Of course I want the UK to be a science superpower, and we have set out our views on expanding the R&D budget. On Europe, our EU negotiating objectives are very clear: the UK will consider participation in Horizon Europe and Euratom, but this will be part of the wider negotiations.

The Royal College of Physicians has found that something like 64,000 people a year die prematurely as a result of unclean air at a cost of some £20 billion. In addition to continuing the research and development into electric cars, will the Secretary of State lobby the Chancellor and the Environment Secretary to continue the grant of £3,500 for clean cars, so that we can have an enforceable regime for air quality and a platform for research and development and for exports in the green industries, particularly in relation to sustainable transport?

The hon. Gentleman raises an important point. We currently have 460,000 green jobs in this country, and we want to push that to 2 million. I would be happy to meet him to discuss the specific point that he has raised.

Climate change is not an inconvenient truth, as Al Gore put it. It is a global emergency. That is why thousands of people outside this place and millions across the world are saying, “Act now.” They know we are essentially smoking ourselves to death with fossil fuels. We are guzzling gasoline as if there is no tomorrow. They know, as we should, that that will force migration, war, famine, water shortages and loss of insects—the list goes on. We sit around here saying, “We played a great game in Britain,” but the reason carbon emissions have gone down in Britain is that we closed our coal mines and exported our industry to China. Now we are bringing it over in ships, using more carbon. We sit here talking about 2050 as if it is a great achievement, when it is not. The latest prediction, given by Nature last year, was 1.5° change by 2030, not 2040. That is why we need to up our game to 2030 ourselves.

The Government go ahead with fracking, which generates 5% of methane emissions. Methane is 83 times worse than CO2 for global warming, making it worse than coal. We should stop fracking now. The Government stopped onshore wind because of a few nimbies. We want wind. We want waves in Swansea lagoon. We want solar. Everyone is going on about nuclear, but the biggest nuclear opportunity is the sun itself. We should have networks—we have got Africa linked into southern Europe—and work together for change.

The Committee on Climate Change says we have done woefully badly on insulation in homes. We could combat fuel poverty and reduce emissions. We need a new clear air Act. We need to bring forward the banning of the sale of all cars that run on fossil fuels—diesel and petrol—to 2030 instead of 2042. We need to tax. We need a fiscal strategy to drive people’s expectations and interest towards carbon neutrality and carbon negativity, but we are not doing that because we want to please the motorist, and we keep a freeze on diesel. We want a tax on plastics as well.

We also need to think about our trade. Why are we, with the whole process of Brexit, turning away from our nearest market to markets further afield? There should be a carbon charge on our trade, and we should think carefully about Brexit. Why is it that we can all fly to Spain for 50 quid, when it costs £100 to go by train to Swansea? That is not sustainable. Why do we not act? It is because we are frightened of people. What about fossil fuel subsidies? We are subsidising fossil fuels by £12 billion a year, compared with £8 billion for renewables.

The reality is that if it is not painful now it will be agony later. We need to take the tough action now and stop messing around patting ourselves on the back pretending we are solving the problem when in fact we are part of it. Those who will not act should shift to one side and let someone who will do it.

The Secretary of State knows that the reason for our leadership on emissions is that we have relocated much of our manufacturing to China and elsewhere, and closed our coalmines. Is he aware of the predictions of Professor Yangyang Xu, published in Nature magazine, which simply show that because there is more methane production than originally projected and less sulphur, which has a cooling effect, we are expected now to reach the 1.5° threshold not by 2040 but by 2030? In the light of that, will the Secretary of State look again at the assumptions underlying the report on which he is predicating his 2050 target, with a view to bringing that forward? Will he listen to some of the pressure groups, such as Extinction Rebellion, which want firmer action, be it getting rid of fracking, or action on wave, solar or wind, and move forward more quickly, because there is a desperate emergency and this statement is simply too little, too late?

The hon. Gentleman is wrong in saying that the reduction in emissions comes simply from exporting our production; he does a disservice to the hundreds and thousands of men and women who work in our renewables industry and lead the world in the development of offshore wind. It is a source of great national pride and I hope he will join in that. The Committee on Climate Change is a serious and substantial body that has done an important piece of work. It was rightly established by his party when he was in government, and those on both sides of the House have respected its advice. The Committee references and is impelled by the latest climate science, which, as he says, requires a more urgent response than was previously committed to. That is exactly why it has provided this advice and exactly why we are legislating to implement it.

The UK has many years of experience regulating the onshore oil and gas industry, and measures are in place to minimise methane emissions. The Environment Agency issues and robustly enforces legally binding environmental permits regulating methane emissions. Under these permits, operators must have an agreed gas management plan to detect leaks and make repairs over the lifetime of site operations. They must also monitor emissions before and during shale gas operations.

The Minister will know that NASA and satellite data show that 5% of the methane from fracking is leaked through fugitive emissions and that methane is 85 times worse than carbon dioxide for global warming, which makes fracking worse than coal for climate change. Will he meet me to discuss my fracking Bill, instead of listening to Jim Ratcliffe, the richest man in Britain, from Ineos, who is hellbent on Brexit to avoid the environmental controls on fracking currently imposed by the European Union?

I would be happy to meet the hon. Gentleman and I would emphasise his comment about feeding in space data research. It highlights the importance of the UK space industry in looking at environmental issues. The Government also have a grant funding and environmental monitoring programme led by the British Geological Survey in respect of shale gas sites. All the information for that is publicly available. I also note that the MacKay-Stone 2013 report concluded that the carbon footprint of UK shale gas would be much less than that of coal and comparable to that of imported liquefied natural gas.

The Government guarantee, when it comes to participation in the Erasmus programmes, has stated that all successful participations as approved by the EU Commission will be eligible for the Government guarantee. I wrote to every single Higher Education Minister in Europe and the European economic area to ensure that they were aware of that guarantee commitment—many were not. I think that it is often a case of communication to make sure people are aware so that when it comes to those Erasmus participations being approved, the Government will fund them—not just for the year, but for the entirety of the exchange programme as it takes place.

On EU students, the Minister will know that, as he plans to raise the drawbridge into England through raising fees, in Wales we intend to keep a welcome in the hillside by keeping fees down. What impact does he imagine that differential fee rates will have on local economies? Does he not think it premature to announce raising fees when we have not exited on exit day, we are likely to have a European election and we might not—I hope not—leave the EU at all?

Again, we have made no announcement on raising any fees. The future decision on fee rates for EU students has yet to be made, as I stated in my opening remarks. The hon. Gentleman is right that setting tuition fees is a devolved matter. I work closely with devolved Ministers, and also make sure that we have a united approach in the United Kingdom to Welsh, Scottish and English university policy. However, I also totally respect the right of Welsh higher education policy makers to be able to look at different systems—for example, the Diamond review looked at access and part-time study.

We can learn a lot from each other in due course, and I have already been to Cardiff to meet the vice-chancellor Colin Riordan, who has raised research issues. Obviously, that is a UK-specific reserved matter, and I think it is important that we continue those dialogues, but I would say that no decisions have been made. We have provided the certainty on 2019-20, and an announcement on 2020-21 will be made shortly. Any future policies will be part of those future negotiations, which, if we can have the EU deal voted through by the House, we will be able to get on with.

We do not have the power to sanction under international law—or, indeed, under the current United Nations proposals—but we can work positively through initiatives such as the Powering Past Coal Alliance, which I was pleased to set up with my Canadian equivalent last year, to encourage all countries that, like us, are committed to phasing coal out of their energy system in a short period. We now have more than 80 members a year after launch, so we can continue to lead by example.

I want to give the hon. Gentleman the good news that I will be publishing today the next stages of our proposals for a smart export guarantee to reflect two principles: that nobody should be providing energy to the grid for free, or indeed at negative pricing, as has happened in some countries; and that the value of community energy projects, which is real and significant, can be recognised. That consultation will be published later today and I look forward to his response, because I know he is a long-standing campaigner in this area.

It would have been useful to have had that publication before Question Time to enable informed questions to be asked. I put it to the Minister that some 60 MW of solar energy in Wales alone rely on the export tariffs. Will she be looking at differential tariffs for existing versus new providers, so that there is no breach of contract with existing providers, and ensure that tariffs are set so as to encourage solar rather than fracking and so that we are in accordance with our Paris commitments, which have just been referred to?

The hon. Gentleman should know that we have signalled for many years how the closure of the feed-in tariff will work. We have spent almost £6 billion on existing contracts, and those contracts will of course be honoured. We have also announced with the closure of the scheme that there is a limited application period for projects for the next couple of months. There will be some that are brought forward, but it is only right that, as the price of this power provision has tumbled, we stop using other people’s money to subsidise something that we do not need to do in order to bring forward solar.

It is an honour to serve under your chairmanship, Mr Davies. I thank my hon. Friend the Member for Waveney (Peter Aldous) for securing this important debate. It is a pleasure to stand here and discuss how we can promote economic growth across the east of England. Clearly that is one of my priorities as the Member for Clacton—a place my hon. Friend probably only inadvertently left off his list of great towns of the east.

Nationally, our economy is growing. At last, we are beginning to say goodbye to austerity and are getting the country back on track. However, while national economic growth is without doubt welcome, some communities are being left behind. One such community is my constituency of Clacton. As we begin to discuss the future of our economy, we must ensure that no community is left behind. I was encouraged to hear the Prime Minister argue the same in her conference speech last week.

I am here today to offer my thoughts on how we can be more inclusive as the economy grows. By way of further context, in 2013 my local authority, Tendring District Council, published an excellent economic development strategy. But in its pages was the somewhat troubling assertion:

“While there are some excellent businesses and highly resourceful residents locally, the district’s economy is not performing as well as it could—employment, job numbers and business formation have…been static or shrinking in recent years.”

In a former life as the cabinet member for regeneration and inward investment at Tendring District Council, I saw at first hand how eager our council officers were to correct that situation. I also saw how support for businesses can pay tremendous dividends in terms of economic growth. As I have said in previous speeches on the economy, in that role I prided myself on being able to make cash grants of up to £150,000 available to businesses in, and coming to, Tendring, so that they could grow, flourish and create inward investment. Many businesses did flourish thanks to that funding from the SME growth fund, which I introduced—businesses such as Nantmor Blinds, based in Clacton-on-Sea, which received a grant to assist with the purchase of an auto louvre machine. It also enabled it to hire new staff. In its own words, Nantmor Blinds said it was

“blown away by Tendring District Council’s hard work and determination.”

To date, the SME growth fund in Tendring has supported businesses, created 20 full-time jobs and leveraged over £200,000 of private investment into the district. I am delighted to say that, thanks to that success, the scheme is being widened and extended to 2020.

Clearly, in my area local government support is truly there for businesses. I have no doubt that that is the case across the east of England. We must ensure that that continues and expands to national support. Nevertheless, and despite our enthusiasm, something continues to prevent businesses from really committing themselves, and the prosperity they bring, to Tendring. That obstacle, which has been mentioned before and will be mentioned again and again, is the quality of our local infrastructure. In my view, a country’s economy will only ever be as good as its roads, rails and ports, and we are no exception in that regard. I have often argued in this place—some might say far too often—that there is a need to improve the connection to overlooked areas such as the Clacton constituency. As a regular commuter myself, I know that it takes far too long for my constituents to travel to the capital and vice versa. I have said it before and I will say it again: the 69-mile journey often takes the best part of one hour and 40 minutes—that is nonsense. Without more investment in our local transport infrastructure, I believe that we will limit the incentive for people and businesses to move to our area. That would mean that my district would continue to be excluded from the strong national economic growth, which is an unacceptable outcome.

Moreover, as I have said before, if we are to do our bit to tackle the housing crisis, we must improve our transport infrastructure before any major new housing developments break ground. We are leading the way with our garden community developments. We simply cannot build more dwellings without first making it easy to occupy, live in and work from them. Investing more in transport would do that.

That is why I will continue to push my “70 in 60” campaign at every opportunity. It aims for the people of Clacton to be able to cover the nearly 70 miles to London in less than 60 minutes, which is not an unrealistic proposition when we look at similar rail services in the area. For example, commuters to Ipswich cover the journey in about 70 minutes, and let us not forget that people can travel the 52 miles from London to Colchester in 58 minutes, only to crawl the final 18 miles to Clacton in about half an hour—on a good day. That clearly has a lot to do with the quality of infrastructure between Colchester and Clacton, compared with the main line to Ipswich, so we should change that.

When we commit cash to infrastructure in such a way, businesses get excited and want to invest, thereby laying the foundations for future economic growth, and I have been shown that clearly by my past experience and conversations I have had as the Member of Parliament for Clacton. If we are to promote economic growth in the east of England, we must adopt the “infrastructure first” mantra everywhere and ensure that our region has the best transport links going.

I therefore welcome the formation of Transport East, a forum that now meets regularly. It will be the vehicle for the delivery of a collective vision for transport and wider infrastructure for all communities in the east of England. Its formation is certainly a positive step. It will lead to the creation of a truly joined-up transport network that does not exclude any of our communities from infrastructure improvements, which are a precursor of economic growth. The forum will also help us to secure vital investment in future infrastructure. I encourage the Government to engage with Transport East in whatever way they can.

To turn to the roads, I ask the Government to look favourably on the application for RIS2—second road investment strategy—funding for the new A120, which will reduce pressure on existing roads used by residents of the Clacton constituency. Improving that road, which runs across the east of England from Stansted airport to Harwich, would also help move goods more quickly and deliver a boost to the local economy. Furthermore, upgrading that strategically important road is an essential precursor to further unlocking Essex’s economic potential, along with the wider east of England region.

That brings me back to the point of the debate. The east of England is a unique region, with strong economic growth prospects, thanks to places such as Cambridge, Peterborough, Ipswich, Stansted airport, Luton airport, Harwich and Felixstowe, Colchester, Waveney, Southend-on-Sea and, of course, the sunshine coast of the Clacton constituency—I get them all in. However, if we do not have first-rate infrastructure, and cannot successfully and efficiently link those economic sub-units together, we will not get the best out of the east of England. We will therefore not maximise our economic potential, and certain communities will continue to be left behind.

To conclude, I return to the economic development strategy to which I referred earlier. Despite the troubling conclusions drawn about Tendring in 2013, it was also argued that the area has the potential for growth which could create thousands of jobs. Good will and hard work from our council has allowed us to start unlocking that potential, and I am proud of our record so far. Real and sustained investment in our infrastructure, however, would allow us to deliver such results quicker. I have no doubt that, in the same way, there will be no shortage of good will and hard work throughout the east of England. To match that, we must now ensure that good infrastructure is in place across the region. That is how we will promote economic growth for all communities in the east of England.

I could not quite hear what they were saying, and it is probably better that I could not.

I congratulate my hon. Friend the Member for Waveney (Peter Aldous) not only on calling today’s debate but on his contributions to many other debates I have taken part in. He has always contributed in a non-partisan and a very statesmanlike way, and today was absolutely no exception. I welcome the east of England APPG submission, which we have read in my Department. I hope that some of my points respond to its recommendations.

I have a bit of a strange relationship with the east of England, simply because my constituency, as mentioned by my hon. Friend, is in the east of England, but most people who live in it do not think they are in the east of England, simply because it is such a large area, as was mentioned by several hon. Members. It varies from what some people think is outer London—it is not quite, but there is a more urban type of London demographic—to areas that are geographically quite remote. My right hon. Friend the Member for Witham (Priti Patel) mentioned—eloquently, as ever—that Essex is a huge county in its own right: it varies from outer London urban to quite remote country areas. It is difficult for any policy to take into consideration such a large area, and there is no simple solution. I accept the point about transport and more modern infrastructures being critical to everything, and I will come to that. It is easy for the European Union and national Government to talk of regions—as we talk about metropolitan areas—as being fairly homogenous.

I want to reiterate the Government’s commitment to promoting growth in the east of England. Any Minister would say that, and I would certainly say that to my constituents in the east of England. But the facts speak for themselves. The region is growing fast. It has seen continued growth in jobs and is one of only three regions that is a net contributor to the UK. Those are exactly the sorts of strengths the country needs to build on in securing a prosperous economic future for the UK as a whole.

As my hon. Friend the Member for Central Suffolk and North Ipswich (Dr Poulter) said, the region has not always pushed its case well, probably because of its large area and the different organisations in it. The all-party group’s report clearly reverses that, but as my hon. Friend the Member for Waveney said, it is the beginning of a process, not a one-off report—the Government certainly do not treat it as such.

Hon. Members highlighted many of the strengths of the east of England. I will not repeat the comprehensive list, but there are world-famous brands in Cambridge, which the hon. Member for Cambridge (Daniel Zeichner) mentioned, as there are in Milton Keynes, Hertfordshire, the coastal region and so on. However, I agree with him that the future is not guaranteed, which is why we have an industrial strategy. The shadow Minister was really quite scathing about that strategy—I hope I have time to come on to that. Governments have industrial strategies and policies because nothing in the economy is guaranteed. She mentioned the effects of our leaving the European Union. None of us knows what they will be, but whatever happens while we are in the European Union or out of it, nothing is guaranteed. It is important that the Government realise the importance of the east of England to the economy.

The shadow Minister will disagree, but since 2010 the Government have made good progress on supporting businesses and people in the east of England. Unemployment has halved, the number of small businesses has increased by more than 100,000 and, although good points were made about apprenticeships, 350,000 people have started them in the area.

The hon. Member for Cambridge mentioned the CPIER report. I welcome that and look forward to seeing how it is reflected in the local industrial strategy. He also mentioned land value capture. The Treasury and I look forward to receiving further developed proposals on land value capture in Cambridgeshire and Peterborough from the Mayor in due course. We have yet to see the full effect of Mayors, but I am positive about them and pleased that we have them.

The east of England is at the forefront of industrial strategy. We have local enterprise partnerships and, as I said, mayoral combined authorities developing and implementing industrial strategies. We are at the beginning of that road, but the east of England is in good shape. The Cambridgeshire and Peterborough combined authority and the South East Midlands LEP have been identified as trailblazer areas as part of the Oxford to Cambridge arc. Those pilot areas have made good progress and are on track to publish their strategies in March next year, with the rest of the region publishing theirs in 2020.

I reject much of what the shadow Minister said—not because she has a premier league football team in her constituency. I have made rather unpleasant comments about that, which I would like to withdraw, and I apologise for any offence caused. I am sure Newcastle United will remain in the premier league at least for this season, if not beyond. If that does not happen, at least she can blame their relegation on our leaving the European Union, since she seems to blame that for everything else.

Governments have learned the importance of giving local areas control of local growth. I have seen for myself that we have to be careful about that. I studied economics A-level and, being from Leeds, we went to Newcastle to visit the National Economic Development Council there. Those bodies, which were known as “Neddys”, showed that localisation in itself is not enough. That was not a very effective system, but at least it was an attempt to regionalise. We have developed significantly beyond that as a society, which means we do not just send civil servants from London to work in Newcastle and say that is regional.

I hope we will see the benefit of devolution, with LEPs, Mayors and everything else. [Interruption.] I am cantering because I have only five minutes—I cannot really take any more questions about that. The Cambridge and Peterborough devolution deal builds on the significant commitments made to the east through previous city deals. I am very optimistic about the greater Cambridge city deal. It is delivering, and I really think we will see a lot more from it.

My hon. Friend the Member for Central Suffolk and North Ipswich made many extremely helpful points. The Government are committed to dealing with local skills shortages, such as those in agriculture, through the establishment of skills advisory panels, which are being rolled out to all parts of eastern England and will help to ensure that training matches the needs of local businesses. That cannot be ignored, and I believe our policy will help to achieve it.

The east of England benefits from more than £700 million of local growth funding through growth deals, and the region’s business-led local enterprise partnerships determine how that funding is spent. I have seen different kinds of LEPs, but the range of products being delivered in this case—the aviation academy in Norwich, the STEM innovation campus at Stansted airport and the Watford health campus scheme in my constituency, for example—will lead to a more skilled workforce and are very important for the east.

Infrastructure was mentioned by many speakers, in particular my right hon. Friend the Member for Witham and my hon. Friend the Member for Central Suffolk and North Ipswich, who stressed the importance of the A12. That is why, in addition to the devolution city deals I mentioned, we have invested £1.5 billion to upgrade the A14 between Cambridge and Huntingdon, which is an important route, and £151 million in new river crossings. Those are just examples. The transforming cities fund will really help Cambridge and Peterborough, which have already received £74 million. I could go on, but time does not allow.

The Government are committed to working with local partners. Many Members mentioned transport, which is absolutely important. I intend to send a summary of the points they made about particular roads to the Department for Transport. I know Members have done that, but I feel it is my job—I am not in that Department, but I represent the Government—to ensure that those points hit home.

My hon. Friend the Member for Clacton (Giles Watling) spoke so well about no community being left behind. He feels that his community and others, particularly in coastal areas, have been neglected by the system. He stressed the importance of infrastructure in such areas. I will not forget the points he made about his experience on Tendring Council, and I am happy to chat with him separately about that.

We have had a wide-ranging debate in which we did not have time to consider some of the necessary detail. However, the east of England all-party group has set out a model for how such groups can focus their lobbying of the Government on specific points. I am happy to meet formally with the all-party group or with individual Members. I do not mean only those on the Conservative Benches, as I hope the hon. Member for Cambridge knows. These are important points, and I would like to see the successful implementation of many of the policies mentioned in the APPG’s report.

I certainly hope that will be the case but, as we mentioned in the report, the Bloomberg figures show there has been a huge collapse in green investment in the UK—it has gone down from about £26 billion to £10 billion. We questioned the Minister on whether things are cheaper, whether there is policy uncertainty and whether there is Brexit uncertainty. I am pleased the Green Investment Group is promising to do that, and we look forward to seeing some of this project pipeline coming through, because we need £22 billion a year. This year we are on £10 billion, so we need to get that ramped up very quickly. I look forward to hearing more about how she will make that happen from a policy point of view.

I very much welcome the report, in which I played a small part. My hon. Friend will know that, globally, the fossil fuel subsidy is some £5.3 trillion, the size of the French and UK economies combined, yet 80% of fossil fuels cannot be exploited if we are to avoid irreversible climate change and to fulfil our Paris agreement. Uranium supplies will run out in 10 years once we start using nuclear to meet 12.5% of global energy needs.

Does my hon. Friend agree that the Government should take market leadership on investing in projects such as the Swansea Bay tidal lagoon and the wider lagoon network, which will provide 100 years of long-term sustainable and predictable energy, and that value for money should be seen in the round, alongside the climate risks identified in the report?

I pay tribute to my hon. Friend’s work and leadership on our Committee. He is right to say that we need a stable policy environment in order to create a pipeline of low-carbon projects. The Committee found that the policy environment has been a bit destabilised by changes to feed-in tariffs and the early closure of some competitions, and things like that.

My hon. Friend is also right to say that low-carbon electricity, particularly new forms of generation, often has high up-front costs but very low operating costs. Obviously once we get it up and running, it will be up and running for the next 50 to 100 years. We need to hear from the Government, sooner rather than later, on what their green growth plan will mean and on the policy environment they will create to enable some of these innovative projects to be brought forward.

In the report, for example, we criticised the cancellation of the carbon capture and storage competition. Carbon capture and storage is tricky, risky and innovative, and companies had invested up to £60 million in research and development on those projects only for the competition to be closed with no notice. We do not want to see the same thing happen to the Swansea Bay tidal lagoon.

The hon. Lady just is not correct. The Government recognise the importance of the high street and the retail sector, which is why we have provided more than £18 million in dedicated funding. It is also why in the 2017 autumn Budget we announced measures worth £2.3 billion over five years to cut business rates and improve the system’s fairness, which will support the retail sector.

The hon. Gentleman will know that investment in renewable energy is vital so that we can get towards our interim targets, as well as the 1.5° C target. With a combination of the binding statutory budgets, the investments we have made and some good policy design, we are cranking ahead with renewables. More than 30% of our energy came from renewables last year, and I am sure we will all celebrate the fact that just in the past month we went for 77 hours without coal contributing to our grid.

Satellite data shows that 5% of the methane produced by fracking is leaked through fugitive emissions. Given that methane is 86 times more powerful than carbon dioxide in global warming terms, that makes fracking twice as bad for climate change as coal. Will the Minister commit not to proceed with fracking and to proceed with the Swansea bay tidal lagoon project to deliver on climate change?

Today is a political lesson in never giving up. Despite all the lobbying noise of vested interests, constant denials of market failure and numerous attempts to persuade energy bill payers to shop around, the Government could no longer ignore the fact that the majority of energy bill payers were—and are—being ripped off.

The Bill has a virtuous purpose: to protect customers from unfair energy prices in a market which, sadly, has failed to deliver. Its greatest shortcoming is its timing. In October 2011, I first raised the failings of the UK energy market—the overcharging and the poor value for money offered by the big six. In that year, energy prices had risen by 20%. Data required by the last Labour Government had become available to those with an “anorak” interest in tracking what was happening to prices. It was becoming clear that they did not reflect wholesale costs, and that those on standard variable tariffs were paying over the odds.

The coalition Government of Conservatives and Liberal Democrats attempted reform, but they had little to offer to affect the pricing structure of the failing retail market. They opposed Labour’s energy price freeze—a proposal to cap prices for 20 months while the energy market was reformed—but they knew that they were on the back foot as evidence of overcharging mounted. David Cameron’s agreement to a Competition and Markets Authority review in 2014 was an attempt to take pressure off the Government and kick the issue beyond the 2015 general election. That worked, but it delayed action further.

It must have come as quite a surprise to some in government when the CMA’s findings vindicated Labour’s concern about unfair energy prices. It took two years to reach a conclusion that some of us had already exposed: customers were being systematically overcharged. Between 2012 and 2015, people were overcharged by an average of £1.4 billion a year, and the detriment had increased to £2 billion a year by 2015. By the time the CMA reported the damage, overcharging since 2012 amounted to more than £8 billion. Delay has cost consumers dear.

Some may have thought that the introduction of a price cap for prepayment meter customers would lay the matter to rest, but that was never going to be the case. Ministers and others on the Government Benches were now keen to talk about market failure and systemic overpricing, using language for which my party and I had been condemned only a few years earlier. Progress has been too slow by half, but now the Government are taking action that has cross-party support, and we have an opportunity to serve notice on injustice and legislate for price protection for consumers, which I believe should take the form of a protected tariff. In fact, I argued for such protection after the 2015 general election. Consumers need nothing less than a regulated maximum charge based on wholesale prices, network costs, and an acceptable level of profit set by Ofgem.

To expose market failure is not to be against all markets. Despite privatisation, energy has always rightly been a managed market when it comes to changes in our energy generation, contracts for difference and capacity markets, and that is the case today. I believe that, across the House and across British society, it is recognised that certain products, such as energy and water, require a different level of Government intervention and regulation.

Even today, with record levels of switching—about 5 million people switched in 2017—many of the criticisms that I levelled at the energy market in 2011 still apply. The market is still dominated by the big six. Between them, they control 78% of the market. The biggest new entrant has just 1% of market share. Movements in energy prices bear little relation to the movement in wholesale prices. The majority of customers have little faith in switching and have not changed supplier for a decade or more, and, as we all know, the majority sit on expensive default standard variable tariffs. More than 5 million people have been helped with a safeguard tariff. The Bill addresses the 11 million households who are overcharged year in, year out.

So what should we do? Let us build on the cross-party support and, through the Bill, defend the principle of a short-term cap on a failing market. We should not be cowed by the self-interested propaganda that we have heard from opponents of the price cap. At the extreme end, we have Centrica linking its plan to shed jobs up to 2020 with the cap. That is outrageous. Centrica has lived off its nationalised legacy—a sticky customer base that it has treated badly. Business analysts observe that British Gas’s businesses supplying energy to business have been performing poorly and that Centrica’s US operation, Direct Energy, has underperformed. They note that almost 80% of those employed by Centrica are abroad—just one in five are in the UK. While those UK jobs are important, it is little surprise that trade unions representing Centrica employees—Unite the union, GMB and Unison—are rightly sceptical about why UK employees might bear the brunt of the effect of corporate failures internationally under the leadership of Iain Conn.

A cap does not mean an end to competition. A reasonably set upper limit on unit prices that is reviewed every six months allows lots of opportunity for competition beneath the cap. It is not a difficult concept. The cap is a maximum; it is not a requirement to charge prices at that level, and the industry knows that full well. It also knows that it will put a bar on unfair prices, and not before time.

I am listening fascinated to my right hon. Friend’s speech. She is aware that there has been a history of oligopoly abuse in terms of delays in changing prices for customers when world commodity prices change, meaning that there are excessive differentials. Does she think it is possible to have a relatively simple system that takes those two factors into account, but also takes the opportunity to encourage renewables?

Absolutely, and I am going to come on to renewables. Ministers should beware of any proposal to exempt green tariffs or low-carbon tariffs from the price cap, and let me be clear why. In 75% of days in 2017, wind power supplied more energy than coal power in the UK. Nuclear and renewables are central to our power output in the UK energy market and the generators are well rewarded for that. The notion that any energy provider should charge a premium for so-called green tariffs does not stand up to scrutiny. Consumer support for 100% green energy is welcome, but the idea that they should pay the most expensive tariff cannot be justified. I therefore hope that the Secretary of State will rule that out and deliver a comprehensive cap.
