The Prime Minister
We are in the happy position in this country of meeting the 2% spending on defence that NATO members are meant to undertake. When we hold the NATO conference in Wales in September we should be encouraging other countries to do the same and, indeed, to meet some of the new targets for spending on new equipment that can be used in NATO operations, which we certainly meet in this country. As well as doing that, we can also be proud of the fact that we are meeting the promise that we made of spending 0.7% on overseas aid, which is saving lives all over the world. I would not divorce that from our defence spending, because the money that we spend in places such as Somalia, Mali, Nigeria or, indeed, Pakistan is about reducing the pressures of asylum, immigration and terrorism, making our world safer. That is what our defence budget should be about, and I would argue that it is what our aid budget is about, as well.

Does the Prime Minister agree that with conditions such as rheumatoid arthritis, patients can be out of work for years if they do not get the right treatment? The National Institute for Health and Care Excellence should therefore look at the wider benefits rather than just the initial cost of that treatment.

I certainly join my hon. Friend in applauding the fact that the UN resolution was passed. As she knows, the Foreign Secretary and the Foreign Office have been working tirelessly on this issue. My hon. Friend has been an outspoken observer and critic of the behaviour of the North Korean regime, which continues to imperil peace and stability both in the region and globally. It is an issue that this Government and Governments across the world take very seriously indeed.

T4. Local authorities are being forced to cut back the money they spend on electoral registration. Is the Parliamentary Secretary, Cabinet Office, the hon. Member for Norwich North (Miss Smith) concerned about that and, if so, what does she intend to do about it?

I would be happy to send the hon. Lady the figures, but I think it is simply not the case that local authorities have been forced to cut back on the resources they provide to electoral registration officers. Local authorities are, as we know, under financial pressure generally, and about a quarter of all public expenditure is passed through local councils, which is twice the amount of money we spend on defence. Given that the Labour party left us with no money, I am afraid that savings need to be made.

My hon. Friend the Parliamentary Secretary, Cabinet Office, who has responsibility for constitutional affairs, will lead on that and he will announce our intention to set up a commission on the long-standing knotty problem of the West Lothian question by the end of the year.

T6. What support are local authorities such as Calderdale in my constituency being given to ensure that as many people as possible are on the electoral register?

The principal innovation we are seeking to introduce is to allow electoral registration officers to compare their databases of who is and is not on the register with other publicly available databases. We are piloting that in a number of areas, and we hope it will enable officers to see who is not on the electoral register but is on other databases so that they can then, possibly literally, go and knock on their door and say, “You’re on one database but not the other; have you thought of getting on to the electoral register?” I know there has been a lot of polemic around this issue, but I hope we will be able to work on a cross-party basis. Many Members will know from their own areas of the best innovations in getting people on to the register. I am actively looking at ways in which we can create a cross-party forum where we can compare best practice to get more and still more people on to the register.
