Question to the Ministry of Housing, Communities and Local Government:

To ask the Secretary of State for Housing, Communities and Local Government, what guidance he has issued to the Electoral Commission on the (a) acceptance and (b) reporting of political donations received through cryptocurrencies by political parties and regulated donees; and whether he plans to discuss this matter with (i) the Electoral Commission and (ii) political parties.

The rules around political donations must be abided by regardless of the type of donation made, which includes cryptoasset donations. Political donations can only be accepted from permissible sources, and the recipients of the donations must make an honest assessment of the value of the donation at the time they receive it. Those who receive political donations from an impermissible or unidentifiable source must return them.

The Electoral Commission provides guidance on donations, including for non-standard donations such as those made in cryptocurrencies.

Lord Simon Case was directly appointed Chair of the Barrow Delivery Board by the Secretary of State for Housing, Communities and Local Government in February 2025.

In line with Cabinet Office guidance around direct ministerial appointments, published in October 2025, Lord Case is renumerated at a daily rate of £725.00 with a time commitment of 3 to 4 days per month. Renumeration does not include pension contributions.

At the Spending Review, the government announced £39 billion, in nominal terms, for a new Social and Affordable Homes Programme (SAHP) over 10 years from 2026-27 to 2035-36.

Economic appraisal for the SAHP business case was carried out following HMT Green Book methodology and used the Green Book discount rate (known as the Social Time Preference Rate) to assess the economic value for money of the programme in present value terms.

To ask the Secretary of State for Housing, Communities and Local Government, with reference to the policy paper entitled Plan for Change, published on 5 December 2024, CP1210, if she will make it her policy to publish regular reports on progress towards the target to fast track at least 150 major infrastructure projects; and what her definition is of a major infrastructure project in this context.

As part of its Plan for Change, the government has committed to making decisions on at least 150 major infrastructure projects within this Parliament. This target is aimed at projects of a certain type and over a certain size as set out under the Planning Act 2008, which are considered by government to be of national importance and therefore should be consented at a national level through the Nationally Significant Infrastructure Projects regime.

Progress on Nationally Significant Infrastructure Project decisions that make up the 150 milestone are publicly trackable on the Planning Inspectorate website which provides information on each project going through the process. We are currently considering how best to summarise and present this information and will announce plans in due course.
