My hon. Friend is a real champion for a Sheringham roundabout; in fact, he has dragged me there to visit the A148 junction with Holway Road. I was delighted to do it, and I will be happy to go down and see it again. I understand that Norfolk County Council is continuing preliminary design work and confirming costs and planning requirements, which should put Norfolk in a strong position to make a bid. Although there are no immediate sources for this specific scheme, I encourage the council to continue to work with the safer roads fund, because a new opportunity will arise next year.

Through Network North, we announced £8.3 billion for road resurfacing—the largest allocation of money for local road maintenance ever—and an extra £4 billion for local road schemes. In addition, the plan for drivers set out 30 new measures we are taking to make motorists’ lives easier, from restraining the most aggressively anti-driver traffic management interventions to stopping councils profiting from moving traffic enforcement. Our plans show that the Government are on the side of drivers.

Across the country, the Department for Transport and local administrations have had great success in reducing the impact of roadworks on everyday motorists through lane rental schemes. Unfortunately, Greater Manchester is not one of the areas making use of that highly effective tool. Will my right hon. Friend take steps to ensure that Greater Manchester adopts a similar scheme to tackle the massive disruption caused by roadworks?

I entirely agree with the point made by my hon. Friend. I am pleased to report that, following his very effective representations and those of others, the Mayor of Greater Manchester’s Bee Network committee recently endorsed a decision to develop a proposal to introduce lane rental in Greater Manchester, and discussions are now taking place with local authorities.

As a fellow Greater Manchester MP, Mr Stringer, it will be as much of a shock to you as it is to me that none of your Labour party colleagues are present to discuss this huge issue, which affects every single person in Greater Manchester.

I take a very straightforward view on this issue. It is inconceivable that any Government could allow the interests of the green lobby to trump those of hard-working people in my constituency. It comes down to a basic fact: my constituents should not be taxed in any way, shape or form to support an agenda that is utterly damaging to both them and the wider country. The net zero agenda is worthy of Marx—it is the opium of the middle-class liberal masses. They are determined to impose on the rest of us something that none of us wants, including a speciality of the Labour party: imposing taxation on people who cannot afford it.

I worked in the private sector for the whole of my professional career, and I am self-employed when I am not being a Member of Parliament. What about the guys who go out into the community to work hard—the plumbers, taxi drivers and electricians? When Andy Burnham first put forward the Greater Manchester clean air zone, it was astonishing in its scale—493 square miles: the world’s largest clean air zone. No one has ever been able to give a reason why it was being imposed in the first place. There are no health benefits from it.

The situation is like many other things we see in politics—the generalisation and other people wanting my constituents to believe something without proving that any of it makes any difference. Every single person in this Chamber knows that we can look into the cameras, try to be liberal and nice, and say, “In these circumstances a clean air zone might work.” But the zones never work because they do not achieve anything and they penalise the people who elect us.

How on earth can we come up with a policy that puts taxi drivers out of business? Andy Burnham spent £50 million on a scheme that he planned to introduce on 30 May 2022. Then, miraculously, with his mayoral election coming up, the scheme was stopped following a backlash against the scale of the proposals. It was political opportunism mixed with ideology, and we should fight it with every sinew of our bodies.

Bearing in mind that Greater Manchester MPs have always dealt with the Department for Environment, Food and Rural Affairs when it comes to the clean air charging zone, it is a surprise to see my great friend the Transport Minister here, especially given that we have had no interaction on this issue. He is a red wall Minister who believes in low taxation and supporting the self-employed. He believes in everything that makes most of the people in this room Conservatives. He certainly—he will challenge me if I am mischaracterising him—does not believe that there should be excess taxation on working people to please the liberal masses. That is fundamentally wrong. The Labour party are not here because they cannot show their faces. This policy has been put in place just to please Guardian readers. We have to get away from it, both as a Government and individuals.

Let me quote this. It has been reported to me—this has never been challenged by anybody—that the Greater Manchester clean air zone would cost those of my constituents who have the temerity to leave for work from their driveways anywhere between £3,285 and £36,500 a year, depending on the nature of their business and the individuals involved. Imagine inventing something that charges someone for leaving their driveway! That is what Andy Burnham did.

Thankfully, Andy Burnham admitted that the Government did not force him to come forward with the proposal. I ask the Minister, through his good offices, to take back to whoever is going to make the final decision on the Greater Manchester clean air zone that the Conservative party does not believe in excess taxation. We believe in evidence-based policy—there has to be a reason to do something. My constituents are not dropping down dead as a result of alleged dirty air. That just does not happen. I have been searching high and low for the evidence to show the excessive health consequences of dirty air in my area. There is none.

There is no evidence. The policy puts people out of business and allows Andy Burnham and other politicians to waste huge amounts of money; we have also given him £120 million to retrofit vehicles. A few months ago, in this building, I was talking to somebody from Transport for Greater Manchester—the active travel commissioner, they were called. “Active travel” seems to be the thing: encouraging people to jump on a bicycle, no matter their age—let us spend millions of pounds on encouraging 85-year-olds to jump on a bicycle and go to the local town centre.

Angouleme Way in my constituency, a ring road, has been reduced from two lanes to one. Given that the impact has been to cause monumental congestion, a not unreasonable question was put to the person from TfGM; I will not name them here. It was said that the plan—I am not making this up—was to deliberately create so much congestion for six to seven years that everyone would jump out of their cars, get on their bikes or walk about 15 miles from Ramsbottom in my constituency to the centre of Bury. That policy making is based on fantasy and hits the wealth creators and lifeblood of this country. Whether we are talking about the Greater Manchester clean air zone or ULEZ, it should be stopped by our Government. The policy does not work for anybody else, and we need to get away from just following the noise of the liberal media, which these policies are all about. The Labour party does not believe in supporting my constituents: it believes in policies that punish them. That is why none of its Members are here today.

Air pollution is a serious yet solvable problem. The Government’s figures estimate that between 28,000 and 36,000 deaths are attributed to air pollution each year, or between 80 and 100 deaths each and every day. Three years ago, nine-year-old Ella Adoo-Kissi-Debrah became the first person to have air pollution listed as a cause of death by the coroner. That heartbreaking case demonstrates the urgency with which we must tackle air pollution.

Currently, the UK air quality limit stands at 20 micrograms of particulate matter per cubic metre of air, which is four times higher than the World Health Organisation’s target of 5 micrograms. The Government are only committed to reducing the limit to 10 micrograms as late as 2040. Sadly, the World Health Organisation guidelines for air pollution continue to be missed across London.

Transport is a leading cause of air pollution, estimated to contribute 35% of nitrogen oxide pollution and 13% of PM2.5 pollution in 2021. Those stark figures must not be ignored, and we need action from the Government to address the problem. The fact is that many local authorities have had little choice but to implement clean air zones because of the years of inaction on air pollution at a national level. The Government require local authorities to take steps to improve air quality, but this Government’s inaction on the main sources of air pollution means that local authorities are left with few options to clean up their air. Given the funding and powers available to local authorities, clean air zones are, in practice, one of the only viable mechanisms available to them to meet their legal requirements.

The Minister may not want to admit it, but a clear policy direction has been set by the Government, and local authorities are merely meeting their obligations at the behest of Government. Although Government Members like to kick up a fuss about clean air zones, their Government have approved those clean air zones where air pollution reductions have been legally required. Having essentially required councils to implement clean air zones, Ministers have failed to follow through with the support to help councils to meet their air quality targets.

To take just one example, let us look at the Government’s record on the transition to electric vehicles. Electric vehicles do not produce any nitrogen oxide pollution and they produce significantly less PM2.5 pollution. Encouraging people to switch from petrol and diesel cars to EVs is therefore a vital step in improving air quality, but under the Conservatives, we are at risk of stalling the switch.

Ministers have slashed help to purchase electric vehicles, and we are set to miss the target for 300,000 EV charging points by almost two decades. That is why our world-class car manufacturers are losing confidence in investing in Britain.

Air pollution causes huge harm to human health, which is why Labour has made ambitious pledges to reduce it, and we plan to get there by helping the switch to cleaner transport. That is why we have a transition plan to enable people to switch affordably to low-emission vehicles. Labour’s plan would make Britain a world leader in electric vehicles; our national wealth fund would invest in eight battery plants nationwide and win the global race for the future of the industry. With action to expand charging infrastructure, Labour’s plan for green growth will drive jobs, tackle the cost of living crisis and help to clean up toxic air.

It is a pleasure to serve under your chairmanship, Mrs Murray, and that of Mr Stringer earlier. I thank my hon. Friend the Member for Don Valley (Nick Fletcher) for fulfilling his role on behalf of the Petitions Committee so eloquently and for opening the debate on road-charging schemes.

My hon. Friend the Member for Bury North (James Daly)—he is adopting part of Bury South in the boundary changes, which is what confused me slightly.

This area crosses multiple Departments: the Department for Environment, Food and Rural Affairs leads on environmental legislation overall; the Department for Transport owns the enabling powers in multiple different spaces; and the Department for Levelling Up, Housing and Communities owns the powers related to the devolution settlements. Road charging cuts across many areas.

Before I get into my speech, I will pick up on a couple of points made by the hon. Member for Sheffield, Brightside and Hillsborough (Gill Furniss), who spoke for the Opposition. She said that she did not put words into other people’s mouths, but I can categorically state that I have been in touch with my hon. Friend the Member for Cities of London and Westminster (Nickie Aiken) and that she has never supported the expansion of ULEZ to the borders of Greater London. Given how the Labour party has criticised potential misrepresentations by Members on the Government Benches in recent months, it might be a nice idea for the hon. Lady, at some point in the very near future, to apologise for misrepresenting the views of my hon. Friend. The hon. Lady did not do her the courtesy of telling her that she would mention her in the House today.

I also want to pick up on a couple of points made by my hon. Friends from across the Conservative Benches. Kent, Essex, London, Greater Manchester and South Yorkshire are all represented in the Chamber, and all spoke with a united voice, reflecting on what is being done across the country. It was particularly interesting to see that no Labour Members are present. People going to by-election polls across the country will be interested to see that if they vote Labour, they will get absolutely no voice in this place, whereas with the voice of Steve Tuckwell, the Conservative candidate in Uxbridge and South Ruislip, who has opposed ULEZ consistently, people will know exactly what they get if they vote for him in the upcoming by-election.

Aside from party politics, it is important to talk about the petition. Devolving powers to local authorities is an important tenet of a democratic Government, giving power to those who are closest to and most knowledgeable about the local issues that they face. Devolution helps to drive local and national economic growth, better and more integrated public services, and enhanced public engagement and accountability—at least, that is the theory. Our existing Mayors already play an important role across the country, and the Government are committed to deepening those devolution settlements over time and building on the existing framework.

As my hon. Friend the Member for Don Valley said, the GLA Act 1999 was brought in after a referendum on the proposal for a Greater London Authority made up of an elected Mayor and Assembly, with 72% voting in support. In 2015, the first of the Government’s devolution deals was agreed and the Greater Manchester Combined Authority came into being. In 2022, we announced six further devolution deals, bringing devolution to people right across the country, with elected Mayors at their head. The deals mark a new chapter in English devolution. It is important to reflect on what that devolution means. It does not just mean devolving power and money; it also means accountability at a local level. That is what hon. Members have been talking about: people need to be accountable for the decisions that they make in local government.

One of the petitions proposes changing the GLA Act to remove a power from a directly elected Mayor. It is interesting that the petitioners know where the power lies but do not trust the person who is currently in the position to stand up for them. It is quite something when, rather than campaigning to change the person at the top, the petitioners are so concerned—as my hon. Friends the Members for Orpington (Gareth Bacon), for Bury North, and for Carshalton and Wallington (Elliot Colburn) said—about the impact that the policy will have on their lives, and those of their families and communities, that they want to remove a power, because they do not trust the people in those positions to represent them.

I have to agree with my right hon. Friend. I was attacking on so many different fronts that I forgot to mention the elephant in the room, which is the continuing rail strikes by people who have been incredibly financially supportive of the Labour party over the years.

Although there is a huge amount more to be done, we can be proud that air pollution has reduced significantly since 2010. Emissions of fine particulate matter have fallen by 10%; transport emissions of nitrous oxide have fallen by 32%, overall nitrogen oxide by 45% and sulphur dioxide by 73%. The hon. Member for Sheffield, Brightside and Hillsborough might criticise a reduction of three quarters in the amount of sulphur dioxide and wish that we could go further. I want to go further too, which is why we are phasing out internal combustion engine vehicles. If she wants to go further, would she outline exactly how far and fast she would like to go?

The only statutory air quality limit that the UK is currently not hitting as fast as we would like is for nitrogen dioxide around our road network, but we are making massive progress there. Around 72% of the road transport emissions of nitrogen oxides comes from diesel cars and vans, which we are phasing out. If we are going to introduce a ULEZ across Greater London requiring £250 million of capital cost, which is going to be phased out anyway because of the fact that we will be moving, in pretty short order, towards electric vehicles, particularly in smaller areas, it seems to be particularly targeted—I think the Conservative speakers really picked this up—on those who use second-hand cars and who, because they cannot afford to buy new vehicles, will be running those cars for a long time. It is particularly pernicious to put those people at the front of the list.

Does my hon. Friend agree that this scheme is targeted, like every single Labour policy, at the self-employed? This scheme unduly impacts self-employed people, who require transport to go out to work, so it is grossly unfair.

There is absolutely no doubt that my hon. Friend is absolutely right. The owner of a small business who literally carries the tools of their trade in the back of their van does not have other options. Even if people are not the owners of small businesses but are just commuting to work in a car or van, the Mayor has now hit them on the other side with a day travel card, as my hon. Friend the Member for Dartford (Gareth Johnson) said. In addition to those extra £50 million of costs, they are being told to use public transport and then told to pay an absolutely huge amount more for it, particularly if they are coming from outside the Greater London area. Again, that is a change that hon. Members have been reflecting on today. It means that the people affected by the change pay more but still do not have any say over the person responsible. That is part of the democratic deficit argument that Members have talked about.

I need to move on to local government powers around air quality. Powers enabling local authorities to introduce road schemes that charge users are of long standing. They can be used by local authorities to deliver what they want in their areas. There are no plans to revoke these powers, which are in the Transport Act 2000. They provide local authorities with an important tool. It is for local authorities to make decisions and to be accountable for those decisions.

We require local authorities to consult on these schemes. The Prime Minister has spoken at the Dispatch Box—I think it was in response to a question from one of the hon. Members here today; it might have been my hon. Friend the Member for Orpington (Gareth Bacon)—on the consultation around the ULEZ scheme. The Prime Minister thought it would be a sensible idea for the Mayor of London to think again and I tend to agree with him. This scheme needs to be thought about again, more broadly.

These powers have been used by some local authorities in various areas, but what I would say to all local authorities across the country is that if they want to take people with them, they should not try to drive people out of using cars; they should provide better quality alternatives. It is particularly sad to see the Mayor of London reducing some bus routes, particularly historical bus routes, and not allowing that alternative when people really need it. I have pledged before to my right hon. Friend the Member for Chipping Barnet (Theresa Villiers) that I will speak to the transport commissioner in London about the No. 84 bus. I will see the commissioner in the next few weeks, and I will do so again.

The Government recognise the need to support a range of solutions across the board for individuals and businesses affected by measures to tackle air pollution. That is why we have already awarded £402 million through the clean air fund to some of the local authorities that face some of the most pernicious negative impacts of air quality that are also difficult to mitigate.

Under the Greater London Authority Act 1999, transport in London is devolved to the Mayor and Transport for London. It is the Mayor’s responsibility to manage and oversee the transport network. This includes the power to create, or vary, road schemes that charge users, which is why the petitioners drafted their petition in the way that they did. It is up to the Mayor to determine and justify what he is doing.

The mayoralty in London has previously used those powers to introduce the congestion zone, the low emission zone and the current smaller ULEZ in central London. When the Mayor brought forward his transport strategy, which was voted on, it could have been rejected by the members of the GLA, but instead it was supported by every party in the GLA apart from the Conservatives. That is where the Mayor gets his ability to do this from.

Again, I was delighted to visit Peterborough during the recent local election campaign, and I congratulate my hon. Friend on his local successes. Today, we are providing Cambridgeshire and Peterborough Combined Authority with an extra £2.3 million to support local bus services, on top of the support that will go to operators. I was delighted to meet council leader Wayne Fitzgerald recently in Parliament at my hon. Friend’s invitation. I look forward to working with him and my hon. Friend as we try to get the local combined authority to wake up to how important Peterborough is, as my hon. Friend never fails to mention.

I thank the excellent Minister for his statement today. Let me give him a practical example of how the announcement is levelling up not just in my area but throughout the country. For £2, someone can travel from Accrington in the constituency of my hon. Friend the Member for Hyndburn (Sara Britcliffe), through Rossendale and Darwen to Ramsbottom in my seat and into central Manchester. That is creating opportunity and jobs, and it is a fantastic announcement. I know that behind the figures, a lot of people will thank the Minister for making travel affordable and increasing individual opportunity for people throughout the country.

I thank my hon. Friend for his point. I want to see people travelling not just from Accrington to Manchester but to Ramsbottom and Rossendale and out to Hyndburn and Burnley with the £2 bus fare. It is about driving connectivity, particularly for those on lower incomes, right across our country. I thank him for welcoming the scheme and I look forward to seeing him on the X43 soon.

The hon. Gentleman will have to forgive me if I have this wrong, but I do not think he was here for the whole of my statement, so he may have missed the bit where I set out the improvement that Avanti had delivered. It weekday services have risen from 180 to 264 trains a day, and cancellations were down to 4.2%. I made it clear that Avanti had demonstrated enough improvement to justify the extension until October, but it absolutely has more work to do to deliver for his constituents and others who use the service. That is what the Rail Minister and I will be expecting Avanti to do in the months running up to October.

The ideologically driven actions of the RMT have brought chaos to the wider economy. Rail strikes alone cost the UK hospitality sector £1.5 billion in December—that affects jobs and livelihoods. Will my right hon. Friend reassure me that the Conservative party will always be the champion of the public and their right to get on with their daily lives—even in the face of the RMT’s actions?

That is a very well-aimed question, because it demonstrates that, when we have rail strikes, there is an immediate impact on not just passengers but the wider economy. I reiterate that, with a 90% turnout and a 76% acceptance of the offer, Network Rail’s RMT staff have demonstrated that they thought it was fair and reasonable in all the circumstances. They have accepted it, which seems to me to justify the RMT putting a very similar offer to its members working in the train operating companies. I would urge it to do so, and to do so quickly, so that it can call off next week’s strikes. That probably needs to happen by the middle of this week so that we do not damage the passengers, or the businesses that depend on them, any more than they already have been.

I thank the hon. Gentleman for his comments. I hugely enjoyed my visit last month to Wrightbus, a very impressive company that has grown tremendously over the last few years and is both developing electric buses and working on hydrogen developments. It is fulfilling part of our wish to decarbonise the transport network, and it is also fantastic to see it demonstrating the importance of our Union in delivering on our net zero commitments.

It is an honour to serve under your chairmanship, Ms Harris—I genuinely mean that.

It is a pleasure to follow a speech that I did not disagree with a word of. I congratulate Olivia, who is sat in the Gallery. This is probably one of the easiest legislative exercises in the whole of this Parliament: we simply add the word “cat” into legislation and achieve what has been set out in this debate. As much as we all love goats, we should not be differentiating between animals in respect of their value. We differentiate and judge things in this House on their meaning to our fellow citizens. To me, it is utterly bizarre that the law does not take into account cats, considering how many people in this country own cats and how important they are to our fellow citizens.

I hope the Minister, well-known animal lover that he is, will listen to this debate and look into doing something straightforward that will make a lot of people very happy. Although we struggle from time to time in this House, we have the opportunity to do something that will make people extremely happy.

My hon. Friend has made the point clearly that this change is easily done if we consider the purpose behind the legislation. The Government have put forward the argument that one type of animal is a working animal of financial value; does my hon. Friend agree that legislation to require people to stop and report should be designed with regard to the alleviation of pain and suffering, irrespective of what animal it is? That ties into the Government’s commitment to animal welfare. We can move forward and do the right thing. Does he agree that that principle needs to be behind the legislation?

I am probably going to agree with everything that everybody says in this debate. My hon. Friend makes a very articulate point. If it is the Government’s position that the change is not enforceable—in the sense that stopping and reporting if a car hits a cat is somehow not an enforceable legal responsibility compared with hitting another animal—I just do not accept that. In my view, there is not a logical argument in respect of the criminal-law side of this issue. I was a criminal lawyer for a long time and it is a straightforward matter to enforce reporting. There is no ambiguity.

Let me speak to and develop some of the points colleagues have made about criminal law, and what happens afterwards. I recognise Members present who have listened to what I have had to say at least two or three times previously. I think I am on my third or fourth time of trying to persuade the Government about my private Member’s Bill. I have not been successful yet, but I continue to live in hope. My nattily titled Pets (Microchips) Bill relates to Gizmo’s law, the campaign for which was begun many years ago by Heléna Abrahams in my constituency. In essence, the proposed law would do what has been articulated in this debate. It is a campaign for a legal requirement, which sounds like a grand statement, but it basically asks local authorities to do the right thing.

When a deceased cat is found, whether on the highway or elsewhere, the proposed law would require the local authority to scan the chip, if there is one—that relates to the point that my hon. Friend the Member for Gillingham and Rainham (Rehman Chishti) made about the Government’s commitment to the microchipping of cats, which would clearly help. It is a simple thing. People want to know what has happened to their pet—what has happened to their cats. I spoke today to Heléna, who works 20 hours a day in her job. She has set up a website for this purpose and works with local authorities to reunite cats with their owners. That is a wonderful thing to do, because it is about love, care, commitment and doing something for people who have no other way of finding out what has happened.

As the hon. Member for Gower (Tonia Antoniazzi) said, local authorities approach this matter very differently. Some just do not scan and do not make any effort whatever—I will not name and shame them—and some are better. We are simply asking for there to be a duty to take the cat and scan it. A pet food company has agreed to provide scanners for every local authority in the country that does not have one, so there is no cost to that. All they need is a fridge or deep freezer. The cost and time involved is absolutely negligible. There is no cost.

My Pets (Microchips) Bill and Olivia’s proposal are about care, love and doing the right thing. We sometimes miss those things in our debates in this House. This is very simple and straightforward. An amendment could quite easily be made to criminal law and could quite easily be enforceable. We can certainly trust our police and other law enforcement bodies to ensure that cats have parity of treatment with other animals, and we can legislate for that. On Gizmo’s law, I hope Members will support the Pets (Microchips) Bill, which would cost nothing but would do a lot of public good and make a difference to a lot of people’s lives.

Yes. Many local authorities currently work very hard to screen cats for microchips, where possible; I will talk about that in more detail later. Local councils are under pressure, but it is important that there is leadership and support from a central Government level in both Scotland and across the UK. I will talk a wee bit later about how Cats Protection provides very important support in that regard.

The Scottish Government recommend that all cat owners should microchip their pets, so that they can be reunited with their owners if they are lost or injured, but they have not yet moved towards compulsory microchipping, which is a move I want to see. However, the Scottish Government are willing to examine and reflect on the Department for Environment, Food and Rural Affairs call for evidence and the recent public consultation on the matter. I am confident that we will get to a place where cat microchipping will be a compulsory element of cat ownership, just as it is with dog ownership. Like many others, I am keen to reach that point as soon as possible, because the responsibility of owning a cat and the responsibility towards cat owners ought not to be different from the rights and benefits currently accorded to dogs and their owners.

In the UK Government’s action plan for animal welfare, which was published in May 2021, the commitment to cat microchipping was repeated. The plan said:

“We will introduce compulsory cat microchipping to ensure lost or stolen cats can be reunited with their owners as quickly as possible.”

But we are still in the dark as to what is happening with the implementation of that plan, just as we are—incidentally—with the Animal Welfare (Kept Animals) Bill, which ought to legislate on very important aspects of animal welfare; undoubtedly, we will debate that Bill again soon. It matters, because it is all part of the same conversation about the small amendment required to the Road Traffic Act 1988.

The vast majority of cats in Scotland—around 70%—are microchipped, which demonstrates that most cat owners understand the benefits of doing so. About 29% are still not microchipped, which amounts to about 227,000 cats with no permanent form of identification; that is a problem.

We have heard from around the Chamber of the heartbreak of cat owners who either do not know what has happened to their cat, or who have to deal with their cat being struck by a car and finding that out—sometimes by accident. The sad reality is that we do not know how many cats are involved in road traffic accidents, because it is a not a legal requirement for a driver to report a collision with a cat, but Petplan believes that about 630 cats are run over every day. That is a huge amount. Some 35% of drivers admit to having hit a cat, and it is believed that between 7 million and 9 million cats are at risk every day of being involved in a road traffic accident, given the free-roaming nature of our feline friends.

If we are seeing an increasing number of cats being microchipped, and seeking to move to a point where all cats are microchipped as soon as possible, it is important that measures are in place so that those microchips can be scanned. I applaud the work of Cats Protection, which has worked with some local authorities to provide scanners to ensure that cats found on roads can be identified. Local authorities are also working hard to ensure that they are able to do this, as revealed by the Cats Protection freedom of information request, but there is still some way to go.

The call for the creation of best practice guidance for local councils will be supported by all responsible cat owners, because it will ensure that all cats found on our roads are scanned for a microchip and have their details logged, and that owners are informed so that—as the hon. Member for Great Grimsby (Lia Nici) said—as heartbreaking as that news can be, they can find out what has become of their beloved pet.

I think we are speaking at cross purposes. As I said, there should be a legal requirement for microchipping, but we want to look at the best way that local authorities can manage that information and roll it out so that it can be completed as soon as possible. I believe that microchipping should be a legal requirement.

I echo the eminently sensible concerns expressed by Blue Cross that if all this work is done in the way we wish, in the interests of cats and cat owners—picking up on the point made by the hon. Member for Bury North (James Daly)—there must be well-administered and efficient communication between database companies to ensure that microchip details and information on lost, stolen or injured pets is properly shared and centrally available.

The suggestion of a single point of access would considerably streamline and simplify the current database situation, incomplete though it is, and make it more user-friendly for the designated approved users. It would save time and resources, and provide the best outcomes for cats and their owners should the worst happen.

It is no surprise that over 102,000 people signed this petition to appeal to the UK Government to amend legislation in a simple and straightforward way to make it a legal requirement for drivers to stop and report accidents involving cats as they are already required to do with dogs. Many of us engage in the debate about whether we prefer cats or dogs, but I think we would all agree that cats deserve parity under the law when it comes to road traffic accidents. Across the UK, we love our pets, and animal welfare is important to every one of us. We just need to look at our inboxes to see that; every single Member of this House receives more emails about various aspects of animal welfare than any other issue. I have to say, that took me a little by surprise when I was first elected in 2015.

Animal welfare really matters to our constituents, and it matters to MPs across the House. Our pets keep us healthy and add to our happiness, and they are treasured family members. Cats do this just as much as dogs; some would say even more so, but that would start a whole UK-wide argument that would keep us here all day. It is clear that if we can give protection to dogs through compulsory microchipping and reporting of accidents when collisions happen, we can certainly do it for cats. There is no reason for us not to do so.

I urge the Minister and the UK Government to make the required amendment to the Road Traffic Act 1988 and give our cats and their owners the consideration they deserve. Alongside that we need to ensure that cat microchipping is an integral part of cat ownership so that they are given the protection currently accorded to dogs. Let us get on with it and stop any further delays. A promise was made in the Government’s 2019 manifesto. This is one of those rare measures that will have support from across the House—from every MP in every party—so there is no reason to delay. It will encounter no opposition, so I urge the Minister to speak to his colleagues and get it done.

I am pleased that I have now taken the hon. Lady’s intervention. This is a debate about the national strikes, rather than the future funding of TfL, but since she asks, we have already spent £5 billion supporting TfL. If we had done what the Mayor had asked me to do two years ago, which was to come up with a long-term settlement then, he would have been out of money a long time ago. He should be pleased we did not settle for that.

As I say, this debate is about the strikes that will take place next week. Labour Members should get behind the rest of the country and convince their union friends, who I know give them millions of pounds, that the strike is not in the interests of the British public. Although the Labour party is bankrolled by the unions, we want it to stand up to the union barons, rather than bringing the railways to their knees. The Labour leader might claim to be different, but if you scratch the surface, it is the same old Labour.

Today, the Labour party needs to join the Government and vote for the motion. It needs to put people above its party coffers. It needs to vote to condemn the unions for their irresponsible actions. It needs to stand with hard-working people everywhere, who just want to get on with their lives after two years of considerable disruption.

Thousands upon thousands of self-employed people throughout the country will not be able to earn a penny over the period of the strike. It will cripple the economy and the pockets of our constituents throughout the country. Will my right hon. Friend say how much the general secretary of the RMT will lose of his £124,000 in pay and benefits for crippling the economy of this country?

My hon. Friend is right to point that out. If I am honest, I am more worried about the rail card that the general secretary gets with his job than about his salary, because he will not be able to use it during the strike. I imagine that will be a problem for him.

The only time we seem to hear Conservative MPs worrying about the future of our children, our public services, nurses, doctors and other workers seems to be when they are condemning a potential strike. Isn’t it funny that they do not seem to have this concern for working people at any other point?

Today, I was looking at an interesting letter, dated 27 May 2020, from the Secretary of State for Transport to the RMT. There was a handwritten flourish at the end of the letter in the handwriting of the Secretary of State, and it said:

“Thank you for your continued engagement with Chris Heaton-Harris and me as we try to bring services back together. Your members have been true heroes!”

Those are the words of the Secretary of State for Transport, written in his own hand, to the RMT.

Many self-employed people have been heroes throughout the pandemic. They have gone out every day to provide services. As a result of this strike, they will not be able to go to work, earn money and eat. So what does the hon. Gentleman say to those people, who will not be able to earn money to put food on the table for their families as a result of the actions of the RMT?

What I would say to the hon. Gentleman is that the Transport Secretary should reply positively to the letter from the RMT today, which is in the public domain and which asks for a meeting with him and the Chancellor, without preconditions, to try to sort this out. The RMT does not want this strike to have to go ahead.

The truth is that the Conservatives are living their Thatcherite revivalist fantasies; anybody would think we were back to the age of the “enemy within”. Let me tell them this: train drivers, cleaners and people who work on our railways are not the enemy within. They are true heroes. They are the people who keep our society running and who bring our communities together. They deserve to be treated with respect. The Secretary of State put in his own hand that they are true heroes, and I agree. If they are true heroes, why move this politically contemptuous motion today? This is from the same repugnant right-wing box as that sick Rwanda policy. It is all about kicking migrants, kicking workers and seeking to cling on to power. This motion, just like that vile Rwanda policy, is red meat for rabid Tory right-wing Back Benchers. That is why the Conservatives have got so excited and so red-faced on those Back Benches today, shouting about unions and treating them as the enemy within.

Politics is about which side you are on. I am proud to be a supporter of the trade union movement and to be supported by it. The people who should be ashamed are those whose politics are framed not by mass movements of the working class but by the billionaires and those at the very top, who have done very well in this crisis. So I say: meet the RMT, agree to no compulsory redundances, agree that all rail workers should receive a fair pay rise that takes into account the rising cost of living, and agree that working conditions and jobs are subject to renegotiation and agreement with the RMT. Let us also stop lecturing rail workers on modernisation. They want to modernise, but we are not in the best place to lecture them about that, in this Ruritanian palace of powdered wigs, buckled shoes and swords. It makes us look out of touch. I will tell you this: the railway workers earn their pay; not every MP does.

My hon. Friend the Member for East Surrey (Claire Coutinho) is no longer in her place, but I would like to associate myself with every single word of what she said in her brilliant speech. It was a lesson in reality given the financial situation that faces us at this time.

We were asked by the hon. Member for Liverpool, West Derby (Ian Byrne) whether we had ever been out on strike. My answer is no, because I had the temerity to be self-employed. If I went out on strike, I would not have been able to eat. So when I am asked why I stand here and make this speech and whose side I am on, I have to say that I am on the side of the self-employed worker. The hon. Member for Easington (Grahame Morris) talked about a person with disabilities who cannot get treatment, or the older person who cannot get to their cancer treatment, because public transport is cut off to them.

I am on the side of the pupil who is taking their exams and who has gone through an appalling period during the pandemic. For all of these people who will suffer in what will almost certainly be six days of action, the Labour party—certainly those we have heard from today—could not care less. My constituents can suffer at the altar of the Labour party, which is not able to stand up to its friends in the trade union movement. I have not heard one Opposition Member say the very simple words, “Do not go on strike.” If people go on strike, they will destroy people’s livelihoods, destroy people’s jobs and put even more financial pressure on the rail companies that are struggling with a drop in income at this moment in time.

I had a meeting with representatives from the North-West Partnership regarding the west coast main line. The gentleman I spoke to said that the level of business travellers using trains is at 20% of pre-pandemic levels. Why would anybody look at this course of action and say, “No, I am going to rely on travelling by train when I need to go to work, when I need to go to an important meeting, when I need to go somewhere.” I know the Labour party does not like to hear this, but I had the temerity to try to create wealth, to employ people, to pay my taxes and to create a better situation. What we have here is a train system that has gone through a very difficult period. It has seen a drop in income, a drop in revenue.

We must approach this situation with reality. We must also approach it with compassion for everyone, and the compassionate way to deal with this matter is for the RMT to make an immediate statement saying, “We are calling off this strike”—not suddenly to produce on a mobile phone on the day of this debate a letter that none of us has seen regarding a meeting: utterly, utterly counterproductive. It is not in the interests of our constituents, and on the Government side of the Chamber we will stand up for those who are hard-working, who need to get their health treatment or their education, who have done nothing wrong, but who will be punished by the Labour party and the RMT.

I am terribly sorry to hear of the sad passing of the hon. Lady’s constituents. We agree that infrastructure needs to be properly funded and of the highest quality. That is why the Government have promised an unprecedented £2 billion of investment in active travel over this Parliament. I would be very willing to meet her to talk about the work of Active Travel England and the ways in which our interim chief executive Chris Boardman is rolling out transport infrastructure.

Rising petrol costs are one of the many reasons that Andy Burnham’s original GM clean air zone plan is unworkable and should be scrapped. What steps is my right hon. Friend taking with colleagues from the Department for Environment, Food and Rural Affairs to ensure that Mr Burnham’s desire to create the world’s largest clean air charging zone does not place unsustainable financial burdens on Greater Manchester businesses and residents who are reliant on certain types of motor transport and particularly vulnerable to increased petrol prices?

The hon. Gentleman makes good points. I am very keen that crossing over some usually totally invisible line between one local authority and the other does not mean that the service stops and tickets run out. He is absolutely right. I will be paying special attention to that issue in various different local authorities’ plans in October.

I warmly welcome my right hon. Friend’s announcement. Earlier in this Parliament, working with my right hon. Friend the Prime Minister and other Conservative colleagues, we secured funding to save the X41 bus service running between Ramsbottom and central Manchester. Will he confirm that Bury Council, Transport for Greater Manchester and bus operators will have access to further moneys and support under this strategy, ensuring that everyone in Bury, Ramsbottom and Tottington have access to high-class bus services together with an increased number of routes?

I can certainly confirm that this bus strategy is very much in line with the type of thing that my hon. Friend and his residents in Ramsbottom and elsewhere want to see happen with the X41 bus. It is very important that we join all this back together, and that people can reliably get these buses in the evening, back out of towns and cities to the more outlying areas. I do not think that he will be disappointed with what he reads today.

It sounds like a terrific scheme, and my advice to my hon. Friend is to have the local authority work with all those other bodies, including Network Rail, Highways England and the county council. I will join him in pushing from my end to ensure that can happen.

Bury Council has outlined plans for 70 new or upgraded crossings and five miles of protected cycle routes on busy roads, which if completed, would allow 88% of the population to use the Greater Manchester Bee Network. Implementation of those plans, however, has stalled, despite funding being in place. Will the Secretary of State meet me to ensure Bury North residents have the benefit of those improvements at the earliest opportunity?

My hon. Friend is absolutely right. The Manchester Bee Network is extremely important. I can inform him that the Greater Manchester Combined Authority has already had £3.174 million to assist in projects such as this and, of course, either myself or the Minister with responsibility for cycling will be absolutely delighted to meet him.
