No, I will not give way. My hon. Friend spoke at length on the issues and I am not giving way to him.

The company built a factory based entirely on the expectation that the service would be delivered, only to find that it was not delivered—Openreach said that it had a problem with blocked ducts. If people are paid £30,000 to deliver a business line, the least they can do is to get out there and look at the ducts, in particular if the order has come in six months before they are meant to deliver it. There is no defence.

I freely admit that it is frustrating to deal with such issues. I wonder sometimes how I could distract attention from them. In fact, I asked the Prime Minister the other day, “Can we have a referendum on something? I am suffering all these attacks from my colleagues, please can we have a referendum on something like our European membership as that might distract them for a few months before they come back to the issue?” But it has not distracted them—we are still debating Openreach’s failures.

The Opposition have contributed a great deal to telecoms and telecoms policy. I read this morning that one Opposition Member was fined £5,000 by the Information Commissioner for making 35,000 recorded calls urging people to nominate him as the London mayoral candidate, which he failed to achieve. But he has added to BT’s coffers!

We are still waiting for a broadband roll-out policy from Labour, but I am grateful to the hon. Member for Eltham for reminding us that Labour’s target was 90% superfast broadband by 2017, which we achieved by the end of 2015. So we are two years ahead of what Labour promised with its unfunded commitment when it was in government and before it left us with a wrecked economy and such long-term plans. I sometimes dream that Labour won the 2010 general election and that a Labour MP might now be having to stand in my place and explain why his Government had still not got to 90% and why they were still going to wait for two years to do so. We have never changed our targets; we will reach 95% by the end of 2017.

I sometimes dream, too, of the SNP being the official Opposition—I know I should not say that, because it is almost blasphemous, but the hon. Member for Berwickshire, Roxburgh and Selkirk yesterday was entirely reasonable in pointing out the complexities and difficulties of the programme. I also commend the hon. Member for Angus (Mike Weir) for the reasonable points he made today about the problem not necessarily being wholly a Government one.

I want to revise slightly what I said yesterday, because it is important to make two points. First, when I complain about Openreach’s customer service, I should also praise the thousands of people who work for Openreach. They do an extremely good job in difficult circumstances. They are probably dealing with quite antiquated systems, which have not been modernised, and certainly the engineers who do the work on the ground are formidable people—I have met a few of them, when they have been enabling cabinets in my constituency. They work in all weathers and often unpleasant conditions. I want to put on record my gratitude to the thousands of men and women who work for Openreach in delivering roll-out.

Secondly, there is a distinction between poor customer service by Openreach and the roll-out of superfast broadband. The roll-out is an engineering project. We like to give Openreach a hard time, but it was the only one that stepped up to the plate to bid properly for the contracts—it might well be thinking that it made a rod for its own back—and, in terms of the roll-out, Openreach has hit every target. My hon. Friend the Member for Tiverton and Honiton (Neil Parish) wondered earlier whether it was value for money: as he well knows, thanks to the clawback mechanisms in the contract, we have achieved £130 million. In fact, there is considerable underspend on the contract as well, so we will probably be able to use existing money to go further than 95%.

As far as I am concerned, Openreach is full of very good people doing a very good job, and the roll-out of infrastructure is going extremely well. In this debate, we are dealing with issues that I will not say are beyond my control, but that should be laid squarely at the door of Openreach. In yesterday’s debate I said that Openreach has the lowest levels of customer satisfaction, just below TalkTalk, according to Ofcom surveys. It is important to remember that no communications provider is perfect. I am sure that if we looked in our inboxes we would all find complaints from our constituents possibly about TalkTalk, Virgin, Sky or even some smaller companies providing business broadband. No company is perfect.

BT has a monopoly on that front. I have never had a complaint about any other company apart from BT.

Well, I have, but perhaps I live in a different world.

Having said that, I find it frustrating that I am sometimes doing the job of the chief executive or directors of Openreach. I find it frustrating that I have to broker a deal between Openreach and house builders to provide what should be provided in any common sense view—when building a brand-new housing development, surely that is the time to lay brand-new technology that people will expect over the next 20 years. I find it frustrating that I have to deal with a legion of complaints that are the result, frankly, of bad management and bad customer service. I sometimes feel that someone in Openreach loathes me so much that they sent out a memo saying, “Please give me the address of every single MP’s office, so we can make sure that every time they try to get a phone line, it will take three months.” At least four MPs have complained about that to me.

I hear what my hon. Friend says, and I will address that point in a minute.

I want to start with some of the obstacles that we encountered. First, there was the issue of coverage. I said earlier that I was in a philosophical mood. What we had to try to establish, to quote Shakespeare, was, “What is a not spot?” Trying to establish where a “not spot” is—that is, exactly where we will get no mobile coverage—can be difficult when dealing with radio frequencies. For the benefit of hon. Members who have not taken a close interest in the programme, a “not spot” is where no mobile operator can get a signal. A partial “not spot” is where there may be a signal from one mobile operator but not from another.

We therefore had to narrow down what a “not spot” is. That proved a useful exercise, because it allowed us to work with Ofcom and the mobile operators for the first time to establish a much more robust system of identifying where we were not getting mobile signals. Of course, the programme was announced at around the same time as the 4G auction, so we ran smack bang into the middle of the 4G roll-out programme, which was clearly going to change coverage criteria and therefore add another factor.

The next issue was planning. My hon. Friend the Member for Salisbury makes a good point—we had not anticipated just how difficult some of the planning issues are, particularly when we were dragging four operators with us, metaphorically kicking and screaming. Although we were paying for the mast, we were asking them to meet the operating costs going forward, which include the land rental as well as the transmission costs for what is, by definition, an uneconomic area.

As an example, I will take my hon. Friend through the saga of North Hill farm in his constituency. A planning application was approved at the end of October 2015, but the council—I am sure he knows some of its councillors—then decided that even though planning approval had been given, the colour of the mast had to be subsequently approved. Apparently, if a range of colours had been given, that would not have caused a delay, but the council wanted specific approval of the mast’s specific colour. That was compounded by the fact that the council and the area of outstanding natural beauty partnership did not respond to Arqiva’s request for guidance on what colour mast they wanted, to enable the council to make an application to discharge the planning condition—in other words, the colour of the mast.

I just want to finish the saga. Arqiva submitted a discharge of condition application in November. That was received by Wiltshire Council, which discharged the condition on 30 November. That was a full month after the deadline we had set for all planning applications to be determined, thus taking it out of the MIP programme.

Planning issues have proved difficult. We have had communities campaigning against masts and putting concrete blocks in front of the base stations to prevent any further work.

It is good to hear the Minister nailing his colours to the mast, as it were. We have had similar issues in South Suffolk. It seems to me that all of the problems point to this: masts can go up and we can have new projects, but we have to learn lessons, and the communities that want the masts will have to be far more engaged and willing to come forward and accept them, rather than just be passive in the process.

I agree with my hon. Friend.

Let me say what we have done since the MIP programme. My hon. Friend the Member for Salisbury talked about light at the end of the tunnel and giving people hope, and we have made some important changes. For a start, we are bringing in changes to allow mobile operators to erect taller masts, which will enable the signal to go further and have a significant impact in rural areas. We are going to change the electronic communications code, which governs access to masts and has a significant effect on the cost of maintaining infrastructure. We want to bring that forward through a digital economy Bill.

Subsequent to the MIP programme, we negotiated a change in the licences for mobile operators so that they now have to meet 90% geographic coverage, not just the 98% premises coverage. That will make a difference. The merger of O2 and Three, which we are waiting to see the result of, may make a significant difference. We have made Government property available for mobile masts, and all hon. Members might consider engaging with their councils on any property that would accommodate a mast. Those are all significant changes.

Of course, the emergency services programme that is just getting under way with EE should see the erection of 300 masts across the country, which will have a significant effect on “not spots”. As the 4G roll-out continues, we expect the area of “not spots” to fall to as low as 2% of the entire country, and the area of partial “not spots” to fall to as low as 12%—half what it is at the moment.

I hear what my hon. Friend the Member for Salisbury says about a possible way forward, and I will certainly keep my mind open. We would have to overcome the scepticism of the mobile operators. One difficulty of the programme is that the companies do not want to participate in it—I do not say that pejoratively—because they are landed with the operating costs of the masts. We, the Government, pay the installation costs, but the companies are landed with the operating costs for masts that are, by definition, uneconomic.

I am sympathetic to the proposal about communities coming forward with sites where the council is willing to give planning permission. I remind my hon. Friend that planning permission for a mast still exists on the site I mentioned, should he be able to tempt a mobile operator to erect a mast on it.

All I will say in the time remaining is that we have erected 16 of the masts and are hoping to get 60 up and running. Arqiva has a chief executive in the saddle, Simon Beresford-Wylie, who is very much focused on the project and has pushed through a lot of the applications.

A lot of my hon. Friends have suggested that the scheme could be extended. We took the tough decision, given the problems we have had with it, to impose a deadline. We had regular meetings about the scheme and how we could make it work more effectively and so on, and it was finally decided, partly in the light of the changes I outlined earlier—the taller masts, the electronic communications code, the emergency services programme, which is significant, and the changes to mobile licences—that it was right to concentrate minds and bring in a deadline. However, the Government’s mind remains open to any suggestions from my hon. Friends who are quite rightly advocating better mobile phone coverage on behalf of their communities.

There is a juxtaposition: there is, of course, a social priority for good mobile phone coverage, but it remains the case that the mobile phone operators are private companies. They are therefore investing their own money in building networks, as well as paying the Government significant sums for the spectrum allocated to them that they won in an auction.

Just as we have done with the superfast broadband programme, it is right that the Government intervene as and when we can. Given the significant difficulties we have come across with the mobile infrastructure project, the way forward is changing the licences, changing planning regulations to allow taller masts and give better coverage, and implementing the emergency services programme, which comes in behind. I should add that the emergency services programme will benefit from the MIP, because a lot of the groundwork on identifying “not spots” and identifying some of the very significant logistical errors in erecting masts will go a long way towards informing the emergency services programme.

I am sorry that I sound a bit Eeyore-ish in responding to this debate, but hon. Members can tell that I have been living with this programme for the past three or four years, and I thought it was time I came to the House and gave a frank view from the Government Benches on how the programme has worked.

The Minister says, absolutely fairly, that the last scheme was stopped. Perhaps, to interpret what my hon. Friends are suggesting—this is certainly what I feel—we could have an improved and amended scheme in the months ahead. Therefore, if there is a village that does not have access to the emergency services programme and has no credible other technology to provide a mobile signal—for instance, if it is in a dip and needs a mast—will there still be the potential for a scheme whereby willing communities can come forward within the next 12 months?

At the moment, no. To meet my hon. Friends halfway, I suggest that if we had a series of proposals whereby a community was genuinely willing to have a mast and the council was onside, it would be incumbent on the Government to consider those proposals. To refer back to my earlier remarks, we need to look at the particular sites that concern my hon. Friends, then see whether they fit within the emergency services programme and consider the potential way forward. I suggest that if my hon. Friend the Member for Salisbury convenes a group of colleagues who wish to come and see me with definitive statements of masts that they would like to see progressed, I will happily hold that meeting after the February recess.

It is an absolute pleasure to serve under your chairmanship, Mr Davies. I hope that I live up to the billing given to me by my hon. Friend the Member for Beverley and Holderness (Graham Stuart). I thank my hon. Friend the Member for Brigg and Goole (Andrew Percy) for securing this important debate, and I welcome the contributions of my many hon. Friends on this important issue. His speech came through loud and clear. It was not dropped at any stage, it was not interrupted and the message reached me without any form of interference, electronic or otherwise.

Earlier this morning, I was reflecting with a colleague about the fact that I seem to spend my life bumping into people who tell me about their holiday experience. They appear to get 1,000 gigabits per second on their mobile phone or computer, wherever they go on holiday. My hon. Friend did not disappoint with his Canadian experience. Far be it for me to compare Canada with the UK, but we are comparing a road trip across a vast expanse of land in a country the size of America that has a population of 30 million—it is one of the least densely populated countries in the world—where land costs are low and planning is easy, with an extremely busy motorway junction in the north of England in one of the most successful economies in the world. I would say that one is perhaps comparing apples with oranges. I also sympathise with my hon. Friend’s experience on a train, but I remind him that a train is a Faraday cage and that it is difficult to get a signal. We are working with the train operating companies—which is not unlike herding cats—to get a solution for mobile on trains, because it is an important part of the mix.

I say to my hon. Friend—and, indeed, to all my hon. Friends who appear regularly in broadband debates—that I have been working on the issue for quite a long time, and I intend to work on it for many more years to come, to deliver for them the kind of connectivity that they would expect. In return, I hope that when they rise to their feet in future debates, they acknowledge some of the progress that we have made. In Brigg and Goole, for example, some 25,500 premises that would not have been able to have a broadband connection can now connect to superfast broadband should they so wish, thanks to this Government’s highly successful broadband roll-out scheme.

We had three masts in South Suffolk under the mobile infrastructure project and the experience was mixed. I am not directly blaming the Minister, and the problem was with local communities in many respects. I am interested in what will be done to encourage investment, given that the publicly subsidised project had mixed results. Does my hon. Friend see changes to the electronic communications code as one way of bringing more investment into rural areas through the private sector?

I will take that as a positive point, because it helps me to make some of the arguments that I want to make. I remind hon. Members that mobile operators are private companies making private investment. Indeed, they contributed some £2 billion to the Treasury’s coffers in the last 4G auction, and we now have the fastest roll-out and take-up of 4G in the world. They are to be applauded for their achievements. It is also true, however, that the Government can help.

A recent report by the International Telecommunication Union saw the UK rise from 10th place in 2010 to fourth place in 2015 in terms of connectivity, much of which was driven by mobile coverage. I should also point out that one thing we never take into account when considering mobile coverage is how cheap mobile contracts are in this country compared with many other places. We also do not take into account that the modern smartphone is actually not that great at receiving telephone calls, due to its short antenna, which contributes to the difficulties that people have with calls.

The key thing that the Government can do is to work with mobile operators to increase coverage. We are here celebrating the first anniversary of a landmark agreement on mobile operators’ licence obligations brokered by my right hon. Friend the Member for Bromsgrove (Sajid Javid), then Culture Secretary, now Business Secretary. One operator has a licence obligation to achieve 98% indoor coverage by the end of 2017, but that is 98% of premises, which does not equate to 98% of the landmass. We therefore changed the licence conditions so that, by the end of 2017, all four operators will achieve 90% coverage of the landmass.

That will make a massive difference to coverage, particularly in constituencies with a rural expanse, where people drive between villages in a relatively rural area, such as the constituency of my hon. Friend the Member for Brigg and Goole. This is an important, landmark agreement. About 6% of the East Riding of Yorkshire and 1.2% of Lincolnshire have been affected by notspots. As a result of the agreement, we will eliminate notspots altogether. Just 0.2% of north Lincolnshire and less than 1% of the East Riding of Yorkshire will have partial notspots, which is when just one mobile operator provides coverage. Therefore, 99% of East Yorkshire and almost 100% of north Lincolnshire should have coverage from all four operators. That will make an important difference.

I do not know whether that is a technical term. I do know, however, that in my hon. Friend’s constituency some 33,000 premises will be delivered superfast broadband thanks to the plan. He will also know that the National Audit Office and the Public Accounts Committee have validated the scheme for value for money. No contractor pays BT until the work is done and BT presents invoices, and the scheme is audited regularly.

Phase 2 is going ahead. Phase 3 is about no one being left behind, which is the theme of the debate. The key point about that last 5% is that we do not know how much it will cost. Back of an envelope costings can run into billions, but we need a proper figure. That is why we have launched the pilots, some of which are already delivering broadband connections to people all over the country. Better still, they give us an idea of the kinds of technology we can use to get to that 5%. That will include suppliers other than BT and other technologies that BT and others are using, such as wireless and satellite.

Hon. Members have talked about businesses. We do not want to leave businesses behind. That is why we have launched our successful business voucher superfast broadband scheme. This morning, we announced that that scheme has delivered vouchers to 25,000 small businesses in cities up and down the country. Better still, there is now more competition in the market. Virgin Media announced £3 billion of investment because of the success of our scheme. TalkTalk announced a 1 gigabit offer in York and it will roll that out to other cities. BT has invested £3 billion of its own money and let us not forget that we have the fastest 4G roll-out and take-up anywhere in the world.

Will the Minister clarify the timing of phase 3 for the final 5%?

We hope to set out our proposals on phase 3 later this year. We are working on a series of proposals that we will look at in some detail and hopefully we will present those and take them forward. However, this is obviously a complex issue. Let us not forget that we are talking about the most difficult and expensive-to-reach premises. However, we do want to reach them; that is why we will carry out the scheme.

This is an unequivocal success story. I look forward to coming together again with all my hon. Friends and other hon. Members when we announce that we have reached the 3 million milestone. That may be in the summer recess, so I will invite them all to join me at a suitable seaside resort to make that announcement and release some balloons. Otherwise, they may want to put out press releases in their constituencies that tell their constituents how hugely successful the scheme is.

However, I do not want to be flippant or facetious. We have not forgotten those who need broadband. The tone of the debate was absolutely right. We are at a critical point where the engineering scheme we are rolling out is meeting the almost universal demand from our constituents for broadband. As a constituency MP, I know that those who get broadband under the scheme do not always say “thank you”—
