There was no fake traffic jam; it was an exercise to test the movements of vehicles into and out of Manston in Kent. The timetable troubles were caused by a project where Government were investing in rail infrastructure in the north-west—something that never happened under Labour—which ran late. As I said a moment ago, this shipping company identified and got firm options on two ships but was unfortunately not able to carry on because its backers pulled out.

Despite the hogwash and doom-mongering from the Opposition Benches, the Secretary of State is absolutely right to ensure that there is contingency planning for every eventuality. For the avoidance of doubt, will he confirm that the taxpayer’s interests have not been damaged and that he will continue to take all necessary steps to ensure that we are ready, deal or no deal?

What we are doing is making up for the fact that the last Labour Government in power established a zero-investment set of franchises in the north, with no new trains and no new investment. We are replacing, with either a brand new train or a refurbished-as-new train, every single train on the Northern and TransPennine franchises, with more seats, more carriages and a better deal for commuters. It has taken longer than I would have wished, but it is going to make a difference.

I acknowledge the Secretary of State’s work to reduce congestion in the south-west, but may I urge him to look specifically at increasing capacity and reducing congestion on the A31 in Dorset?

As my hon. Friend will be aware, we have invested heavily in the A303. We have been looking closely at the A358 corridor and upgrading the A30, so I will absolutely discuss further with him the particular road he has in mind.

I want to make some more progress, then I will give way a couple more times.

Let me touch on the benefits to the wider economy and the connections to Heathrow airport on the ground. Surface access is one of the questions that is regularly raised. People ask why this location is best and what the benefits will be for the United Kingdom. Heathrow is already Britain’s best-connected airport by road and rail, and this will be further strengthened by improvements to the Piccadilly line, by new links to Heathrow through Crossrail and connections to HS2 via an interchange at Old Oak Common, and beyond that by the development of western and southern rail access to Heathrow.

A point that people often miss about Heathrow airport is that it is also crucial to the economy because it is our biggest freight port by value. It carries more freight by value than all other UK airports combined, nearly all of it transported in the belly-hold of passenger aircraft. This expansion will bring a real trade boost to the United Kingdom, providing a greater choice and frequency of vital long-haul flights to international markets for passengers and goods than could be achieved by any of the other options that were available to us. These benefits will be felt all around the United Kingdom.

My right hon. Friend knows about the case of my constituent, John Coles, a British Airways engineer who sadly passed away in an accident at Heathrow. I support a third runway, but the Secretary of State has not yet mentioned health and safety. Will he ensure that the health and safety of the 75,000 employees and 78 million passengers will be front and centre in his mind?

Absolutely. What happened to my hon. Friend’s constituent was tragic. I know that it is an accident that all at Heathrow bitterly regret, and they have worked to learn lessons from it. Of course, at a major facility such as Heathrow—and, indeed, any other airport—safety has to be our priority. Aviation is one of the safest—if not the safest—modes of transport around, but that should not in any way allow for slippage on health and safety.

Before I start, may I welcome the new members of the Labour Front-Bench team to their positions? I also congratulate the new Chair of the Select Committee on Transport, the hon. Member for Nottingham South (Lilian Greenwood), on her success in the election yesterday.

Under the large local majors programme, the Department has already given two schemes the go-ahead. We are currently looking at the case to approve up to four more and are funding development of a further 13 schemes that will be considered in the near future. Last week, we announced the creation of a major road network that will enable an even greater number of local road improvement projects to come forward. The details of that scheme will be consulted on later this year.

Having walked the road to nowhere with my hon. Friend, I rather agree that it would be better if it had genuine motorists on it, rather than ones in soap operas. I hope that he will continue to encourage his local enterprise partnership and others to bring forward proposals for that road. Through the growth fund, we provide support for schemes such as that. The scheme may also be eligible for consideration as part of the major road network, depending on the connectivity at either end, but I commend him for his work on the issue. I rather agree that it would be better if the road were open for motorists.

As you know, Mr Speaker, Dorset is a wonderful place to live, work and visit, but Dorset’s roads, including the A350, north-south, and the A31, east-west, do become congested, especially in the summer months. What assurances can the Secretary of State give me and my constituents that major infrastructure projects in Dorset are a priority for the Government?

There are two ways in which I hope we can deliver support for my hon. Friend and his constituents. For those parts of the strategic road network that run through Dorset, Highways England is currently reviewing needs and looking at what the next generation of projects should be. There is also the creation of the major road network and the opportunity to develop far more bypasses. I think that will play an important role in places such as Dorset, where many towns suffer intensive through traffic and are not suited to such traffic.

Today’s penalty has been for partial non-performance of contracts. The House and the country would expect me to impose penalties where they are needed and I have not sought to do anything otherwise. The reality is that, this afternoon, we expect the result of a ballot for yet further strike action for a 23.8% pay rise and a deal that has already been accepted by the ASLEF union on the same routes for the same company. This politically motivated set of threats of action should stop, and the Labour party should stop supporting it.

T5. For the first time in 45 years, there is a commercial rail service between Swanage and Wareham in my constituency, thanks to the dedication and hard work of the volunteers and members of Swanage Railway. What assurances can the rail Minister give that he will support our rail heritage and ensure that this trial becomes a permanent success?

I am pleased to hear what is happening on Swanage Railway. I have met the all-party group on heritage rail, and it is always good to hear examples of where heritage rail can work with main line operators, although I agree that that has to be done safely. We are looking to build on more franchise agreements when there are sensible schemes that we can support.

It is a great pleasure to serve under your chairmanship, Sir David. I am grateful to my hon. Friend the Minister and my other hon. Friends for attending this Committee.

It may help if I give a brief outline of the substance of the Bill before delving into a line-by-line examination. The Bill will eliminate any unnecessary administrative burdens on the Courts Service and, pleasingly, on the motorist as well. Until 1998, the UK driving licence was a paper document that also recorded details of any fines and penalties for traffic offences on it. As some hon. Members may know, whether from personal experience or otherwise, since the abolition of the paper counterpart in 2015, no physical documents are endorsed when a person receives penalty points. Instead, the courts and fixed penalty offices electronically update the details on the person’s driving record.

Changes in 2015 removed the reference to the counterparts but did not remove the requirement for licences to be surrendered as part of that process. Today, the only practical need for a licence to be produced is where the driver faces disqualification. The requirement to surrender the driving licence for endorsement costs approximately £2 million per annum. The measures proposed in the Bill remove those costs, which I hope hon. Members agree will deliver a worthwhile saving for the public purse.

Before the paper counterpart to the driving licence was abolished, the counterpart would be physically endorsed with details of an offence and the penalty points. However, since we no longer have that system, when a person receives penalty points they are recorded electronically instead. Clause 1 addresses the requirement for production of a driving licence to the court.

Under section 7 of the Road Traffic Offenders Act 1988, when a person is prosecuted for an offence involving disqualification they are required to deliver or post the licence to the court in advance of the hearing or take it with them to the hearing. Clause 1 proposes to remove any need for that to happen. The purpose is to remove the administrative burden on the courts in having to handle the licences. It will also remove unnecessary burdens on the individual.

Clause 2 provides the Secretary of State with powers to require the surrender of a driving licence to the Driver and Vehicle Licensing Agency where a court has ordered disqualification. Failure to do so will be a summary offence. Where an individual is disqualified, the court will notify the DVLA and either forward the licence to it or indicate whether a production order has been made. That will reinforce the procedures to take revoked driving licences out of circulation.

Clause 3 relates to fixed penalties for traffic offences. The fixed penalty procedure requires the production of a driving licence. Clause 3 would remove that requirement and the need for a licence to be surrendered. That can be done because, in practice, police constables and vehicle examiners have access to the driver register to help them to establish an individual’s identity and driving status, and the clause would require an individual to provide information relating to their identity at the point of payment of the fixed penalty. Given that the authorities no longer need to endorse a driving licence to endorse an individual’s record, there is no need for the physical licence to be produced or surrendered, hence clause 3 removes that requirement.

Clause 4 is similar, except that it relates to conditional offers, with which my hon. Friends—perhaps some more than others—may be familiar. They may know from personal experience that conditional offers are frequently used when speeding and traffic light offences are detected by those dreaded automated cameras. Currently, to accept a conditional offer, an individual must deliver their driving licence, along with payment, to the fixed penalty clerk or the Secretary of State. Again, the clause would remove that requirement.

Clause 5 introduces schedule 1, which is substantial because it deals with all sorts of technical amendments to the Road Traffic (New Drivers) Act 1995. That Act came into force too late for me, Sir David, and I suspect also too late for you, but perhaps not too late for all my hon. Friends, some of whom may have been caught by its provision that individuals who passed their driving test after 1 June 1997 are subject to a two-year probationary period. If they receive six points during those two years, they face disqualification. Schedule 1 would make consequential technical amendments to the 1995 Act to deal with that scenario.

Clause 6 introduces schedule 2, which encompasses amendments to the Road Traffic Offenders Act 1988, the Road Traffic Act 1988 and other Acts.

Clause 7 provides for the Bill’s extent, commencement and short title.

I believe that these changes will be welcomed by motorists, as they remove the burden of requiring a driving licence to be produced, and the taxpayer, as they save a good bit of money—£2 million or thereabouts.

It is a pleasure to serve under your chairmanship, Sir David. I congratulate my hon. Friend the Member for Mid Dorset and North Poole not just on introducing the Bill but on gathering so many colleagues here to ensure its progress. It would have been a tragedy not to have got a full turnout to see it progress.

This is a really worthwhile Bill that would help to streamline the endorsement process for road traffic offences by removing the driving licence surrender requirements, except in cases of disqualification. As my hon. Friend outlined so well, before the paper counterpart to the driving licence was abolished, the counterpart was physically endorsed with details of offences and penalty points. That is no longer the case, and the need to produce a driving licence as part of the endorsement process, apart from in cases involving disqualification, serves no purpose other than to place an unnecessary administrative burden on the Courts Service and motorists.

It is clear that the measures proposed in the Bill support and enhance the excellent work that my Department has already undertaken to reduce bureaucracy and burden. They support the Government’s overarching digital strategy and are a natural progression following the abolition of the paper counterpart in June 2015. Furthermore, the measures allow Government Departments to provide and embrace recent technological developments by assisting the police and Courts Service in reducing what they spend on unnecessary and time-consuming administrative processes. I note from the impact assessment that accompanies the Bill that the requirement to surrender driving licences for endorsements costs approximately £2 million per annum. In a climate of austerity, a saving of this magnitude from such changes should surely be applauded.

Work is already under way to transform and streamline Government services, and the Bill aligns perfectly with the Ministry of Justice’s plans to transform the criminal justice system. Similarly, the Scottish Courts and Tribunals Service is embarking on a digital programme to reform and modernise the Scottish courts. I therefore commend my hon. Friend for championing these worthwhile and cost-saving measures.

The Bill removes the requirement for driving licences to be produced to a court, except in cases where the driver may face disqualification, while the Secretary of State and, in practice, the Driver and Vehicle Licensing Authority are given the power to require the surrender of a driving licence when a court has ordered the driver to be disqualified from driving. The Bill also removes the need for the driving licence to be surrendered as part of the fixed penalty or conditional offer processes for road traffic offences.

In addition, the DVLA will not be supplied with the licence or test pass certificate from the court or fixed penalty clerk when a new driver has totted up six or more penalty points. Instead, the DVLA will be empowered to include in its licence or test pass certificate revocation notice a demand for the surrender of the licence or test pass certificate. There are also minor and consequential amendments to ensure compatibility with the changes made by the Bill, and the Bill will extend across Great Britain and come into force on Royal Assent.

These clauses make the driving endorsement process more efficient and straightforward for everyone and, as we can see from the provisions, the integrity of the endorsement process would not be compromised as a result of removing the requirement to surrender the driving licence. Both the police and the Courts Service now have electronic access to the DVLA’s driver register via their own systems, in order to check an individual’s details and driving status.

In addition, drivers will be required to provide information relating to their identity at the point of payment in order to accept a fixed penalty or conditional offer, helping to ensure that the correct driver records are endorsed with penalty points.

I therefore thank my hon. Friend and all hon. Friends gathered here today for their consideration of the Bill, and express the hope that they will all feel able to support it.

I could not agree more. The Kingskerswell bypass brings people into Torbay. It brings them from the A380, and if they go back on that road, they have the A380, the A38 and the A30 when they get to Exeter, so they have a choice of roads. It is ideal to keep the A303 going from Ilminster through to Honiton to ensure that they can make that connection, so I wholeheartedly agree with my hon. Friend.

I am grateful to my hon. Friend for securing this important debate. He mentioned Dorset, and Dorset in the south-west often feels unfairly left out. Does he agree that it is not just about individual counties such as Dorset and Wiltshire working together? We have to look across the whole of the south-west and then, as he says, into individual counties. For example, it is vital that we get north-south roads built out of the important port of Poole and put that infrastructure in place.

I again agree, because in a previous life I had the terrible job of being one of the Members of the European Parliament for the whole of the south-west, which includes Wiltshire, Gloucestershire and Dorset, as well as all the other counties in the west country. If we take the A350 and other roads, getting north to south through Dorset, from Poole to Bristol, is an absolute nightmare. It is about ensuring that we have roads from those ports through to our major cities and our major road links, so I am very supportive of what my hon. Friend says.

In the course of this Parliament, we have a real opportunity in the south-west to consolidate and invest in our infrastructure. A number of roads need upgrading, and I know that my hon. Friends here today will be talking about the various projects—we have heard some comments already, but there will be more—all of which will play an important part in upgrading and improving our local economy in the south-west and our long-term economic plan. I think at least one of those investments should be upgrading the A303/A30/A358. The A303/A30 is a vital arterial route into the west from London, as I have mentioned. Those upgrades will also help as traffic calming measures. Currently, the A303/A30/A358 is one of the most congested roads in the south-west, and in the summer months road usage increases by up to 50%. If the Minister ran down through the A30/A303 today, he would probably find little problem with it, but that bears no resemblance at all to what it is like in the height of summer. Do not forget that we want people to come to the west country to spend their money and enjoy the great scenery.

The A358 runs through the constituency of my neighbour, my hon. Friend the Member for Taunton Deane, and acts as a link between the A303, the A30 and the M5. She has campaigned long and hard for the upgrade of the A358, which runs just outside the Blackdown hills area of outstanding natural beauty—an area that I share with her. About 80% of local residents and businesses in the Blackdown hills AONB believe that road congestion is an issue and 97% of all residents support road improvements in the hills. The Blackdown hills AONB has made it clear that it supports an upgrade to the A303/A30, but that those upgrades should be carried out with sensitivity and in ways that are compatible with conserving and enhancing the natural beauty of the Blackdown hills.

We are investing significantly in our road network. We have the Government’s first road investment strategy, with a significant overall pot of £15.2 billion. It is phased to deliver maximum benefit across our country. Of course Highways England plans such things effectively, and then works with local partners to ensure that there is minimum disruption. We should welcome the investment, as I certainly do.

19. The Institute of Advanced Motorists has praised Dorset County Council for focusing on long-term road repairs. Will the Minister join me in praising the council for using its scarce resources wisely, and ensure that vital funding continues to enable Dorset to maintain the standards of its roads?

I will indeed join my hon. Friend in praising Dorset County Council. It is great to hear that its long-term approach is paying dividends. It is that approach that we want to see across the whole network. I will write to Dorset County Council to highlight the views of this House, to pass on our congratulations, and to confirm his main point that budgets will be increasing.

I beg to move,

That this House has considered the Weymouth to Waterloo rail line.

It is a pleasure to serve under your chairmanship, Mrs Moon, and a great pleasure to see the Minister here, whom I regaled, for half an hour of her precious time, only about two hours ago, so I thank her for that. It is very nice to see her in her place.

Welcome to a number of colleagues, and to a right hon. colleague, my right hon. Friend the Member for West Dorset (Mr Letwin); it is a particular pleasure to see him here. I will talk for about 10 minutes, then another colleague would like to say something, and I think others want to intervene. After that, the Minister will obviously respond.

I start by saying that Dorset is one of the most beautiful and unspoiled counties in the country, with a Jurassic and world heritage coastline that is the envy of the world. That combination of sea, coast and countryside attracts millions of visitors and tourists. At the height of the summer, the road system struggles to cope and frequently does not. That is not to say that we are all crying out for a motorway—indeed, the lack of one is part of the attraction. However, we simply cannot sit back and depend on seasonal jobs, which do not provide a secure enough career and future prospects for many of our constituents. We need to attract investment into the area, and rail connectivity is key. The lack of it already makes things very hard for those who live and work in Dorset, thwarting many ambitious plans.

Take Portland port, which is a growing port: commercial road traffic there is expected to treble in the years ahead, and the number of visiting cruise ships continues to rise, dropping off countless thousands of customers, who then go into all our constituencies. In the centre of my constituency, a newly announced enterprise zone on the outskirts of Wool is expected to generate thousands of jobs—so too, hopefully, are our expanding marine and engineering industries, new museums and tourist attractions.

For all those to work, we need to improve our infrastructure, and with little scope for more roads, for reasons I have explained, rail is the only option. There has been a railway line to Weymouth for 148 years. The terminus, originally designed by one of Brunel’s assistants, sits only yards from the resort’s golden beaches. The line was decisive in opening up the town, which was first made fashionable by George III and his followers in 1789, hence the façade. It is not hard to imagine the scene as the early tourists enjoyed the waters from their wheeled bathing huts. The same train continued to the Channel Islands ferry terminal at the mouth of Weymouth harbour, winding its way through the town, led by a man waving a red flag to clear the way. Times have changed, but the significance of rail travel has not, and if we are to ensure that both Weymouth and Portland can thrive today as they did back in the 19th century, some imaginative thinking is required.

Two trains an hour serve Weymouth from Waterloo. Typically, they take three hours to travel only 130 miles, so the time is considerable. There is an infrequent and sporadic service to Yeovil and Bristol. With the aim of speeding up trains to Weymouth, I began to investigate the various possibilities with South West Trains. We came up with three options. The first was to run a faster, third train in each direction on the current route via Bournemouth and Southampton, but that would require substantially more power, platforms and rolling stock, making it expensive and, due to the bottleneck in the New Forest, essentially unworkable. Even if multimillions of pounds were spent on new electricity substations, the increasing number of passengers from projected new housing developments would give any franchisee little flexibility to drop a station in order to generate faster journey times on a line that is already run to capacity.

The second option is to make one of the two hourly London trains “fast” and the other “slow.” However, the negative impact on intermediate stations effectively rules that out. The third option is via Yeovil, and I and many others—not least the colleagues sitting around these tables—believe that that is a goer. With much of the infrastructure in place, it is more affordable and has major advantages. It would: reduce the journey time from Weymouth to London to two hours and 25 minutes; provide more room for passengers on the existing line through Bournemouth and Southampton; expand capacity and business opportunities across a number of south-western constituencies; connect Dorset to Heathrow—I sorely hope that the planned expansion there eventually gets the go-ahead—and take up some of the ample capacity on the Weymouth-to-Bristol line.

The proposal would mean an additional service to Waterloo via Yeovil and Salisbury, with reduced stops, calling at Weymouth, Dorchester West, Yeovil Junction, Salisbury and London.

Does he agree that if the new route via Yeovil goes ahead, it still has the potential to benefit my constituents, who neighbour his, by increasing capacity on the trains, hopefully thereby increasing rail use and relieving a great deal of pressure on our roads, particularly in and around Wareham?

I entirely agree. As my hon. Friend well knows, the charity railway, which will be linked from Swanage to the main line through Wareham, will also play its part, which is very good news. And yes, that will relieve pressure greatly on the line through his constituency. I have also heard today that he and others are looking at a new metro service running between Christchurch and Wareham, or something of that nature. In itself, that will take up more capacity on the line, which makes my plan less workable, although his constituents will be able to travel backwards and forwards more efficiently and more ably, which is very good for him and others.

The work needed for the third proposal would be relatively minimal—certainly less than would be required on the Bournemouth-to-Southampton line. That work includes some short stretches of new track, enhancements to platforms at Weymouth, Yeovil and Salisbury, an increase in the speed limit on parts of the line, and the extension of a footbridge. I—or we, I should say—believe that none of those is impossible.

I beg to move,

That this House has considered rail services to Portsmouth and the South West.

It is such a pleasure to serve under your chairmanship, Sir Roger.

We constantly hear about the northern powerhouse, but we hear little about the southern powerhouse. We hear how the Government are putting money into cities, businesses and infrastructure in the north, but where is the investment in the south? The south is an area of 3.6 million people that contributes 15% of the UK’s output, but when will we start hearing about investment in the southern powerhouse?

I represent Portsmouth, which is often referred to as a northern city in the south because of its background in heavy engineering, building and maintaining our Royal Navy. The immediate post-war decades took a heavy toll on our traditional industrial base, but the city has been transforming itself over the past 20 years—the Royal Navy is more technically advanced than ever before, we have diversified beyond defence and we have a brilliant entrepreneurial community, as well as new cutting-edge technological companies. However, we still have to fight hard for investment. Portsmouth suffers from the assumption in some quarters that all parts of the south and the south-east are prosperous and well provided with infrastructure. In fact, I represent a city with neighbourhoods that are among the very poorest in the country.

I secured this debate because of the poor rail service in Portsmouth, but anything that helps Portsmouth will help other cities on the Solent, the Isle of Wight, Hampshire, further west and points between that area and London. The train service from London to Portsmouth Harbour takes as long as it did in Victorian times: one hour and 40 minutes to travel just 70 miles. It is quicker for me to drive door-to-door to Westminster than it is for me to take the train. Compare that with Manchester, which is 217 miles from London and takes just a little over two hours on the train, as we all found out when we went to the Conservative party conference. Birmingham takes 85 minutes for a 125-mile journey, and it will take just 50 minutes when High Speed 2 has been completed.

The train between Portsmouth and Southampton, a journey of 20 miles, takes 65 minutes. Compare that with Nottingham to Derby, a journey of 15 miles, which takes just 23 minutes. Newcastle to Sunderland, 17 miles, takes just 18 minutes. The Solent local enterprise partnership, our local authorities and businesses do great work in trying to maximise the potential of the area around Portsmouth and Southampton, which is one of the most widely spread conurbations in the country, but the Solent has been left behind and will continue to be so unless we introduce new rail infrastructure.

I am grateful to my hon. Friend for securing this debate. As she says, this issue affects not only Hampshire and Portsmouth but our stations in Dorset. From London, it takes two hours and eight minutes to get to Poole, and two hours and 21 minutes to get to Wareham—the Minister has seen that station. Increased capacity and speeds would help to encourage people to use the railway, rather than the roads, thereby reducing congestion on roads such as the A351 in my constituency.

My hon. Friend is right. As I continue, I hope that he will see some solutions. I am pleased that other places are behind me on this subject, because we must work together to show the Government why this is so important.

We often hear the area spoken of as the M27 corridor, but we need more than a motorway to make it a successful and competitive place to live and work in the 21st century. We need a sustainable transport policy that includes public transport and support for cycling provision, as well as making space for more cars. Other Members from along the route will highlight other areas affected by this debate, so I will concentrate on the Solent region, particularly Portsmouth.

Why are rail services important? The Chancellor is keen to increase productivity across the country, as he says in “Fixing the Foundations: Creating a more prosperous nation,” published in July 2015. He acknowledges that improving infrastructure is one of the many steps that he can take to improve the economy’s productivity. The Solent local enterprise partnership extends from Havant in the east to Southampton in the west and includes Winchester, Eastleigh and Fareham. Local productivity in the area, as measured by output per job, lags behind the south-east average by 15%. Portsmouth has some of the country’s most deprived areas, with wages falling well below those of other cities in the south-east. We must improve connectivity if we are to improve productivity.

By improving the train service, we would help employers by providing a wider choice of potential employees and, conversely, we would help employees have a greater choice of potential employers. We would help businesses broaden their markets and their supplier base. We would provide greater access to social infrastructure such as universities and city centres. All of that would increase the region’s productivity and help to improve the UK’s overall productivity.

Congestion on the main motorway connecting the area, the M27, is legendary. It can take anything from 30 minutes to two hours to travel by road between Portsmouth and Southampton. Traffic into Fareham and Gosport moves very slowly during rush hour. Some £250 million-worth of investment is going into upgrading the M27 to smart motorway status. Data from the Department for Transport tell us that traffic in one direction on the M27 between junctions 8 and 9 has increased from 99,000 vehicles a day to more than 112,000 vehicles a day. Even with improvements, the road will always struggle to cope.

The Atkins study “Economic Costs of Congestion in the Regions” states that congestion in the Hampshire region costs £400 million per annum and a further £100 million for Portsmouth and another £100 million for Southampton. That is eroding our productivity potential, and, if not addressed, will equal a loss in gross value added of 1.3% by 2025. The south Hampshire strategy document shows that total road trips are expected to increase by 11% in the period 2010 to 2026, which will increase time spent in queues by 53%. Business costs will increase, including the direct costs of drive time and fuel, but there will also be the indirect costs of logistics scheduling and general competitiveness and other costs such as increased pollution.

If there is no worsening of congestion within the Solent LEP area, we expect that the number of jobs will climb by 44,000 from 435,000 in 2006 to nearly 480,000 in 2026. If there is no infrastructure investment, we expect an increase of just 36,000 new jobs, a loss of 8,000 jobs. Figures from the last census show a flow of workers into Portsmouth of more than 40,000 a day, with 20,000 people leaving the city to work elsewhere. More jobs have been created since then, and the labour market figures every month show that the number of jobs is going up and up.

We need sustainable transport solutions to cater for those workers, but we need to ensure that we create the conditions that foster more high-skill, high-pay jobs, which requires investment. We have to build 75,000 houses in the Solent region over the next 10 years, so the congestion and infrastructure problems will just get worse. If we improve the rail service, we will be able to take traffic off the roads. We can improve the rail service by improving the speed and frequency of the service.

I believe there is a solution that will help not only Portsmouth and Southampton but the south-west towards Weymouth, as my hon. Friend the Member for Mid Dorset and North Poole (Michael Tomlinson) has mentioned, by helping to alleviate the crowding on trains on all lines going from the area to London Waterloo. There are three routes from Portsmouth to London, but I will focus on just two of those routes, both operated by South West Trains at present. One route goes via Havant, Haslemere, Petersfield and Guildford to Woking and Waterloo, and the other goes via Eastleigh, Winchester and Basingstoke to Woking and Waterloo. Both routes suffer from overcrowding and capacity constraints. The rail system is unable to cope with existing demand.

Network Rail published the excellent “Wessex Route Study” in August 2015, and it describes the problem and proposes solutions. The report says that the system is experiencing demand that is 20% greater than it can cope with and that, within the planning period, the demand is expected to grow still further by another 20%. Network Rail’s solution is summarised as follows: junction improvements and platform capacity at Basingstoke; and, again, junction improvements and platform capacity at Woking. Those two projects will cost £175 million each.
