I will ensure that the shipping Minister knows about the hon. Gentleman’s wish for the strategy to be published as soon as possible. I hope that the hon. Gentleman will welcome the Ministry of Defence’s commitment to spend more money on building new ships in Scottish shipyards, which will maintain the jobs and expertise that he rightly celebrates.

I recently spoke to the CEO of Pernod Ricard, who informed me that the Chivas Brothers site in Paisley will close in three years. I learned yesterday that while the workforce consultation is in its infancy, the company has applied for permission to demolish part of the site. May we have a debate on employment rights to ensure that such applications can take place only after a consultation has concluded?

As the hon. Gentleman will acknowledge, this is a clearly a commercial decision for the company concerned, but the company must, of course, act in accordance with UK and European employment law as it goes about such things. An Adjournment debate might give the hon. Gentleman the opportunity to highlight this important local issue.

My right hon. Friend the Transport Secretary is currently considering the priorities that he wants to set for transport infrastructure in the years to come. Meanwhile, my right hon. Friend the Chancellor of the Exchequer is preparing his autumn statement, which will address some infrastructure issues. I hope that we shall be able to provide greater clarity, not just for the hon. Gentleman but for the whole House, before very much longer.

Following the results of a BBC Radio 5 Live survey in which 8% of football fans said that they would stop following their teams if they signed a gay player, and the unfortunate comments of the chairman of the Football Association, who has advised people against coming out as gay at the moment, may we have a debate on homophobia in football and in male team sports more generally?

I think that if the hon. Gentleman has an opportunity to raise his concern during the forthcoming session of questions to the Secretary of State for Culture, Media and Sport, he will find that Ministers wholeheartedly endorse his call for homophobia, and, in particular, the expression of some pretty vile homophobic sentiments and slogans, to be driven out of sport altogether. It has no place in sport.

I would deplore the behaviour that the hon. Gentleman has described. Many off-road bikers observe the law and accept their responsibility, when enjoying their pastime, to respect the rights and economic interests of the people who manage and live in the countryside. I hope that the particular problem he described can be sorted out locally with effective work by the police and local authorities, but I am sure that he will find opportunities to raise the matter further in the House if that is not possible.

Yesterday colleagues and I met the Immigration Minister to discuss plans to build a new short-term immigration detention centre in my constituency while the Dungavel facility is closing. That would result in moving detainees hundreds of miles—

May we have a debate on the UK Government’s detention policy, which results in the UK detaining more people than anywhere else in Europe?

I am grateful to the hon. Gentleman for bringing that serious matter to the House. I express my sympathy with his constituents who have gone through this horrific experience, and with their families. The matter that he raises crosses the border between the Department for Business, Energy and Industrial Strategy and the Department for Work and Pensions, in respect of benefits and sickness pay arrangements. I will draw this question to the attention of Ministers in both Departments. He might also like to raise it at Business, Energy and Industrial Strategy questions, when it comes up, or seek an Adjournment debate so that there can be a consolidated ministerial response from across Government to address his concerns.

Around three people a day die because of a shortage of transplantable organs. Earlier this week, brave Renfrewshire mum Corinne Hutton, a quadruple amputee, posed nude with her body painted with organs that are deemed to be transplantable. Does the Leader of the House agree that Corinne, whom I recently witnessed becoming only the fourth person to be awarded the freedom of Renfrewshire, is an inspiring woman whose lead we should follow by debating organ donation?

The hon. Gentleman has used today’s opportunity well to highlight his support for organ donation. I, too, know constituents who have been given not only a longer life, but a life of unexpectedly improved quality because of a successful organ transplant. I am sure that he can find many ways in which to highlight the matter during parliamentary proceedings.

There are two separate points here. We believe in home ownership; we believe people should have the right to own their homes. One reason it has for a long time been Government policy to reduce levels of immigration is that it puts pressure on public services, pressure on infrastructure and pressure on housing. First and foremost, we have to make sure we can make the provision we need for the next generation here.

A constituent of mine, who was one of my earliest cases just over a year ago, was despite my best efforts due to be deported on Tuesday morning, after I met her at Colebrook community centre on Monday. The removal did not go ahead as she is now back at Yarl’s Wood recovering from injuries allegedly inflicted by the five guards who travelled with her to the plane. Indeed, this alleged brutality was so severe that passengers on the plane tried to intervene and she was bundled back into the van. In the light of this, will the Leader of the House ensure we have a debate to discuss the treatment of those who claim asylum in this country?

Clearly, I cannot comment on the detail of such a case. I simply say it is obviously right and appropriate that anyone in our asylum system is treated with decency, but it is also the case that if people do not have the legal right to be here it is appropriate that we take them and deport them.

I draw the Leader of the House’s attention to early-day motion 175, which I tabled yesterday to mark the fourth anniversary of the Istanbul convention on preventing violence against women and girls.

[That this House notes that 8 June 2016 marks the fourth anniversary of the UK Government becoming a signatory to the Istanbul Convention on violence against women and girls; expresses disappointment that the Government, despite outlining their commitment to do so several times, has still failed to ratify this important convention; recognises that women still face a significant amount of inequality, with one in four women experiencing some form of domestic, sexual or psychological abuse during their lifetimes; further notes that ratifying the Istanbul Convention should ensure that a series of preventative policies will be introduced to help tackle and end violence against women, such as non-violent conflict resolution in relationships and the right to personal integrity being included in school curricula at all levels; congratulates the campaign group ICchange for their continuing work in applying pressure on the Government to ratify the convention; and calls on the Government to accede to this pressure and ensure ratification as soon as possible.]

I have sought debates on the matter through the Table Office, but with no joy. May we therefore have a debate in Government time to get to the bottom of why the Government have failed to ratify this important convention?

The hon. Gentleman has a number of different options for pursuing these issues, such as Adjournment debates or the Backbench Business Committee. I am sure that the Chair of the Committee, who is in the Chamber, has listened carefully to what the hon. Gentleman has said. If other Members share his concern, I am sure that the Committee will consider that possibility.

I attended the UK pipe band championships on Saturday, which were held very successfully in Paisley for the first time. The team behind the bid to the secure the title of UK city of culture 2021 indicated that the Department for Culture, Media and Sport had delayed publishing the dates involved in the competition. Will the Deputy Leader of the House give the Culture Secretary a nudge to publish a written statement setting out the said dates, as Paisley is very much ready and eager to get on and win?

I am sure that Paisley would be a very fine city of culture in the UK—there will of course be other candidates. I will nudge the Secretary of State, but if he still has not done that by 9 June, he will be here then to answer questions.

My hon. Friend illustrates what has become very clear: that almost every person in this country will have had a relative who served in the first world war, many of whom died. I am delighted to hear about the tribute that was paid to my hon. Friend’s great-grandfather. It is incredibly important that young people learn about the first world war, which is why we put in place the school battlefields tour programme, under which two pupils and one teacher from every state-funded secondary school in England can visit the first world war battlefields. More than 3,500 pupils and teachers have already been on that programme.

6. Whether he plans to reform the UK Anti-Doping agency.

I have no plans to reform UK Anti-Doping, but following The Sunday Times allegations, an independent review has been launched into UK Anti-Doping’s handling of the information that it received. It is important that we allow that review to conclude before considering what action must be taken.

Last week, the Prime Minister suggested that doping in sport could be criminalised in the UK. Has the Secretary of State had any discussions with other Departments about the criminalisation of doping in sport?

It is a matter that we are considering very actively. The allegations that were printed in The Sunday Times suggesting that doping may be taking place among UK sportsmen are very serious and something that we want to examine very carefully, but also urgently. If it becomes clear as a result of that that further action needs to be taken—possibly including the criminalisation of doping in sport—we will not hesitate to act.

Those are important matters that, as I have said, are for both the Commission and the House. The Leader of the House is present, and has heard what the hon. Lady has said about the short notice that is given of recess dates.

Given that a number of Members are parents of young children and are often called on to work unpredictable and long hours, a crèche facility might be more suitable than a nursery. Will the Commission consider following the example of the Scottish Parliament in that regard? Will it also consider providing assistance for Members with school-age children whose school holidays fall almost entirely within parliamentary Sessions?

As I said earlier, the nursery was opened in 2010 following consultation with Members and other stakeholders. It was decided to set up a nursery rather than a crèche because of the difficulties that arise as a result of the short notice that is given when children need to use the crèche. However, I will ensure that the hon. Gentleman’s concerns are passed on, and I am sure that the nursery governance committee will want to consider them.

This House rightly celebrates community champions such as those who won an award during last week’s Renfrewshire Provost community awards. One winner, Jodie Campbell, organised a Christmas lunch for 200 vulnerable people, many of whom confirmed to me that they would otherwise have spent Christmas day on their own. Isolation is said to affect millions of people throughout the UK, so may we debate that serious issue?

Isolation is clearly a big challenge for our society, and it can only really be dealt with in local communities and by the kind of work that the hon. Gentleman has just described, which I praise unreservedly. As he will know, I have suggested to the Backbench Business Committee that it might set aside a day—there are a few coming up in the next few weeks—for the whole House to debate the work of voluntary sector groups that can make a big difference to people such as those he describes.

My hon. Friend makes an important point. Many young people who struggle at school do so because they are dyslexic. I have already discussed that with the Secretary of State, who assures me that part of the training module for teachers now contains work to help them to build an understanding of dyslexia. My hon. Friend will no doubt continue to ask questions on that subject, and ensure that we do whatever we can to enhance that work to help those young people.

I am sure that the Leader of the House will join me in welcoming the Government’s two other defeats last night in the other place on the Immigration Bill. Will he encourage the Immigration Minister to confirm in a statement whether the Government will use last night’s vote as motivation to start treating asylum seekers with the respect and dignity that they deserve?

That is a first—I cannot remember the last time that I heard the Scottish National party praise what has happened in the House of Lords. I think that our record of treating asylum seekers bears comparison with any in the world, and I will not hear anybody say otherwise.
