The hon. Gentleman is quite right that this is about providing people with not just a home, but the means by which they can sustain themselves in a home.

The reasons for the increased numbers are far from a mystery. Crisis cites the impact of welfare reform, rising rents and the housing crisis. People become homeless and sleep rough for many reasons, but the single biggest cause of statutory homelessness is now the end of an assured shorthold tenancy. The cost of private rented accommodation has risen three times faster than earnings in England since 2010, and real earnings are still lagging behind 2008 levels a decade on.

Although I firmly believe that the Government bear a great deal of responsibility for the rise in homelessness and fear that their target of halving rough sleeping over the course of the Parliament and eliminating it altogether by 2027 lacks the urgency that the situation demands, I do very much welcome the Homelessness Reduction Act 2018 and the Government’s decision to develop the national rough sleeping strategy. My reason for seeking tonight’s debate is to address the content of that strategy.

Concern about rising levels of rough sleeping in Nottingham was one of the drivers behind a new investigation commissioned jointly by Framework Housing Association and Opportunity Nottingham, the Big Lottery-funded programme supporting people with multiple needs. “No Way Out: A Study of Persistent Rough Sleeping in Nottingham” was produced by Dr Graham Bowpitt from Nottingham Trent University and Karan Kaur from Opportunity Nottingham, with help from Nottingham’s street outreach team.

The study sought to discover how far the recent increase in rough sleeping might have arisen

“not just from more people coming on to the streets, but also from people remaining there longer or repeatedly”.

It sought to identify

“the characteristics that distinguish persistent rough sleepers from the wider street homeless population, and any common features in their circumstances that might help to explain persistence.”

In the remainder of my speech, I will focus on the study’s key findings before commenting on wider issues in Nottingham and at a national level.

For the purposes of the report, and therefore this debate, the definition of persistent rough sleeper is

“someone who was recorded sleeping rough on at least 10% of nights between 1st April 2016 and 31st March 2017, i.e. 36 nights (the ‘sustained’), or who has been seen sleeping rough in at least three out of the six years between 2012 and 2017 (the ‘recurrent’).”

The report says:

“There were 72 persistent rough sleepers who met the above definition…7 who were both sustained and recurrent, 33 who were sustained and 32 who were recurrent. Of these…10 were women…and 62 men…58 were recorded as of White British ethnicity...most of the others being White (Other)…13 were recorded as having a disability (18%).”

According to the report, Opportunity Nottingham’s beneficiaries are recruited to the programme because they are assessed as having

“at least three of the four prescribed complex needs: homelessness, substance misuse, mental ill-health and offending.”

Of the 72 persistent rough sleepers, 67—that is 93%—had problems with substance misuse. Some 49 were offenders or at risk of offending, and more than half had mental health problems.

I commend my hon. Friend for securing the debate, and Opportunity Nottingham and NTU for producing the report. My hon. Friend mentioned that over half of those persistent rough sleepers had a mental health issue. Is it not hardly startling that there is a correlation with the reduction in the number of overnight mental health beds—not just nationwide, but specifically in Nottinghamshire? We have lost 176 mental health overnight beds since 2010, and that is one of the core drivers putting people back on to the streets.

I beg to move,

That this House has considered support for Nottingham schools.

It is a pleasure to serve under your chairmanship, Mr Gray. Today’s motion is very deliberate; I want to talk about the support that Nottingham schools need, not just the funding they receive. Too often Ministers have talked our city down. We must be frank about the challenges we face in raising educational attainment, especially at key stage 4, but we must also recognise progress, innovation and success. Failing to do so is demoralising and counterproductive.

I hope the Minister will welcome the fact that 83% of children in Nottingham are now taught in good and outstanding schools, up from 61% just three years ago. Some 22% of our schools are now rated outstanding—that is the second highest local authority level in the east midlands, and above the national average. I hope he will also welcome the improvement in key stage 2 results. The progress made by children in Nottingham’s primary schools last year matched the national average in reading and outstripped national averages in writing and maths. Children come to those primaries with low levels of school readiness and low speech and communication levels. Many require additional language support and pupil mobility is very high.

Nottingham is rightly proud of its “Maths Mastery” programme, developed in collaboration with the two regional maths hubs. Drawing on learning from Singapore and other leading international practice, Nottingham is developing a maths teaching culture that is already delivering enhanced outcomes, with the approach now being rolled out from the early years through to KS4.

The city’s five special schools are all rated good or outstanding, and Oak Field School is recognised internationally as a model of excellence in working with children and young people with profound and multiple disabilities. We also have an outstanding hospital school at the Queen’s Medical Centre.

More than 8,000 Nottingham children are learning a musical instrument in school, up an incredible 1,652% in the past 12 years. In 78% of Nottingham primary schools, every child is learning an instrument, compared with a figure of 58% nationally. Some 48% of pupils continue with instrumental teaching after the first year, compared with 27% nationally. There has been a 385% increase in the numbers of pupils gaining a nationally recognised music qualification in the past three years alone.

I am grateful that my hon. Friend has secured this debate. She will know my constituent, Sheku Kanneh-Mason, who last year won the BBC young musician of the year contest, as he went to Trinity School, a secondary school in her constituency. He is a great example of the sort of specialism and expertise that young people in our city can achieve. My concern more broadly is that all those specialisms may be sacrificed if the speculated cuts to the funding formula and the changes hit Nottingham schools particularly hard. Can my hon. Friend say a word about why some of those specialist skills among the teaching staff and beyond are so important in our city?

Sheku Kanneh-Mason is indeed an acclaimed cellist, and Trinity School and all of us are rightly very proud of him. I will say more about the importance of music and other enrichment activities and why they are under threat.

Students from across the city not only enjoy playing or singing in an ensemble, but are equipping themselves with perseverance, self-belief and a lifelong love of music. It is particularly pleasing to note that Nottingham is in the top quintile for those on pupil premium learning a musical instrument. However, while the Nottingham Music Hub is always exploring new ways to generate income, I am concerned that the local authority and individual schools may find it more difficult to fund the service in the future.

Schools provide other opportunities. The number of children able to swim 25 metres at the end of key stage 2 has more than doubled to 45% in the past four years. Some 6,000 primary and 5,300 secondary students are involved in competitive school games and sports.

I began the debate by saying that I wanted the Minister to recognise that there is much to be proud of in Nottingham schools, but I would be failing my constituents if I did not also acknowledge that we need to do much better in ensuring that every child leaves school with the skills and knowledge they need to lead successful adult lives. Formal qualifications are an important measure, but they are not the only one. I hope the Minister will recognise that good schools also ensure that students are resilient, kind, reflective, motivated, confident, and have respect for themselves and others. Character development is vital and should be valued.

Many Nottingham families live in poverty and some have low aspirations. Too many live in inadequate or overcrowded housing and have very low incomes and poor health, both mental and physical. Some children face additional challenges because English is not their first language, and we know that white working-class children, especially boys, are often the hardest to reach. Even where children are making good progress at primary school and are achieving at the end of year 6, that is too often not maintained to GCSE level. We clearly need to improve the transition from primary to secondary education, but there is concern that the Government’s emphasis on a limited range of academic subjects up to age 16 is off-putting to those pupils, including the academically able, who would be enthused by a more vocational route. That view is expressed not only by teachers and heads, but by the former Conservative Education Secretary, Lord Baker, who has championed high-quality technical education for more than two decades.

Nottingham is working hard to provide sufficient primary school places by expanding existing good schools. We know that the bulge in pupil numbers will mean a shortfall in secondary school places if action is not taken now. A reliance on the emergence of new free schools is not enough. Nottingham needs extra capital resources to expand existing schools or to open new ones. The high level of in-year admissions is a further challenge, particularly for our maintained schools. The current system is not transparent and there is concern that some academies are reluctant to admit pupils with additional needs, placing some of the most vulnerable children at risk of missing time in school. The White Paper, “Educational Excellence Everywhere”, called for local authorities to have a co-ordinating role in dealing with such admissions. Will the Minister say whether he will be returning to that proposal?

A further concern is the high level of permanent exclusions at key stages 3 and 4. Last year, 108 city children were permanently excluded, and this year the number is set to be even higher. It is deeply concerning that a high proportion of those students have special educational needs. The pupil referral unit now has more than 300 students on its books, and those young people are placed with a number of alternative providers across the city, but the cost is very high and outcomes are poor. Funding for such provision falls on the local authority and diverts resources away from other high-needs children. What action will the Government take to incentivise schools to tackle poor behaviour, rather than using exclusion too widely to shift responsibility?

As the Minister is well aware, school funding—already a hot topic—rightly became the focus of debate during the general election. I have listened carefully to the Minister’s responses since then, and I do not believe he has adequately addressed my voters’ concerns. He says that the schools budget has been protected in real terms since 2010, but he knows that pupil numbers are rising. The cake may be bigger, but it has to be shared between more people. Will he come clean and admit that the increase in the budget has not been sufficient to protect per pupil funding in real terms? He knows that all schools face higher national insurance contributions, pension contributions, unfunded national pay rises and now the apprenticeship levy.

The Institute for Fiscal Studies reported that spending per pupil would fall in real terms by 8% and the National Audit Office confirmed that,

“funding per pupil will, on average, rise only from £5,447 in 2015-16 to £5,519 in 2019-20, a real-terms reduction once inflation is taken into account.”

The Minister says he will support schools to offset these pressures, but I can find little evidence of such support in delivering the savings required. One head at a primary academy told me:

“We have already renegotiated every single contract both as one school and as part of a Multi-Academy Trust. We have lost and not replaced three teaching assistants, a sports coach, a music teacher and an art teacher. Our pupils walk to their Swimming lessons for 12 sessions rather than travelling by bus for 36. If a teacher is ill, we don’t use qualified teachers to stand in front of classes until day four of their absence because insurance for teacher absence that starts after the third day is considerably cheaper than insurance that starts on the first day.”

It really is that bleak. Schools in Nottingham are making cuts that have a direct and damaging impact on the quality of education.

The head of an outstanding primary school told me that they had cut the number of teaching assistants, teachers and learning mentors, increasing pressure on remaining staff and providing less support for children with additional needs. As he said:

“All of this is also taking place within the context of an increase in the numbers of families who need extra support, due to benefit changes, higher levels of domestic violence, more families being evicted...and the rise of the number of families seeking support from food banks.”

Secondary schools paint a similar picture: fewer teachers, larger classes, less subject choice, and cuts to after-school activities.

I note that the Minister has sometimes resorted to blaming his Government’s choices on the budget deficit in 2010. That is simply not good enough. His party has been in power for seven years. They promised that as a result of their austerity plans, the deficit would be eliminated by 2015. Any shred of economic credibility is long gone and their decision to spend £1 billion on buying a parliamentary majority underlines that point.

A head told me what inadequate funding means to his school: “Am I able to replace the 18 failing interactive whiteboards in our classrooms? No. Am I able to purchase library books to inspire a love for reading in the next generation? No. Can the disabled child’s carer have overtime to accompany her for a full day’s educational visit? Of course, yes. As a result of that carer’s overtime, can the five-year-olds have another set of glue sticks for the summer term? No.” He said:

“As the Headteacher I am not bemoaning the lack of capacity for investing in education at a level that will make a significant difference to the life chances of my pupils; I am genuinely struggling to see how I can squeeze basic school provisions out of the funding available.”

On top of the existing level of real terms cuts we also face the prospect of a new national funding formula that will take money away from every single school in my constituency. I welcome the Minister’s promise that,

“there will be no cut in per pupil funding as a consequence of moving to the national fair funding formula”,

but, as he knows, protecting a budget in cash terms is no protection at all. With rising inflation and increasing demands—for example, the introduction of much needed mental health support—school leaders simply feel unable to deliver what is asked of them. I could fill hours with the testimony of dedicated school staff who feel that the Government are not giving them the support they need. Adequate funding, especially for schools serving areas of high deprivation, is essential. Schools cannot keep doing more with less. They are at breaking point.

I hope the Minister will not simply dismiss my concerns and those of my hon. Friends, including my hon. Friend the Member for Nottingham North (Alex Norris), who will speak shortly. I want the Minister to commit to, at the very least, maintaining school funding in real terms for Nottingham schools. If he cannot, I will not stop asking. I also want him to come and see why I am asking.

Last Friday I visited the city schools exhibition at Nottingham Contemporary. The gallery’s head of learning told me,

“what we are hearing from teachers again and again is that coming to a gallery, working with artists, really helps their children think differently, think creatively, question, be critical and reflective...particularly it builds confidence in those children who are told too often they are wrong, to keep quiet and not question. The gallery offers those children a place to thrive.”

While I was there, students from Southwold Primary enjoyed telling me about their work. Southwold is a good school, but it serves one of the most disadvantaged parts of my constituency: 46.1% of pupils have English as an additional language and 47.6% are eligible for free school meals. I have seen for myself the creative ways in which the school works to give their children a great start in life.

The head said,

“we are giving our city children the experiences that more affluent counterparts can afford. Our pupils find it hard to make connections due to limited experiences and we need to provide these experiences so they can better access the curriculum and understand contexts for learning.”

She explained that in last year’s SATs reading test, one text was about a safari park; some children did not know what a safari park was, let alone visited one. As she says:

“All this needs funding and at the moment we are trying to do it on a shoestring.”

Nottingham’s schools need our support. They need the resources to do their vital job of investing in the next generation. I hope the Minister will come and see our schools for himself and commit to supporting them, enabling every Nottingham child to thrive.

That is rather interesting. The hon. Lady would criticise us if we said that we would do this through general taxation, but when we show where the money will come from—pound for pound—she criticises that as well. I want to hear the Conservatives say where they will get the extra money from for the NHS. I will come to that in a moment, but I will first give way to my hon. Friend.

A moment ago, my hon. Friend was talking about the risks of privatisation. I know he shares my concerns about health services in Nottingham. What advice does he have for the voters of Nottingham who, as a result of the outsourcing of our hospital’s world-renowned dermatology department, which was then broken up, can no longer access acute dermatology services locally? How should our constituents vote on 7 May? [Interruption.]

Thank you, Ms Dorries for calling me to speak.

I was speaking about my constituent, Ilona. She lives on the Wollaton Park estate in one of the 500 “white bungalows”, or Crane Composite houses, that were built in the 1920s by the Nottingham Corporation as part of a bold experiment in new building techniques. The bungalows are specially constructed, with steel frames and pre-cast concrete walls. They are really distinctive and are now part of a conservation area. However, they are cold and hard to heat.

Ilona suffers from fibromyalgia and chronic sinusitis, and she desperately needs a warm house; what she has is a cold and damp house with terrible mould problems. Her landlord, Nottingham City Homes, says that the only way to make her house really warm is solid wall insulation. Since the changes to the energy company obligation, that possibility has become more distant.

Kate lives about a mile away from Ilona on the Lenton Abbey estate, which was built by the council in the late 1920s. The 900 houses on the estate are of conventional brick construction. However, as was normal practice at that time, they were built with solid walls, so there are no cavities that can be insulated. About 500 of the houses are now privately owned, with about one fifth rented out. Kate says that since NCH fitted new doors—front and back—to her house, it has been noticeably warmer. However, her house is still cold and difficult to heat, and she worries about her bills. Lenton Abbey is one of the neighbourhoods that NCH had prioritised for energy efficiency measures under its greener housing scheme. However, the changes to the ECO mean that acting on those plans may now be years away.

Ennis is in his 80s. He lives across the River Trent in Clifton. The local claim that the Clifton estate was once the largest council estate in the country may be open to question, but there is no doubt that Clifton is a large example of the post-war drive to build. It is said that the Wimpey “no-fines” construction method of concrete walls allowed for a construction rate of 30 homes per week. Unfortunately, despite the fact this design type was popular across the country, the resulting homes are poorly insulated. NCH manages more than 1,200 of these properties in Clifton, but there are more than 3,500 similar privately owned former council homes whose residents exercised their right to buy but now face the same problems as Ennis—cold, damp homes and high fuel bills.

Ennis has seen his neighbours on the Clifton estate benefit from solid wall insulation, thanks to Nottingham’s pilot greener housing scheme, which was launched in the north of the estate last September. He has heard what a difference insulation has made to his neighbours’ bills, and how warm and cosy their houses now feel. He has also seen how good the insulation looks, as hundreds of tenants and owner-occupiers alike have taken up the offer of solid wall insulation provided by the scheme during the past six months.

Sadly, for Ennis the future is uncertain, because he lives in the first street in the southern half of the Clifton estate. The scheme was due to launch there in January, until the changes to the ECO that were announced in December allowed the funder—British Gas—to pull out, leaving Ennis and thousands more Clifton South residents to look enviously at their neighbours’ homes when they walk down the street.

I commend my hon. Friend’s campaigning on this issue, which has clearly affected her constituents. My constituents in the Candle Meadow area have encountered similar stories, with some residents getting this insulation for free, but because of the Government’s changes, all of a sudden, other neighbours not getting it. This is incredible unfairness, which can be seen from house to house—those who have and have not benefited. I fully support my hon. Friend’s argument.

My hon. Friend is right. Clifton is the largest scheme in Nottingham, but Candle Meadow is equally important, albeit of a different property type.

Ilona, Kate and Ennis are just three of my constituents whose homes need to be made more energy efficient, but there are more than 20,000 solid wall, hard-to-treat properties in Nottingham and our city is not untypical of the position throughout the UK, which has more than 7.6 million uninsulated solid wall homes.

Nottingham council is committed to improving the quality of its housing stock and tackling the fuel poverty that affects more than one in seven households in our city. It has long understood that improving council homes has wider positive social impacts. I have spoken before in this Chamber about the council’s decent homes programme, known locally as Secure Warm Modern, which began in 2008 and which, when complete, will have delivered double-glazed windows, loft and cavity wall insulation and new boilers to more than 20,000 council properties.

A joint impact study by Nottingham City Homes and Nottingham Trent university’s business school found that improvements to the physical condition of properties led to improved outcomes for tenants and better security, health and comfort, and that it also impacted on the wider community, by reducing carbon emissions, providing employment opportunities and improving neighbourhoods. It was as a result of working with Nottingham City Homes to secure funding for the completion of decent homes that I began to understand the challenges involved in tackling our city’s hard-to-treat solid wall houses.

I first raised these issues with the Minister in July 2012, explaining that Nottingham City Homes could use the decent homes funding to lever in additional benefits from the green deal’s energy company obligation, if there was more certainty about funding.

The hon. Gentleman is absolutely right, and I shall come to that point.

In Nottingham, 6,103 people face the bedroom tax in two weeks’ time. The key website is Homelink, which advertises properties for the arm’s length management organisation, Nottingham City Homes, and most of the local housing associations. This week, 21 one-bedroom properties and 14 two-bedroom properties are available. So even if they were all allocated to households that are currently under-occupying, that would help only 35 households—fewer than 1% of those affected. That is before one considers the 2,269 families in Nottingham waiting for a two-bedroom property, or the 7,333 individuals or couples waiting for a one-bedroom property.

In my constituency, 1,423 households are affected by the bedroom tax. In the whole of the last 12 months only 175 of Nottingham City Homes’ one or two-bedroom properties became available to let in Nottingham South, and on average people had waited 78 weeks on the list. Worse still, evidence from the local homelessness charity, Framework, reveals particular problems for tenants who are in arrears. They have been told that even if they have repayment plans in place, they cannot be considered for a move. As Jon Leighton, who helps co-ordinate the crisis team for Framework, says:

“Essentially they are stuck. Pay the additional charge or get into more arrears. And given this is the choice, the likely outcome is eviction proceedings.”

The Minister may argue that social tenants should move into the private sector. How will that cut the housing benefit bill when, according to figures produced by the National Housing Federation, the average social rent for a two-bedroom property in Nottingham is £64.02, but the average private rent for a one-bedroom property, into which a household occupying a two-bedroom social home might be expected to downsize, is £88.85? There is also a question about whether landlords in the private sector will be willing to take on tenants on housing benefit, given their significant concerns about the risks posed by the introduction of direct payments under universal credit.

The truth is that most people cannot avoid paying the bedroom tax, and the Government know it. Their 2012 impact assessment is clear:

“Estimates of Housing Benefit savings are based on the current profile of tenants in the social rented sector, with little tenant mobility assumed. If a significant number of tenants wished to move, this would reduce direct savings and place extra demands on social landlords”.

It is clear that the burden of cutting public spending on housing benefit relies specifically on the inability of tenants to move; balancing the books on the backs of poor and vulnerable people.

Of course, the Minister might claim that this is not about saving money, but about making better use of our social housing stock. Action to tackle overcrowding is important, which is why the Labour Government published good practice guidance on managing under-occupation and, in 2007, allocated funding to 38 pathfinder areas to devise solutions to address overcrowding and focus on under-occupation.

Last year Nottingham city council received a grant of £75,000 to help tackle overcrowding and under-occupation through its “Right Size” project, a modest amount that it used to good effect. It worked with people to look at their options, provided intensive support to help them overcome the hurdles to moving home and effectively held tenants’ hands through the process, in some cases covering removal costs. The project was effective, and between 1 April 2012 and 28 April 2013, 81 properties were freed up for families. However, last Friday, after a prolonged period of uncertainty, the council finally received an e-mail from the Department for Communities and Local Government confirming that:

“Ministers have now decided not to make any further special grants to councils specifically to tackle under-occupation”

Now we know that this is not about addressing under-occupation or overcrowding; it is about cutting public spending, taking money from the very households that are least able to bear the burden. It is not just unfair; it is immoral.

My hon. Friend is making her case exceptionally well. In my constituency, which neighbours hers, the cases that really pull at the heart strings bring the issue most to life, particularly when they involve a disabled person in the household. The majority of cases seem to be like that. I think of the young man who had serious problems with schizophrenia. He was just getting into independent living and needed an extra bedroom so that his father could occasionally stay overnight in order to reassure him when things got particularly difficult. Now, because of the bedroom tax, his whole quest for independent living has been thwarted, and he will have to move back in with his parents. It is the individual cases that illustrate just how heartless and callous the policy is.

My hon. Friend is exactly right. I wonder how Government Members sleep at night after what they have done.

The Minister might claim that the Government are protecting the most vulnerable, such as the individual my hon. Friend has just mentioned. Ministers have been saying that for months. It was only continued pressure from the Opposition Benches that forced them to concede that the Prime Minister’s assurances about protection for disabled children, foster parents and members of the armed forces were completely hollow and that exemptions needed to be put in place.

Unfortunately, to suggest that discretionary housing payment will provide the answer is disingenuous. Nationally, the DHP allocated for 2014-15 makes up less than 6% of the £2.2 billion in planned housing benefit cuts for the same year, and the Government have failed to provide any assurances on the level of DHP funding as part of the next spending review. The National Audit Office is critical of how the level of DHP funding has been determined, stating that

“it is not clear how the overall level of funding has been determined or whether it is likely to be sufficient to tackle the effects of reforms.”

I am speaking in the debate because the issue is of extreme importance to my constituents, in particular those living in areas such as Dunkirk, Lenton and Wollaton Park who feel that their local neighbourhoods face irretrievable damage as a result of the uncontrolled spread of houses in multiple occupation.

I congratulate the hon. Member for Loughborough (Nicky Morgan) on securing the debate—her contribution was extremely thorough and asked many good questions on behalf of all of us.

Local people in Nottingham, supported by their local elected representatives, campaigned for years to secure the planning changes that Labour introduced on 6 April. They would agree that we should have acted earlier, but the change was none the less very welcome when it came. It was exactly what local people had been asking for and would have protected their communities for the future.

I do not need to go into a great deal of detail here, because hon. Members present understand the problems that high concentrations of HMOs create in local communities, but I want to set out briefly why the issues matter to my constituents in Nottingham South.

In Nottingham, we are fortunate to have two excellent universities that attract thousands of young people to our city. We value greatly the contribution that the universities make to our city and we welcome students into our communities. However, the impact of large numbers of family homes being converted into student lets has been considerable, and many long-term residents feel that their local neighbourhoods are changing beyond recognition.

For example, in Lenton, we have seen many of the local shops disappear, to be replaced by takeaways. Local residents have seen their local primary school shut down for lack of children. During term time, they experience daily problems with parking and, unfortunately, on occasion, with noise, litter and increased crime. Outside term time, they sometimes feel that they live in a ghost town.

The universities, Nottingham city council and local voluntary and church groups are working hard to restore a sense of community, but they need the support of the Government too. The ability to control the development of HMOs gave local people real hope—the opportunity to maintain balanced and sustainable communities, rather than have their neighbourhoods left to the market.

I am grateful to my hon. Friend for giving way, because I am conscious of time. Obviously, the problems do not stop at the boundaries of Nottingham South. In Nottingham East, we share a similar set of problems. She is completely correct to say that the permanent residents, in particular those who are not students, feel strongly about the issues. It is a planning matter, and it seems such a shame that we are now not in a position to have the local authority properly empowered, in particular for this next year, to exercise those rights on behalf of local residents.

My hon. Friend is absolutely right—it is about the opportunity to maintain those balanced and sustainable communities, not about being anti-student. Students are very welcome, but it is important that communities are balanced. That is why local residents feel so badly let down by the Government.

I have three questions in particular that I want to ask. Hopefully the Minister will respond to them. First, why was the consultation this summer so narrow and selective? The previous Government undertook extensive consultation on all the options and the planning changes they made reflected the view expressed by the vast majority of respondents. The current Government seem to have ignored all that and, after a hasty consultation over the summer, have chosen the option virtually no one—just 1%—wanted.

Secondly, why was the change rushed through without proper time for debate and discussion of the consequences or any time to see the implications and effects of the new planning changes that had just been brought in? It is very welcome that we are having today’s debate, but the truth is that it is too late. The protection that local people had worked so hard to secure was removed at the beginning of October—yet the guidance on article 4 directions was not published until last week.

Finally, do the changes not present landlords in those areas most affected with a perverse incentive to convert family homes into HMOs before article 4 directions are in place? Local authorities cannot risk compensation claims, especially in the current climate, and therefore we will have a gap of at least 12 months when we will be back to uncontrolled development.

Local communities such as mine are desperate for local planning authorities to be able to protect their interests. Why are the Government simply ignoring them?

My hon. Friend takes the words entirely out of my mouth. I was explaining that the problem is still significant, but thankfully some good progress has been made, particularly through partnership work. That crucial support is funded through the working neighbourhoods fund, but recent Treasury announcements suggest that Nottingham’s fund will cut by £1.2 million. The name on the tin—“working neighbourhoods fund”—does not say what it will do; supporting the programmes that help reduce teenage pregnancy is one purpose. It is incredibly important that we hear about its good work as well as about the shocking statistics.

I want to take the opportunity offered by this debate to highlight the issues of poor child dental health. Although the statistics and methodology of calculating such issues change from time to time, recent reports suggest that Nottingham children have, on average, three decayed missing or filled teeth each compared with just over one in typical parts of the rest of England. Shockingly, in some schools in Nottingham, a few children have been reported to have nearly six missing, decayed or filled teeth. Fluoride in toothpaste is improving matters, but the main factors are still poor diet and nutrition and poor oral hygiene. Although programmes such as the City Smiles dental health promotion programme and community-based services have promoted good oral hygiene and the use of fluoride varnish on teeth, much more still needs to be done. I want the funding for the City Smiles campaign to be confirmed and redoubled by the PCT, and I hope that the Minister will pass on that request. Moreover, we must think about the contentious issue of fluoridation of the water supply. In areas where fluoride is naturally occurring or where it is added, there is some protection against dental decay. Although I cannot claim to be a scientific expert in this area, I none the less hope that the PCT and the east midlands health authority will speed up their review and put some options on the table within the next year if possible.

There is not enough time to address all the crucial issues, which include young people leaving care, children with learning difficulties and serious disabilities and how people can access services. I want to pay tribute to the NHS staff who work so hard in Nottingham. They have recently consolidated the children’s services of City hospital with those of the Queen’s Medical Centre to create the Nottingham Children’s hospital at the QMC site with 15,000 inpatient occurrences and 50,000 outpatient contacts taking place annually. The hospital is very strong in renal and urology services, with 13 kidney transplants taking place last year. It is world renowned for its child integrated cancer services, with 135 children being treated there in 2009. There are also cystic fibrosis services and many others. None the less, there is still room for improvement. In particular, there is not enough accommodation for parents whose children are in hospital. It is important that young patients have the support of their family around them. I urge the Minister to find a way to provide capital support for the PCT and the hospital to ensure that more bed space is provided.

I am also concerned to hear that Nottingham’s speech and language therapy budgets, which are supported by the PCT, may be squeezed because of the financial pressures. Tragically, between 5% and 8% of pre-school children have speech and language problems, so there is a lot of concern about the loss of such resources in the Nottingham area.

I hope that the Minister will address recent policy changes. Childhood obesity and poor nutrition is one of the key underlying causal factors that come up time and again. A third of 10-year-olds in Nottingham are overweight or on the brink of the obesity category. Tragically, the free school meals pilot that had been on the cards has now been cancelled.

Does my hon. Friend not agree that there are concerns over the cut in the health in pregnancy grant from next January? Such a grant can be used to support breastfeeding mothers—breastfeeding is vital to children’s health, and results in fewer infections and reduces the likelihood of children developing allergies. It also protects them from the very thing that my hon. Friend was talking about, which is the likelihood of people becoming obese, developing diabetes and, in the longer term, cardiovascular disease.

My hon. Friend is entirely right. It looks as if we will lose not only the opportunity to roll out greater nutritional standards through the free school meals pilot but the £190 health in pregnancy grant. To me, that was one of the most pernicious, mean-spirited decisions in the Budget. Young mums-to-be need not just warm words but financial support to back up what can be an expensive change in lifestyle. Folic acid and fresh fruit and vegetables do not come cheap. It is important that the support is there.

When we consider the other changes in the recent Budget announcement, the Minister needs to explain how young families can support some of the costs that are involved in healthy lifestyles. I am referring not only to the change in the health in pregnancy grant, but to the restriction on the maternity allowance to the first child only. Not much thought has been given to the effect that that will have on siblings. Cots, prams and children’s clothes are expensive. Those are all issues affecting the decent lifestyles of young families in our city. From next year, the Government will remove the baby element from the child tax credit and reverse the settlement for one and two-year olds, which was due in 2012 and 2013. When those measures are combined with others, such as the freezing of child benefit and, as a tangent to that, the removal of the child trust fund, there is a sense that children’s issues, which cover good child health, education and well being, are not as far to the front as I would hope.

I have mentioned some exceptionally serious issues and complex health problems. I have run over the key issues that need real action. In particular, I am referring to the partnership working that my hon. Friend the Member for Nottingham North discussed about. It is all very well suggesting that there will be increases in real terms for front-line health services, but health inflation goes far and above the retail prices index plus 0.5%. There will undoubtedly be pressures affecting hospital and ancillary services as well. The cuts in funding for local authorities and other public services—25% over the next four or five years—are unnecessarily fast and steep. Alternative strategies could be used. I fear that we will jeopardise some of the inroads that we have made into these problems. I hope that the Minister will do better than his other colleagues in government. There is a whole range of serious issues affecting child health in Nottingham, and I urge the Government to take them seriously.

I am answering the hon. Gentleman’s question. There are significant revenue-generating measures, particularly in respect of the wealthiest in society, that should have been taken. The fact is that he will vote to take £12 billion in VAT—three letters that will be tattooed for ever on to the face of his constituency—annually from people, including his constituents, yet the Government have only managed to take £1 billion in revenue from the banking levy. That ratio says it all.

Does my hon. Friend agree that increasing VAT will also have a significant impact on places such as Nottingham, where large numbers of people are employed in the retail sector, and that it will affect retail jobs? Is he aware that the Centre for Retail Research estimated that increasing VAT to 20% would lead to a reduction of 47,000 retail jobs and 10,000 stores closing?

I sincerely hope that that does not happen, but I worry that my hon. Friend may well indeed be right. The Government have tried their best to stagger the arrangement by delaying the introduction of the VAT rise, but they had better hope that the recovery is well under way by the time that the increase comes in—I think, in January—because, if there are still difficulties in our economy and they wallop up VAT by such a large amount, we risk a double-dip recession, which would particularly hit those who are in greatest need.

I want to talk about the most pernicious parts of the Budget which affect child poverty and even infant mortality: for instance, the scrapping of the health in pregnancy grant—just stating its name makes me incredulous that the Government have chosen it—in this financial year, from January onwards, coupled with the restriction of the Sure Start maternity grant to the first child from April 2011. I shall be very interested to see whether Government Members will walk through the Lobby with their heads held high to vote on those measures in respect of pregnant women in the greatest need. Coupled with the freezing of child benefit for three years, the shunting of lone parents off income support from next year—something that is also hidden away in the Budget—the abolition of the child trust fund and a couple of other things that the Chancellor spoke about very quickly in his statement, such as reversing the child tax credit supplement for one and two-year-olds and removing the baby element of the child tax credit from next year, which will cost young new families across the country £295 million, that is a phenomenal tax essentially on those who are in greatest need. Taken together, that seems to be one of the most despicable series of changes in the Budget.

Madam Deputy Speaker, I am very grateful for this opportunity to raise issues that concern not only my constituents but the wider Greater Nottingham conurbation and our region. May I say what a pleasure it is to see you in the Chair today? I also thank my hon. Friends the Members for Nottingham East (Chris Leslie) and for Gedling (Vernon Coaker) for coming along to lend me their support.

Nottingham is very fortunate to have one of the best integrated transport systems in the country, but that did not happen by chance. It happened because there was political will, because the city council worked closely with partners in the county and with local businesses, seeking to build consensus wherever possible, and because we are fortunate to have great people working in the city to deliver our collective vision.

Indeed, the Department for Transport has designated Nottingham as a centre of excellence for local transport delivery. More recently, the council received a comprehensive area assessment green flag for public transport improvement and was described as “getting better and better”. However, it is not those warm words that I want the Minister to attend to today, but the real achievements that make Nottingham’s case for further investment compelling.

Over the past five years, Nottingham has contained traffic growth and congestion levels. There has been increased public transport use, fatal and serious accidents have been reduced and we have encouraged many more people to walk or cycle rather than to jump in their cars. I am proud of our record, but we know that there is still much more to do if we are to have a transport system that is fit for purpose in the years ahead—one that supports economic growth rather than hampers it and encourages greener, eco-friendly choices.

When it comes to investment in infrastructure, short-termism just will not do. We have to think and plan for the long term, and that is why Nottingham has been developing three key capital projects to make the city an even better place to live and work, to attract inward investment, to create jobs and to get the local economy moving. These projects will regenerate neighbourhoods, link socially disadvantaged communities with training and job opportunities, improve the environment and cut carbon emissions. I know that they are not just objectives that the Minister will welcome but the stated priorities of the coalition Government, so I am very hopeful that he will give a positive response.

Let me say a bit more about the three projects on which I am anxious that he should focus. The A453 links Nottingham to the M1, the A50 and East Midlands airport. It is the main trunk road from Nottingham to Birmingham and is a vital link in our transport network. According to the most recent data, the A453 is the most congested road in the country. Delays are particularly bad at peak times and the 9-mile stretch between Nottingham and Kegworth is rated as the worst section of the national strategic road network, with the average vehicle delay doubling in the last five years. Delays can be expected of almost 15 minutes per 10 miles travelled outbound and more than 10 minutes per 10 miles travelled inbound. In 2007, the East Midlands Development Agency commissioned a study that found that the cost of congestion to Nottingham businesses came to £160 million a year, so it is no surprise that three years ago partners in the region agreed that it was the top priority for regional funding allocation. That was confirmed again in 2009.

There is also a human cost to the congestion. Driving through Clifton, one sees far too many flowers at the roadside that are a reminder of the A453’s terrible safety record: accidents are 33% higher than the national average for rural roads and 23% higher than the national average for urban roads. Between 2003 and 2007, there were 167 personal injury accidents of which two were fatal and 31 serious. Residents and business leaders, city councillors, district councillors and county councillors, and Members on both sides of the House all agree that the A453 desperately needs improvement.

Nottingham has been waiting almost 30 years for something to be done. The latest scheme will provide a “civilised road”—one that provides extra capacity, but is sensitive to the needs of Clifton residents who live alongside it. Planned improvements have been delayed twice before and we need it more than ever—so please, Minister, do not disappoint us again.

I read in the Nottingham Post that the Lord Chancellor and Secretary of State for Justice, the right hon. and learned Member for Rushcliffe (Mr Clarke) has already, as he put it, “had a go” at the Secretary of State for Transport regarding this matter. I hope that the Minister will work with his colleagues in the transport team to secure the scheme’s future and, if necessary, to make representations to the Treasury on behalf not just of the 270,000 people who live in the city or the 750,000-plus people in Nottingham’s travel-to-work area, but of the people who will be filling the 20,000 new science and technology jobs that we hope will be created in the city by 2020.

The second element of Nottingham’s plan for a modern, integrated transport network that I want to raise with the Minister is Nottingham express transit phase 2—turning our tramline into a tram network. Tramline one opened in 2004, and its success has exceeded expectations, attracting 10 million passengers a year. Yes, it required considerable investment, and, yes, the construction work was disruptive, but I urge the Minister to come for a ride across Nottingham on the tram to see at first hand what a difference it has made. I urge him to come and see the park-and-ride sites, including those at Phoenix park and Forest recreation ground, which are full to bursting every day. Some 3 million car journeys have been removed from the city’s roads and there has been a 30% increase in public transport use in the north-west corridor of the city. I like our buses, and they are a vital part of the mix, but on their own they cannot achieve that level of modal shift—getting people out of their cars and on to public transport. For the A453 scheme really to work, even with a widened A453, we need a significant proportion of the people who are coming towards the city to transfer to public transport at a park-and-ride site on the edge of Clifton.

I urge the Minister also to come and see the regeneration, inward investment and sustainable development that have been achieved along the line one route. Perhaps he will even share my enjoyment regarding the inspiration it has provided to small local businesses. I admit that every time I pass the snack bar in Hyson Green called Tramwiches, it makes me smile.

My hon. Friend mentions Hyson Green in my constituency. Does she agree that as phase 2 of the tram project is a private finance initiative, funded in part not so much by grant but by revenues generated from some quite tough decisions having been taken about workplace parking levies and so forth, it is potentially less burdensome on public borrowing levels because of the re-phasing potential? As a consequence, it might be a good candidate when ranked against other schemes that the Minister is considering.

NET phase 2 received approval because it will deliver for the city and the conurbation. It will take a further 3 million car journeys off our roads and will provide at least 50% of the additional capacity needed to avoid the transport gap that threatens the economic vitality of the conurbation. There will be 2,500 extra park-and-ride spaces, better integration with the railway station and hugely improved access to and from the south and west of the conurbation. It will link people, some of whom live in wards in which 60% of the population do not have access to a car, with the Queen’s medical centre, which is the city’s main hospital, as well as with both our universities, with local college campuses and with 2,000 workplaces, including 20 of the city’s 30 largest employers. It will also promote equality of opportunity, as line one has done, by improving transport access for the elderly, the disabled and those on low incomes.
