For the reason I have given, which is that the clarity of our offer is world beating. There is a disadvantage to inventing a new post-work study route, where we are effectively saying to people coming to our universities, “It’s okay to stay with a less-than-graduate job.” Frankly, there are lots of people in our own country desperate for those jobs and we should be training them up and skilling them up. We do not need the world’s brightest and best to come here to study and then to do menial labour jobs. That is not what our immigration system is for. What we want is a system where we can advertise to the world—“Come and study here. Come and work here”—and that is the system we have and should keep.

Q6. Will the Prime Minister join me in welcoming the fact that Aldi is in the process of building a distribution centre in my constituency, bringing the prospect of another 400 jobs to local people? That distribution centre is situated just off the A249, which is one of the busiest trunk roads in the south-east of England. Will my right hon. Friend encourage the Department for Transport to undertake a review of the A249 to ensure that it can cope with the increased traffic generated by the expanding business activity in my constituency?

I certainly join my hon. Friend in welcoming the investment in his constituency, where the claimant count has fallen by 39% since 2010. That is obviously welcome news. I will take up the point he makes, because obviously we are only going to continue to attract investment if we make sure our road and rail networks are up to date.

I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.

Seventy-five years ago, Spitfires and Hurricanes were flying over Sittingbourne and Sheppey in the battle of Britain, defending our country from Hitler’s aggression. It is particularly appropriate that the Royal Air Force protected the Isle of Sheppey, because it is the birthplace of British aviation, something of which we islanders are immensely proud. Will the Prime Minister join me in paying tribute to those courageous RAF airmen who helped to ensure the freedoms we enjoy today?

I certainly join my hon. Friend in doing that. There was a very moving service in St Paul’s yesterday, where many of us were able to pay tribute to those brave pilots, to the ground crews and to all those involved in what was not just an important moment in British history, but a vital moment in world history as Britain stood alone as the only thing that could stop Hitler and Nazism. It is a reminder of how proud we should be of our armed forces then, today and always.

The right hon. Gentleman raises an important point not just about parity of esteem for mental health in law, but about what we see on the ground. We have put £400 million into talking therapies, which are a very important part of mental health provision. Mental health provision is referenced very clearly in the mandate that is given to NHS England, which in many ways is the absolutely key document for the health service. He is absolutely right that a culture change in favour of mental health and helping with mental health problems is still needed in the way the health service works. On that, there can be all-party support.

Q15. Many small business entrepreneurs in Sittingbourne and Sheppey have personal incomes below the current welfare cap. With that in mind, will my right hon. Friend consider doing more for small businesses by reducing the burden of regulation, lowering tax and increasing thresholds, as well as by offering them extra assistance in taking on more apprentices?

My hon. Friend makes an important point, which is that a key part of our long-term economic plan is to help small businesses take more people on. Absolutely key to that is the employment allowance—the cut in national insurance contributions of £2,000—that will come in this April. It is very important that we all encourage all small businesses to take up that money and therefore to take on more people. At the same time, we are abolishing employer’s national insurance contributions for the under-21s from April 2015. Companies, including those in his constituency, can therefore start planning to take on more people.

Many people in Sittingbourne and Sheppey who have mortgages are benefiting from historically low interest rates. What reassurance can my right hon. Friend give my constituents that their mortgages will continue to be affordable under his Government?

My hon. Friend makes an important point. We do enjoy record low interest rates, and that is good news for home owners. What we need to do is stick to the plans that we have set out and have a sensible fiscal policy, so that the Bank of England can keep interest rates low. Here is one piece of advice I will not be taking: on Saturday the leader of the Labour party said that he wanted to control borrowing but on Sunday the shadow Chancellor said borrowing would go up. Perhaps the leader of the Labour party will admit it when he gets to his feet: Labour would borrow more.

Last Thursday the people of Humberside spoke for the whole nation. [Hon. Members: “More!”] Happily, there is more, because the former Deputy Prime Minister, John Prescott, said that this

“is not just about the police. This is a referendum on everything this…government has done…On the health, on the education, on the local authorities”,

and people took the first opportunity to kick him out.

I think that it is the leader of the Labour party who made history this week, because he told his conference that he wanted to be Disraeli; he told Radio 4 that he wanted to be Margaret Thatcher; he came to this House and said that he was more Eurosceptic than Bill Cash; and then he went to the CBI and said that he loved Europe even more than Tony Blair. He has impersonated more politicians than Rory Bremner, but this time the joke is on him.

Q5. Does my right hon. Friend agree that a free press is one of the cornerstones of a true democracy, and that any attempt to muzzle newspapers, such as those of the excellent Kent Messenger Group in my constituency, should be strenuously resisted?

My hon. Friend makes an important point. I join him in expressing my admiration for the Kent Messenger Group and all that it does. The problems there have been in our newspaper industry have not concerned regional and local titles, which perform an incredibly important function in our democratic system. However, we all have to wait for the Leveson report, study it carefully and respond to what it says.

I am sure the whole House will wish to join me in paying tribute to Sapper Connor Ray, of 33 Engineer Regiment (Explosive Ordnance Disposal), who died on Wednesday 18 April from wounds that he sustained in Afghanistan. He was described by all who served with him as a superb soldier. His dedication and his courage will never be forgotten, and we send our condolences to his family and his loved ones.

This morning I had meetings with ministerial colleagues and others, and in addition to my duties in this House I shall have further such meetings later today.

I associate myself with the Prime Minister’s tribute to Sapper Connor Ray and, in doing so, ask my right hon. Friend whether he will confirm that, although British servicemen and women are scheduled to leave Afghanistan in 2014, the actual pace of withdrawal will be determined first and foremost by the need to minimise the risk to those members of our armed forces serving in Afghanistan at that time.

My hon. Friend makes an important point. I can confirm that by the end of 2014 we will not have anything like the troop numbers that we have now, and we will not be in a combat role. Of course, post 2014 we do believe in having a training role with the Afghan army, particularly the officer training role that President Karzai has personally asked for us to undertake. The speed of the reductions between now and the end of 2014 will be in accordance with the conditions on the ground and with what is right in terms of transitioning from allied control to Afghan control—and at all times, of course, paramount in our minds is the safety and security of our brave armed forces, to whom I pay tribute again today.

We do want to see an increase in the number of midwives and, unlike Labour, we are actually funding the health service in a way that makes that possible. The hon. Gentleman’s shadow Chancellor said, when asked about our pledge to increase funding in the health service:

“There is no logic, sense or rationality to it at all.”

I know the hon. Gentleman used to work on the “Today” programme, so let me give him a thought for the day: “The health service is better off with our Government.”

Will my right hon. Friend the Prime Minister take this opportunity to assure my constituents in Sittingbourne and Sheppey that planning circular 01/06 will be scrapped in the near future, and that Travelling communities will then be treated in the same way as settled communities with regard to planning law?

I am not fully up to date with that particular planning circular, but I reassure my hon. Friend that, as I have said here before, Traveller communities should be treated in a similar way to other communities, in that they cannot have planning permission retrospectively granted when they have not obeyed the rules. That is not right. Everyone should obey the law.
