Gaza: Humanitarian Obligations

It is a pleasure to see you in the Chair this afternoon, Ms McVey. I thank all the petitioners for their efforts, as well as my constituents who, as the hon. Member for Argyll, Bute and South Lochaber (Brendan O’Hara) also highlighted, have for decades been campaigning on this and standing with the people of Gaza and across the occupied territories of Palestine.

The critical humanitarian situation in Gaza must remain the focus of this Government. The demand for medical and surgical facilities, for equipment, for clinical staff and interventions, is as great as ever. The consequences of famine and war alongside the more recent surges in violence after the so-called ceasefire, which continue to require an acute response, need to be considered alongside the chronic need to manage disease, poor sanitation and malnutrition and, as we heard earlier, the particular healthcare needs of often incredibly frail women and children. There is also the issue of maternity provision, when 130 babies are born every day into this horrendous situation—a fifth prematurely or with enduring complications—and, of course, that constant need for good public health.

UNICEF has highlighted that the Israeli blockade is preventing nearly 1 million bottles of ready-to-use infant formula from reaching babies in Gaza at risk of malnutrition. Does my hon. Friend agree that we must impose widespread economic sanctions on Israel unless and until that aid is let through?

Conflict in Sudan

There have been a number of contributions this afternoon about the various countries with an interest in the region. We of course continue to discuss the events in Sudan with all members of the Quad and all those in the region with an interest, including the UAE, which we spoke to on Friday.

I echo the comments of those who have highlighted that the atrocities in Sudan are absolutely abhorrent, and I welcome the Minister’s statement that we must hold those responsible to account, but may I ask for some further reassurance? Will he press for the expansion of the jurisdiction of the International Criminal Court to international crimes committed across the whole of Sudan?

As I understand it, the ICC already has the necessary powers, and indeed it has secured a conviction for crimes committed in 2003. I am sure that the House will not find news of that conviction reassuring, given that it is 20 years after the fact, but accountability measures taking effect whenever possible, even after such a long delay, still makes an important contribution to the international justice architecture. However, I am happy to look at the question of the mandate if the hon. Gentleman is concerned about it.

I was very pleased to see that that flight came into Birmingham. We will do all we can to work with the Israeli Government to open airspace and to continue flights. We have a ceasefire. I have seen, of course, that that ceasefire has been violated, and I urge all partners to keep to that ceasefire so that airspace can open up and commercial flights can resume.

T3. Many of my constituents have raised concerns about the use of RAF Akrotiri to support Israel’s military activity in Gaza. Given the rapidly developing situation with Iran, can Ministers assure this House that British arms and military bases will not be likewise implicated in any further escalations of that conflict?

I cannot comment on hypotheticals, but I can assure my hon. Friend that we will do all we can to protect our assets and our troops in the region and always to stay within international law.

Israel and Palestine

I recognise my hon. Friend’s long commitment to these issues. We are committed to recognising the state of Palestine at a point where we think it will make a contribution. I expect that he and many other Members will continue to press me on these issues for as long as this Parliament goes on.

We want to make a contribution to an advance of the position towards a two-state solution. As so many Members have said this afternoon, that feels horribly and dangerously distant at this time, but we think that the recognition of the state of Palestine can make a contribution to that process, and we want to see it on a more stable footing than we are at the current time.

I will not. I will try to conclude my remarks and give the hon. Member for South Cotswolds, who secured this debate, a chance to wrap it up.

I hope that Members will see that this Government have taken meaningful action to try to alleviate the suffering. I hear the strength of feeling from both the public and the Members in this Chamber. We will continue to do more. We are deeply conscious of both the agonies in Gaza and the coming of winter, and all the pressures that will bring.
