Member for Carshalton and Wallington, representing the House of Commons Commission, with reference to the letter from the Chief Executive of the Equality and Human Rights Commission to the Clerk of the House of 19 March 2018 on Newsnight report into bullying and harassment, if the Commission will publish the response to that letter; and what information was provided to the Equality and Human Rights Commission in response to the questions listed at the end of that letter.

The Clerk of the House replied to the letter from the Equality and Human Rights Commission on 23 March 2018. A copy of that reply has already been sent to the Women and Equalities Committee and has been placed in the Library.

The letter from the Equality and Human Rights Commission listed a number of matters they wished to discuss at a meeting. These were discussed at a meeting on 23 April 2018.

To ask the Secretary of State for Health and Social Care, how many people received support from Hampshire Liaison and Diversion Services in (a) 2015, (b) 2016 and (c) 2017; and if he will make a statement.

The number of people who have received support from Hampshire Liaison and Diversion Services in:

- 2015/16 financial year is 1,553 people (1,493 adults and 57 children/young people);

- 2016/17 financial year is 1,309 people (1,077 adults and 232 children/young people); and

- 2017/18 financial year is 2,112 people (1,712 Adults and 400 children/young people).

Providing appropriate intervention and treatment at the right time and in the right place is vital to improving outcomes for people with mental health issues and problems with substance misuse. We know that treating offenders in the community can effectively reduce reoffending and can offer better value to the public purse.

Prison is not the right place for people with severe mental health and substance misuse problems, which is why we are rolling out Liaison and Diversion services across the country.

Since January 2013, criminal proceedings have been instituted by the Department against one person for two offences under s1112 Companies Act 2006. A guilty plea was entered to one offence and the second was withdrawn.

The offence at Section 33 of the Criminal Justice Act 2015 was introduced after engagement with interested persons, including victims and key stakeholders. This was swiftly conducted and a formal document was not produced or published. Feedback was used to inform the policy making process.

As part of the annual survey of performance against the Building Control Performance Standards, all building control bodies have been asked how many requests for inspection records have been made between 1 April 2017 and 31 March 2018. We expect to publish the results of the survey in the Building Control Performance Indicators 2017/18 report early 2019. The report will also be available on the Department's website.

To ask the Secretary of State for Foreign and Commonwealth Affairs, whether he has made representations to the Government of Belarus on the arrest and detention in prison of students in Minsk on 28 June 2018; what steps the Government is taking to promote the importance of equal rights for LGBT+ people internationally; and if he will make a statement.

The UK is working through our Diplomatic Missions to monitor and raise human rights issues, including the promotion of LGBT+ rights, in host countries. The UK is also working with the UN, EU, OSCE, The Council of Europe and the Commonwealth to promote tolerance and non- discrimination against LGBT+ people. With regard to Belarus, our Embassy in Minsk is closely monitoring the situation of LGBT+ people, including this latest case of four Belarussian nationals arrested following a protest in support of LGBT+ rights outside the Belarus Ministry of Interior, and regularly raises this issue with the Belarusian authorities. The Embassy flew the Rainbow flag on 17 May to mark of International Day Against Homophobia, Transphobia and Biphobia.

The Government’s Bill inserts new provisions into the Sexual Offences Act 2003. This enables the most serious offenders who commit the crime for sexual motives to be placed on the Sex Offenders Register.

To ask the Secretary of State for Business, Energy and Industrial Strategy, what estimate the Government has made of the number of women who could be experiencing discrimination at work whilst (a) pregnant, (b) on maternity leave and (c) returning from maternity leave; and what plans the Government has to regularly update those figures.

In 2016 EHRC published the findings of a substantial research programme (commissioned jointly with the then Department for Business Innovation and Skills) based on interviews with 3,034 employers and 3,254 mothers. This found that around one in nine mothers reported that they were either dismissed; made compulsorily redundant, where others in their workplace were not; or treated so poorly they felt they had to leave their job.

The next estimate will be in 2020 to allow time for the current package of interventions to take effect. ln the interim Government will monitor others’ findings (such as the recent EHRC poll on employer attitudes) for any signs that the interventions are starting to have an impact or of changes in employers’ practices.
