Commons ChamberI always take onboard the advice of the Transport Committee, because it does a great job and always has done. On ticket offices, these are industry proposals, which, pursuant to the process set out in the ticketing and settlement agreement, are currently being consulted on between the train operators and the passenger bodies. We expect that consultation stage to conclude shortly. I have made it clear at this Dispatch Box, and the Secretary of State has also been clear, that this should be a redeployment and multi-skilling of staff exercise to enhance the passenger experience.
Serious overcrowding persists on Chiltern railway services serving my constituents, particularly at rush hours and weekends. The long-term solution is whole-fleet renewal, but there are some short-term fixes that Chiltern is asking for, such as being permitted to bring its extra set of Class 68s back into use. Can my hon. Friend assure me that he is doing everything possible at pace with Chiltern to improve rail services for my constituents?
My hon. Friend is another excellent member of the Transport Committee, and he always champions the need for more capacity on his busy railway lines. He is accurate: overcrowding is becoming an increasing concern for Chiltern, which is assessing options to mitigate the issue, such as further utilisation of the Class 68 units in and out of Marylebone to maximise capacity. There are issues with the diesel fleet, but we want to ensure that we can continue to provide the service for his Chiltern customers. In the longer term, I know that Chiltern is working with the rolling stock company providers to assess hybrid trains, with an aim to moving away from diesel.

Commons ChamberI do not think the hon. Gentleman listened to what I said or read what we said in the document. We are going to reinvest every single penny that we are saving from cancelling phase 2 of HS2 in the parts of the country where the money was going to be spent. Just under £20 billion will be spent in the north of England, just under £10 billion will be spent in the midlands and £6.5 billion, which we are saving from the new way that we will deliver Euston station, will be spent in the rest of the country. That is reinvesting in transport projects that I think are closer to what people want to see, which is why they have welcomed the decision we have made.
After I have spent years arguing that HS2 was wasteful and too destructive and that we could not afford it, the Government have finally agreed with me and scrapped the line north of Birmingham. However, with the Government having previously cancelled the eastern leg and now having chopped its leg off, that leaves a legless stump through my constituency from London to Birmingham, which continues to bring daily misery to my constituents and is costing an amount of money that we cannot afford. I ask the Secretary of State—going for third time lucky—whether he will scrap the entirety of HS2, return the land that can be returned, do something better with the community’s consent with the land that cannot be returned, and then spend that money on the west coast main line and the Chiltern line instead.
Given my hon. Friend’s constituency interest, I completely understand why he takes the view that he does. He is a doughty champion for his constituents, and never loses an opportunity—in this place or, in fact, every time I see him—to make exactly those points.
However, given the progress we have made, the decision we have taken is to complete phase 1 from Euston to Birmingham, delivering that significant capacity upgrade. [Interruption.] I say to the hon. Member for Sheffield, Heeley, who just cannot help shouting from a sedentary position, that I had a very productive meeting with the Euston Partnership last week to discuss these details. The London Borough of Camden and the Mayor of London are very enthusiastic, and are working with us in partnership on those proposals. The new development corporation at Euston is a once-in-a-lifetime opportunity to transform that area. They welcome these proposals, and I look forward to working with them constructively on them.
Coming back to my hon. Friend’s point, we are going to complete phase 1 between Euston and Birmingham, which delivers the significant capacity upgrade that the Chairman of the Select Committee, my hon. Friend the Member for Milton Keynes South (Iain Stewart), referred to. Notwithstanding the inconvenience being suffered by the constituents of my hon. Friend the Member for Buckingham (Greg Smith), if there are any issues we can deal with—other than cancelling phase 1—I am always happy to meet him.

I thank the hon. Member for that brave shot. Let me just remind him that, far from being dragged to the House, the Government published a written ministerial statement and a press release this morning. Not only that, but to the extent that the Government were dragged to the House, it was by the Scottish National party. This is the second time in two days that the Labour party has been caught napping by another party in this House. As to the availability of the rail Minister, we try to pay total football in the Department for Transport. While Cruyff is haring down one wing, we expect Neeskens to be playing through the centre, and that is how we think about these things.
The hon. Gentleman is right to highlight the previous underperformance, but he is entirely wrong to predict that that will continue, because we see the evidence in front of us. As I have already said, cancellations have been as low as 1.1% in July, and over 90% of trains are now arriving within 15 minutes of their scheduled time. That is part of the basis on which the Secretary of State has decided to award this new contract. If the alternative that the Labour party is proposing is the nationalisation of our railways, I look forward to seeing the budgetary implications of that, let alone any justification that civil servants directed by Labour Ministers would do a better job than this new professional team at Avanti.
While I appreciate the points that the rail replacement Minister makes about recent improvements in Avanti, does my right hon. Friend accept that the failures of Avanti in recent years have led to consumers voting with their feet and refusing to use Avanti services where they can? In the case of passengers traveling from Birmingham to London, they have been coming on to the Chiltern line instead, which is adding to the overcrowding on that line. What reassurance can he give that there are incentives in the new contract for Avanti to win back that trust, so that we are not maintaining overcrowding on other railways such as Chiltern?
With my hon. Friend’s minutiose attention to detail, he will recognise that yesterday we had the rail replacement bus Minister, but today we have another rail replacement Minister. That is thoroughly in order.
As regards the effect on customers, again, my hon. Friend is spot on. It is very noticeable how much the new team at Avanti recognise the commercial challenge of wooing back customers they have lost following the disastrous underperformance of last year, which they recognise, understand and accept. That is a vital commercial challenge. We judge that they are beginning to meet that and doing more than beginning to meet that as a matter of service. There is much further to go as regards the extension of the quality of the service. They recognise that, and that is all in the interest of customers and better customer experience.

Commons ChamberThere is no question of this Government abandoning the north. We have put in huge amounts of funding, including on buses and new roads. I was in Preston a few weeks ago to open the new Preston Western Distributor road. The Government are hugely investing in the north of England—on rail, on roads, and indeed on our important bus network. As I said earlier, Ministers will continue to update the House regularly on HS2, as we have done throughout.
Even when this project had arms and legs and eyebrows going across the whole country, it was always accepted that the business case was very weak and that, as a nation, we cannot really afford it. I hope the Government do scrap HS2 north of Birmingham and save many more communities from the human misery that my constituents endure every day of the week from the construction. If they do scrap it, it would leave the quite literally legless stump from outside central London to outside central Birmingham. Will my hon. Friend take the message back to his colleagues and to the Treasury that we cannot afford it and that what is left of phase 1 should be scrapped as well.
I thank my hon. Friend for his question. Spades are already in the ground for HS2, with over 350 active construction sites, and with high-speed services between London and Birmingham Curzon Street due to start between 2029 and 2033. However, I will pass on his comments to Treasury colleagues, as always.

Commons ChamberYesterday, I chaired a roundtable with the freight sector, looking at the growing problem of theft from lorries in overnight lorry parks and service stations, which is costing the economy hundreds of millions of pounds a year. What is my hon. Friend doing with the sector to ensure that for the extortionate fees freight companies are charged, they get secure parking overnight?
I thank my hon. Friend for his work in this area and across a number of areas in transport. We are looking in depth at driver welfare, including providing extra lorry parks and more secure facilities, and grants are due to be announced in the summer.

It is not the ticket office but the expert people in it who assist passengers. With these proposals, the train operators are looking to free up people from behind the glass, often in parts of the station that passengers do not access, to help them to use their skills to get tickets sold at ticket machines and to advise people on how to purchase online, so they can do that in future, and thereafter to help them with the entire passenger journey experience, giving them information and making them feel more reassured.
These roll-outs have occurred across other parts of the network. London Underground did this some years ago, and I do not believe the current Labour Mayor of London has any plans to turn it round because it actually works. It gives a better passenger experience. People can either live in the past or look towards the future. The way in which passengers transact across a whole range of services is exactly the same, and we are keen to see the railways modernise and thrive.
Many of my constituents write to me about overcrowding, on an almost daily basis, particularly on Chiltern Railways. No one has ever written to me about ticket office provision. Sympathetic as I am to the argument for ensuring staff come out from behind the counter to assist people directly on platforms and around the station, how will this solve the demands of passengers, which we are probably all seeing in our inboxes on a day-to-day basis, in relation to rush-hour capacity and weekend capacity?
Chiltern Railways, for example, is looking to expand coverage at High Wycombe. By redeploying staff, it can get more staff on to the platforms. This is an example of where my hon. Friend’s passengers will benefit because train operators can flex staff to provide more coverage, which makes people feel more reassured. Again, as hon. and right hon. Members look at the details and engage with the consultation, they may find their constituents are getting a wider range of services over a wider range of hours than they currently receive.

Commons ChamberIt is certainly the case that the High Speed Rail (London – West Midlands) Act 2017 and the High Speed Rail (West Midlands – Crewe) Act 2021 specify the circumstances in which HS2 must seek the consent of the Environment Agency for construction. I know that, on this particular matter, the Environment Agency has been working with HS2 Ltd since that ground movement was discovered. I have also asked for it to be looked into. I will ensure that I get a separate report from the Environment Agency so that we have that independence, and when I have that, I will happily sit down with the hon. Lady and her constituents to take them through what has been found. She is absolutely right: we need to have independent scrutiny. I am absolutely fixed on that myself.
Two weeks ago, my constituents, the Hodges of Elm Tree farm in Steeple Claydon, discovered by accident while walking their dogs that HS2 Ltd was about to chainsaw an area of woodland on the farm that it had not paid for. There was no consultation. HS2 fenced off land that it does not own and then there were suspicious works in the middle of the night. When will my hon. Friend clamp down on this appalling, bullying behaviour from HS2 Ltd and its contractors?
I was very pleased to sit down very recently with my hon. Friend, people from HS2 Ltd and Buckinghamshire Council to go through some of the matters that were on his agenda. I know that this is the latest case that he has written to me about. I will look into the detail to ensure that we both have the correct facts, and the next time I am up near Steeple Claydon, which, as he knows, happens on a regular basis, we can perhaps take a look ourselves.
The steps I am taking on monitoring are looking at being able to put those operations back to the private sector. That is our preferred model. On TransPennine trains, I had a very good meeting with the interim chief executive, and I thank him for the work he is doing to stabilise. A plan is being looked at that will be delivered by next month, I believe. We currently have a situation where 50% of drivers are not trained up. What that tells us is that we need a lot more co-operation with the unions to get our drivers trained so that they can drive trains across all routes.
We know that buses are a social and economic lifeline for millions across the country. That is why we are keeping fares down and keeping vital bus routes open. We have extended our popular £2 bus fare cap until the end of October, followed by a £2.50 cap until November next year. On top of the £2 billion in support we have provided to the sector since the pandemic, we are investing £300 million to support essential services and routes for the next two years. This is giving the sector certainty, helping people with the cost of living and delivering against our priority to halve inflation, as well as protecting the vital role that buses play in growing our economy.
Overcrowding on Chiltern services from stations such as Haddenham and Thame Parkway and Princes Risborough has become beyond unacceptable. That will only get worse if Chiltern is forced to discontinue the Class 68 loco-hauled trains, as expected. Will my right hon. Friend agree to enable the continued use of these trains until Chiltern can complete its full planned fleet renewal?
I am able to tell my hon. Friend that officials in the Department are already working with Chiltern on looking at how we deal with those issues. I know that the rail Minister, my hon. Friend the Member for Bexhill and Battle (Huw Merriman), will be delighted to meet him to give him more detail of the work already under way so that we can deliver a better service for his constituents.

Commons ChamberI had a meeting with the DVSA on this matter earlier this week, and we will continue to take steps to block cancellation services from accessing the booking system. There has been a significant drop in traffic to those services because of the DVSA’s successful work in identifying booking apps and bots, but there are some driving instructors who book slots for their own use. In the hon. Lady’s constituency, in Isleworth and Tolworth, the waiting times in February were 8.5 weeks and 7.3 weeks respectively, well below the national average, so there is no need for people to use the bots as they can book a few weeks in advance.
I have received correspondence from a number of constituents struggling to get driving tests in my constituency in recent weeks. For example, a constituent reported that the nearby Bletchley testing centre has nothing available for six months. On top of the question from the hon. Member for Twickenham (Munira Wilson) about the growing purchasing of tests by third parties, will my hon. Friend consider changing the point at which tests are released? I am led to believe that it is 6 am on a Monday, which enables those third parties to get in and book them all up quickly rather than leaving them open for the genuine public, most of whom are probably not at their computers at that time.
Tens of thousands of jobs and billions of pounds in economic growth depend on building HS2. The National Audit Office has noted that the decision to delay HS2 by another two years will increase the costs of the project yet again. The Institution of Civil Engineers says that delaying HS2 could make the building process
“more difficult as construction firms shift their focus to other countries.”
Is it not time that the Government came clean with the public that HS2 is happening, and stopped the dither and delay that will only cost the taxpayer more money?
As my hon. Friend points out, the Liberal Democrats have different views on HS2 in different parts of the country, which would not be the first time.
The Government remain fully committed to HS2. Picking up the point made by the hon. Member for Bath (Wera Hobhouse) about the supply chain, I made it clear in my statement to the House that we are going full steam ahead on phase 1 from Curzon Street to just north of Birmingham, precisely to make sure we protect jobs and the supply chain, and to demonstrate clearly that the project is going to happen. We see the transformation it is having in the west midlands, as Andy Street never tires of telling me, in generating economic growth in Birmingham. We want to see more of that across the country and across the route.

Commons ChamberI do not think the hon. Lady listened very carefully to what I said. I did not say that Avanti had fixed all the problems, but it has delivered an improvement in performance compared with last year. As I have said, since it introduced its timetable in December, we did not see much improvement in the first month because either train operating company staff or Network Rail staff were on strike, but since then it has delivered an improved performance. Has it improved as far as it needs to go? No, it has not—I was clear about that. We need to see that performance sustained over the coming months, and that is how we will judge its performance when we make a decision towards the end of this next six-month period.
The vast majority of my constituents who use rail rely on Chiltern Railways, and passengers have faced massive and dangerous overcrowding on services to stations such as Haddenham and Thame Parkway and Princes Risborough at commuter times and at weekends. That is due in no small part to customers frustrated with Avanti who would ordinarily choose Avanti to go from Birmingham to London being displaced on to the Chiltern line instead. What assessment has my right hon. Friend made of the impact of Avanti’s failures on overcrowding on other railways, and what can he do to alleviate that pressure?
I have not made a specific assessment of the extent to which Avanti’s poor performance, particularly last year, has led to the effects that my hon. Friend describes, but he has set them out clearly. If the improved performance that has taken place over the past few months is sustained, it will enable a reverse of that effect, which will deliver better services not only for those who use Avanti but for his constituents who use Chiltern’s services, for whom the level of overcrowding will reduce.

Commons ChamberI will take that as Liberal Democrat policy from now on. It is important that all parties have a shared policy. On the ecological benefits of HS2—I have viewed some of them—the area around Colne valley where the chalk is being tunnelled will created a new chalk habitat, and I have seen that for myself. There will be no net loss to biodiversity as the route goes up to Birmingham, and as it goes beyond there will be an ecology gain of 10%. In my view, HS2 is a force for good not just through decarbonisation and what that does for the environment, but in respect of ecology and the legacy it will leave.
Instead of tinkering with the edges of HS2, would it not be better to admit that we cannot afford it as a country, that it has ruined livelihoods up and down the area where construction has commenced, and that it brings massive environmental destruction with it? Would it not be better to scrap it altogether? Does my hon. Friend agree that if he is to persist in building phase 1, among the cuts and budget reductions, not a penny will be taken from the mitigations put in place for residents who suffer real human misery under the construction of this project?
May I thank my hon. Friend? It was a pleasure to visit him and see some of the impacts in Buckinghamshire, which he so ably represents. I absolutely accept, as does HS2 Ltd, that right now HS2 is at the peak of construction—I referenced the amount being spent each month—which means the impact is probably at its greatest for residents. That will reduce as the line is delivered to Curzon Street, which it will be. We remain committed to delivery, but we are also committed to ensuring that we work with hon. Members, such as my hon. Friend, on mitigation measures. I am very happy to discuss with him further what more we can do to assist his constituents, but I have to be absolutely clear that we are delivering HS2 to Curzon Street in the time specified. It will continue to take place. I am very proud of that delivery and I want to thank everyone who is doing it.
