The Wright Committee proposed that we should have a House business committee. Although that proposition was rejected by the outgoing Labour Government, we have accepted it and said that within the first three years of the Government, we will move towards a House business committee that will merge the responsibilities of the Backbench Business Committee and of the Leader of the House for deciding the future conduct of business.

May we have an early debate on the Government’s disastrous decision today regarding the feed-in tariff regime for solar energy? More than 80% of those who responded to the consultation disagreed with today’s outcome. The Solar Trade Association says that today’s announcement “effectively kills” the solar industry, and companies such as Kingspan and Sharp in my part of the world of north Wales will be shattered by this decision to end solar manufacturing.

The Government are committed to providing more energy through alternative sources such as solar energy, and we have taken several steps to increase the supply. I cannot promise a debate in Government time, but I think that we will next have Energy and Climate Change questions on 7 July. Alternatively, the right hon. Gentleman could bid for an Adjournment debate on this important subject.

I support the hon. Lady. Such a reform would also help with the House’s family-friendly policies. I make no complaint about that. I have not seen my seven-year-old son since Sunday night, and I will not see him until I get back at 9 o’clock tonight. I do not always want to stay on Fridays, not only because of constituency duties but because it is the only day of the week when I can take my son to school. My constituency is 225 miles away. The opportunity for a deferred vote on a private Member’s Bill on a mid-week day or consideration on another day would be ideal for both purposes.

We are engaged in a recalibration and reorganisation of local tourist boards—destination management organisations, to use the jargon—which are being refocused to become more private sector-led. The express intention is to give prominent attractions, such as Chester zoo, a much bigger and stronger say in how their local destinations are promoted and marketed to tourists in the UK and abroad.

What assessment has the Minister made of the rise in VAT on the potential for the promotion of tourism? Would he explain to people who provide tourism products whether they should absorb the cost of that rise, thereby cutting their profits, or pass it on to their customers, thereby offering a disincentive for tourism in the UK?

Clearly the rise in VAT is principally a matter for the Treasury, but it affects all economic sectors and every business in the country will have to make precisely the judgment that the right hon. Gentleman describes. As a politician, I would not dream of telling individual businesses how to run their business—it must rightly be a matter for them—but I am sure that, because they have skin in the game, they will make the right decision for their business in their particular sector.

My hon. Friend risks opening a bidding war in the Chamber among other hon. Members who wish their constituencies to be recognised in the same manner. Let me simply say that, although I note his remarks, the issue is way, way above my pay grade.

May we have another early debate on the funding of universities? As the Leader of the House will know, in Wales—my area—the Welsh Assembly Government are not applying fees. Next week the Scottish Government will probably decide not to do so either, as will the Northern Ireland Government. Why are the Conservative-Liberal Democrat Government picking on English students?

Will the right hon. Gentleman give way?

In a moment. The motion allows for the House to consider the statutory instrument and the resolution in a single debate, which removes the need for two sets of Front-Bench speeches and allows for more Back-Bench contributions.

The right hon. Gentleman will be aware that in Wales, where my constituency is, there is a policy not to treble tuition fees. Does he think that five hours is sufficient time for more than 500 Members from English seats to look longingly at my country?

We had an Opposition day debate on the subject, when the right hon. Gentleman had an opportunity to debate the matter at some length. We are using the procedures set out in the legislation introduced by the Labour Government. We are following those procedures to the letter and allowing more time for the debate than was originally planned.

We have just had questions to the relevant Department and I understand that the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Newbury (Richard Benyon), will launch a public consultation next week on the governance arrangements of the nine English national park authorities and the Broads authority, thereby delivering one of the commitments in the coalition agreement and in the Department for Environment, Food and Rural Affairs draft structural reform plan.

May we have an early debate on Public Bill Committee evidence sessions? This is an issue about which I also intend to write to you, Mr Speaker. I am a member of a Public Bill Committee that has had three evidence sessions, none of which the Minister has attended to hear the evidence, to contribute to the debate or to listen to Members’ contributions. Whatever has happened in the past on this matter, is it not important that Ministers attend evidence sessions in Bill Committees?

I shall make inquiries about that. I assume that the Minister in question is a member of the Committee and that there will therefore be adequate opportunities to press him in person on his performance during the Committee. I suggest that that is the appropriate forum in which to raise this matter.

I am grateful to the hon. Gentleman for his remarks, and he will be happy to know that from the start of this parliamentary Session older EDMs have not been reprinted weekly, saving 2.5 million sheets of paper and up to £300,000 in printing costs per year.

I confess that I have been here for only 18 years but I have not yet seen an EDM debated. Would it not be a good idea for us to pick four or five EDMs for debate in the course of a year and therefore, through the Backbench Business Committee or the Leader of the House, vent those issues and make the system better value for money?

I am grateful to my right hon. Friend, but I cannot add to the points made by the Deputy Leader of the House and the hon. Member for New Forest East (Dr Lewis). As my right hon. Friend will no doubt know, this is a matter for the Procedure Committee or the Backbench Business Committee.

The hon. Lady has raised that issue in a week when we have had the first debate in Back-Bench time in 400 years on one reckoning and in 12 years on another. We are anxious to give Back Benchers more powers. She is perfectly entitled to ask the Secretary of State for Communities and Local Government the question that she has posed about funding for Slough. She will get an answer.

Will the Leader of the House explain why the Prime Minister is making a statement about the national citizen service now to Downing street and not to the House of Commons? Given that there will be no Prime Minister’s questions until 8 September, can we arrange for the Prime Minister to come to the House on Monday to give a statement on that service, and also on Iraq, Afghanistan and Sheffield Forgemasters, so that he can clear up his Ministers’ mess?

I do not know whether the right hon. Gentleman has had time to look at the document “The Coalition: our programme for government”. He will see in it a clear commitment in the social action chapter to set up the national citizen service. There has been no fresh announcement of Government policy outside the House.

My hon. Friend makes a good point, but he presents me with a challenging time scale if he wants me to do something by Saturday. He will have heard what my right hon. Friend the Prime Minister said from the Dispatch Box yesterday, and I hope that he draws heart from that. I will raise with the appropriate authorities my hon. Friend’s robust request, which is backed up by others who have signed his early-day motion, and I will make sure that he gets a response.

Will the Leader of the House tell us when we can expect a debate on the revised police grant? As he will know, a £125 million in-year reduction has been made to the grant I agreed as the relevant Minister in only February of this year. I am anxious to explore how the Liberal Democrat promise of putting 3,000 extra police officers on the street is matched by the Conservative Government’s cut of £125 million.

I am sure that the right hon. Gentleman will have seen today’s written ministerial statement on the subject. He will find that it says that the matter is subject to the approval of the House.
