My Department is supporting the implementation of the Norfolk devolution deal, which is progressing well. Norfolk County Council, under its brilliant leader, intends to vote to change its governance in July, leading to the election of a directly elected leader in May 2025.

The Budget, in a couple of days’ time, could do two things for Norfolk. First, it could announce the county deal to give Norfolk control of its future. Even more importantly, it could provide the vehicle for my Sheringham roundabout, which the Secretary of State knows all about. The roundabout will be wonderful for my North Norfolk constituency, so has he convinced the Chancellor to announce it yet?

I cannot reveal the nature of any discussions I have had with the Chancellor, but Sheringham roundabout is one of the single most important infrastructure investments in Norfolk. My hon. Friend the Member for North Norfolk (Duncan Baker) has convincingly made the case to me, and I hope we will be able to get motoring on it before too long.

It is a pleasure to be speaking on the Second Reading of this Bill, which sees long-term changes to improve home ownership for leaseholders and freeholders alike. As many people have said, the Bill is much needed, and I am glad it is finally here. It is also a pleasure to be speaking on behalf of a constituent of mine, who does not wish to be named, but who, through the numerous conversations I have had with her over the years, has enlightened me about the significant difficulties and obstacles that many leaseholders face.

These difficulties include, but are not limited to, high service and administration fees, disproportionate costs when wanting to extend leases, managing agents displaying poor practice and, in particular, imbalances in the dispute mechanism. Most of these my constituent has had to deal with personally, and they have impacted on her in numerous ways and led to a long, hard battle that she is still fighting. I can only imagine the stress and concerns that this brings to many families, and many of these points have been raised already this evening. It is through these conversations that I know how many leaseholders feel insecure and uneasy about owning a home with the sector as it currently stands. Leaseholders are a residential sector that makes up 20%—almost 5 million properties—of the housing stock in England. As such, it is important that we strike a balance between the rights of the tenants and those of the landlords, while ensuring that there are more powers and protections for those owning a home.

The Government have committed to not only increasing housing supply, but ensuring that more people feel protected and secure when looking to rent or own their own home. That is a problem I do not need to mention in this House yet again, given the pressures of living in an idyllic coastal area such as North Norfolk, which has some of the highest numbers of second homes and holiday accommodation in the UK. I similarly welcomed the Renters (Reform) Bill for tenants and landlords, and it is encouraging to see that extended to leasehold and freehold as well.

However, as others in the Chamber have said, the Bill does not go far enough in the eyes of many. It can be incredibly tiring, financially taxing and stressful for leaseholders, especially when trying to extend their lease or challenge poor practice. The Bill is trying to make it cheaper and easier for leaseholders in houses and flats to extend their lease and buy the freehold, improve transparency and rebalance the legal costs regime, as well as removing barriers for leaseholders to challenge their landlords’ unreasonable charges at a tribunal.

I commend the hon. Gentleman for what he is saying. I know the Leasehold and Freehold Reform Bill is for England and Wales, but it seems that there are many good things in it that, even if the Bill does not go far enough, are to be welcomed. May I, through the hon. Gentleman, ask the Minister, on the finalisation of the Bill, to share information about it with the Northern Ireland Assembly, and the Northern Ireland Department for Communities in particular, to ensure that we can take advantage of the good things in the Bill back home?

I thank the hon. Gentleman for that intervention, and I think he is right. There are many good things in the Bill, but it does need to go further. I will come on to some of the issues in a moment, but the particular items on which we need to go further are those raised directly by my constituent, who has written to me about this for the last couple of years. It is welcome that the Bill is here, but I already understand that it will be amended, which will be important as it goes forward.

As I have said, I am aware that the Government are planning amendments to take the Bill further. I say to my hon. Friend the Minister that we should give ample time to consult on those amendments, particularly—for me and my constituent—those in respect of the first-tier tribunal system to ensure that all barriers are removed for leaseholders challenging their landlords. We also need to take time to discuss the benefits of bolstering commonholds to ensure that leaseholders who own flats have the same protections and freedoms as those who live in houses. There needs to be better regulation of managing agents—that has been mentioned already—and, as a basic requirement, the first-tier tribunal system needs the jurisdiction to enforce its own orders. Without strengthening the Bill on that in particular, there will not be a significant impact on my constituent.

We have said all along that the Bill has cross-party support, which is really positive in this place. As I have said before, it is positive to see the Government are taking a leading step to help ensure that leaseholders are better protected. It is opening up further opportunities for people to own their own homes, but I hope it does go further so that I can support my constituent and we can really deliver the radical changes we need.

On Monday 20 November we announced that a further £1 billion will be invested in 55 projects across Great Britain, from Bolton to Elgin, and from Newcastle to Rhyl. In the third round we have targeted funding at places across Great Britain that are most in need, as assessed through our levelling-up needs metrics. We have also ensured the best possible regional spread of projects, so that every part of Great Britain benefits from the fund over its lifetime. Further details are set out in a published methodology note.

My hon. Friend is a fantastic champion for his constituents in Clwyd South, and for constituents in Shropshire as well. I completely agree that the £13.3 million investment from the levelling-up fund will protect a valuable heritage site for north Wales, an area enjoyed by locals, while encouraging visitors to stay longer and spend more in local shops, cafés and campsites. The recently announced investment zone in Wrexham and Flintshire also demonstrates our commitment to levelling up investment in research, innovation and support for economic development in the region.

My local council has sadly been unable to attract any levelling-up funding or community renewal funding into North Norfolk. As I have repeatedly requested in this place, I need just £3 million for a roundabout at the top of Holway Road in Sheringham, but £3 million is too small for a levelling-up bid and too much for Norfolk County Council. In the spirit of Christmas, how can the Minister give me a present of £3 million for a roundabout in North Norfolk?

I wish I could give my hon. Friend a Christmas present. I recognise his work, campaigning on behalf of the people of Sheringham for the improvement of the A148 Holway Road junction. I know he is already engaging closely with Norfolk County Council on the project. The £600 million investment fund, agreed through the Norfolk county deal, will provide the county council with the local means to fund exactly this sort of project, with the first tranche of funding due to be available next year. If there is anything further I can do, I would be delighted to work with him and with colleagues in the Department for Transport to progress this project.

I must declare that I own half of a rental property with my wife and should therefore refer the House to my entry in the Register of Members’ Financial Interests.

I want to start by talking about one of my favourite subjects in this place. I have often spoken in the House about the impact of second homes in my constituency. While they bring many economic benefits, we must also face the fact that quite often they turbocharge the market, pushing up prices and making home ownership simply a dream for many local people. It is no big secret that North Norfolk has the highest proportion of second homes in the country outside London. In addition, one in five properties are private rentals. However, with an increasing number of holiday lets and second homes for many local people, the availability of secure, long-term rentals is diminishing year on year. That is particularly worrying in a constituency such as mine.

I am very grateful to my hon. Friend, whose area I know well because—I declare an interest—I farm in his constituency. I also have rental properties. What he is saying is absolutely correct. The Bill will have a disastrous effect on areas such as his and mine, reducing the number of rental properties and therefore increasing the price of rent. For youngsters, that is really serious.

I thank my hon. Friend for intervening. I do not agree at all, actually. In constituencies like mine, people have a real problem with the security of rental property. If they are evicted, it is virtually impossible for them to find somewhere else to rent in a short space of time at the moment. I deal with queries about that all the time, but I will come on to that in just a moment.

It is worrying that for so many who are looking to settle down in a family home of their own, renting is becoming the only option due to rising house prices. For example, on Friday I bumped into a local estate agent in one of my biggest towns, North Walsham. He told me he has 25 applicants for every rental property that comes on to the market. The demand is just off the scale. Clearly, that is a really huge problem. There is simply not enough rental market security when demand is rising as it is.

Now, clearly I am a Conservative and I am not against people wanting to purchase property in Norfolk as a second home. If one works hard in life, one should have the choice to spend one’s finances as one wishes. But I also believe that when the market begins to fail, intervention is sometimes necessary and that is where we are at the moment. Many second homes, for instance, are left vacant for large parts of the year, reducing the property pool and once again reducing the availability of homes for residents to rent. Although holiday lets and vacant second homes are not the focus of my speech today, following conversations I have had with many of my constituents, especially Jane Platt, whom I met when she came all the way from North Norfolk to Parliament back in March, I know how unsettled and insecure tenants can feel in the sector as it currently stands. That fear is exacerbated in areas such as North Norfolk, because if a landlord decides to serve an eviction notice, given everything I have just said, there would simply be so little choice available for renters who need to find a new home quickly. Indeed, sadly, just in the four years I have been in this place, I have tried to help many desperate families find a suitable home to rent. That is at the pinnacle of why I support the Bill.

The Government are trying to help. Many initiatives have come forward; I was a Parliamentary Private Secretary in the Department for Levelling Up, Housing and Communities for a short period of time. Doubling council tax on second homes, planning changes for short-term rentals and now this Bill show that the Government are committed to fulfilling their manifesto commitment to introduce reforms that will provide families across the UK with that extra reassurance that they will be able to settle into a family home and be free from, in certain cases, unfair evictions and, in very limited circumstances, landlords who do not act in a correct way. Many landlords and tenants are good, honest and decent people; they are the norm. The private landlord is, in my view, the answer to the rental crisis we face, but only if they are incentivised properly, for example with tax reforms. I gently suggest that in some regards we could go further with some of the Government’s proposals to ensure that good and decent tenants feel secure in the private rental sector and feel they can put down roots. It might not be a big issue for some Members, but as others have said, enabling someone to have a pet in their home, as I allow, is certainly right in the 21st century when so many people treat a family pet as a part of their family.

There is large support across the board for the Government’s current proposals, and I am not suggesting that they are materially changed. However, I believe there are some valid conversations to be had around increasing notice periods from two to four months to give people time to find a new home. I have said it before, but in my constituency and in many others—for instance, in the south-west—I doubt anyone could find another rental property in two months, such is the enormous shortage. In addition, I would potentially improve the protected period at the start of the tenancy from six months to at least a year, as well as making all grounds discretionary rather than mandatory so that a court can take into account a tenant’s circumstances before granting possession. Above all—I have said this to various Ministers before—why can we not incentivise long-term landlords to return to the market by offering mortgage interest relief on long-term tenancies? In a constituency such as mine, so many people offer short-term rentals in their holiday cottages and on Airbnb, but if we could switch those people to offering long-term tenancies on their properties by giving them mortgage interest relief, it would fundamentally change the situation overnight and give more renters market security. It would seriously improve the amount of rental stock we have available.

I appreciate the need to safeguard landlords from antisocial tenants and to allow them to get their properties back when needed; we have heard that this evening. However, the tightening of some of the Government’s proposals would not cause an exodus of landlords from the sector or prevent them doing what they wish with their asset. As I said before, I own a part-share and I do not have any fear at all. When a landlord has a good relationship with their tenant, that is how it works—operating good relationships. Generally, people who are trying to rent are decent people. Creating a fairer, more secure and thriving rental sector is achievable, and this Bill is the first step.

I think that what I am struggling with is the fact that the hon. Lady clearly did not listen to my previous comments on this matter. I have said a great many times that we do not agree that this is a regression in environmental outcomes, and we stand by that. We are the Conservative Government, and we are committed to leaving the environment in a better state than the one in which we found it. That is backed up by a strong package of action across numerous areas.

My constituency was one of the worst-affected places in the entire country, with 2,000 planning applications held up and thousands of people at risk of losing their jobs. We are talking not about large construction companies, but about everyday jobbing builders—people with families to feed. This is a great step towards getting the country moving again and solving an intractable problem.

May I ask the Minister a very simple question? If I build a small house, or put a little extension on the side of my current house, am I really damaging the watercourses to the same degree as pig farming and chicken farming? Are these well-intended laws completely missing the mark of what they were intended to do in the first place?

The simple answer to my hon. Friend’s question is that he is right. The existing legal framework that has been hindering us has had a disproportionate effect on planning permissions and house building when the main source of the pollution lies elsewhere. Overall, this package will be able to deliver house building and extensions in my hon. Friend’s constituency, help the smaller builders and, of course, protect our rivers.

I beg to move,

That this House has considered e-petition 626737, relating to the use of swift bricks in new housing.

It is an honour to serve under your chairmanship, Sir Edward. This debate supports e-petition 626737, titled:

“Make swift bricks compulsory in new housing to help red-listed birds”.

This is an incredibly important issue, with a huge number of people having signed the petition. The momentum behind the campaign is the result of an incredible effort by campaigner and author Hannah Bourne-Taylor, whose energy, determination, expertise and creative approach to campaigning have helped raise awareness of the plight of this iconic and much endangered species. In preparation for the debate, I spoke with Hannah and representatives of the Royal Society for the Protection of Birds, Wild Justice and the Home Builders Federation.

It is a fairly simple ask in terms of putting measures in place to provide for endangered species in new build housing, but this is an incredibly urgent debate, as these birds are, quite frankly, running out of time. Swifts, house martins, starlings and house sparrows recently joined the international red list of species experiencing sharp population declines, and it is essential that we take action to prevent their extinction. In the UK, the swift population has declined by 57%. Swift bricks are one measure that could help turn the corner for those four species.

The current Government approach means that policy on swift bricks remains under the jurisdiction of local planning authorities, few of which have adopted a requirement to put swift bricks into new developments; where they have, it is because local campaigners have pushed for the measure. There are questions around whether local authorities have the expertise and, indeed, the capacity to properly consider this as a policy. As the swift population continues to decline, it is evident that we need a new approach—a move to a national policy, which could drive much-needed change.

Swifts are incredible birds, flying from our roofs all the way to Africa and back every year and crossing the Sahara twice. Their top speed has been recorded as 69 mph—they are the ultimate urban boy racer.

On the point about local councils, I have always been fascinated by swifts in North Norfolk. The east of the country is actually one of the better breeding grounds, thanks to our warmer climate. I am concerned that only eight local authorities have put any real effort into implementing swift bricks. Surely one area where we could improve, if there is not national legislation, is adjusting local plans. Why cannot local authorities ensure in their local plans that swift bricks are used in all new buildings to help solve this problem?

It is right to point out to the hon. Lady that, since the Government’s announcement in December 2017 that we would ban the sale of leasehold houses, the number of newbuild leasehold houses coming on to the market has significantly decreased. Land Registry records show that 1.2 % of newbuild houses were registered as leasehold in 2020 compared with 17% previously, so the Government’s reforms are already working, but we need to bring forward more legislation, and we will do so.

Perhaps the Minister could clarify the situation at the Dispatch Box today. She could say that this is a priority of the Government and that the leasehold reform Bill will come forward in the next King’s Speech, because, after 21 years of not seeing any reform, it is high time that we had some.

It is a pleasure to speak in this debate. I am thankful to my hon. Friend the Member for Torbay (Kevin Foster), who brought it forward. As everybody has said, this matter dominates our postbags in every constituency around the country; it has been incredibly important in North Norfolk ever since I was elected. It is pertinent for me, because I was born and raised in North Norfolk and I have seen what has happened over the last 10 or so years; the property market has been turbocharged.

We have all said nice things about our constituencies. Mine is coastal, rural, beautiful and idyllic, just like pretty much everybody else’s here. However, there are unique and very difficult issues for tourism hotpots, which all suffer from the same phenomenon. People probably do not know that North Norfolk has the second highest number of second homes and holiday lets outside of London and Westminster. We talk a lot about how the issue affects the Lake district, the Peak district and the south-west, but 9.8% of all homes in North Norfolk are second homes or holiday lets. That is nearly 5,500 out of our 55,000 homes. Of course, we have a huge leisure and tourism offering, as do other areas, but with that offering comes nearly 3,000 holiday lets. That number has been totally turbocharged since the pandemic.

To put those figures into context, in Wells-next-the-Sea, which is one of the primary areas that I represent—I am sure many colleagues have holidayed there—40% of all homes are now second homes or holiday lets. In the villages around my constituency that are often coined “Chelsea-on-sea”, such as Morston, Salthouse, and Blakeney, where every new build house now goes for £1 million, over 50% of the homes are holiday homes or holiday lets. Some 2,700 families and households are on the North Norfolk District Council housing list. That cannot go on.

I may be a Conservative, but sometimes the Government are right to intervene in the market to try to help people. I am pleased that when the Minister speaks, we will hear that the Government are doing something about this issue. We have to recognise what the Government have achieved in just the last few years. I am pleased to see that the planning system is being considered. That comes on top of the doubling of council tax for second homes that are not used. Those are sensible, proportionate and measured ways in which we can improve the situation.

We must remember that all our local economies are supported by tourism. In North Norfolk, it generates £529 million. However, that is absolutely no good if the local restaurant, hotel, care home or shop cannot employ anybody in the vicinity. Communities do not want to be ghost towns in the winter. We have tried different things. We tried placing local restrictions; for example, we had residents-only referendums in St Ives, which did nothing but turbocharge the market. They did not work appropriately. We have tried placing restrictions in house builders’ sale documents, to say that homes are primary residences. However, those documents quickly become not worth the paper they are written on, and stag and hen parties turn up to those estates. People retire to those places to live in comfort, only to have that taken away from them.

It is right that local authorities, which know the areas better than anybody else, be given the planning tools to help. When we double council tax on second homes, we should think about district councils. Mine receives only 8p in the pound to help the areas that receive that double taxation. Those local authorities should be able to take that money back. I know the Treasury does not like hypothecated revenue, but we should help those local authorities by giving them that money—it is worth £8.2 million in North Norfolk—to build more affordable homes to rent and to buy, so that they can help the communities affected. This is about a range of tools, not one, but the measures I have mentioned are proportionate and will help.

My hon. Friend is quite right to raise this issue. Vehicle crime—whether those driving cars or using e-scooters in an antisocial fashion, or otherwise making life difficult for their neighbours—often needs attention. That is why an additional 231 uplift officers have been added to Staffordshire police, but I will be working with Staffordshire’s police and crime commissioner to ensure that this issue is tackled appropriately.

The Government fully understand that beautiful areas attract large numbers of holidaymakers and, therefore, large numbers of second homes. That is why we have introduced higher rates of stamp duty land tax for those purchasing additional properties, which will help to support local areas that have a large number of second homes.

The ability to double council tax on second homes is a real step in the right direction to help communities, such as mine in North Norfolk, that suffer from a high concentration of second homes. However, clause 73 of the Levelling-up and Regeneration Bill requires greater clarification. Currently, a district council such as North Norfolk benefits from just 8p in the pound from council tax revenue. Does the Minister agree that we ought to look at that clause and ensure that the communities affected by second homes are the ones that benefit from additional taxation raised?

My hon. Friend does a superb job of representing communities affected by large numbers of second homes. That is why the new council tax second homes premium will enable councils, particularly in areas such as his with a strong tourism industry, to generate significant additional funding for local services. If they introduce the maximum premium, they will benefit from double the council tax revenue. I am happy to discuss that issue with him in more detail.

I want more people to be able to have a home in the first place. In defending people’s right to have a second home, which we will come on to in a moment, we must remember that people’s right to a first home is even more important. The millions of people who have no home at all to call their own, and are desperately waiting on long waiting lists, are up against many people who have more than one home. That is an injustice that needs to be addressed. This particular set of amendments would give local authorities in communities such as Cumbria the ability to say to developers, “You may build here, but what you build must be sustainable, affordable and available for local people so there is a workforce and a local community.”

I want to move on to existing stock, and in particular to the comments made by the Minister earlier. My new clause 121 would make sure there is a separate planning category for short-term lets. That matters: because of the Government’s failure to scrap section 21 evictions, as they promised to do, over the past two years the long-term rented sector has collapsed. That has led to the expulsion of thousands of people from my community. There has been a 32% rise in holiday lets in just one year, and that is in the Lake district where there were already a huge number of them. Those houses are coming from local people evicted so their landlord can go to a short-term let, normally Airbnb, and therefore cash in, and there are no other places for those people to go and live so their kids are uprooted from the local school, and they have to give up their jobs and move many miles away, robbing our communities of life and of a workforce.

The hon. Gentleman and I share similar constituency issues: in North Norfolk I have huge numbers of second homes and holiday properties, too. I know he has tabled his own amendments, but the Government have a very sensible amendment as well; does he not agree that we should back their amendment to start addressing the issue of people being turfed out of their homes because a landlord can earn five, six or seven times more by changing from a monthly let to a weekly holiday rental with not as much security? The right thing to do is to back the Government and try and help on this matter.

I recently had a conversation with the Minister and am absolutely of the view that while Government amendment 119 does not go as far as mine, it is a step in the right direction. There is a sense of locking the stable door while the horses are well over the horizon—that is my great fear—but I will not seek to press my amendment to a Division, because I am going to trust the Government to do what they say they are going to do: to make sure there is a consultation and that they look at having new separate categories of planning use for short-term lets.

That matters in our communities where the workforce has been decimated because of the collapse of the long-term private rented sector into Airbnb. As a result, 63% of hospitality and tourism businesses in Cumbria are working below capacity; they are not meeting the demand that is there because there simply is not a workforce. We have over 30% of the beds in our hospitals in Cumbria blocked because there are not enough social care workers as there is nowhere for them to live, resulting in a gluing-up impact on our health service. There is an urgent need to take action, therefore. It should have been taken two years ago: the Government should have abolished section 21 evictions, as they promised, but it is better to do something now than not do it at all, so I am happy to accept Government amendment 119 and will not press mine. We will wait and see, and hold the Government to account to make sure they keep the promise they made.

We in the lakes and dales are proud to be a place that welcomes visitors and are proud of the fact that people choose to have holidays with us, and indeed have second homes. We must be very careful not to demonise people who we are delighted to welcome to come and visit us, but, as I alluded to earlier, if it is sometimes a battle between defending someone’s right to have a second home and defending families’ right to have a first, we must be on the side of the latter. We must be on the side of people in local communities who are squeezed out because of this. Some 20 million people visit the lakes every year, and we are proud that the tourism industry generates £3.5 billion in revenue for our local economy. We do not want to push people away, but we do want to secure the communities that underpin that economy.

That is why I will seek, with your permission, Mr Deputy Speaker, to move new clause 120 in my name, because the Government are not choosing to do anything adequate about second home ownership in this Bill. Over the last two years, 80% of all house sales in my communities have been into the second home market—people who buy a home and do not live in it. For instance, 50% of properties in Coniston are empty as second homes, as are 83% of properties in Elterwater. The impact on those communities and dozens of others around Cumbria is that we get lost communities. Without a full-time permanent population of sufficient size, communities lose their school, their pub, their bus service, their GP service, their post office, and the life of those communities. It is astonishing that despite being offered many opportunities in the Bill Committee and today the Government have not tackled this blight on our rural communities.

I plead with Conservative MPs, and particularly those in rural communities, to do the right thing by those communities and stand up for them by giving Cumbria and other parts of the country that are affected by second home ownership the right to control their housing stock. Give us that control and allow us to preserve the communities of the lakes, the dales and the rest of rural Britain. Please back new clause 120.
