The statistics I have just quoted speak for themselves. As I said, the number of executions that have taken place this year has already exceeded last year’s total. Clearly, Saudi Arabia is not moving in the right direction on the death penalty. People have been sentenced to death for sorcery and adultery, and they have been executed for confessions allegedly obtained through torture. Juveniles have been executed, which is in clear violation of international law. In that brief summary of just some of the human rights concerns, I have covered five of the Foreign Office’s six human rights priorities: freedom of expression on the internet, torture prevention, women’s rights, freedom of religion or belief, and the abolition of the death penalty. The Foreign Office has never listed lesbian, gay, bisexual, and transgender rights as one of its six priorities, although that should be a priority, not least because in countries such as Saudi Arabia homosexuality is punishable by death, as several colleagues have mentioned today.

The Foreign Office’s sixth thematic priority is business and human rights. We have heard very little of the Government’s business and human rights action plan since it was launched in 2013. The previous Foreign Secretary assured us:

“The promotion and protection of human rights is at the heart of the UK’s foreign policy”.

By contrast, the Prime Minister spoke of his determination to place

“our commercial interests at the heart of our foreign policy.”

Therein lies the dilemma. The current Foreign Secretary did not mention human rights at all when he was appointed, and it certainly seems that the commercial heart has had a much stronger beat at the centre of our foreign policy than the human rights heart. I do not deny that we need to attract inward investment and promote UK exports, but we cannot do so at the expense of basic human rights for people in countries such as Saudi Arabia, or by ignoring our international responsibilities. The Foreign Secretary has said that

“Saudi Arabia is an important ally of the UK”.—[Official Report, 9 June 2015; Vol. 596, c. 1040.]

We would, therefore, expect the Government to use that relationship with a strong ally to discuss their human rights priorities.

Last year, UK arms exports to Saudi Arabia were worth £1.6 billion. Questions have rightly been asked about the inclusion of Saudi Arabia as a priority market for arms sales when it is also a human rights country of concern, but those are questions that Ministers have been unwilling or unable to address. Indeed, Defence Ministers recently told the House that they would not be reviewing the licences to Saudi Arabia, despite the UN’s warnings regarding the conflict in Yemen, about which they stated:

“The indiscriminate bombing of populated areas, with or without prior warning, is in contravention of international humanitarian law”.

I hope the Minister will be able to tell us whether he thinks the Government’s eagerness to sell arms to Saudi Arabia undermines any efforts to challenge the country’s human rights record or mutes discussion.

As several hon. Members have mentioned, there seems to be a significant reluctance on the part of the UK Government to speak out on human rights. The Government’s initial response to Raif Badawi’s conviction and flogging seemed rather timid, and the Prime Minister has been evasive when he has been asked about discussions on human rights with the Saudi authorities. I remember tabling a series of written questions some years ago, in which I asked about discussions. I kept being told that nothing was off the table and there was a broad range of discussion, which is what tends to happen whenever I ask what discussions the Prime Minister has had on human rights. Perhaps the Minister will be able to enlighten us a little more today.

The Minister will, no doubt, tell us that there is a difference between private and public diplomacy. I accept that public condemnation is not always the most effective, and I am not suggesting that it is always appropriate to divulge the details of private conversations with foreign dignitaries. I accept, too, the need to consider our national interest and Saudi Arabia’s strategic role in the region. There is, however, a difference between choosing the best approach and turning a blind eye to egregious human rights abuses.

The concern that the British Government has dodged questions of human rights was only reinforced by the comments made by the hon. Member for Shrewsbury and Atcham (Daniel Kawczynski), the chair of the all-party group on Saudi Arabia, during last year’s debate on this subject. He stated:

“British officials were petrified at the prospect that I might raise issues involving Christian rights in front of the King. They do not like British Members of Parliament raising such issues”.—[Official Report, 24 June 2015; Vol. 583, c. 9WH.]

There is a danger that if the UK is perceived to be inconsistent on human rights and to demand higher standards from some countries than others, it will undermine Ministers’ attempts to promote human rights in any country. We cannot be seen to have double standards when it comes to universal, inalienable principles of human rights. The international community cannot selectively grant impunity for human rights abuses. Countries such as Saudi Arabia cannot be allowed to hide behind their economic power and strategic importance while the international community criticises other countries more strongly.

That is especially true when Saudi Arabia is a member of the UN Human Rights Council, a body that is supposed to be

“responsible for strengthening the promotion and protection of human rights around the globe and for addressing situations of human rights violations”.

Saudi Arabia has failed to implement the recommendations that it accepted in its universal periodic reviews, however, and it has rejected the recommendation to ratify the international covenant on civil and political rights. As we have heard, the country has ratified other agreements but failed to implement them.

The covenant that my hon. Friend has mentioned would also help to protect migrant workers, who, as I pointed out, are incredibly badly treated in Saudi Arabia. Does she agree that we should do more about migrant workers in that situation?

I absolutely agree. The situation in Qatar, which my hon. Friend mentioned earlier, has shone a spotlight on the plight of migrant workers in the middle east. We should not assume that that is a problem only in Qatar; it is certainly an issue in countries such as Saudi Arabia, and it requires international action, particularly where British companies are involved.

There is limited space for civil society in Saudi Arabia. Amnesty International is denied access, human rights defenders are prosecuted, and non-governmental organisations are required to register—something that few, if any, have managed to do. That all suggests an unwillingness to engage on human rights or to work with the international community, and it makes it all the more important for Saudi Arabia’s allies, such as the UK, to be frank with it. Perhaps the Minister will be able to tell us more about how the UK works with Saudi Arabia on the Human Rights Council.

The UK Government seek to work in partnership with the Saudi Government on some matters. The hon. Member for Reigate (Crispin Blunt) mentioned the memorandum of understanding that the previous Justice Secretary has signed with his counterpart, and the Home Secretary did likewise earlier this year. Given the concerns that we have heard about the criminal justice system in Saudi Arabia—including the use of corporal punishment and amputations—I hope that the Minister will be able to advise us on the conditions attached to those MOUs and the progress that is being made.

No, I do not agree with the hon. Gentleman. That point has been more than adequately answered by other Members in this debate.

As I said, El Salvador is not in receipt of DFID funding, but some countries that do receive it are also at risk from climate change. In Kashmir, 460 people have died in monsoon floods and 1 million people have been displaced from their homes. Countries such as Bangladesh, the Philippines, Malawi, Kenya and many small island states are also extremely vulnerable. Of the £12 billion the UK spends on ODA each year, about £500 million is officially classified as climate finance. I will make the case for continuing to fund those projects and, indeed, for strengthening them.

Changing weather patterns and extreme climatic events have left El Salvador suffering both droughts and flooding. We saw on our visit how this year’s maize harvest has suffered because of the drought. As most of the farming is subsistence farming, people are going hungry as a result. There is a growing food security crisis in El Salvador and a food aid programme has been rolled out across parts of the country.

We also saw efforts to combat flooding by building levees, replanting mangroves and undertaking reforestation programmes. As in the UK, changes in agricultural land use, deforestation, and soil erosion and degradation have exacerbated the impact of the floods and increased the likelihood of landslides.

I thank my hon. Friend for giving way. She has made an important point about forests and replanting. Is there enough international support for reforestation, not just in El Salvador but throughout the river system of central America? The way in which the boundaries are drawn means that it has to be an international effort.

I know that my hon. Friend takes an interest in Mexico and Latin America as a whole. This issue affects the whole continent. Reforestation would help not only to prevent the risks that I am describing by acting as a natural barrier to flooding but to reduce carbon emissions because the forests are the lungs of the continent. I agree that more could be done not only to increase reforestation, but to halt the process of deforestation, which I will come to in a moment.

In countries such as El Salvador, which are already vulnerable to earthquakes, volcanoes, hurricanes, floods and landslides, such natural threats turn into full-blown disasters because of the high levels of poverty and vulnerability, and the lack of infrastructure. We spoke to local farmers and environmental activists about the impact of the significant number of climatic events over the past decade, including Hurricane Mitch, Hurricane Stan and, most recently, tropical depression 12-E, when 1.5 metres of rain fell in 10 days, destroying crops, killing livestock and displacing people from their homes and land.

The region’s climate vulnerability is worsening. The UN report on climate change identified three challenges for central America: to resolve high levels of socio-economic and environmental vulnerability; to promote climate change adaptation; and to move towards sustainable, low carbon economics based on renewable sources.

Now is a critical time in addressing this problem. The world is looking to secure a new climate deal in Paris in December 2015. A new framework of post-2015 sustainable development goals will be agreed next year by the UN to replace the millennium development goals. It is important that climate resilience and disaster risk reduction are included in those goals. Thirdly, the Hyogo framework for action, which is the globally agreed approach to managing disaster risk reduction, will be replaced after 2015 with a new resilience framework which needs to address the challenges posed by disasters, climate change, natural resources management, conflict and poverty in an integrated way. It is not just about mitigation and adaptation—introducing climate-resilient crops, early warning systems, protection from flooding and the other things I have mentioned—but about developing a rights-based approach and about climate justice.

The countries most at risk from man-made climate change are not those responsible for causing it. They have much smaller carbon footprints than developed industrialised countries—countries in which multinational companies, particularly in the extractive and farming industries, exacerbate the problem by displacing people from their land, replacing sustainable agriculture with monocrops, deforestation on a massive scale, and the use of pesticides that infect the water supply and much more.

The UN committee on loss and damage, which is the closest thing to climate justice, will report in 2016. In El Salvador, environmental tribunals have been introduced. Judges are charged with assessing expert scientific evidence, and the burden of proof rests on the polluter to prove their innocence, thereby confronting economic powers that until now have too often had impunity on environmental violations.

Much more is to be done across the world to protect, strengthen and enforce climate rights. We heard disturbing accounts of how the central America free trade agreement has made it difficult for El Salvador to promote native seeds, which is part of the effort to reinstate organic farming, and to ban the import of pesticides. That is surely wrong. As part of the fight against climate change, we must also consider broader issues such as how we can encourage a different, more sustainable model of development in countries benefiting from ODA.

Given that the report has been submitted to DFID, it would not be my place to respond on its behalf, but my colleagues in the shadow DFID team, my hon. Friends the Members for Wirral South (Alison McGovern) and for Luton South (Gavin Shuker), are doing a lot of work on how we can make the high street more ethical. I am sure that we can work on that on a cross-party basis and with the support of those such as the all-party group.

My hon. Friend the Member for Bethnal Green and Bow (Rushanara Ali) spoke from her unique perspective as the sole Member of the House of Bangladeshi origin—indeed, she was born in the country. She spoke eloquently about the frustration that is felt by members of the community over here. No matter which political party they may be aligned with or which party they may want to win the election, they all have a desire to see political stability and order restored in Bangladesh, not least because the current situation is putting at risk the economic investment that is lifting the country out of poverty. She made a powerful plea for people in power to put their political differences behind them in the country’s interests and said that the country’s politics is holding it back. My hon. Friend the Member for Rochdale echoed those sentiments, as did the hon. Member for Tiverton and Honiton (Neil Parish).

I thought at one point that the hon. Member for Cheltenham (Martin Horwood) was after a free meal in one of the curry houses in his constituency. I hope that he name-checked all of them and did not leave anyone out or he will be given a cold welcome next time he visits. He talked about the impact of aid and the contribution made by the diaspora, as did the hon. Member for Harrow East (Bob Blackman).

My hon. Friend the Member for Luton South, who speaks as someone with not just a significant Bangladeshi diaspora in his community, but in his role as a shadow DFID spokesman, talked about the Department. The last thing we want to do is to abandon a country just because the democratic process is not perfect, but we need to see how FCO and DFID funding, and the work taking place in the country, can be pulled together so that it is about supporting better political engagement and strengthening governance to ensure that aid money for poverty projects is well delivered, going into the right hands and benefiting the people. The hon. Member for Bedford (Richard Fuller) was entirely right to raise concerns about extra-judicial killings and the Rapid Action Battalion, about which I was talking to somebody only the other day.

Let me turn to the human rights situation. Last year, as a result of political violence, Bangladesh was added to the FCO’s human rights report as a case study. It is estimated that 500 Bangladeshis were killed in political violence in 2013, with injury caused to thousands of others, predominantly associated with the international crimes tribunal’s investigations into the 1971 war. I have seen harrowing reports. Human Rights Watch has documented evidence that the security forces were responsible for some of the deaths during the protests. It is imperative that those responsible are held to account. The incidents provided further evidence of the need to promote freedom of expression and association in Bangladesh. People in Bangladesh and some external observers have argued that the tribunal process is flawed, and there are troubling reports that at least one witness has been attacked and killed.

The verdicts have led to the death penalty. As my hon. Friend the Member for Islington North said, most of us are united across this House in condemning the use of capital punishment in all cases. I know that that is not a unanimous view, but I think I am right in saying that it is probably a majority view. Labour Members regard the death penalty as inhumane. As in the case of the execution of Abdul Quader Molla of the Jamaat-e-Islami party last month, it serves only to heighten tensions and spark further violence. The Government therefore have our full support in calling on Bangladesh to implement a moratorium on the use of the death penalty and to uphold the international covenant on civil and political rights. It is important, especially now that we are members of the Human Rights Council, that the abolition of the death penalty continues to be raised at the council and with our Commonwealth partners.

As has already been mentioned, the people of Bangladesh had our deepest sympathies following the Rana Plaza factory disaster last April, in which 1,100 people lost their lives and 2,500 were injured. We have discussed the protection of ILO standards within the garment industry and the hidden human costs associated with the ability to buy high street products in the UK at such a low price. I commend the TUC, among others, for its work with retailers to secure support for an accord to fund an independent and much-needed health and safety inspection body for Bangladeshi factories.

Will she also commend War on Want for its support for the garment workers and its practical support for helping union organisation in Bangladesh which, at the end of the day, is the best way to bring about health and safety in the workplace?

I agree entirely. I gave War on Want a little name check earlier, along with Labour Behind the Label, which also does excellent work. My hon. Friend has pointed out that China is now moving production to Bangladesh because it is even cheaper to produce garments there than in China. How do we tackle the issues involved? How do we raise terms and conditions, wages and living standards in countries such as Bangladesh in such a way that production is not displaced to another country that will undercut it even further? The only way that can be achieved is by implementing ILO standards universally so that there is not a race to the bottom and everything is about quality and maintaining good standards across the board.

The UK was a founder member of the ILO and, given the Government’s professed commitment to business and human rights—they published their action plan in September—it is important that the UK does more to work with the international community and British businesses to promote worker safety and employee rights with our partners overseas. Our immediate focus, however, must be on how we can secure peaceful and open elections in Bangladesh so that the people can express their political will in a democratic ballot. I am keen to hear the Minister’s assessment of the 5 January elections, of the role he sees the international community playing in trying to address some of the issues that arose from them—not just the violence, but the fact that many people in Bangladesh feel that democracy was not served—and of what we can do to ensure that democracy is better served in the future.

It is a pleasure to serve under your chairmanship, Dr McCrea.

I, too, thank the hon. Member for Liverpool, Riverside (Mrs Ellman) for securing this debate. I do not intend to touch on the issues that she raised with regard to the Baha’i faith, because she did comprehensive justice to those and we will hear the Minister’s response. We also heard from the hon. Members for Peterborough (Mr Jackson) and for South West Bedfordshire (Andrew Selous) about the plight of Christians. Both issues have been raised with me on a number of occasions by local campaigners, including members of the Baha’i faith and the Christian community in Bristol and on a wider scale.

I join hon. Members in paying tribute to the work of Christian Solidarity Worldwide, which was also mentioned earlier today during a debate on human rights in North Korea. CSW does sterling work campaigning there, as well. It is testament to that organisation’s powerful campaigning on this issue that so many hon. Members have mentioned it.

I was going to mention the BBC World Service Persian TV service being jammed, but that has already been mentioned by hon. Members. Will the Minister comment on what representations have been made? That has been going on for a couple of years, and since 2009 there has been almost consistent jamming of the service and only intermittent ability to broadcast. I should be grateful if the Minister said a few words about that.

It is 17 years since Iran last submitted a report to the UN human rights committee. As we have heard, the scale of human rights abuses in the country is vast. It is not just people of religious faith who have come under threat: political activists, women and ethnic and sexual minorities live under the real and ever-increasing threat of arbitrary arrest, torture and even death. The UN has called on the Iranian Government to engage with the international community in strengthening human rights safeguards and we fully support this approach.

A key area of concern is the deplorable attack on the British embassy in Tehran last November. The Iranian Government have blocked access to the embassy’s website, which detailed Iran’s human rights obligations and important information about how Iranians could travel to the UK. Given that the Government have now closed our embassy in Iran—a measure that Labour spokespeople supported—will the Minister say how they intend to continue to monitor human rights violations in the country? Does the Minister accept the concerns of some human rights campaigners that the embassy’s closure will inevitably have an impact on the UK’s ability to appeal to the Iranian Government regarding ongoing and future human rights abuses? Will he also say what impact the closure of the embassy will have on our work with civil society groups within Iran?

Although the attack on the embassy was utterly deplorable, we should not allow that to deter us from trying to find ways to continue to promote human rights and hold the Iranian Government to account for their abuse of those rights. The campaign to save Sakineh Mohammadi Ashtiani from being stoned to death has already been mentioned; that is a compelling example of how international pressure can have an effect on the regime. As my hon. Friend the Member for Islington North (Jeremy Corbyn) said, there are small signs that such things have an impact, even though they may not deliver overnight the ideal situation that we would like. The campaign to save her life continues. There is still a threat of death by hanging. It is important to try to mobilise international opinion on such issues.

At some point, Iran will have to submit itself for an in-country review of human rights at the UN Human Rights Council. I do not know when that will be, but it cannot be that far away, because it is near the end of the first tranche of in-country reviews. That would be an ideal time for the concerns that hon. Members have raised here to be rearticulated by the British representative in Geneva.

It is important that Iran is subject to such intense international scrutiny.

The UN special rapporteurs have difficulty coming up with authoritative statistics. Figures show that 252 officially announced executions were carried out in 2011. However, Amnesty International, the International Campaign for Human Rights in Iran, and the UN have reported that more than 300 people were secretly executed in Iranian prisons in 2011. There is a strong suspicion that the real figure is probably far higher.

Among those secretly executed were women and a great number of foreign nationals, particularly from Afghanistan, the majority of whom were accused of drug trafficking offences. Testimony from relatives and other inmates reveals that the majority of the victims were not informed of their sentence until a few hours before the execution was carried out and that most executions occurred without families being given prior notice. Most deplorably, as has already been mentioned, Iran continues to execute children, who are widely reported to have been tortured into making confessions. It is suggested that 143 children remain on death row.

I congratulate my hon. Friend the Member for Paisley and Renfrewshire North (Jim Sheridan) on securing the debate. The number of Members wanting to speak, intervene and listen shows the strength of feeling about the issue. The debate is very timely, coinciding as it does with President Santos’s visit.

My hon. Friend provided us, as did a number of other speakers, with compelling accounts of human rights abuses in Colombia, in particular concerns about comrades in the Colombian trade union movement. He said that Colombia is the most dangerous place in the world to be a trade unionist, with 2,908 of them killed since 1986 and 23 so far this year. He expressed his deep concern about impunity, about the lack of prosecution of those responsible for the killings. He also expressed some scepticism about whether the warm words and rhetoric of President Santos, who was elected last year, would be matched by action, and about the how the land and victims law will work in practice. I shall come to that.

My hon. Friend the Member for Rhondda (Chris Bryant) talked about the EU free trade agreement, and he is right that it should not be just about trade. When we enter into such negotiations, it is important to use the leverage that they give us to put human rights issues on the table as well. He said that foreign policy should not just be about selling more to foreigners, and I entirely agree.

My hon. Friend the Member for Newport West (Paul Flynn) raised the important issue of the impact of the drugs trade and consumption in the west on communities in Colombia and Mexico. He said that the UK, the US and Spain are the largest consumers of cocaine. It is said that a line of coke snorted here results in a death back in Colombia—a compelling image. When President Santos addressed the all-party British-Latin America group yesterday, he was asked about that and he said that it is not just the link between cocaine consumption here and the violence in Colombia but the really serious issue of deforestation and land grabbing. We ought to factor in the significant environmental impact of consuming cocaine in the west.

We of course welcome President Santos on his visit to the UK. It is a very important opportunity for dialogue, not just on human rights but on other issues of great importance to the relationship between our nations, such as trade, the environment and working together on technology transfer. Yesterday, the President was particularly keen to flag up education, and whether Colombia can learn from and adapt our approach to training and skills in the UK, which is somewhat ironic given that the trade union movement has been so involved in pushing that agenda here. As today’s debate has shown however, the human rights situation in Colombia continues to be our gravest concern. I appreciate the President’s willingness to address that issue in a full and frank manner with the all-party group yesterday, and also at the meeting I attended with the Leader of the Opposition and the shadow Foreign Secretary straight afterwards, when we discussed in depth concerns about the continued violence in Colombia and impunity, in particular attacks on human rights defenders and trade unionists.

I am sorry that I missed the early part of the debate; I was in a Select Committee. Does my hon. Friend agree that it is a collective failure by the European Union, the International Labour Organisation and the Inter-American Court of Human Rights that none of the human rights elements in the trade and other international agreements that Colombia has signed up to has been enforced at local level, and that therefore the disappearances of very brave human rights defenders and the abuse of their human rights continue?

I agree that past attempts to put pressure on Colombian Governments have not been effective. Impunity, at 98% or thereabouts, is a shocking statistic. It is important, and I will ask the Minister about this in a moment, that we use any leverage we have, anything within our power, to try to push that agenda along to ensure that it is not just warm words about human rights but that action is taken on the ground to protect them. President Santos was prepared to meet the non-governmental organisations today. I was not aware yesterday that trade unions would be involved in that meeting, and it is very important that they were. Anything the Minister can do to ensure better dialogue between the people from the trade union movement who have visited Colombia and the Colombian regime is an important step forward.

Anyone who has met human rights campaigners from Colombia cannot fail to be moved by their stories. A week or two ago I met some women who were talking about the shocking rise in gender-based violence and the use of rape in the conflict. President Santos was not able to explain why there has been such a dramatic increase over the past year or two, and the assessments that have been made seem to indicate that the violence is being carried out by the guerrilla movement, paramilitaries in particular, and the security forces, and that women are being targeted across the board. I hope that issue is very much on the Minister’s radar.
