The hon. Gentleman is right to raise the issue of potholes. It is a big frustration for all of us as individuals and in our constituency surgeries—there are lots of complaints about potholes. The Government have invested significant sums in dealing with potholes. There have been improvements in recent years, but the hon. Gentleman might like to talk to the Backbench Business Committee, so that Members can share their particular frustrations.

My question follows that from my hon. Friend the Member for Berwick-upon-Tweed (Mrs Trevelyan) about the work of Highways England. The A180 into Grimsby and Cleethorpes is our major route, and it is vital to the local economy. It is undergoing unexpected roadworks at the moment, and there was very little consultation. I acknowledge that I could raise this at Transport questions, but in view of the concern among other Members, perhaps we could find time for a Government debate on the issue.

I am glad that my hon. Friend is speaking up for his constituency, as always. Again, at least in the first instance, he might want to raise the issue at Transport questions next week.

I absolutely share the hon. Lady’s frustration because I have had my own experience of toll roads and queues going down the street for the sake of 5p or 10p. I encourage her to raise the matter at departmental Question Time because I am sure that, if she persists, Ministers will look into it.

Unlike the Scottish National party spokesman, my constituents are optimistic about post-Brexit Britain. Will the Leader of the House find time for a debate, in Government time, when a Minister from every Department, including the Treasury, can come to the House and outline the advantages of Britain leaving the EU? We would need at least a full day.

As my hon. Friend would expect, I would be delighted to be able to deliver that. I share his enthusiasm for the United Kingdom’s prospects outside the European Union. He certainly might like to put that to every Department in Question Time.

There is growing concern among residents and business owners in Cleethorpes, particularly in St Peter’s Avenue and the High Street, about the growing number of vagrants in the area. That concern spilled over at a public meeting last week. Can the Leader of the House find time for a debate in Government time so that we can discuss the response of the various agencies, how they can deal with the problem and how they can deal with those who are genuinely homeless?

My hon. Friend raises an issue of great concern to us all. The Government are committed to eliminating rough sleeping. We are investing more than £1 billion to 2020 in order to tackle homelessness and rough sleeping. For example, we have a homelessness reduction taskforce and a rough sleeping advisory panel to focus minds right across Government on what more we can do. We have £20 million for schemes that support people who are homeless or at risk of homelessness to get secure tenancies, and £28 million of backing for Housing First pilots. It is vital that local authorities take advantage of the funding available to them, and that we all focus on tackling homelessness and rough sleeping.

First and foremost, the Government support all our armed forces and our defence sector to an enormous extent. We have committed to meet our NATO pledge to spend 2% of GDP on defence every year until 2022 and we plan to spend £178 billion on our equipment plan between 2016 and 2026. By 2025, we will have a highly capable expeditionary force of around 50,000, up from 30,000. It is important that we look at how our defence needs are changing. That review is vital to this country’s future security needs.

Earlier this week, the Secretary of State for Business, Energy and Industrial Strategy made an excellent statement to introduce the industrial strategy, many strands of which will be of particular benefit to constituencies such as mine, Cleethorpes. Do the Government have any plans to debate in Government time the various aspects of the strategy, particularly the teacher development premium, which will be of great value in my area?

My hon. Friend is a great champion for his constituency. I agree that we should all welcome the industrial strategy, which sets out how we are building a Britain fit for the future and how we will help businesses to create better, higher-paying jobs, with investment in the skills, industries and infrastructure that will make Britain an enormous success in the years to come.

Order. Before I call the first Back Bencher, I should advise the House that there is a statement by the Leader of the House to follow on an extremely important matter of great interest to Members in all parts of the House. Thereafter, we have two debates to take place under the auspices of the Backbench Business Committee, to which more than 30—from memory, I would say 35—Members have submitted an application to speak. Those debates have to finish by 5 o’clock. Thereafter, there are two further matters that are potentially debatable for a total of three hours. That may very well not happen, but it could, so there is a premium on brevity. First, if colleagues were late, I ask them please not to stand and try to take part; that is not fair. Secondly, can people please ask single-sentence questions without preamble today? I know that the Leader of the House will respond with characteristically pithy replies.

Last week, at the transport in the north debate, I raised the matter of the long-dormant plans to extend the M11 up to the Humber bridge. Such a move would be a great boost for the midlands engine and the northern powerhouse. Can the Leader of the House find time for a debate?

The hon. Gentleman is right. We need to take advice from and understand the views of several different parties on how we can best resolve the issue, including the trade unions and the Members’ and Peers’ Staff Association. Others are already coming forward with suggestions, which will be helpful as we seek quickly to find a proper way forward that takes into account views from right across all political parties.

I am pleased to have added my name as a sponsor of the ten-minute rule Bill soon to be introduced by my right hon. Friend the Member for Harlow (Robert Halfon) about abolishing car parking charges at hospitals. While the Bill will provide an opportunity to highlight the issue, the subject causes great anger and resentment among my constituents—I am sure it is the same for other Members—so may we have a debate to allow a wider discussion of the matter?

I am fully aware of the difficulty of hospital car park charges and of the concerns that many constituents have about them. I encourage my hon. Friend to seek a debate on the topic. He will be aware of the challenges of reducing that source of revenue, but there is always a balance to be struck. It is right that we continue to debate the matter.

The right hon. Gentleman is well aware that the Government’s clear position is of seeking an all-encompassing agreement on free trade and other matters of co-operation with our EU friends and neighbours that will be to their benefit and certainly to the UK’s benefit. Unfortunately, his position is that we should seek to subvert the will of the people as expressed in last year’s referendum. As I understand it, the position of the official Opposition and the SNP is that we should accept whatever the EU offers, which clearly would not be to the advantage of the UK people. Britain’s interests are best served by sticking with the Government in their determination to seek a sound and comprehensive agreement with our EU friends and neighbours.

The Government have done much work on, and given great support to, our cities and city regions, but our provincial towns, and particularly coastal communities, do not get the benefit of a trickle down from the economies of a nearby city. Will the Government find time for a debate on the support that they can give to our provincial towns?

My hon. Friend is a great champion for his constituency. I have had the pleasure of visiting him there twice, including to open an offshore wind farm, which I know has brought growth to his area. He is absolutely right to raise the importance of focusing on specific issues facing coastal towns, and I am sure he will be keen to seek a Westminster Hall or Adjournment debate specifically to discuss the interests of his constituency.

In recent years, my constituency has benefited from Government support but, as my right hon. Friend will be aware, coastal communities continue to face particular challenges. May we have a debate on those challenges, and on how the Government will continue to support coastal areas?

My hon. Friend is right to say that coastal areas suffer from unique problems, and we have had fruitful Westminster Hall debates about the particular issues that face such communities. I am delighted that those communities also have the advantage of fabulous fish and chips, which I was pleased to enjoy with him in Grimsby during the recent general election campaign. He raises a good point, and he should apply for a Westminster Hall debate so that he can raise those issues properly.

The sanctions, in their current form, have been used ever since jobseeker’s allowance started in 1996, so the sanctions regime existed throughout the 13 years of the Labour Government, and the vast majority of people comply. If there are particular cases where things have gone wrong or where bad judgments have been made by officials, I would encourage the hon. Gentleman to take them up directly with the Ministers concerned. However, a sanctions system is a logical element in an effective and fair system of benefits.

Residents and retailers in Barton-upon-Humber in my constituency are angry about the possible development of a new Lidl supermarket on the edge of the town. The Government’s efforts to revitalise and support our high streets are often undermined by the decisions of local authority planning departments. May we have a debate on the impact on the high street of planning?

I should probably direct my hon. Friend towards Westminster Hall opportunities for such a constituency case. It is right that these decisions are taken at local level and that we do not try to second-guess every supermarket location from Whitehall, but I am sure that he will be a formidable advocate for his own communities in trying to ensure that the planners reach a decision that takes account of local opinion.

That is a matter that the hon. Gentleman will want to take up directly with Justice Ministers. The purpose of the prison-building programme is that we should have a new generation of modern prisons that really are fit for purpose, in order to deliver a regime that is both secure and—precisely because it is secure— that provides greater opportunities for work and education, which are so vital if we are to make a success of rehabilitative policies. At the same time, the programme would free up older prisons, usually in city centres, which, frankly, should be phased out now, and which could mean a significant capital return for Government that we can then invest in modern facilities.

I, too, put it on record that my thoughts are with the family and friends of PC Palmer and all those who suffered as a result of yesterday’s events.

New Waltham Parish Council in my constituency has written to the Transport Secretary about what it regards as a complete waste of money—a proposal by North East Lincolnshire Council to install traffic signals at Toll Bar roundabout in the parish. That proposal has angered and perplexed many people in the area. It is being carried out with Government money, so could we have a debate on how local authorities spend the many billions of pounds that the Government hand to them?

One of the important roles of both lower-tier authorities, such as parish councils, and Members of Parliament is holding local authorities to account for their stewardship of the scarce and finite resource of taxpayers’ money. I am in no position to comment in detail about traffic lights at roundabouts in my hon. Friend’s constituency, but he is clearly not going to let this issue go.
