I hope that the Prime Minister and the Chancellor now regret their decision not to extend free school meals to cover half-term and will join the richly deserved praise for all those community groups, councils and, indeed, businesses that stepped up to stop our nation’s children going hungry last week. Will the Prime Minister now commit to do the right thing at Christmas and extend free school meals to cover that period too?

I do indeed congratulate all the voluntary organisations that have stepped up, and I am proud that this Government have also helped to fund them to the tune of billions of pounds—not just the £9 billion increase in universal credit, but of course an extra £1.1 billion going to help councils. This Government will ensure that no child goes hungry this Christmas— this winter—thanks to any inattention or inactivity by Government. Never forget that it was a Conservative Government that instituted free school meals for five, six and seven-year-olds after all the years Labour was in power.

Yes, indeed. What the people of this country want to see is unanimous support for measures that restrict the spread of the virus. We have had that before, and I hope that we will have it again. I also hope that Opposition Members who are calling on me to do more in Greater Manchester will prevail on the authorities there to come into tier 3 and to help us to get there.

Tragically, one of the few certainties about this second wave is that economic hardship will rise, so why will the Prime Minister not review the level of statutory sick pay, which even the Health Secretary said that he could not afford to live on, or, crucially, extend the holiday hunger food voucher programme to cover half-term and the Christmas holidays?

As the hon. Gentleman knows, we have given substantial sums—£380 million already—to provide meals for kids in need of free school meals in these difficult times, and we will continue, through universal credit and other support, to help families across this country throughout this crisis.

My hon. Friend is absolutely right. The reluctance to grant, or slow pace in granting, third country status for food exports to the UK has been concerning, but thanks to the Prime Minister’s having drawn attention to the issue, progress has been made.

Further to the question asked by the hon. Member for Wimbledon (Stephen Hammond), the Chancellor of the Duchy of Lancaster will know that financial services firms in the UK generate a huge number of jobs, a not insignificant number of which are held by my constituents. Will he tell the House exactly what progress has been made on the vital issue of achieving equivalence, and what remains to be sorted out?

The hon. Gentleman makes an important point. Equivalence is decided by the EU. It is an autonomous process separate from but occurring in parallel with the negotiations. As I mentioned earlier, with the Prime Minister having drawn attention to the slow pace in these processes, we have seen an acknowledgement of that on the EU side. The EU is obviously a sovereign equal and will make its own decisions, but I should say that it helps EU businesses to have access to the broad and deep capital markets that we have in this country. Were the EU to cut itself off from our capital markets and financial services, the cost of EU businesses’ transactions would increase and their shareholders would lose out.

Friend is kept informed.

Q9. Northwick Park Hospital, which serves my constituents, has not met its four-hour A&E target since August 2014. It has been starved of capital investment and it is short of intensive treatment unit beds. It is expected to have close to a £100 million deficit by the end of the financial year—one of the highest in the NHS. When does the Prime Minister expect Northwick Park to receive a little Government love and attention?

The hon. Gentleman raises an important point, but as he will know, the highest-ever number of people attended A&E in this country last month—2 million people. The demand is exceptional, and I pay tribute to the work of NHS staff. As he knows, we in this Government are responding with a record investment in the NHS of £34 billion, and we are recruiting 50,000 more nurses, which will help to deal with that crisis.

I beg to move,

That this House has considered London suburbs and local service provision.

It is a pleasure to serve under your chairship, Mr Hosie. This debate on services in our suburbs is in many ways an SOS, because the voice of the suburbs—the bits at the edges of our cities, rather than those at the centre, or the periphery before the shire counties kick in—has been silenced in current debates about under-investment and fair funding. Instead, considerations of heartlands and the red wall have predominated. I will pose the Minister some questions, and will chiefly address London. However, arguments about suburban neglect by successive Governments apply everywhere outside of the Westminster bubble, in Ealing, Acton and Chiswick, as well as Solihull in Birmingham or Didsbury in Manchester. Those places are all dealing with demographic and economic change, the climate emergency and the housing crisis, among many other issues.

The idea of suburbia under siege might sound contradictory, because unlike “those inner cities”, as Thatcher called them in 1987 when she won for a third time, suburbs are not seen as a problem, so they are not approached in problem-solving terms. Instead, they are left to get on with it, which for the past 10 years has meant dealing with the effects of austerity across the board and across the age scale, with pressures on both youth services and elderly adult social care. Ealing borough has had its budget slashed by 64% since 2010, meaning that it has 36p for every £1 it used to have. Given that its population is approaching 350,000, it is trying to do more and more with less and less, as can be seen from the fact that, for example, five libraries are now going to be community-run. That decision has been forced by dwindling budgets; it is not a choice. Whenever I have asked parliamentary questions about this issue, Ministers always recommend dipping into reserves, which is not a sustainable solution. Once those reserves are gone, then what?

My hon. Friend is already making a strong case, and I know that she will continue to do so. Can I raise with her, and through her with the Minister, the problem of schools in the suburbs? Many of those in my constituency face a challenge in recruiting teachers, particularly maths and science teachers, because inner-London teachers get an additional payment. It is therefore more attractive for new teachers to work in an inner-London school than one in outer London, such as in the great suburb of Harrow.

As always, my hon. Friend is totally right. We were never part of the Inner London Education Authority, as Harrow was not, and the cost of housing in north-west London boroughs is exorbitant. We need rebalancing between the London boroughs, rather than seeing this as just an issue of London versus the rest.

Suburbs were traditionally seen as havens of peaceful prosperity—safe and reassuring, away from the big, bad city—but are now riven by pockets of poverty. Organisations such as the Smith Institute have shown that, partly due to benefit changes, deprivation previously associated with inner-city poverty is reaching the outer suburbs. Two chunks of South Acton ward are among the Ministry of Housing, Communities and Local Government’s most deprived 10%, a statistic arrived at by examining measures such as homelessness, overcrowding and morbidity. Does the Minister accept not only that deprivation exists in suburban London, but that the fair funding review needs to recognise that fact and be future-proofed, so that as suburban areas face new challenges, the funding formula keeps up with them, rather than being based on a crude population calculation?

Employment patterns and demographic trends are recasting suburbs from the parochial dormitory towns they were once seen as into symbols of globalisation. For the 20,608 EU nationals in my seat—that statistic is from an old census, so the figure is probably higher now—Friday’s departure from the European Union will be a moment of profound sadness. The most recent census data shows that Ealing is Britain’s most Polish borough and its fourth most Arab borough, and ending freedom of movement is going to be disastrous for our local businesses. In the Park Royal industrial estate, we have a conglomerate of purveyors of middle eastern food who supply olives and baklava far afield, and they have told me that it is going to be really bad for them.

The stereotypical attraction of suburbia was as an escape from the grime of satanic mills for an easy life: predictable, safe, sometimes even boring. However, a whole set of 21st-century pressures have left suburbs beset by difficulties and insecurity. Crime—itself ever-diversifying, with drug and gang networks and county lines—and fear of crime are top issues on the doorstep, as anyone who knocked on a door during last year’s election will have heard. In 2011, riots hit Ealing, and we have not been immune to stabbings and all of those things, shattering notions of suburban tranquillity.

We used to think of suburbia as a green and pleasant land, but it is also changing in its physical form. Relaxed planning restrictions threaten trees and greenery, with the developer-led “presumption to build” thrust of policy ushering in bulldozers, incentivising high-rise projects and challenging notions of suburbs as low density, which is the kind of thing people used to like about them. I was encouraged to hear in the Queen’s Speech that planning applications will eventually have to prove biodiversity net gain before approval is given—that is, they will need to demonstrate that they are leaving nature in a better state than before. Can the Minister issue guidance to ensure that, as a matter of best practice from here on in, planning committees should be considering that factor?

Plans for the last green field in Ealing Broadway to be concreted and astroturfed over have received a green light, putting protected species of bats at risk and destroying 45 mature trees. This has been hugely controversial locally, across the political divide; they were even labelled “environmental vandalism” by the hon. Member for Rother Valley (Alexander Stafford), the new Conservative MP for that seat. To date, he is still an Ealing councillor, as is the hon. Member for Beaconsfield (Joy Morrissey), another Conservative who opposes these plans. The Mayor of London’s new London plan makes the right noises about protecting green spaces, but it will be put to the test when this matter and others come to his desk. I could pass details of those plans to the Minister. What particularly bothers me is that astroturf in planning terms is considered equivalent to grasslands, although studies show that it is potentially carcinogenic. It is plastic, basically; if it is ingested by species, it is very harmful. It interferes with natural drainage, soil systems and ecology, so those plans need to be looked at.

When a “no to overdevelopment” candidate stood against me two elections ago, declaring “We want to live in Acton, not Manhattan”, I agreed. In fact, he folded his candidacy for me in the end, but still got 150 votes because he was on the ballot paper. I won by 274 votes, so who knows where those 150 votes would have gone? He had a point: a whole list of future horrors is coming the way of Ealing’s planning committee, including a bunch of tall towers at West Ealing that are completely antithetical to the low-rise Edwardian skyline that people love that area for.

Connectivity is a key suburban characteristic. Not only do all roads lead to Ealing, Acton and Chiswick, through the arterial network, but we seem to have every major infrastructure project there, bringing boon as well as bane. The Old Oak super-development opportunity area will, in time, provide 24,000 dwellings and an interchange that will be second only to King’s Cross. HS2 has already compulsorily purchased the neighbouring back gardens of people who live there, who feel that that company acts with no humanity at all. They will basically be living in a building site 24/7 for at least the next decade, and with the ever-increasing price tag of that project, many people are wondering whether it is worth it and whether they will live to see its benefits. The same is true for Crossrail, as well as Heathrow expansion—which, if we are sticking to our climate change targets and accepting that we are in a climate emergency, seems completely nuts, given that Heathrow is the biggest emitter of carbon dioxide in Europe.

Another thing that I have been told when I have asked is that, “You will get a new upgraded Piccadilly line,” which does not seem to be a good deal. I take that line every morning and it cannot cope. It is already an airport transfer route as well as a commuter line. The trains date from the 1970s. It is a far cry from those old adverts about metroland, which told people to leave the drudgery behind and move to Hounslow or wherever, and showed utopian neighbourhoods a comfortable commute from the city.

Shrivelling school and hospital budgets, as my hon. Friend the Member for Harrow West (Gareth Thomas) mentioned, hollowed-out high streets and unaffordable housing with unlet retail units below have turned suburbs into ghost towns. Will the Government’s plans for business rate retention allow councils to intervene to assist suburban high streets?

We may be moving towards the French model of the banlieue, with diverse communities on the outskirts and the rich in the inner cities, as seen in the film “La Haine”. Prohibitive pricing puts any kind of London property out of reach of ordinary pockets to rent, let alone get a toehold on the property ladder. Urgent house building for all tenures and more council housing are needed to reverse the damaging effects of right to buy, which never replenished the secure tenancy stock that was lost. Does the Minister agree that it is scandalous that the national housing benefit bill is £22 billion, dwarfing the £6 billion spent on building homes?

In place of urban stability, transitory communities and churn are features of the suburban landscape, as seen in phenomena such as beds in sheds. Ealing is a borough where families are both dumped by councils from further in London and exported to further out, sometimes within the same borough because it is geographically so big.

It is a pleasure to follow the hon. Member for Worthing West (Sir Peter Bottomley). Let me be the latest Member to congratulate him on his long-running leadership of the campaign for leasehold reform; I am thinking of my constituents who have had to suffer from the mismanagement of their leasehold arrangements by Redrow and Persimmon. The hon. Gentleman’s case for more substantive leasehold reform is well made, and I hope that there will be urgent action on that. As a Member of the Co-operative party as well as the Labour party, I have always supported the principle of commonhold. However, I recognise that we have much to do to establish commonhold as the norm in England and Wales. I hope that reforms will allow that to happen.

I want to concentrate my remarks on the state of our public services and on Brexit. As a proud Co-op MP, I am disappointed, but not entirely surprised, to see once again nothing in a Queen’s Speech about how the Government might want to help the co-operative movement expand. There is nothing to help energy co-operatives expand to grow the usage of renewable energy still further, which is essential if we are to get our emissions down quicker. There is nothing to help housing co-operatives expand to tackle the housing crisis, particularly, but not exclusively, in London. There is nothing to help co-operative schools either.

I share the disappointment of the co-op movement that there is no commitment in the Queen’s Speech to bring forward as a matter of urgency legislation to reform the rules on credit unions. The Government know that there is a growing consensus within the credit union movement on what needs to happen to release credit unions from some of the red tape that holds back their expansion, yet there is no commitment to legislate on that. Some of the legislation that governs other forms of co-operatives dates from the Victorian era and needs to be modernised. Work by the Law Commission and a commitment to legislate for reform would have been timely.

It is the biggest co-op businesses that struggle on occasion to get access to the level of capital that they need to expand, and that is where there is the most urgent need for Government legislation. Withdrawable shares could help the biggest co-ops, such as the Co-op Group, to expand and go to the capital markets without their co-operative status being threatened. Such legislation has been successfully introduced in Australia, and I hope that the Treasury will move forward on this issue in the next 12 months.

As my right hon. Friend the Member for Delyn (David Hanson) set out, the Co-operative party has long supported action to reduce violence against shop workers; his leadership of the effort to get the Government to legislate has been notable. I add my voice to his in hoping that we will see significant Government movement on that very soon.

It feels as if there is nothing in this programme suggesting that the Prime Minister, the Health Secretary, the Education Secretary or the Home Secretary truly have a plan to tackle the crisis in our public services. The crisis in the national health service and social care facing my constituents is the most urgent issue that I want to address. The three major hospitals serving my constituency are all either directly in crisis or clearly exhibiting signs of the huge pressures that they are under. Alternatives to acute care in my constituency and the neighbouring ones are being closed. Three walk-in centres have either closed or are being closed. Primary care in my constituency is under growing strain. GP surgeries report increasing difficulties in recruiting staff, and the users of those surgeries report increasing difficulty in getting appointments. The clinical commissioning group and the trust are millions of pounds in the red and have often been in the red in the past. Nothing suggests that the deficits that they have at the moment are likely to get significantly better in the coming years.

I turn to something that many on these—and, I suspect, the Government—Benches will recognise. Years ago our local council had to give up providing social care to all but the most chronically in need. It is fair to say that it is struggling even to do that successfully, given the shortage of funding in local government. In May, an independent inquiry by clinical experts ruled that Mount Vernon Hospital, one of the three that serves my constituency, can no longer operate safely—that it is unviable and cannot maintain the safety of its patients. It is a 117-year-old cancer hospital. It is so dilapidated and short of doctors and nurses that it cannot provide modern cancer care or even basic elements of treatment, such as consultants undertaking daily ward rounds, new in-patients being reviewed within 14 hours of arrival, or rapid access to diagnostic testing and results.

It is the first time in the history of the national health service that a major facility, specialising in this country’s biggest disease—cancer—now poses a direct risk to patients and has been declared unfit for purpose. It was therefore astonishing that when the Health Secretary recently announced funding for building six hospitals and for work on a bunch of other hospitals, Mount Vernon Hospital was not included in the mix. I hope that we will shortly hear some sense of a plan for investment in Mount Vernon Hospital to keep the hugely valued cancer facilities there, which until now have been hugely successful. There is a huge affinity with the hospital and its staff, and it urgently needs the Government to show it a little care and attention.

Central Middlesex Hospital serves my constituents in part and it also needs a little love and attention from the Government. Only 10 years ago, after considerable investment, it was being marked out as the future for the NHS—a hospital able to get people in and out very quickly. Ten years on, its accident and emergency department has closed—permanently, some five years ago—and now its urgent treatment centre has closed at nights. Many in its vicinity worry about what is coming next.

The major acute hospital serving my constituency is Northwick Park Hospital, which is under huge pressure. Northwick Park Hospital last met the four-hour accident and emergency target—95% of attendance lasting no longer than four hours—over five years ago, in August 2014. For the first half of this year, from April to September, demand for A&E services was up again, by 4%, which is vastly higher than the average of 0.2% across the rest of London. Occupancy rates for bed usage across the trust are above the national average. Staff vacancy rates appear to be significantly above the national average too, at almost 20% for medical staff and over 13% for nursing staff. Porters, cleaners and caterers, who do such essential jobs, are being paid less than the London living wage, while the chief executive of the company they work for, Medirest, has a salary of over £1 million. It is hardly surprising that the staff should be contemplating industrial action.

It is, however, the scale of backlog maintenance at Northwick Park that particularly bears highlighting. According to its risk register, over £38 million is needed to tackle the high and significant risks that have been identified around the Northwick Park estate.

Some seven years ago, Ministers and Conservative Members of Parliament decided to use north-west London as a health experiment and brought forward a document, “Shaping a Healthier Future”. Over six years, they set out to close a number of A&E departments and spent over £75 million on consultants. This was going to be the way in which other services, including those that serve my constituency such as Northwick Park, were going to see additional investment. No additional investment has been forthcoming. After huge campaigns, two of the four A&E departments that Ministers wanted to shut, Ealing and Charing Cross, have been saved. However, Hammersmith and, as I alluded to earlier, Central Middlesex, have closed. It is difficult to see what has been achieved to make things better for my constituents directly, other than increasing demand on our acute hospital.

To be fair, some of the original analysis in the “Shaping a Healthier Future” programme was prescient, even if the resulting strategy was deeply flawed. We have a significantly growing population. There are huge health inequalities in our area. We have an ageing population and modern lifestyles are exacerbating some of the care needs that my constituents face. “Shaping a Healthier Future” did set out a need for significant new investment and a bid for over £500 million was submitted to the Department of Health and Social Care and the Treasury last year. Included in that were efforts to tackle the maintenance backlog across all the hospitals in north-west London, including Northwick Park, which serves my constituency. That bid was rejected last summer and, so far, nothing has been brought forward in terms of significant new moneys to tackle the issues that “Shaping a Healthier Future” originally identified.

Seven years ago, the authors of that document were a little prescient in that they wrote:

“Unless things change, we predict that most hospitals in NW London will end up in financial difficulties.”

That has certainly been proved right for Brent and Harrow. London North West University Healthcare NHS Trust, which runs Central Middlesex and Northwick Park hospitals, is over £30 million in the red. Harrow clinical commissioning group, which serves my constituents, is over £40 million in deficit. It has been in deficit since it was first set up and no one expects that to change any time soon unless there were to be, as there should be, a significant increase in funding for the NHS. What is even more worrying is that London North West University Healthcare NHS Trust, to try to reduce the scale of its deficit, had to sell off land owned by the NHS.

The particular issue that my constituents have noticed in the crisis in NHS care is the closure of walk-in centres. In November last year, Alexandra Avenue walk-in centre closed. It had been open from 8 am to 8 pm, 365 days a year, allowing people in my constituency to walk in off the streets and see a nurse or a doctor usually within 15 or 20 minutes. Belmont walk-in centre, which serves the constituency of Harrow East primarily as well as some of my constituents in Wealdstone, is set to close at the beginning of next month. The Pinn medical centre, which serves the northern part of my constituency but is located in Pinner, Ruislip and Northwood, is being earmarked for closure, too. There is a funding crisis in the NHS and it needs to be sorted as a matter of urgency, in particular in my constituency.

It is now seven years since we had a police force in Harrow that was recognisably up to the task of tackling violent crime and antisocial behaviour. Then, we had a sergeant, two constables and three police community support officers in every ward of my constituency. The Mayor of London has done what he can do to make sure there are dedicated police constables and a PCSO in each ward, but £1 million extra a year needs to go into the Metropolitan police budget if we are to be able to return to having dedicated neighbourhood, ward-based teams with sufficient officers to tackle crime.

I echo the concerns of other Opposition Members about our future relationship with the European Union, which is the big issue dominating the Queen’s Speech. I am a pragmatic pro-European. As a Minister who went to Brussels on what sometimes felt like more than a regular basis, it was not always easy to feel passionate about the European Union. One saw it up close, warts and all. However, when one stands back from those occasional frustrations, the case for staying in the European Union remains compelling: our economy is stronger, our security is enhanced and our influence on the world stage is much greater.

Following the referendum result, I voted to respect that result by triggering article 50 to allow formal negotiations to begin. However, every Brexit scenario advanced by the Conservative party suggests that our economy would be significantly poorer and our influence on the global stage much more limited. My right hon. Friend the Member for Delyn rightly alluded to the fact that until our future relationship with the European Union is resolved crucial elements of the security of our country remain very substantially at risk. To his list, I would add the issue of people smuggling. We have to co-operate across the European Union to tackle the gangs who try to transport people illegally into our country.

A no-deal Brexit is without question the worst of all the Brexit scenarios that have been advocated. One heard last week the statement by the president of Nissan that there may well not be a future for Nissan in the UK under a no-deal Brexit scenario. Manufacturers giving evidence to the International Trade Committee, on which I have the privilege to sit, set out the huge damage to the steel sector a no-deal Brexit would deliver. There is, perhaps, a compromise to be had. It requires the current occupant of No. 10 to be a little bolder in taking on the European Research Group on his own Back Benches and to agree that any deal he negotiates must be put back to the British people. Then and only then should we have the election that I suspect we all want, on both sides of the House.

I agree with my right hon. Friend the Leader of the Opposition that this is an odd time to be having a Queen’s Speech. It does not answer any of the significant challenges facing our country and I look forward to opposing it next week.

I beg to move, That the Bill be now read a Second time.

I am delighted to present the Bill, the purpose of which is simple: it will remove the criminal penalty for not responding to new census questions on sexual orientation and gender identity, which means that these questions will be voluntary. The Office for National Statistics recommended that these questions only be asked of those aged 16 and over and, importantly, that they be voluntary. The Bill enables that by following the same method used to make the question on religion voluntary in the Census (Amendment) Act 2000, which is by removing the criminal penalty for not responding to census questions on sexual orientation and gender identity.

Following consultations with the Northern Ireland Office and the Northern Ireland Statistics and Research Agency, we have extended the Bill to Northern Ireland. The Bill does not require either question to be asked in the 2021 census, but it does extend the voluntary nature of the questions should Northern Ireland decide to include either question in the 2021 census.

The 22nd national census is due to be carried out in March 2021, and that will be provided for by secondary legislation in the normal way. This Bill is distinct from that secondary legislation. It simply ensures that, in delivering on the White Paper’s proposals, the ONS can include these new questions on a voluntary basis. I want to make a couple of brief points on how that voluntary nature is guaranteed.

I support the thrust of what the Bill is designed to achieve. However, many of my constituents are concerned that the Bill does not seek to achieve more wide-ranging change by allowing both Jains and Zoroastrians—both internationally recognised religions—to be properly recognised in the forthcoming census, which would end the historical under-reporting of the number of people who subscribe to those religions in the UK.

I thank the hon. Gentleman for his point, but I would just say that everybody who wishes to identify, for example, as Jain in the census will be able to do so. They will be able to use the write-in option and a new search-as-you-type facility. The Jain populations are concentrated in a small number of local authorities, which we know, and the ONS has committed to work with local groups and organisations to ensure that anyone who wishes to identify as Jain knows how to do so.

First, the ONS has committed to ensure that the voluntary nature of the questions on sexual orientation and gender identity are made clear in its design for the census forms in England and Wales—both on the front pages of the forms, and alongside the questions themselves.

Secondly, respondents will be provided with a unique access code to the online census, and anyone aged 16 years and over will be able to request a code, or paper form if answering offline, who wishes to respond privately. This will enable people to answer the census, including these two questions, without having to tell the person completing the household form that they have done so. Any individual answers will override any submitted on the household form. That is vital to protect people’s privacy.

Thirdly, census confidentiality remains of the utmost importance. All personal data collected by the census will be stored confidentially and not released for 100 years. This Bill delivers on the White Paper’s proposals to include new questions on sexual orientation and gender identity in the 2021 census, and on a voluntary basis. I urge all Members to join me in supporting this simple and worthwhile legislation, and I commend this Bill to the House.

I thank the right hon. Gentleman for his introduction, and I also thank the Parliamentary Secretary, Cabinet Office, the hon. Member for Torbay (Kevin Foster), for his willingness, once again, to work with me and our side openly on this important legislation, which is greatly appreciated. I have to note, when I look across the Atlantic and see the difficulties the racist President Trump is having about his citizenship question in the United States census, that the Minister here has surely shown how to get a census Bill through the House by working, as they say in the United States, across the aisle.

The aim of this Bill is to provide for voluntary questions on sexual orientation and gender identity to be asked in the England, Wales and Northern Ireland censuses. Crucially, this Bill renders questions concerning gender identity and sexual orientation voluntary, as the right hon. Gentleman has outlined. I think we can all agree that it would be totally inappropriate to compel someone to answer a deeply personal question about their sexuality or gender identity in the census. However, at the same time, these are vital questions that reflect better the modern UK and how we address the needs of a long discriminated against section of society.

Labour supports this Bill on the basis that any census must be LGBT+ inclusive. Recognising gender identity and sexual orientation as core aspects of personal identity in official statistics is a step forward in the fight for LGBT+ equality. It gives individuals the opportunity to identify themselves however they choose in this important civic event. Indeed, the Opposition support this change as a point of principle. This tick box clearly demonstrates that, as a society, we value LGBT+ inclusivity. As a party, we have always fought for minority rights. Progressive equality legislation is part of Labour’s history. Labour brought in the Equal Pay Act 1970, the Sex Discrimination Act 1975 and the Equality Act 2010, and we introduced the minimum wage and Sure Start. We support this Bill in the spirit of inclusivity and equality, strengthening a proud history within Labour of fighting for minority rights.

This change is not only symbolically important, but practically necessary. Gathering the required data to properly understand and support the LGBT+ community is vital. Information derived from the census helps us to inform policy, plan services and distribute resources effectively to local government and health authorities, and enable these resources to be directed where they are needed.

Of paramount importance is the acquisition of accurate data to address inequalities facing minority groups. Accurate data about the size and characteristics of the LGBT+ community are currently severely lacking. Small-scale surveys struggle to grasp the whole picture, producing significantly varied estimates of the size of the LGBT population. Without an accurate picture of the size or nature of any minority community in society, how can we provide the necessary targeted support and services they need?

We are talking about a community that is in particular need of support: LGBT+ people have worse mental and physical health outcomes on average than the rest of the population. In particular, suicide rates for gay and bisexual youth are significantly higher than for their heterosexual counterparts. It is not just the youth who are suffering; older LGBT people suffer disproportionately from social isolation and a lack of social support networks. It is only through accurate data about minority populations that agencies can begin to properly address the inequalities faced by LGBT people. The census has the advantage of being a whole-population count and can therefore build a representative and accurate picture of the whole country.

Privacy is always a matter of concern when discussing these topics. I commend the work that has been done by the Parliamentary Secretary, his officials and the ONS to consider people’s privacy when a family member is completing the census form. Any member of a household will be able to request their own individual census form if there is information they do not wish to disclose to the householder, such as gender identity, sexual orientation or a change of religion. These are clearly issues that we must be aware of and sensitive to when carrying out a census.

Labour has a proud record of championing the fight for LGBT equality. We abolished section 28, equalised the age of consent and created civil partnerships, and it was with Labour votes that equal marriage became law. The Opposition are committed to taking radical steps to improve inclusivity in our society. The inclusion of a gender identity box in the census is an important step in this direction, but there is still a long way to go, particularly in the area of LGBT inclusivity. We are still not free from bigotry as a society. Issues such as lack of education, unequal access to public services and levels of LGBT hate crime and mental health remain barriers to full equality.

By way of illustration, recently in my own county, Bob Fousert, the chair of the police and crime scrutiny panel, attacked our deputy chief constable, Julie Cooke, for wearing a rainbow lanyard in support of LGBT rights. He said it was a political statement. Well, if standing up against hate crime is a political statement, then yes, it was a political statement. His appalling comments were condemned, including by David Keane, the police and crime commissioner. I wrote to Deputy Chief Constable Cooke, who leads nationally for the police on LGBT issues, to offer my support. Mr Fousert had to resign as chair—and good riddance. I recount this story because, in the same week that those comments were made, there was a well publicised attack on a lesbian couple on a bus in London and a vicious homophobic attack in Liverpool. We may have made progress in the last couple of decades, but we are not there yet.

The Opposition have been calling for a particular focus in this census on homeless LGBT+ communities. The position of LGBT+ homeless people warrants particular attention in this discussion, not least given the shocking statistic that up to 24% of the youth homeless population are from the LGBT+ community. Clearly, we are far from solving the issue of LGBT+ discrimination. Young homeless people continue to be one of the most disenfranchised and marginalised groups in society, but young LGBT people are particularly isolated. The Albert Kennedy Trust reports that LGBT homeless youth are highly likely to have experienced familial rejection, abuse and violence, leading to their state of homelessness. In many cases, homophobia is the reason why they became homeless. LGBT+ homeless people are regularly at the receiving end of shocking levels discrimination and abuse.

Homelessness in any form makes people more vulnerable to other risks, such as mental health problems. The unprecedented rise in homelessness under the current Government is a national disgrace, yet more and more people continue to be forced on to the streets by the Government’s policies—from welfare cuts to a lack of investment in social housing. Homelessness charities have reported a rise in homelessness of up to 169% since 2010. The Government hold a direct responsibility for the perpetuation of this national crisis. It is time the Government looked to the root causes of rising homelessness, and invested in more affordable homes and stronger rights for renters.

What is more shocking is the direct ramifications that austerity cuts have had for the LGBT+ voluntary and charity sector, given that public funding provides such a large proportion of overall income. This in turn further isolates LGBT homeless people. Not only do the Government need to support specialist LGBT services to allow greater access to more safe, accessible and affordable accommodation, but, above all, to fight for wider recognition of the issues that LGBT homeless people face.

Labour has pledged to tackle the bullying of LGBT young people by ensuring that all teachers receive initial and continuous training on LGBT issues experienced by students and how to address them. Furthermore, we fully support changes to the new guidance for relationships and sex education to ensure they are LGBT inclusive. Therefore, we believe that this census must make a particular effort to give LGBT homeless people the opportunity to contribute to this important civic exercise. Their inclusion will enable us to build an accurate picture of the number of people from the LGBT community living without a permanent address. It is only through an awareness of the scale of the issue that support and aid can be effectively targeted towards the most vulnerable communities.

Furthermore, there is a particular danger that all homeless people, whether rough sleepers, sofa surfers or, especially, LGBT+ people, could be undercounted. There must be a particular effort by the ONS to ensure that those communities are reached on the day of the census. There are dangerous consequences of an undercount, which would play into the hands of those who would prefer to ignore the LGBT+ community and reverse progress towards equality.

My hon. Friend is making an extremely good speech, which I strongly support. Will he join me in encouraging the ONS to look again at the representation of Jainism and Zoroastrianism in the religion section of the 2021 census? Notwithstanding the slight movement in progress alluded to by the Minister without Portfolio, the right hon. Member for Great Yarmouth (Brandon Lewis), in relation to the provision of a drop-down box, there is a genuine concern among the leaders of both faith communities that there will continue to be a significant under-reporting of the number of Jains and Zoroastrians living and adhering to their faith in the UK.

My hon. Friend has been pushing this issue with perseverance and resilience. Representations have been made to the Minister by those and other religions and ethnic groups. It may well be that this issue is considered in Committee or on Report, or, if it is not included in the scope of the Bill, then later on when we come to the census. I look forward to reading any proposals my hon. Friend brings forward.

Returning to the homeless count, I am grateful to the Minister for assurances that the ONS will work with organisations representing LGBT people and charities, to locate hard-to-reach communities and ensure they are given the opportunity to complete the census. I understand that the ONS is organising both national and local campaigns to highlight that everyone in England and Wales should complete the census. Community engagement programmes will allow field teams to specifically target hard-to-reach communities and help minority groups with census completion.

Working with stakeholders throughout this process is vital, particularly when it comes to drafting specific questions for the census. The drafting of the questions and the accompanying guidance must be subject to extensive consultation with a wide range of stakeholders from across the LGBT community and women’s groups. I understand that my noble Friend Baroness Hayter made that important point via an amendment in the other place.

We are pleased to support the Bill, which is a step forward in the fight for LGBT+ recognition, and to ensure that the mirror we hold up to ourselves in the form of the census portrays an accurate reflection of all parts of our nation. It is vital that thorough consultation follows the passage of the Bill to ensure that these words are carried forward into action. Given the richness and range of data provided by a survey of this size, the 2021 census provides us with an exciting opportunity to gather accurate data about minority communities, and to plan services and distribute resources accordingly.

Back Benchers should stick together and, therefore, I strongly support the hon. Gentleman’s desire to amend the Bill to enable a longer debate about Cornish identity being included in the 2021 census. If I am sympathetic to him, will he be sympathetic to me and help me to find a way to amend the Bill to ensure that Jains and Zoroastrians, who are recognised as world religions by the United Nations—not merely by the Council of Europe, which he prays in aid—also have their concerns properly recognised?

I have been inspired to speak in the debate by the contribution of the hon. Member for St Austell and Newquay (Steve Double). I agree with him about two things. The first is his strong support for the Bill; as I indicated in my two interventions on the Front-Bench spokesmen, I think they are right to bring in and strongly support the Bill. I also echo the praise from the hon. Member for St Austell and Newquay for the tremendous job of work that the Office for National Statistics and all its staff do. However, I share his frustration that, with one or two questions that have faced the ONS in preparing for the 2021 census, its temptation has been to see them as a little local difficulty and perhaps not to take them as seriously as it might. I recognise that concern.

Order. I have made it very clear that this is a very narrow Bill. I have allowed considerable leeway, and I have allowed the hon. Member for Harrow West (Gareth Thomas) to make three very long interventions—[Interruption.] Oh, was it only two? I have allowed him to make two very long interventions, because I thought that he was not going to make a speech. Now he is making a speech on a subject that I have said is not within the scope of the Bill. I hope that he will not seek to go further down that line. The Bill is about sexual orientation and gender identity.

In deciding the questions for the census, the Government will be guided by the technical recommendations of the ONS. Of course, the House and Parliament will need to decide on the questions in the census via the orders that will be introduced later this year, but the Government will continue to be guided by the ONS.

Will the Minister ensure that the orders to which he has just referred, which would allow the inclusion of questions about national identity and about Jainism and Zoroastrianism, are debated on the Floor of the House? I will come back to the hon. Gentleman after a discussion via the usual channels. We are talking about a hybrid order of a unique nature, some of which will be amendable and some not, but we will certainly make sure that that is discussed. I thank him for the constructive meeting that we had about his concerns relating to his constituency.

When it comes to Cornwall, I can understand why we had a religious story—not least because Cornwall is located next to God’s own county, Devonshire. We will have an opportunity to debate that further in secondary legislation, but the Government are guided by the ONS.

I turn to homelessness, which was one of the main issues raised during the debate. The ONS is working with stakeholders such as Homeless Link, Shelter and St Mungo’s to develop plans to allow those who are experiencing homelessness to take part in the census. That will include work around census day, because not everyone will necessarily be in a particular shelter on the evening of the census. It will also include engagement with those connected with the LGBT sector to make sure that the census is thorough and counts everyone in.

This is a very simple piece of legislation, which does not direct that any questions should be in the 2021 census; it merely sets out that questions on those two subjects should be answered on a voluntary basis. That will ensure that vital information on both issues is captured, but that no one is forced to disclose it if they do not wish to. I therefore urge colleagues to support the Bill, and I commend it to the House.

The Prime Minister will surely recognise that the economic uncertainty around Brexit, which is motivating many businesses, particularly those trading in services, to disinvest in part from the UK, is related not only to the events—or not—that are approaching in terms of 29 March, but to the nature of the future trade deal that Britain negotiates with the EU. Given that there is no certainty that Britain will be able to negotiate that trade deal by the end of the transition period coming up, should we not extend article 50 for longer than the three months she has suggested to allow more time for those meaningful future trade negotiations at least to get started properly?

The detail of that trade deal for the future and the future economic and security partnership cannot start to be discussed until we are a third country: it cannot start until after we have left the EU. So extending article 50 does not enable those detailed legal discussions to take place; it merely means that they would be further delayed. [Interruption.] It is true.

Tomorrow marks one year on from the Grenfell Tower fire. I know that Members on both sides of the House will join me in saying that this unimaginable tragedy remains at the forefront of our minds. On Monday, I had the privilege to attend the very moving vigil in memory of those who were lost that night, and I was honoured to take part in an iftar with members of the local community. Let me again reassure the House that we are doing everything we can to see that the survivors of Grenfell get the homes and support that they need and the truth and justice that they deserve.

I would also like to take this opportunity to wish the England men’s football team the very best in the upcoming World cup.

This morning, I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.

I am sure the whole House will want to echo the Prime Minister’s comments about the Grenfell tragedy 12 months ago. My constituents certainly will want me to echo her good wishes to the England football team.

Last year, the top five co-operatives in our country paid more than four times the corporation tax of Amazon, Facebook, eBay, Starbucks and E.ON. I am sure the Prime Minister will want to praise the patriotism of those who have signed up to the Fair Tax Mark campaign. Might this not be an opportunity to encourage the Department for Business, Energy and Industrial Strategy and the Treasury to take a more proactive and supportive interest in the growth of co-operative and mutual businesses?

I thank the hon. Gentleman for his comments about his constituents’ support and thoughts for all those affected by the Grenfell Tower fire.

On the issue of taxation, the hon. Gentleman may have noticed that Her Majesty’s Revenue and Customs has been requiring some of the large companies that he referenced to pay more tax and has ensured we get that tax from them. It looks fairly across all types of institution that operate in this country.

That this House has considered the contribution of cooperatives to the economy.

It is a pleasure to serve under your chairmanship, Mr Hollobone. I am pleased to be here with colleagues from across the House, and with many fellow members of the Co-operative party, to discuss this important issue. I stand here not only as a member of the Labour party but as a Co-operative MP, along with many other colleagues here. I am pleased to work with colleagues across the legislatures, councils and different political institutions of the United Kingdom to stand up for co-operative values and the co-operative ideal in our politics, which enjoy support even from non-Co-op members. I am glad to see representatives from other parties here, and I am sure that they will make some excellent contributions. There are 25 Co-op MPs, 1,500 councillors, three police and crime commissioners, eight Members of the Scottish Parliament and 11 Assembly Members, but many others also share our ideals and interests.

Members may be aware that the timing of this debate is no coincidence. We recently celebrated Co-operatives fortnight, which ran from 18 June to 2 July. Co-operatives fortnight brings great attention to the issues every year, as do numerous other events throughout the country and indeed around the world. Co-operatives fortnight is a time when co-operatives up and down the country remind people of the many good reasons why we should all choose the co-operative model and of the significant impact that co-operatives have had for many years and continue to have on the British economy.

That is important to recognise, as we are going through difficult times both politically and for business and the economy. Unfortunately, as always, the difficult cases and mistakes made by some businesses tend to predominate. The BHS crisis, the scandals involving non-payment of tax and lots of other issues have dominated the business and economic agenda in recent months but, overall, we should be proud of the success story that surrounds the role of co-operatives and mutuals in our economy. That is what I wish to draw attention to in my remarks.

The movement has seen incredible growth over the past number of years. The number of people who own and control the UK’s co-operatives has grown by more than 10% to 17.5 million, nearly a quarter of the UK population, meaning that the number of co-operative members continues to outstrip the number of regular shareholders in the UK. The sector is set to benefit further from the recent Co-op Group announcement that it wants to add 1 million new members over the next five years. It is important to make it clear that, although the Co-op Group tends to dominate the news that we hear about the co-op sector in the UK, it is not the whole sector. The sector is much wider, more diverse and more extensive than just its most well-known brand name.

Overall, the co-op sector has grown by £3.5 billion over the last five years. That growth is accounted for by a combination of success among retailers such as John Lewis, the Midcounties Co-operative and the Central England Co-operative, and steady growth in the agricultural sector. It is worth noting some of the largest sectors within the co-operative economy by number of co-operatives and turnover: agriculture, which has 416 co-ops with a turnover of more than £5.8 million; retail, which has 505 co-ops with a turnover of £24.3 million; sports and leisure, which has 2,890 co-ops; and health and social care, which has 88 co-operatives and a very large turnover.

That is matched by more than 225,000 jobs created in the co-operative economy throughout the length and breadth of the UK. We should applaud and welcome that, recognising that many of those jobs are in thriving businesses that provide a huge role for employees as well as co-op members. They often offer excellent pay, conditions and involvement in the direction of where the co-operative goes, not just the employer/employee relationship of many traditional businesses.

Co-operatives and mutual societies play a pivotal societal, social and economic role throughout the UK. They are created, governed and run by members, and set up by members for members. The idea of membership-led engagement is the distinguishing element that makes co-operatives and mutual societies different from other legal entities, and it is unique as far as participation in economic life is concerned. It is important to recognise that because a mutual society is created and managed to fulfil its members’ needs, it inherently pursues long-term goals. That pursuit of long-term goals marks mutuals as reliable, stable and durable elements in many sectors of the economy.

I know that my hon. Friend was a strong supporter of the Co-op party’s successful campaign during the last Parliament for the Government to establish a military credit union to help protect our military personnel and their families from being exploited by payday lenders. Does he think that this debate might be a good opportunity to hear from the Minister about what progress there has been in terms of people joining the three credit unions established to help military personnel?

That is a crucial point. My hon. Friend, who has been a leader on the co-operative ideal in this Parliament, across the country and within the Co-operative party itself, led the campaign for a military credit union. I would certainly be interested to hear from the Minister about that. As a member of a credit union myself—Cardiff and Vale Credit Union—I know that many Co-operative supporters also belong to and promote credit unions in their communities. I also recognise that fair lending and fair access to finance can help different sectors: particularly, as my hon. Friend pointed out, veterans and those serving in our armed forces. It is crucial that they do not fall prey to the payday lenders who create such a problem in our economy.

We have seen progress not only in fair lending but in fair tax, an issue on which the co-operative movement has shown leadership. It is worth noting, and the House will be interested to know, that Britain’s top five co-ops pay more UK tax than Amazon, Facebook, Apple, eBay and Starbucks combined. That is very much in line with where the public stand. Only 34% of the British public believe that most big businesses in the UK pay their fair share of tax, and, sadly, just 6% trust a company of any size to provide accurate information on the tax that it has paid. Recent research undertaken by KPMG shows that trust in companies’ approach to tax is the fourth most significant factor in how much overall trust an individual places in a company or brand.

The Fair Tax Mark campaign has been established to set a new standard in responsible tax practice, from the smallest shop to the biggest multinational. The pioneers of the campaign have, as we would expect, been co-ops and social enterprises. From the beginning, the Co-operative party, Co-operatives UK and Social Enterprise UK have been highly supportive of the fair tax mark. I am proud to say that the Co-operative party is the first political party to achieve the mark. That is something that we could all aspire to. Co-operative retail societies such as East of England, Midcounties, the Co-operative Group and Scotmid have also achieved the fair tax mark. It is clear and evident that co-operatives have seized the opportunity to benefit from the public’s willingness to punish tax avoiders.

The co-op movement’s enthusiasm for adopting fair tax policies further demonstrates that the co-operative model is an inherently social and responsible form of business. I would certainly be interested to hear from the Minister what lessons he thinks there are for the rest of the economy in the example being set by co-operatives and those leading the Fair Tax Mark campaign. Achieving the mark certifies that a company is making a genuine effort to be open and transparent about its tax affairs and pays the right amount of corporation tax at the right time and in the right place. I am proud of the work done on that.

Co-operatives clearly provide new and innovative solutions to some of the other challenges of our changing economy, one of which is the growing number of self-employed workers. There are now more self-employed workers than at any time since modern records began. Some 4.6 million people, around 15% of the workforce, are now self-employed. Data from the Office for National Statistics show that two thirds of new jobs created in the UK in recent years are down to self-employment. Current projections are that by 2018 self-employed people will outnumber those working in the public sector. That is a huge challenge for Government, for tax authorities and for trade unions, but a challenge that the co-operative movement has risen to. Self-employed workers often do not enjoy the employment rights and protections at work or any of the implicit services associated with being an employee, such as payroll or workplace insurance, let alone such things as pensions or sick pay. They also face additional challenges related to being paid on time, the right to contracts and so on. As we all know, self-employed workers often end up being some of the lowest-paid and most put-upon workers in the country.

With that in mind, it is particularly interesting to note that throughout the country freelancers and self-employed people are coming together to form co-operatives for shared services, in some cases with support from entrepreneurial trade unions that see the opportunity to support members who are self-employed, not just those who are employed in traditional workplace arrangements in larger businesses.

I have some interesting examples. In Wales, the Oren Actors Management co-op allows actors to work between roles as agents for other co-op member actors, marketing their services—a two-way process in which they mutually support one another. That is a very good example of co-operative principles in practice. In Swindon, 50 music teachers have come together to form a co-op to market their services to schools with support from the Musicians Union, with which I enjoy a proud association—indeed, I should state for the record that my register of interests shows that I have enjoyed support from it in the past. The Musicians Union does an excellent job in that respect and I am very excited to see it working to help self-employed music teachers. In London, interpreters came together in a co-op in November 2012 after changes in their terms and conditions when the firm Capita took on the contract to provide interpretation services in judicial courts. I do not want to get into a lengthy debate about Capita and its good and bad aspects, but that is a fascinating situation of a co-op of interpreters coming together.

Compared with practice in some countries overseas, these initiatives are only in their infancy. They have to potential to grow tremendously, like other models witnessed in other parts of the world. I am certainly interested in whether the Minister thinks we could play a bigger role in promoting best practice and supporting such initiatives from other countries. In the United States, for example, Freelancers Union, which was formed for the self-employed, has attracted over 280,000 members. In the Netherlands and Spain, general unions for self-employed workers have emerged and developed since the late 1990s and provide a range of services as well as representation. The Assemblée Nationale in the French Parliament has also introduced legislation, which came into force this January, to recognise the role of 72 business and employment co-operatives, supporting members with accounting and access to the sickness pay and benefits of conventional employees.

It is worth highlighting that the Wales Co-operative Centre, another body with which I enjoy a close association—I work closely with its head, Derek Walker, locally—and Co-operatives UK have recently published the “Not Alone” report, which sets out some key findings on how the co-operative movement and trade unions can come together in the UK to build support for self-employed workers.

It is a pleasure to take part in this debate and I join my hon. Friend the Member for Redcar (Anna Turley) and other hon. Members in praising my hon. Friend the Member for Cardiff South and Penarth (Stephen Doughty) on securing this Back-Bench debate. He and my hon. Friends the Members for Liverpool, Wavertree (Luciana Berger), for Neath (Christina Rees) and for Redcar ranged strategically in their contributions across the co-op sector. I do not intend to do that, but hope to pick out one or two particular issues to press the Minister on.

I welcome the contribution of the hon. Member for Wycombe (Mr Baker). I am not sure I would have travelled the same path to get to the enthusiasm for co-operatives and mutuals that he described, but I recognise that his commitment to the sector is genuine. I will not say any more—I do not want to damage his prospects for advancement today—but it is good to have a Conservative speaking up for co-operatives as well. Normally, it is left to Labour Members, so it is a welcome change.

One area in which the hon. Gentleman and I have co-operated is advocating for co-operative change to the way that some of our major public service institutions are currently governed. I wonder if I might encourage the Minister and shadow Minister to take an open-minded view of the proposals to turn Channel 4 and the BBC into mutuals. What do I mean by that? I mean allowing those who watch Channel 4 and those who pay the BBC licence fee to become members and therefore to have a vote on who should sit on the board of those bodies—putting the public back into two critical public services.

I also hope that, in time, we will see the new Mayor of London seek to do the same with Transport for London, giving commuters the chance to vote on who should sit on its board alongside the Mayor. In that very direct way, people who depend on these vital public services will have more influence over their direction and future strategy.

May I just assert my complete support for the idea of mutualising both Channel 4 and the BBC? Channel 4 would be an enormous mutualisation, but a much smaller one than the BBC. I would encourage the Government to look very seriously at recapitalising ordinary people by giving them the opportunity to take a real ownership stake in those very important public institutions.

Having ruined my own career, and probably his too, by praising the hon. Gentleman, let me move on to other areas that we have not discussed prior to the debate.

One of the things that many co-operative businesses active in their communities point out is the way that the internet is changing the nature of retailing. By definition, many internet retailers do not have large property footprints in particular communities and therefore pay substantially less in property tax than those who are offering a direct service on high streets in communities up and down the land. I support the call of many in the co-op retail movement for a review of the business rates they have to pay by comparison to the taxes that online businesses such as Amazon have to pay at the moment, which are substantially less.

In my earlier intervention on my hon. Friend the Member for Cardiff South and Penarth, I raised the potential contribution of the military credit union. I hope Ministers in the new Government will go further than just support for a military credit union and will recognise the huge benefits of trying to extend credit union membership. In particular, I would like to see a right to save, so that anybody who wants money deducted at payroll and sent to their credit union should be allowed to make that request and have that implemented without question. At the moment, it is at the discretion of the employer. Everybody knows that this is a service that can be offered incredibly cheaply by employers, but it is a matter of will. The very best employers do it, but sadly too many do not. Perhaps putting a right to save on the statute book could help to boost membership of credit unions.

I have always very much supported the idea of a British version of the Community Reinvestment Act, which would place a requirement on major banks to account for the services that they provide to the communities from which they take deposits. When those major banks leave those communities and shut branches, there should be an obligation on them to continue to work there, albeit perhaps through credit unions or other community banks operating there. That legislation works extremely well in the United States and is long overdue here in the UK.

I add my voice to those who have called for a profit-sharing requirement on big companies. There is merit in the French idea that 5% of profits should be shared among those employees who have helped to create that profit in the first place. That would seem to be one further way in which we could create an economy that works for all. I commend my hon. Friends and other hon. Members who have participated in this important debate.
