I wish to join my hon. Friend in applauding the work coaches do, often voluntarily, right across the country in so many sports. I will be happy to work with him in communicating this to the Prime Minister, who I am sure is already aware of the important role that they play. My hon. Friend raises an important point and I am happy to continue the conversation with him.

I was delighted to welcome the Minister to Blackbrook rugby club in my constituency. He will know from that visit just how important grassroots sports are in St Helens, but with St Helens rugby league club and Haydock Park racecourse we also have the thrill of elite spectator sports, which not only add to the colour of the borough but provide jobs and a contribution to our economy through visitors. We cannot just say to these sports, “Wait and see.” So will the Minister, who I know is committed to doing this, bring forward, in a timely manner, a strategy and a plan so that we can get fans back and have our communities thrive again?

I do not doubt the hon. Gentleman’s commitment to sport; I have seen it at first hand, and it was a pleasure to go to his constituency earlier this year to meet his fantastic constituents. I am afraid that I cannot give him any more details today—as I said, we are working on the details. As soon as we are able to do so, we will announce the support package. Again, I completely understand the points he has raised.

I beg to move,

That this House has considered the contribution of music to the economy and society.

It is a pleasure to see you in your place, Sir Roger—an unexpected pleasure, but a pleasure none the less. I am delighted, as secretary of the all-party parliamentary group on music, to introduce this important debate. It is good to see so many colleagues from across the House and so many different parts of the country here to support it.

I think we all know that the music industry makes a huge contribution not just to our economy but to the lives of millions of people and our communities every day. It is thanks largely to UK Music that we in this House are so aware of the many issues facing the industry.

May I take this opportunity to congratulate the outgoing chief executive of UK Music, my predecessor Michael Dugher, on putting a big focus on this issue? My constituency, which he represented before me, has the fantastic Grimethorpe Colliery band and a world-famous youth choir. Does my hon. Friend agree that it is important that we tap into the talent of kids from working-class areas across the country and get them involved in music?

Absolutely. I share my hon. Friend’s ambition to do that, as well as her warm words for her predecessor. Like him, she certainly was not backward in coming forward to intervene so early in my speech.

UK Music’s new report, “Music By Numbers”, represents the most comprehensive set of data and research ever gathered on the state of the music industry. It reveals that the music industry is worth a staggering £5 billion to the economy and employs almost 200,000 people. According to the report, sectors such as live music grew by 10% in 2018, and live music alone is now worth a record £1 billion.

The hon. Gentleman is making a very good speech on this important topic. I am almost certain that he has read the report the Select Committee on Digital, Culture, Media and Sport published in the 2017-19 Parliament. Does he agree that although live music may seem healthy on the surface, there are still serious issues there, and does he agree with that report that we should look at business rates for live music venues and at concerns about rip-off secondary ticketing?

Does my hon. Friend agree that it is important that we protect the music venues we still have? There are still far too many of them closing. Let me mention the Tivoli in Buckley, which is famous, particularly for a sad old punk like me who has seen bands such as Stiff Little Fingers and Public Image Ltd there. It is good that we can still go and see such bands, but venues of that type are sometimes threatened by planning law, particularly where housing is built directly behind them or beside them and there are complaints about opening hours and so on. Ultimately, that can kill those venues.

I agree entirely. I will come to the points made by both my right hon. Friend and the hon. Member for Solihull (Julian Knight) in more detail later in my speech.

There has been an incredible 10% increase in the number of overseas visitors coming to the UK for shows and festivals, with nearly 900,000 people visiting these shores just for live music events in 2018. Live music is at a record high and continues to draw millions of fans from both Britain and abroad to our arenas and smaller venues alike. “Music By Numbers” identified that music exports are another amazing success story, generating revenues of £2.7 billion, with the best of British creative talent being showcased across the globe.

There is something unique about Britain and its ability to create a globally successful music industry that is envied across the world. Ed Sheeran is the biggest selling touring artist in the world, with the “÷” tour now officially the highest grossing tour of all time. Billboard magazine recently revealed that the O2 Arena in London was the most successful music venue in the world over the past decade, with the Manchester Arena also in the top five. The Theatre Royal in St Helens is slightly further down the list but none the less a critical component of our local live music scene.

In nine of the last 15 years, the biggest selling album in the world has been from a UK artist. Lewis Capaldi recently reached No. 1 on the Billboard Hot 100 in the US. In 2019 we also saw fantastic debut albums from AJ Tracey, Dave, Mabel, Sam Fender and Tom Walker. We continue to be a world leader in all genres, from jazz and folk to grime. We are home to studios that record sensational box office film scores and soundtracks, as well as to many of the most accomplished orchestras in the world.

I agree entirely. It is that diversity and depth that gives UK music its strength.

It is clear that music in the UK punches well above its weight economically, but that is only part of the picture. Music’s value is not purely financial; its social value must not be ignored. Music can have a profound effect on health and wellbeing. Charities such as Nordoff Robbins do fantastic work in bringing high quality music therapy to as many people as possible.

I thank my hon. Friend for securing this debate and making an excellent speech. On mental health, does he not agree that small venues, such as Brudenell Social Club in my constituency, are a great outlet for people’s mental health, as well as being community resources right across the piece for acting and a whole range of arts? It is not just about music; small venues provide a gamut of benefits to society.

Absolutely, they are the very definition of holistic therapy. Nordoff Robbins has worked with over 10,000 vulnerable people, holding 37,000 music therapy sessions in 15 different places across the country, and 90% of those who had music therapy last year were clear that it improved their quality of life.

According to a report by the all-party parliamentary group on arts, health and wellbeing, music therapy reduced agitation and the need for medication for 67% of people with dementia. We can all think of many fantastic examples in our constituencies of groups who use music in working with people with dementia.

In Labour’s recent charter for the arts, my party noted the important role of the arts in mental health and wellbeing. I am sure that my hon. Friend the Member for Cardiff West (Kevin Brennan) will speak more about that from the Front Bench. All the evidence suggests that children who are engaged in education through music, or similarly through other subjects such as drama and sport, do better at core subjects such as maths and English. Music can help give young people confidence and creative release. It teaches teamwork and problem-solving skills, and it is often the reason why a child wants to go to school in the first place.

The contribution of the music industry is not just a fantastic national story. The data in UK Music’s report show the tremendous contribution it makes in every town and city across the UK. Merseyside is, of course, synonymous with world-leading British music, and I do not just mean Liverpool. In St Helens, we have a number of excellent local studios that encourage young musicians to nurture and develop their creative talents, such as Jamm, Elusive and Catalyst. Sadly, the Citadel, one of the first music halls in the country, recently closed its doors, but remarkably it has already reinvented itself as an excellent arts provider, using its strong brand to maintain contact and access for people who want to get involved in music and the arts. The Theatre Royal, as I mentioned, as well as other venues, host live music weekly.

St Helens is also the birthplace of: Sir Thomas Beecham, one of the country’s greatest conductors, known for his association with the London Philharmonic and Royal Philharmonic orchestras; the Beautiful South’s vocalist Jacqui Abbott; and Budgie, the drummer with Siouxsie and the Banshees. It is also importantly home to the Lancashire Hotpots. Of course, Rick Astley is from Newton-le-Willows, where I live. I commend him on playing a fantastic gig in his home town last year at Haydock Park racecourse and I commend the Jockey Club on its fantastic initiative, using its venues to promote music alongside horse-racing.

May I put on record my appreciation of Ealing, which may be little known as a big centre for music, in a heritage way as well? The Who met in Ealing and the Rolling Stones first played there. More recently, we have had Naughty Boy. Does my hon. Friend share the concern of some current musicians that, with Brexit, live touring is in doubt? Any free trade agreement should prioritise that.

I do, and I will come to that in my closing remarks.

I could say much more about music in my constituency—I am keen to talk about it to anyone who wants to listen to me—but I want to let other colleagues in, so I will move on, but, before I do so, I want to mention our strong brass band tradition. I am proud to be the vice-president of Haydock Brass Band. We have Rainford Band and Valley Brass. We also have the fantastic St Helens Youth Band, which is nurturing the next generation of talent, and the amazing all-female Trinity Girls Brass Band. They are all national award winners. We also have a fantastic male voice choir in Haydock, which has recently won a national competition.

The St Helens music education hub, led by the local council and supported by the Arts Council, is supporting opportunities for schoolchildren to be introduced to music, but it needs more funding and support.

It is clear that music makes a huge contribution, both economically and socially, in our local communities. What do we need to do to ensure that it continues to flourish in the challenging years ahead? I will briefly highlight some areas that the Government need to focus on during this Parliament as part of an integrated strategy for music.

First, grassroots music venues remain vital to both artists and audiences, but they are still, as has been mentioned, closing at an alarming rate. We must continue to monitor that and respond accordingly. My right hon. Friend the Member for Warley (John Spellar), working in collaboration with the Government, did a tremendous job to ensure that planning laws were amended to integrate the agent of change principle to protect music venues from closure.

Challenges still exist on business rates. I welcome the commitment in the Queen’s Speech to ensuring that music venues benefit from rate relief, but when precisely will that come into effect? Will the Government commit to more frequent business rate revaluations to guarantee that huge hikes in rates do not occur again?

Secondly, copyright provides the framework of growth for music. New protections for creators are coming in the form of a copyright directive that will enable fairer payment to musicians from services such as Google’s YouTube, but our expected departure from the EU may mean we cannot implement the directive after all. Will the Government outline their plans to implement the spirit of the copyright directive and other legislation? The deputy chief executive of UK Music, Tom Kiehl, recently wrote to the Prime Minister. Will the Minister let us know when he can expect a reply?

Thirdly, despite music’s success, there remain significant challenges to our talent pipeline. It is fair to say that we face a crisis in music education, which underlines the threat to our ability to develop future talent. Arts funding in St Helens, which includes music, is down by a quarter since 2013. One of the most working-class areas in the country, which has a proud tradition of music, has seen its funding diminish. Over the past five years, the number of people studying A-level music has declined by 30%. We know that social divides are leading to inequality of opportunity, so will the Government work with schemes such as UK Music’s rehearsal spaces network to increase the provision of music in areas like St Helens? The Government’s commitment to an arts premium might present benefits, but when does the Minister expect to come to the House to provide more detail on what that will entail? Can we see progress on the new national plan for music education?

Fourthly, we know about the importance of music exports: the Government currently support the music export growth scheme, and the international showcase fund contributes to that. What plans are there to ensure that funding remains for those vital schemes?

Fifthly, the music industry relies on workforce that is heavily self-employed—about 72%. What plans do the Government have to make it easier for self-employed people to participate in shared parental leave, given their current disqualification and the benefits to overall diversity in allowing them to participate? I pay particular tribute to my friend Olga FitzRoy for her work on that.

Fiscal incentives such as tax credits have produced huge benefits for other creative sectors, but currently music does not benefit from the same mechanism as film, TV and video games. Will the Minister commit to working with the Treasury to see whether similar support can be made available?

Finally, Brexit and the loss of freedom of movement, in both people and goods, could have a profoundly negative impact on the live music touring experience. Will the Government work towards a passporting arrangement, so that there is a reciprocal system and musicians can continue to perform with minimum disruption post-Brexit? Will they work with EU member states to ensure that the imposition of a carnet system on music equipment does not cause delays to gigs?

In closing, I pay tribute to UK Music, the umbrella body for the commercial music industry. Its chief executive, Michael Dugher, formerly of this parish, will soon be moving on to new pastures. On behalf of everyone in this place who takes an interest in music, I pay great tribute to the tremendous work he has done and the way in which he has led his organisation to aid our understanding.

I applaud the work of UK Music’s chairman, Andy Heath. Andy has been at the helm of UK Music since its inception and has held together the interests of its members. When I look at the unity of purpose within UK Music, in a very diverse sector, and then look at other sectors that do not have that, I see how his formidable leadership has brought people together.

PRS for Music is led by the excellent, recently-appointed Andrea Martin, alongside long-standing chairman, Nigel Elderton. I have a special award for John Mottram who does a lot liaising with Members of this House to promote music.

PPL is led by the superb chief executive Peter Leathem, who, like me, is of good Armagh stock. I applaud the other UK Music members—the Association of Independent Music, the British Phonographic Industry, the Featured Artists Coalition, the Ivors Academy, the Music Managers Forum, the Music Publishers Association, the Music Producers Guild and the UK Live Music Group. They have worked together with great tact and diplomacy, and influenced this House. I especially thank Horace Trubridge and the Musicians’ Union. He is held in high esteem in the trade union movement and the music industry, delivers much for the union’s members and plays a hugely constructive role.

The day before the Prime Minister took office in July, the outgoing Administration produced a disappointing response to the Digital, Culture, Media and Sport Committee’s excellent report into live music. The response failed to grasp the true ambition and potential of our music industry, or to adopt some reasonable and sensible recommendations made by the Committee. This debate presents an opportunity for the new Government. I welcome the Minister, who is returning to his place; I know how much he is personally invested in the subject and pay tribute to him for it.

The new Government can start afresh and set out a new and exciting strategy for how they see the music industry contributing to our lives. I look forward to hearing the rest of the debate, and I welcome the support of other Members in this aim.

I thank the Minister for his comprehensive response, given the short time available to him. I also thank the shadow Minister. I concur entirely with his comments about the BBC. People such as James Stirling have put music front and centre of the BBC, across all its platforms, which is critical to the success of British music.

This has been a good debate. The number of contributions and the content of our discussion suggest that there might be appetite for a Backbench Business debate on the Floor of the House. We might look to do that later in the year. The report that provoked this debate said, rightly, that music is about numbers, lyrics, notes and sounds, but fundamentally music is about life. I cannot remember the first time I heard music, but neither can I remember a time when it was not ringing in my ears.

The first record bought for me by my aunt was by Dexy’s Midnight Runners—I am sure you can guess what her name was! My first concert was Oasis at the old Wembley Stadium. I remember when I first heard Seán Ó Riada’s Ceol an Aifrinn—the mass entirely in Irish—and the first dance at my wedding was to Stevie Wonder’s “Signed, Sealed, Delivered I’m Yours”. Talking to my five-year-old son about the Beatles, I pointed out to him where the Hippodrome was in Earlestown, where he is growing up, and said, “They played there.” I owe music a lot and, with my colleagues here, I will do my best to keep paying it back.

Yes. My hon. Friend is right that we all need to address the increasing prevalence of online gambling in the mix. She will know that the Department is currently concerned with a variety of so-called online harms, which we are trying to address more successfully than has been done thus far. However, one of the advantages of online gambling is that those companies know more about their clients because it is account-based gambling. Our expectations of them should therefore be higher, and they are.

It is right that the gambling industry fulfils its responsibilities in tackling addiction, so today’s news is welcome, but I agree with my hon. Friend the Member for West Bromwich East (Tom Watson) that much more needs to be done.

Will the Secretary of State acknowledge the unique position of horse-racing and its relationship with gambling in terms of the levy, sponsorship and live advertising? Does he also agree that millions of people like me enjoy a flutter on the gee-gees, a bet on the football and a visit to the casino or arcade without any difficulties, as an enjoyable pastime?

The hon. Gentleman is right. It is important to recognise that not all gamblers are problem gamblers and that we must focus our attention on those who are in difficulty. It is also right to recognise that, as I said at the outset, we want the industry to be successful. However, we also want it to be responsible, and I believe that the changes will lead to greater responsibility.

The hon. Gentleman is also right to focus on horse-racing. I know that he is a huge supporter of the industry and does a great deal in this place to raise awareness, which he has done again today. He will recognise that the Government have introduced several measures, including last year’s changes to the levy itself, which brought in substantially more income—about £45 million more. We want to ensure that gambling can continue for those who enjoy it and do it responsibly and that companies take full responsibility for ensuring that any problems are properly addressed.

Our world leading horse-racing industry employs over 17,000 people and contributes around £3.5 billion to rural economies across Britain each year. The Government support British racing, and our reforms to the horse-race betting levy have established a firm financial basis to support the sport.

I am very proud to be the joint chairman of the all-party parliamentary racing and bloodstock industries group. Like many Members across the House, I strongly support our fantastic sport and our fantastic British horse-racing industry, but the sport does face challenges. Given that the yield from the levy is £17 million less than forecast, what measures will the Secretary of State and the Government take, working with British horse-racing to ensure its long-term financial sustainability?

I am grateful to the hon. Gentleman, not just for what he says, but also for the valuable work he does with the APPG to support the industry. He is right that the levy receipts this year will be lower than expected, but he will recognise that there was a very substantial increase last year because the Government reformed the levy in order to bring offshore bookmakers into scope. That was an important change to give the industry a broader and more substantial financial base. We will look at future changes to the levy that may be appropriate to deal with any change in circumstances, but it is right to allow the substantial changes that we made last year to bed in. We will of course discuss with the hon. Gentleman and the APPG what further action may be appropriate.

The Government want all of the UK to benefit from 5G, and the future telecoms infrastructure review will create the right policy and regulatory environment to support this aim. After these questions, I will be visiting one of the 5G test bed pilots that is already up and running in Guildford, so I can assure my hon. Friend that across the whole UK, towns as well as cities will benefit from our commitment to 5G.

T3. Yesterday, the European Parliament’s Legal Affairs Committee approved a draft of the proposed directive on copyright in the digital single market. Does the Minister agree that we cannot miss the significant opportunity to address the transfer value experienced by the music industry, and will he assure the House that the Government remain committed to closing the value gap and ensuring that our great British creators, and those who invest in them, are properly rewarded for the use of their work?

Yes, absolutely. Property rights are the foundation of a market economy and intellectual property rights are the 21st-century version of that. The copyright directive is a good directive. We have to get the details right in its implementation, but it is a good step forward and I look forward to it becoming law.

My hon. Friend serves on the Health Committee and I know that he heard some significant evidence from a professor about the impact of gambling addiction, particularly on suicide rates among young men. I am grateful for his support.

Has the Minister seen this morning’s statement from the British Horseracing Authority, which says that it understands the need to tackle problem gambling, but also points out the unique relationship between betting and racing? Will the Government outline how they will mitigate any potential financial loss to our great sport, and does the Minister agree that a responsible recreational flutter on the gee-gees is to be enjoyed—and, indeed, is enjoyed—by millions of people across the country?

Many people bet on horses day in, day out, and do so incredibly responsibly. I assure the House that the Secretary of State would not have allowed anything to go ahead that had an impact on horse-racing or race courses. We will be working closely with the BHA, its chairman and its chief executive on how we can take forward this work. The Secretary of State has today written to the BHA to work through some of the transitional issues, and we continue to support horse-racing first and foremost.

That is not a point that I had previously considered, but I think it is well made. Perhaps that would help to alleviate the problems those industries might face and actually draw attention to some of them.

As I said, international broadcasters contribute about £1 billion to the economy. All of that economic strength—jobs, growth and potential—is undermined by Brexit. If our creative industries are not protected, world-class events such as the Edinburgh festival, Glastonbury and many others, will find that for musicians and artists who used to tour Europe freely, with no issues over EU crew, equipment licences or visas, the whole process will become slower, more expensive and in some cases not possible at all. Fashion, lighting and furniture designers will lose the benefits of cross-EU design rights. The video games, advertising, publishing, television and film sectors will lose access to the talent that is their lifeblood. Funding from Creative Europe is at risk.

If the UK’s creative industries are threatened, there will be an impact on tourism. As I said, the Edinburgh International Festival is the biggest event of its kind in the world. To put it into context, if we imagine the FIFA World cup coming to the UK every summer, we begin to understand the value and impact on the country’s economy that the Edinburgh festival has. In 2016 it was estimated that festival audiences accounting for around 4.5 million ticket sales generated £300 million for the economy, and that is not unusual.

The festival is the biggest, most high profile and most diverse in its scale and scope, with everything from street theatre to major orchestral concerts. Because of that, it offers a unique insight into why organisations representing our musicians, hotels, venues and performers are campaigning hard for protection against the potential damage of Brexit. The festival is regarded as one of the most important cultural events in the world. The Fringe in its own right is the world’s largest arts event, and there are affiliated events in film, art, books, science and television. Together they guarantee that throughout the summer my city is awash with tourists, often visiting the festival as a gateway to the rest of Scotland and the UK. Only the Olympics and the FIFA World cup are bigger attractions.

I congratulate the hon. Lady on an excellent speech. Does she agree that sharing art, music, sport and culture enriches people’s lives and our communities? In St Helens, we have had a twinning arrangement with Stuttgart for 70 years. We are very proud that people from there come to visit us, we visit them and we work together. Brexit should not put any of that in jeopardy. It is important we work together to ensure those partnerships endure.

I absolutely agree. The value of the creative industries to our economy is not simply in the money they bring in; it is in creating our culture and events for young people to enjoy, as well as bringing tourists to the country and maintaining that industry. The problem we face is that people might opt to take up opportunities on the continent or elsewhere after Brexit.

Music development organisations and other cultural groups might also find themselves without funding streams. That is the immediate effect, but collateral damage could be seen in other industries if the creative industries and tourism cease to be the cash cows the economy has come to depend on. Without freedom of movement, many of those who take part in these festivals may not wish, or be able, to stay. It is absolutely clear that if we are to protect those areas, which are central to not just our economy but our social and cultural wellbeing, our creative industries need changes now.

My right hon. Friend is absolutely right: the Peak district and our other national parks are real jewels in our tourism crown. We are working closely with Visit Britain and the GREAT campaign to draw attention to our amazing countryside. I mentioned the Discover England project a moment ago. In the Derbyshire area, it is supporting projects based around our great walking trails and England’s national parks.

As St Helens celebrates its 150th anniversary, Ministers, those on the Front Benches and perhaps you, Mr Speaker, might like to visit at some point this year. Will the Minister’s Department and tourist authorities help us to use this special year to show that, with our fantastic arts and culture programmes, rugby league and horseracing, historic sites and proud industrial heritage, we are much more than a place to pass by—we are a place to go to?

Will the Minister join me in welcoming moves by the Advertising Standards Authority to ensure that providers advertise more accurate average broadband speeds rather than “up to” speeds? Will the Government push for that to be introduced immediately rather than next May, as currently proposed?

Yes, I strongly agree with the hon. Gentleman that the promises made on broadband need to be based on what people actually get, and the end of these so-called “up to” speeds cannot happen too soon.

I tweeted yesterday that I was leading a debate in the House on music, and was asked whether I would be doing so in song. I am afraid my singing abilities are restricted to one genre, the warbling and melancholic kind normally reserved for a certain hour of the night—the sort of songs that give rise to the joke about the Irish boomerang, which never comes back but sings about how much it wants to.

First, I want to thank key figures and organisations in the music industry who are true champions of this vibrant sector, and whose work has, in large part, led to this debate.

I am sure Members across the House will join me in thanking UK Music, which is working at the forefront of the industry to ensure its success now and in the future. I pay tribute in particular to UK Music chair Andy Heath, who has done a magnificent job in bringing all the component parts of the industry together since the foundation of UK Music nearly 10 years ago, and to former UK Music chief executives Feargal Sharkey and Jo Dipple, who have made an immense contribution to the profile of the music sector, and who continue to work in the industry ensuring it can speak with one voice to policymakers. I also could not forget, because he would not allow me to do so, the good work of the current UK Music chief executive, the former Member for Barnsley East, Michael Dugher, who is leading the organisation through a very interesting but unpredictable time for the sector—similar to the situation in his previous role before leaving to take up his post. We wish him well in his work.

I also want to offer thanks to all the individual members—the sum of the parts—of UK Music: the Association of Independent Music, the British Academy of Songwriters Composers and Authors, the BPI, the Featured Artists Coalition, the Music Managers Forum, the Music Publishers Association, the Music Producers Guild, the Musicians’ Union, Phonographic Performance Limited, PRS for Music and the UK Live Music Group. We benefit greatly from their knowledge and expertise when contributing to debates such as this.

UK Music’s “Measuring Music” and “Wish You Were Here” reports make a compelling case for the importance of our music sector. The reports show the UK music industry contributed £4.4 billion to the economy in 2016, up 6% on 2015. There are now more than 140,000 people employed across the industry, with year-on-year growth of 19% since 2015, and more people than ever before are attending festivals and gigs, with an incredible 31 million people attending live music events in 2016. These figures are testament to the remarkable success, and indeed the resilience, of the UK music sector in what are very uncertain economic times.

Is my hon. Friend aware of form 696? It is a risk assessment form for live events in the capital that unfairly targets grime music and other urban acts. Will he join me in calling on the Met police to use the Mayor of London’s review to scrap form 696 and to support a more proportionate system of ensuring safety and security at live events which are so successful and contribute positively to the UK’s economy?

I absolutely agree with my hon. Friend’s point. I was going to mention that later, but she gives me the opportunity to say that I know that that matter has been raised with the Mayor of London, and it is certainly being raised across the industry. I had intended to mention it today because it is a hugely important issue, particularly for music in London.

Anyone who appreciates music will also appreciate the fact that the Ricoh Arena in Coventry is a wonderful venue and that wonderful musical events are held there. Also, in passing, will my hon. Friend join me in paying tribute to the great Fats Domino, who passed away a few days ago?

I will indeed. Whatever vintage we are, we can all appreciate the genius of Fats Domino. I also think it is fair to say that the music at the Ricoh in Coventry is definitely better than the football there.

I want to highlight the global success of the industry, and its impressive achievements in driving tourism and generating export revenues. The UK music industry generated export revenues of £2.5 billion in 2016. That is a huge contribution to UK exports, and indeed to Exchequer revenues, and this will be increasingly important as the UK leaves the EU. At home, 823,000 overseas music tourists attended gigs and festivals here in 2016. That is an enormous credit to our myriad festivals and live music events, from the world-famous Glastonbury—where my right hon. Friend the Member for Islington North (Jeremy Corbyn) was the star turn—to the Westfield Street music festival in St Helens, where my hon. Friend the Member for St Helens South and Whiston (Ms Rimmer) and I were definitely not such star turns.

The hon. Gentleman mentions international music festivals. Would he like to pay tribute to the organisers of the Celtic Connections festival in Glasgow, which brings international acts to the city? Does he share my concern that visa restrictions following Brexit could put at risk such wonderful events?

I am happy to commend the organisers of that festival. I am hugely fond of Celtic and traditional Irish music and I have been involved in it all my life. I will come on to the hon. Lady’s point about the potential consequences of Brexit a little later, if she will allow me.

There is cause for celebration, but we in this House must remain acutely aware of the many threats to the music industry’s success. The entrepreneurial and creative nature of the music industry means that there are many small businesses, as well as individual freelancers, operating in the sector. That includes independent record companies, studios and music venues. Let us take music venues as an example. Across the UK, an estimated 35% of grassroots music venues have closed down over the past decade, including some in my own constituency. That is hundreds of small businesses that have folded, and thousands of missed opportunities for young artists and performers. Many venues have closed down as a result of developers moving into an area to build flats and houses nearby.

In my constituency, we recently had a successful campaign to save Womanby Street, which is a street of live music venues. As a result of the threat of developers moving in and trying to get the council to issue noise abatement orders, we managed to get the Welsh Government to change national planning policy to allow for the agent of change. Would my hon. Friend like to see that development across the UK?

Yes, absolutely. My hon. Friend makes a very pertinent point, which leads me on to say that many venues have closed down as a result of developers moving in. When that happens, the venues, many of which have operated successfully and without issue for decades, become vulnerable to complaints from new residents, which can threaten licences or result in new conditions for the venue. The financial burden for venues to install expensive soundproofing, for example, can be prohibitive, especially when they are operating with small margins. The Government must urgently stop the rising tide of venue closures by enshrining such an agent of change principle into law here. I pay tribute to my hon. Friend and other Members from Cardiff, including my hon. Friend the Member for Cardiff West (Kevin Brennan), for their campaigning on the issue pertaining to their city. Enshrining an agent of change principle into the law would mean that developers who brought about a change that had an impact on existing businesses would have to take some responsibility for that. My right hon. Friend the Member for Warley (John Spellar) is driving that important change forward through a ten-minute rule Bill that he will present to the House.

The industry also faces enormous economic uncertainty as the UK leaves the EU; it is not immune to the threats and challenges. In a poll of musicians, composers, songwriters, lyricists, producers and artist managers this year, it was found that more than half feared that leaving the EU would have a negative impact on the music industry, and just 2% thought that Brexit would have a positive impact on their chances of work. The Government need to recognise that their lack of clarity on a transitional deal is affecting the music industry and is delaying investment opportunities and long-term planning. On top of that, an estimated one in 10 workers in the music sector holds a passport from another EU country—a greater proportion than the 7% of the total UK workforce who are from other EU nations. I want to pay tribute to the important work of the Musicians’ Union in championing the rights of professional musicians and performers who tour across the EU, and I hope the Minister pays close attention to what it has to say and will commit to working with it.

I congratulate my hon. Friend on securing this debate. As a former singer in a band, I rise to support his arguments. I am unsure whether the sales of the music that I wrote contributed a huge amount to the economy, but the beer sales certainly did. Some 1.86 million music tourists visited the north-west last year, generating £500 million for the local economy and sustaining 6,000 jobs. A key factor in that is our ability to grow new artists. As my hon. Friend has been saying, Brexit presents possible restrictions on freedom of movement, so would he support the industry calls for an EU-wide touring passport once the UK leaves to ensure that our musicians can continue to perform overseas and not just in the brilliant bars and venues, such as those that he and I frequent in Manchester?

Indeed. I pay tribute to my hon. Friend and his commitment to music and the music industry. He makes a relevant and pertinent point, and I hope that the Government look closely at that proposal.

The Government need to respond carefully to the structural and technological changes in the music industry. Music, and how we listen to it, is changing fast. An AudienceNet survey in June found that, on a typical day, radio accounted for just one 10th of 16 to 19-year-old listening time, whereas on-demand streaming made up 62%. That contrasts sharply with the over-65s who, according to the same survey, spend around two thirds of listening time tuning into the radio and just 4% on streaming services. Given the significant growth in online music consumption, the Government must take action to address the transfer of value that has developed in the digital economy in recent years.

Certain online platforms have grown at the expense of the music industry by exploiting safe harbours in the e-commerce directive. Not only does that mean that creators and those who invest in them are not adequately rewarded for the use of their content, it also creates an uneven playing field among digital platforms. To put that into perspective, estimated record company revenue per YouTube user, a service which benefits from safe harbours, is under $1, but the figure is $20 for Spotify. The value gap that has resulted from the legislative framework needs to be closed, so that the industry can fully benefit from the great potential presented by music streaming. As the UK leaves the EU, I urge the Government to pay close attention to the proposed directive on copyright in the digital single market, which contains many measures that would be of benefit to the music industry, such as transparency and addressing the transfer of value. As the changes take place, the Government must ensure that our artists, writers and creators receive due benefits under existing copyright rules, especially as the UK leaves the EU.

As a Member of Parliament representing a constituency in the north-west of England, it is incumbent on me to pay homage to the towering musical heritage of Manchester and Liverpool, whose bands and artists have so often played the soundtrack to our modern history. As an Irish MP, I have to say that, from McCartney and Lennon to the Gallagher brothers, it is also important to recognise the contribution of Ireland’s sons and daughters and their sons and daughters to Britain’s musical heritage.

I particularly highlight the contribution of musicians, artists and venues in my constituency and how they are driving a progressive vision for St Helens and the north-west. St Helens is recognised by the Arts Council as a UK leader in arts and culture. Despite huge cuts to its budget, the local council has committed to providing whole-class first access to instrumental programmes for key stage 2 children.

Across the country, too many children are excluded from music lessons because their families do not have enough money. The Government should consider bursaries, particularly for underfunded areas such as mine, and for music such as brass and silver bands—the excellent Haydock, Valley and Rainford bands are truly the lifeblood of communities in St Helens.

Figures from UK Music show that, in 2016, 25,500 people attended live events across St Helens, generating box office spend of £1.2 million, and many thousands more attend live events, mini-festivals and bands playing in our pubs and clubs and even at our racecourse, Haydock Park, which hosts major concerts in an excellent initiative by the Jockey Club to marry music and racing. We are fortunate to have fantastic venues such as the Citadel and the hugely successful Westfield Street and Reminisce festivals, which are adding to those impressive figures.

I call on the Government to do all they can to support our thriving music industry. I hope the Minister will reassure the sector by committing to the introduction of an agent of change principle in UK law, by taking immediate steps to close the value gap and by addressing disparities in the transfer of value online. In Brexit negotiations, the Government should avoid damaging restrictions on musicians’ and performers’ freedom of movement, and they should consider advocating an EU touring passport to ensure that musicians and crews can continue to tour, a point well made by my hon. Friend the Member for Bury North (James Frith). We have a world-leading music industry in this country, but it is not immune to the economic threats we face. The Government must do all they can to support the sector and to ensure its continued success in the coming years.

Music written and performed in the UK has formed the soundtrack to my life and has enriched the lives of many others, too. I hope the Government will ensure that future generations can enjoy the same world-beating music sector that we have all had the fortune to enjoy.
