Commons Chamber15. What steps he is taking to tackle female unemployment.
The Government are supporting women to move into employment, including self-employment, through the Work programme and our business mentoring scheme. We are also improving careers advice and training, and encouraging more women into apprenticeships. The action we are taking to increase flexibility in the workplace and support with child care costs will also help to open up opportunities for women.
The hon. Gentleman will also know that we are doing a great deal to help to make child care more affordable for those parents who need to use it. Early years education has been increased to 15 hours a week for all three and four-year-olds and our support for disadvantaged two-year-olds has increased by £760 million. An extra £300 million will go in through the universal credit to help women who are currently working limited hours to get access to subsidised child care. This is the sort of practical support that can truly help.
In Wales, women are currently being hit disproportionately hard by job losses. Indeed, last month’s unemployment figures show that there were 2,000 more women out of work but 5,000 fewer men out of work. As the public sector job losses begin to bite, what extra are the Government doing to help women in this regard?
We entirely understand, and take very seriously, the challenges women face in getting back into the workplace, including the problem of retaining jobs. That is why the Minister with responsibility for employment, my right hon. Friend the Member for Epsom and Ewell (Chris Grayling), is putting so much effort into the Work programme and universal credit, both of which will help many hundreds of thousands of workless households into work. Again, that is the sort of practical support that can truly make a difference for women.

I thank the hon. Gentleman for his intervention. He puts his finger on a very important point. I am referring to the anxiety and concern that the process causes people, particularly if they are waiting for an assessment. If they enter the appeal process when they have had an assessment, they could wait up to eight months for an appeal. There is an issue about the whole of that process. Long time scales are involved because of the sheer number of people who are being dealt with—or not being dealt with. At the same time, we should never forget that those individuals are trying to deal with the process, and they are feeling huge anxiety. Particularly if they are already unwell, that could well affect their health. That is an important point.
I congratulate my hon. Friend on securing the debate. Does he, like me, see constituents who are caught in a cycle, in that they get zero points when they go for the work capability assessment, they wait seven months for an appeal, the decision is overturned and they immediately receive another letter asking them to take part in another round of assessments? Does he agree that the stress and anxiety being placed on people with very serious conditions is unacceptable?

My hon. Friend is absolutely right. I will go on to highlight the case of one of my constituents that I do not believe is atypical of the experience of many right hon. and hon. Members’ constituents. They get caught up in a process that seems never to end, and as my hon. Friend says, that does their health no good at all.
Last December, Citizens Advice published a damning report on the work capability assessment. One of its recommendations was that financial sanctions should be imposed on Atos for the number of incorrect assessments that it makes. As we all know, the taxpayer forks out millions of pounds on the appeals process, to clear up the incorrect decisions initially made by Atos. The Minister takes a strong interest in Scottish affairs. He may well have seen Scotland Office questions a couple of weeks ago. His colleague, the Under-Secretary of State for Scotland, advised me that he and the Secretary of State for Scotland had discussed the issue with Professor Harrington and that they believed it would be addressed. Can the Minister confirm that that is the case? What time scale has he in mind for financial penalties? Does he believe that Atos should compensate the taxpayer for its performance—its failure in many cases? I should be grateful to the Minister if he clarified the Government’s position on that issue.
Ninety minutes is not sufficient time to debate fully the myriad issues that surround the work capability assessment. I could easily fill the time myself by highlighting its flaws and asking the Minister questions. I am sure that he will be relieved to hear that I do not intend to do that. I intend to make just a couple more remarks and then to allow other hon. Members to speak.
I totally agree. I am trying to find out where people go when they are refused ESA as a result of the work capability assessment, and it is quite astonishing that there are no figures. These people do not go on to other benefits, but I cannot find information anywhere about where they do go. Given the experience of my constituents, I believe a lot of people are living off their families because they cannot face going for another assessment.
Does my hon. Friend agree that the problem with the work capability assessment is that it makes constituents who receive DLA extremely wary about the move to personal independence payments, because they see the same experience being repeated?
I quite agree. The move to DLA, for which the tests are even more severe, will be a problem for a number of people. The confidence of people who have been through a work capability assessment and who have had to appeal will be at an all-time low when they have to do the same for DLA.
The other issue is that there are inconsistencies in reports. For example, a constituent said he had a hypo attack every week—he was diabetic—but when he received the report, it said he had an attack once a month. The difference meant he did not get enough points for ESA, which he would have done if the report had said he had weekly events of altered state, as opposed to monthly events. He had to appeal that decision.
Although the changes following the independent review were meant to improve the process, the Citizens Advice survey my hon. Friend the Member for Rutherglen and Hamilton West mentioned showed that 87% of advisers said the accuracy of Atos reports had not improved. As has been mentioned, there are improvements that might help. The roll-out of audio recording of assessments might help, but what checks will there be on the accuracy of reports? It is no use just recording and keeping assessments if we do not check the accuracy. The summary of the report sent from the health care professional to the claimant might help—if there is sufficient information to help the claimant check the accuracy, if summaries are sent to all claimants and if they are sent in good time.
The Work and Pensions Committee said we need to do more to learn the lessons from the management of the Atos contract and to improve the quality and monitoring of future contracts. There are a number of recommendations in the Citizens Advice report, which I urge the Minister to read. There is deep concern among claimants and advice agencies about the use of face-to-face assessments going ahead for other purposes, such as DLA, which my hon. Friend the Member for Newport East (Jessica Morden) mentioned, and personal independence payments.
The clients who went to their citizens advice bureaux are the lucky ones; they got their appeal, they got represented and they got help. Unfortunately, the proposal in the Legal Aid, Sentencing and Punishment of Offenders Bill to remove the eligibility of welfare benefits advice for legal aid will mean that the number of advice agencies and individuals able to give such advice will drop, so fewer agencies will be able to help people. I therefore urge the Minister to ensure that the work capability assessment system has the confidence of claimants and professionals and that we do get it right first time.

Commons ChamberI am grateful to my hon. Friend for her comments, which are absolutely true. Certainly, companies in the north-east that have invested heavily in plant to develop photovoltaic cells for household generation and microgeneration have had the base of their work cut away by the Government’s slashing of input tariffs, which will have a disastrous effect on them.
The warning from the Business Secretary and his new friend the Chancellor was a call to action—fine words, but we all know that actions speak much louder. In my constituency and in the wider north-east the impact of the Government’s failure has been, and will be, enormous. Even before their economic sabotage, the Local Knowledge public sector employment survey predicted more than 287,000 public sector job losses in the north-east alone. As a consequence of the Chancellor’s statement yesterday, that figure will probably be higher. The Government claim that we are all in this together, but they know, as they knew before embarking on their failed economic experiment, that it will be the poorest and most vulnerable regions and people who will pay the greatest relative cost.
Does my hon. Friend agree that the spectre of regional pay, which the Government raised yesterday, will be a huge concern for workers in Wales and the north-east, who will end up doing the same jobs for less pay?
I could not agree more. If we want an economic race to the bottom, that is exactly the sort of policy to follow.
In September 2010 the BBC published a report that demonstrated clearly which regions would suffer most. Spending cuts were “to hit north harder”, it reported. BBC-commissioned research showed that industrial areas in the north-east and the midlands are least resilient to economic shocks. It showed that Middlesbrough is ranked as the most vulnerable, followed by Mansfield in Nottinghamshire, and Stoke-on-Trent. The Experian research suggests how England’s regions may cope or not cope with further public sector cuts. The study looked at the ability of each local authority area to withstand sudden changes in the economy, and a clear north-south divide is evident in the research. Elmbridge and Waverley in Surrey and St Albans in Hertfordshire are the most resilient places, and places such as those I mentioned are the least resilient.

Commons ChamberI hope very much that most employers will view taking on an apprentice as a precursor to giving them a permanent job. Nevertheless, we need to ensure that the support we provide through Jobcentre Plus and Work programme providers, as well as the work that we, as Members of Parliament, can do to support the growth of job clubs and enterprise clubs, will make it much more likely that if something goes wrong and an apprenticeship does not last, the skills built up will still lead to a role elsewhere and a longer-term career.
There have been several recent cases in Newport in which children with autism have been routinely turned down for the mobility component of disability living allowance only to be successful on appeal—although many are discouraged from appealing. Will the Minister consider this matter, and does she understand that this is precisely the kind of issue that is making many of my constituents extremely fearful of the new assessment for the personal independence payments?
The hon. Lady will be aware that there have been no changes in the assessment or eligibility criteria, so I am not sure why there might be perceived changes in the case she raises. I am obviously happy, however, to pick up on any issues that she wants to raise with me separately.

We must strike the right balance in respect of those who work for an employer for a very short period, in order to avoid unnecessary bureaucracy. Those who are with a firm for more than three months will be within the scope of auto-enrolment, and those who work for a shorter period will still be free to opt in and trigger a contribution from their firm.
T6. Will the Minister reassure my constituents that the assessment for the personal independence payment will be fit for purpose and will not repeat the experiences of the work capability assessment?
I thank the hon. Lady for her question. She will be aware that last May we published the assessment criteria, that we have been testing those through the summer with 900 disabled people, and that we are working with more than 50 disability organisations. I hope that that assures her that we will ensure that it is very much fit for purpose.

Commons ChamberI have already had a meeting with Hewlett Packard to discuss the issue, and I expect to have another such meeting shortly. The hon. Lady refers to call centres. All the Department’s call centres are sited in the UK. We have the biggest virtual contact centre in Europe, and it is very good, I believe; I applaud the professionalism of the staff who work in it. I would expect to see many similar offshore centres return to the UK in future, because, in my view, British-based staff are the best contact centre staff.
12. When he plans to publish proposals for supporting childcare through universal credit.
I made a commitment to provide more detail during the passage of the Welfare Reform Bill and am still on track to do so in time for its scrutiny in the Lords. We are considering the advice and suggestions raised in productive discussions held with MPs, peers and lobby groups, along with recent written responses submitted by attendees. It is going very well and we are learning a lot from those responses.
Will the Minister guarantee that the Government’s stated aim that universal credit will always pay will be in place for all families where child care costs are taken into account?
That is absolutely our intention. That is why we are listening carefully to what people have proposed. The whole point about child care is that it should be there to support particularly women going into work who have caring responsibilities. We are reviewing this to make sure that that continues to be the case under universal credit. That is the whole point about the consultation. In other words, where we may be wrong, we can get that corrected and make sure that we come forward with a really good package in time for the debates in the other place.

I am pleased to have secured a debate on a pressing issue at an opportune time. Unemployment in Wales, particularly unemployment among young people, is worrying. The valleys, for example, have the highest benefit claimant count not only in Wales, but in the United Kingdom. The report, “Tackling Worklessness in Wales”, by Sheffield Hallam university, is therefore timely, and I commend it to hon. Members. It is makes for interesting reading, and it is condensed in both the introduction and the conclusion for easy reading—for some hon. Members.
Unemployment is only one side of the coin, as the titles of the debate and of the report indicate. Unemployment is in some ways merely a consequence of the lack of a job. That sounds self-evident, of course, but I sometimes get the feeling that some commentators—not all, by any means, on the Government side—see unemployment only as an aspect of a personal failing. Reading the tabloid press, it is sometimes portrayed as an aspect of personal wickedness, but obviously people cannot work if the jobs are not there or if their personal circumstances make it difficult or impossible for them to set up on their own. I left a secure job at a university to set up on my own six years before I was elected as an MP and fell in with a bad lot here. Six years of self-employment taught me a great deal.
There are two themes to my contribution: first, I will discuss the dire unemployment and economic activity figures; and, secondly and significantly, I will examine the need to take robust steps to create work. Sheffield Hallam university estimates that we need 170,000 extra people in work in Wales to bring us up to the standard of the best parts of the UK. That is a huge challenge. I immediately accept that the previous Government took great steps to increase the number of people in work. I know that this Government have that aim, but it is a huge number to reach.
In the Select Committee on Welsh Affairs, which just met upstairs, the Secretary of State for Wales could not answer the question posed by the Sheffield Hallam report of where the private sector jobs will come from for the thousands of people coming off incapacity benefit due to the Government’s welfare changes. Does the hon. Gentleman agree that the Government should slow down and look at the dire consequences of what they are doing?
I agree with the hon. Lady. The changes in welfare are being brought forward too quickly, but I am also concerned that the work on the other side of the coin—creating jobs for people who will hopefully be leaving the benefits system or unfortunately be moving to lower levels of benefit—is not being prosecuted sufficiently.
Figures were released in the report today, and the situation in Wales is particularly worrying. I hope that referring to only some of them will mean that I am not tediously repetitive, but they make for interesting reading. The total number of jobseeker’s allowance claimants in my constituency is 1,245, and there were 364 jobs available at the jobcentre in the month in which the figures were collected, which is 3.42 claimants per job. If one adds in everyone who is on Department for Work and Pensions benefits, the total figure goes up to 5,590. I share the Government’s ambition of moving people who have been long-term sick or disabled back towards work. I agree entirely with that, because work is good for everyone, but it is a huge challenge just in my constituency.
In the most dire example in Wales—Rhondda—there are 2,315 claimants, which is 28.23 claimants per job, so there are 28 or 29 people chasing every job. I accept that some jobs are not advertised, but are available elsewhere. [Interruption.] The hon. Member for Aberconwy (Guto Bebb) is smiling. Hopefully, I have drawn one of his teeth. I accept that statistics can be misleading, but there are 12,540 DWP benefit recipients, which means 152.93 claimants per job. The challenge is enormous. Incidentally, if, Mr Weir, you were sad enough to have looked at the debate on my ten-minute rule Bill about three weeks ago, you would have seen that the hon. Member for Rhondda (Chris Bryant) claimed that the figure is 84 per job. Presumably, he knows his constituency better than I do, and possibly the official statistician, but he says 84 and I say 152.93. The challenge is enormous.
I am afraid that the situation is the same throughout the valleys. For example, Cynon Valley has 122 DWP benefit recipients per job. Interestingly, when one looks at the other side of the coin—where the jobs are—Alyn and Deeside has more than 1,000 jobs posted, so the figure there is 1.55 claimants per job, which is almost a job for everyone who is claiming JSA. That is a good situation to be in, but it stands out in Wales as the exception rather than the rule.

The point is that these women will have time to prepare for changes if they happen in 2026. Changes in 2026 were legislated for in 2008, which meant that the people we are talking about today had 18 years’ notice of any changes. That is very different from the changes that the Government are introducing because they will start in 2016, giving people just five years’ notice. That is the point that Members are making today. We are not saying that we do not think that there should be any changes to the state pension age, because with increasing longevity it is right that people should work longer, but it is not right to move the goalposts and leave people so little time to prepare for changes.
As I said earlier, the loss of pension income for someone who has to wait two more years for their state pension is about £10,000, or it can be up to £15,000 if they are on pension credit. It is not feasible that that group of people can make up that difference in a five-year period, yet that is what the Minister is asking them to do.
In Newport, 1,500 women will be affected by this change. Some of them have contacted me to say how betrayed they feel about it. Presumably, however, hundreds of them are unaware that it will happen. Is it not true that many women are not only not being given enough time to prepare for the change but are unaware that it is coming in a very short period of time?
Yes. That is another point that my hon. Friend the Member for Erith and Thamesmead made earlier. Many of the women who will be affected by this change have written to us, but even more women have not done so. The reason they have not written to us is not because they are happy and fine with these changes. By and large, it is because they are not aware of them. They are aware that they will have to work for longer than they had previously thought, because of the changes made in 1995 that will equalise the state pension age for men and women by 2020, but they do not know that those additional changes are coming down the line. So they are making changes now—as I said before, many of them are moving to part-time work so that they can care for elderly parents or young grandchildren—unaware that these additional changes are coming down the line. I think that people will be particularly worried or scared about what the future holds for them.
