The publicly owned Royal Bank of Scotland is closing more than one third of its branches in Scotland, including the very busy one in Renfrew in my constituency. May we have a statement on this Government’s abdication of their responsibility to the taxpayers of Scotland in leaving 13 towns with zero bank branches?

A debate on that matter has already been announced, unless my memory is incorrect, but the Leader of the House will in any case give us her reply.

As I said earlier, there is a new protocol under which banks must undertake to properly consult. As the hon. Gentleman will be aware, the footfall in bank branches has reduced significantly as people move to mobile banking. However, as we all recognise, in many of our communities there are older people who are perhaps not so mobile phone-savvy and will prefer to use paper banking. Post offices now offer basic banking services for all high street banks, and in many cases that means better opening hours and a better service for constituents. However, the hon. Gentleman is right to raise the point, and I encourage him to seek an Adjournment debate in which he can talk about the specifics in his constituency.

As we have heard, we will find out later today the winner of the competition to be UK city of culture 2021. Despite starting the process as an outsider, Paisley, after running a great campaign, is now one of the favourites—I am sure that we will do it. May we have a statement on this competition to raise awareness of the winner and our campaign?

Again, I wish all the competitors the best of luck. It is great to see the hon. Gentleman sticking up for his local applicant, and I do wish him every success with it. I am sure that there will be plenty of opportunities for him to raise the issue directly with the Prime Minister, should he be successful.

We have made a commitment to meet our NATO pledge to spend 2% of GDP on defence every year until 2022. The hon. Gentleman will be aware of a cross-Whitehall review of all of our defence spend to ensure that it is absolutely appropriate to meet the needs of the 21st century. I encourage him to raise his specific points at Defence questions because the Ministry of Defence is looking into all the issues that he has quite rightly raised. I cannot answer his specific questions, but I can assure him that this cross-Whitehall review will take into account a balance of spending, which is going up every year in line with our NATO commitment, and the need to have a 21st century-appropriate response to all matters of defence.

To celebrate Paisley winning the competition to be UK City of Culture in 2021, as I have no doubt that it will, the Royal National Mòd, the fantastic festival of Scottish Gaelic culture, will again be held in the town in 2021 after we successfully held the event in 2014. May I encourage the Leader of the House to visit the Mòd and the town in 2021, and to schedule a debate on the important cultural and economic role that the Mòd plays in Scotland?

If enthusiasm for the hon. Gentleman’s competitive entry is anything to go by, I am sure that he will be very successful. I commend him for standing up for his constituents in such a way. Of course we wish all the cities competing the best of luck. I am sure that there will be many visits to his constituency regardless of the outcome.

The hon. Gentleman is right to raise that point. I hope that if we can show leadership in this place, we shall then be able to tackle the wider ramifications throughout the country.

I agree with much of what has been said today, but I find it hard to believe that other Members were unaware of allegations such as those that have been made in recent days. The fact that incidents of this kind have not been reported until now indicates not only the macho image and atmosphere of this place, but the unwillingness of far too many men to report such behaviour. Does the Leader of the House agree that, in some cases, the men who remain silent are just as culpable as the perpetrators, and that men in this place and elsewhere must come forward to challenge and report abuse if we are to stamp it out once and for all?

I urge those who feel uncomfortable, and feel that they have been abused, bullied, intimidated or harassed, to come forward. However, I do not think the hon. Gentleman is right to suggest that the victims are somehow themselves guilty of anything in failing to come forward.

Dr Maria Sapouna from University of the West of Scotland has been awarded £250,000 from the Erasmus+ programme. Universities across Europe will be collaborating to support learning around prejudiced-based bullying by using gaming technology. As we approach Anti-Bullying Week on 13 November, may we have a debate for Members to discuss how innovative approaches such as this one can stop bullying behaviour?

Bullying affects children and young people in particular right across our society. We are fully committed to stamping it out in every way that we can. I commend the hon. Gentleman for looking at innovative ways to achieve that, and urge him to suggest that all Members do so in their constituencies.

I know we all go to great lengths to support our local pubs—not just by our physical presence, but in this place as well. It is right that we should do so, because they really are at the heart of all our communities. It sounds to me as though the hon. Gentleman might want to consider applying for an Adjournment debate.

The Spanish Prime Minister, Mariano Rajoy, recently spoke about the serious threat facing Spanish democracy. However, the real threat to democracy is the brutal and thuggish approach to the Catalan people as they took part in a peaceful democratic vote. In that, he is acting more like a dictator than a democratic leader. May we have a debate on the right of democratic self-determination to enable hon. Members to discuss the brutality of the Spanish state?

I certainly join the hon. Gentleman in being extremely disturbed by the violence against innocent citizens. However, he will appreciate that each case of self-determination needs to be addressed according to its specific circumstances, and the Spanish courts have ruled that the vote was not held within the Spanish legal and constitutional framework.

The hon. Lady is conflating two separate issues. Let me be very clear with her on yesterday’s debate that she says, had the Opposition won, would have revoked the tuition fees rise. The 40-day annulment period is set out in the Statutory Instruments Act 1946, not in Standing Orders, so it is an entirely separate point. [Interruption.] Yes, it is an entirely separate point.

On the hon. Lady’s question about scrutinising secondary legislation under Brexit legislation during the course of this Parliament, Ministers are listening very carefully. As my right hon. Friend the Justice Secretary said on Monday night in response to questions from this House, we are looking very carefully at what more can be done to reassure Members that secondary legislation that has a more significant impact than merely to change little bits of wording here and there can be properly scrutinised by all Members. We are looking very carefully at what we can do.

During the summer, I met Renfrewshire charity No Strings Attached, which supports young asthma sufferers to self-manage their condition by improving their knowledge of asthma and by teaching them a wind instrument. May we have a debate on how we better support organisations such as No Strings Attached?

I congratulate the hon. Gentleman on raising such an important issue. Asthma is often taken very lightly by people, but it is a very serious condition with very serious implications if it is not properly taken care of, so anything that can be done to highlight its importance is welcome. I myself have a son who has suffered from asthma, and it something that we worry about quite considerably. I urge the hon. Gentleman to use the opportunities that he has for an Adjournment debate or a proposal to the Backbench Business Committee to raise this important issue.

During the recess I met with I Am Me Scotland, an inspiring group working to tackle disability hate crime in Renfrewshire and beyond. With 62,000 hate crimes being committed against disabled people each year in the UK, may we have a debate on this most heinous of crimes?

It is a very important point to make that it is horrible to see any abuse of individuals, particularly those with disabilities, and I absolutely encourage the hon. Gentleman to seek an Adjournment or Westminster Hall debate on that subject.

The hon. Gentleman knows far better than I do about the Standing Orders of this House, so he will be aware that they set out the number of private Members’ Bills. I congratulate him on drawing the No. 1 slot and look forward to working with him on that. As I said in my opening reply to the shadow Leader of the House, this Government have a very full programme not just on Brexit, but on social reform, economic progress and prevention of extremism. There is a lot of work to do. This Government will remain focused on that, but we are absolutely sympathetic to the requests of colleagues for further time to be given for private Members’ Bills.

Saturday marks Paisley’s annual Sma’ Shot Day, which is a celebration of the town’s radical past, particularly of the political battles between its weavers and their employers. The first ever Weave festival has been organised around Sma’ Shot Day, celebrating Paisley’s distinct cultural and political identity. May we have a debate on the UK City of Culture 2021 competition, so we can learn more about why Paisley’s bid should and will win?

One month ago, I asked the Leader of the House for a debate on female representation in politics. Two weeks from today, the voters of Renfrewshire will elect a new council administration, but although the Scottish National party will offer a 50:50 gender split among its candidates, only 29% of Labour and a shameful 17% of Conservative candidates are women. If the Leader of the House is doubly fortunate to be returned to both the House and his current role, will he endeavour to schedule a general debate on this subject early in the new Parliament?

The Government could not have been clearer about our wish to encourage more women to take part in public life, not only through seeking membership of the House of Commons and local authorities but through many other forms of public service. Successive leaders of my party have worked hard to promote that, not least my right hon. Friend the Prime Minister. My party, unlike the hon. Gentleman’s, has a woman leader both in Holyrood and at Westminster.
