I can only relate that to my own experience. We have outreach workers who go and assist these individuals, and that assistance must be given when requested. I am saddened if that is the case in the hon. Lady’s area, but I am proud of the staff in Ayr and other local jobcentres.

Like many Members, I have had concerns that the implementation of such a comprehensive system may lead to errors, human or indeed systemic, in the support given in particular to vulnerable and disabled claimants. Indeed, I have referred to these concerns previously in this very Chamber. However, I have been reassured by recent measures, particularly those announced in the Budget, to ensure support during that transition. The additional £1 billion over five years to support the transition is especially welcome, but I accept that more would be welcome in that regard.

I have likewise been concerned by allegations of failings in the health assessments required under the personal independence payment scheme. However, on inspection of and after a closer look at the figures, this pessimism is not supported. I understand that only 4%—[Interruption.] There is a degree of pessimism. Of initial decisions, only 4% are overturned at appeal. Of course, we have all dealt with specific cases where errors have indeed been made—and, I hope, rectified—but the overall figures are encouraging. I repeat that the overall figures are encouraging. We need to monitor what we are doing to understand what we are doing. Almost 90% are satisfied with the PIP claim process.

Something that is often overlooked, sadly in my view, is the flexibility for those with disabilities returning to work that is encouraged by the revised welfare system. Where previously there were rigid rules—very rigid rules—there is now the flexibility to allow a phased reduction in benefits while a person builds up their hours and their confidence in a new role. This can be a challenging yet rewarding event for the individual. This is a sensible element of the new system in helping people back into work, where appropriate, and one I very much support.

The Disability Confident scheme, which has been with us for a number of years, also assists greatly with this process. I commend employers throughout the length and breadth of the country for embracing this excellent system. At this juncture, I note that disability benefits are not covered by the benefits cap, and rightly so.

On the Disability Confident scheme, will the hon. Gentleman recommend that MPs should be joining it and trying to ensure that they engage with employment practices that support people with disabilities to come and work in the House of Commons? The Speaker’s internship scheme, which has been extended to include placements for people with disabilities, is an excellent scheme. Will he also suggest that we should be looking at people with disabilities not just as employees, but as employers, and doing all we can to support their progress?

I wholly agree with the hon. Lady. Yes, we should be trailblazers and setting the example by giving employment to those who are seeking employment and want to contribute to society, and broadening that as best we can. We should also be encouraging local employers, as I am sure the hon. Lady does, to take that on board, and to build a bridge between the person who really is employable and wants to work and the opportunity for the employer that, perhaps with a minor adjustment to the workplace, can accommodate a disabled person. I thank the hon. Lady for that intervention.

I am sure hon. Members will be encouraged to note that in the United Kingdom—this proud nation of ours—spending on disability and health conditions is the second highest in the G7.

Universal credit is a comprehensive system, bringing about the much-needed modernisation of a dated and discredited welfare system. I have not found it to represent the draconian approach that some have suggested—their experiences of it are clearly different from mine—and I am encouraged by the much greater flexibility it offers in helping people return, where appropriate, to the dignity and self-esteem that employment must surely bring.

I am optimistic about the future of universal credit, should Ministers continue, as they have thus far, to listen and respond to concerns or suggestions from Members of this House, jobcentre staff and, most importantly, those who themselves rely on the support afforded by the welfare system in the United Kingdom.

I am glad that the Minister is disagreeing and I very much hope that she will put me right and will agree to this.

There are plenty of figures out there. We know that 30% of families including someone with a disability are in poverty. That is 10% higher than the rest of the population. In fact, according to the Social Mobility Commission, half of people in poverty—nearly 7 million people—are in a household with an adult who has a disability. Fixing the problems of poverty for people with disabilities will go a long way to fixing the problems of the UK’s high level of poverty.

Over the last eight years, we have seen successive cuts to benefits that affect people with disabilities. From 2013, we saw a 1% benefit uprating for three years. Employment and support allowance lost over 5% of its value compared to the retail prices index and 3% compared to the consumer prices index. The four-year benefits freeze will take off 6.5% compared to the CPI and a full 10% compared to the RPI; 15% of the value of that benefit will be lost over seven years. These are not generous benefits in the first place.

In addition, many disabled people have had to cope with the cuts to local housing allowance, which is down to 30% of median rents. They therefore have to bulk up their rent out of their meagre ESA. Child tax credit has been frozen. The childcare element in tax credits has been at the same maximum since 2005, and the amount of help people can get with childcare costs has reduced from 80% to 70%. In addition we have the bedroom tax, which affects so many people with disabilities, and £30 a week has been abolished for those in the work-related activity group under ESA.

People with disabilities have been facing all those cuts, even before the cuts under universal credit. That is why people with disabilities feel so strongly that there needs to be a cumulative impact assessment of the full impact of the history of serious cuts to their income. Under universal credit, we are also seeing cuts that affect children with disabilities. The Government claim to support and protect the most vulnerable in society, but my constituent—a single parent with a son with a disability—wrote to me saying, “My son is six years old. He is practically bed-bound, yet the Government want to transfer me on to universal credit because I can no longer work to support him, and his support will be reduced. If my disabled son is not one of the most vulnerable people who needs protection and support, then who is?” I put that question to the Minister today.

The difficulties in claiming universal credit for people with disabilities have been set out in many cases elsewhere, but because roll-out so far has been mostly to people who have been on JSA—not to people with disabilities on employment and support allowance—we have not seen the scale of support that is needed. However, as I mentioned earlier, I am already seeing problems in my constituency with regards to people with disabilities getting the home visits that they feel they need.

Families in particular are feeling the cuts, including parents who are disabled with children who are disabled. My hon. Friend the Member for Oldham East and Saddleworth set out the appalling level of cuts—a reduction in income of nearly £10,000 a year—that those families will see under universal credit. It is no wonder that families fear universal credit. A constituent with a four-year-old son who is autistic and non-verbal wrote to me to say that she has had to give up work to care for him because she cannot get care in the school holidays, so as well as losing her own wage, she has also lost tax credits. The family looked to claim housing benefit, but found that they would need to claim universal credit instead. Given that they have already racked up rent arrears because their income has been so reduced, if they faced five weeks’ wait for support under universal credit, they could end up losing the house they have been tenants in for the last 21 years. I hope that the Government will be listening to these real stories of people who are already suffering. I have had universal credit in my constituency for only two and a half months, and I am already seeing constituents who are suffering under it.

That is on top of all the constituents who are suffering from employment support allowance and PIP assessments. In the Work and Pensions Committee, I set out to the Minister the very harrowing account that I had heard of a group of survivors of sexual violence and their experiences of PIP assessments—how one woman was curled up on the floor crying and sobbing uncontrollably while the assessor simply repeated the questions at her deadpan and offered her no support or understanding whatsoever. I was very pleased that the Minister agreed that that was a disgusting situation that should not be allowed to continue. In response to the Committee’s report on PIP and ESA assessments, the Government promised to look at the recording of those assessments and to bring that in. However, on questioning the permanent secretary today in the Committee, we heard that he had no idea how that was being rolled out, although the commitment to do so was made eight months ago.

A constituent who was looking to claim PIP said that she was forced to purchase her own recording equipment if she wanted her assessment to be recorded, whereas she knows that in the past the assessment centre had used its own equipment. She was also looking to get support with getting to the assessment centre. She was told that she could get there in a taxi but that it would cost £100 up-front and she could only claim that back 30 days after her assessment. People with disabilities are not being treated in the way that they should be treated. I am afraid that this is a culture that we are coming across time and again in what we hear in our constituency surgeries.

The Disability Benefits Consortium found that eight out of 10 people who underwent a PIP assessment found that it made their health worse. Two thirds felt that they had been poorly assessed. Constituents with mental health difficulties, in particular, find that those difficulties are not adequately assessed. One constituent said that, although she presented with serious mental health difficulties, the bulk of the questions she was asked were aimed at her physical health, where she has only minor conditions that do not prevent her from working. Only a third of the time was spent covering her mental health, and those questions were loaded. When she tried to expand and explain her answers, she was told to stick to the questions.

My constituent has been left on the verge of suicide by that assessment and the struggle of waiting for a response as to what will happen as a result. As my hon. Friend the Member for Oldham East and Saddleworth set out so starkly, there has been an increase in suicides by people who have been undergoing work capability and PIP assessments. None of us want to see this happen. In Committee, I raised with the Minister the fact that constituents of mine were being asked why they had not yet committed suicide. I was very pleased that she again took up the issue. That question has not come up in the cases that I have received more recently, so I very much hope that that practice is spreading through the privatised companies that do these assessments. However, there is so much more to do, as cases just from my one, very rural and relatively affluent constituency show.

The hon. Lady is making an extremely powerful speech. I chair the all-party parliamentary group for disability, and we have heard that there are particular difficulties for people with acquired brain injury and epilepsy in relation to the types of questions asked in assessments. Does she agree that assessments should be more sensitive to the different types of disability?

The hon. Lady makes a very relevant point. The evidence from my constituents with mental health issues and brain injuries is that assessments are centred on physical health and physical difficulties.

I know from my 20 years working for the shop workers’ union, USDAW, that work is not easy these days, particularly for people with long-term health conditions. Employers now have sickness absence procedures, and employees often cannot have more than three periods of sickness absence, however short, in any six-month period. People with disabilities—particularly those who do not have a union representative to support them under the Equality Act 2010—are simply slipping through the net, not performing and being left out of the workplace.

Unfortunately, universal credit and the cuts to that benefit will trap people who have disabilities more without work, and particularly those who are on a higher-level benefit with premiums and then take up a short period of work. For example, one of my constituents took a job working for Royal Mail for six weeks over the Christmas period, because he felt relatively well and wanted to do it. He has just found out that when he finishes that job, he will be transferred on to universal credit and will lose his transitional protection and support. That is not a message that says to people with disabilities, “Try to work. Try to do your best.”

We see even more problems with the system where people with disabilities are being refused work capability assessments and are not seeing any money at all. One of my constituents was presented to me by a support charity six months ago. It has been trying for six months to get him some money, since he failed his ESA assessment. He had a fit note and should have been getting money. Only with my intervention did he get support. For six months, he was living off friends, family and food bank parcels.

It is a pleasure to serve under your chairmanship, Mr Sharma.

Further to the comments of the Minister and the hon. Member for Weaver Vale, we agree that the writing off of historical debt is an issue; the agency has had long-standing difficulties making sure that people pay the fair amount that they should for their children and look after their welfare—as they should, and as is their responsibility. However, we welcome much of what has been said about closing loopholes, trying to ensure that there are better enforcement powers going forward, and making sure that parents take appropriate responsibility for children who are no longer resident with them.

Some additional issues that have not been raised come to mind. The Minister mentioned drawing on undeclared income via assets. What is his position on that, in cases where there is not currently an income but there might be at some future point, such as where an individual owns a house in which their parents are living, and which does not produce income? The asset might become relevant in future, perhaps if the individual chose to sell it after the parents were deceased. How would such an issue be handled?

As to sole trader accounts, cash flow is not the same as profit, so how would the new scheme treat cases where companies’ bank accounts—not limited companies, obviously—appear to show high cash flow, but where moneys might be owed and due to come out? How would the scheme take that into account?

On the matter of the sum of £65 or less potentially being written off without people being notified, we think that that would be a mistake, particularly given the linked issue of the Women Against State Pension Inequality Campaign. It might seem like a small amount of money, but it is significant to many people who have battled for a long time to get money they are owed. How would they feel if it were suddenly written off and they were not at least notified about that? It would be important for individuals to be notified and letters sent out to them.

I want to check with the Minister the circumstances for disqualification from UK passport holding; he mentioned that the circumstances would be limited, but what are they? They should be entirely in line with human rights legislation. Will the Minister reassure us about that? We want to ensure that we have a system that works and can collect money and support children, but is balanced at its core.

I gently remind the hon. Lady that we made a written statement yesterday—the third statement we have made—and that we have been open with the House and will continue to be open with the House because this is a matter of such importance to us. I also respectfully point out that she should look at the facts. Each year, we are spending more money supporting disabled people and people with health conditions, and the benefits that support them increase each year. They are not subject to cuts; the rates are increasing each year.

The all-party group on disability has heard that 28% of those in poverty are disabled, while a further 20% of people in poverty live in a household with a disabled person. Shamefully, nearly half of the poverty in the UK is therefore associated with disability. Does the Minister agree that significant errors of this gravity perpetuate this poverty, and that there must be compensation for the most vulnerable who have been affected?

Let me absolutely clear: I do not want anyone in our country to be living in poverty. Nobody on the Conservative Benches wants to see anyone living in poverty, which is why we have put so much effort since 2010 into lifting people out of poverty, including people with disabilities. We have been increasing benefits each and every year, and we will continue to do so. We are also increasing the amount of support for disabled people and those with health conditions who tell us they would very much like to work.

It is a pleasure to serve under your chairmanship, Dame Cheryl, particularly given all the excellent work you have done over the years for people with autism and on the all-party parliamentary group. I thank the hon. Member for Canterbury (Rosie Duffield), who made an excellent, detailed and thorough speech. The empathy she feels for her constituents and the hard work she will do in the constituency on their behalf were clear. I particularly thank her for bringing this important debate to be heard today.

I thank all the hon. Members who contributed by reminding us that some progress is being made, particularly in employment and with the Disability Confident scheme, and that further employers are signing up. It is important that we make progress with that scheme, but I would caution that I am aware that an employer can sign up and, I believe, reach the full level without employing anyone with a disability. Further progress is required in that regard.

I also thank all hon. Members who contributed for outlining the widespread failings in the system, giving constituency case examples to show the impact on the people they are trying to help, and highlighting where the issues lie—not simply to berate the Government, but to suggest areas where we need to work collectively to take things forward. We must work collectively to improve the lives of people with disability across the United Kingdom, to ensure that they reach their full potential.

We are all aware that the reason we are here is that the optional protocol allowed the United Nations committee to investigate a state party if it received “reliable information” of “grave or systematic violations” of the convention. The UK is the first country to be investigated by the UN under this convention. I believe that brings great shame, but it is also a warning and a call to improve where we are. We must grasp that and stridently take it forward. The report published on 6 October 2016 found that reforms have led to grave and systematic violations of the rights of persons with disabilities, emphasising in particular changes to housing benefit entitlement, eligibility for PIP and social care, and the ending of the independent living fund.

I am aware that the Government have challenged the veracity of the report, but it must be said that it was based on thorough research, with visits across all four nations of the United Kingdom, interviews with more than 200 people and the collection of more than 3,000 pieces of documentary evidence. Where facts were disputed, they were cross-checked with collateral sources, including national statistics and parliamentary inquiry reports. Although hon. Members may wish to challenge the report, it is thorough and detailed. While the Government have not conducted the cumulative impact assessment on disabled people to challenge the report, we have to take it and its findings and view them very seriously, and ensure that the system is overhauled in a positive way that changes the lives of people with disability.

The subject of welfare benefits has been thoroughly covered today, so I will just touch briefly on it. The Access to Work fund is a good scheme, but it requires much further publication to increase awareness. Many people in my constituency and beyond, whom I have spoken to through the all-party parliamentary group for disability, were not aware of it. Where a scheme has the potential to assist people, we should ensure that they can access it.

The hon. Lady is making an excellent speech and her point about Access to Work is absolutely right. Of the 4 million disabled people who want and are able to work, 25,000 have had support through Access to Work on a yearly basis. It is just not adequate.

Perhaps, where things are assisting, we need to look at rolling them out and generalising them to ensure that those who need that system can access it. It is an irony indeed that people cannot access Access to Work.

I will speak briefly on the need for medical collateral information to be accepted and routinely sought in welfare assessments. I feel that often those assessments are conducted in a way that perhaps does not lend itself to getting the adequate information. People may not be aware that they can bring that information, or they may not understand the system properly, but it is crucial. Often people who come to be assessed are anxious and stressed; they may not be able to explain in the best way the extent of their difficulties, but having that collateral information can be valuable in ensuring that an accurate assessment is undertaken in the first place and the individual does not have to go through the stress of appeals processes, which have such a devastating impact.

The Scottish Government intend to place dignity and respect at the heart of the welfare system. That is obviously in transition, but it is a great aspiration and something that we should aspire to across the four nations. I ask the Minister to look at the “Ahead of the ARC” inquiry that the all-party parliamentary group for disability completed last year. It points out a number of important areas, including access to training in job sectors, particularly those that will be sectors of the future and where jobs are likely to be found. The Government have made some movements on apprenticeships, and I am grateful for that, but I think much more can be done.

Public procurement should reward businesses that provide inclusive employment opportunities, to ensure that procurement contracts are not just awarded on cost, but look at equality legislation and inclusion wherever possible. We also need to be mindful that when we think of people with disabilities, the stereotype is often that they are unemployed or work for someone else; we need to also think about maximising skills and potential and looking at further opportunities for entrepreneurs who have disabilities. That could offer a flexible work pattern, which might suit many people, but it would also harness the skills and abilities of many people who perhaps are not already in the workplace, and who wish to take that forward, employ other people and contribute greatly to our economy. Let us try to change the rhetoric.

In the minute I have left, I make a plea to the Minister on Motability. People are losing their Motability cars; is there any opportunity for people to retain their cars during the appeal process rather than losing them? I recently had a constituent who had won their appeal, but had already taken out a loan for a car, and was left with a Motability car and a massive loan at the end of the process. Surely that is not something that should be happening when the process was faulty in the first place.

The announcement of £20 million for the Jo Cox loneliness fund is very welcome, but is it not counter-intuitive that on the one hand the Government are offering this sort of money to combat loneliness while on the other hand they are taking away mobility cars?

Yes, we must ensure inclusion and that people can be independent and live as independently as possible.

The final point I will make before sitting down is that with the closure of banks right across the United Kingdom, many people feel vulnerable going to mobile banks. When I spoke to the Royal Bank of Scotland, I was told that it does not even have ramps for its vans, so the mobile vans are not accessible. Is that something the Minister could have a dialogue about, with RBS in particular and with other banks? People with disabilities have told me they feel vulnerable getting money from a mobile van in an open setting, even when they can access it, and they are fearful that it may place them at risk. Those are some of the practical issues we need to take forward to improve people’s lives.

I beg to move,

That this House recognises the potential talent pool within the disabled community; notes that there will be an employment gap after the UK leaves the EU and that there is ample opportunity to include disabled workers in economic growth; calls on the Government to act immediately on its commitment to get one million more disabled people into employment by 2027; and further calls on the Government to increase awareness within the business community of the benefits of employing an inclusive workforce.

I pay tribute to the Backbench Business Committee for enabling the debate to take place. I also pay tribute to the many organisations that continuously champion the rights of people with disabilities throughout the United Kingdom. Without their enduring commitment, we would not be debating his important issue today. I pay special tribute to Leonard Cheshire Disability, to Disability Rights UK—which acts as secretariat to the all-party parliamentary group for disability, which I chair—and to the Disability@Work group. That group consists of dedicated academics from Cardiff University, Warwick business school and Cass business school, and it contributed to the APPG’s inquiry report “Ahead of the Arc”. Since commissioning the report, the all-party group for disability has been pressing the Government urgently to address the disability employment gap, and I know the Minister is open and willing to listen to the report’s suggestions.

This Backbench Business Committee debate is a significant step forward in the fight for equal rights for disabled people. To my knowledge, this is the first time that people with disabilities will be debated in the main Chamber with a focus on their abilities and as contributors to our economy, and not just as employees but as entrepreneurs and as business leaders.

Does the hon. Lady agree that many employers need education, particularly about those who suffer from mental health difficulties, as many employers are scared or reluctant to take on somebody as they do not understand some of the issues such people face?

The hon. Gentleman makes an important point, and only yesterday I was contacted by a number of people and organisations reminding me to highlight that very point. People with mental health difficulties, and often people with hidden disabilities or disabilities that are not always apparent, can find it a struggle to explain and raise awareness about their difficulties and the adjustments they require. We need heightened awareness among employers—and in Parliament, too, I would suggest. We must continue along that path to raise awareness, to make sure we can harness the skills and potential of everyone for our economy.

All too often, people with disabilities are portrayed as passive and unwilling to work, but that could not be further from the truth. I want to use this debate to change the narrative. I want to see meaningful action, rather than research and rhetoric. I want to see a welfare system that treats people with disabilities as a willing and able workforce. I want to see improvements to current access routes and the development of new workplace cultures that reflect a genuine appreciation on the part of employers of the positive contributions that people with disabilities make, and I want to see accredited business schemes that go further than ticking boxes. While I might not be able to cover all these points in my speech, I know that colleagues across the parties will be passionately advocating similar policy and attitudinal change, which is much needed. I hope the Minister will take on board all Members’ suggestions here today and that we will make progress moving forward.

I want to start on a positive, uplifting note. I have been greatly heartened over the past few weeks by hearing accounts of disabled entrepreneurs, employees and businesses that are champions of their fields. I would like to share but a few examples.

Hannah Chamberlain is a successful tech entrepreneur who recently won the £30,000 Stelios award for disabled entrepreneurs, which is run in conjunction with Leonard Cheshire Disability, after creating a video diary app that supports people to manage their mental health, called MentalSnapp. The app allows users to record short video diaries, rate their mood and name their feelings. It is an example of innovation at its finest, and I applaud Hannah for creating an app that will help so many.

John Cronin is an entrepreneur and now business leader who owns and runs his own sock company, which has made £1.4 million in its first year. John has Down’s syndrome. He runs the company in conjunction with his father and is the face of the brand. John is a business leader and manager, and nearly a third of his staff have a disability. John says his social and retail missions go hand in hand. He is a businessman and therefore is looking for good, reliable workers, and he believes the disabled community has a vast, untapped pool of great workers.

A number of larger corporations also understand the benefits of a diverse workforce. Corporations such as Channel 4 and Sainsbury’s are good examples of inclusive employers. Sainsbury’s and Channel 4’s workplace adjustment guides are second to none; both companies choose to focus on positive aspects of making adjustments, rather than their legal duty and minimal requirements to do so. Most importantly, these policies are distributed to all line managers, so everyone is aware of the adjustments they are entitled to, creating an open and inclusive environment and workforce in which both employees and company outputs can thrive. Channel 4 goes a step further by issuing “passports” for employees after receiving a workplace adjustment, so when the employee moves into a new role, or their line manager changes, the “passport” can be referred to and used in all future discussions with new line managers.

There are many other great examples of disabled business owners and entrepreneurs, and of inclusive employers, but I wanted to highlight those three, because each shows that in every corner of our economy, and in every type and size of business, inclusivity should be championed not just for ethical reasons, but because it makes good business and economic sense.

I thank the hon. Lady for securing the debate and for the examples she has given of good practices in certain organisations, but is she aware that only 16% of people with autism are in full-time employment and only 32% of autistic adults are in any kind of employment at all? Does she agree that much more needs to be done to close the autism employment gap?

I thank the hon. Gentleman for that important intervention highlighting the autism employment gap, which is far too large—much larger even than the disability employment gap. We must take extra strides to support people with autism into work, because they have great skills and abilities and they will be fantastic contributors to our economy given the appropriate opportunities.

I congratulate the hon. Lady on securing this important debate and salute the work she does on the all-party group for disability. I serve on the Select Committee on Work and Pensions and we are currently looking at how employers, work coaches and people with disability can better understand the assistive technology that is emerging. Does the hon. Lady think we can do more to bring those three interested parties together to help people enter and stay in the workforce?

The hon. Gentleman makes an important intervention. I am not a tech buff, but I am always heartened when we can see technology assisting people to achieve their potential and get into work. We need collaboration and to take those issues forward.

Examples of best practice are exactly that: they are examples to aspire to, and, as uplifting as they are, they are not a true reflection of the lived experiences of many disabled people. They do not reflect the systemic problems and barriers faced by many people with disabilities in looking for work or trying to retain it. It is time for Parliament to question why these practices, which move us forward and develop inclusivity, are not more commonplace.

In 2017, Scope published a report that found that one in two people with disabilities had experienced bullying and harassment at work and felt they could no longer take part in the workplace comfortably, and over half—58%—felt at risk of losing their job. So this is not just about getting people into work; it is about ensuring there is an environment that maintains people in work and helps them to aspire to and achieve their potential. Disabled people also have to apply for more jobs than non-disabled people before finding one; research shows that almost 60% more jobs have to be applied for. Lauren Pitt reported to The Independent in 2017 that she had to apply for over 250 jobs before securing one, so something is clearly not working correctly. We must ensure that employers are open to employing people with disabilities and to seeing their skills, abilities and value to the workplace and the economy.

The disability employment gap is large and enduring. The most recent figures from 2017 show that the gap currently stands at 31.4%. About 80% of non-disabled people of working age are in work, but the figure for people with disabilities is just 49%. This has been routinely recognised by the Government, and in their 2015 manifesto the Conservatives committed to halving the gap. However, research from the all-party parliamentary group for disability shows that, on the basis of progress to September 2016, that would have taken 49 years to achieve. Their 2017 manifesto replaced that commitment with a new commitment to get 1 million more disabled people into work in the next 10 years. Analysis suggests that this new target is weaker and is likely to be met simply because the number of disabled people within the working-age population is increasing. Even though the Government might well meet their new target, the size of the disability employment gap might not actually shrink. We must take account of that.

Most of the Government’s proposals for reaching their more attainable commitment are published in the Command Paper “Improving Lives”. A brief look at the paper shows that almost all the policies are dependent on further research or pilot schemes and cost very little to run, so I would ask that we have adequate resourcing and prioritisation. We cannot afford to sit and wait. Unemployed people with disabilities are entitled to the same opportunities as everyone else—now. Our economy cannot afford to sit and wait either. Scope has estimated that reducing the disability employment gap by just 10% would generate a further £12 billion for the Exchequer by 2030, so it makes absolute economic sense.

Finding a solution to the problem will involve going significantly beyond the Government’s current focus on welfare and benefits. We will not see significant increases in the number of disabled people in employment unless employers can be encouraged to up their game, to acknowledge the positive contribution that people with disabilities make in the workplace and to develop new workplace cultures and practices that are more accommodating. Reasonable adjustments are key.

I support what the hon. Lady is saying about businesses. Does she think that there could be a case for having larger employers report on the proportion of their workforce who have a disability, so that we could see which large employers were not pulling their weight and not taking advantage of the high-quality disabled employees who are in the market?

I agree entirely with the hon. Gentleman on that point. It is particularly concerning that the Office for National Statistics has suspended publication of disability statistics from the labour force survey. We should ensure that that matter is addressed.

It is in employers’ self-interest to make a difference in this area, not least because it presents a solution to the labour market problems that this country is likely to face in the event of tighter controls on the free movement of people. The UK currently has a skills shortage, and it will become more profound once we leave the European Union. Indeed, KPMG recently published figures indicating that almost 1 million EU citizens, many of whom are highly qualified, are planning to leave following Brexit. We already have a willing workforce of people with disabilities whose skills are undervalued, and they should be trained in sectors that are developing and that will be much needed in the future. As has been mentioned, the health and tech sectors are extremely important.

This is fundamentally a labour supply issue. The Government will not be able to deliver on their industrial strategy if they do not have the capacity to do so, so we need to train our ready-and-waiting workforces across the UK. We need to see more investment in apprenticeships, as well as the targeted, widespread advertisement of current Access to Work schemes, to encourage the business community to utilise our workforce. The new commitment in the industrial strategy to increase the proportion of apprenticeships started by people with disabilities by 20% is an excellent start, and I commend the Minister for that, but it is not enough. It will form only part of the solution.

The Government acknowledge this critical role for employers, but their main policy in this area is to encourage more employers to sign up to the Disability Confident scheme. As I have argued previously in Parliament, the evidence on Disability Confident is varied. It shows that the scheme does not go far enough, and that it does not result in enough people being employed. It is particularly worrying, therefore, that the “Improving Lives” Command Paper uses the scheme as one of its central policies for achieving the Government’s target.

The all-party parliamentary group’s “Ahead of the Arc” report sets out a number of bold new alternative policy initiatives that the Government should pursue. These include using public procurement contracts as leverage by stipulating that such contracts will only go to firms that monitor disabled people’s employment and commit to adopting an inclusive approach to their recruitment and retention policies. To that end, Government initiatives should think of people with disabilities not just as employees but as entrepreneurs and business leaders. The Government must ensure that disabled entrepreneurs receive the support they need from business advisory networks such as the Federation of Small Businesses and local chambers of commerce, as well as the financial support they need from bodies such as Innovate UK and the British Business Bank.

I referred earlier to two great examples of disabled entrepreneurs. The notion that disabled people can be business owners and entrepreneurs as well as employees was completely missed by the “Improving Lives” paper. We must ensure that disabled people are not pigeonholed into one sector and that they have the opportunity to choose their own future and be masters of their own lives. That is why the Access to Work scheme should also apply to start-ups, to accommodate the talent and innovation of people with disabilities. The Government must also go further and fund specialist advice services on taxation and benefits for people with disabilities who want to explore the opportunities of self-employment.

As I have laid out today, the solutions are there in every corner of the economy, and if action is taken, the benefits could be felt by all in society immediately. But for this to happen, we need to change the current narrative and put good policy into practice, so that my constituents and those of other hon. Members throughout the land recognise that we need to tap into the under-utilised and important human resource of people with disabilities who are willing and able to work. The workforce are there and ready to fill the skills gap that will only grow once we leave the European Union. It is in the self-interest of employers and the Government to engage with this agenda and accommodate a diverse and inclusive workforce, but the reality is that far too many disabled people are facing no real prospects in today’s job market. That is simply unsustainable and, quite frankly, bad economics. I am pleased to have been able to bring this debate to the Chamber today, and I look forward to hearing other colleagues’ experiences. I also look forward to working together as part of the all-party parliamentary group for disability, and across the House, to take this extremely important issue forward.

I thank all Members, from across the House, who have taken part in this extremely important debate. We have done it justice, but this is just a starting point for the work ahead that we take together. I am extremely keen that people become Disability Confident employers. I encourage MPs to do that and to hold Disability Confident events in their constituencies to encourage local employers. I pay particular tribute to Mr Speaker, who has created an internship scheme, to run over the next five years, for people with disabilities to come and work in Parliament with MPs. It is extremely important that Parliament is a role model that leads the way and that we do not just talk the talk but walk the walk. He is a shining example in that regard. We are, as we have heard today, in politics to make a difference to enable. Together we can create the inclusive society that everyone deserves.

We now come to the Back-Bench debate on cancer strategy. Before we begin, I remind hon. Members—some of the offenders have just left the Chamber—that we do not have unlimited time in this place. I did not impose a time limit in the last debate because I thought it would run naturally to finish about 15 minutes ago. It did not; it overran. The mover of the motion, all three Front-Bench speakers and two other Members significantly exceeded the time they ought to have taken. I was hoping that in a good-natured debate we might have some self-regulation, but that did not happen. In the next debate, therefore, I may have to impose time limits. As people are migrating across benefits, such as when people are on ESA, we have a really well worked out programme with Motability so that people do not have to lose their cars. Of course, the devil is always in the detail, and without the details of her constituency case I cannot properly respond. I invite her to come and discuss it with me.

I refer the House to my entry in the Register of Members’ Financial Interests. I am a psychologist, and when I look at the PIP criteria it appears to me that they do not seem to lend themselves to a full assessment of mental health issues. It is also a concern that collateral medical information is not routinely sought from applicants. Will the Minister come to the all-party parliamentary group on disability, which I chair, to consider these issues pragmatically and to look at how people are trying to navigate the system, to ensure that the most vulnerable do not fall through the gaps?

I can assure the hon. Lady that PIP was co-designed with experts in the field. Where appropriate, medical information is of course used, but it is important to remember that the PIP assessment is a functional assessment; it is about the impact of someone’s mental or physical health on them as an individual, and no two people are the same. Of course, medical information is important, but the impact of listening to the individual, their carers and the people who support them is just as important. As for her kind invitation to the APPG, I would be delighted to come along and meet her.

There are considerably more people with disabilities in work than ever before, and particularly more than in 2010. That is true not just for people with disabilities but for all sorts of people, including young people and women. This Government have fundamentally achieved what we set out to do on life chances, social mobility and opportunities.

I refer the House to my entry in the Register of Members’ Financial Interests. I welcome both the judgment and the response. However, this process has been extremely stressful for my constituents, many of whom have been plunged into poverty and absolute despair, with their mental health problems exacerbated along the way. What will the Secretary of State do to ensure that cognisance is taken of the opinion of professionals such as psychiatrists, who know what people are capable of doing and what support they need? How will she ensure that any further process does not add additional stress to those who have already been affected?

As I have said in reply to many questions, we are actively recruiting more people, and we are doing more training on mental health conditions with our caseworkers. We have to make sure that we understand the judgment and that we work with partners to make sure that we can help people who come forward. I have heard the hon. Lady and, again, I would be happy to meet her if she would like to speak to me about anyone in particular.

It is an absolute pleasure to serve under your chairmanship, Mr Rosindell. I congratulate the hon. Member for Ochil and South Perthshire (Luke Graham) on, and thank him for, securing this extremely important debate. As chair of the all-party parliamentary group on disability, I am pleased that we are having this debate. I share the hon. Gentleman’s sentiment that we should be having these debates in the main Chamber as well. This week, I applied to the Backbench Business Committee for a debate on the potential that disabled people bring to our economy. We must harness their skills and potential, and I would hope that the hon. Gentleman and other hon. Members here today would support that application.

The Disability Confident scheme is extremely symbolic. I have held a Disability Confident event in my constituency and would advocate other hon. Members doing so. It was important because only when we go through the process of helping employers to look at the scheme and what it would mean can we understand the hurdles that they feel they face—we can see not only the positives, but some of the limitations within the scheme as it stands.

A number of employers came along to the event on the day. We had great support from the Department for Work and Pensions and from various other organisations, and it was a successful event. I was pleased to publicise it and to tell people, “This is a really positive scheme and a positive event.” However, I would say that, in the follow-up, almost a year later, I re-contacted many of the employers who came to the day. They said, “Yes, it’s a good scheme, and we feel a bit more confident,” but confidence in itself does not always lead on to employment. While it is a good scheme, there is much more we can do.

I congratulate the hon. Member for Ochil and South Perthshire (Luke Graham) on bringing forward this important subject. My constituent, Atif Aslam, is a maths graduate but suffers from multiple sclerosis. Although he can access interviews, often employers do not put in place what he needs. For example, he needs a scribe in an interview if he is to fill in particular applications. He has been to interviews where he has told them in advance and the employer has not provided it. Does my hon. Friend agree with me that it is one thing for employers to say that they will sign up to this, but another thing for them to act on it?

My hon. Friend makes an excellent point. Providing adaptations is one of the challenges that employers, particularly small businesses, have come to me about following the event. They have said that they need further support from the Government. As a psychologist, I know that feeling confident is great. I feel confident that I will probably do lots of exercise this year, but whether that turns into my doing exercise might be a different story, particularly when it comes to February or March, rather than January when I am full of inspiration. We are starting off with a good scheme, but we need to build on it and my hon. Friend’s point is extremely important.

Small businesses find dealing with legislative requirements a challenge and a concern. They need help to navigate them, and support in overcoming what are mainly perceived barriers—perceived barriers can still mean businesses taking a step back from giving employment opportunities to people who have disabilities. I understand from disability organisations that the scheme itself has received mixed reviews—I am referring to Disability Rights UK research. I believe it is possible to get to level 3 of the scheme without actually employing anyone who has a disability. We want to see much more of the additional practical support that employers need.

The disability employment gap has remained pretty static at 32 percentage points for many years, which shows that we are making some progress, but certainly not the progress we need to make. That reinforces the point that we need to do much more. The APPG, which hon. Members are welcome to join, recently compiled an inquiry report looking at the disability employment gap. The report estimated that, with the current policies, as of 2016-17, it would take 50 years to meet the Government’s pledge to halve the disability employment gap. That is not where we want to be and is further evidence that much more needs to be done.

Does my hon. Friend share my concern that the Government no longer pledge to halve the disability employment gap? It has been slightly watered down from that previous commitment, which we would all have supported.

My hon. Friend has obviously read my speech. Yes, the manifesto pledge has changed. Given some of the responses from disability organisations, the Government were obviously struggling to halve the gap, which was their initial manifesto pledge, but we must harness the potential of people with disabilities for this economy. We cannot have a good economy while people are sidelined and not part of it. Across the United Kingdom, we must do all we can to rise to the challenge and ensure we get as many people with disabilities into employment as possible, recognise their skills and abilities, and give them opportunity, hope and support exactly where it is needed.

The APPG report, by Nick Bacon and Kim Hoque from the University of Warwick, made a number of important recommendations that I would like the Minister to consider in addition to the disability employment scheme. These are things that we believe would make a difference. It is important to look at apprenticeships, which have been mentioned. When people leave school, there is often nothing to go to. That is when people can start to feel hopeless and that they are not part of society. That can accumulate into not just disability, but mental health issues, depression and feeling very isolated. It is important to act at an early stage. Apprenticeships should be made available in realms of the economy where there is growth, such as science, technology, engineering and maths, and areas where there are employment gaps and we can harness people’s potential, where that is the role they want to fulfil.

Looking at support for disabled entrepreneurs, I often find that in these debates we automatically think of people with disabilities as employees. They should also be thought of as extremely skilled and as having the potential to run businesses and employ others. Overcoming some of the challenges that are currently in the way, such as discrimination in obtaining finance and capital to start businesses, which can be particularly difficult, would make a difference.

Research shows that peer-to-peer support for disabled entrepreneurship is helpful. It helps people to speak about what is working, what the challenges have been, how they have overcome those challenges and how to move forward, with support from someone who has been through the process, which is always good. Another recommendation was to look at leveraging public procurement, particularly for big contracts, and thinking about whether we could leverage some of those public sector contracts towards inclusive companies. It would make a fundamental, significant change to the numbers of people employed.

We in Parliament have to be role models. I am very pleased that the hon. Member for Ochil and South Perthshire has signed up to the scheme. In parliamentary work, other things are also happening that I think are very positive. I have taken up quite a bit of time, but before I finish I will briefly mention the Speaker’s internship scheme, which has now been widened. I am very pleased, because we put forward a proposal just last year, before the snap election, to increase participation in the internship scheme, ring-fencing money for disabled interns. That will start in September. Parliament should be walking the walk as well as talking the talk, so that is a positive thing and I commend Mr Speaker for showing his support and taking it forward.

I congratulate my hon. Friend the Member for Ochil and South Perthshire (Luke Graham) on securing this very important debate.

This Government have a breath-taking record when it comes to getting people into employment—a record for which they get insufficient credit. It is easy to see joblessness simply as an economic challenge, but for the individual concerned, securing a job can have a major impact on their sense of self-worth and confidence, allowing them to lead a full, independent and rich life. I can only imagine the intense frustration many disabled people feel in knowing that they have ideas and energy to share in the workplace but facing practical barriers in securing work.

It is stating the obvious to suggest that people with disabilities have huge wells of talent to tap if we can collectively find a way of addressing some of those barriers. Other Members have referred to the disability employment gap, which has remained persistently high for decades. Were such a gap present in other parts of the working population, there would rightly be uproar. This problem is every bit as urgent as other workforce diversity challenges.

I commend the Government for the Disability Confident scheme, which marks an important step in helping to change perceptions among employers about taking someone on with a disability. I recently met representatives from Leonard Cheshire and learned about Change100, its graduate placement programme that secures talented disabled graduates paid placements at some of the UK’s best known companies. Leonard Cheshire highlighted to me some of the simple steps that help to build a disabled person’s confidence in making a job application, such as a prospective employer displaying Disability Confident accreditation, offering flexible hours and home working and having an awareness of the Access to Work scheme, which can fund building adaptations and specialist equipment. Leonard Cheshire recommends that the Government endorse an independent evaluator to monitor the success of employers in recruiting and retaining disabled staff, beginning with Disability Confident employers. Results could then be published to see how employers compare and to encourage improvement, increasing the speed of change.

What I most want to raise is the needs of people who are unemployed and have less visible disabilities, whether mental or developmental. In the six months that I have been the MP for Hornchurch and Upminster, I have had two cases brought to my attention by the parents of young men with autism who have been desperate to secure long-term, meaningful work suited to their specific skills. Both gentlemen are very skilled and anxious not to spend the rest of their lives isolated at home.

The first, Richard, has Asperger’s and has engaged with the jobcentre but considers that disability advisers do not adequately understand and consider his employment needs. He has been seeking paid work since 2005, and the jobcentre has frequently encouraged and assisted him by facilitating work placements and courses, rewriting his CV to reflect that additional experience. However, much of that has just been box-ticking, without meaningfully improving his job prospects. Richard has still not secured any suitable long-term paid opportunities and has twice been referred to employment support services, which subsequently told him they would not be suitable for someone of his needs, which knocks his confidence again and makes it even harder for him to make the next approach in the workplace.

Those sentiments are shared by Drew, a politics graduate with autism who has struggled to find employment since 2004. Drew similarly laments the lack of personalised support in various Access to Work schemes for those with disabilities, noting that those on the autistic spectrum need not only a chance but an integrated way of ensuring that that chance pays off for them. In Drew’s case, an employment opportunity was found, but it soon became unsuitable due to difficulties in getting transport at the required shift times. When the opportunity collapsed, Drew had to reapply for unemployment benefits, forcing an individual with organisational difficulties to navigate a complex system and knocking his delicate confidence levels.

Drew’s parents recently came to my surgery and described how he gets very costly support that is not properly designed. That money would be much better spent if the jobcentre or his support workers had a focused approach at the beginning of the journey into work, helping him to establish relationships with his employer and in future with his colleagues, and helping him with his journey. If that support is focused right at the beginning, it might pay off with a much more viable job opportunity, rather than just putting a person on course after course, without any real structure to the process.

I would be grateful if the Minister could tell us whether she has looked at the specific skills that some people with autism have—for instance, IT and tech skills, which both Drew and Richard display—and whether any approaches have been made to bodies such as the National Cyber Security Centre or techUK, where those kinds of talents are really needed in the workplace but have not yet been found in sufficient numbers. I would also appreciate her thoughts on refocusing support away from courses and work placements and on to the initial stages of employment opportunities, as I have described.

The hon. Lady is making a very thorough speech. As chair of the all-party parliamentary group on disability, I have had a lot of positive feedback about the Access to Work programme. Does she agree that it is really important for that programme to be made more visible, so that there is greater awareness of it and the people who need it, just like the constituent she spoke of, are able to access it?

One of the important things about this debate is that we need to raise awareness across the board. MPs can help to do that by continuing to have debates, whether here or in the main Chamber—that is an important part of the process. A lot of employers simply do not know about these schemes and therefore do not have the confidence to access them.

I was not aware of the latter case, but the hon. Gentleman raises an important point. I agree with him that Lord Shinkwin is a great example. My understanding is that that decision is for the commissioners of the Equality and Human Rights Commission, without any ministerial interference as to whether there is a particular disability commissioner role. That is my understanding of the situation.

I thank the Secretary of State for the important work on this issue that has been done by his Department with the all-party group on disability, which I chair. A clear recommendation from our inquiry report is that a significant improvement could be made in employment if we leveraged public procurement contracts towards Disability Confident employers. Will he consider that further, and write to the all-party group with his thoughts?

First, I thank the hon. Lady for the work she does with the all-party group, and for her kind words about its engagement with my Department. She raises an interesting point about procurement. She will be aware that, when it comes to procurement issues, Departments and sectors very often have different asks, and the Cabinet Office obviously has to take a view. However, we are considering the issue, and I encourage all major companies, particularly those that have engagements with the Government, to look very carefully at what being a Disability Confident employer involves.

If we want to stop people falling prey to loan sharks, the flexibility of advances in the system, with the addition of budgeting loans to help people with white goods, is exactly the right way to go about it. If we do not offer that, the risks that the hon. Gentleman set out would be real.

The Government say they are allocating £8 million over four years to conduct trials and get evidence of what works. What trials will be put in place specifically for disabled people—other than the trial of universal credit itself, of course? Will the Secretary of State meet the all-party group on disability, which I chair, to listen to disabled people’s voice on what works?

We do engage and listen to the voices of disabled people; indeed, our announcements yesterday were strongly welcomed by some disabled groups. On the test and learn approach, we obviously only made the announcement yesterday, so we are designing the trials. The purpose is to ensure that people can progress in work.
