Wales.

I am grateful to my right hon. Friend for his question. He obviously recognises the importance of gaining a deal, and I have no doubt he will play a significant part in working with the Government and influencing colleagues in understanding the opportunities and the challenges that we face. He is absolutely right: the ports in Pembrokeshire are extremely important to the Welsh economy—my right hon. Friend regularly highlights those—but he also understands the importance of agriculture and manufacturing, and why a deal is so important to those sectors, too.

What assessment has my right hon. Friend made of the opportunities for Wales, once we leave the European Union, of more jobs and investment, and also of the potential for Wales to boom, as opposed to the doom and gloom of the Labour party?

I am grateful to my hon. Friend for raising that question. He will be well aware that, in the past quarter, the UK economy was growing faster than the eurozone economy—the UK grew by 0.6% while the German and Italian economies went into decline. That highlights some of the opportunities that we face but, of course, we can grasp them in the smoothest way only if we manage to get a deal with the European Union.

The hon. Lady talks about meeting Michel Barnier tomorrow with other colleagues, but I hope that she will stand shoulder to shoulder with the Prime Minister who is acting in the UK’s interest rather than in any local national interest.

Returning to the subject, what changes does my right hon. Friend propose in terms of inspection of care homes to ensure that children are safe in those care homes?

My hon. Friend raises an important point. The social care innovation programme plans to change the laws in England so that local authorities have to promote the physical and mental health of looked-after children, and this would be a major step forward in this area of policy.

I will naturally continue an ongoing dialogue with the Welsh Government about a whole host of issues. My right hon. Friend the Secretary of State for International Trade yesterday agreed to and committed to consult widely, including with the devolved Administrations. My hon. Friend is absolutely right that there are great opportunities as we leave the European Union to look at new markets, but nor should we undermine the existing complex supply chains that have built up over 40 years. The Chequers White Paper, I believe, allows us to do both.

Will my right hon. Friend reach out beyond the Welsh Government to businesses in Wales to exemplify the opportunities that will be created as we leave the European Union?

My hon. Friend is absolutely right. We often, rightly, give a lot of attention to the devolved Administrations because they are elected bodies in the nations themselves, but businesses in Wales depend on the UK market and their view is also important as we develop and evolve our policy towards the negotiations to leave the European Union.

Having met international investors from Japan, Qatar, the US and elsewhere over recent months, I am excited and optimistic about our prospects outside the European Union. Yesterday it was a privilege to be part of the inaugural flight from Qatar to Cardiff, which demonstrates that the industrial strategy, and the wider approach taken by the UK Government in seeking new markets, is already working.

The hon. Gentleman rightly points out that Wales voted to leave the European Union, and we have an obligation to act on that instruction from the referendum. This is also an opportunity to highlight that 80% of output from Wales goes to the rest of the UK, and Scotland sells four times more to the rest of the UK than it sells to the rest of the European Union. On that basis, protecting the UK market must be a priority, and acting in the interests of businesses and communities is our priority.

Will my right hon. Friend update the House on the advantages to Wales of having a common market across the whole United Kingdom?

My hon. Friend is absolutely right. Much focus is understandably and rightly placed on selling and trading with the European Union, but the most important market to Wales is the UK market—with eight out of 10 lorries of output from Wales and complex supply chains—and this is only right. Only two weeks ago, we recognised that the investment of Toyota in Derbyshire will have major positive impacts on the Toyota plant making engines on Deeside.

I do not accept the tone or the content of what the hon. Lady says. It should be recognised that the European Union (Withdrawal) Bill is largely technical, but we are deeply engaged with the devolved Administrations, particularly the Welsh Government. Only a week or so ago, the First Secretary of State and I met the First Minister, and yesterday we had a meeting of the Joint Ministerial Committee—in which a further ongoing warm relationship was developing—with the aim of securing the right deal that works for every part of the United Kingdom. It is, of course, in my and the Welsh Government’s interest to ensure that Wales is well represented.

13. Will my right hon. Friend confirm that there is good news today about jobs and the performance of the economy? Does he agree that we can look forward to the strength that Wales will be able to gain when the UK has left the European Union and can reach out to the whole world when it comes to improving the economy?

My hon. Friend rightly points out that leaving the European Union provides new opportunities. We want a frictionless trading arrangement with the EU so that we can negotiate trade deals with other nations around the world. Since the referendum vote, Wales has attracted some of the most remarkable inward investment projects, and we are continuing on that basis.

I hope that the hon. Gentleman will look to this Government’s positive record, in spite of the scaremongering of many Opposition Members. There are already 41 trade defence measures in place and the outcomes speak for themselves. Rebar coming into the European Union has reduced by 99%, as has wire rod—the statistics speak for themselves. This Government are determined to take the right action to support not only free trade but Welsh and UK businesses and industry.

Will my right hon. Friend update the House on what action has been taken to ensure that Welsh steel is used in British procurements across the UK?

My hon. Friend is absolutely right to suggest that significant steps have been taken since 12 months ago when the crisis broke. Energy-intensive industry support has meant that £134 million has now been paid to the steel sector, and I have already mentioned the fact that 41 trade defence measures are in place. We have also introduced flexibility over EU emissions regulations. We are determined to ensure that everything will be done to make the steel industry sustainable over the longer term.

6. What assessment he has made of trends in the proportion of households in Wales which are workless.

Wales is getting back to work. There are 58,000 fewer workless households in Wales since 2010. Our welfare reforms are benefiting the people of Wales, helping them into jobs that will provide a regular wage for themselves and their families.

Does my hon. Friend agree that the far-reaching benefit changes and reforms of the welfare state are encouraging people to get back to work and have the dignity of earning a living rather than living a life on benefits?

My hon. Friend is absolutely right. The unemployment rate in Wales has fallen by more than that in any part of the UK over the last quarter. Welfare reform is key to that. We are determined to deliver a low welfare, low tax, high wage economy.

My point was that we need more students in Wales to succeed because there is a worrying gap between the success in England and the success in Wales.

3. What assessment he has made of recent trends in the level of tourism in Wales.

It is 12 months since the NATO summit showcased Wales to the world, and the Welsh tourism industry continues to boom. It is an essential part of the Welsh economy, attracting investment, jobs and record numbers of visitors to Wales. International visitors spent £368 million visiting Wales last year.

Does my hon. Friend agree that the start of the rugby world cup gives Wales the opportunity to put itself on the front foot for business and tourism? Will he join me in wishing Wales every success in the world cup, until they play England?

My hon. Friend has a point. International events play a significant role in attracting visitors, while promoting Wales and the UK to the world. The rugby world cup not only means that Wales will lift the Webb Ellis trophy; it gives us a great opportunity to sing the Welsh national anthem and the UK national anthem together.
