I am very happy to engage with the hon. Lady’s constituents on this matter, and I thank her for so robustly defending them in this House. She is right to say that we have spoken a lot about the importance of CROs to rural, island and coastal communities. She brings an incredibly important perspective on the implications for cities, especially as we look towards the summer period and peak tourist season. She is right to point to the fact that this will build as an issue over the summer. When the changes were originally announced, they were due to be implemented in September, but that is not to say that I am not cognisant of the fact that there could be implications if people feel demotivated and unwilling to attend a call-out before then. It is really important that we take the time to re-engage with CROs, such as those in her constituency, and to talk about the long-term options.

Fleetwood and Lytham have been officially recognised as the two busiest coastguard stations in the UK, and I place on the record my thanks for their amazing dedication to keeping our people safe. Will the Minister reassure the House that the GMB union and volunteer coastguards will be fully consulted at all stages, and that communities like mine in Blackpool North and Fleetwood are not going to be put at risk?

The safety of the public and the operational capacity of the Maritime and Coastguard Agency are of the utmost importance to the Government. CROs feeling that they are respected and able to play their full part in this process will facilitate that, and that is what I am determined to achieve. My hon. Friend is right to push me on the question of trade union involvement, and my expectation is that trade unions should play their full role in representing their members.

It is a pleasure to serve under your chairmanship, Sir Alec, and I thank the right hon. Member for Orkney and Shetland (Mr Carmichael) for bringing forward this important debate.

In 2024, Fleetwood and Lytham’s coastguard stations were officially recognised as the busiest in the UK. Only four days ago, Fleetwood coastguard rescue officers spotted around 20 teenagers out in the sea in Bispham. While some were able to get themselves out of the water safely, others were struggling. Coastguards then rescued three of the children, who were taken to hospital. Without our heroic coastguard, it could have been a lot worse.

The Maritime and Coastguard Agency plans to maintain the legal volunteer status of coastguards by removing their remuneration. That will have a terrible impact on my community, and it cannot be allowed to happen.

I thank my hon. Friend and constituency neighbour for giving way. Does she agree that the coastguard is essential to the safety of our coastal communities—both residents and tourists—and that we must ensure it continues to deliver this vital service?

I do.

To make things even worse, according to the GMB, members were informed of the removal of the payment by a WhatsApp message. We all know that coastguards are not motivated by financial reward; they come into this role to serve their community, protect our residents and save lives. Coastguards in my constituency have told me that they already lose income from their main work, as call-outs are often late at night and during working hours. They also miss out on time with their loved ones because they are keeping our community safe. Removing their remuneration is unsustainable for our coastguards, and we cannot afford to lose them.

Coming from Falmouth in Cornwall, I know that coastguards and the brilliant work they do are crucial. May I suggest a potential solution for the Minister to consider, whereby HMRC agrees some sort of disturbance or disruption allowance that volunteers can claim? We have to ensure that coastguard volunteers can continue doing this vital work.

I absolutely agree with my hon. Friend and I am sure that the Minister will look at that suggestion—well, I hope so, anyway.

One coastguard wrote to me stressing that removing this support risked affecting availability, recruitment and retention. They warned that we might lose capacity in people and in skills that would take years to rebuild. I have written to the CEO of the Maritime Coastguard Agency to express my concern and I call on the Government to ensure that a sustainable remuneration model is found. We owe it to our coastguards to get this right.

I will be grateful for answers to the following questions. First, have the Government considered options that would allow for remuneration while complying with employment law? Secondly, how will the Government ensure operational resilience if large numbers of coastguards leave, and has an impact assessment of that happening been made? Finally, do the Government believe that it is sustainable to rely on volunteers who receive expenses only?

I have visited Stanmore station, and I understand the difficulties that are presented to the hon. Gentleman’s constituents. We are investing in the Access for All scheme nationally and, as he has indicated, Transport for London is investing in his constituency too. We are ambitious in this space, because the railway should be there for everyone. It should be an inclusive service that we offer to the entire country.

T6. I recently met the Rail Minister, who agreed with me that the reintroduction of the Fleetwood to Poulton rail line would be transformative for the many people in my constituency, but it cannot happen without the support of Lancashire county council. Will the Secretary of State join me in calling for the Reform-led council to put the reopening of the rail line at the top of its transport plans, so that we can finally see this happen?

My hon. Friend remains a great champion for this project. The Government are delivering on devolution. We are providing the Lancashire combined county authority with £641 million in this spending review. The decision about whether to progress this scheme as a local priority is one for the authority. I encourage my hon. Friend to continue engaging with it with the same enthusiasm with which she engages with our Department.

There are no proposals to introduce a national pay-per-mile scheme. This Government are firmly on the side of drivers. As I have set out, we are pumping £24 billion of capital into motorways and local roads, with a record £1.6 billion for local roads maintenance this year, which is £500 million more than last year, and we are further repairing rundown bridges, decaying flyovers and worn-out tunnels.

We are committed to providing a rail network that delivers reliable connections for people and unlocks growth across the country. In addition to building High Speed 2, we are providing £10.2 billion over the spending review period to enhance the railway, reducing congestion and travel times, and connecting more people to work, education, retail and services.

The cul-de-sac of Thornton and Fleetwood in my constituency once had a rail line that served the local community well. Now, there is only one main route in and out by road. It is acknowledged that lack of connectivity is a determinant of health, wealth and educational inequality. Will the Minister meet me to talk about reinstating the Fleetwood to Poulton railway link to open up opportunities for the people in my community?

My hon. Friend is a great champion for her community. The Rail Minister has said that he will be happy to meet her to discuss the benefits and challenges of that project. She will know that we have had to prioritise funding during this spending review, and I am afraid that currently none is allocated to this project, but it is for Lancashire combined county authority to consider developing the proposal further. I am sure the Rail Minister will be happy to talk to her about that.

The recently published maritime decarbonisation strategy supports sustainable growth, working with industry to reach zero emissions by 2050, supported by £30 million for clean maritime research and development. The Government have also allocated £850,000 to maritime clusters to support skills and training programmes, boosting growth and improving our coastal communities.

I am grateful to my hon. Friend for raising that infrastructure, which is so important to our nation. I was pleased to meet Doug Bannister, the chief executive officer of the Port of Dover, just the other day to talk about these matters. This Government are implementing a new strategic planning process and reforming connections to ensure that electricity meets future demands. If we do that right, we can have the greenest shipping corridors in the world.

Fleetwood, in my constituency, has a proud fishing industry, but our port is currently massively underused. The Government’s clean power mission is a huge opportunity for ports like Fleetwood to take advantage of jobs and investment brought by offshore wind projects. Will the Minister meet me to ensure that the Port of Fleetwood gets the investment it needs to take advantage of those projects, so that my community can start to rebuild after the last 14 years of austerity inflicted on it by the previous Conservative Government?

That is so true. I was delighted to join my hon. Friend on a recent visit to Fleetwood nautical campus in her constituency, where I saw the excellent facilities and what a fantastic advocate she is for the people of Fleetwood and its port. I briefly met with the soon-to-be new owners of that port. Once that deal is finalised and they have plans to progress, I will sit down with my hon. Friend and the new owners to look at the potential for what we can achieve there.

I am grateful to my hon. Friend for his championing of his constituents’ ability to commute affordably and reliably. The Government provided Transport for London with £485 million of capital funding for 2025-26, which includes funding for the procurement of new trains and rolling stock.

For too long, poor performance and connectivity particularly across the north of England has been tolerated. That is why one of my top five transport priorities is improving performance on the railways and driving forward reform. The Budget confirmed significant investment in rail enhancements, such as the TransPennine route upgrade, and we are committed to improving connectivity in addition to our work improving our overall network.

I too send my condolences to John Prescott’s family.

The town of Fleetwood and Thornton in my constituency has suffered poor transport connections for many years. Will the Secretary of State update the House on the status of the funds to improve rail links across the country, and will the relevant Minister meet me to discuss ways to improve transport connections into and out of Thornton and Fleetwood?

My hon. Friend is a champion for her constituency. We confirmed significant investment in rail enhancements across the country in the Budget, but as we look to the second phase of the spending review we will be setting out the long-term infrastructure strategy. On Fleetwood in particular, I am sure the local transport Minister, my hon. Friend the Member for Wakefield and Rothwell (Simon Lightwood), would be happy to meet my hon. Friend to discuss this particular transport need in her constituency.
