The Foreign Secretary is absolutely correct to highlight that our partners in central and eastern Europe—Poland and the Baltic states—recognise the leadership that Britain is providing with regard to these new tensions, but they also recognise the increasing divergence between London and Berlin in how to tackle Russia over this nefarious behaviour. Does she agree that it is important now to go back to our German partners and re-emphasise the need for them to stop the Nord Stream 2 pipeline, which gives the Russians an umbilical cord to the heart of Europe? We import less than 1.5% of our gas requirements from Russia, whereas the Germans import more than 60% of their energy requirements from Moscow.

I had a discussion with my colleague Foreign Minister Baerbock last week about precisely this issue, and I welcome the statements from her and Chancellor Scholz about Nord Stream 2, in which they were very clear that it will not go ahead in the event of a Russian incursion. We do need to reduce dependence on Russian gas. I welcome the work that the United States is doing to look at how supplies can be augmented, and we are working with partners across the middle east. This is a strategic issue for Europe and we do need to reduce dependence on Russian gas—there is no doubt about it.

I beg to move,

That this House has considered British support for Ukraine’s membership of NATO.

It is a pleasure to serve under your chairmanship, Mr Dowd. I am very pleased to be called in this debate. Yesterday on the Floor of the House, my hon. Friend the Member for Isle of Wight (Bob Seely) asked an urgent question on the situation in Ukraine, and today I am very pleased to initiate this debate, given the extraordinary situation and military build-up that we are starting to see on the border between Ukraine and Russia.

Yesterday on the Floor of the House, we referred to the Budapest memorandum, which was signed in 1994 by the United Kingdom and other major powers. Hon. Members will remember that the Budapest memorandum allowed Ukraine to give up her nuclear arsenal, which at the time was the third largest in the world, in return for certain security guarantees in relation to her territorial integrity and sovereignty. As signatories of the Budapest memorandum, we in the United Kingdom have a unique responsibility to our Ukrainian partners. During the course of my speech, I intend to highlight some of the growing and serious violations of Ukrainian security that we are starting to see, and explain why I and many others believe that it is essential to lobby our own Government on the issue and to take a lead in supporting our Ukrainian partners.

In a previous Parliament, when I was on the Foreign Affairs Committee, I had the opportunity to go to Donetsk and Luhansk. The Committee was writing a report on British relations with Russia, and we were taken to Donetsk and Luhansk to see for ourselves the situation on the ground. I have never come across anything like it, certainly in my 16-year career as a Member of Parliament. It was total, utter destruction on an industrial scale. All the buildings had been destroyed; all traces of human habitation had disappeared. What really struck me was not just the sheer material destruction of Donetsk and Luhansk, but the complete annihilation of wildlife and the natural habitat—something that I had never seen before. We saw for ourselves what the Russians are capable of, and what they can do to another European country on our continent. It is something that will stay with me forever. I will never forget those scenes in Donetsk and Luhansk.

I am the sole Conservative Member of Parliament to have been born in Poland, and the sole Conservative Member of Parliament to have been born in a communist country. I used to go back to communist Poland two or three times a year to see my beloved grandfather, when he was still alive. I understand what the Russians are capable of. I saw it in the country of my birth, Poland, where they had instigated and forced on the country an economically illiterate and politically Orwellian system, which—thank goodness—finally collapsed in 1989. We know what the Russians did to our partners behind the iron curtain between the end of the second world war and 1989, trapping all those European partners behind the iron curtain. The Russians are now trying to trap our Ukrainian partners behind a new iron curtain that they want to impose in what they perceive to be their sphere of influence.

Despite those concerns, when the Select Committee was undertaking the report, I was the sole Conservative MP on the Committee pushing for dialogue with the Russians. We had many debates about what we saw on the ground and what should be our recommendations to the Foreign Office. I think there was universal hostility, frustration, anger and suspicion towards the Russians from my colleagues, but I was the one MP who was trying to look at it in a more balanced way.

Certainly when we visited Donetsk, the independent monitors on the ground said that some of the ceasefire violations were half the responsibility of the Ukrainians and half the responsibility of the Russians. I remember trying to push back and talking about the need for dialogue with the Russians. I still believe that we need to have dialogue with the Russians, but things have changed significantly since we visited Donetsk and Luhansk.

The first concern I want to highlight is something that we have seen in recent weeks. We have seen and heard of the death of a Syrian child on the Poland-Belarus border. We have seen the extraordinary way in which the tyrant, Lukashenko, has been abusing vulnerable refugees, whom he has incentivised to come to Belarus in his attempt to instigate a new hybrid warfare against one of our major partners.

We have seen the extraordinary suffering that has taken place on that border, with vulnerable refugees being used in a cynical way as pawns for President Lukashenko to manipulate in order to put one of our NATO partners under pressure. As genuine refugees, he should be protecting them, but instead his soldiers pushed them on to the barbed wire fences of the border. Unfortunately, barbed wire has inevitably had to be put up on the Poland- Belarus border because of the vulnerability of that border and of Polish sovereignty, bearing in mind what is going on.

Why do I reference Belarus and President Lukashenko? We know that these actions could be stopped immediately by President Putin, who, to all intents and purposes, controls Lukashenko and what happens in Belarus. I would argue that the suffering and cruelty we are seeing on that border is, in part, the responsibility of President Putin and the Russian regime. Only inhumane, cruel people would behave in this way, and President Putin could, should and must stop it immediately.

Temperatures are dropping significantly as we move towards the winter, and the Polish winters are always very, very cold. We have seen the suffering on the border, and goodness only knows what will happen as the temperatures drop and as those people continue to stay at the border, in the most vulnerable circumstances.

That is one aspect of the hybrid warfare that is being used against our NATO partners, but there are others, including the Nord Stream 2 pipeline. I have secured numerous debates on the Nord Stream 2 pipeline here in the House of Commons and I have probably asked more questions about it than any other Member of Parliament. Why? Because so many of our NATO partners in central and eastern Europe, for many years, have been talking about how this German-Russian project—a 1,200 km gas pipeline under the sea from Germany to Russia, completely bypassing all our NATO allies in central and eastern Europe, and Ukraine—is a direct, deliberate threat to their security.

We are very pleased that the Poles and the Croatians, within the Three Seas initiative, are building liquified gas terminals on their coastlines. We are pleased and proud that they are stepping up and investing in huge new facilities such as Świnoujście on the Baltic coast, in order to import liquified gas from America and Norway, our fellow NATO partners. Nevertheless, many of those countries, particularly the Baltic states, Ukraine and others, still depend on gas and energy from Russia. This pipeline, which bypasses them and goes under the sea directly to Germany, is another way for Russia to try to manipulate, coerce, blackmail and intimidate countries in central and eastern Europe.

We have seen what is happening with the Nord Stream 2 pipeline, and I very much hope that the incoming German coalition Government, who have the Green party among them, will seriously reconsider the project, which is not only a violation of the spirit and letter of our NATO obligations—Germany, being a NATO partner, should take that into consideration—but, I would argue, a major concern from an environmental perspective. With a 1,200 km pipeline going under the Baltic sea directly to Russia, the security situation in the event of a confrontation with the Russians, as well as the ramifications for the environment, could be catastrophic if it were to come under attack or there were some other issue related to it.

There are concerns about Nord Stream 2 and cyber-attacks, but my last point is about assassinations, which have changed my mind about the Russians more than anything else, particularly those assassinations on British soil. Whether it is the Litvinenko or the Skripal case, most of us here in the Chamber—cross-party, throughout the House of Commons, as well as our electorate beyond—have been shocked by Russia’s complete disregard for normal diplomatic protocols and normal international behaviour. The Russians are prepared to send trained killers on to British soil to eliminate their political opponents.

The annexation of Crimea is a serious matter. The other day, I was interacting on the issue with a leading research fellow at the Henry Jackson Society who is an expert on Russia and Ukraine. He highlighted to me some real concerns about what is happening in Crimea in terms of ethnic cleansing, manipulating the Tatars and preventing minority Ukrainians from learning and teaching Ukrainian. There is an attempt to Russify the Crimean peninsula. I am pleased that we have sanctions against Russia because of its illegal occupation of Crimea, but concerned that countries such as Germany and others, for their own commercial gain, seem to be bypassing those sanctions and instigating some extraordinary, high-level commercial contracts with the Russians. Nord Stream 2 is a clear example of that.

The illegal occupation of Crimea is one thing, but the Russians have done something even more worrying, and with even greater potential ramifications. They have built a bridge across the Kerch strait, linking Russia directly to Crimea. They have invested hundreds of millions of dollars to construct that huge bridge to give them direct land access to the Crimean peninsula, so that mother Russia is connected to Crimea.

It is not just the bridge; the Russians are using the bridge, and the jurisdiction around it and the maritime control underneath it, to restrict access to the Sea of Azov. Mariupol and many other important Ukrainian ports are now completely prevented from being utilised because vessels cannot get out of the Sea of Azov into the Black sea, and further beyond to navigate the global seas and oceans.

The Russians are controlling everything that comes through the Kerch strait, not just military vessels. My understanding is that they have now banned Ukrainian military vessels from even going through that strait to the Sea of Azov, Mariupol and other parts of Ukraine, which is extremely concerning. I would like the Minister to refer to the restriction on vessels accessing the Sea of Azov when she responds to the questions we are putting to her.

I am very pleased that the United Kingdom has recently sent our own naval vessels to the Black sea in freedom of navigation exercises: that is something I welcome very much. Let us not forget that the Black sea is not a Russian lake—the Russians would like to think that it is, but it is not. It is an international waterway, and I very much hope that we continue our freedom of navigation exercises throughout the Black sea.

Most people think, “Where is the Sea of Azov, and what are the consequences of blocking it?”. It is the way Ukrainians access almost half their country, and a lot of the industrial products of eastern Ukraine are exported through Mariupol and the Sea of Azov to the Black sea. Our equivalent would be somebody coming along and blocking off the English channel. What would be the consequences for our country if the English channel were blocked off? What would be the consequences for our security if our naval vessels were not allowed to patrol the channel? It would be completely unacceptable, and would potentially lead to war.

We are also starting to see a build-up on Ukraine’s eastern frontier. We are led to believe that 90,000 soldiers are now on its borders, and are there deliberately as a provocation to Ukraine. According to experts I spoken to, some intelligence reports from the United States believe that there could be up to 175,000 Russian troops on the border with Ukraine by January, which is obviously of great concern to the Ukrainian Government in respect of their national sovereignty and security.

I must take a moment to pay tribute to the Ukrainian ambassador, whom I met the other day. He and his team are doing a superb job here, putting forward the Ukrainian perspective in a calm and measured way. Despite all the provocations they are under and all the stress and tension they are going through, they are still trying to communicate their message to us and our Government in a very diplomatic and professional way.

Apparently, Putin has some red lines of his own. Apparently, he will not tolerate or accept the following four countries ever joining NATO: Finland, Sweden, Ukraine and Georgia. Those are his red lines, and I must take a moment to condemn Madame Marine Le Pen, the candidate standing to be the next President of the Republic of France. On a recent visit to Warsaw, she is quoted in Rzeczpospolita—a major newspaper in Poland—as having said that Ukraine is a buffer zone and is in the Russian sphere of influence. I find it highly rude and inappropriate to call a European country a buffer. Let us pause for a moment and think how we would feel if somebody called us a buffer; not an independent sovereign nation, not a democratic society, not a country with its own language, history, culture and aspirations, but merely a buffer. It is not a buffer and it is not in the Russian sphere of influence.

I joked with the Ukrainian ambassador the other day because he said that Ukraine is also sometimes described as a bridge between east and west. I suppose it is slightly better to be called a bridge than a buffer. The ambassador joked with me, “No, we are neither a buffer nor a bridge. Who would want to live on a bridge?” This is an independent sovereign nation, and we must start to treat it as such.

I wonder what would have happened to Madame Le Pen’s ancestors if we in Britain during the second world war had said, “Sorry, you are now in the German sphere of influence. We are not going to support you. We are going to leave you to German occupation.” Frankly, her language has to be called out and challenged.

Margaret Thatcher and Ronald Regan taught us how we can only negotiate with the Russians from a position of strength. That is the one thing that I remember about Margaret Thatcher and Ronald Regan. I had the opportunity, when I was first elected in 2005, to meet Margaret Thatcher and thank her for the unique role that she played during the cold war, in giving material and moral support to the Solidarity movement in Poland, which was essential in helping the democratic movements in those countries to persevere in their fight against Soviet and communist oppression.

Margaret Thatcher taught us that the only way to negotiate with the Russians is from a position of strength. I will be 50 next month so I am old enough to remember December 1984 when she invited Gorbachev to Chequers. Konstantin Chernenko was the general secretary of the Communist party in December 1984, but Margaret Thatcher identified Gorbachev as a man she could do business with, and started that extraordinary process of negotiation with the Russians from a position of strength. That position had a united, solid NATO that was outspending the Soviet Union on research and defence capability, showing the Soviets that ultimately their aspiration of world domination would not succeed, and would fall apart because of our strength, unity and determination to outspend them by at least four to one on military capability and technology.

That is the lesson that we now need to learn. We need to negotiate with the Russians from a position of strength. That, I am afraid, is the only thing the Russians understand. They only understand if negotiations are entered from a position of strength and unity. Nothing would please President Putin more than a disunited NATO that is crumbling, divided and not spending a great deal of money on new investments and technology.

We need to increase our spending on defence. Many Conservative MPs, myself included, are extremely concerned at the cuts to our armed forces, whether they are to the number of ships being built or the number of soldiers we have. We understand and recognise the pressures on the budget but, nevertheless, the first duty and responsibility of any Government is the defence of the realm. That is not just the defence of this island; it is the defence of our continent.

When a country is a permanent member of the UN Security Council and the largest military power on our continent, that comes with huge responsibilities. We need to think about the defence of not just our NATO partners, but the other countries in Europe—those final few people and countries on the fringes of Europe that still do not have the comfort blanket of NATO membership and security. We also need to keep NATO strong against the dangerous moves by the European Union to create a single EU army.

I have been a Member of Parliament for nearly 17 years, and I have not had a single complaint about NATO from any of my 81,000 constituents. I have had a lot of complaints about the European Union, but not a single complaint about NATO—it does what it says on the tin. It is an organisation of 30 countries and, as hon. Members know, North Macedonia is the latest country to have had the privilege of joining what is probably the most successful military alliance in the world, and it was given that privilege last year.

We need to keep NATO strong and united against the moves to create a single European army, because I would argue that if it came to fruition, that would, at best, duplicate the services of NATO and, at worst, usurp the supremacy of NATO, destabilise it and push out those six countries that, at the moment, are inextricably linked to the common defence of our continent but are not, and will never be, members of the European Union. Let us just think about those countries for a second: America, Canada, Iceland, Norway, Turkey and the United Kingdom—six extraordinarily important partners that are committed to the defence of our continent. Turkey is protecting our southern flank, America and Britain are two permanent members of the UN Security Council, and Norway, Iceland and Canada are critical in keeping the Atlantic open in the event of hostilities between Russia and America. That is also something to take into consideration.

President Putin wants to undermine Ukraine and turn it into a vassal state like Belarus. He wants another puppet like Lukashenko to run Ukraine for him, and I have spent the last few days watching interviews with former President Yanukovych, who, after the Maidan revolution in Kiev, was whisked to safety to Russia in a Russian helicopter. Putin is keeping Yanukovych there, ready for when he can destroy the Ukrainian Government and reimpose another puppet who will basically give a veneer of independence to Ukraine. As we all know, however, the strings of the puppet will all be controlled from Moscow. We cannot allow that to happen.

I am coming to the end of my speech, but I want to mention the NATO summit in Bucharest, Romania in 2008 that stated the organisation’s commitment to NATO membership for Ukraine. That is a very important point, because the United Kingdom, as a member of NATO, is a signatory to the Bucharest statement of 2008. Let me read an extract from the Bucharest summit declaration:

“NATO welcomes Ukraine’s and Georgia’s Euro-Atlantic aspirations for membership in NATO. We agreed today that these countries will become members of NATO. Both nations have made valuable contributions to Alliance operations. We welcome the democratic reforms in Ukraine and Georgia and look forward to free and fair parliamentary elections in Georgia in May. MAP”—

the membership action plan, which is the prelude and precursor to NATO membership, as well as the framework and grid—

“is the next step for Ukraine and Georgia on their direct way to membership. Today we make clear that we support these countries’ applications for MAP. Therefore we will now begin a period of intensive engagement with both at a high political level to address the questions still outstanding pertaining to their MAP applications. We have asked Foreign Ministers to make a first assessment of progress at their December 2008 meeting. Foreign Ministers have the authority to decide on the MAP applications of Ukraine and Georgia.”

That is a statement from 2008 whereby Britain and other NATO partners made it abundantly clear that the prelude and precursor to NATO membership—which is ostensibly carried out through the MAP, the membership action plan—would be instigated. That was over a decade ago, so I would like to ask the Minister for her assessment of what has happened since the Bucharest summit. What is her understanding of the MAP strategy for Ukraine, and what are the British Government doing to take a lead in supporting Ukraine’s MAP application process and ongoing movement towards a conclusion and fruition?

There are other things in that process, such as the enhanced partnership for peace which NATO affords, formed partly by countries such as Jordan, Australia, Ukraine, Georgia, Sweden and Finland. However, the real precursor to membership is the MAP, and that is what I will ask the Minister about today. That is why I have instigated the debate; I want to know about the MAP, and I am going to ask a lot of written parliamentary questions about the issue over the coming months and years.

Finally, I come to British leadership on our continent. Do Members remember what they used to say to us in 1999 when Poland, the country of my birth, joined NATO? Do they remember what they said to us when Poland and the Czech Republic joined NATO, when those central European counties were given part-defence partnership with us? They said that it was a step too far, that it would cause world war three and that it would trigger some sort of conflagration that would destroy Europe. That is what they told us: “Don’t give the Poles NATO membership, it is too dangerous. Let’s just leave them there, in the Russian sphere of influence.”

That is absolutely disgusting and disgraceful. That is not the British way. However, we showed that leadership to ensure that our friends in Poland, the Czech Republic, and other central and eastern European countries were given that right to join NATO. The same thing happened in 2004, when Romania and Bulgaria were allowed to join NATO. There were the same siren calls, “It is a step too far, it is going to cause another world war and conflagration with the Russians”. That did not happen.

The time has come to give our Ukrainian partners that same insurance policy. They are our fellow Europeans; let us remember that. They are our fellow European brothers and sisters, not some obscure country far away of which we know very little, and not some banana republic that we have no connections with. They are our fellow brothers and sisters, our fellow European brothers and sisters. With that comes a massive obligation to support them.

I have recently written a report on the Three Seas initiative, which I have sent to the Minister. That is a new grouping of 12 countries in central and eastern Europe led by Poland and Croatia, and we interviewed all 12 ambassadors in writing the report. It is a very exciting project that it is taking place in central and eastern Europe, and I very much hope that we can engage further with that initiative, as well as helping Ukraine. It is an opportunity for Britain to take a lead in central and eastern Europe. As Germany and France are undermining Ukraine for their own selfish, national commercial interests—specifically with the Nord Stream 2 pipeline—now is the time for Britain to show leadership.

Finally, the Ukrainians will remember our actions. They are in probably one of the most vulnerable, dangerous set of circumstances that any European country could face. We are lucky here in the United Kingdom to be perched on the extreme western fringes of our continent, as far away as possible from Russia. When a country has a border with Russia—I have been to the Polish-Russian border on many occasions—and the brown bear is next door, his claw scratching on the windowsill, everything changes. The Ukrainians are watching us now and will remember how we behave. I want to lead a campaign, which I hope other MPs will join, in a cross-party caucus to convince our Government that the time has come to show leadership and ensure our Ukrainian friends are finally given NATO membership.

It is a pleasure to serve under your chairmanship, Mr Dowd. I congratulate and thank the hon. Member for Shrewsbury and Atcham (Daniel Kawczynski) for bringing the debate forward. He and I do not often find ourselves in agreement—in fact, I do not know whether we ever have outside of this issue—but we agree 100% on this issue. I start by declaring an interest, of sorts. I am very proud to be a recipient and holder of the Ukrainian Order of Merit, bestowed on me by the President of Ukraine, and I proudly hold that award as a strong and robust friend of Ukraine.

It is important to acknowledge, in the context of the debate, not just the current military backdrop that the hon. Gentleman mentioned, but two important anniversaries. One was Holodomor Memorial Day last month, which was mentioned by the hon. Member for Strangford (Jim Shannon). Also, this month marks the anniversary of the start of the Revolution of Dignity in 2014, when Ukrainians, in that bitter cold weather—I do not know whether you have been to that part of the world at this time of year, Mr Dowd, but it is bitterly cold—camped out on Maidan Square, taking on the friend of a tyrant with almost unparalleled resistance to demand a democratic future for their country. And they paid, many of them, with their lives in doing so.

It is important that we understand that important anniversary and that backdrop to the debate. However, I lament the debate in one sense, because of the acres of empty green seats around me. The House needs to wake up, because we are facing a potential conflict that will not confine itself to the borders of Ukraine, but will impact every single country in Europe and beyond, and that includes this country.

I want to address the conflict in eastern Ukraine and the annexation of Crimea. Like the hon. Member for Shrewsbury and Atcham, I too have been to eastern Ukraine; I was there almost four years ago with colleagues. We took the time to go to Donetsk and Kramatorsk—and we went out to Kharkiv, which is a bit more liberated, shall we say—and spoke to people there. I encourage anyone who goes to Ukraine that just as London is not the United Kingdom, Kiev is not Ukraine. Get out of the capital, head east and talk to people, and go west and talk to people about the conflict as well.

Although the hon. Member for Strangford mentions the number of deaths that the conflict has so far tallied up, we should take a moment to reflect on the fact that nearly 15,000 people have been killed in a war that barely gets a mention outside of escalating tensions reported in our national media, and we are not alone in that. It has displaced more than 1 million civilians within their own country—a country that we can fly to in about four hours from Heathrow airport.

I also want to address the annexation of Crimea, where there continue to be human rights abuses, in particular of religious rights, as rightly mentioned by the hon. Member for Strangford, such as the rights of the Crimean Tatars. It is worth emphasising that we do not recognise the illegal annexation of Crimea in any way, shape or form—I think we all agree on that.

There has been a lot of talk about military encirclement of Russia. Well, let us deal with that issue. The hon. Member for Shrewsbury and Atcham rightly used the phrase “the new iron curtain”. There are currently more Russian troops stationed in countries bordering Russia than there are US troops stationed in countries bordering Russia. The Kremlin and its current office holder can have as many concerns as they like about Ukraine’s future defence posture and the alliances that it may or may not choose to join, including NATO or the European Union, but Russia does not get a veto on membership or aspirations for membership. The only countries that get a say in that are Ukraine—it is a stated aspiration of the current and previous Governments of Ukraine, and I would bet that, in any free and fair election, it will be the stated aspiration of the next Government of Ukraine— and the other member states of NATO, of which, last time I checked, Russia is not one. So the red lines and the desire for the veto should be seen for what they are—posturing on behalf of the Kremlin that should be given the cold shoulder.

It is worth reflecting on that encirclement right now and, in particular, as the hon. Member for Shrewsbury and Atcham rightly mentions, the situation in Belarus and how that becomes a new opening—a new platform—in a conflict that started in 2014; because Russia right now has stationed more troops around Ukraine than there are troops in the entire British Army, and we have intelligence from the United States that that number will get bigger early in the new year. We should also reflect on the steps that the United States has taken. After some capitals, in Europe in particular, were mildly sceptical of its intelligence, the US took the extraordinary step of sharing even more intelligence than it normally would, which has united NATO in recent statements and united NATO in its assessment of what may well happen next.

It is vital, therefore, that we give all the support we can to Ukraine. The hon. Member for Shrewsbury and Atcham rightly mentions Nord Stream 2. I am minded to check his claim that he has asked more questions on that than any other Member of Parliament—I think he and I might be in competition there—but I will say this about the Government. I have always found it difficult to criticise the Government for their support for Ukraine; my only criticism is only that I want them to go further and faster. They do a good job. I have met the defence attaché in Ukraine; I have met the embassy staff who work with civil society groups and others. They do an excellent job; but I always want to see the Government go further.

On Nord Stream 2, finally the Government are starting to see sense, although it might be a bit late for that. I remember standing where I am now, when Alan Duncan was the Minister—perhaps even in the post now held by the Minister with us today—listening to him say that the issue was peripheral to British interests and that we did not have to worry about it that much, with Member of Parliament after Member of Parliament telling him otherwise. The money that is generated from Nord Stream 2 into Kremlin coffers ain’t gonna stay in Kremlin coffers. It will fund the new hybrid war not just in Ukraine, but across all of Europe as well. Despite there being so few speakers in the debate, we probably do not have time to go into what that might look like.

I completely concur with the hon. Gentleman’s statement about NATO. Former President Trump, who I suspect the hon. Gentleman is not a great fan of, nevertheless did challenge Jens Stoltenberg in a clear and sensible way when he asked him, “Why is it that you, the Secretary-General of NATO, allow one of its members to bypass and impede the security of our other NATO partners?”. If you are a member of NATO, that is a huge attribute, but it is also a huge responsibility. Does the hon. Gentleman agree that Germany should think more reasonably and responsibly about the interests of fellow NATO partners, rather than just securing her own energy interests?

I do agree, and I hope that the new Chancellor, who has taken up post during this debate, will take a more robust position, not least because of Annalena Baerbock’s appointment as the new Foreign Minister of the German Federal Government, which the hon. Member mentioned. However, the less that is said about the Trump Administration and Ukraine, the better.

I end with some questions for the Minister, if I might. When will we see some detail on what the enhanced sanctions mentioned by the White House in the past few days might be, and how the UK would fit into a co-ordinated effort? What assessment have the Government made of Russia’s intentions post the call between President Putin and President Biden? If there is a further military escalation, what response can we expect—and can Ukraine expect—from the Government? I am thinking in terms of the full spectrum of options open to them. Will the Government now, for goodness’ sake, implement something —anything—from the Intelligence and Security Committee’s report on Russia?

On the impact that a further escalation of the conflict will have, will the Government publish an assessment of what that will mean for Europe, learning from Afghanistan? Some assessments say that if there is to be a full-scale invasion, we could be looking at up to 9 million Ukrainian refugees. We will need to take some of those people in. Will the Government give us assurances that if that were to be the case, we will not have a repeat of what has played out in terms of taking refugees as far as Afghanistan is concerned? Will they also outline what it might mean for grain supplies in Europe? There has been much talk about Ukraine being a bridge or a buffer, but it is actually well known as the breadbasket of Europe, and it is important that we understand what the consequences of a full-scale invasion would look like. Perhaps the debate would have more speakers if the House better understood that the conflict will come to this country as well.

On NATO membership, I support Ukraine’s aspiration to join NATO because that is its people’s aspiration and we should help them make that happen. Not to diminish the work already going on through Operation Orbital and much else, can the UK look to lead a coalition of NATO member states to deepen the work that we are doing to get to the important membership action plan? Can we start to second officials from whatever Departments we need to second them from, to really beef up the efforts to get Ukraine to the point where its aspirations can be met?

As the hon. Member for Shrewsbury and Atcham correctly said at the end of his speech, Ukrainians will remember. They will remember what we did and what we did not do. It is not good enough for us to pat ourselves on the back and think that we are in a good place, because events change and change fast, and so do people’s perceptions. I look forward to the Minister’s response.

I am very grateful to the Minister for her very positive remarks and I am very pleased with the unity among all political parties. It is a very pleasant experience to be able to, for the first time ever, agree wholeheartedly with an SNP Member, the hon. Member for Glasgow South (Stewart Malcolm McDonald)— I shall remember this moment.

I want to finish by saying that the Ukrainians are watching all of us. They look to Britain for leadership on our continent and it is extremely important. Ukraine will be one of the most important countries on our continent in the decades ahead. It is a huge country with massive resources and one of its greatest assets is its people. Anybody who has been to Ukraine—the hon. Member for Glasgow South has, and I have had the honour and privilege of visiting that beautiful country on many occasions—will have seen the spirit of innovation and courage of the Ukrainian people. It will be an extremely important country in the future. Our future relationship will inevitably be predicated on how we conduct ourselves today and what support we give them today at its most difficult time.

I remember the previous iron curtain, the gash that cut across our continent which lasted for 50 years. We saw the celebrations in 1989 when the curtain was finally taken down. There is no greater symbolism of the curtain coming down than the destruction of the Berlin wall by young people with pickaxes, finally chipping it away. After the sacrifice and courage of previous generations to tear down that curtain, we must not allow another iron curtain to be reimposed just a little bit further east. Let us not forget that the Ukrainians are our European partners, our European brothers and sisters. I am very proud that the Government seem to be taking a lead. I will be holding them to account on how we take that leadership role in giving them maximum support.

I completely agree with my hon. Friend the Member for Isle of Wight (Bob Seely) that the Budapest memorandum means we have a special obligation towards Ukraine. Can the Minister give us an update on the membership action plan, the prelude to NATO membership? When Poland joined in 1999, we were told it was a step too far; when Romania joined NATO in 2004, we were told it was a step too far. Is not now the time to start a debate on whether we can give our Ukrainian allies membership of this important defence pact?

We stand firm in our support for Ukraine’s NATO membership aspirations, in line with the 2008 Bucharest summit declaration, in which NATO allies agreed that Ukraine will become a member of the alliance. Allies have reiterated that commitment at every summit since.

The Foreign Secretary will also be discussing Belarus with NATO partners today.

We remain deeply concerned about the human rights situation in Belarus. The UK has imposed over 100 sanctions designations. The action by Lukashenko to engineer a migrant crisis is an attempt to undermine Poland and others in the region. The Prime Minister emphasised our commitment to Poland’s security when he met the Polish Prime Minister last Friday. The UK will continue to work closely with our partners in holding Lukashenko to account.

We are appalled by reports that there are now over 850 political prisoners in Belarus, and we strongly urge the Belarusian authorities to immediately and unconditionally release all those held on political grounds. We are supporting mechanisms through the UN, the Organisation for Security and Co-operation in Europe and independent non-governmental organisations to investigate human rights violations in Belarus and hold those responsible to account. As I said earlier, we have also taken direct action through over 100 sanctions designations.

The Minister will have seen the appalling scenes on the Polish-Belarus border and the way the brutal dictator Lukashenko is instigating hybrid warfare against Poland by using these vulnerable refugees in trying to get them across the border. Will she give me an assurance that our Government are doing everything possible to help our Polish allies stand up against this absolutely appalling conduct by the Belarus authorities?

I completely agree, and the UK is absolutely standing side by side with Poland. The UK and Poland have a long history of friendship and are NATO allies. Already a small team of UK armed forces have been deployed, following agreement with the Polish Government. They are exploring how we can provide engineering support to address the ongoing situation at the Belarus border. The UK regularly deploys military personnel to work with partners and allies across the world. The UK also led on a G7 statement condemning the Belarusian regime’s orchestration of irregular migration across the border, and as I have said, this will be discussed in Riga today.

I beg to move,

That this House has considered the impact of the AUKUS pact on Anglo-Chinese relations.

It is a pleasure to serve under your chairmanship, Mr Davies. I am pleased to have secured this debate on AUKUS, the new British naval alliance with Australia and the United States, which will play a pivotal role in maintaining peace and security in the Indo-Pacific region.

There is no doubt in my mind that both Russia and China are threats to the United Kingdom. Make no mistake: Russia and China are both grave threats to freedom, to the western world in particular and to true democracy in general. The discussion is not about whether they are a threat but about the type of threat they present and the degree to which they endanger us.

Russia’s threat is predominantly cyber, but China’s threat is much larger: it is multidimensional, complex, far reaching and interconnected. China’s threat is based in economics and logistics, including manufacturing, supply chain and minerals. We have spent 18 months suffering the reality of that, and we must now recalibrate our investment and trade policy in order not to be so over-dependent on China in the future.

I started asking questions of our own Government about the situation in the South China sea on 4 January 2016—nearly six years ago. I asked the Foreign Office—the then Foreign Secretary was Mr Hammond—and the reply came from Hugo Swire. I asked what the United Kingdom Government’s attitude was on the situation in the South China sea. This is the first time in my 16-year career that I pay tribute to the BBC, but having watched a BBC documentary on the situation in the South China sea, which very clearly highlighted the extraordinary situation in which China is stealing hundreds of atolls from neighbouring countries, pouring concrete on them and turning them into giant military installations, I asked the British Government what their view was. The answer came back:

“The UK takes no position on the sovereignty of the Spratly Islands or other disputed features in the South China Sea.”

That was a serious mistake by the Conservative Government at that time.

Under Mr Cameron and Mr Osborne, we had a policy of maximum engagement with China in order to safeguard and protect the massive, multibillion pound investments that it was pouring into our country—conveniently overlooking the growing and increasing human rights abuses that were taking place in China and China’s nefarious conduct in the region.

Of course, as a permanent member of the UN Security Council, we expect China to be a strong country, to have a strong military and to have a capability sufficient to defend her national interests. However, during the course of the debate, I will share with hon. Members the extent of China’s recent hostile activities towards her smaller, more vulnerable neighbours—activities that go beyond those UN Security Council responsibilities. China is starting to look like a large regional power attempting to bully and subjugate its neighbours. Who are those countries? Vietnam, the Philippines, Brunei and Malaysia. Remember those names and the significance of those countries to the United Kingdom, not only historically but from a trading perspective today—Vietnam, the Philippines, Brunei, Malaysia.

As I have outlined, China has stolen hundreds of those atolls from each of those four nations, pouring concrete on to them, turning them into military outposts and trying to take control of the whole South China sea. Just think about the significance of that statement. We rightly admonish Russia about what it is doing in the Kerch strait, restricting the access of Ukrainian ships to the sea of Azov. That is a walk in the park compared with what is going on in the South China sea.

Let us not forget that 60% of global maritime trade goes through the South China sea—$5.3 trillion of trade passes through that waterway. China is attempting to take control of all of it and to restrict the movement of international shipping in order for China to have the confidence of stretching its empire that much further south, so being able to control the region that much better.

I pay tribute to our own Navy, which has been at the very forefront of pursuing freedom-of-navigation exercises through the South China sea. I dread to think what would have happened by now had the United Kingdom had not taken such a pivotal role in ensuring that our ships were at the forefront of protecting the right of passage through that waterway.

I want to come on to outline why I am concerned about China. Some people might accuse me of being anti-Chinese or slightly hysterical about the threat emanating from China, but let me give some evidence for why I think that China is becoming an increasing threat. I have already been warned by various Chinese publications here in the United Kingdom that I am on a watch list and that if I continue to speak out and scrutinise Anglo-Chinese relations, I will be the next Tory MP to be put on China’s sanctions list. If so, I will scrutinise China even more, because—I want the Chinese ambassador to know this—the British way is not to be bullied and intimidated.

We are all British parliamentarians, and we have a duty and responsibility in this House to challenge our own Government and our Government’s policy towards China in a sensible, pragmatic and democratic way. If this debate pushed me into being sanctioned, I for one will not relent from that ongoing scrutiny of my own Government and their conduct towards China.

I am impressed with the force of what my hon. Friend has said so far. As one of the seven parliamentarians who wears the badge of honour of having been sanctioned by the Chinese Government, we would be delighted to welcome him to our numbers and to present him physically with a badge for that extraordinary honour, which has been bestowed on us counterproductively by the Chinese Communist party.

I agree with everything my hon. Friend has said. He has not yet touched on the question of Taiwan. Filling in atolls with cement is a serious breach of international law and we should be concerned about it; the constant flying over by Chinese jets into Taiwanese airspace, which has accelerated recently, is a much more aggressive, bellicose and worrying act. Does he agree and will he mention that in his comments?

I was aware that my hon. Friend was one of those esteemed colleagues to have been sanctioned already by the Chinese Communist regime, and it would be an honour to serve alongside him with that accolade. Yes, of course I will be coming on to Taiwan. He anticipated that key issue, which I intend to raise. Some of us Conservative MPs enjoy regular meetings with the Taiwanese ambassador at his embassy, where we listen to Taiwan’s perspective, and I appreciate doing that.

My hon. Friend also mentioned the word “communist”. Of the 365 elected at the last election, I am the sole Conservative MP who was born in a communist country, so I know what communism is. I used to go back to communist Poland to see my beloved grandfather in the 1980s, when martial law was in place and General Jaruzelski—the Soviet puppet who was controlling Poland—was running the show, so I know what the communists are and I know what they are capable of. Let us not forget that under the veneer of China’s highly flourishing capitalist society, there beats the heart of a rigid communist politburo that seeks to control its own people in a way that is completely unacceptable, and is unimaginable here in the United Kingdom.

Yes, to answer my hon. Friend, the former Japanese ambassador came to my office to highlight to me personally the ongoing and increasing violations of Japanese airspace by many Chinese planes, deliberately invading that airspace and testing the Japanese resolve. My hon. Friend also highlighted Taiwan, and I will take a moment to pay tribute to the President of Taiwan, Tsai Ing-wen. That lady has demonstrated a huge amount of courage, fortitude and bravery in how she has stood up for the people of Taiwan, and she is not prepared to be bullied by China. In terms of size, it is like comparing a mouse with a lion: Taiwan is tiny and has microscopic military resources compared with communist China, yet it is determined to maintain its independence and fulfil the wishes of the representatives who have been democratically elected by the Taiwanese people.

We must stand by the Taiwanese people. This is the equivalent of what was going on in central and eastern Europe under communism, and it was Margaret Thatcher coming to the Gdansk shipyards in 1987 and 1988 that gave the succour to Lech Wałęsa to carry on, despite all the odds that were stacked against him. He said that in a television interview: “The communists came this close to destroying Solidarity. We were about to give up, but it was the help and solidarity that came from Britain, particularly Margaret Thatcher, and the resources that were sent from Britain to help us in our struggle for freedom and democracy that gave us the will to carry on and ultimately bring communism down.” As my hon. Friends will know, when that domino effect of communist regimes crumbling started in 1989, it started in Warsaw, the city of my birth.

My hon. Friend the Minister is doing a splendid job in her new position at the Foreign, Commonwealth and Development Office—I watch her international trips and the statements that she makes, and I have every confidence in her. However, as a Minister in the Foreign Office, she will know that the Chinese have recently been shooting and killing Indian soldiers on their border with India. China is getting into an increasing number of border disputes with India, and of course, my hon. Friend the Member for East Worthing and Shoreham (Tim Loughton), my right hon. Friend the Member for Chingford and Woodford Green (Sir Iain Duncan Smith), and others have been at the forefront of highlighting the suppression of the Uyghurs in western China.

From everything that my hon. Friend the Member for East Worthing and Shoreham and his colleagues have said, I am sure that he will agree with me—he must intervene if he does not—that what is happening to the Uyghurs is equivalent to ethnic cleansing. The Chinese Communist Government are trying to ethnically cleanse millions of people from western China in order to be able to control that territory, and if we are going to turn a blind eye to that sort of activity—ethnic cleansing on an industrial scale—what is the point of our having stood up to Serbia and the other countries in 1991?

My hon. Friend is being very generous. The only thing I disagree with is that it is not just ethnic cleansing; it is genocide, and of course, this House has voted to acknowledge the genocide that is still going on in Xinjiang province against the Uyghur people. It is not just the Uyghur people, either: this has been happening against the Tibetans since 1959, and is starting to happen in Hong Kong as well. The Chinese Communist party has form and needs to be called out, so I am glad my hon. Friend is contributing to that today.

I completely agree with my hon. Friend. In fact, I was being rather contrite and measured in referring to the policy as ethnic cleansing. He is of course correct, and I will utilise his word: what is going on in western China is genocide.

I will repeat what our Government, the Prime Minister and others have said. I saw something in the media this week. The Prime Minister said we must not discount Chinese investment in our country. I understand we are in a precarious economic situation. I understand that it is tempting to accept tens or hundreds of billions of dollars from China, but, as I will come on to say, China has a 1,000-year strategy to control global economies, and we must not fall into the trap.

Again, I agree with my hon. Friend. I am old enough to remember the agreement that Margaret Thatcher signed in December 1984. In that meticulous agreement that we entered into with the Chinese, my understanding is that we did not have to give up all the territory, but we did it for one country, two systems, and China has completely trashed that agreement—not after 100 or 200 years, but just a few short decades—and it has been put in the bin. The most heartbreaking thing that I heard the other day was a young man from Hong Kong who said to me, “We have come to expect and we have acclimatised ourselves to smelling tear gas on our streets on a daily basis.” The Chinese intend to do everything possible to snuff out and destroy the embryonic stages of a democratic movement in Hong Kong. Yes, we have a responsibility to the Uyghurs and to our other partners in the comprehensive and progressive agreement for trans-Pacific partnership, which we will be joining, but—goodness me—we have no greater responsibility to anybody in that region than we do to the people of Hong Kong who have stood with us and fought with us for generations.

If an MP has the temerity to challenge the dangerous conduct of China, they will, as I have said, be put on a sanctions list. I am extremely pleased that Mr Speaker has now banned the Chinese ambassador from entering this House. It is extraordinary that the ambassador from a fellow permanent member of the United Nations Security Council cannot step into this building. I applaud the courage and bravery of our Speaker. It is intolerable for us to allow the Chinese ambassador into this building while hon. Friends such as my hon. Friend the Member for East Worthing and Shoreham is put on the sanctions list and is threatened, bullied and intimidated. What signal would we send to the Chinese if we allowed the Chinese ambassador to come here and enjoy our receptions and debates, and have the privilege of being able to lobby Members of Parliament, when our own colleagues are being sanctioned?

I now come to AUKUS, which is the purpose of this debate.

Well, I am a politician, Mr Davies. You have to give me some leeway to give you a brief synopsis up front. Thank you for your patient indulgence.

With regard to AUKUS, we need to celebrate. I am having this debate because I want to send a copy of it to all of my members in Shrewsbury. I rang my association chairman—we have about 500 members in the Shrewsbury Conservative Association—and I have asked for a copy to be sent to all of my members because I think we ought to celebrate the signing of AUKUS. It is extraordinary how little coverage it has received in the press and that the United Kingdom is the only European country that has been asked to join this extraordinary military-naval pact with America and the United States of America.

Forgive me—Australia. I would describe AUKUS as historical allies joining forces again, reinforcing their military bonds, tempered over the heat of many conflicts. The USA, UK and Australia have come together to confront emerging threats. The three of us had to intervene during the second world war to prevent the Japanese empire causing chaos and instability in the region. Now again, I am afraid, those three countries have to come together, in advance of seeing the threat of the Chinese hurtling towards us and other important countries.

Although China was not named in the joint statement, the implication was clear in the opening paragraph:

“we resolve to deepen diplomatic, security and defense cooperation in the Indo-Pacific region”.

Artificial intelligence, quantum technology, cyber-warfare, long-range strike capabilities and a nuclear component are primary areas covered by the pact. It may be noted that in all those areas there is direct competition between China and the United States of America for supremacy.

One person who knew how to deal with the Chinese was the great Singapore statesman, Lee Kuan Yew. Many people told me ahead of this debate to listen again to that great man and how he managed to protect his tiny microstate of Singapore, despite all adversity and threats. I have been watching some of Lee Kuan Yew’s speeches, both in Singapore and in London during his many visits to our capital city. I would like to share with colleagues one thing he said that particularly struck me. He decried the British leaving Singapore in 1971. We had military bases there and he foresaw the dangers ahead of the British leaving.

Hon. Friends and colleagues will know that in 1971 we were going through a period of economic malaise and—how shall I put it?—a lack of self-belief and political courage, and introspection. That is why, under Ted Heath and Mr Wilson, we made those catastrophic mistakes of short-termism, yet again. Remember that the Chinese have a 1000-year strategy. Here there was short-termism, a lack of self-belief and a lack of understanding and appreciation of our reputation in the region from key allies. That led us to leave Singapore in 1971. I hope AUKUS is the prelude to a wider security pact with more countries, and potentially more negotiated British naval bases in countries in the region.

Let us take a moment to recognise and appreciate the extraordinary privilege and prestige that we have as the only European nation with a permanent naval base in the Arabian sea. The Minister will be very cognisant of that. That naval base in Bahrain plays a critical role in maintaining peace between Iran and Saudi Arabia, the two protagonists in that region. Can you imagine, Mr Davies, what would happen in the Arabian gulf if the British did not have a presence in Bahrain? I hope that what we are doing in the Arabian gulf will be replicated in the Indo-Pacific region. AUKUS is the embryo—the prelude—to that.

Mr Davies, you will be pleased to know that I am coming towards the conclusion of my statement. I will refer briefly to the CPTPP. I campaigned for Brexit and I am very proud that my constituency of Shrewsbury voted for Brexit. Now that we have left the European Union, an organisation that is shrinking every day as a percentage of global population and output, we have the opportunity to join the CPTPP, a $9 trillion market in exactly the same region in which AUKUS will operate. It is an economic partnership of 14 countries that, combined, are much larger than the European Union and growing, rather than shrinking, like the European Union.

Let me read out the statement I prepared earlier about why we must now marry our military responsibilities in AUKUS with our forthcoming membership of the CPTPP, and how there must be a unique synergy in tying these two projects together. We can send countries all the arms and armaments we like, but it will mean nothing if China strangle them economically. No one can fly a war plane if they cannot afford the fuel to feed it. China is fighting an economic battle that requires an economic response.

As mentioned, we have ready allies in the region who are more than willing and able to provide support in countering the Chinese. Vietnam and Indonesia, in particular, have the capability to meet our economic needs and those of our allies, in the same way that China can. There are few, if any, restrictions on what countries such as Vietnam can do, relative to what China can do.

I do not know about hon. Members here, but I have very important, large institutions in Shrewsbury—I will not embarrass them now—both in the public and private sectors, who have approached me to say, “We are worried and concerned about our over-dependence on Chinese investment. They are pouring resources into our institutions and are slowly, but inextricably, trying to take control of them. What do we do, Mr Kawczynski?”

The answer to this is the CPTPP. I say to my constituents, “If you need investment from Asia or the far east, please be aware that we applied to join the CPTPP on 1 February 2021 and that negotiations started on 1 June. When we finally agree to be the first ever European country to join the CPTPP, then that free trade scenario will afford us and be the catalyst for a potential massive recalibration of the investments that we accept in this country, and in the exports and imports that we have with China versus the other 14 countries, in particular countries such as Vietnam.”

I would like to ask the Minister, what can the Chinese provide us with that the Vietnamese cannot? I would rather give my money to the Vietnamese, the Singaporeans, the Malaysians, the Indonesians, the Indians, the Japanese and the Australians. All these countries are friendly nations who have nothing but good intentions towards the United Kingdom. What is the purpose of continuing to pour money into China, with this massive dependency on imports from that country?

Finally, Mr Davies, may I make one important last point about Diego Garcia, the British Indian Ocean Territory? In 2018, the Foreign Office asked me to visit the British Indian Ocean Territory, a chain of approximately 30 or 40 islands in the middle of the Indian ocean. What I saw there was absolutely breathtaking and mind-boggling. I have never seen such vast naval and air force installations in my life. This is a critical base that has already been used for wars in the middle east, for supplies, logistics and all the rest of it. We have just entered into an AUKUS military alliance with America and Australia, and yet Mauritius is trying to take these islands from us through the United Nations.

I want hon. Members to know, and this is one of the reasons I keep tabling written parliamentary questions on this issue, that when we gave Mauritius her independence in 1965, it was made abundantly clear—I have read the treaty documents many times—Mauritius would have her independence but would not have control over the British Indian Ocean Territory, which is literally hundreds and hundreds of miles away from it. Hon. Members will know that the British Indian Ocean Territory is actually much closer to the Maldives than it is to Mauritius, yet Mauritius is taking us through every conceivable route at the United Nations to steal—I use that word deliberately—these islands from us. I will also use parliamentary privilege to say that I would not be surprised if the French were not using their influence with the Mauritius Government to facilitate this action, because who do we think would have a naval base in the British Indian Ocean Territory if it was not controlled by Britain but taken over by Mauritius?

May I congratulate my hon. Friend on an outstanding speech? Indeed, it is one of the most outstanding speeches that I have heard in this Chamber in my time in Parliament. I will just inform my hon. Friend and the House that when I was a shadow Foreign Office Minister I studied the issue of the Diego Garcian people. When we gave Mauritius independence, they were fully compensated—the families were fully compensated. The wise ones invested and now have houses; the unwise ones spent all the money. There was then a further round of compensation, because it was deemed that they had not been given enough, so they have been fully compensated for any familial ties that they might have had to Diego Garcia.

I would also say to him that in addition to the treaty—the Minister will know about this—we gave Mauritius £4 million as final settlement. Hon. Members will remember how much £4 million was in 1965. Mauritius took that money. Now, 50 years on, Mauritius is trying to overturn—

Sorry, forgive me—I had to get in the British Indian Ocean Territory, because I would argue that it is a critical part of the AUKUS strategy.

My final comment is an appeal to the Minister, which I have briefed her officials about. When she replies to me to say that we will never give up the British Indian Ocean Territory until we no longer have a military requirement for these islands, may I ask her to change her view? It should never be the case that we will hand these islands back, even in the very rare circumstances that there is no further military requirement for them. They are part and parcel of, and intrinsic to, our long-term strategy of AUKUS and bringing Britain back into the Indo-Pacific, to ensure that we use our position on the UN Security Council and our military might to help our new economic partners in the CPTPP and beyond to maintain peace and stability in this crucial part of the world.

The hon. Gentleman would make that point, and that would be his defence; I would expect him to do that. However, the fact is that there will be nuclear weapons—nuclear-powered submarines—patrolling as a result of the deal. That is a matter of fact.

Australia has been under pressure since its Prime Minister called for an independent investigation into the origins of covid-19 in China. As we have heard, China has already imposed huge tariffs and restrictions on Australian exports, including wine, beef and barley, and banned coal imports outright. However, that Chinese aggression abroad is only matched by its aggression at home. There have been deadly skirmishes on the Indo-Chinese border. There is the appalling genocidal treatment of the Uyghur Muslims, the ongoing militarisation of the South China sea, military aircraft incursions into Taiwanese airspace, the widespread persecution of the Christians and the Falun Gong, and increased intimidation of the groups in inner Mongolia and Tibet. China has also trashed the Sino-British agreement, and stripped away residual rights of Hongkongers.

In part, this deal seems to message that the international community will not allow aggressive behaviour to go unchecked. Unfortunately, in reality, the posture of this Tory Government towards China remains ambiguous. Although China is described as a “systemic competitor” in this year’s integrated review, there have been several statements confirming that the UK does not want diplomatic tensions to undermine economic relations with Beijing, and that this is merely a war of words.

For instance, the Deputy Prime Minister stated in a leaked message to civil servants that the UK

“ought to be trading liberally around the world”,

regardless of whether our commercial partners comply with human rights standards. That was reiterated by the Foreign Secretary when questioned on this very leak at the recent Tory party conference. Perhaps the Minister might want to clarify her own view.

For the time being, it appears that UK-China relations will be binary and played out on two different levels—one diplomatic and the other economic. China regards the AUKUS pact and in many ways the phrase global Britain as confirmation of the UK standing on the side of the United States in a new cold war between Washington and Beijing. China also believes that a declining Britain does not have the capabilities to become an influential player in the Indo-Pacific region. Some have argued that the UK role in this alliance, in particular, is merely that of a third wheel. There are questions about whether this lack of meaningfulness is worth the provocation it has caused.

If this is an attempt by the UK to forge a meaningful security role post-Brexit, it is not that. More effort should be made to begin talks of a UK-EU defence and security deal. It underlines the reality that, after promises of taking control, the UK’s foreign and security policy is now ultimately decided in Washington.

I must pick the hon. Gentleman up on the important point raised by my hon. Friend the Member for The Cotswolds (Sir Geoffrey Clifton-Brown). Those submarines are powered by nuclear power; they do not have nuclear weapons on them. Bearing in mind that the hon. Gentleman said how strongly the SNP thinks about reducing carbon, surely it is more appropriate to have submarines powered by nuclear rather than diesel. Does he not understand that?

I thank the Minister for her comments. Since 2014, China has launched more submarines, warships, major amphibious vessels and auxiliaries than the total number of ships currently serving in the navies of the UK, Germany, India, Spain and Taiwan combined. France lost out in the initial setting up of AUKUS simply because it had the wrong commercial solution for Australia and the United Kingdom had the right one.

I am grateful to hon. Members who have participated. My only concern is that some Opposition parties appear, certainly in my eyes, to be promoting French commercial interests rather than those of the United Kingdom.

I thank the right hon. Gentleman, and I totally agree with him. We must do everything we can to signal that, as outrageous it is what they have already done, it would be a further step into pariah status if the death penalty were to be applied. I thank him for what he said about consular officers. They relate to and provide services to British nationals and dual nationals abroad, but none the less, the broader point he makes about diplomatically keeping the pressure on and doing everything we can to avoid the death penalty is very important in this debate.

I congratulate my hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat), the Chair of the Foreign Affairs Committee, and my right hon. Friend the Member for New Forest East (Dr Lewis) on mentioning the Nord Stream 2 pipeline. Bearing in mind that Lukashenko does not do anything without the authority of Moscow, their comments are particularly relevant to this debate. May I ask the Foreign Secretary what additional steps he is going to take against President Lukashenko? We already know that certain sanctions are in place against him and his cronies. Is there anything else that the Foreign Secretary can do specifically about additional British sanctions on this dictator?

Yes, we will look at the panoply of sanctions on individuals. On sectoral sanctions, we will co-ordinate with our partners as to whether those are appropriate. We will take action in ICAO in the way that we have described, because of the importance of securing civil aviation, but we will also raise this issue in the United Nations Security Council because of the threat it poses more broadly to international peace and stability.

The Nord Stream 2 pipeline is a gas pipeline being constructed on the bottom of the Baltic sea between Russia and Germany. It is bypassing all of our allies in central and eastern Europe, fellow NATO partners that have in the past been put under the most extraordinary pressure by the Russians over energy supplies. That is why I am so concerned about this project for the security of NATO and our responsibilities to our allies in central and eastern Europe.

Although it is not possible for many Members of Parliament to be in the Chamber this evening, we have written to the Prime Minister in the past. Over 35 Conservative Members of Parliament have co-signed a letter on this issue to the Prime Minister, and there are many more in other parties who also have grave concerns about this project.

I can understand why, during the Brexit negotiations and indeed when we were negotiating a trade agreement with the European Union, this Government may have expressed a certain amount of caution on this issue. Taking into consideration the extraordinary power of Germany within the European Union and the extraordinary power that Germany has over the European Commission, it may not have been wise for the United Kingdom at that juncture to follow our American partners and others in agitating on this issue.

Nevertheless, that time has now passed, and we are now an independent sovereign nation state. We are also a permanent member of the UN Security Council—a privilege peculiar to only five countries in the world—as well as the fifth largest economy in the world and arguably the strongest military power on our continent. With those extraordinary privileges and attributes for Britain come extraordinary responsibility, and that is why I believe this Government must now take a lead on our continent in having this project stopped.

The project is a threat to NATO security and cohesion. Now, with North Macedonia joining our alliance, we have 30 members of this most successful military alliance. I think it is like being a member of a special club with a gold American Express card. This is one of the most successful military alliances in the world, but we do not just have responsibility in protecting our fellow NATO members from invasion; we also have a duty of care, in the letter and the spirit of our obligations under NATO, to ensure that our NATO partners in central and eastern Europe are not blackmailed and intimidated by the Russians over energy supplies. The Americans understand this. They understand the great threat to NATO, but also to the continent of Europe, in allowing this project to come to fruition. It is very close to completion, but it still can be stopped.

I know there are many here who do not particularly respect former President Trump, but he said the wisest thing that I have heard so far when he sat at a table with the Secretary-General of NATO, Jens Stoltenberg, and said to them, “You expect us to send troops to Poland and the Baltic states, and to protect you. You expect us to spend hundreds of billions of pounds every decade in protecting your continent, yet you—the Secretary-General of NATO—are allowing one NATO partner,” namely Germany, “to, for its own reasons, create this direct link with Russia, giving the Russians an umbilical cord for the export of their gas.” We have all heard about the terrible trouble the Russian economy is in already. This is an umbilical cord from the heart of Europe to Russia, giving it the extraordinary opportunity of not only exporting to Europe, but putting our NATO allies under threat.

I will just make a couple of extra points, and then I will give way.

Following President Trump, we now have President Biden, who has appointed as his deputy Secretary of State —one of the most powerful positions in Washington—a lady called Wendy Sherman. In the Senate nomination hearings, when she was being assessed by the other Senators, she said that the Biden Administration would do

“whatever is lawful to stop the pipeline”.

The Americans are our closest security and military partners, and as a fellow permanent member of the UN Security Council, if they are prepared to take the lead on our continent on this hugely strategically important issue, we must join them. I have written to Senator Ted Cruz from Texas this week, who is the leading proponent in the American Senate of stopping this project. He and 40 other Republican Senators have written to the President, calling for the Americans to implement sanctions against any company and any individual involved in this project. The chairman of the Foreign Relations Committee in the Senate, Bob Menendez, a Democrat, has also spoken against this project.

I just want to say one thing before I take interventions. As an independent sovereign nation with an ability to influence our continent now in an unprecedented way, unfettered by the communal constraints of the European Union, if we now join the Americans as two permanent members of the UN Security Council, I think we could possibly stop this project. So many companies involved in the construction of this pipeline, whether Swiss companies or others, are so frightened of the prospect of sanctions against them that they are likely to pull out of the project, and this project will be stopped. Britain is at the forefront in this see-saw between Germany and Russia, and many of our NATO partners in central and eastern Europe and the Americans. It will be Britain that ultimately decides which side of this extraordinary debate wins out and guarantees the security of our NATO partners.

I congratulate the hon. Gentleman on having brought this issue forward: this is the place for these decisions to be debated. The foreign policy issues surrounding Nord Stream are deep and complex, as he has referred to. I fully agree that we must be wary of reliance on unreliable states. Does the hon. Gentleman agree that the recent reports of state-sponsored attacks on protesters in Russia are a sobering reminder, if one is needed, that there is more of a cost to be paid from being in thrall to Russia than money?

I could not agree more with the hon. Gentleman, and will talk about some of the extraordinary behaviour of Russia in its own neighbourhood and domestically within its own jurisdiction, and how it is undermining and subverting democracy in its own country.

When I was on the Foreign Affairs Committee I called for dialogue with the Russians. I still stand by that. I think we have to talk to these people, but we have to do so from a position of strength. Giving them this umbilical cord to the heart of Europe undermines that negotiating position. One thing we know about the Russians was taught to us by Reagan and Thatcher—Thatcher invited Gorbachev to Chequers in December 1984, the first western leader to invite him for discussions. They taught us that we can only negotiate with those people from a position of strength. Divided among us, they will eat us for breakfast.

I agree with every word the hon. Gentleman has said in the debate and I congratulate him on securing it. It is a geostrategic mistake for Germany to encourage this, and we need to get the French on board. If we have three out of the five Security Council members, that is an even stronger position. I am anxious that the UK Government seem to be going a bit quiet on this issue, as they have on the imprisonment of Alexei Navalny, which is yet another flagrant abuse of human rights in Russia.

I am grateful to the hon. Gentleman for that intervention and agree with every word that he has said. Later in my speech, I will chide my own Government. They have been almost mute on this issue, and that position does not reflect the urgency of the situation and the responsibility that our country has.

Countries in central and eastern Europe are not just leaving this all to us to deal with. They have created the Three Seas initiative; 12 countries, all of whom are members of the European Union, and all of whom are members of NATO—apart from Austria. It is a regional, relatively homogeneous bloc. The 12 member countries are on the frontline with Russia. My office and I have spent the past few weeks interviewing all the ambassadors from these 12 countries. We have interviewed 10 out of 12 so far, and we will be writing a report for Members of Parliament about the initiative. These countries are trying to create strategic investments across the whole bloc to safeguard individual members from undue Russian pressure.

The strategic problem is this, is it not? By putting the Nord Stream 2 pipeline straight into Germany, Germany can guarantee its gas supplies from Russia. On the other hand, these countries in eastern Europe—the Three Seas, as it were—could be blackmailed by Russia and picked off from the rest of NATO. That is the strategic problem with Nord Stream 2.

My hon. Friend, who is such an excellent speaker with so much experience in military matters, has managed in a few words to sum up the whole situation more succinctly than I could in half an hour. I am grateful to him.

Poland and Croatia have been the instigators of the Three Seas initiative. Both countries have built liquified gas terminals on their coastlines. The whole thing about the Three Seas initiative is that the investments seek to create additional pipelines so that more of this liquified gas can be sent inland to landlocked neighbours and NATO partners. Poland is also buying a huge amount of liquified gas from America and from Norway, and has invested billions of dollars in its liquified gas terminal at Świnoujście on the Baltic coast—I would like to see Hansard deal with the spelling of that. I shall help them with the spelling of Świnoujście. Is that not an amazing example, Mr Deputy Speaker? If a country is a member of NATO, that exclusive club or organisation that has not lost a square inch of territory since its inception 70 years ago, surely the next step should be to do as Poland is doing, which is to buy gas from America or Norway, even if it costs a little bit more, so that it is not dependent on Russian gas supplies.

I would like the Minister to give me an assurance that the Foreign Office is working hand in glove with the Department for International Trade to assess what opportunities there are for British companies to participate in the construction of these pipelines within the Three Seas jurisdiction, and to assist and invest in these liquified gas terminals on the coastlines of the Adriatic sea, the Black Sea and the Baltic sea so that we have some of the greatest energy companies in the world. That is important not only for British strategic and financial interests, but in helping our fellow NATO partners in central and eastern Europe.

I wonder what reasons Germany has given, at least publicly, for its behaviour, given the overwhelming case against Nord Stream 2 outlined by my hon. Friend. I cannot help being put in mind of that famous quotation, which may or may not have correctly been attributed to Lenin, that the west and the capitalists

“will sell us the rope with which we will hang them.”

I could not have put the situation better. Germany, in a rather peculiar statement the other day, did not really explain why it is building this pipeline. Clearly, it is a stitch-up between the Russians and the Germans. They do not want to rely on the transportation of gas through Belarus, Ukraine or Poland—countries that the Russians have problems with. Russia does not want to rely on exporting its main commodity through those countries; it wants to have a direct link under the sea, so that Germany, irrespective of its obligations to NATO, can have that direct access to Russian gas.

I will not give way for the moment.

It is a very selfish act on Germany’s part and inconsistent with NATO membership. The Germans have also said that it is something to do with their obligations to Russia in terms of reparations from the second world war. They need to help the Russians with the construction of this pipeline out of some sense of duty over war reparations. If that is the case, Poland is still waiting for its war reparations 80 years on.

I am very grateful to have secured this Adjournment debate, but it should not be for me, a Back-Bench Tory MP, to raise this issue. It should be the Prime Minister and Foreign Secretary explaining the threat of this project to our electorate. I suspect that, if most of us went back to our constituencies and started talking about the Nord Stream 2 pipeline, not many people would be cognisant of it. It should be the Prime Minister and Foreign Secretary who are leading the way in explaining to our citizens the threat that this project poses to our allies and, ultimately, to us. One thing that we have learned from history is that if there is instability in central and eastern Europe—if these countries are threatened, blackmailed or invaded—which country always get sucked into it? It is the United Kingdom. We have seen too much instability on our continent to allow Britain to be sucked into that. We need a statement from the British Government that we will implement sanctions on every company and individual involved in this project and it must start with the former German Chancellor, Gerhard Schröder, who was earning an eye-watering salary at the very pinnacle of this organisation—

Yes, Gazprom, as my right hon. Friend says.

Germany is behaving in a selfish and dangerous way and in a way that is incompatible with its responsibilities to NATO. As I have also said, let us talk to the Russians, but let us do it from a position of strength.

We have all seen—the hon. Member for Rhondda (Chris Bryant) has been one of the most vocal on this—the outrageous behaviour of the Russians within the neighbourhood, whether in Georgia, the butchery that took place in South Ossetia, in Ukraine, or the ongoing deliberate violation of the Baltic states’ maritime and airspace. I went to Ukraine when I was on the Foreign Affairs Committee. We went to Donetsk and Luhansk in eastern Ukraine. I have never seen anything like it in my 15 years as a Member of Parliament. It was like being on the face of the moon. Everything was destroyed. Nothing was left standing. It was a wasteland. We on the Foreign Affairs Committee saw what the Russians are capable of in Ukraine.

The two countries that this pipeline will violate most are indeed Ukraine and Belarus. The Government are trumpeting their agreement with the Ukrainians on the Government website, saying just this month,

“UK and Ukraine sign Political, Free Trade and Strategic Partnership”.

“A strategic partnership” with Ukraine—there is a photograph of the Prime Minister with the President of Ukraine signing the agreement, and it says:

“UK cooperation in political, security and foreign matters with Ukraine”.

How can we sign a strategic partnership with the Ukrainians while at the same time kicking the chair from underneath them, by allowing the one last power that they have over the Russians—the fact that they have to export their gas from Ukraine—not to happen? This agreement it is not going to be worth the paper it is written on, if this project is allowed to come to a conclusion.

Let me turn to Belarus. We have all seen on our television screens the brave young men and women fighting against the brutal dictator in Minsk. A few years ago, I went on a parliamentary delegation to Minsk, where I saw at first hand how this brutal authoritarian regime suppresses its own people. But one day, Lukashenko will be gone and this will be a new, independent, sovereign fledgling state. Can hon. Members imagine in two, three, four or five years’ time—whenever it is—when the democratic Government of Belarus are seeking finally to join the rest of Europe as a sovereign state, what position they will be in if this gas does not have to go through their country and just goes straight to Germany under the sea? It will be the greatest impediment to the democratisation of Belarus, and we have a duty and responsibility to that country as a fellow European partner.

I must now conclude. By allowing this pipeline, we not only betray our NATO allies; we empower Russia in an unprecedented way to manipulate Belarus and Ukraine. I look forward to the Minister’s response to my genuine fears and the fears of many colleagues from across the House.
