I think that the evidence for Jobs Growth Wales is absolutely clear to us all. It has proven to be the most effective youth employment programme anywhere in Europe. It is succeeding in creating 16,000 opportunities for young people, and it is succeeding in keeping those young people in work beyond the six months. It is widely supported by the business community right across Wales. I cannot imagine for a minute that the Secretary of State should wish to undermine it, especially when it stands in such stark and promising contrast to his Government’s Work programme.

Is my hon. Friend as amazed as I am by what the Secretary of State has just said? He has effectively said, “Well, we shouldn’t do anything for young people, because most of them will probably get jobs anyway.”

Around 750,000 young people in Britain are still unemployed. Although that is fewer than the 1 million who were unemployed just a couple of years into this Government’s time in office, and we welcome that fall, I suggest that 750,000 is an enormous number of people to be left languishing on the dole, but that is what we have come to expect from a Tory Government.

Does the right hon. Gentleman accept that Airbus is a European partnership and it works because we are in Europe, and if we were not in Europe that relationship would be endangered, along with thousands of jobs?

There is truth in what the hon. Gentleman says. It is an excellent example of European industrial co-operation, but he knows better than anyone else here that at the heart of the success of Airbus in his north Wales constituency are the excellent skills and motivation of the workers, many of whom are in his constituency, but also in other constituencies.

North Wales is at the heart of Wales’s economic growth, and I look forward to seeing more excellent examples of enterprise in Wales’s very own northern powerhouse tomorrow, when I embark on a two-day business tour there. The Labour party here in London at times seems to resist these developments.

I will give way in a moment.

The motion mentions energy. The hon. Member for Cardiff South and Penarth (Stephen Doughty) made a good point about the impact of carbon taxes on steel production and other manufacturing. What he did not want to say, of course, is that those policies were brought about by the previous Labour Government, who swallowed hook, line and sinker the environmentalist line that carbon dioxide is causing runaway global warming and began imposing billions and billions of pounds in carbon taxes on manufacturing and on home owners. That is one of the reasons why energy bills are so high for home owners and manufacturers. That is why I welcome the fact that the Government have said that they will start rolling them back. I would like to see them rolled back even further, to be honest, but that in no way undermines the enormous support I feel for the Government at the moment or the anger I feel towards those in the UK Independence party—although not those in this House at the moment—who put forward simplistic solutions to very complicated problems. That is why it is important that we have a moderate, centre-right party proposing sensible policies for the people of this country.

Interestingly, even though this debate is about the effect of Government policies in Wales, not once during his 40-minute speech did the hon. Member for Pontypridd mention the effect of Government health policies on Wales. They have had a pretty significant effect, because large numbers of patients in Wales are now trying to get out of the Labour-run Welsh NHS and get their treatment in England, where they will be looked after by the coalition-run NHS.

The hon. Gentleman makes that statement as if there was just a Welsh health service and an English health service; it is a cross-border health service, and that is particularly true in constituencies such as mine. Indeed, the Countess of Chester hospital exists only on the basis that it covers Deeside and Chester, so the whole idea that people are somehow fleeing across the border is based on spurious figures and is totally wrong.

I am not using figures that are totally wrong, because since 2012, in my own area, the Aneurin Bevan university health board has been doing everything possible to treat people in Wales and prevent people who were previously being treated in England from continuing to get treatment there. People are aware of moves such as the cancer drugs fund, which has allowed patients in England to enjoy the benefits of life-extending drugs such as Avastin. That is denied to patients in Wales by the Labour-run NHS. I met some of those patients outside No. 10 Downing street last week when they presented a petition to the Prime Minister about the problems being caused to them by the Labour-run Welsh NHS service. They have had to move—to sell up their houses or move into friends’ houses in England—to get access to the higher standards, lower waiting lists, fewer cuts and better ambulance service response times that are being delivered by this coalition Government.

It is actually not the hon. Gentleman’s health service. There is a health service in England and there is a separate health service in Scotland, in Wales and in Northern Ireland, as a result of devolution. He should be aware of that because his party destroyed the truly national UK health service and brought in regional health services. Of course there are hospitals that serve people in Wales on the English side and hospitals on the English side that serve people coming the other way, and that is a good thing. However, many people’s access is now being prevented, and they certainly do not have the automatic right of access that they would enjoy in England.

Some of what is passed to the Assembly would be subject to indexation every year. This would take into account both growth and contraction in the wider UK economy, so there is a mechanism built into the Bill that addresses the right hon. Gentleman’s point.

As the hon. Member for City of Chester (Stephen Mosley) has made clear, this is not just about the Welsh economy; it is about the cross-border economy. Changing tax rates, whether personal or business, will obviously have an impact both sides of the border.

The hon. Gentleman is entirely right, which is why the Government went out to further consultation before announcing their response to the commission’s recommendations. Again, these are points he would no doubt raise in the context of a referendum debate, and given the view he has just expressed, he would clearly be voting against the proposal.

I will have to look carefully at my hon. Friend’s proposal and take it into consideration. I would not want to discourage Members from moving back and forth between the Assembly and Westminster, which I think is a positive state of affairs that should be encouraged, but I note the point he makes so eloquently.

That is a very good point that we ought to consider. I would, of course, not support parliamentary or Assembly expenses being deployed for party political reasons.

I will move on to the minor taxes, particularly stamp duty land tax and landfill tax. We heard very little detail from the Secretary of Sport—[Interruption.] Well, there was very little sport there for anyone to have, to be perfectly honest. Hopefully we will have a bit more sport with the Secretary of State now. We will support the devolution of stamp duty land tax and landfill tax to Wales. However, there are many questions about how that will be implemented, so we will seek clarification during the passage of the Bill. Perhaps he will take note of some of these points now so that his Minister can respond to some of them later.

The first point concerns the suggestion that properties on the border between Wales and England would somehow be split, with stamp duty land tax being charged on the English portion and whatever its successor tax is being charged on the Welsh portion. It is an interesting concept. Will the Secretary of State tell us at some point during the passage of the Bill how many such properties there are on the border, given how populous it is? Will he tell us how the Government propose splitting those properties, as in many instances they are houses straddling the border? Will there be a number of bedrooms in England and a number in Wales? We know that the Government are keen on taxing bedrooms.

The second point relates to the cost of devolving that to Wales. We understand from the Bill that the Welsh Government will be asked to pay for the administration of any new tax, which is fair and just, and that that will be offset by any reduction in the cost to Her Majesty’s Government of administering the taxes as they had previously done in Wales. Given that the Secretary of State and the Treasury—this was confirmed by the Exchequer Secretary—have conducted little or no analysis of the impact of those various schemes in Wales, will he tell us how much he thinks it will cost the Welsh Government to administer and how much the offset will be?

On the even more important question of the reduction in the block grant that will come about as a result of the changes—it will be reduced by around £200 million and reviewed periodically—will the Secretary of State comment at some point during the Bill’s passage on the volatility associated with stamp duty land tax, because that figure of £200 million varies radically over time? Will he also tell us how he will calculate any differential in the rise and fall of house prices in England and Wales? By way of illustration, stamp duty land tax revenues in Wales have varied wildly over the past 20 years. They were £20 million in 1997, up to £95 million in 2003 and £130 million in 2005, and then down to £55 million in 2008-09 and £65 million last year. It is an extremely volatile tax, so I would be intrigued to know how the Treasury will account for it in any indexed reduction in the block grant, because that will have a significant impact on both the borrowing powers and, potentially, the revenues of the Welsh Assembly Government.

I do not know who the hon. Gentleman is referring to, but when I speak to chief executive officers of international companies, they say in private that they want stability in the United Kingdom so that they can invest in it—in all parts of it. I referred to the European Union and I am consistent on this issue. Businesses have been telling me in public, in private, and in Select Committees, that they want stability to make those huge investments to help the economies of the United Kingdom.

A successful Welsh business such as Airbus really shows how European partnership can work. If we were outside the European Union, does my hon. Friend think we would get the investment, or would those jobs be at threat?

My hon. Friend makes an excellent point and he puts the issue to bed. We are not just talking about foreign individuals who may be chief executives of companies; we are talking about skilled, well-paid jobs and investment that will boost the economies of Deeside, Bristol and other parts of the United Kingdom. Business leaders at events with Airbus that I have attended have been clear that they are investing in Europe. That is why they want to invest in the United Kingdom, and they choose Deeside because it has an excellent skilled work force. I want that to continue and for many other parts of Wales and the United Kingdom to benefit from that as well.

The Welsh dimension to the constitutional debate in this Parliament has concentrated on the Silk commission, but I am being honest with hon. Members when I say that not one constituent has raised that with me as an important or pertinent issue for them. They do, however, raise important issues about public services and the cost of living, and they talk about international affairs—we had an excellent debate on women in Afghanistan today. People send us here to talk about real issues that affect them.

I speak as a proud pro-devolutionist and I supported devolution in 1979. Many fellow travellers have come along since that time, including the Labour party. To me, however, real devolution is about empowering people throughout our country. It is not about the simple transfer of powers from one institution in Whitehall to another in Cardiff Bay; to me it is about empowering people in Cemaes bay in my constituency, and in Colwyn bay, Cardigan bay, and many other parts of Wales. It is not just about the boring constitutional issues that we, the political elite, are bogged down with and a few commentators are talking about.

I want to talk about the real issue of developing a stable and growing economy in Wales as part of the United Kingdom and the European Union, and I will mention two things that affect businesses and people in my constituency: energy and tourism.

On energy, I very much welcome the fact that we are getting a consensus on the big energy issues, for reasons that I gave earlier including the stability that businesses crave so that they can make huge investments in the future. I welcome the Secretary of State’s support for Wylfa Newydd and his conversion to offshore wind. I shall put this mildly because I want the consensus to continue, but when the Secretary of State worked alongside me on the Welsh Affairs Committee I recall him being concerned about the consents under the previous Government. He now backs those schemes and even claims credit for them as the flagship of the coalition Government.

As a result of the Budget the Welsh Government will benefit from an additional £11.7 million over the spending review period. Consequently, they will have received nearly £500 million in additional funding since the spending review in 2010.

The granny tax, the pasty tax and cutting the top rate of tax for the rich while shutting Remploy factories that give disabled people the dignity of work: those are the priorities of this Government. The caravan tax will hit thousands of hard-working families in Wales, particularly in north Wales. Will the Minister speak to the Chancellor and get him to scrap the caravan tax, rather than sitting on his hands like the hon. Member for Aberconwy (Guto Bebb) did the other evening?

The Government fully recognise the importance of the holiday and touring park sector to the Welsh tourism industry and to the economy of Wales as a whole. Her Majesty’s Revenue and Customs is consulting on the proposals, as he should know, and I hope he will play a part in that consultation, which closes on 18 May.

Whatever the reason, there is no question but that there is a lack of understanding of these things. The working partnership between a British Government in London and a Welsh Government in Cardiff is vital for the well-being of the people who are represented by those Members who represent Welsh constituencies.

The hon. Member for Monmouth (David T. C. Davies) asked why Welsh Members should deal with matters that affect England only, but it is difficult to work our what “England only” means. Considerable aspects of the highly controversial Health and Social Care Bill will directly affect my constituents and those of other Welsh Members of Parliament.

As I represent a border area, I know that, when it comes to health care, the border is not there, because 30% of my constituents go to Chester County hospital because it is the nearest. Equally, that hospital receives money from the Welsh Assembly to support its services, which is good for both Welsh and English patients.

Of course, if there is a fundamental shake-up of the English NHS and how it is configured, with foundation hospitals being developed right across England, that will all have an impact on cross-border services and will affect both English and Welsh patients and primary and secondary health care. Thousands upon thousands of Welsh people rely on English health services, and thousands of English people rely on Welsh primary services in mid-Wales and other parts of the border area.

That is the sort of benign ignorance to which I referred earlier. I am not saying that the Ministers in the Wales Office are in that category, because they understand these issue. That is their job, as it was my job when I was a Minister. The issue is that other Government Ministers often have to be told about the sensitivities and complications that exist between Welsh and English issues. That is why it is not simply the case that the West Lothian question is the obvious thing we need to deal with. Not one Parliament in the world has separate classes of members who vote in the way the commission could suggest.

If my right hon. Friend took that to its logical conclusion for matters that affect Londoners, such as those he has already mentioned, and others such as Crossrail or some of the private Bills we have been looking at, it could be argued that whole sections of the House would not be affected and therefore should not be allowed to vote.

Of course. That is a truly important point, and it goes right to the heart of the debate that we are now having about the Union.

Dozens upon dozens of people have contacted me in my Welsh constituency about the national health service changes in England, not simply because of the points that I have just made about them affecting Welsh people, but because it is pretty clear that Welsh people do not like the so-called reforms to the health service in England. Only today, we have seen published in Wales an opinion poll indicating that almost 80% of Welsh people would prefer the Welsh health system’s structure to what is proposed in England, and that is hugely important. Although people may live under a devolved Administration, they too understand the difference.

On that matter, I want to bring to the House’s attention one final point: if the Bill goes through, it will have direct implications for the amount of money that Wales receives through the Barnett formula. A study published only a couple of weeks ago in Public Finance in relation to Scotland and Wales quite rightly stated that, if less money is spent on the health service in England because of money coming in from the private sector, under the so-called Barnett consequentials less money will go to Wales. So for all those reasons, it is important for us to understand that we cannot easily disentangle Welsh and English business in this place.

My final point, as I know that other Members want to speak, is on the Union and the forthcoming debate about Scotland, the referendum and whether that country becomes independent. I do not have the slightest doubt about the view of most people in Wales, which has been verified, again, by today’s poll: 7% want independence, and 12% would favour independence if Scotland seceded. That is still a very small percentage, and infinitesimal when compared with the numbers in Scotland itself, but what happens in the debate about Scotland still has huge relevance to us.

Of course I accept entirely that it is for the Scottish people to decide whether they want to become independent, because that is their entire prerogative, but the debate has to be for us in Wales as well—for those in England, too, but today we are discussing Welsh matters—because the implications of that debate and whether we want to keep the Union intact are as important to us as Welsh Members as they are to Scottish Members.

That is why the Secretary of State for Wales, her junior Minister and my Front Benchers ought to engage in that debate in the way that Scotland Ministers and shadow Scotland Ministers have. The implications are enormous. I do not think for one second that the people of Scotland will vote for independence, but the debate is on, and the problem is the point that I made at the beginning of my remarks, because some Members are pursuing the little Englander approach.

I exempt Welsh Members from that accusation, but many English Members, including some in my party, simply do not understand the threats that could amount to the break-up of the Union, not only because of what might happen in Scotland, but because of what has happened by marginalising Welsh Members and Welsh business in the House of Commons. I therefore urge all Members to take part in that debate, but I urge in particular my own colleagues in Wales and politicians in Wales generally to engage in what is a hugely important issue. Whatever their views or whether they agree with separation or not, it is a matter for all of us, not simply for those who represent Scottish constituencies.

I understand the hon. Gentleman’s point. It is also true, however, that many constituents in Wales who want to be treated in England are unable to be so treated because it is the policy of the Welsh Assembly Government not to treat people in England if that can be avoided. When the reforms to the NHS in England go through, the Welsh Assembly Government, if they really feel that the services are not good enough, will be entirely free to set up their own services in Wales and take their custom elsewhere, because they are, in any case, paying English health boards, or the equivalent, to carry out those services. They do not have to do that, because they can take their business elsewhere if they wish.

Surely the hon. Gentleman accepts that it would be absurd to build another children’s hospital in north Wales when there is a very good, renowned children’s hospital just over the border.

And the hon. Ladies, forgive me. Opposition Members want Labour to be in power in Scotland and Wales, either on its own or in coalition, but they also want to continue to send large numbers of MPs here to prevent the English from doing what they want to do in their own country. That is not a recipe for a stable United Kingdom; it is nothing less than gerrymandering. It is high time that it was brought to an end.

If the hon. Gentlemen and hon. Ladies on the Opposition Benches have concerns, they should probably have thought about that before they opened the Pandora’s box of devolution in the first place. It was supposed to be a journey; it has become a magical mystery tour. It always ends in more powers for one of the devolved bodies, with the others immediately demanding more for themselves as well.

There were different ways in which the problem could have been addressed. I think we all agree that constituencies ought to be the same size. For those who think that there has been gerrymandering, I can only say that had something been done about the situation during the 13 years of Labour Government, we would not be where we are now. Perhaps we would have had 650 constituencies of equal size instead of 600. That might have led to some slightly less glum faces in this Chamber.

I came here to talk about the report, “Inward Investment in Wales”, which is a relevant document for this debate. As Chair of the Welsh Affairs Committee, may I say what a pleasure it has been to work with Members from all parts of the House? Committee members have acted in the highest traditions of Select Committee work in leaving their political affiliations at the door, as I have tried to do myself. [Laughter.] Within the Committee Room, that is. We are not in the Committee now, so I am not necessarily in that mode.

I want to make it absolutely clear that the report is not meant to be a criticism of any Government or any political party. It simply aims to draw attention to certain problems. I will put the report down, having commended it, and talk about what we can interpret from it. Obviously, other people may interpret it in different ways. The main issue we faced was that inward investment in Wales over the past 20 years has fallen off a cliff. During the ’80s and early ’90s, Wales was getting 15% of all investment into the UK. The latest figures that I have seen suggest that it is now about 3%. I hear that it might be even lower, but I have seen no official figures for that yet. Clearly, there is a major problem that needs to be addressed.

I cannot go through the whole report, but something that will have leapt out at people is the recommendation for a dedicated trade promotion agency to go out and sell Wales to the world. That must not, of course, be the Welsh Development Agency, because although that brand is recognised around the world, I do not think that there would be much support for setting it up again as it was. We heard all sorts of evidence, some of it anecdotal but coming from officials, to suggest that this simply is not happening. We heard that International Business Wales is not cutting the mustard when it goes abroad, that people have been trying to sell Wales abroad who do not even speak the language of the country that they are working in, and that UK Trade & Investment has had little contact with Wales in comparison with other regions and nations in the United Kingdom, in particular Scotland.

Clearly there is a major problem. I am not laying the blame at any particular door. However, it needs to be addressed as quickly as possible and I hope that the Welsh Assembly Government will take note of the strong recommendation that there needs to be one dedicated body within the Welsh Assembly whose job it is to go out and sell Wales to the world.

The hon. Gentleman is right. I have made that view public in the past. I think there is a strong case for looking at some form of English Parliament or some means to prevent Welsh and Scottish MPs from voting on matters that affect only England. I repeat that I have already made that viewpoint public. I do not pretend to know the exact answer, but I am in favour of something along those lines. It might well be that at that point, we would have to consider increasing the powers of the Welsh Assembly in line with those of the other parts of the United Kingdom. The hon. Gentleman will know, however, that that is something that happens in many countries across the world—in Canada, Germany and countries with a Commonwealth tradition such as Australia, for example. If that is thought through properly, it can work. My current difficulty is with the asymmetric nature of our arrangements. Giving further powers to Wales in this way—through the Silk commission if that is what it decides—is going to make them even more asymmetric.

Would the hon. Gentleman not accept that in a border area such as mine, people go across the border to use hospitals, for example, so it is quite reasonable for me to be concerned about what is happening to the health service in England, because many people in my area use it?

Of course I agree with the hon. Gentleman. I live on the border as well. Many of my constituents go across the border, but what right do he and I have to tell the English how to run their health service if we are not prepared to accept that English MPs whose constituents might come over into Wales should also have a voice over what happens within the Welsh health service?

My hon. Friend makes a very powerful point. Cledwyn Hughes was loyal to his party and passionately loyal to Ynys Môn, but he was a man to seek to build consensus where consensus was possible. Had the Secretary of State agreed to the requests from Labour Members for a meeting of the Welsh Grand Committee to debate these issues, she would have been treated with respect. But she has not treated us with respect.

On that point, my right hon. Friend will recall that in the only Welsh Grand Committee that we have had in this Session further contempt was shown when the Government had the Chief Secretary to the Treasury there without actually going through the usual channels to advise us. That shows the total contempt that this Government have.

I will continue to do that on a regular basis. One thing that is so exciting about the Welsh economy is our huge potential in the creative industries. There is tremendous potential between the BBC and ITV, which is expanding its news coverage, and S4C, but our broadcasting industry must face the reality of the budget within which we must work, thanks to the previous Government’s mismanagement of the economy. However, I stress that the television industry is the place for independent companies to do business.

I have already held discussions with my right hon. Friend the Defence Secretary on a number of military issues that affect Wales, and I have arranged to speak to him again during this two-week sitting of Parliament. I also wrote to him specifically on that issue in July, highlighting the importance of Airbus to the Welsh economy.

During the election, a number of Tory candidates in north Wales published leaflets that contained a pledge from the then Leader of the Opposition, who is now the Prime Minister, that that project would go ahead. Is that pledge still valid? Is it worth anything?

I know that the hon. Gentleman takes a great interest in such matters, and so he should, because Airbus employs, I believe, more than 6,500 people at the Broughton plant in his constituency. The order book for the A400M currently looks very healthy, with orders for more than 180 aircraft worldwide and at least 22 for the UK. I am confident that the position is secure.
