I thank my hon. Friend, who has been leading the way through the Digital, Culture, Media and Sport Committee and all the other work that has taken place on online harms. I am grateful to him for his engagement on all of this. He is absolutely right about holding the companies to account. I think it is fair to say that each of us, every single day, becomes more and more appalled at some of the material that circulates online—harmful content and the most appalling content around children. Even when it comes to terrorist acts, platforms are too slow when it comes to pulling some of this shocking material down. Let me give two examples from recent months: the situation with a synagogue in the United States where material was still circulating and the tragedy in America that took place with the school shooting. That is exactly why we must continue to hold the platforms to account.

State threats are becoming increasingly assertive and sophisticated. That is the key to the work that we are focused on in terms of how we tackle this new sophistication. We can never be passive in the face of malign covert activity designed to interfere with our national security and also our economy and democracy. The threats we face are everywhere, and we face them every single day. Many, many plans are disrupted by our intelligence agencies and law enforcement agencies before they can be enacted. That is a sobering point, because on an annual basis we remind the public of the number of plots that have been thwarted and the level of activism that exists out there that seeks to harm our citizens and our country. It is our priority—my priority—to ensure that we stay ahead of the multiple threats we face. We all have a responsibility to our country and our public to keep them safe. That is why I know that the whole House will debate these measures in a sensible, measured way as we come together through this Bill to really focus on some of the challenges that we are exposed to and that we see day in, day out.

I thank the Secretary of State for all the work she is doing on this issue. On the foreign lobbying aspect of the Bill, I know that the Government are working through some options at the moment and have nothing concrete, which is fair enough, but what reassurance can she give the House that there will be quite a tight definition that is reasonably demanding on those people—those Chinese, Russian and Iranian fronts of covert influence operations—who we need to be tough on, rather than something a little bit weaker and maybe not fit for the purpose of the age?

My hon. Friend is absolutely right. He has touched on lobbying, as just one example, but we could expand the list. We have discussed in this House other enablers and facilitators, whether it is through Parliament or other means, to get access to the state, or institutions or arms of the state. I spoke earlier about the lacunas—the areas that we have to close down, or the grey zone, across the board. My hon. Friend has spent a great deal of time on this issue through the Foreign Affairs Committee. He is very much pursuing it and we look forward to working with him on it.

My hon. Friend is absolutely right. Other hon. Members who intervened earlier in this debate spoke about the role of Parliament and the security directorate here, with which we are working closely, as are our intelligence and law enforcement colleagues.

I am afraid that I think this is where reality bites for all of us. Look at the changing world in which we live and the threats coming our way. I think we have to have even more curiosity about some of the approaches made to us. I say this because we of course want to go about our lives as freely as possible. We love our democracy, and our democracy and our free society must continue to flourish along with free speech. Of course, free speech is not necessarily a value universally held by those who want to target us and seek to do us harm.

I have a quick question on that. What does the Secretary of State make of Confucius Institutes, and those academics accused of allegedly recruiting either for the United Front or the Chinese intelligence services and who work in UK universities?

My hon. Friend makes an important point. With this whole culture, and it is a culture, of covering up through other acts the intent of some organisations—the Chinese Communist party, for example—those seeds have already been established. That is why we have to find the right ways and the most sensitive and appropriate ways to address these practices. They have become long-established practices, and we are now only scratching the surface with the work that has been taking place in addressing them.

A new foreign interference offence will enable the disruption of illegitimate influence conducted for or on behalf of foreign states seeking to advance their interests or to harm the UK. It will come with a maximum prison sentence of 14 years. It will be an offence for foreign powers to interfere inappropriately with the UK’s democracy and civil society through covert influence, disinformation and attacks on our electoral processes.

Thank you very much, Mr Speaker.

Putin is a gangster and his regime is underpinned by a mob of oligarchs and kleptocrats who have abused the financial system and the rule of law for too long. Putin’s cronies have hidden dirty money in the UK and across the west, and we do not want it here. Expediting this legislation, which I know the whole House supports, will mean that we can crack down on the people who abuse the UK’s open society.

I am delighted that my right hon. Friend is bringing up not only the oligarchs, but the enablers and facilitators. What do the Government think about various potential bad actors in the House of Lords and what should we be doing about them?

My hon. Friend and I spent some time on the Select Committee on Foreign Affairs, which looked at that very issue. He is right to highlight enablers and, with them, many other associates. It is right that through the Bill and the changes we are bringing in, we find a way to capture as many of them as possible. That is what the Bill seeks to do.

I thank the right hon. Gentleman for his comments. On issues such as national security and intelligence co-operation, he is privy to much of our work and will understand the approach that we take. When it comes to legislation that is under development, we know that there are just so many aspects on which we need to legislate. I have already touched on criminal thresholds and the changing nature of the threats. We are also looking at schemes that are already running in other countries—jurisdictions overseas—to see how we can apply them to our own jurisdiction. It takes time to work through them, but I give the House every assurance that we will work in a collaborative way on these measures.

Two years ago, I wrote a paper on how to bring in a foreign lobbying law into the UK—the Security Minister has a copy of that. With great respect to the Home Secretary, I think that these scandals will just carry on, as they have been doing ever since I came to this place, until we update our espionage laws, until we update our domestic lobbying laws, and until we bring in a foreign lobbying law. The Australians and the Americans—examples I looked at in the paper—have robust laws that cover banking, finance, law, politics and information. We need such laws, because otherwise these scandals will just keep on coming, as sure as eggs is eggs.

My hon. Friend is absolutely right. He has also just touched on the wide-ranging nature of threats. That covers, as I have said, institutions, finance and all aspects of direct harm to individuals. As he will know, there is a great deal of work taking place on the economic and financial front. I know that he and the Security Minister discussed much of that as well. Let me assure him that, through the work that we are undertaking—he is welcome to have further meetings with us on this—he will see the way in which we are pulling these strands together and, importantly, learning from some of the other countries to which he has referred, including in his own report. We are looking to create similar schemes, but obviously within our legal framework and within the lawful way in which we can implement them.

As I outlined in my statement, I have been unequivocal on the change that is required at the Home Office. When I made my original statement following the publication of the “Windrush lessons learned review”, the hon. Gentleman was not in his current role, so he would not have heard the full statement that I gave then, or the answers that I gave to the many questions. I apologised for the absolutely appalling scandal that took place and I will continue not just to apologise but to ensure that the Home Office in particular learns the lessons and fundamentally changes its culture, the leadership and the way in which it treats people, and becomes far more representative of the communities that it serves. I said that back in March and I will continue to say it until the Home Office fundamentally shifts its own way of working and ultimately learns the lessons.

Of course, that will take time. There is no silver bullet to do this overnight, but the first step that we can take is to ensure that we continue to work together collaboratively across our society and across Government to tackle the injustices that were suffered. That is my mission, that is my aim and that is why I am accepting the recommendations. I think it is right, as I said back in March and as I have said in previous statements, that I continue to speak to Wendy Williams, which I am doing this week, and to work with her and with people in the Home Office to implement the recommendations in the right way. In fact, when the report was published earlier this year, Wendy Williams herself said that we should not just come out and accept the recommendations, but work through them. That is exactly what we are doing. That is the right response. That is the responsible way in which we do this, to understand the delivery.

The hon. Gentleman referred to the compensation scheme, and I agree: the payments and the way payments have been made have been far too slow. I am not apologising for that at all. I have outlined in my statement that it is right that we treat each individual with the respect and dignity they deserve. These are complicated cases. In fact, last week when I was here in the House answering oral questions, the issue came up and I put the offer to many hon. Members on the Opposition Benches to come into the Home Office and to spend some time with our casework team in order to understand the complexities of the various cases, particularly constituency cases that they themselves may have raised. That offer is absolutely open to each constituency Member of Parliament. They should come in and look at the case handling. These are bespoke cases, and each one is handled in a sensitive way.

For the benefit of those Members who are not aware of this, when offers of payments are made to individuals, those individuals have a period to consider the payment they are being offered. If they would like to discuss the payment or if they decline it and want a review, that review is conducted not by the Home Office but by HMRC, an independent body. Again, it takes time for HMRC to do the review, but that is the right approach. It was agreed with Martin Forde and the individual stakeholders who were consulted before the scheme was set up.

My final point in response to the hon. Gentleman is that, although we know that the Windrush generation has faced many, many injustices, recent events have shone a spotlight on a whole range of injustices across many communities in our country. The Prime Minister’s new commission is very much looking at how we can level up and at how we can address and tackle those injustices. We should be doing that collectively as a House, working together in a responsible way to look at how we can support individuals, communities and minority groups of all faiths and backgrounds. That is the right thing to do, and I hope that all Opposition Members, including the hon. Gentleman, will work in a collaborative and constructive way to move forward on these issues.

I commend the Home Secretary for her typically robust, no-nonsense approach of taking control of this issue and for her personal dedication to righting the wrongs of the past, which is extremely important. I welcome the cross-Government working group. Can she confirm that the work of this group will complement the race equality commission, headed by the highly competent Munira Mirza?

My hon. Friend is absolutely right. That commission is absolutely complementary to the work that we are doing with the Windrush lessons learned review. We must look at all these issues in the round, in a consistent way, to develop the right approaches so that we can work together and solve the root causes of many of these issues and social injustices. I am here, with the Home Office, to work across Government, and that is our aim and objective.

The right hon. Gentleman is absolutely right to say that we did the right thing, and we will continue to do the right thing by standing up to those poisonous ideologies and the conduct of those awful groups around the world. The liberation of Mosul speaks volumes about the sacrifices that the people in that community—and those who fought against Daesh—have made.

I thank my right hon. Friend for her statement. Sexual violence is one of the consistent horrors of war, both conventional and unconventional. It is a deliberate act, and a recognisable but repugnant tactic designed to shatter the cohesion of oppressed people, as well as being a grotesque example of individual human rights abuses. Will the Secretary of State assure us that she will look at what DFID can do to mitigate this vile form of violence and to support the Yazidis and other fragile, damaged communities? Moreover, will she tell us what DIFD can do to deter would-be oppressors from using this form of violence in future conflicts?

My hon. Friend is absolutely right to mention the abhorrent sexual violence against women and girls, particularly in the Yazidi community. He is also right to highlight the fact that Britain has been calling this behaviour out, and standing up for and giving a voice to many people who have been subjected to horrific abuses and attacks by Daesh. In countries of conflict, it is women and girls who suffer such atrocities and acts of violence, and we will continue to stand up for them through our work with the United Nations and with our partners in other countries. In answer to his question on what else we can do, we will follow through the prosecutions of those who are responsible and hold them to account.
