Commons ChamberWe all share the right hon. Gentleman’s sense of horror at what has happened in Yemen. The British Government are extremely active in the international work, but it would be foolish to pretend that we have a quick and easy solution to this conflict. We continue to support the tireless efforts of the UN special envoy to broker an agreement between the warring parties inside Yemen, just as we continue to commit large sums of our overseas aid budget to relieve humanitarian suffering in Yemen. That political work and that humanitarian work will continue.
In the unlikely event of the Scottish people following the advice of the Scottish National party and voting for independence, they would be very much poorer. Many of my constituents are already concerned about the foreign aid budget. May we have a debate on the aid budget, so that the Government could make it clear that they will not sanction an increase in order to bail out the Scots?
There is some really good news for Scotland: since 2010 employment in Scotland has gone up by 171,000; 90,000 fewer Scots are out of work, and women’s employment in Scotland has gone up by 76,000. We should celebrate that.

Commons ChamberOn that last point, if the right hon. Gentleman looks at what the Chancellor actually announced, he will see that people on low incomes will not be affected at all. Sixty per cent. of self-employed people will be better off, taking account of the abolition of class 2 contributions and the changes to class 4 contributions that were announced in the Budget yesterday.
The prices in supermarkets clearly vary depending on market prices, which depend in part on things such as currency movements. The price of certain vegetables depends on the weather in vegetable-producing areas this winter. The most important thing for the Government is that we maintain an economy with low inflation, high employment and vigorous economic growth, which is the best way to ensure good living standards for the right hon. Gentleman’s constituents.
I am doing what I can to help some constituents obtain a life-saving drug for their young son. Members on both sides of the House will have had similar cases over the years. These are difficult decisions for health trusts and the National Institute for Health and Care Excellence, but it would be helpful if we could have a debate on how they go about making those decisions. Will the Leader of the House find Government time for such a debate?
I cannot promise Government time, but there may be other opportunities. These are always very difficult decisions, and the right principle has to be that access to a drug is determined by clinical effectiveness, which has to be measured by doctors, not by politicians.

Commons ChamberI am afraid I am unable to contribute any anecdotes about the life of the late Father of the House, but I of course associate myself with the expressions of sympathy to his family and friends.
Earlier this week, the all-party group on retail crime met to review a recent survey of the increasing levels of verbal and physical violence against people who work in the retail trade. Will the Leader of the House find time for an early debate on this serious issue?
I cannot offer an early debate in Government time, but there may be other opportunities. I am sure the entire House shares my hon. Friend’s sense of revulsion at the threats faced by shop workers and others in the retail trade, which should not be tolerated in any decent society. I am sure everyone would agree on how important it is not only that the police try to make sure that such attacks are deterred and that perpetrators are punished appropriately, but that citizens who might have information about them come forward.

Commons ChamberI know only too well the impact of the HS2 proposals on communities close to the designated route, and I undertake to the hon. Gentleman to ensure that the Secretary of State for Transport is reminded about his inquiry on this matter. It is right that the people the hon. Gentleman represents should get a proper response from HS2 Ltd, and I undertake to try to make certain that that happens.
The Leader of the House will recall that last week I spoke about the mounting excitement in Cleethorpes in anticipation of a visit from the northern powerhouse Minister. He will appreciate that it is now at fever pitch, with the visit only 24 hours away, and people are talking about a parallel career path with the last Front Bencher to visit Seaview street, my right hon. Friend the Member for Maidenhead (Mrs May). More seriously, the Seaview street traders won a Great British high street awards award. Up and down the country, traders are facing difficulties. May we have a debate to discuss the future of our high streets?
I cannot offer my hon. Friend a debate in Government time, but I agree that this is an important issue that affects many communities, and the growth of online sales means many small retailers face challenges. It is important that retailers are able to learn from high streets that are successful and innovative in managing to keep their customers. After what my hon. Friend has said, there will probably now be a swathe of my ambitious and thrusting ministerial colleagues making a beeline for Cleethorpes at the earliest opportunity.

Commons ChamberI am happy to join the hon. Lady in congratulating her constituent Ali. The more we can do to encourage young people not just to understand enterprise but to see setting up an enterprise and giving employment to others as their vocation, the better. I will pass on her case to my right hon. Friend the Business Secretary, but I know that all parts of Government will want to ensure many more Alis in all our constituencies.
Excitement is mounting in Cleethorpes following the announcement yesterday of a visit next week from the northern powerhouse Minister. Earlier this week, the Humber local enterprise partnership held a showcase event here at Westminster, attended by four Ministers, at which the advantages of economic development in northern Lincolnshire and the wider Humber region were shown to the guests. Will the Leader of the House arrange for a debate on the success of the Government’s northern powerhouse policy?
I can see that even now crowds are sleeping out in the streets ahead of the ministerial visit and that Cleethorpes is scarcely able to contain its jubilation as the bunting is strung from lampposts. My hon. Friend makes an important point. The Government’s approach to economic and industrial strategy is, in particular, to ensure that those parts of the UK that have not benefited from economic growth in recent decades in the same way as the more prosperous cities and regions are able to do so, and that certainly includes Cleethorpes and the other towns and cities in north Lincolnshire. I hope, for example, that there will be some beneficial spin-offs for the wider north Lincolnshire and Humberside region from Hull’s designation as this year’s city of culture. I know that Ministers are keen to champion my hon. Friend’s work.

Commons ChamberFor disabled people, achieving a job can be a life-changing experience. Last Friday, I was privileged to promote a This-Ability event in Cleethorpes to encourage local employers to take on more disabled people. Will the Leader of the House join me in congratulating Lorraine Alexander and her team from Grimsby jobcentre, who did a great deal of work to stage the event, as well as all the voluntary and charitable groups? Can we find time to debate the role of and opportunities for disabled people in the workplace?
I am very happy to congratulate my hon. Friend’s constituents on this successful event. It has been an important step forward that we now have a record number of people with disabilities in work. I am the first to acknowledge that more still needs to be done, but I am heartened by the fact that we are making progress and that local enthusiasm, such as that which my hon. Friend describes, is helping to highlight those opportunities for people with disabilities.

Commons ChamberI cannot promise a debate in Government time, but the private Member’s Bill to which the hon. Gentleman refers will provide an opportunity for further debate on the subject. There might also be opportunities for a debate through the Backbench Business Committee or in Westminster Hall.
In considering its budgets for next year, Labour-led North East Lincolnshire Council is considering the closure of Cleethorpes library, a much-loved local facility. Will the Leader of the House arrange a debate on the value of libraries to local communities?
My hon. Friend might like to seek an Adjournment debate on the issue of Cleethorpes library. I am sure that he and his constituents will be urging the council to look seriously at its priorities and at how to ensure that library services can continue to be provided to the people of Cleethorpes. The provision of library services is clearly the objective that must be sustained.

Commons ChamberEarlier this week the finals of the Great British High Street awards took place. Sea View Street in Cleethorpes was one of the finalists, winning a silver in one of the categories. The street is a collection of independent retailers. May we have a debate on the role of independent retailers and the contribution that they make to our communities and to the economy?
I think we all accept that with the growth of online sales all retailers, but in particular small high street shops, face a challenging environment. That makes it all the more welcome that Sea View Street in Cleethorpes has won this award. I would like to add my congratulations to all the retailers there who have clearly worked extremely hard, and in an innovative fashion, to ensure they still pull in customers.

Commons ChamberI completely understand why the hon. Gentleman, as a London Member, makes that case so vehemently, but, as I said a moment ago, there are interests to be borne in mind of communities outside Greater London who depend utterly on those same routes for their own journeys to work. The Department for Transport wants to work to jointly with TfL to get the best deal for passengers both inside and outside London.
In recent days there has been further media coverage about the risk of fires in certain models of the Vauxhall Corsa. It is welcome that the Driver and Vehicle Standards Agency is looking into this again, but may we have a statement from a Transport Minister on what the Department is doing to co-ordinate activities and reassure owners?
I will make sure that my hon. Friend’s concerns are understood by the appropriate Minister at the Department for Transport and ask the Minister to write to him as soon as possible.

Commons ChamberThe right hon. Gentleman makes the point powerfully. As he would expect me to say, the BBC is and rightly should remain independent of ministerial direction. However, I think the entire House will want to salute the contribution that sportsmen and women from Northern Ireland make to our national success, and long may that continue to be the case.
North East Lincolnshire Council is currently involved in putting together a number of regeneration projects that will attract private sector investment. Such investment is essential to the regeneration of our provincial towns. Similar schemes have been put together up and down the country. Will the Government find time for a debate on this important issue, and on how the Government can support local authorities with these projects?
Such initiatives are important and it is right that they should be locally driven and therefore reflect the particular circumstances of individual towns, cities and counties. My hon. Friend may have the opportunity to seek a debate in Westminster Hall to highlight his area’s particular needs, but my right hon. Friends the Secretaries of State for Communities and Local Government and for Business, Energy and Industrial Strategy will welcome the initiative. I am sure that the Government will do what they are able to do to give support to local authorities and the private sector, which are rightly taking the lead.
