Whether in examinations or any other element of the education system, funding is crucial. Haringey borough has lost £690,720 of its pupil premium. When are the Government going to put that right?

The pupil premium this academic year will be £2.5 billion, up from £2.4 billion last year. This Government introduced the pupil premium because we are committed to ensuring that a child’s background should not reflect their outcomes in their education.

Despite finding no time to legislate for social care reform or employment rights, the Government can find time to protect antisemites and people whose only aim is to cause deep hurt and offence. These are clearly the wrong priorities for us as a Parliament and for the country. The Government should drop this Bill, which has dangerous and deeply troubling consequences, as my hon. Friends the Members for Leeds North West (Alex Sobel) and for Warrington North (Charlotte Nichols) so eloquently pointed out.

It is a real pleasure to follow my hon. Friend the Member for Sheffield Central (Paul Blomfield), who is on the all-party parliamentary group for universities and chairs the all-party parliamentary groups for students and for international students. I thank him for all the work that he has done in the House to highlight the plight of students. That brings me to what is really troubling my constituents.

No. 1: Jewish families have contacted me as a constituency MP, very worried about the welfare of their children and young people in universities where they have faced abuse. I do not believe that the current Bill seeks to address that issue. In fact, it could make it worse. I have also had briefings from the organisation Tell MAMA, which has explained how Islamophobic attacks have happened against students on university campuses. I am not sure how this Bill would address those sorts of concerns. Not only that, but first-year university students have been contacting me for the last 12 months—first, before they gained access to university, during the exams fiasco—asking how on earth the Secretary of State could have kept his job despite such a huge level of incompetence.

There have been images on our television screens over the last 12 months of international students queuing around the block for food banks because they have not been able to get part-time work due to covid. The broken loans system is an international disgrace. The Government really need to address the financial pressure that students are under. My local university, London Metropolitan University, offers courses for nurses. If nurses need assistance while they are studying nursing—which, of course, is a very much needed occupation with covid and was beforehand due to the shortage of nurses—the fees are still £9,000 a year. Of course, there are also other living costs over the three years. Nurses can come away with a loans bill of £50,000 and then start at the local hospital—Whittington or North Middlesex—on a starting income of about £25,000. How nurses could ever pay off those ridiculous loans should trouble the Government, not this Bill.

Where are the results and outcomes and the action that the Government will take as a result of the Augar report? Or is it just growing dust and mould on shelves? What about the need to face down the uncertainty and try to clarify the situation for students who are studying in September 2021? We have 10 days left before recess in which we could debate urgent issues such as whether students will be studying under a hybrid system; whether they will be studying in person or remotely; whether they will have to undergo quarantine if they come in from abroad; what will happen to European student numbers, which have dropped because of Brexit; how Horizon will be funded; and how the short-term contracts that currently face so many women academics can be put on a proper employment footing.

While we are on the subject of women, how will the issues for women students raised so eloquently by my hon. Friend the Member for Birmingham, Yardley (Jess Phillips) be addressed? These are real questions. We need proper services for women who have experienced sexual violence, and we need firm action against perpetrators.

Universities are not the enemy. This Bill will cause more paperwork and bureaucracy for a sector that is already struggling. Instead, we need a proper debate on the issues that matter. I hope that the Government will listen to the contributions made this evening, including the serious ones from my hon. Friends the Members for Leeds North West and for Warrington North about how determined a small far-right group can be to use legislation that is not carefully worded to cause mayhem, as well as the contributions from my hon. Friends the Members for Sheffield Central and for Cambridge (Daniel Zeichner) about how we can work together. We need to see urgent action and to be in the real world, not stoking culture wars.

I beg to move,

That this House has considered support for children entitled to free school meals.

It is a pleasure to serve under your chairmanship, Dr Huq.

The UK is a rich country. As a G7 nation with a GDP that many countries can only look at in envy, we simply must do more to provide for our own citizens and combat the ever-increasing levels of child poverty. With huge wealth in many parts of the country and an economy with the most potential in Europe, we can do far better than we are, and MPs should not need to apply for debates such as the one we are having today. However, across the country and in this very city, the richest 1% live a gilded life, a handful of streets away from the most deprived neighbourhoods in the most unequal areas. We live on the same streets; we walk the same streets; but we inhabit different worlds. We are a deeply unequal society, and the fact that so many families rely on the meagre support available from the state to feed their children is nothing short of a national outrage. It is a clear demonstration that our economic system is not working for so many.

In some local authority areas, child poverty is reaching 50%, while the wealth of the richest 1% has grown exponentially. As per The Sunday Times’ rich list, printed last Sunday, the richest man in the country saw his wealth grow by £7 billion last year, while in my own borough of Haringey, some 8,000 children—a staggering 29%—rely on free school meals. That figure has increased by 1,700 over the past year. The Trussell Trust has said that over 50% of those using its food banks had never used one before this year, so we are seeing a huge increase. Some 1 million eight to 17-year-olds visited a food bank in the months of December and January—I would like the Minister to dwell on that for a moment. We see this stark inequality among many families in every part of London, and not just in London: people are relying on state support to feed their children, not through any fault of their own but as a damning indictment of the soaring cost of living and the broken economic system. Families are facing above-inflation increases in water and fuel bills and the Government’s council tax increases, and family budgets are at breaking point.

Outside London, Labour analysis has shown that the number of children eligible for free schools meals has increased in nearly every region and nation of the UK. It would be wrong to say that this rise in entitlement is purely down to the pandemic. Analysis released in March by the Joseph Rowntree Foundation has shown that child poverty had been increasing for six years before the pandemic hit, with three quarters of children growing up in poverty being from a working family. That is because many people are being paid paltry national minimum wage levels. Where families get the London living wage, or the living wage outside of London, it increases the likelihood that they will be able to pay for nutritious food. The shadow Education Secretary, my hon. Friend the Member for Stretford and Urmston (Kate Green), is right to say that feeding kids is not a half-time activity—a reference to Marcus Rashford.

What is also clear beyond any doubt is the wider and life-long impact of the poverty and deprivation faced by children eligible for free school meals. While these children will have support during school hours, for other parts of the week and throughout the year when they are not in school, they face going hungry and their attainment, health and prospects will suffer. As the chair of the all-party parliamentary group on school food, my hon. Friend the Member for Washington and Sunderland West (Mrs Hodgson), has shown in this House over a number of years, statistics have repeatedly shown that this has a serious impact on the rest of a child’s education, with far lower numbers of those on free school meals attending university, compared with their peers who are not.

The hon. Lady has outlined the fact that child poverty is rising, and has been rising for a number of years. In light of that, does she share my shock and disappointment that today at Prime Minister’s questions, the Prime Minister said that child poverty was falling, showing that he does not actually understand the scale of the problem, much less how to fix it?

I thank the hon. Lady for her intervention. I am not sure whether it is ignorance, or not wanting to tell the truth. All who have signed up to this debate know what our inboxes are showing, what our constituents tell us when they walk in the door, and we know that things are getting worse. One of the poor health outcomes is on people’s teeth. Research from the British Dental Association has shown that 11% of children in England have tooth decay by three years old, which rises to 23% by the time they are five and reaching school. Even though this is completely preventable, it continues to be the No. 1 reason why children aged five to nine are admitted to hospital in the UK. With a rise in free school-meal entitlement because of grinding levels of child poverty, this is no surprise.

Problems with teeth can have an impact on a child’s ability to sleep, concentrate in school or develop good speech and language skills. We need to take action and be bold in our approach through a less threadbare welfare system and a more generous system of school meals provision. We also know the importance of action before school, such as breakfast clubs. As a former council leader, I wanted to know which schools did not have a breakfast club so I could ask them to put one on. Not only do they help working families to have children in school on time and have an early start, they also show that where breakfast is of a high quality, it helps enormously with academic achievement and concentration. Teachers say that, with good nutrition, children’s behaviour is good right through into the afternoon. My hon. Friend the Member for Barnsley East (Stephanie Peacock), who used to be a teacher, will confirm that. Likewise, after-school activities should provide healthy options because, for some children who are in school for many, many hours, this could be the only hot meal—at lunchtime and then in the afternoon—that they might have, so it is incredibly important.

Members in this House have championed the need to address school holiday hunger, and I hope that the national food strategy will focus the minds of Minsters on that, so that we address what is going to be a very long break this summer, with many people on really low incomes.

I will conclude soon, but I am sure the points that I have made are abundantly clear. In response to the very good debate earlier this week on a similar topic, I will make a short point. We do not want to make this particular topic very party political. We want everyone to pull together, but sadly when the Prime Minister mentions that child poverty is reducing, and we know that child poverty is not reducing, that is when it becomes political. When a footballer has to lead the charge because many MPs vote against children having nutritional food during the school holidays that is when it becomes something that really hits home, and something we must do something about.

In conclusion, this is the prescription for the levels of child poverty that we are seeing: first, to make the £20 universal credit uplift permanent; secondly, more help for families with fuel bills, water bills and council tax; thirdly, high-quality debt advice—too many households rely on buy now, pay later financial products, which quickly become unaffordable; fourthly, help with housing costs—too many families spend over a third of their income on expensive rent payments. Shelter, the charity that specialises in housing, recommends no more than 35%, but far too many families are spending way over 35% on housing payments, which does not leave enough to pay for food. Fifthly, childcare costs: if a family has two children in childcare, the cost is often more than rent, so that needs to be urgently addressed.

Britain’s children deserve better. We have the wealth in our society to deliver a better society for all our citizens. We need a Government with a heart to act. I implore the Minister to do her utmost to address this full-on. We must not sit on our hands; it cannot take any further debates or votes in Parliament. Do what is right. Work with us and implement the policies that we need to be a real and noticeable help to families.

Thank you for your indulgence, Dr Huq. I congratulate my hon. Friend the Member for Hornsey and Wood Green (Catherine West) on securing the debate. At the heart of this issue, Marcus Rashford scored the most important goal of his career, using his platform to highlight that food poverty is not restricted just to school term times. It was a campaign of which any left winger wearing red would be proud.

I will argue that support for children who are entitled to free school meals should be about far more than just the food, because when schools closed, it was not just lunch that disadvantaged children missed out on, but connectivity. Through the lockdown, millions of children started the day with Joe Wicks’ online exercise classes. They completed schoolwork sent remotely by their teachers, and they joined their classmates in live remote-learning lessons. It was not perfect, but it was an extraordinary feat, achieved thanks to the dedication of our teachers and to the support and patience of home-schooling parents. However, the lockdown exposed the digital divide in our society.

About 30% of private school pupils attended four or more online lessons per day during the first lockdown, but just 6.3% of state school pupils did the same. That is no surprise considering that one in five children did not always have access to a device for online learning while schools were closed. How does the Minister think those children logged in and learnt from home? The simple answer is, they did not. Those without have fallen behind even further.

The Government’s roll-out of devices was nothing short of shambolic: 5% of teachers in state schools reported that all their students had a device, compared with 54% at private schools. The Minister may point to those devices that finally were distributed, but the conclusion of the National Audit Office in March was utterly damning. The Department for Education did not even aim to provide equipment to all children who lacked it. Every click simply widened the attainment gap. So much for levelling up!

With schools open and lockdown lifting, this is no problem of the past. The days of pen and paper are long gone, and the technological age we now live in is here to stay. Homework, research, resources, catch-up—so much is now online. The consequences for those children on the wrong side of the digital divide is that they are now even more disadvantaged than before.

This afternoon, we debate the support that should be provided for children entitled to free school meals. I say to the Minister that support must be about more than just food. I am calling for all children entitled to free school meals to have internet access and an adequate device, so that they can log in and catch up from home. I recognise that free school meals are not a perfect indicator, but it is the best we have. Compared with the vast sums squandered through the pandemic, this is a low-cost, straightforward and tangible step forward. It is no silver bullet, but it would make a life-changing difference to children on the wrong side of the digital divide.

Take 10-year-old Abi in my constituency. In lockdown, she secured entry to the Tiffin Girls’ School, one of the most prestigious grammar schools in the country. She was working from a cramped homeless hostel, with only a refurbished smartphone to get her connected, one of 140 given to me by Tesco Mobile. Social mobility, levelling up—call it whatever you want—the impact for Abi was lifelong.

I put on the record my hon. Friend’s excellent work on the digital divide during the pandemic. It was right at the beginning, when highlighting it made such an impact. Of course, we all jumped on it when she raised the matter, but I wanted to put on the record the huge impact that had for so many children and learners in our society. A debt of gratitude is owed by so many families to her work.

I thank my hon. Friend. So many people got involved in providing devices, such as football clubs like my own AFC Wimbledon, which has now donated more than 2,000 refurbished laptops. I thank all those charities that did such work. While it was brilliant work, however, it cannot be enough—the Government need to step in.

I hope that the Minister will consider the merits of my proposal to provide devices and an internet connection to all children on free school meals. I would be delighted to meet her to discuss how it could be rolled out in practice. It took the intervention of a premier league footballer for Ministers to agree that no child should go to bed hungry. What will it take before we all agree that no child should be left behind because of their internet connection?

The holiday activities and food programme, which we announced, during the spending review—this is a really important point—had been piloted by this Government for three years. We had a manifesto commitment to launch it, and we have launched it and delivered it. It is being funded by this Government and has been delivered in every single local authority in England.

We are working hand in hand with Conservative councils, with Labour councils, with Liberal Democrat councils, with councils with no overall control, with independent councils, even with a Green council. We should not play party political games with holiday activities and food, which are vital not only to our children’s food but also to their educational attainment, because we know that when children are engaged in enriching activities during the summer holidays, they come back more ready to learn in September and it helps to close that attainment gap. I ask hon. Members to get behind these clubs, work with their local areas, go and volunteer, take part and enjoy the children having fun.

During the pandemic, the Government have taken exceptional steps to support children to learn when they are in the classroom, but also when they had to stay at home. More than 1.3 million laptops were delivered. It was a massive procurement project, at times one of the largest in the world, and that was on top of an estimated 2.9 million laptops and devices already owned by schools before the start of the pandemic. We have provided extra funding for local transport authorities to procure dedicated additional transport capacity to enable children to travel to school and, in addition to the usual funding that schools receive for free school meals, during the period when school attendance was restricted, we funded almost £0.5 billion of food vouchers, so that children continued to be able to access free lunchtime meals while learning from home.

Right now, our focus is on building back better. We announced the £1 billion covid catch-up package last year, which has already enabled schools to directly tackle the impact of lost learning. Some £650 million was distributed directly to schools. In addition, the £350 million national tutoring programme specifically targets the most disadvantaged young people and enables them to access high-quality small group or one-on-one tuition, which we know helps accelerate academic progress and will help them to tackle the gap between them and their peers.

One example is the Nuffield early language initiative, which supports children in reception year, to which 40% of schools have signed up. The majority of those are schools with above average rates of free school-meal eligibility. Nearly a quarter of a million children are being screened under the programme, and 60,000 children are getting that one-on-one or small group help. It makes a massive difference to those children at the start of their education journey and it is just one part of this amazing national tutoring programme.

The hon. Member for Hornsey and Wood Green asked about support for other bills. As well as the furlough scheme and more than £7 billion in covid-related welfare measures, the Government have provided an additional £260 million of local welfare funding to local authorities in England. The key focus is to support disadvantaged children and their families, including children who have not yet started school, with food and other essentials, such as the utility bills that the hon. Lady mentioned, during both term time and school holidays. It covers food and fuel, and it keeps children and their families warm and well.

In terms of childcare bills, over the past decade we have made unprecedented investment in childcare. We introduced 30 hours of free childcare for many three and four-year-olds from working families, which can save parents up to £5,000 a year. The 15 hours of free childcare for two-year-olds from lower-income families is also a significant help. We know that when a two-year-old attends an early years setting it helps them to develop social skills and communication skills that can set them up for life.

We have also introduced many other different measures to help with childcare, for example the tax-free childcare that people can use. We want to ensure that our childcare is of very high quality, which is really important to parents, but the cost of childcare and of other bills continues to be an issue that we will keep looking at. That is why colleagues at the Department for Work and Pensions are doing additional work on the support we can give to reduce the cost of living for families from different backgrounds. The In-Work Progression Commission, which is led by Baroness Ruby McGregor-Smith, is looking at this exact issue, to better understand the barriers faced by people in low pay and to look at what more we can do to support those individuals and businesses. That report is expected to be published shortly.

The hon. Member for Hornsey and Wood Green mentioned support for families who get into debt. I am pleased that after many years of planning this month we have seen the launch of the breathing space scheme, which will help many hundreds of thousands of people who are struggling with their finances to obtain bespoke, tailored support to help them get back on track.

We know that the best way for families to get out of poverty is through work. After taking into account housing costs, a child living in a household where every adult is working is about four times less likely to be in absolute poverty than a child in household where nobody works. That is why, through colleagues at the Department for Work and Pensions, we are doubling the number of work coaches to help people find a job. Our £2 billion kickstart scheme offers work placements for 16 to 24-year-olds. The skills Bill not only unlocks new opportunities for young people but, through the lifelong learning grant, it will also open up the chance to access new skills and opportunities to people of all ages. All of that will help families and children.

To conclude, this Government have extended the free school-meals offer to more groups of children than any other for half a century and we provide breakfast clubs in many disadvantaged areas. Our amazing holiday activities and food scheme, which we have spent many years working on, is now going to be available across the country. We also support these children to level up through educational opportunities, the pupil premium, which will increase, and the national funding formula.

We have provided unprecedented support in early years. During the pandemic, we supported families with vouchers, we gave out 1 million laptops and we invested in transport and educational recovery. We have put billions of pounds of extra funding into welfare payments, and taken real action to help parents into jobs and to upskill, so that they can get even better-paid jobs. Over the past decade, a Conservative-led Government introduced that national living wage and has doubled the personal tax allowance. That, and changes to the national insurance calculations, means that people working full time on lower incomes are now up to £5,400 a year better off than they were under Labour.

The pandemic has presented challenging circumstances for many families, and the Government have acted swiftly to ensure that children and families continue to be able to achieve the very best in life. I think about vulnerable children every single day, and every single day people across Government are working on how best to support them now, tomorrow and in the future. We will continue to take action where it is needed, focusing always on the most vulnerable first, as that is the right thing to do.

Thank you, Dr Huq, and I am sure I can keep my remarks to under five minutes.

Recommendation 1 of the Government’s food strategy was to

“make sure a generation of our most disadvantaged children do not get left behind”.

Eating well in childhood is the foundation stone of equality of opportunity, and it is essential for both physical and mental growth. A poorly nourished child will struggle to concentrate at school, and the debate has fleshed out that concept a lot. Unfortunately, the Minister’s winding-up speech did not give me much hope. I welcome the increases to many of the constituencies that she mentioned, but an increase in pupil premium, or an increase in funding for disadvantaged children, means that child poverty is increasing. That suggests the Prime Minister was wrong when he made his statement today, which the hon. Member for North Ayrshire and Arran (Patricia Gibson) mentioned earlier.

A number of actions desperately need to be taken. No.1 is to pay as many people as possible not the minimum wage, but the real living wage, which is £9.50 in most of the UK and £10.85 in London. By the way, when I was a borough leader, we introduced the London living wage to all staff who worked in kitchens in schools at the same time as we introduced universal free school meals for every single primary school child. It was a great day when we did that.

No. 2 is that the £20 universal credit uplift must be made permanent, and we must urgently review the two- child limit. Let us not forget that over 50% of people using Trussell Trust food banks had never used one with children before, and that 1 million eight to 17-year-olds visited a food bank in December and January. We desperately need to review child benefit levels, which have been frozen, and we need to look at more help for families with fuel bills, water bills and council tax. I welcome the breathing space initiative that the Minister mentioned, but I do not think it is well known. I do not think there has been enough getting the message out, because far too many people are still in debt for certain financial products that are “buy now, pay later”, which very quickly become unaffordable.

People desperately need more help with housing costs, and we must look urgently at the privately rented sector, which tends to be very low quality. These days, it has lower-quality housing stock than in social housing, and people pay over a third of their income on expensive rent payments and childcare costs. I accept that not all of those elements are in the Minister’s brief, but she did very well to cover some of them. I think all Members in the debate would like to put on record the wonderful work that is done in schools by the women who cook the meals, our school meals supervisors, all our teaching assistants and all our teachers. They play an important role in promoting good nutrition and sitting down to have a hot meal in the middle of the day. That has important elements, such as learning to use a knife and fork and learning to have conversations with adults—all the things that sitting around a table does.

I hope the Minister will take this to heart as we go forward and as she looks at the implications of the national food strategy for schools, so that we can hopefully go towards a high-quality approach to breakfast clubs and school meals. We need to get as much free fruit into schools as possible—that was another cut during the austerity years that needs to come back. We should also look at any provision that we can offer in secondary schools, because children do not stop being poor when they turn 13 and go to secondary school. They still need all that nutritional support and help.

We have had a good debate, and I thank all Members for being involved. I hope that the Minister will take some of the recommendations from the debate into Government policy, so that we can aspire to have a society where the 23 billionaires who were added to the rich list do not get to eat all the food, but where our poorer children get to have a nutritional and fully based diet as well.

It is a pleasure to serve under your chairmanship, Mr Bone, in a debate on one of the most important issues facing our country. We Members of Parliament will rarely debate anything as pertinent and pressing as child poverty.

We already know that the rich list has come out this week and shown that the wealth of the richest of our society has increased exponentially while tens of thousands of families saw their income slashed. I must disagree with many Members today—this is a political issue. Among the figures which stood out in the rich list was the fact that the UK’s richest person, Sir Leonard Blavatnik, saw his wealth increase by £7.2 billion last year to some £23 billion, in the same period that 4.3 million children languished in poverty. It is not just the lack of money in the pocket, it is the terrible stigma of child poverty. The fact that one individual can gain so much wealth so quickly while millions exist in abject poverty is frankly obscene and reminiscent of Dickensian levels of poverty from a bygone era which has no place in modern Britain.

Even more harrowing is the fact that these levels of poverty are not just the result of Brexit or the covid-19 pandemic. Figures released in March by the Joseph Rowntree Foundation show that poverty among children had been a rising trend for six years prior to the terrible pandemic: 31% of all children growing up in poverty, an increase of 600,000 since 2013-14. In my borough of Haringey, huge levels of inequality are in sharp focus—an increase of 1,748 kids becoming eligible for school meals since the autumn, adding to the total number of over 8,000 or 20% of all children. In the same report, the Joseph Rowntree Foundation reported that three-quarters of children growing up in poverty are from a working family.

What is the solution? First, the living wage should be paid by all employers who can afford it. Why cannot the big supermarkets pay the living wage, whether £10.85 in London or £9.50 outside London? Secondly, we need more controls over ever-rising energy prices in our homes. We should keep transport affordable. Why should water bills keep going up month after month? Let us keep them below inflation.

The most expensive childcare in Europe is in the UK. Discretionary housing payment cuts mean people go into unnecessary debt. There is more debt around unaffordable buy-now pay-later schemes which are promoted all over the place, without any control on their advertising.

I am disappointed that the Government have done away with the industrial strategy. We need growth in the economy, higher wages, and more provision of universal things. The reason everyone loves the NHS is because it is universal. Let us bring in universal school meals, as my hon. Friend the Member for Cynon Valley (Beth Winter) mentioned. Let’s bring in universal housing, where we can, and really address the issue with some energy.

As ever, Mr Bone, it is a pleasure to serve under your chairmanship. I thank everyone who has signed the petition for securing this important debate, and I thank Marcus Rashford for launching the petition, which promotes the crucial work of the National Food Strategy’s independent review. This Government are dedicated to supporting all children and families, especially the most vulnerable. The Government are fully considering all the recommendations of the National Food Strategy, and I am pleased to be able to report on the actions already taken on the recommendations that are covered in this petition.

During this pandemic, this Government have not only been listening; they have been acting. The Government have taken substantial action to provide additional support to families and children at this incredibly challenging time, including investing an additional £7.4 billion last year to strengthen the welfare system, because supporting those on lower incomes and vulnerable families and their children is at the heart of this Government’s response. The petition calls on the Government to ensure that Healthy Start vouchers are worth at least £4.25 a week. That has already been done: from April, Healthy Start payments increased from £3.10 to that £4.25 a week. The scheme supports pregnant women and those with children under the age of 4 on lower incomes to buy fresh fruit and vegetables, and the Government are developing a digital approach that will make it much easier for families to apply for, and use, this Healthy Start benefit.

When it comes to holiday activities and food, the petition calls on the Government to provide those meals and activities over the holidays. Again, this is an area on which we have taken action. Families welcome support during school holidays, especially in the long summer break. Children benefit from engaging holiday activities, which help them to be ready to learn when they return to school. I am therefore delighted that after three years of our developing these schemes through really successful pilots, we are now able to expand the holiday activities and food programme all across England this year. The programme launched this Easter in every local authority, and will provide support this summer and Christmas, too.

The programme is available to children in every local authority in England. It provides not only food, but opportunities to have fun and make new friendships—things that children have so missed out on this year. I am delighted to have had the opportunity to visit clubs in Ipswich, in Stoke, and in my own constituency and elsewhere in Essex. I have seen at first hand the real benefits that some of those vulnerable children get from attending the clubs. Those activities are a vital component of our recovery work and of levelling up, because these kids build their confidence, which helps them to tackle the attainment gap between disadvantaged children and their peers. I ask Members please not to diss these clubs, but to get behind them in their constituencies and support them and their children.

Thirdly, the petition calls for the free school meals eligibility criteria to be further extended. During term time, the Government already support schools to provide a free school meal to over 1.6 million pupils from the lowest-income families, because that helps them to concentrate, learn, and achieve in the classroom. The Government have already extended free school meals to more groups of children than any other Government for the past half century. We extended free school meals to all infant children back in 2014, and to students at further education institutions from disadvantaged backgrounds at the same time. During the pandemic, we further expanded free school meals eligibility to many of those families who have no recourse to public funds.

The right hon. Member for East Ham (Stephen Timms) asked for an update about our review of support for no recourse to public funds families, which—like so many other areas—involves work from all sorts of different Departments. However, he knows that the review is progressing, that it is drawing conclusions, and that we hope to report back soon. He knows this because he met the Secretary of State for Education just a few weeks ago to discuss that review. So, yes, we are doing this work, and we will work not only with other organisations but across parties, because this issue is about getting the best support for children and it should not be a party political issue.

During the pandemic we also made sure that those who become eligible for free school meals can get immediate access to those meals. As well as lunchtime meals, the Government support more than a quarter of a million children with our breakfast clubs in more than 2,450 schools in the most disadvantaged areas of the country. We have recently announced another £24 million to continue and expand our breakfast club programme.

Throughout the pandemic, we spent almost £0.5 billion on food vouchers, so that children had access to food when schools were restricted from opening. My colleagues at the Department for Work and Pensions have also provided local authorities with an additional £269 million of local welfare funding.

As my hon. Friend the Member for Ruislip, Northwood and Pinner (David Simmonds) pointed out, local authorities know their local needs best. This funding has helped local authorities to provide targeted support to families and individuals, keeping them warm and well fed. Its principal focus is on supporting disadvantaged children and families, both in term time and in the holidays. The scheme will run right through until 21 June, which is the end of this stage of the road map.

Our expanded holiday activities programme will run this summer, in every local authority in England, and we are exploring any additional support that may be needed through the summer. Fundamentally, it is right that free school meals remain primarily targeted at those on the lowest income, but the Government will fully consider eligibility, alongside the other recommendations of the national food strategy.

I cannot take interventions because we are really short of time, and I want the hon. Member for Newcastle upon Tyne North (Catherine McKinnell) to have time to respond.

Education is the No.1 route to opportunity and prosperity. Because this Government believe in levelling up for young as well as older age groups, we invest more in the education of disadvantaged students so that they can unlock the best life chances. Our weighted national funding formula and the £2.5 billion spent annually on pupil premium funds academic interventions as well as important pastoral initiatives.

Furthermore, we invested £1 billion in the covid catch-up fund, including investing in the national tutoring programme, which offers high-quality tutoring to small groups of disadvantaged pupils who have fallen further behind. Just a couple of weeks ago, I saw this programme first hand working with a group of five-year-olds and helping with their early language skills. We are working on this project with 40% of our primary schools across the country. The national tutoring programme is making sure that those children who need it most get the best send-off on their education journey.

As my hon. Friend the Member for Broadland (Jerome Mayhew) pointed out, work is the best route out of poverty for families. After taking into account housing costs, a child living in a household where every adult is working is about four times less likely to be in absolute poverty than a child in a household where nobody works. Therefore, through my colleagues at DWP, we are doubling the number of work coaches to help people find a job. Our brilliant kickstart scheme is offering work placements for 16 to 24-year-olds and the skills Bill not only unlocks new opportunities for young people, but, through the lifelong learning grant, it will open up opportunities for people of all ages to access new skills and opportunities, and find better paid jobs. All of this helps families and children.

I am grateful for the support that hon. Members have given this agenda today. I thank everybody who contributed to the national food strategy, especially Henry Dimbleby for his leadership. I am delighted, as hon. Members might have heard in the tone of my voice, about the roll out of the holiday activities and food programme. I hope hon. Members will get behind those programmes in their constituencies this summer.

As agreed at the start of the review, the Government will fully consider all the recommendations of the national food strategy and we will respond more fully following the next and final report, which is due in the summer. The Government are taking a wide range of comprehensive measures to support children and their families at this very difficult time. The health and the happiness of children will remain at the heart of Government as we build back better from this pandemic.

I agree with my hon. Friend, and that is why we are focused on getting money into the pockets of the students who need it now. Universities have flexibility in how they distribute this funding in a way that will best prioritise those in need, but it must be spent on supporting students, including international students, postgraduate students and domestic undergraduate students. My message to any student listening is that if they need help, they should approach their university and ask for it. There is no stigma attached.

I have been inundated with messages from students and their families who are really worried about the impossible position they are in, having suffered huge restrictions to their education and social life and facing a mountain of student debt. Do the Government have a proper plan to address that? Can we put some energy into fighting for these young people?

I assure the hon. Member that I have put energy into fighting for these students. That is exactly why I prioritised ensuring that they can graduate on time, in creative and practical subjects, and that we can support them financially, particularly those who are in hardship. Again, I urge any student who is facing hardship to approach their university. These are really difficult times for students and their families, and as we navigate through the pandemic, we hope that there is light at the end of the tunnel and that next year will be much easier for students.

It is a pleasure to contribute to this debate under your chairmanship. I congratulate the hon. Member for Runnymede and Weybridge (Dr Spencer) on bringing this important debate to the House. It goes without saying that our nation’s regional science and discovery centres play a crucial role in the country’s STEM success, delivering inspirational science learning to schoolchildren and families, and working in partnership with schools, teachers, universities, businesses and local communities.

As a London MP, I know that many children in my constituency have been inspired on visits to the very popular Science Museum in South Kensington. Indeed, our own Mayor excelled at science and maths at A-level, and his original desire was to be a dentist. Look what happened to him: he is now the Mayor of London. Such inspirational visits have helped herald a generation of children and young people captivated by science and intent on a career in the UK’s promising scientific industries. It is these scientific industries we need to be doing our utmost to foster and support right now. I know this all too well as a recipient of the Oxford-AstraZeneca covid-19 vaccine. Professor Sarah Gilbert from Oxford University, who invented the vaccine, would have been inspired by the Science Museum, and I wonder whether she visited as a girl.

Many of those involved in the Oxford vaccine pipeline will have come through the state education sector and will have been inspired to pursue their dreams through visits to science museums, but I am deeply concerned about their future. Due to covid-19, science centres have mainly been closed since March and have had to make 50% to 80% of their education teams redundant in order to protect the long-term survival of their charities. These closures and redundancies have come when we most need our regional science centres to help with the educational recovery, to reduce inequality, to inspire young people from our most disadvantaged communities into science, and to encourage our young people into science and technology careers to support our industry and our learning.

At the same time, the Government have abandoned any pretence of having an industrial strategy and, as the Chair of the Select Committee on Science and Technology, the right hon. Member for Tunbridge Wells (Greg Clark), has made clear:

“It is deeply concerning that at the very moment when the whole country recognises the importance of scientific research… that the science budget should be facing immediate and substantial cuts involving the cancellation of current research.”

We know that these cuts will undermine UK productivity. Every pound spent on research in the UK reaps a return of £1.60, and any cuts end up costing our economy millions.

Rather than saying, as the Prime Minister has done, that we have a successful covid-19 vaccine due to “greed” and “capitalism”—which could not be further from the minds of people such Professor Sarah Gilbert—the Government are well placed to recognise the contributions of British science and address the myriad challenges facing the sector. This must start with restating an industrial strategy with science, research and development and international collaboration at its heart. It must also have a holistic approach, recognising the challenges to the pipeline if science and discovery centres are unable to reach out and inspire the next generation of scientists.

British science has played a key role in shining a light out from the darkness and despair of this pandemic. Without action, we risk extinguishing the lights that will show us a path away from future challenges before they even begin.

I would like to pick up the point that the hon. Member for Winchester (Steve Brine) introduced about anxiety and childhood mental health. First, drawing on the work done by the excellent Professor Michael Marmot, covid-19 has exposed deep health inequalities, and I see this every day in my constituency work. Some 80% of young people say their mental health has deteriorated during the covid crisis. Before the first lockdown, about 10% of LGBT young people reported feeling depressed every day, which rose to 25% during the first lockdown. One in five young people experiences a mental health problem dropping out of education, due to stigma, and we know that, in our alternative provision for children who cannot remain in mainstream school, there is a huge mental health burden.

Today, I want to talk briefly about the mental health problems associated with eating disorders. First, I would like to put on record my respect for the hon. Member for Chelmsford (Vicky Ford), who has spoken very movingly about having an eating disorder as a teenager, and for the hon. Member for Bath (Wera Hobhouse), who leads the all-party group on eating disorders. Obviously, the Government have done some important work in response to the Marmot review and have developed the wellbeing for education return scheme and the mental health support teams, together with the designated senior lead and in schools and colleges.

However, Mind—and I should say that I am a patron of Mind in Haringey—and its partner YoungMinds have briefed me about how there is a lack of awareness in schools and colleges of the wellbeing for education return scheme. I would like the Minister to respond in her closing remarks on what will be done by the Government to develop awareness in schools and colleges of the wellbeing for education return scheme. In addition, the mental health support teams and the designated senior lead are both good innovations. What is being done to put them in place on the ground?

Next week is Eating Disorders Awareness Week. Hope Virgo, who leads the campaign for people to understand eating disorders and do something about them, has emphasised the importance of more funding for primary and secondary care, and enhanced counselling sessions, really addressing the wider mental health problems associated with eating disorders. I hope that next week all Members of Parliament can get in touch with their local services and promote locally the stopping of eating disorders.

I put on record my thanks to Marcus Rashford for an excellent goal last night, but also for supporting this fantastic campaign. In this House, we need to realise what we are facing. We are in denial. Our economy has contracted by 9% since March. In my constituency, unemployment has gone up by 182%. Even in one of my very affluent wards in Muswell Hill, there has been a 300% increase in unemployment since the spring.

We are dealing with the biggest recession since the first world war, so some of the arguments today pale into insignificance when compared with the enormity of the economic challenge we face. It is therefore correct to look at quick measures such as this, when normally we would take a strategic view, go through a Select Committee, get evidence and so on. This is an opportunity to act quickly. While we are at it, let us have some good and high-level sports coaching, some arts and crafts, and some of the other things that our families rely on desperately over the half-term break and also during the Christmas holidays.

Our families are under enormous pressure, whether that is before school at breakfast—I am a big believer in breakfast clubs—or after school, because some shifts carry on after 3 o’clock and need to be worked. Let us bring back lots of clubs, because many have stopped because of coronavirus. Also, let us look at increasing the eligibility. I introduced universal free meals for all children in primary school when I was a borough leader. I did that because I felt it was the one public health measure that would make a huge difference. That is not the subject of today’s debate, but it did bring up everyone in the same way and meant every child had a hot meal. The youngsters learned how to use a knife and fork and how to have a conversation with their teachers.

An analysis of packed lunches shows that custard creams and Diet Coke are the most popular thing for kids who have packed lunches. In all sorts of different families, that tends to be the choice, whereas a hot meal in the middle of the day increases good behaviour and helps after school. If we can bring families with no recourse to public funds into the net, it would be fantastic, because it would mean no more popping into the office for someone to explain their circumstances to a judgmental secretary or another judgmental person who might be opposite them. Some parents have shared with me that they feel a sense of stigma going on and off school meals. I will stop there, Madam Deputy Speaker, so that we can hear more speakers.

It is a pleasure to serve under your chairmanship, Mr Stringer, and to contribute to a debate where we have the wonderful leadership of my hon. Friend the Member for Gower (Tonia Antoniazzi), who was a teacher and who, Members may not be aware, is also an excellent rugby player. We can all be grateful for that.

It is never easy waiting for exam results, but the young people of Hornsey and Wood Green spent their summer waiting for the results of exams that they never sat, which were determined by algorithms designed by someone who had never seen their work. This has been particularly challenging. Everyone accepts that setting grades was difficult in those unique circumstances, yet the Education Secretary had five months to prepare, and it was not as if warnings were not flagged. As has been mentioned, the report of the Education Committee went into quite a lot of detail:

“Pupils will carry these qualifications with them for their entire lives. Their calculated grades must be accurate. But we have concerns that the system described by Ofqual as the ‘fairest possible in the circumstances’ could be unfair for groups including disadvantaged pupils, BAME pupils, children looked after, and pupils with SEND.”

Never was a truer word spoken, yet all the hard work that Members of the House put into the report appears to have been completely ignored.

While the Prime Minister was holidaying in a wigwam, I joined the local students, in Parliament Square, in their fight for justice. Many I spoke to were distraught, terrified that they had lost their university places through no fault of their own, and unable to believe that they had been given grades lower than they had ever received throughout their education. Ludicrously, some students got a U, as though they had never been there—a U that related to a student at their school from the previous year. My local mental health trust has given me a figure of 20% for the increase in demand for mental health services, which is predominantly going to fall on the shoulders of our young people. Not only are we not prepared at that level; it seems that we are not prepared on the level of education either. We need to begin to predict the dreadful outcomes of covid now, and prepare for the mental health needs of the next generation, because they appear to me like the first world war generation—shellshocked, traumatised and in desperate need of comfort and support.

Eventually, the U-turn came. It was quite exciting watching television every day in the summer holidays, with Ofqual coming out, then the Department, and then Ofqual again. What was finally done was so late, and caused so much unnecessary distress, that, sadly, it seemed to symbolise the way the Government have approached the whole covid crisis. Tragically, many students decided to defer, which means that universities will be in a terrible place in a year’s time. Once again, they will have to turn down certain students. When a large number of students defer their university place for a year, the poor university ends up with a lot of applicants to process. Inevitably, some people will miss out. The endless pattern of incompetence is no way to run the country. Young people deserve to know why they were let down so badly, and 17-year-olds embarking on their final year of A-levels or BTECs need to know that it will not happen again.

I want briefly to comment on today’s announcement, because the Minister is in the Chamber. I shall take no more than 30 seconds, Mr Stringer. Would he please get the poor teachers around the table? They want desperately to discuss the proposals in today’s announcement. He should not just try to impose this from the top, because pupils should be treated fairly. Able pupils in schools should not just reflect the cohort from the year before; they should be taken seriously. The concept of exams needs to make allowance for the fact that some students are so nervous about sitting exams for which they have missed so much preparation that will they drop more difficult subjects that they are capable of doing, thereby missing out on good university places which will go to the same students, as they do every year. Let us try to fight this with a genuine vision of how we can allow students to be socially mobile, and allow those who are able to get places at good universities.

We are working with Ofqual on viable assessment options based on a number of different scenarios, and we will share further details of those in good time. We asked Ofqual to support the Government in developing these arrangements, engaging closely with schools, colleges, teachers, exam boards, unions and universities. The planning and discussions are ongoing, and once we reach a conclusion, we will publish the results.

The hon. Lady also raised issues about remote education. The vast majority of children are back in school, but if face-to-face education is disrupted, we have made 250,000 laptops available, building on the more than 220,000 laptops already delivered to those in need. We have also made resources available to deliver online education and we are funding the Oak National Academy, which provides hundreds of online lessons for schools, as well as webinars and guidance for teachers on how to deliver remote education in the most effective way.

The Minister is being extremely generous with his time. Does he accept that it is particularly difficult for many students on reduced incomes at further education colleges to pay for internet access or devices? It is hard to write an essay on a mobile phone. What does he propose to do in those cases?

As the Secretary of State said today, there is flexibility in the bursaries available to be used for those for those purposes.

We have been working continuously with the exams regulator, Ofqual, the exam boards and groups representing teachers, schools and colleges on the best approach to exams and assessments in 2021, and we will continue to work together to ensure that exams take place next year. However, we recognise that students continue to experience disruption to their education because of covid-19, and we need to take account of that, which we are doing. In July, Ofqual consulted on a range of possible adaptations to GCSE, AS-level and A-level exams and assessments next year on a subject by subject basis, with the overriding priority of ensuring that the exams and assessments are fair. In particular, the consultation proposed a range of ways to free up additional teaching time, including the possibility of a slight delay to the exams timetable, which we have now announced, and to accommodate any public health requirements next year.

On 3 August, Ofqual published its decisions on the changes proposed in the consultation, which include changes to assessments in some subjects: for example, removing the requirement to record the spoken language assessment in GCSE English language, and allowing GCSE students to observe practical science work rather than undertake it. In some subjects with a high volume of content, such as GCSE history, ancient history and English literature, Ofqual has confirmed that exam boards should change how they assess students next year by allowing a choice of topics in the exams. Those changes will reduce pressure on teachers and students in the next academic year; individually, some may appear modest, but we believe they will have a significant impact when combined across subjects, and with the three-week delay and the £1 billion catch-up fund.

As it was this year, the most important principle is that students due to sit exams and assessments next summer should be enabled to progress successfully to the next stage of education or employment. Each of the elements of content that forms the foundation for GCSE, AS-level and A-level qualifications is important, and while the Government were clear that the content of GCSEs and A-levels will not be changed in 2021, allowing a choice of topics in certain subjects with a high volume of content will release teaching time, and support students and their schools or colleges. As the Education Secretary has confirmed, there will be no further subject-level changes to exams and assessments this year. That confirmation gives teachers, school leaders and pupils clarity on what will be assessed in the exams next summer.

My hon. Friend the Member for Bexhill and Battle was right to raise the issue of lost teaching time, and we recognise that students, including those who will sit exams next year, will have experienced disruption. That is why we have the £1 billion catch-up fund, as well as the tuition fund for 16 to 19-year-olds, from which up to £96 million will be allocated for disadvantaged students. To conclude, our approach next year will ensure that young people can prepare for exams with confidence and receive the extra teaching time and support that students need to enable them to do their best in their exams, so that they can progress on to the next stage of their education.

It is a pleasure to contribute to the debate under your chairmanship, Mr Davies, and to follow the excellent speech from my hon. Friend the Member for West Ham (Ms Brown), who represents so many young people in Newham—one of the youngest parts of the country. I want my voice to join those across the Chamber. It is great to speak last in the debate, because everyone is saying the same thing. We all support the call for per head funding to go up from £4,000 to £4,760 per student and I am pleased that the campaign enjoys the support of the Education Committee, Ofsted inspectors and the Social Mobility Commission. It has always struck me as perverse that, while the apprenticeship levy cannot seem to be spent locally and is being given back to the Treasury because of that, FE has experienced a 50% cut. Surely that needs swapping over.

I am a strong supporter of the campaign and want to bring three new points to the debate. The first is capital spend, which is perhaps not included in the £4,760 figure. Many Members will have visited facilities for 16 to 19-year-olds in their constituencies. I was recently in Highgate Wood School in my constituency where PE is taught at GCSE and A-level to such a high specification, with excellent teaching staff, supportive parents and fantastic families, that the young people are inspired to take up careers in sport. Tragically, however, the bathrooms and changing facilities are Dickensian, with almost no running water, rusty taps and toilets that girls do not like to use at certain times of the month. All those basics really put people off choosing PE.

I beg for an improvement in the capital budget because everyone has the right to learn in a high-quality facility. It is not just sport; other Members have mentioned science and technology, where we are seriously behind in terms of the hardware we need. In languages, we need not just teaching staff but up-to-date learning facilities—computers and so on. We need to see an improvement in our music. Tragically, while we have wonderful universal provision in the Haringey music service up to about year 8, suddenly there is a cliff edge. This year, despite being one of the most populous boroughs in London, with a lot of young people, only about a dozen are learning music at A-level. That is a real pity. At university level, music is the subject with the lowest proportion of state school students achieving admission into university. We have seen some progress in Cambridge and Oxford on the basic subjects—philosophy, politics and economics, and so on—but not music, because music teachers have to be paid properly, and it can cost up to £40 an hour to learn the saxophone or a particular instrument. That cannot be left only to certain parts of society; it must be provided to every single child who is gifted musically.

We have had many debates about education maintenance allowance since I became an MP in 2015. I want the Minister to look at that as well. Is EMA coming back? We know what a crucial lifeline it was for students, and particularly those in households with two or three teenagers who needed help getting to college. My hon. Friend talked about Leigh, and asked how do students get to college if they have not got money to get on a bus? We also need education maintenance allowance for things such as books—the cost of textbooks has gone up. We also need it for food, so young people can buy lunch at college.

Please can we have a response from the Minister on education maintenance allowance, capital funding and, finally, pay rates? Some other Members mentioned that, but at a recent lobby here in the last Parliament, an English as a second or foreign language teacher said that if she worked in one setting, she would have been paid £33,000, but because she is so committed to social justice and serving her community, she wants to work in a college, where she is paid £26,000. Please can we look at parity of esteem for teachers and lecturers within the college sector and this issue a key driver of social mobility for all our communities?

I congratulate the hon. Member for Brighton, Kemptown (Lloyd Russell-Moyle) on securing this important debate. It is fantastic to see so many colleagues from across the House here today. The subject is of great interest to a number of our constituents up and down the country, so I welcome the debate, and I have listened to Members’ input.

Our excellent schools and colleges deliver high-quality provision for 16 to 19-year-olds, often alongside vital lifelong learning for adults, providing opportunities to retrain. Employers also play a vital role in supporting this country’s future, by preparing young people and adults to meet the challenges of the changing workplace. I pay tribute to the colleges and schools that have been mentioned throughout the debate.

Does the Minister accept that there is a co-ordinating role that should be played by local government in directing, and helping to bring together, the local picture around skills?

There is indeed, but there is also a role for many different bodies and organisations to bring that picture together. Our colleges and schools should be at the heart of our local communities.

The Government are committed to improving the country’s education system, and recognise the importance of equality of funding, particularly for sixth forms—I myself am the product of a sixth-form college. We have increased funding for education for 16 to 19-year-olds by £400 million for 2020-21—a 7% increase in overall funding, and the biggest injection of new money in a single year since 2010. While I have heard the challenges referenced today, it is important to note that funding has increased faster for 16 to 19-year-olds than for schooling for 5 to 16-year-olds. That will allow us to raise the base rate of funding for all types of institutions, from £4,000 at present to £4,188 for the next academic year. I reiterate that I have heard the calls made today.

As part of the extra funding, the Government have committed to providing £120 million for more expensive and high-value subjects, along with £35 million to support students on level 3 courses who did not achieve a grade 4 in GCSE maths and/or English. The additional funding will ensure that we are able to continue building the skills that our country needs, and to invest in the next generation of young people.

We are also introducing T-levels. I noted the comment by the hon. Member for Brighton, Kemptown that we have had several debates on the subject, but the issue was raised by the hon. Member for Leeds North West (Alex Sobel). T-levels will be offered by a number of colleges that were spoken about today. We will be spending an additional £500 million a year on these new programmes, once they are fully rolled out.

There will be a one-year transition course designed to target those students and make sure they are ready for T-levels. A T-level will not be right for every student, but it will provide an excellent pathway for further education, higher education, apprenticeships or going straight into the job market. We want as many people as possible to take T-levels, if those are suited to them.

To ensure that the institutions delivering T-levels have the up-to-date technical facilities and equipment required, we are also injecting capital funding. Earlier this month we announced up to £95 million for providers offering T-levels from 2021.

Capital funding was mentioned many times today. It is not just in relation to T-levels that we are increasing capital funding. We need to ensure local colleges are excellent places to learn, so we will invest £1.8 billion over five years to upgrade the FE estate. That was mentioned by the hon. Members for Brighton, Kemptown and for Croydon North (Steve Reed) among others. Sixth-form colleges and academies for 16 to 19-year-olds currently receive annual devolved capital allocations. They also either receive the school condition allocation or can bid for the condition improvement fund for larger projects. However, I have heard the calls today for a specific capital expansion fund, which came from my hon. Friend the Member for Colne Valley (Jason McCartney) and the hon. Member for Makerfield (Yvonne Fovargue), to mention but two. A full multi-year spending review is expected to be conducted in 2020, and that includes capital budgets for 2020-21.

The FE workforce is an important issue, because we need to secure the best outcomes for our students, and I always believe that that is reliant on the teachers who teach them. We need to give providers the ability to recruit, develop and retain the best staff. That is why we have invested more than £140 million in FE teachers and leaders since 2013-14. In the two years to March 2020, we will have invested up to £20 million to support providers as they prepare for the introduction of T-levels.

The hon. Member for Brighton, Kemptown and others, including the hon. Member for Croydon North, raised the issue of VAT. I recognise that that is a concern. As has been noted, sixth-form colleges can convert to 16-to-19 academies, which can resolve the issue, but we do keep it under review and will continue to monitor it.

Earlier this month, we announced a £24 million package for 2020-21 to strengthen the FE workforce. That includes a professional development offer for teachers delivering T-levels and funding to attract the best and most talented individuals, including industry professionals, into FE teaching.

The issue of mental health was raised by a number of hon. Members and, in particular, the hon. Members for Brighton, Kemptown and for West Ham (Ms Brown). I agree that we need to do more on that. It is a vital issue in our era. We have already provided more than £500 million to support disadvantaged students, but I can assure hon. Members here today that I will raise the topic with, and relay the concerns and comments to, the newly appointed Minister responsible for apprenticeships and skills—the Under-Secretary of State for Education, my hon. Friend the Member for Chichester (Gillian Keegan). My hon. Friend the Member for Rother Valley (Alexander Stafford), who unfortunately has had to leave the Chamber, mentioned the specific issue of a college closure in his constituency. Again, I will relay that issue to the Minister responsible for apprenticeships and skills and ensure that he has a meeting.

The issue of teacher pay came up. That is an issue when we are considering investment in our workforce and retention. It is not as simple as just ensuring that the teacher pay grant is in fact applied to colleges, because they are independent, so it is not necessarily appropriate, but we are concerned about this topic, and I know that the newly appointed Minister will be looking at it.

The hon. Member for St Helens South and Whiston (Ms Rimmer) brought up the issue of STEM and the fact that we need to be investing heavily in this sector to fill the skills gap. That is why, in 2020-21, we have made an additional £120 million available for the more expensive and high-value STEM subjects.

The investment that we are making in post-16 education will ensure that we can continue to develop a world-class education system to rival the systems of other countries, so that we have the highly skilled and productive workforce that we need for the future. The range and cost of the different programmes, the age and characteristics of students, and the types of institution that we fund all vary considerably. It is right that the amount of funding that different providers receive varies to reflect that.

I will. Although we have moved away from that particular programme, the most vulnerable young people, in defined groups, do have access to up to £1,200 a year to support their participation costs, and I am happy to meet the hon. Member to discuss that in further detail.

It is a strength of our funding system that we are able to provide the funding for students and institutions when and where it is needed, to meet such a wide range of different circumstances and needs. The Government are doing much to level up funding for post-16 education, but I know that there is concern that it does not go far enough. The Raise the Rate campaign, especially in relation to sixth-form colleges, has done an excellent job in drawing attention to the financial pressures that some providers are experiencing. Sixth-form and wider post-16 education is incredibly important and something that we will reflect on in our input into the spending review.

A number of hon. Members mentioned that the settlement was only for one year. I point out that most areas of Government achieved only a one-year settlement and that this year’s spending review offers many more opportunities.
