Madam Deputy Speaker, let me join you in saying happy birthday to my hon. Friend. I join her in thanking those providing important services and advice in our local communities. We recognise that summer can be a challenging time, not just because of the heat but because of increased costs. I wish her well with the event she is organising. We have introduced the Great British summer savings scheme to help people enjoy a day out for less. Families will be able to enjoy discounted attractions and meals out this summer.

Earlier this week, the green flag awards were announced, and two parks in my constituency were successful: Baysgarth and Bridge View in Barton-upon-Humber. I congratulate the community groups that helped with that, but as well as support from community groups, parks need support from our local authorities, and it is important that sufficient resources are made available. Could the Leader of the House arrange for a statement when we return on local government finance for providing such facilities?

The hon. Gentleman is absolutely right to raise the issue of the importance of parks. I am certain that Baysgarth and Bridge View parks are lovely places, and that their awards are well deserved. He talks about resources. Our flagship Pride in Place programme is giving up to £5.8 billion over 10 years to support 284 towns, and I hope we will be able to look at further ways to help. Pride in Place empowers local people to decide how best to look after their areas, and that includes deciding on what happens to their local parks.

Earlier this week, I spoke in a Westminster Hall debate about the isolation of coastal communities. I had prepared a five-minute speech, but we were only allowed two and a half minutes—so here’s the other two and a half minutes.

The More in Common research group recently produced a report, commissioned by Associated British Ports, about understanding British coastal communities. The report is a wake-up call for Westminster. It surveys those living on our coasts, and the message is clear: 79% of coastal residents feel that the Government in Westminster do not understand their area. I have to say that I disagree with that to some extent, because many people, such as myself, live, work and were brought up in coastal communities. It is easy to knock Westminster for not understanding coastal communities or industrial areas when, in fact, many of us work hard to argue the case for the communities in which we live.

Young people in coastal communities can see the potential for their areas, but they need a reason to stay. Currently, 58% of young people in coastal communities are considering leaving because they feel they have no choice or because of a lack of decent jobs. In my area, we have Immingham, the biggest port in the country, right on the doorstep. If we unlock investment in port infrastructure, we can reverse the brain drain.

Turning from our economic future to the immediate health of our communities, I must raise deep concerns regarding NHS England’s proposed boundary changes for the integrated care board in our region. Neighbouring MPs and I have written to the relevant Minister and the ICB to argue the case. Services across North Lincolnshire, North East Lincolnshire and the wider Humber are deeply interconnected, and we need a single health ecosystem. If NHS England proceeds to break up our current footprint, it will directly undermine the viability of Scunthorpe and Grimsby general hospitals. Furthermore, 300,000 people from the Humber and North Yorkshire ICB footprint are threatened by the financial stability of the entire system. The proposals will dilute support and services in our area.

My speech would not be complete if I did not raise my long-running campaign to restore direct train services from Grimsby and Cleethorpes through to King’s Cross.

I have already raised the issue once, in Transport questions this morning, and I will do so at every possible opportunity. Grimsby and Cleethorpes comprise one of the largest urban areas in the entire country that does not have a direct link to our capital city. The Government claim that the creation of Great British Railways will boost economic growth and provide direct services. It is now up to Ministers to decide. They could, merely by signing an order, restore the service.

In my final 30 seconds, I must report that I had a close encounter with a cyclist this morning. Many pedestrians around London will be aware that some cyclists can be a danger; hon. Members can go outside this building and see hundreds of cyclists breaking the law. If we do not enforce the law at a low level, we turn a blind eye to law breaking at a higher level.

The Government are committed to doing everything that we can to support traditional and new businesses in what can be quite a difficult environment. My hon. Friend tempts me down the route of saying that were the House to decide at some point on renewal and restoration, I would hope that tile manufacturers, stone providers and steel manufacturers around our country would benefit from the investment that I hope we would make.

My hon. Friend raises the question of traditional skills. Such jobs are not, by and large, ones that can be replaced by AI. We should be very proud of those skills, and I thank my hon. Friend for being a champion for his constituency and for continuing to raise those skills.

On Tuesday morning, I, along with Members across the House, attended the national parliamentary prayer breakfast, which was a very uplifting occasion. Does the Leader of the House agree that there should be an opportunity to thank the churches and faith groups across the country that provide so much support in our local communities? Will he arrange a debate in Government time so we can express our thanks and identify the many people up and down the country who contribute so much?

The hon. Gentleman is right when he says that churches and faith groups do an incredible amount of good work in our local communities. The national prayer breakfast in Westminster Hall was a fantastic way to celebrate their contribution in Parliament. Should the hon. Gentleman wish to raise the importance of churches and faith groups in our local communities, he has an opportunity to do so on Thursday in the pre-recess Adjournment debate, or indeed, in a Westminster Hall debate when we return.

The Chairman of the Committee sends his apologies, Mr Speaker. In addition to the business that the Leader of the House has announced, the Committee has agreed two Select Committee statements: one next Thursday from the Science, Innovation and Technology Committee and one the following Thursday from the Work and Pensions Committee. In addition, in Westminster Hall next week, there will be debates on UK aid policy in the context of global funding trends and on the humanitarian impact of conflicts on older people. On Thursday, there will be a debate on Government support for the Lobular Moon Shot Project. The following week, there will be debates on isolation and hidden deprivation in coastal communities, on the impact of the national planning policy framework changes and on capital funding for Changing Places.

I urge Members to take part in the Sir David Amess debate, which the Leader of the House mentioned. It is an opportunity to raise any constituency matters and perhaps to avoid having to come to the Backbench Business Committee, where we have to find more time for those debates. In addition, will the Leader of the House give the Committee early notice of debating time in September, particularly if it is on the first day back?

Moving on to my own question, I am sure the Leader of the House will be aware of the long-running campaign by the National Association of Retired Police Officers in respect of the injustice to widows and widowers, who can be deprived of their pension if they remarry. I have raised the matter in the House previously. Will the Leader of the House arrange for the Minister to come here and outline the Government’s plans? I know that would please many of my constituents and others across the country.

I thank the hon. Gentleman for giving an update on what the Committee is planning, and I thank the Committee for its work. We were able to provide more time in response to the Chairman’s request last time, and it is good to see that coastal communities are getting a hearing. I am pleased to confirm, as I did in my statement, that the Sir David Amess debate is taking place, and I echo the hon. Gentleman’s words that it is a good opportunity for colleagues to raise any concern. I will give early notice, where I can, of plans for when we return in September.

The hon. Gentleman has been an assiduous campaigner on police pensions. The 1987 police pension scheme is now closed and has been superseded by the 2015 scheme, and there are no plans for further improvements to the benefits accrued under it. However, I will make sure that Ministers have heard his concerns; should he wish to raise them with Ministers personally, I will help him to arrange a meeting.

I thank my hon. Friend for raising this matter. He is right that our new private parking code of practice will raise standards across the private parking industry to ensure that drivers are treated fairly. Stricter regulation of private parking companies will curb aggressive fines and debt recovery tactics. I am sure that the House will be updated when the code of practice is published, and I hope that will be at the earliest opportunity.

As the Leader of the House and Members from across the House will be aware, when charities and voluntary groups arrange drop-in sessions in Parliament, we Members receive emails from constituents urging us to attend and support them. Yesterday, I attended the Leukaemia UK event in the House, and as is often the case, the main request of those attending was for early diagnosis. Could the Leader of the House arrange for a Health Minister to come to the House and give those people some reassurance about earlier diagnosis of this terrible disease?

The disruption will have a significant impact on the children’s education. I remind my hon. Friend and the House that the Children’s Wellbeing and Schools Act 2026 includes measures on the inspection of multi-academy trusts to ensure that decisions are subject to scrutiny, but I am happy to raise her concerns with the Secretary of State and will make sure she gets a response.

I will be brief because my question has already been asked by the hon. Member for Great Grimsby and Cleethorpes (Melanie Onn). I met exactly the same group of hospitality business at Healing Manor in my constituency and Stallingborough Grange. The list of taxes, charges and levies the hon. Lady referred to reaches a total of 68, which is clearly unsustainable for many businesses. As well as the meeting with a Treasury Minister, which I understand has already taken place, may we have a debate on the subject—preferably in Government time—given that it affects constituencies across the country?

I encourage the hon. Gentleman to apply for an Adjournment debate, or perhaps a Backbench Business debate, because these are indeed matters of concern. The Government are doing all we can, but should there be some use in further meetings, I will help him to arrange them.

As my hon. Friend says, the Representation of the People Bill will give greater transparency and security around political donations, but I will draw his concerns about the need, perhaps, to go further to the attention of the very able Minister taking that Bill through. The matters that my hon. Friend alludes to are serious allegations, and I welcome the Parliamentary Commissioner for Standards looking into this matter.

I recently visited the North Cotes shooting club in my neighbouring constituency, where hundreds of my constituents gather every week to participate in their chosen sport. They tell me that there are proposals to merge section 1 and section 2 certificates for the licensing of shotguns and rifles, but they are very different. Will the Leader of the House arrange for the Minister responsible to have a look at this issue and perhaps report back to the House?

I certainly will arrange for Ministers to look at this issue and report back to the hon. Gentleman and, indeed, to the House. Having previously had some responsibility in Government for the issues that he raises, my view is that one does not have to be a shooter to value shooting as a sport, and to value the clubs in our local communities.

I absolutely join my hon. Friend in congratulating Shed One Distillery and all the nominees for this year’s VisitEngland awards. She may have some competition for the most beautiful constituency, but I thank her for highlighting the vital contribution that tourism makes to our national economy. I too am happy and lucky to have a constituency that is a popular tourist destination, and I would be delighted to take up her offer of a visit, should my diary allow.

Last Sunday, along with the hon. Member for Great Grimsby and Cleethorpes (Melanie Onn), I attended the annual service for lost fishermen at Grimsby minster, organised by the Fishermen’s Mission. The timing was unfortunate because the EFL scheduled Grimsby Town’s play-off game for the same afternoon, and despite being only 10 minutes late to the game, I missed two goals—but that is by the way. Would the Leader of the House join me in congratulating the Fishermen’s Mission on the work that it does? Although it is over 30 years since the deep-sea fishing industry in Grimsby went into decline, there are still many families affected by the loss of brave fishermen who went out in all weathers.

I join the hon. Gentleman in thanking the Fishermen’s Mission for the work that it does, not least in North Shields, where it is led by the Rev. Peter Dade in an exemplary way, as I know it is in the hon. Gentleman’s area. The lost fishermen’s service is an important part of the annual diary for fishing communities. It is an important reminder of the tragedies that have too often taken place in those communities, and of the price that is paid for bringing fish back to our country.

I join my hon. Friend in thanking all those who contributed to the inquiry, and I thank the members of the APPG for all their work on this vital issue. I join my hon. Friend in inviting all those in the sector to read the report when it is published, and I will draw her remarks directly to the attention of Ministers.

Yesterday I held a meeting with representatives from Hydrogen UK, a number of whose members have projects planned for my constituency. They expressed concern about the delay in the publication of the Government’s hydrogen strategy. The delay is costing these companies many thousands of pounds and may lead to them withdrawing investments, which would obviously be damaging for the local economy and the ambitions of the Government’s growth agenda. Will the Leader of the House arrange for an early statement from a Minister to announce the strategy to let us get moving with these projects?

The hon. Gentleman is absolutely right to raise this matter on behalf of businesses in his constituency, and I understand their uncertainty. We are absolutely committed to building a thriving hydrogen sector in the UK through our strategy, as he points out, but I will draw his concerns to the attention of Ministers. If we have the strategy and the energy, we need to get on with it.

My hon. Friend is right to pay tribute to Denise McGuckin. Civil servants work tirelessly to serve our local communities, and they are the very foundations of local government. Chief executives have a tremendously important role to play in leadership, so I join him in wishing Denise a well-deserved retirement after years of dedicated service.

Last Friday, along with the leader of North Lincolnshire council, I visited the carers support centre in Brigg, and met the staff and volunteers who do such an excellent job. I also heard from individual carers about the challenges they face, one of which, incidentally, is the complexity of the Government forms they have to complete for various benefits. Could the Leader of the House find time for a debate to explore how we can better support carers up and down the country?

The hon. Gentleman is right to draw attention to the importance of the role played not only by carers, but by carers support centres in what are often very challenging situations. I would be interested to receive his feedback from the meeting, and I will ensure we get it to Ministers, so that we can build on the commitment we have given to support carers in every way possible.
