I thank my hon. Friend the Member for East Worthing and Shoreham (Tim Loughton) for securing this debate. I speak on behalf of both myself and my neighbour, my right hon. Friend the Member for Hastings and Rye (Amber Rudd). We share the two worst-performing rail operators—Southern and Southeastern—and we bear our crosses as best we can.

I am also a daily commuter, mostly on Southern. I spend about three-and-a-half hours on my commute, so I experience the same frustration, anger and stories that many right hon. and hon. Members have detailed today. In Bexhill and Hastings we have suffered the emergency timetable, which has affected our two-carriage train. The train does not perform that regularly, and it is now even worse. The timetable is causing real misery for our constituents in both towns.

I am a member of the Select Committee on Transport, and I can perhaps bring a little optimism to the room. It was a delight to have the leader of the National Union of Rail, Maritime and Transport Workers, the chief executive of Southern and the rail Minister at our inquiry into Southern’s performance. The session made it clear that there is some common ground. The key now is to get everyone around the table. With respect to the RMT, we finally got it to agree that, really, this just comes down to jobs. The union could call it safety, and I could call it union subs, but it comes down to a guarantee that there will be a second member of staff on the trains. The Committee was reassured to hear from the chief executive of Southern that that guarantee will be in place not only now but for the entirety of the franchise. Southern cannot give any more than that because it cannot go beyond its franchise terms. We then asked the rail Minister what can be done beyond that, and I hope that I am not misquoting her when I say that she was able to confirm that the guarantee will be in place for the next franchise, too.

As my right hon. Friend the Member for Arundel and South Downs (Nick Herbert) said so forcibly, it is right for us to call out behaviour that we consider unreasonable. Who else is guaranteed a job for up to 10 years? Certainly not Members of Parliament. It is down to the unions to show a little more willingness. They have now responded by letter to say that they will call for a cessation of industrial action for a three-month period, which is a good start, but they must operate the rolling stock for which we have all been waiting for so long. If it turns out that a conductor cannot join a train but that the driver can close the doors, I would rather have that train run. The unions have to be reasonable.

The unions also have to be reasonable in helping to end the sickness issues. There is undoubtedly an issue that has to be ended, and the unions have the biggest responsibility for doing so. Those are my asks of the unions—they wrote back yesterday telling the rail Minister that they are willing to sit down and give talks a try. I urge her, and all concerned, to take up that offer.

I am aware that the Transport Select Committee has published a report this morning, but I have not yet had a chance to read it fully. The point about our smart motorways is that they are designed to add capacity to our network without compromising safety. The evidence from the first all-lane running schemes on the M25 show that the busiest journey times have almost halved, the number of collisions has reduced by almost a fifth and casualty rates are down by 21%. Obviously, safety is a priority. I will read the report with much interest.

Constituents of mine wishing to get back to Bexhill and Battle after 9 o’clock on a Monday or Tuesday night are having to undertake a large portion of their journey by replacement bus, and we have just found out that that will carry on for the rest of the year. I declare an interest because that impacts on me on a Monday evening, but my intentions, as ever, are purely altruistic when I ask the Minister whether she would meet me to try to find out whether Network Rail can conduct this engineering work during the night.

Thank you, Mr Hollobone; you are very kind. It is a pleasure to serve under your chairmanship. I congratulate my hon. Friend the Member for Horsham (Jeremy Quin) on securing the debate and opening it with such gusto. I also thank my right hon. Friend the Member for Arundel and South Downs (Nick Herbert) for alerting his Sussex colleagues to the opportunity to attend the debate this afternoon.

I feel that I have earned a testimonial for this subject, having used Southern services to commute from my home in east Sussex to London for the past 10 years. As a member of the Transport Committee, I have a passion for the rail industry and regard it as one of the great success stories of recent years. Since 1997 passenger numbers have doubled and we now have the fastest growing network in Europe. I welcome the Government’s commitment, with £39 billion of capital investment, to making the railways even better.

The Southern and Govia franchise is undoubtedly an immense operation. As we were told last year, 175,000 people travel on it every day. As many passengers go through Southern’s stations as go through Heathrow. London Bridge station is the subject of immense development, and the track is being untangled and lines extended, while trains still run above the building site. Track work south of Croydon has not had any investment since the 1930s. The challenge is simultaneously to upgrade our ageing infrastructure and to allow passengers to continue to travel. That challenge has not been successfully met at all times and commuters have faced considerable disruption as a result.

I have shared the frustration and anger that my constituents feel when they are unable to get to see their child’s play at school or get to pick-up on time, and when they are forced to stand uncomfortably in cramped conditions for long periods. In saying that there is an urgent need for performance to improve on Southern’s lines, I am not saying anything that has not already been said by Network Rail, Southern or the rail Minister, who has been a constant champion for my constituents, and without whom things would be much worse.

I have some specific asks for my constituents. Rightly there has been much focus on the London commuter lines, but I also have a coastal line, which runs from Brighton through to Ashford using diesel trains. It is vital as it connects Bexhill to London Victoria. The public performance measure on this line is currently a poor 65%. Even when services are running to time, it currently takes approximately two hours to make that journey. A similar distance, from London to Milton Keynes, can be travelled in just over 30 minutes. My constituency neighbour, my right hon. Friend the Member for Hastings and Rye (Amber Rudd)—the Secretary of State for Energy and Climate Change—and I are campaigning to extend High Speed 1 from Ashford down to Hastings and Bexhill. That would reduce the Bexhill to London journey time to 78 minutes and unlock the economic growth that we need locally if we are to become self-reliant with respect to business rates.

We very much hope that Network Rail will build on the Government’s commitment to deliver that line and include electrification in the next control period. Until such time, we are looking for Southern to take advantage of new technology to expand the carriages from the present two-car train. We understand that there is a lack of diesel rolling stock, but we also believe that there is now technology that allows mobile batteries to be put under trains, which would allow some excess electric stock to be added to the diesel stock until proper electrification occurs. Passengers are suffering from over-cramped conditions, so rather than taking what should be a scenic route along the coast to get to work or school, or to enjoy recreation, they are using their cars instead. All that this new technology needs is a delivery order. We hope that Southern and the Department for Transport will work together to permit an order to be made.

My second ask is to get better transparency to show how much of the money generated by Southern goes back into its rail network. This franchise is required to pay all its fares to the Department for Transport. With passenger growth being such a success and with 23% of all UK rail traffic operating on this franchise, the receipts have been coming in. In England, the Government subsidy on rail is £1.88 per passenger journey; in Wales it is £9.18. As it is our constituents who suffer the consequences of overcrowding that rail growth has delivered, it would be more tolerable for them to know how much their lines will receive in order to deliver a more comfortable and reliable journey.

My final ask is for an update on the continuous liaison that Network Rail and Southern undertake to avoid or mitigate infrastructure failure.

On my hon. Friend’s point about subsidy, my understanding is that this particular line is a negative subsidy area, meaning that it subsidises other passengers in England. The figure that he should be quoting is a negative one, which obviously adds to the frustration and unfairness that all our constituents feel.

I thank my hon. Friend for that intervention. The figure I gave was for England as a whole, but his intervention encapsulates the point that our constituents have felt the pain caused by rail growth and it would be good to see them get the upside from future investment. It is also important that our constituents can see these data, so that they can believe that better times are around the corner.

The rail Minister has championed the cause that I have just outlined, and I am grateful for the manner in which she has sought to bring these organisations together. However, the recent ice on the lines issue appeared to suggest a breakdown of communication between Network Rail and our rail operators on 12 February. It would be helpful for Network Rail to deliver a post-mortem for that day to show that lessons have been learned to reduce the impact of major one-off incidents.

In conclusion, I recognise the challenges that Southern faces. Some of them are a result of the huge Government investment in engineering and station redevelopment work. However, the constituents in Sussex must receive the better travelling environment that their forbearance deserves.

That is a worry and something the Minister should consider. If that is the case, the Government should take the franchise away now, because if Southeastern is going to look at its bottom line rather than the quality of the service, passengers will continue to suffer. That was a prime example of giving way to someone and them coming up with a better line in their intervention than I have in my speech, so I congratulate the hon. Gentleman on pulling all that together.

People in south-eastern London have suffered for decades. We had the disastrous privatisation that gave us the Connex franchise. We then had a period of relative stability, when the franchise was taken back in-house—in effect, nationalised—but that was followed by the ridiculous decision under the Labour Government to reprivatise it. I opposed that at the time, but we are where we are.

Passengers who use London Bridge station understand that the Thameslink scheme is bound to cause disruption. They have accepted that, despite the chaos at Christmas 2014. At the time, the Minister accepted that there had been an unacceptable deterioration in the service and she took action—I commend her for that—but this year’s performance has deteriorated to an all-time low. Passengers had accepted that train patterns would be substantially altered and that regular journeys had to change, because trains that people were used to catching might no longer be going to Cannon Street or Charing Cross, but the level of disruption they are suffering now is nothing to do with that. On the lines between Dartford and London Bridge, the service has failed, although when we had discussions before the Thameslink works started, we were told that the situation was under control. As I said, my constituents do not care who is to blame; they want to know that the tickets they purchase will get them to where they want to go.

I am grateful to the Library for an excellent paper it has produced to provide Members with information for this debate. It sets out how the public performance measure is calculated. The PPM shows the percentage of trains that arrive at their terminating station on time and combines figures for punctuality and reliability into a single performance measure. It is the industry standard for measuring performance, but it does not distinguish between extreme lateness and a brief delay. Southeastern’s PPM has fallen from 91.3% 12 months ago to 83.2% now. The average for all operators is 89.3%, so we are way below that. Another measure is right-time performance, which uses the percentage of trains arriving at their terminating station early or within 59 seconds of schedule. Southeastern’s right-time performance has fallen from 65.2% 12 months ago to 53.5% now. The average for all operators is 64.8%. Again, it is well below average.

The cancellation and significant lateness measure is for when a train is cancelled at origin or en route—this was my experience on the train that was going to Bexleyheath but then went to Sidcup—and when the originating station is changed or the train is diverted. A train is significantly late if it arrives at its terminating station 30 minutes or more late. On that measure, 2.4% of Southeastern trains were cancelled or significantly late 12 months ago, but the figure is now 4.3%—it has nearly doubled—while the average for all operators is 3%.

On every single measure we see poor performance from Southeastern. In autumn 2015, Passenger Focus showed that Southeastern’s passenger satisfaction was 75%, down from a high of 84% in 2013. In autumn 2015, the Chiltern franchise had the highest satisfaction rate, at 91%. The bottom three ranked operators were Thameslink, Southern—they are franchised as Thameslink, Southern and Great Northern—and Southeastern, which share the common factor of going into London Bridge. That must account for some of the dissatisfaction that people have with the service.

Last week, Which? published its annual passenger satisfaction survey. Southeastern was placed joint last, with an overall score of 46%; last year it was at 45%. Which? considers the impression of passengers over the previous year of the service provided. The difference between that and the Passenger Focus survey is that Passenger Focus considers the last journey that passengers made. That can be open to all sorts of factors, which can distort the figure. I would say that the Which? methodology far more accurately reflects the passenger experience than that of Passenger Focus, which is now Transport Focus. Those figures demonstrate just how consistently poor the service has been.

I am sorry that the fracture clinic will prevent me from being here for the entirety of the debate. I thank and congratulate the hon. Gentleman for holding this debate. Many of my constituents have experienced the same difficulties he has described. While I believe there will be better times around the corner once the track and station at London Bridge are developed, I am still concerned that we are short of capacity on these lines. Does he agree that it would be a huge concern if plans to give the Mayor of London wider powers for outer London were to affect the capacity further south? Does he also agree that to free up capacity we need a high-speed rail link from Bexhill and Hastings to St Pancras to create more capacity for his constituents?

I wish the hon. Gentleman luck in pursuing his scheme; I have got my own, which I will come to shortly. I have to say, Transport for London cannot be worse than Southeastern. It has had a positive impact when it has taken over other lines in similar circumstances, so hopefully it can achieve what Network Rail and Southeastern have failed to achieve in south-east London. Key bottlenecks such as Lewisham have to be overcome to achieve some of the things that Transport for London is talking about. I remain sceptical about whether it can achieve everything it says it can, but I am prepared to run with it and to be a critical friend, guiding it along the path of improving our train services in south-east London.

We need to hold people to account for what the figures demonstrate is consistent failure. The Minister did take action last Christmas when the service was appalling and there was a dangerous number of passengers on the concourse at London Bridge, but we must do more. To quote the Minister back at herself, on 28 January she admitted to the hon. Member for Bromley and Chislehurst (Robert Neill) that

“Southeastern was not at the top of the list for overall satisfaction. It is not quite at the bottom, but it is not at the top either.”—[Official Report, 28 January 2016; Vol. 605, c. 526.]

It was actually second from bottom and it has been so consistently. The Minister was reluctant to call it how it is, but we do our constituents a disservice when we do not do that. We really need to call it how it is to hold these people to account.

One concern I have about accountability is that the penalties that the franchise operators are required to pay the Government if they fail in their obligations are shrouded in commercial confidentiality, as are the payments made if they overperform. I would like to see some examples of overperformance—it would cheer me up no end. Why is that shrouded in secrecy? It is public money and a public service, so there should be public accountability. The Government should be proud to say, “We have penalised this franchise” when it fails our constituents. They should say, “Yes, we have made them pay a price and forced them to reinvest this money in this way to address this failure.” We should not say to the companies, “You can come and run a public service. You can hide behind commercial confidentiality and not let people know the price being paid.” All too often we see these people paying themselves huge bonuses in public services after such failures and that is not acceptable.

I want the Minister to ensure that we can see how the companies are being penalised for failures, because of the effect of those failures on people’s lives. They are late for work, late for job interviews, late getting a connecting train. We have all travelled on these train services that get stuck, and we have heard people’s life stories on their mobile phones as they go into meltdown around us because of delays. It is not right that the companies are not held publicly accountable when their failure is on such a scale.

Given the scale of the problem, the compensation scheme seems to be underused by passengers. Something needs to be done about that, because if we can make compensation easily accessible the companies might start to consider the standard of their performance a little better. People are eligible for compensation after their train is delayed for 30 minutes. The compensation scale goes up to a 100% refund for 60-minute delays, but according to the Library’s document no figures are available for take-up. I suggest that take-up is extremely low. The Office of Rail and Road found that just 11% of passengers surveyed nationally always or usually claimed compensation when they were entitled to it; 15% said they rarely claimed; and 68% said that they never complained.

We clearly need to do more to encourage passengers to come forward. Rather than come to their Member of Parliament, because they see us as the only outlet to vent their spleen, perhaps they could by right claim their compensation and make their voices heard directly with the franchise operators. Which? is running a campaign to make rail refunds easier that calls for

“clear information on how to get a refund for rail delays…all train companies offering cash as the first option”

and for train companies

“to be held to account if they fail to encourage passengers to claim refunds.”

I commend that campaign to the Minister and urge her to support it.

The Minister said on 28 January:

“We effectively now have rail fares going up at the lowest level”.—[Official Report, 28 January 2016; Vol. 605, c. 526.]

Is that absolutely correct? I have figures that say an annual season ticket from Eltham to central London has gone up by £328 a year—33%—since 2010. I do not think my constituents would say fares have been going up at the lowest level. Would the Minister care to comment on that? I do not think it is true. People are being forced to pay more for a service that clearly is not up to the standard they have a right to expect.

I know that an announcement is pending about increased capacity on our rail services—12-car trains. I have been campaigning on that for 15 years and been fobbed off with “The electricity supply isn’t up to it. The platforms aren’t long enough. We have terrible bottlenecks at Lewisham and London Bridge. Twelve-car trains are such a drag,” and all the rest of it. The fact is that in south-east London we do not have direct access to the London underground. Most of our journeys are like the spokes of a wheel, going in to central London and the main terminals at London Bridge, Charing Cross, Waterloo and others. Our constituents rely heavily on those services and have few alternatives. Buses do not really provide an alternative for journeys of that length, nor do buses have the capacity for the number of people who want to make those journeys. There is a transport deficit in south-east London.

We constantly hear from the people at Transport for London about how much TfL must invest in the London underground and how important it is to increase capacity, and I get that. I understand how vital it is to London. However, TfL is even calling the new underground line going through New Cross the orbital route; that is how far TfL thinks London goes out—as far as New Cross. People outside its orbit are Pluto, or something. Because we do not have direct access to alternatives, our rail services are vital.

For too long people have been crammed on to overcrowded carriages, particularly at peak times. This morning, for example, I was waiting at the station at 7.35 at Eltham. The Victoria train came in and it was six carriages long, at peak time. It is not acceptable. The train that I caught to Charing Cross was eight carriages long. At those times of the day they should be 12-car trains. Trains are packed by the time they get to places such as Eltham, Kidbrooke and Blackheath; anyone getting on at Lewisham needs a crowbar. It is not acceptable. We have got to have increased capacity on our rail services.

TfL is very keen to take over the service and it would have my blessing, but as I said, I will be a critical friend. If it is going to increase the frequency of trains on the service it will have to deal with the signalling system. It is no good putting more frequent trains through with fewer carriages; we need more capacity. I will support TfL’s bid for the metro services on Southeastern, but we need to ensure that the Government and MPs scrutinise what it says about what it will deliver. We need to improve the service and increase its capacity significantly.

The landslide caused me great concern. I thought, “What if it had happened as a train was going by?” which was highly likely, because the vibration of a train could have exacerbated the situation and brought a landslide down. Some infrastructure was involved, so I want to know if a proper survey of the infrastructure has been done. As I said, more than 70% of the delays have been due to signals and infrastructure under the control of Network Rail. Does it survey the infrastructure to the point at which it identifies likely problems and puts them right, so that they do not become constant nagging problems and a cause of future delays? It seems that the system is creaking at the seams. Is Network Rail on top of that? I would like the Minister’s assurance that she is on top of Network Rail, and that she will ensure it tries to drive out the gremlins that cause all the problems for Southeastern and our constituents.

As I have mentioned, I want the penalties and rewards for train operating companies’ performance to be published and the people concerned held to account. I would like the Minister to put pressure on the transport operating companies to make people aware of compensation schemes. Above all I want the Government and TfL to recognise that south-east London has a transport deficit, which cannot continue to be ignored when the future expansion of rail services, including such things as the underground and the docklands light railway, is considered. The situation in south-east London is unacceptable. I look forward to hearing what the Minister intends to do about it.

This morning my train to London Bridge got me in on time. Does the Minister agree that, as well as being negative when things do not work, we should adopt a positive attitude to our rail franchises when they get it right, as they do on most days?

My hon. Friend is absolutely right. Trains to London Bridge, and other Thameslink trains, are benefiting from a massive upgrade costing some £6.5 billion. Obviously there will be difficulties at certain stages of the line’s reconstruction, but once it is finished it will be a far superior line, and it will benefit from the new trains that will come into service in the spring.

Given that the debate is about punctuality and timekeeping, I shall come well within the four minutes; otherwise, I will hand out my own compensation forms, albeit that, using Southern’s own ratio, I shall pay out only at six minutes plus.

I am also a daily commuter on Southern—I have been for the last nine years, and I continue to be one as an MP. I use the Uckfield line, which is in the constituencies of my hon. Friends the Members for Wealden (Nusrat Ghani) and for Tonbridge and Malling (Tom Tugendhat). I am also a member of the Transport Committee, so I take very well the suggestion that the matter before us would be a good one for it to discuss.

Perhaps I have become immune to the overcrowding I have suffered for almost 10 years on my daily commute, but my experience is that, although things are difficult, they are not perhaps as appalling as others may have found on their lines. The Uckfield line has one track, and capacity is, indeed, an issue. Twitter messages come through when people are rightly frustrated. I missed my child’s last-day-at-school performance, because I was stuck in Oxted for two hours. These things happen, and they are frustrating, but, today, the 6.43 am train came in on time, and I dare say there were no tweets putting that message across. It is important that we also consider the views of the majority who do not get in touch with us.

Capacity is, indeed, an issue, and it concerns me hugely that, as more housing is built in my constituency, the Uckfield line and the coastal line will become even more overcrowded. Those lines are served by diesel engines, so it appears that little can be done—certainly on the coastal route—to introduce more carriages.

Southern Rail takes the view that all its revenue goes to the Government, and that anything it adds on has to come out of its bottom line, so it refuses to add anything. I would like further measures and incentives from Government, to make sure that Southern adds those carriages on. The overcrowding that my constituents in Bexhill suffer at rush hour is incredibly difficult. Equally, however, at other times during the day those two carriages are not really used at all; so, again, I take a reasonable view of the circumstances.

The conclusion of the London Bridge building work will be an amazing experience, and I hope that many of the issues will then become a distant memory. The fact that the rail companies and, indeed, Network Rail, have continued to operate in the station during the largest station engineering project in Europe is testament to their hard work. There have been issues; I was there on the day of the overcrowding that was mentioned. It was incredibly difficult and frustrating, although it is fair to say that some people were making a leap for it because, frustratingly, they could see empty trains moving out, rather than because trains were that crammed. I was in the cram and can testify to that.

London Bridge will be amazing, and it is important to be positive. While we chastise where we should, we also need to give encouragement and welcome the work.

My hon. Friend mentioned Uckfield in my constituency; locally, the line is called the “misery line”. He must have heard news of the Southern engineers strike that may be called next week, because they have been unable to negotiate through the union. My hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat) and I wrote to the union and to Southern urging a cancellation of the strike. I hope that my hon. Friend the Member for Bexhill and Battle (Huw Merriman) will join me in trying to make sure that they resume the negotiations.

I happily do so. I note the reference to the “misery line”; perhaps I have become immune through being a daily commuter for 10 years, but I tend to look on the brighter side. Things are sometimes incredibly difficult and frustrating, but for the vast majority of the time they work well. It is important to encourage people to see things that way; otherwise, there is a danger that we will become doom and gloom merchants, and we cannot then encourage people to see better times ahead.

I have now gone over four minutes, for which I blame my hon. Friend the Member for Wealden. I just want to make three points. First, it would be good to have more rolling stock. Secondly, it would be good to have a facility for dealing with the add-ons such as exorbitant rises in parking fees and the charging that now happens for duplicate tickets when someone forgets their season ticket. That is outrageous, in my view, because commuters should not be used as a cash cow. Thirdly, there is the issue of compensation. Why do we still have pieces of paper to get us through? Why can we not tap in with a smartcard that tells us when the train should arrive and automatically compensates us when it does not?
