My hon. Friend came to see me to discuss a particular example in her constituency. I believe the problem was that the local authority itself owned the piece of land in the Newton Abbot area. Ministers have been quite clear to local authorities that they should not put artificial obstructions in the way of listing assets of community value. There have been other examples where people have asked about requirements for business plans, but these are not contemplated at all under the Localism Act 2011, so local authorities should not be doing this. The provision is designed to be simple for residents to use and to be simple for them to identify an asset that is important to them. As long as the 21 signatures of support are obtained, the council should list the asset.

Although national permitted development rights are important in creating a flexible planning system, we recognise that there are cases were individual local consideration is merited. We will therefore remove the permitted development right that allows for the change of use from pubs to shops, financial and professional services, and restaurants and cafes or for the demolition of any pubs as long as they are listed as an assets of community value. This will mean that, for these pubs, a planning application must be made to a local planning authority before a change of use or demolition of a pub can take place. This gives the decision back to the council representing the local community.

My hon. Friend should be proud of his record in supporting local pubs, both nationally and locally. The announcement he has just made is very welcome—it is an improvement to the provisions on asset and community value use. On the theme of not putting undue obstacles in the path of protecting local pubs, surely it would be simpler to adopt new clause 16—instead of going through the process of the asset of community value, which has its risks and its problems, putting them in the path of protecting local pubs.

I hear what my hon. Friend says. I can assure him that the Government have not pulled this rabbit out of the hat today as a sort of emergency response. This is something that I and my colleagues in the Department for Communities and Local Government have discussed for some time, going back several months. The issue has been explored with the Campaign for Real Ale, which is an important partner for the Department, and particularly for me, in rolling out adoption of all these community rights across the country. CAMRA has run a campaign to urge its members to list a pub as an asset of community value. Its advice—and the Government’s advice—is completely consistent and joined up. If people think a public house in their village, suburb or, in my case, city centre is important, they should list it now. They should not wait for or anticipate a threat, but list it now.

That will protect a pub from any future change of ownership. Our proposal deals with the, in fact, quite reasonable criticism from CAMRA and others that the existing protection, although welcome, does not go far enough, because it does not include planning protection. Listing a pub as an asset of community value not only gives the community a chance to gain ownership of that pub, but secures the full protection of the planning system.

I think that my hon. Friend and I should share a secret with the House. Not only did I debate this matter with him in the House, but I visited his constituency, looked at the sites involved, met some of the people who—like the constituents of the hon. Member for Worsley and Eccles South (Barbara Keeley)—were concerned, listened to and learned from them, and determined to do this thing right, on the basis of the empiricism that my hon. Friend has once again recommended.

With—I hope—your permission, Mr Speaker, I shall now proceed with my speech rather more rapidly, because I know that a number of other Members want to contribute to the debate. I do not want to eat up too much of their time, nor do I want to shorten the exciting conclusion of my speech.

Is the Minister aware of a new report by Anna Grear of Cardiff law school, which was commissioned by the Bianca Jagger Human Rights Foundation, which deals with the rights to, in particular, a fair hearing and public participation, and which casts some doubt on the Secretary of State’s bold statement on the front of the Bill that all human rights legislation is complied with in the case of fracking?

I have no doubts about the Secretary of State for Transport. I am proud and privileged to serve under him in the Department. However, I should be more than happy to debate the issue of natural rights with the hon. Gentleman on any public platform. Perhaps he will invite me to do so at our mutual convenience.

The Bill does not alter the involvement of local authority planners, nor does it erode in any way the strength of our regulatory regime, the effectiveness of which has been demonstrated for a considerable time. In Scotland, “oil and gas” is a reserved matter, and the consent of the Scottish Parliament for the Bill is not required under the Sewel convention. Deep geothermal and petroleum exploration are not included in the 20 subjects on which the Welsh Assembly is currently entitled to legislate. As such, the proposals for oil and gas will apply across the whole of our island nation.

I beg to move,

That this House recognises that buses are an important tool to promote economic growth; regrets that, outside London, bus use is in decline; notes that since 2010 1,300 bus routes have been lost; further notes that since 2010 bus fares have risen five times faster than wages; further regrets that deregulation of the bus industry removed the ability of local authorities to co-ordinate their public transport networks; and calls on the Government to ensure that city and county regions are able to make use of London-style powers to develop more integrated, frequent, cheaper and greener bus services with integrated Oyster card-style ticketing.

Buses are the lifelines of our cities, towns and villages, but unfortunately, since 2010, 1,300 bus routes have been axed, and passenger numbers outside London have fallen as people have been priced off the buses. Bus fares have risen five times faster than wages, contributing to the longest cost of living crisis that any of us has ever seen. The Government have cut bus funding by 17% in just three years. We must get better value for the public subsidy that remains, which makes up 40% of bus operators’ income. We must reform the broken market for buses, and ensure that competition benefits passengers. We must move decisions and powers on transport services closer to the people who use them—away from Whitehall and closer to the town hall. We want simple, smart ticketing with a daily cap that can be used across buses, trams and trains. We want public authorities to have powers to set routes, and to help working people and businesses succeed.

I want to question the bus usage statistic that the hon. Lady just gave. My statistics on passenger journeys state that there were 5.2 billion journeys in the most recent year—2013-14—which is clearly more than in 2009-10 and the situation we inherited from the previous Government.

I am glad the hon. Gentleman raised that point because that is the only year in which numbers of bus journeys outside London have increased since 1986. If he looks at bus statistics for the past 28 years, he will see that there is a one-year blip—that year is the exception that proves the rule, which is that outside London bus services are in long-term decline.

I am sure we all have our own examples of local bus services we would like to see improved. The F bus leaves from the bucolically named “Foot of the hill” bus stop a couple of hundred yards from my house in Leckhampton. I would like it to run later than 6.15 pm, as my surgery finishes at 7 o’clock. There are many other examples. My constituent Margaret Martin explained that the last P and Q bus from the hospital in Charlton Kings is at 15.55 pm. If she has to take a bus after that time to her house it is another hour’s walk, even in urban Cheltenham. My constituent Paul McCloskey has alerted me to the B bus service, where the Sunday service starts at 9.55 am. That is pretty hopeless for those working on a Sunday, or even for those who want to get to church come to that. However, we need to look at the big picture too.

The overall statistics are very encouraging. I intervened earlier on the Opposition Front Bench spokesman to point out that almost all the most important statistics between the most recent year, 2013-14, and 2009-10, when this Government came to office, are positive. The figure for passenger miles on local bus services was 18,200; it is now 18,500. Average bus occupancy in England was 11.6; it is now 12.4. In England outside London it was 9.3; it is now 9.9. In 2009-10, the figure for passenger journeys was 5.2 billion. It was dropping from the previous year and continued to drop the next year, but it is now back up to 5.233 billion. The figure for passenger journeys just in the south-west was 202.3 million; now it is 211.3 million. The figure for Gloucestershire was 21.5 million; now it is 21.6 million. The statistics vary from year to year—they did under the last Government and they do under this Government—but, if you will pardon the pun, Madam Deputy Speaker, the direction of travel is clear.

Those statistics are very positive and they have come about not by accident, but because this Government, despite inheriting a monumental deficit, which we have made great efforts to reduce, have protected investment in sustainable transport, through measures such as the sustainable transport fund and the green bus fund, as well as by pursuing smart card technology. My constituency of Cheltenham has benefited from £5 million, shared between Cheltenham and Gloucester, from the local sustainable transport fund—I remain indebted to my right hon. Friend the Member for Lewes (Norman Baker) for helping to secure that when he was a Transport Minister. That has led to improved bus shelters in the Promenade, marketing of smartcard tickets, giving bus transport to apprentices—I am told that 70 apprentices have benefited from the initiative, with about 100 trips each—and personalised travel planning, which has engaged with more than 7,000 households, saving them money and reducing pollution and congestion on our streets.

That funding has also led to new pedestrian direction signs to assist visitors to find routes from public transport interchanges and new real-time passenger information systems, which are currently being installed. Most importantly of all, it has led, finally, to integrated bus mapping for Cheltenham. I do not think that hon. Members from London always appreciate how lucky they are to have an integrated system. If I have some complaints about the privatisation process that Mrs Thatcher embarked on, they are about the lack of integration of bus services, which is still a problem for us. It was never really sorted out at the time and we still need to make an effort on it, but, thanks to this Government’s local sustainable transport fund, in my constituency at least we are finally going to get an integrated bus map of all routes, showing how they all interact—although I have to say that local bus companies have not been brilliantly helpful in pursuing that themselves.

The result, Gloucestershire county council tells me, is that on weekdays we have seen an 11 percentage point drop in car usage in the share of transport modes and a 10 percentage point increase for sustainable forms of transport. At weekends, we have seen a 9 percentage point reduction in car usage and a 12 percentage point increase for sustainable modes of transport. That is a positive benefit, although that is not to say that there is not more that we can do. I certainly still have a wish list, which is topped by more integrated transport. Cheltenham borough council and the local chamber of commerce, with my support, are still campaigning for a £20 million investment in Cheltenham Spa station for increased numbers of bay platforms, better access for disabled people, more car parking and better access for buses to the station, so that it is not just a railway station but becomes a genuine transport hub.

Secondly, I really like the proposal in the Liberal Democrat pre-manifesto for a bus pass for 16 to 21-year-olds, who would get a 66% discount on bus travel. That is an important pledge and forms part of Liberal Democrat policy for the next election. Young people deserve and need subsidised bus transport, especially when they are below the drinking age or driving age, because it is an important social thing for them.

Finally, I support other hon. Members who have campaigned for talking buses, and I very much support the Guide Dogs for the Blind Association campaign on that front as well.

I agree with the hon. Gentleman. The tram in Edinburgh was a disaster from start to finish. I was in Edinburgh over the Edinburgh festival period, and I saw for myself the much-heralded trams and was extremely excited that there was a passenger on one of them; that encouraged me. I do not think trams are the solution, therefore, but bus services are absolutely vital, because buses are the transport mode of choice of most people. They are flexible and relatively cheap compared with the infrastructure we have to invest in for trams and trains.

Outside the capital, there is no regulation of the bus services at all, however. The bus industry has done a good job. I do not want my party to jump on the bandwagon of attacking the whole bus industry because it is entirely private. It is entirely private, and it should remain entirely private. Nobody on this side of the House is saying we should return to the ridiculous old days when local authorities owned bus companies. We do not want to go down that road.

What we are saying is that, because it is such an important mode of transport, it should be regulated. There is nothing wrong with that. The private industry has done some very good work on fares and smartcard ticketing, although I have to say I think the Secretary of State was just a little ungenerous in his comments about the progress that the last Labour Government made on smart-ticketing and on accessibility of vehicles.

Since the railways were privatised in 1995, the number of passengers using the railways, during what was a period of economic growth, has gone up to a remarkable extent—I cannot remember the precise figure, but the rise in that time is between 40% and 50%. It has been a real success story, at least in terms of the number of people using the trains.

Why has that not happened for the bus services? The hon. Member for Cheltenham (Martin Horwood) and the Secretary of State were incredibly complacent in saying, “Ah, well, in the last year there was a 1% increase in passenger numbers.” What is the number of people using the buses today compared with 1985? That is the figure we should be looking at. With a 1% increase a year, how many years will it take to get back to the level we were at in 1985? That is what we have to explain to our constituents.

Why have passenger numbers on the buses not been increasing at the huge rate the trains have been enjoying? After all, bus services are flexible. If a bus company wants to increase capacity, it buys a bus, whereas doing the equivalent in the train industry is massively complicated with massive lead-in periods. The bus industry is far more flexible, so why has it not taken advantage of economic growth to increase the number of passengers, as the train industry has done? The simple answer is because it is not run well and because it is not regulated outside the capital. The passenger increases that have happened since 1986 have happened exclusively in the capital, where deregulation did not take place.

I have a lot of sympathy with what the hon. Gentleman is saying, but I do not think those of us who were pointing to the increased numbers overall were being complacent. I quoted statistics from the south-west and Gloucestershire which suggested that things are at least heading in the right direction. However, the hon. Gentleman is right that we should all be more ambitious for bus travel.

I wonder whether those figures would be moving in the right direction were it not for the introduction of free bus travel for pensioners. Take those figures out and where are we with passenger numbers? I suspect that even last year’s 1% increase would be non-existent.

I want to say one last thing. This is not a debate about Scotland, but I stand here envious of my English colleagues. We have the prospect of a Labour Government next May, and of regulated bus services throughout England. If only that were the case in Scotland. Successive Scottish Executives, led by the Labour party and now by the Scottish National party, have refused to re-regulate the buses. In Scotland, for some reason, SNP Ministers do not want to introduce regulation. I cannot imagine why. What is it about the anti-regulation arguments of multi-million SNP donor Brian Souter that Scottish Ministers find so persuasive? I hope the example the next Labour Government will produce will cause Ministers in Scotland of whatever political colour to change their minds.

My hon. Friend makes that point very clearly, and I agree with him.

The Great Central Railway was opened in 1899. As we have heard from the hon. Member for Wythenshawe and Sale East (Mike Kane), its purpose was to link the big northern cities with London with the fewest possible stops—in other words, fast links between London and the north. It was the last complete mainline railway built in Britain until HS1. If that sounds familiar, the route is still there through Rugby, Leicester, Nottingham and, as he mentioned, Manchester.

My third concern is that this does not benefit the whole country despite the tax bill funding it being spread across the whole UK. There is no benefit for the west country, for south and mid-Wales, or even for the south of England. There is no benefit for East Anglia or for the east of the country up to Doncaster.

Speaking as an MP from the west country, I would say that it will benefit us because it will give us faster journey times via Birmingham to London and points north. It will also benefit the whole environment and it will benefit the infrastructure and capacity of the entire rail network. That will benefit all of us.

I apologise, Mr Bayley, for missing the opening speech of this debate. I had a long-standing commitment to meet a school party, but I am sure that I would have agreed with every word that my hon. Friend the Member for Cambridge (Dr Huppert) said. I am pleased to have heard from my hon. Friend the Member for Totnes (Dr Wollaston) that she fell in love on a tandem. The only time I have been on a tandem was with Mark Oaten, and I assure my hon. Friend that I did not fall in love. In fact, I think I nearly died, because riding a tandem is not quite as easy as it looks, as Mark Oaten found out.

Liberal Democrats are often accused of being fanatics, usually Eurofanatics, but I am proud and happy to confess to being a cycle fanatic. My addiction to cycling started in my early 20s when I spent six months on a bike, cycling around Europe and on the other side of the iron curtain. It was a fascinating journey, and one that I would like to experience again in the near future. If any colleagues are keen to take part in the Blenheim palace triathlon in June, I encourage them to join me, because I will be taking part, and cycling is an important component. I am looking for partners for that, but it will not involve a tandem.

I welcome The Times campaign. I have attended a number of debates on cycling, and this is the most crowded that I have ever attended. Clearly, when The Times and The Independent swing behind such a national campaign, it attracts attention, which is very welcome. It also reflects the fact that cycling is becoming not a minority interest, but one in which people see the potential for significant health and economic benefits, as well as benefits for tackling congestion. One statistic that I have retained from our briefings today is the fact that 56% of short journeys of less than 2 miles take place by car. That is a telling statistic that we should address.

It is not impossible to reverse the trend. In recent decades there has been a trend away from cycling, but during the past couple of years there has been a positive movement towards cycling. As a result of investment from Transport for London, the Smarter Travel Sutton initiative in my London constituency saw a 75% increase in cycling in just three years. That was achieved not by building expensive infrastructure, but by going out to people and reminding them about the facilities available locally—for example, telling someone who perhaps had not been on their bike for 30 years that at the end of their road there was a cycle track that they could use to go to work and back safely. The increase was achieved just by behavioural change and talking to people, and with a significant increase in cycle proficiency training for 2,400 children. That clearly required investment, but not huge sums of money.

I hope that the Minister will respond specifically to The Times manifesto and its eight points. Perhaps he will confirm which of those he believes are achievable and over what sort of time scale he thinks they can be achieved. Points 4, 5, 6 7 and 8 are all eminently achievable because they either do not require significant sums of money, or they require only a transfer of funding within a Department.

I agree with my right hon. Friend that we should support The Times manifesto. Does he agree that it is important to put the matter into context and emphasise the health benefits, and the relative risk of cycling, which is still a relatively safe activity? Cyclenation has calculated that the health benefits outweigh the risks by about 20:1, and that it is still safer and healthier to cycle than not to cycle.

I agree with my hon. Friend. Clearly there are risks associated with cycling, but they are relatively small, and the undue focus on accidents is not helpful. Newspaper coverage of deaths in accidents involving vehicles is not as extensive as that given to accidents involving cyclists. There are definite health benefits, and we should take them on board. The health benefits for those who continue to cycle or take up cycling later in life are long lasting.

There is an issue for cycle manufacturers. I do not know what the experience of hon. Members with children is when they try to find bikes for their children, but manufacturers’ undue emphasis on producing mountain bikes is not helpful. They are quite heavy for a girl or boy who may not be confident on a bike. Manufacturers should provide more flexibility and choice in the market.

My final point concerns cycle training, and the figures from Sutton where there was a 75% increase in cycling in just three years. A key issue that was identified in achieving that was that cycle training for adults should be targeted and specific. That is not spelled out in detail in The Times manifesto, but I hope that the Minister will pick up on it because if we are serious about getting adults back on to their bikes 20 or 30 years after they last did so, specific and targeted training is needed to convince them that it is a safe, healthy and fast way of getting around.

Our concerns are twofold: our approach is, of course, technology-neutral, but if alternative and sustainable solutions are suggested, we will be happy to look at them, and our focus must be on ensuring that the European Union, in its enthusiasm for biofuels, does not lose sight of the negative carbon impacts that some approaches to biofuel can have. We want to look at the whole lifecycle carbon effects of biofuel use, particularly the indirect land use effects.

I am glad that the Secretary of State has mentioned indirect land use impacts, and I welcome the statement made this morning by the Under-Secretary of State for Transport, my hon. Friend the Member for Lewes (Norman Baker), which explicitly highlighted the risks of indirect land use change as a result of imported biofuels. I ask for a joined-up approach to biofuels across Government. What discussion has the Secretary of State or his Department had with other Departments, particularly the Department for Communities and Local Government?

I welcome the right hon. Gentleman’s comment, because it is at least a constructive comment that plays into the need to develop a proper business case for a proposal. We can consider line speed improvements, and indeed the current rail investment programme includes a significant number of them, including some on the network in south Wales. However, I understand that the geography of the area creates some difficulties and potentially some very significant expense in enhancing the line speed between Cardiff and Swansea.

Having travelled the Great Western main line this morning, may I welcome the statement warmly? It promises far more quiet, efficient, reliable and energy-efficient trains for my constituents and many others than the last Government ever delivered. It is good news for English and Welsh jobs, and incidentally it makes an even stronger case for the redoubling of the Swindon to Kemble line, which would add resilience.

In the Department’s long-term thinking, will Ministers still look favourably on eventual electrification to Swansea and on longer franchises for train operators, which might in time enable them to specify their own rolling stock? That would add even more to an increasingly bright future for Britain’s railways.

As the hon. Gentleman will know, we have already announced that we intend to operate a longer default franchise period of 15 years, to start to stimulate exactly the type of behaviour that he talks about.

It is the Government’s policy to support a progressive electrification of the railway throughout England and Wales—Scotland makes its own rail infrastructure investment decisions—not only because of time savings but because of the environmental case for an electric railway. Through progressive investment control periods, we will continue to look to roll out the electrification of the railway across England and Wales.

I thank my hon. Friend for his comments. Indeed, electrification has been promised between London and Didcot, Oxford and Newbury; but there is no promise and no confirmation of electrification of the line into Wales. In December, the Secretary of State told us that discussions were ongoing with the Welsh Assembly Government, but what will happen is still unclear. I share my hon. Friend’s concerns about the impact of the delay—is it a delay or a postponement, or is it a cancellation?—on the Welsh economy. In addition, the ongoing saga of the inter-city trains has implications for electrification on the line, to which I shall refer later.

The Committee’s report also advocated the electrification of the midland main line that links Sheffield and London. It is unclear what progress is being made there. It is clear that enhancing our rail network represents a worth-while investment of public funds, with economic regeneration and environmental benefits. The comments of my right hon. and hon. Friends reinforce that point.

It is not only investment that is important. It is equally important that we secure value for money for the public purse. The previous Government asked Sir Roy McNulty to study the rail industry and to consider how to secure better value for money. It is unacceptable that our rail industry is up to 40% more expensive than its European comparators, as the Office of Rail Regulation discovered. Sir Roy published his interim findings in December 2010. Promisingly, he has identified potential savings of up to £1 billion, which he believes can be achieved without cutting services. Like the rail industry, my Committee awaits Sir Roy’s final report with great interest. Certainly there is a mood for change, and it is important that the Government seize this window of opportunity to make improvements.

The interim findings of the McNulty review suggest that the way forward is a greater alignment of incentives between the different players in the industry. The Government have already set up a high-level group with the industry to examine the options for Network Rail and train operators to work together more efficiently. I would be grateful if the Minister were to elaborate on the options that the Government are considering, and whether those aspirations will result in real long-term savings to the industry, without compromising passenger safety or service provision.

The Secretary of State has promised a White Paper on the future structure of the industry, following the findings of the McNulty review. I hope that it will spell out the Government’s broad longer-term strategy for the rail industry. Do the Government share the previous Government’s aspiration that increasing capacity on the rail network must be at the heart of their strategy? As passenger numbers and the amount of freight carried by rail continue to grow, we need to increase capacity. As right hon. and hon. Members know, the issue of overcrowding remains a serious problem on parts of the network, particularly at peak times. Overcrowding is a consequence of success and must not be ignored, and neither must its related health and safety issues, which are often hidden.

Giving evidence to the Committee in October 2009, the Office of Rail Regulation forecast that passenger numbers would double over the next 25 to 30 years. Alleviating capacity constraints must be at the heart of any strategy on the future of the rail network. Will the Minister tell us something about the White Paper that is expected soon? What sorts of policy initiatives will it contain and what kind of consultation will it be subject to?

The Committee recognised that rail was important for the environment, economy and regeneration. I was concerned to see that in January, when the Department published its report “Public Attitudes towards Climate Change and the Impact of Transport”, it did not mention rail. I hope that that was an unfortunate omission. None the less, I would like some reassurance from the Minister that the Government recognise the environmental benefits of increasing rail travel.

I come now to the important issue of rail fares. The Government have announced that regulated rail fares will rise from RPI plus 1% to RPI plus 3% from 2012 to 2015. Disturbingly, they have stated that train operators should actively look to manage overcrowding through the fare box; in other words through increasing fares.

I do not totally agree with the hon. Gentleman, and I will explain why in a moment. My concern is that it now appears to be a deliberate Government policy to drive people off rail by increasing fares. Indeed, it seems rather perverse. It is true that Government policy is to increase fares by an average of RPI plus 3% . I must stress, though, that that is not an actual increase; it is an average. The reality could be a rise of RPI plus 8% for individual fares, which is a very great increase indeed. For example, the annual season ticket between Bournemouth and London would increase by £211 at RPI plus 3%, but by £645 if RPI plus 8% was applied, which is possible under the Government’s formula.

Current forecasts for the third quarter of 2011 are that RPI could be 3.9%, the base against which RPI for the following year is assessed. That means fares could rise by an average of 6.9% in 2012, with individual fares increasing by up to 11.9%. Those are significant increases and a matter of great concern. We all recognise that there are economic and financial problems, but it is disturbing to think that there could now be a national policy to price people off rail. I look forward to hearing the Minister’s response to that concern.

As with all matters relating to rail freight, I bow to the hon. Gentleman’s superior knowledge, and would not dare trespass on it for fear of being shown up as an ignoramus.

I shall discuss HS2, because it is so controversial and cannot be avoided. The arguments are difficult, and whichever side of the argument someone is on their policy must be evidence based, because it is only through an evidence base that the politics of the proposals can start to be addressed. I recognise that there are arguments on both sides. As a northern Member of Parliament, I see immense potential benefits, but I am sure that if I were an MP in an area affected by the proposed route, I would have enormous concerns. It is, however, dangerous to base our argument solely on a few simplistic notions. Building the railway will not in itself heal the north-south divide, and it is foolish to base the argument on that soundbite alone. It is equally dangerous to base it on saying that there will somehow be magnificent environmental benefits by domestic aviation being rendered unnecessary. At the moment, we cannot see even one or two years ahead in our domestic aviation environment, let alone 15 to 20. Who knows where Heathrow will be by then?

The evidence from other high-speed rail systems around the world is that where they are over sufficient distances—which, admittedly, probably means further than Birmingham—there is something like an 80% drop in air traffic over those distances. London to Paris is a good example.

I agree almost entirely with that point—but perhaps only 80%. It very much depends on where someone is flying from and where they are going to, and I suggest that in 15 years’ time perhaps no one will be flying domestically to Heathrow, if only because it might have ceased to be an international hub. We might all be flying to Paris, Amsterdam or Frankfurt, but that is another matter entirely.

The key variable in the discussion on HS2 is demand. Whether demand will increase is contested, but as someone who travels regularly on the west coast main line, I know full well that that line is already reaching capacity. The east coast main line is also struggling, and we cannot have people being herded into pens at Euston station on a Friday evening and say that we are not at capacity already. I accept entirely the argument that extra capacity has to be provided, but it is not simply a matter of expanding a few platforms here and inserting a few carriages there, making cattle class a literal concept for millions of travellers. We have to discuss what type of capacity to provide, and I realise that that is perhaps a confused area for people on both sides of the argument.

It is a pleasure to serve under your chairmanship, Mr Owen. I too congratulate the hon. Member for Liverpool, Riverside (Mrs Ellman) on her Committee’s report and on securing this important debate.

It is good that there has been a reasonable degree of consensus, perhaps not entirely on high-speed rail but on the need for investment in the railways in general and the importance of that to the economy, the environment and the country. That is just as well because, given the time scales involved, it would be a disaster if those policies were to be chopped and changed between Administrations.

It is right to give due credit to the previous Secretary of State, Lord Adonis, who planned much of the investment that is now going forward. The present Secretary of State had his eye on the post of Chief Secretary to the Treasury, and may have been a little disappointed not to have secured that position, but every cloud has a silver lining and the Treasury’s loss was certainly our gain—rather, it was the railway’s gain, because he has secured one of the most outstanding settlements, and that is a credit to him and his ministerial team, and to the Government, whose overall commitment to maintaining capital spending in these difficult times means that we have secured most of the investment originally planned for the railways. That includes core funding for control period 4, for the Thameslink upgrade and Crossrail, and for High Speed 2.

It was a little uncharacteristically partisan of the hon. Lady to suggest that there was a deliberate policy to price people off the railways. That is so obviously nonsense and not part of the Government’s strategy that it should not be repeated.

Supply and demand on the railways clearly do not work in favour of the customer. If the Government had not taken a realistic approach to fares, as well as to public support for the railways, some of that critical investment in the railway’s future would have been lost. That, too, would in the end have damaged the interests of customers.

It is obviously regrettable that any fares have to rise at all. We all want to see them fall. Indeed, that Liberal Democrat aspiration was included in our manifesto. However, we must recognise that the Labour party has left us with an annual overspend that would have swallowed the Department for Transport’s budget many times over. We have to be realistic about the need to invest in that kind of environment.

The Select Committee made some important points about the security of that investment programme. Some of those programmes have been maintained. The Minister will know that I am going to mention one project that I think she maintains was not agreed but which I consistently maintain had been agreed, which is the redoubling of the Swindon to Kemble line. It was given enormous support by the Welsh Assembly, local councils, Labour MPs from south Wales and Swindon, Tory MPs from the counties between, and Liberal Democrats from Cheltenham, Bristol and Cardiff—and probably Chippenham.

The redoubling of that short stretch of line would have an enormous impact on the reliability of all the routes that serve those areas and constituencies. It would also be important to the resilience of the network in the west of England, particularly in the event of interruptions to cross-Severn services. Once again, I urge the Minister to look down the departmental sofa to see if any pennies can be found to secure that one project. It is a shame, but it is virtually the only railway project that was agreed under the previous Government that is not going forward.

The Select Committee report rightly talked about the value of rail enhancements, including many local projects, and stressed that they were as important as many of the larger projects. The importance of the right decision-making methodology was also mentioned. My hon. Friend the Member for Chippenham (Duncan Hames) made some excellent points about the need for a long-term strategic view and for joined-up planning in that respect. However, environmental concerns now take an even greater part in that methodology.

Passenger experience, too, is important. When it comes to franchise reform, it is important that we do not use only the basic metrics, such as punctuality; we should also consider the quality of passenger experience on some of our railway services. I would nominate leg room as being one of the most important. Passenger experience should play a much greater part not only in the awarding of franchises but in their maintenance and, if necessary, their recall when services and standards fall. It is also important that regional balance is considered. Many Members have made similar points. Some of the specific medium to long-term priorities identified in the report were equally important, and the points were all well made. I am an unashamed supporter of high-speed rail as is the Liberal Democrat party. The time scales involved are quite mind boggling. We can reassure some hon. Members about the investment involved, because it is spread over a long period of time.

Both actually. The importance of High Speed 2 is not simply related to the stretch to Birmingham. If we consider the ultimate plan, which is to link London and Scotland, and then Scotland and Europe, by high speed rail, with another link to Wales and the west, we can see that it will compete holistically with aviation—I have already mentioned that aviation traffic tends to drop by 80% on routes covered by high speed rail—and cars. As people shift from conventional rail to high-speed rail, which happens and is an environmental issue because high-speed rail is more energy intensive, the likelihood is that their places will be taken by people abandoning car journeys as traffic becomes more competitive.

I am a little wary of the time, so I will plough on. I endorse the view that we need a balance in railway investment between not only Manchester but the whole of the north of England and London and the south-east. I echo the comments of my hon. Friend the Member for Chippenham about the need for a rebalancing in favour of the west and Wales. When we enter the next control period, it is important that we bear in mind such balances.

Electrification, which was raised by the Select Committee, is an important issue, especially in the context of the Great Western main line. We need to be wary about presenting the commitment to electrify as far as Newbury and Oxford as any kind of cut. That project will continue until 2018, so to look beyond that is already well into the next Parliament. The Labour party committed itself to 20% cuts in its submissions to the comprehensive spending review across unprotected Departments, so if extra and faster investment in electrification were to happen, it would be interesting to see what cuts would be made to pay for it.

We must be wary of the perception that all the investment is working its way out from London. If I were to suggest that we face a rise in rail fares across the entire network, constituents living in Wales or Bristol would not see a great return on that rise. However, someone who is living in, say, Witney, would be closer to one of the stations that would be electrified—Didcot parkway or Oxford—and they might get a very real and rapid return on their increased rail fares. We have to be wary about the perception that all the benefits are being delivered first to London and the south-east.

The hon. Member for Luton North (Kelvin Hopkins) made some important points about signalling technology. My hon. Friend the Member for Chippenham mentioned the European rail and traffic management system, and I raise an alarm about that. I urge the Minister to examine the experience of Londoners when the ERTMS was introduced on the tube system. She should perhaps take some advice on how well the system works.

That is absolutely correct. The Select Committee report also mentions the importance of investment in rolling stock. It is important for the Government to take their time to get that right. There have been delays under both Governments, so that is common ground. Rolling stock is a significant contributor to the general level of expense in our railways. If it takes time to consider how to deliver more competitive prices for rolling stock, it might be a delay worth considering.

Smart ticketing was raised in the report. It is important that we have better integration of ticketing. The current system is confusing and often unfair. Claire Cook, my fantastic PA in my constituency office, regularly books me a first-class ticket on a Gloucestershire to London train for £21.50. That horrifies many of my constituents who pay several times more for a standard ticket on the same train on the same route. They do not seem reassured when I tell them that because they have, in effect, paid for my ticket too, they are really saving money. That really does not seem to go down well. The risk is that there is an unnecessary perception of high cost, because people do not realise that cheaper fares are available. The ticketing system must be addressed. We should move towards a system that is a bit more like Oyster cards in London. When someone uses an Oyster card, they can be pretty sure that they are getting the cheapest fare available for that route. The application of such a system would be a good thing for the whole country. Obviously, though, that is a technical and organisational challenge.

Finally, everyone regrets increases in fares. Even when we accept that fares have to increase, there is a need to examine the sharp practices by train-operating companies, such as shifting the time boundary between peak and off-peak, so that there are suddenly more peak fares than before, even though, technically, the price has not been raised. That is a stealthy way of raising prices for customers. The use of averages was a point very well made. The Government must be on the ball about fare increases and make sure that train-operating companies are not taking advantage of customers.

In short, we should attack the fundamental causes of the high costs—the lack of capacity, the supply and demand problems and the cost base of the railways. The Office of Rail Regulation has said that Network Rail is up to 40% less efficient than its European counterparts, which means that we have some fundamental problems. With the inflated cost of rolling stock and so on, there is clearly potential for the Government to address the fundamental costs of our railways. If they do that effectively and protect investment, we will have a transport system that any Government could be proud to say is better value for money, better for the environment and better for the travelling public.

I cannot avoid the increases in prices to which the hon. Lady refers. They are partly driven by specific increases in rolling stock to alleviate overcrowding in the area. In the medium term, as I said in answer to the previous question, we must drive efficiency in the rail industry, and ensure that the cost base of our railway becomes comparable with those of other European countries, so that the upward pressure on fares can be alleviated.

I accept what the Secretary of State has said about the cost of the rail network, but does he nevertheless agree that the quality of passenger experience, which goes far beyond mere punctuality, should play a much greater part in the award of future railway franchises, and in their retention by train operating companies?

My right hon. Friend the Minister of State has published a consultation on franchising reform, in which she referred specifically to considering passenger satisfaction as one of the metrics. My hon. Friend will no doubt have been as delighted as I was to see the Passenger Focus survey this morning which shows that 84% of rail passengers are satisfied with the service that they receive on the railway.

The Government are entitled to set high-level strategy targets to help create growth and cut carbon, but beyond that we are making powers available to local councils to a greater extent than hitherto. For example, the Department for Transport operated 26 funding streams for transport under the previous Government; that has been reduced to four. In respect of the local sustainable transport fund, to which the hon. Lady refers, I can assure her that the assessment process will be very light touch, with a view to getting local authorities’ money out there as soon as possible to help with their plans. Provided that they can demonstrate that they will create growth and cut carbon, we will be happy with what they put forward.

I am sure that my hon. Friend will join me in congratulating British companies such as Transport Design International, which designs cheap, green, popular, ultra-light trams. Does he, like me, regret that most of its designs are currently going overseas, and hope that some of the very welcome funds that he has announced today could be used to support innovative ultra-light tram systems at local level?

As my hon. Friend knows, the Government support light rail. In the spending review we announced extensions to the schemes in Nottingham and the Midland Metro. We are always open to ideas that will benefit people by providing extra public transport and which reduce carbon emissions. With my right hon. Friend the Minister of State, who has responsibility for rail, we are discussing, for example, issues related to tram-trains. We are keen to take that agenda forward.
