I thank my hon. Friend and constituency neighbour for that important intervention; I could not agree with her more. Thames Water has conducted a consultation, but its response to its own consultation, published just a few days ago, makes it abundantly clear that it has not listened to public opinion or taken due regard of the impact on the very precious environment on which it is seeking to build.

I congratulate my hon. Friend on not only securing this debate but how she has conducted her campaign on behalf of her constituents, working with our hon. Friend the Member for Richmond Park (Sarah Olney).

Many of my constituents in Kingston are worried about the scheme. They treasure ecology and water quality, and are really alarmed that Thames Water could think it acceptable to pump highly treated recycled water back into our wonderful Thames. They are also worried about the impact of the construction—the huge number of lorry movements that will come into Kingston during the construction phase. My hon. Friend’s campaign has my full support, and I would be grateful if she added my representations and those of my constituents to her own.

My right hon. Friend demonstrates, once again, the strength of opinion locally. Not only has Thames Water not listened to residents’ representations but its interaction and communication since the start of the process have been, frankly, woeful.

Just days ago, Thames Water published its revised water resources management plan—supposedly, as I said, in response to its public consultation. As the Minister will know, in the plan the company has drastically improved its usage reduction target to 110 litres per person per day by 2050. That is a welcome step. That reduction in demand means less pressure on new supply options such as the Teddington water recycling scheme. Yet despite public opposition and the concerns of the Environment Agency, Thames Water have kept that in its plans while scrapping more popular schemes that would have far more benefit to our economy and the environment. How can that be the right choice?

The strength of local feeling about the scheme is palpable, as my hon. Friend the Member for Richmond Park and my right hon. Friend the Member for Kingston and Surbiton (Ed Davey) have pointed out—not just from local residents who live by the river, but from the thousands of river users who row, fish, swim or paddle in our part of the Thames. The Minister and Thames Water need only look at the sheer scale of the response to the public consultation. Across the whole of its catchment, Thames Water received 1,700 responses; well over a third of those referenced the Teddington scheme directly. Thames Water has chosen to ignore those, but I implore the Minister to listen.

When justifying this controversial scheme, Thames Water returned to a particular claim again and again: that Teddington is the best value option. Best value for whom? That is the question asked by many of my constituents, who remain unconvinced that answer is, as it should be, best value for our rivers, best value for the environment or best value for Thames Water’s 15 million customers.

The truth is that we have reached a point where Thames Water is running out of time to get our water system into shape and it is dangerously close to missing its drought targets. The company’s own documents refer to a “short-term planning problem” in London and it thinks it has found its quick fix in this water recycling scheme. But it is a sticking plaster. The scheme is necessary only because of decades of neglect and underinvestment by Thames Water. In the 34 years since it was established, it has delivered next to no new major water resources, aside from a multi-million-pound desalination plant that was completely out of action last year during the worst drought in decades—not a fantastic record, as I am sure the Minister will agree. That failure to plan ahead has left the company scrambling for a scheme that it can deliver in 10 years or less and it thinks it can plug the gap with water recycling.

The scheme would cost hundreds of millions of pounds of customers’ money but gain very little in terms of resilience. The proposed scheme would save only one 10th—yes, only one 10th—of the 630 million litres of water that Thames Water loses every day through leaks, as the hon. Member for Brentford and Isleworth (Ruth Cadbury) pointed out. Thames Water has failed to take prompt action on those leaks over recent years.

Residents regularly see leaks in their neighbourhoods. Last month, an entire playground in Hampton Wick in my constituency was flooded with drinking water. Thames Water is haemorrhaging not just water, but public trust. That is why residents want the company to focus on the leaks and on reducing demand.

Our stretch of the Thames is often called London’s countryside for its picturesque setting, with lush natural habitats and thriving ecosystems supporting species, from bats and badgers to brown trout. Understandably, local residents are passionate about protecting it. Time and again, we have been told by Thames Water that, with tertiary treatment, the effluent that it pumps into the river at Teddington would be of the same quality as the river water itself, with negligible impact on our vibrant river environment or on swimmers, boaters and other river users’ safety.

If that were really the case, however, Thames Water would be able to transfer that highly treated effluent straight into its reservoirs, rather than into the Thames. The company has been clear that that is not an option, however. The truth is that Thames Water has made claims about the environmental impact of the scheme that it simply cannot back up, because it has not completed a full environmental assessment to say how the scheme will affect our river ecology, and nor has it completed human health impact assessments of how it might affect thousands of river users.

To quote the Environment Agency’s response to the proposal, Thames Water has so far failed to show that the Teddington scheme is “feasible or environmentally acceptable”. That is a pretty low baseline. In reality, treated sewage contains a number of chemicals beyond those that the Government have specific targets for, such as phosphorus. Treated effluent contains a host of compounds and chemicals that we have not been assured would be filtered out, including PFAS—so-called forever chemicals, which do not break down in the environment and are known to cause health complications in humans and wildlife—and pharmaceuticals. We should be working to reduce such chemicals in our rivers and streams, rather than wilfully pumping them in.

On top of that, local residents are understandably alarmed that constructing the scheme may mean tearing up beloved green spaces and areas of conservation interest to drill a new tunnel and to construct shafts. Moormead Park in St Margaret’s is a popular local green space for families, local schools and sports groups, with a busy playground and planning permission having just been granted for a much-needed new community sports pavilion. Ham Lands is a beautiful nature reserve, home to important wildlife habitats, as my hon. Friend the Member for Richmond Park pointed out. The list of species that could be disturbed or displaced by construction is very long.

It is worth the Minister noting that none of the construction details was shared during Thames Water’s information event earlier this year. It is not just Thames Water’s sewage discharges that stink; its public engagement with our community does too. Engagement has been beyond woeful. Despite that, the public response to Thames Water’s consultation was fantastic. If Thames Water had put any value on the 1,700 responses it received, we would not need to discuss this today.

The company has chosen to scrap its proposal for a new water transfer from the River Severn to the Thames, which would have allowed it potentially to restore large stretches of the beautiful Cotswold canals. Unlike Teddington, that scheme had huge public backing. The positive response to it in the consultation was overwhelming, with people citing the huge social, environmental and economic benefits of restoring those heritage waterways.

Thames Water has thrown public opinion out with the bathwater, a luxury afforded only to companies that have a monopoly in their industry. The company cites customer research to suggest that the public prefer dumping treated effluent into the Thames to restoring heritage canals. I do not know about you, Sir Christopher, but given the findings of the actual consultation, that seems to be a surprising result.

Before I wrap up, I want to touch briefly on two technical points made by local campaigners. The first is about the Environment Agency and Surrey County Council’s River Thames scheme. Shockingly, at my first meeting with Thames Water representatives back in January, they did not even seem to know that that scheme existed, despite its clear impact on river flows at Teddington. Any proposals for water recycling at Teddington must be compatible with those vital works.

Secondly, residents have questions about capacity at the Queen Mary reservoir in London. They simply want to know what work Thames Water has done to investigate that option. Will the Minister add her voice to their calls to for a more sustainable solution?

A campaign group called Save Ham Lands and River is hosting an event in Ham in the constituency of my hon. Friend the Member for Richmond Park this Saturday to discuss the scheme and our concerns in more detail. If the Minister truly wants to hear what Thames Water customers think of the plan, there is no better opportunity to speak to local residents and river users. I hope that she will accept the invitation, but if not, my hon. Friend and I would be more than delighted to welcome her, at her earliest convenience, to Teddington and Ham to experience our bustling river community for herself. It will take her only half an hour on the tube from Westminster.

I hope that the Minister will respond to the concerns that I have highlighted. It is disappointing that she has ignored our calls for a meeting for many months. It has taken several letters, a point of order and now this debate to compel her to sit in a room with us to listen to constituents’ concerns.

Residents in Teddington, Twickenham, St Margarets and across the region do not trust Thames Water, and they do not trust regulators and the Government to hold it to account. That is precisely why Liberal Democrats nationally are calling for wholesale reform of the water industry to transform private companies such as Thames Water into public-good corporations, with value for the customer and the environment written into their DNA. It is also why locally we are standing up for residents’ concerns about the plan and calling on the Government to consider viable alternatives to the scheme, which will damage our river environment for little reward in terms of long-term resilience.

We urge the Minister and the Secretary of State to give the Teddington scheme and all Thames Water’s infrastructure plans the full and proper scrutiny they deserve to ensure that they are best value for not only stakeholders, but customers who are paying their bills today and the environment that our children will inherit tomorrow. On scrutinising the proposal, they will find that it is deeply flawed and should be stopped in its tracks now.

To quote the Minister:

“Water is a precious resource.”—[Official Report, 21 February 2023; Vol. 728, c. 133.]

We are asking the Government to show that that is not just a platitude, but at the heart of their policies. I ask the Minister to start by giving us a timeline for when the Secretary of State expects to make her decision, and by answering the various questions I have asked today.

What does she think of Thames Water’s pursuing quick fixes instead of sustainable solutions, such as restoring the Cotswold canals? Does she think that it is acceptable that Thames Water has put forward water recycling without a full environmental impact assessment? What does she think of the risks of constructing the scheme and the fact that Thames Water did not make them clear to the community from the outset? Does she believe that pumping treated effluent into the river is viable, given the current levels of sewage pollution in our waterways? Will she take up the unanswered questions of residents about both the River Thames scheme and the Queen Mary reservoir in her discussions with Thames Water? Finally, can she look local residents and their children in the eye and tell them that the scheme is worth the consequences for our river, our precious local environment and our vibrant community of river user groups?

How the right hon. Gentleman is proceeding with his Brexit policy is interesting and will be noted outside this place. Does he agree that to beat climate change in this country and around the world we have to green our pension funds, banks and stock exchanges, decarbonise capitalism and drive trillions of dollars into the green clean energy investments that we need?

The right hon. Gentleman makes a fair point. In a former life, I was a trade union organiser and negotiator. Even then we were discussing with the pension fund trustees how they would have environmentally sustainable investments and we would use that as a way of promoting green energy and such issues. I urge people, many millions of whom have shares in pension funds, to do exactly that.

I thank the right hon. Gentleman for his words. From my experience in government of two and a half years of negotiating on climate change with the European Union, Britain managed to ensure that 27 other countries raised their ambitions to our level. We managed to have leadership at the EU; we influenced America and China; and we influenced the Paris climate change treaty to make it far more ambitious than anyone expected at the time because we were at the European Union table and were able to lead on climate change. Does he realise that, by leaving that table, our influence on this critical issue for our world is being dramatically reduced?

I repeat my gratitude to the right hon. Gentleman for all the work he did. There are a number of multilateral institutions through which we work, and this Government are committed—I am grateful for the Opposition’s support—to bringing the conference of parties on climate change to London in 2020, to ensure that this country can build on the achievements that my right hon. Friend the Member for Hastings and Rye (Amber Rudd) helped to secure at Paris and so we ensure that Britain can show global leadership on the environment and climate change.

The hon. Gentleman is correct. This is just another example of the uncertainty that the whole situation around Brexit has caused, and the Government refuse to clarify it for the many people who are waiting to see what the grants might be.

What offers are likely to be made by any potential UK Government in the next couple of years to address the causes of climate change and climate chaos? A change of Prime Minister might offer an opportunity to change direction, but I see few signs that anyone leading on policy development in either of the two largest parties has really heard any of the warnings. Changing our society will require some discomfort, some pain and some realignment of how we live, and that is unlikely to happen immediately. For example, we still depend on fossil fuel-powered vehicles to get our food to the shops, and often even to get it to our front doors—from truck, to ship, to truck, to home delivery van. We still depend on hydrocarbons to make fertilisers. We still have an addiction to plastic that defies all understanding, and a hankering for personal transport.

People changing their cotton buds and refusing straws in pubs is not enough. The average inhabitant of these islands will join in with efforts to change the way we live, happily or otherwise, but it needs leadership from Government, proper investment in reliable renewable energy production, investment in and subsidies for low-emission public transport, a real push against plastics, and an uptick in building standards on insulation and energy-efficient heating and lighting—and not just for houses.

Absolutely. I would suggest something along the lines of the Scottish Government’s £12 million transition training fund, which was launched in 2016. The fund enables people who are in the oil and gas industry—about 240,000 jobs across the UK depend on it—to train and perhaps progress into the renewables industry. That is certainly something I would like to see.

It is nice of my hon. Friend to say so.

I want to talk about how we persuade people, and I think there are four things we need to do. First, I enjoyed the speech by the hon. Member for Edinburgh North and Leith (Deidre Brock), who speaks from the Front Bench for the SNP, but I slightly disagreed with one thing. She said a couple of times that we need to tell people their lives are going to be less comfortable. I slightly feel that that is saying, “I’m here from Planet Politics to say you’re going to have a less comfortable life.” I do not mean this in a trite way—I think it true that sacrifices must be made—but we should promise people something else, which is that they will have better lives if we act on climate change. I do not think that is a false promise; I think that is a genuine promise.

If we think about this idea of the green new deal, what is that about? It is about retrofitting every building in this country—house by house, street by street—in the way we did in the 1960s and 1970s when we moved from town gas to natural gas. That is tens of thousands or hundreds of thousands of jobs, including for my constituents and the constituents of every Member, and it is about lower bills for people. If we think about our towns and cities, we see that it is about making them much better for walking and cycling—and, indeed, electric vehicles—cutting thousands of deaths from air pollution. My first and in a way most important point is: let us tell people not just the gloomy part of this—it is important to talk about the gloomy part—but that they can have better lives as a result. That is what we are in politics to do.

Secondly, I want to say something about the role of individuals, because I have come to believe that there is something slightly dangerous in this. Every individual has to do their bit, including we politicians, but I think there is something that makes people feel incredibly powerless if we put all the weight of responsibility on them. We are saying to people, “We’ve got this massive problem; your kids are never going to forgive you; and you’ve got to act.”

Let me give the House one statistic. In Norway last month, 60% of sales of new vehicles were electric; in Britain, it is something like 1.8%. I am sure we in this House all love the Norwegians. [Hon. Members: “Hear, hear.”] Indeed. But that is not because the Norwegians are intrinsically more green than we are, but because there is a shedload of incentives to go green and buy an electric vehicle in Norway. The point is that this is about system change, not just individual change. Some of this is about decisions not necessarily that individuals are making, but what airports we commission, how we produce our power and all that. Individuals must make their contribution, but incentives matter, and we cannot place all the burden on individuals.

Thirdly, there is sacrifice—the point made by the hon. Member for Edinburgh North and Leith. We cannot deny that there will be sacrifice, and there will be things we cannot necessarily do that we do at the moment but have to do less. Why have we failed to make some progress on this, and I am thinking back to my time as leader as well? Because I do not think that we or the green movement as a whole have thought enough about how we distribute the costs among those who bear the burden.

The reality about energy bills is that the poor pay a significantly higher proportion of their income on energy bills than the rich. As we think about the £10 billion that goes to support energy companies, which the Secretary of State talked about, we have to think about how those costs are borne through taxation as opposed to energy bills. Unless we do that, people will say, “Well, hang on. The costs are all falling on me, and I can least afford it.” We only need to look at what has happened to President Macron and the protests he has faced to realise that we cannot just say, “It’s green and therefore it’s fair.” We have to make sure that the costs are fairly distributed.

My fourth and final point is about the international angle. The right hon. Member for Uxbridge and South Ruislip (Boris Johnson), who is not in his place, wrote recently that Extinction Rebellion should go and protest in China, while he seemed modestly to approve of some of its aims. That misses the point: as Secretaries of State and the House know, the reality is that our moral authority comes from our being able to act. There is no way we could persuade China and India to act themselves if we were not leaders on this issue.

My experience at the not-very-successful Copenhagen summit was that China and India would listen to us because, unlike the US, we were actually acting. I cannot emphasise enough to the House the authority that our ability to act gives us. By the way, the Chinese recognise the opportunity. They are installing so much solar and wind power because they know that there is an economic advantage. The issue is particularly crucial in the next 15 to 18 months because of our hope to host COP—the conference of the parties—in 2020. That is the moment when we have to update the Paris targets. We are overshooting, even on the basis of the Paris targets. Unless that conference of the parties takes decisive action, it may well be too late.

The right hon. Gentleman is absolutely right on China; it is vital that people understand this. The Chinese are moving ahead very fast. He and his colleagues, and the former Foreign Secretary Lord Hague, were crucial in making sure that the Foreign Office was engaged in climate change diplomacy, persuading the Chinese that the fall in the cost of renewables, particularly solar, made them affordable and that the health benefits of reducing air pollution made them really attractive to their population. The change in the mood in China could be the change in the mood across the world. We need to learn from China, support it and make those points.

I agree absolutely with the former Secretary of State.

I want to finish by saying this. I reflect on our cross- party consensus in this country, which is incredibly important. It was created in part thanks to David Cameron’s advocacy of the issue in the 2000s, and it is important that we maintain it. However, we should allow this: there will be different visions of how we get to the same goal. There will be a more socialist vision and a more Conservative one. Part of the grammar of politics that we have to learn is to argue while sharing the same objectives—maintain the cross-party consensus, but have discussions and arguments about how we can meet our goals.

Finally, I should say that there is a downside scenario, which is that future generations will say that we were the last generation who did not get it and we failed to act. But there is an upside, too: if we act, we can create better lives for those future generations.

I refer the House to my entry in the register, especially in relation to solar power and community renewable energy.

I have three small ideas for the House today: reform of capitalism, engagement in Europe and beyond, and the future of technology. On capitalism, when people say that we need a system change, they tend to be referring to a change in the energy system, but I think we need to be bolder and go wider. We need to reform our whole economic system, and that requires reform of capitalism. Nothing else will be a sufficient response to the young people protesting; nothing else will be radical enough. Decarbonising capitalism means reforming the rules for our banks, stock exchanges and pension funds to force them to take account of climate risk. If people think that is radical, well, the Governor of the Bank of England, Mark Carney, agrees with it. Many people agree with it. We, and this Government, are getting behind the curve on the financial reforms we need. If we made them, we would radically transform the situation.

On European engagement, when I intervened on the Secretary of State earlier, I pointed out that Britain had led climate action at EU level. By winning stronger EU action, Britain influenced the United States and China, and through that we influenced the United Nations, and that led to the Paris climate treaty. Action at European level was critical for global action on climate change. As a Minister, I spent two and half years of very solid climate diplomacy across the EU, but a lot of it in Warsaw, because Poland was the issue. We worked with the Poles, we got a compromise, and we moved them over. Because of that, the whole of the EU adopted a greenhouse gas reduction target that the EU’s Climate Change Commissioner had told me was impossible. We got right to the far end of our ambition, and it was Britain leading that ambition, not going down to the bottom, as is sometimes said about us in Europe. If we are at the table, we can make that difference. Brexit is a climate disaster in itself, because it is reducing this country’s soft power and influence.

Finally, when I became Secretary of State, I was told by the Daily Mail and various other people that renewables were too expensive, and did I not know that the sun does not always shine and the wind does not always blow? Because of the policies we introduced, renewables are now the cheapest option, and that is fantastic for this country and the world. Intermittency, which is the other problem, is fast being solved through storage, interconnectors, the smart grid and demand-side response. If we add in tidal power and CCS, we can have the base load to sort out the problem relatively quickly. The solutions are there. We need the political will and determination to drive them through and meet this climate emergency.

My hon. Friend makes a very good point. Again, across business there was a range of voices —for remain and leave—during the Brexit referendum, but what is striking is that many prominent voices among those who argued that we should leave have also made it clear that they believe that a no-deal Brexit would be the wrong outcome. They see significant opportunities for Britain outside the EU. Lord Wolfson, one of our most talented entrepreneurs in charge of one of our biggest retail chains, and Richard Walker, the chief executive of Iceland, one of our most dynamic and environmentally friendly supermarkets, both voted to leave the EU. They believe that to be the right choice for Britain and they both—employing thousands of our fellow citizens—also say that a no deal would pose significant challenges.

Yes, absolutely. It is important that citizens have the right to access not just the courts but other means to ensure that environmental rights are protected. The creation of that new watchdog, which of course will be democratically accountable, will ensure that citizens do not have to go to court, but the Government and other public bodies will be held to account for their actions in safeguarding the environment.

My hon. Friend is absolutely right. It is the case not only that the legal position is that the backstop must be temporary, but that European politicians do not want it to endure, for the reasons that he has outlined, explored and explained, and on which I touched earlier.

There are, of course, a number of alternatives to embracing the withdrawal agreement. Indeed, the Opposition have put forward not just one alternative but 16 in the lifetime of this Parliament. They believe, Tommy Cooper-style, that—just like that!—they can negotiate a new deal with the European Union in the next 70 days which would give us freedom to diverge in relation to state aid in a way that would give the UK a competitive advantage that the EU allows no other nation on earth, and which would at the same time allow the UK to be in a customs union. That would mean that the EU could not negotiate trade deals with other countries—this is Labour policy—without the UK’s agreeing to those trade deals, and therefore exercising a veto. No other country on earth has the ability to veto the EU’s own trade deals, but that is what the Labour party wants.

There are also a number of different depictions of some of the fantasy alternatives that have been suggested. They have been described as unicorns. I have to say that the official Labour party position is to chase a whole carnival of unicorns across the European plain, none of which are capable of being delivered. In a broadcast earlier today, the shadow Justice Secretary was asked 23 times what Labour’s position on Brexit was, and 23 times he was incapable of answering.

The Labour party has had 16 different positions, and they cannot ask a question that is put 23 times. They do have six tests, but what do those six tests mean? Well, let’s listen to the words of the shadow International Trade Secretary, the hon. Member for Brent North (Barry Gardiner), when he was asked about those six tests. He summed them up pithily in a word which in Spanish translates as “cojones” and in English rhymes with “rollocks.” I know, Mr Speaker, that there are some distinguished citizens in this country who have put on their cars a poster or sticker saying “Bollocks to Brexit”, but we now know from Labour’s own Front Bench that its official Brexit position is “bollocks.” [Interruption.] I am quoting directly from the hon. Member for Brent North, and I am sorry that he is not in his usual position, because it is not the role of the Government to intervene in how the Opposition dispose of their positions but I have to say that the shadow International Trade Secretary is a jewel and an ornament to the Labour Front Bench: he speaks the truth with perfect clarity, and in his description of Labour’s own policy may I say that across the House we are grateful to him—grateful to the constant Gardiner for the way in which he has cast light on the testicular nature of Labour’s position?

I have made no new ruling on parliamentary language. I was listening, as colleagues would expect, with my customary rapt attention to the observations of the Secretary of State for Environment, Food and Rural Affairs. I richly enjoyed those observations and particularly his exceptionally eloquent delivery of them, which I feel sure he must have been practising in front of the mirror for some significant number of hours, but on the subject of that which is orderly—because a number of Members were chuntering from a sedentary position about whether the use of the word beginning with b and ending in s which the Secretary of State delighted in regaling the House with was orderly—the answer is that there was nothing disorderly about the use of the word; I think it is a matter of taste.

I have given way to the right hon. Gentleman twice; I may do so again, but the hon. Member for Wolverhampton North East (Emma Reynolds) has made an important point.

We are out of free movement. One of the principal concerns the British public had long before the referendum was that unrestricted free movement meant we could not control who came here on terms that the British people could determine. If we vote for the withdrawal agreement we take back control of our migration policy and can exercise it in the interests of the British people in a way that both safeguards—

I fear my right hon. Friend may well be right. He highlights the risk we run in making that commitment.

I am willing to accept an ongoing payment, so long as an eventual exit date is set out. I am willing to accept some continuing role for the ECJ on things like citizens’ rights. However, the problem is in the withdrawal agreement, which is legally binding and cannot be changed. I am afraid that, as the hon. Member for Strangford (Jim Shannon) said, it is the backstop. It is the fact that we would be locked into a customs union without any ability to leave it unless we obtain the agreement of the European Union. That makes trade agreements essentially impossible. One of the great opportunities of leaving the European Union is the opportunity to sign trade agreements with those countries that the European Union has been trying to sign trade agreements with for decades but has still not succeeded—China, Brazil, India, the United States of America, Indonesia—the countries that will be the biggest economies in the world over the course of the next 10 or 20 years.

Is the right hon. Gentleman aware that the EU signed a trade deal with South Korea, with Japan and with Canada, before many other nations in the world? The EU has actually led progress on these bilateral trade deals.

I was aware of that, which is why I did not include them, but the countries whose names I just read out are likely to be the five biggest economies in the world. We know that the EU has been trying to sign a deal with China and a deal with America, and has failed so far to do so, principally because it requires the agreement of every single member state, and we have seen how difficult that can be.

Also, of course, the provision of the backstop creates the one thing that the Prime Minister said she could never accept under any circumstances—a border down the Irish sea. If the Northern Ireland protocol and the backstop could be taken out of the withdrawal agreement and put into that basket of issues that we shall settle in the course of the transitional period, as part of the arrangement covering our future agreement for trade with the European Union, that would remove the problem. It is where it ought to be. It was always daft that the Northern Ireland border issue could be determined before we knew what was going to be in the future trade agreement. The Prime Minister herself has now accepted that, actually, over the course of the two years, it should be possible to find a solution that will allow free movement back and forth across that border, on the basis of technology, so the Government think that can be done in the next two years. If we could only get it out of the withdrawal agreement, we would then have the time in which we could demonstrate that it would never be necessary.

My friend, Lord Ashdown—Paddy—is being buried today in Somerset, so I hope that the House will allow me to speak about this deal as I think Paddy would have done. The hon. Member for Cheltenham (Alex Chalk) might not have known about the burial service, but my friend Paddy would have been able to apply his critical faculties to the deal and judge it on the basis of what was good for this country. That is what he would have done. I worked for him for nearly 30 years, beginning as his economics adviser, and when he talked about Europe, he talked about the way in which countries needed to co-operate and work together. Internationalism was in his liberalism. He talked about how, working with other countries, this country could regain sovereignty and regain control over global capitalism, and the multinationals that sought to undermine the interests of individual countries, people and corporations. His view was that we were stronger and had more control. That was his approach to the European Union.

However, things went much deeper than that. Paddy was a soldier and a diplomat, and he brought that experience and those beliefs to the European question. It was his commitment to peace and to patriotism—he loved his country—that made him such a strong pro-European. We see that in his books and his speeches when he talks about the dangers of rising nationalism and protectionism around the world. He worried about Trump, Bolsonaro and Brexit, and he thought that Britain being in the EU was one of the best ways of combatting those rises in nationalism and protectionism. In his work in Bosnia, he talked about how the EU’s institutions were bringing peace not just within that country, but within the Balkans. Indeed, if we look at what is happening, the EU is one of the magnets that is ending the hostility between those countries, and it can play a key role. It is an engine for peace, as it has been across Europe.

Of course, as man who was born in Northern Ireland, Paddy would look at the threat to the Good Friday agreement with serious concern. Nearly 3,600 of our countrymen and women died in the troubles, but few have died since the Good Friday peace agreement. People inside and outside this House should think carefully about anything that puts that at risk. Paddy certainly did, believing that the EU was a way of gluing people together and moving away from past hostilities.

I was Secretary of State for Energy and Climate Change when Putin invaded Crimea and the Bolsheviks went into eastern Ukraine. There were crisis summits. The European Energy Council got together to work out how to deal with the matter, and one way of undermining Putin was to reduce Russia’s oil, coal and gas exports by ensuring that the EU became more secure by going green and by trading within itself, making it less dependent on Russia. That meant less money into Putin’s pockets and therefore fewer soldiers and rockets. That was how the UK could exercise soft power through the EU. Europe’s energy security strategy was written in my office in Whitehall, because we were able to use soft power to try to promote security and peace. That is what the EU is about, and that is why Paddy supported it.

If Paddy applied those same thoughts to this deal, he would say that it is hopeless. This deal would lock Britain into bad diplomacy—diplomacy based on transactions and deals, not relationships. In the modern world, a country should have deep relationships with its neighbouring states. When I was in the coalition Government, I talked about having joint Cabinet meetings in Berlin and in London with the German Government. That did not go down too well on the Tory Benches, but I was trying to ensure that relationships were built on understanding between Ministers, not on press releases. I am afraid that this deal locks us into transactions between now and whenever we find out what Brexit actually means, which will be when the political declaration is eventually negotiated. Beyond that, however, whenever we get to the end of those negotiations—the Secretary of State is dreaming if he thinks that that will happen at the end of the implementation period—we will still be in a much more transactional relationship with the EU, which will damage this country and its interests. Paddy would think that this deal is not in this great country’s interests.

I hope that the deal will go down next Tuesday—I will vote against it—but it is unclear what will replace it. There is a clear majority against no deal. Is there a majority for some other deal? I do not know. Perhaps Norway-plus will attract some people. I find it deeply unattractive, because we would have all the costs and rules of the EU, but no voice and no vote. That is why—I am happy to admit this—putting the decision back to the people is a good idea. I hope that they will change their minds. If the people vote on this deal based on what they have seen over the past two and a half years, they will have a lot more information than they had in 2016. Some say, “The people knew what they were voting for,” but I really do not think that that is the case. Over the past two and a half years, there has been the most immense opening of people’s minds to what actually happened. In addition, more than 1 million young people did not get a vote in 2016, and they would like a say in their future. I believe that the case for another vote is made.

I pay tribute to colleagues for an excellent debate. We have had some important contributions, and that justifies the time given to Members to state their views clearly. It is incumbent on all of us, and particularly the Government, to reflect carefully on the contributions made.

As my hon. Friend the Member for Mid Norfolk (George Freeman) said, Parliament is sovereign and

“to be elected to this House is one of the great privileges and responsibilities that our citizens can bestow.”

All of us who were elected in 2017 had a particular responsibility, knowing that we would vote on probably the most important decision that this House will take during our time in it, which is the terms of our departure from the European Union and our future relationship with it.

In that respect, this is not simply a matter for the Government, important though that is. It is for every Member to be able to shape and participate in our deliberations. That has been reflected in the contributions of many Members. My hon. Friend the Member for Mid Norfolk talked about reaching out across the House. He expressed the view that there is no majority for a disorderly no-deal Brexit, but of course avoiding that requires an agreement that the House can enter into. I say to the hon. Member for Salford and Eccles (Rebecca Long Bailey) that to take the prospect of no deal off the table is in the hands of this House: it comes through agreeing a deal.

I will come on to describe and respond to some of the contributions that have been made. It is very important to consider the constructive contributions that many Members have made, which can, in the days ahead before the vote, be reflected in the decision that is taken on Tuesday.

In that regard, let me start by mentioning the contribution of the right hon. Member for Don Valley (Caroline Flint). She was right to say that we should be proud of the record of this House over many centuries in establishing a defence of and a commitment to the rights of workers. That gives us cause to be proud around the world, certainly in Europe. We should be determined to continue that tradition. It is fair to reflect that this has involved Governments led by her party and Governments led by my party. The Labour party introduced the minimum wage and the Conservative party introduced the national living wage. Going back to previous generations in Parliament in different centuries, this House has always taken an active view in these matters. The amendment that she and her hon. Friends have tabled is entirely in accordance with that. Far from, as my right hon. Friend the Member for Newbury (Richard Benyon) put it, involving a ceding of those decisions to the European Union, what is attractive about the contribution that has been made is that it firmly gives to this House the opportunity to make a sovereign decision on how we want to act on the opportunities that might exist to constantly upgrade and strengthen workers’ rights. That should be something that is open to us.

The hon. Member for Bassetlaw (John Mann) made a powerful speech and a notable contribution. He said that the time for rhetoric had gone and that the time for negotiation had come. I think that that is a way in which we can proceed and his contribution was consistent with that. He was determined to avoid no deal by accident, which a majority do not want. Again, he reflected on the fact that the Trade Bill, as well as the motion before the House, will give very significant power to this Parliament to shape the ongoing relationships we have with other countries. He made references to the importance of exercising the authority of this House to ensure that all parts of the country, including those whose communities have not felt advantaged by our membership of the European Union and the conduct of the economy over decades past, are heard and recognised as they deserve to be. I will come on to say something more about his amendment in a second.

In the same spirit, my right hon. Friend the Member for Newbury very powerfully made the point that compromise is a virtue and something to be prized in this House. He also made the point that the mandate for compromise reflected in the narrowness of the result—even though it clearly indicated the preference of the population to leave—should be reflected in our deliberations.

The right hon. Member for Knowsley (Mr Howarth) emphasised the important point about our proximity to our trading partners in Europe and reflected on the fact that if we want to engage in good and close trading the relationships, as all Members do, it makes sense to think very clearly about how we can do that with those who are geographically closest to us.

My right hon. Friend the Member for Wokingham (John Redwood), who has over many years given much thought to these matters, nevertheless set out a case that I could not agree with. I hope that I do not mischaracterise his contribution, but he asserted that we should be aiming for greater national self-sufficiency in certain of our trading relationships. He mentioned foodstuffs. I am a proud Kent MP—some of the produce of Kent, as my hon. Friend the Member for Rochester and Strood (Kelly Tolhurst) will attest, is among the best in the world—but to aim for a model of national self-sufficiency while failing to recognise, as David Ricardo did all those centuries ago, the benefits to all if we concentrate and specialise is not something that we should embrace.

My hon. Friend the Member for Cheltenham (Alex Chalk) reflected on the economic benefits of the deal and how they would benefit his constituency. The hon. Member for Salford and Eccles talked about business having a gun to its head. Not at all! Many businesses and business organisations campaigned for remain during the referendum and yet have recognised that what the Prime Minister has negotiated is a settlement that would allow them, and therefore our constituents, to continue to prosper.

My preference is to be part of the arrangements that we benefit from now in terms of our manufacturing industry, but as a general proposition I believe that we should be engaged in reducing tariffs. Part of our contribution to the EU has been that we have been probably the foremost advocate in Europe for the reduction of tariffs. That would be a good thing.

Could the Secretary of State tell the House what David Ricardo had to say about non-tariff barriers, which are the main issue in trade agreements today?

The right hon. Gentleman reflects the reality of trade today and in the time of Ricardo, which is that it is not simply about the tariffs, but about the arrangements and impediments we put in place. Again, that is one of the important parts of the agreement we have entered into.

I wanted to mention the right hon. Gentleman’s speech and from the Dispatch Box associate the whole House with his reflections on a previous Member, Paddy Ashdown, who I understand was buried in Somerset today. He would no doubt have made a fine speech in this debate, and the right hon. Gentleman was right to make reference to him.

My right hon. Friend the Member for Ludlow (Mr Dunne) made the point again—this was a theme of the debate—about the need for compromise and support in securing an orderly withdrawal, and he reflected on the fact that our debates and their conclusions are watched by businesses and boardrooms around the world. It is important that we live up to the reputation we have long enjoyed in this country as a dependable place in which to do business—a country where we come together and take pragmatic decisions and offer that confidence to the world.

My hon. Friend the Member for Rugby (Mark Pawsey) emphasised the point that when businesses do well, workers do well and pensioners do well. Workers’ rights are a theme of the debate, and we need that prosperity in order to advance our constituents’ circumstances. That is something that Mrs Thatcher was particularly alive to. My hon. Friend referred to her pitch to Japanese investors in the early 1980s, and on the day on which the Prime Minister of Japan is visiting Downing Street, it is appropriate to recall that Mrs Thatcher made the case to Nissan, Toyota and Honda that this country was skilled, innovative, flexible and able to command markets across Europe. That is as true today as it was then.

My hon. Friend the Member for Bromley and Chislehurst (Robert Neill) reflected on taking a pragmatic view. He campaigned very vigorously to leave the European Union—
