I thank my hon. Friend for giving me the opportunity to thank the NATS staff at Prestwick, and across the United Kingdom, for the incredible work that they do. NATS will come under a lot of scrutiny in coming days and weeks—rightly so, because we expect it to maintain a system of air traffic control that keeps the British public safe—but I am resolute in my belief that all the staff at NATS responded with all the haste and diligence that we would expect to protect passengers, and to ensure that aviation could restart safely. Ultimately, that is what we expect of NATS.

This is clearly a very unfortunate incident, and full transparency is essential. Does the Minister have a view on what the overall cost of the incident was to the UK economy? If the Government do not have that figure at the moment, will he update the House on that separately? What plans do the Government have, working with industry, to compensate affected passengers? There will have been all manner of costs borne by those who were unable to fly, and I am sure that collectively, they run into millions of pounds.

While I am not currently in a position to give the hon. Gentleman a pounds-and-pence figure for the economic impact, I am under no illusions about this; it will be incredibly significant. We need to learn the lessons from what has happened to minimise the chance of disruption of this kind ever happening again. He asks me a broader question about compensation or refunds for passengers. Passengers whose flights have been cancelled are entitled to assistance from their airlines, including either a refund within seven days or a rerouting to their destination, including through another airline, where appropriate. Passengers may also be entitled to care and assistance while waiting for a delayed or rerouted flight, but we saw lots of incidents of airport capacity not being able to deal with the number of passengers who were disrupted. That is a key lesson that we have to learn from this incident.

I do agree with my hon. Friend, who I know has expert knowledge of the charge point industry. The clarity that the ZEV mandate provides has triggered over £6 billion-worth of private sector investment in charging infrastructure, and it is one of the reasons why we have a brand-new gigafactory being built in Somerset and huge investment by Nissan in its Sunderland plant.

Last year, 9.7% of vehicles sold in the UK were Chinese-manufactured electric vehicles—a near doubling of the market share that they had the year before, which stood at 4.9%. What assessment has the Secretary of State’s Department made of the threat that this may pose to national security and to our industrial resilience, and does she share my concerns?

I can assure the hon. Gentleman that this Government take our national security duties very seriously. We are taking significant steps to support the UK car manufacturing sector, and we are also supporting consumers to make the transition to EVs, with over 44 models now available for the electric car grant that we announced last year, but we will continue to ensure that all the security issues to which he refers are front and centre of our minds.

I sympathise with those suffering in congestion at junction 40 of the M6, which I am told is due to various issues. I know my hon. Friend and my hon. Friend the Member for Carlisle (Ms Minns) have been working hard to resolve those issues for their constituents. I am happy to arrange a meeting to discuss any future short-term interventions that could ease congestion with either me or my team or with National Highways.

T6. With increasing e-scooter usage, a small number of people are increasingly conducting antisocial behaviour while riding around on these micromobility vehicles. That is of great concern to my constituents, and I am particularly concerned that there is no minimum age requirement for the purchase of an e-scooter and no national registration scheme that could help track those using them for nefarious activities. Have the Government got any plans to introduce a national registration scheme for e-scooters?

As I mentioned earlier, the Government are determined to bring, and have every intention of bringing, about legislation on e-scooters. All that will be taken into account in the development of the policy.

Congestion on the A38 in Bromsgrove is making it nearly impossible for residents to get around easily—yet, despite current investment, there is widespread scepticism that the Bromsgrove route enhancement plan, known locally as BREP, will improve the situation. Does the Minister agree that investment in transport must deliver a tangible improvement in traffic flow, and will the Secretary of State meet me to discuss investment in Bromsgrove so that we can keep Bromsgrove moving?

I understand the hon. Member’s wish to get his constituents moving; it is one that we share. I would be happy to look at his concerns in relation to the A38, and I will contact him with further information.

Airlines are responsible for providing passengers with a refund within seven days, or to be re-routed to their destination under the same conditions, with required suitable accommodation and food. That is the airlines’ responsibility. We have advertised the rights of passengers via the Civil Aviation Authority in recent days to ensure that people are aware. Those are the provisions that exist within our law to compensate people who have been affected by this type of disruption.

In any modern economy, it is clear that the resilience of critical national infrastructure faces many risks and threats, and that resilience goes hand in hand with our national security. Does the Secretary of State agree that the incident and other risks we face demonstrate that the role of the Prime Minister’s national security adviser should be bolstered to more prominently cover national security and critical infrastructure resilience?
