The hon. Lady makes a valid point. She is a proud champion for animal welfare on the Labour Benches. We must look at that issue closely. Brachycephalic dogs, and dogs that have had horrific mutilations—I touched on the point about cropped ears—are being popularised in culture, with celebrities having those dogs, unwittingly endorsing such procedures. We must be careful about publicly endorsing dogs and animals that have had some of those procedures, as well as some of the breeding procedures that make those animals struggle in later life. Owners take on some of these dogs in good faith, and have no idea of some of the unintended consequences of such breeding patterns.

I mentioned ear cropping in dogs. The RSPCA has reported that in the past year, the incidence and reports of such dogs has gone up by about 86%. We do not need to wait for a law to come in or for primary legislation; we can crack on with secondary legislation and ban the import of dogs that have had their ears cropped, and potentially of cats that have had their claws removed. Instead of consulting, with secondary legislation we can crack on with some of the important health checks. If animals are being moved into this country, we should be doing checks on those dogs for things such as brucella canis. We should be reinstituting the rabies titer checks. We can reverse the change that the European Union made when it removed the need for mandatory tick treatment for small animals coming into this country. We can reverse that in secondary legislation to protect the health and welfare of those dogs and animals being brought into the country and, importantly, to protect the health and welfare of animals in this country. This is about biosecurity, and health and welfare needs to be thought about in the round.

The Environment, Food and Rural Affairs Committee has had some thoughts and comments for the Government about sorting out the digital identification of horses. Again, I welcome that the Government are consulting on that, but we need to crack on. If we can identify those animals, we will stamp out the illegal movement of animals to the European Union for slaughter.

We have a system up and running with which we can electronically identify the horses. We have to roll that out here and get it recognised by the European Union. There is a good animal welfare reason, as well as a good movement reason for it, and I urge DEFRA Ministers to move—dare I say it?—a little faster.

I could not agree more with my hon. Friend. I urge Ministers to move quickly on this. We must identify horses so that we know why they are moving and can stamp out the illegal movement of hundreds, potentially thousands, of those animals that are moved for slaughter. That is important. Much as I am keen on making decisions from an evidence base, there comes a time when we do not need to keep consulting. The evidence is out there. Let us act; let us do it now.

I have raised this point with Ministers many times, as have Government and Opposition Members: if we are bringing in animal sentience legislation, let us have joined-up animal health and welfare legislation in practice now. For instance, as we speak, pig farms in the United Kingdom are still in crisis with more than 40,000 pigs having been culled on farms and not gone into the food supply chain. That is horrific. It is incredibly upsetting for the farmers, the vets, the slaughter workers and everyone concerned. It is an awful thing to do. Again, I firmly push the Government on that. I know that the Minister has been convening summits and working well with the sector, but we need action to put pressure on the food processors as well as work with the Home Office to sort out the visa situation to mitigate the crisis.

Many of those are workforce issues that have been exacerbated by Brexit and covid, but they are now having implications for our food security, as was mentioned by my hon. Friend the Member for Tiverton and Honiton (Neil Parish). They may also become an animal health and welfare problem. Let me give an example from the veterinary sector from a professional viewpoint. Since Brexit, the number of EU vets registering in the United Kingdom has reduced by a factor of about two thirds, and about 90% to 95% of vets working in the meat hygiene sector come from the European Union, so that reduction is producing a real crisis. We are short of not just workers but vets in the slaughter sector. In parallel, in the veterinary sector there is a huge increase in the time and demands on veterinary surgeons. Throughout lockdown, people have been taking in pets—we had the puppy boom—so the pressure on small animal veterinarians has gone through the roof, and, with Brexit, the pressures from export and import certification have also gone up. We therefore have a real crisis in the sector; it is a perfect storm that we really need to address.

On the EFRA Committee, we have made recommendations about keeping an eye on veterinary workforce issues and, again, that goes cross-departmental. For instance, I have been calling for an EU-UK veterinary, sanitary and phytosanitary agreement, which would smooth the movement of animal and plant produce between the UK and the EU. That would help with trade and help solve many of the issues we face between GB and Northern Ireland. I ask the Government to work across Government and with our European colleagues, because, if we could secure such agreements, that would take pressure off some of our workforce issues. That would also be of huge benefit to the country’s biosecurity.

Finally, I urge the Government not to lose their nerve on some of the welfare promises we made in our manifesto and in policy. I sincerely hope that media reports about the Government potentially dropping the ban on imports of farmed fur and foie gras are false and that they will keep going with what they promised. Some in my party have been reported in the media as saying that it is a matter of frippery or of personal choice—they should tell that to the animals farmed for their fur and to the birds with a tube rammed down their throat who are force-fed to make their livers pathologically fatty for some culinary delicacy. I firmly believe that we should hold our nerve in the Chamber and in the Conservative party and forge ahead with our promises, because that is the right and proper thing to do.

It is a great honour to be able to open this debate on support for levelling up rural communities in Cumbria. The backdrop to this is that I very much welcome the Government’s White Paper on levelling up, but I want to highlight and stress that this is not just about towns and cities, and shine a light on some important issues facing our rural communities that the levelling-up agenda can address. There are laudable aims in the White Paper, but I say to the Minister, and to the Government, that this is about not just his Department but other Departments. I really plead with the Government to work cross-departmentally to deliver some of the aims for our rural communities.

Sadly, rural isolation and poor connectivity are endemic issues in many parts of our country, and particularly in my constituency. In addition, there are significant physical connectivity issues. Penrith and the Border is the largest constituency by land mass in England, and that has significant issues for both road and rail connectivity. I very much welcome the A66 northern trans-Pennine project. This major infrastructure project is much needed due to congestion issues, traffic issues, and very importantly, safety issues. I really urge the Government to listen to local communities, and I have been voicing these concerns on their behalf. We need to get this project right. I have raised this with the Prime Minister. We need to make sure that communities such as Warcop, Musgrave and Sandford are listened to with regard to the correct route.

The major infrastructure projects that are going on up and down the land are very important; they are the major arteries. That is very good, but we also need to consider the veins and capillaries. In rural areas, the capillaries are things like rural buses and rural roads, and we very much need to address that. For buses, we need to look at the funding structure. I very much welcome the rural mobility fund, which Cumbria will benefit from. Sadly, in 2014, Cumbria County Council took the decision to stop using central Government moneys to subsidise commercial services, and unfortunately some services had to close because of that. It left a big gap. We need to revisit that at central Government and local government levels.

We have fantastic volunteer schemes in Cumbria. We have the Fellrunner bus and the Border Rambler bus, and we have council-run schemes such as Rural Wheels, Village Wheels and Community Wheels in Alston Moor, but I want central Government and local government to work together with local operators. I have met many private operators that stand ready and waiting to reinstate many of the services that were cut. If we get the funding structure right and if local government spends sensibly the money given to it by central Government, we can fulfil that need.

Sadly, a lot of the positive agenda from the Government is London-centric. We talk about buses and hailing buses with apps and things like that, but if someone is in rural Cumbria and they do not have a signal on their mobile phone, these London-based apps with good connectivity will not work. I am an equine vet by background, so it has to be horses for courses. We have to get it right in our rural settings. I stress to the Government and the Minister that Cumbria is not London.

On that note, we need support for road transport. As I have said, rural areas are very different. We have different needs in rural parts of the world in terms of fuel and diesel vehicles and so on. We are very much shifting to more electric vehicles, but if we are going to do that, we need a fast roll-out of the charging mechanisms, too. We have to ensure that it is tailored for rural communities.

With rail connectivity, I would like to see some joined-up thinking across our United Kingdom and in the borderlands region, with the Scottish Government working with the UK Government and local authorities to extend the Borders railway down to Carlisle. That would be fantastic for our region and the United Kingdom. On a smaller note, but a very important one for a northern community such as my constituency, I would very much like to see Gisland station reopened, and we have been working with the Department for Transport on that. Opening up stations and connecting train lines are very important to get people connected to each other.

That is a bit on physical connectivity, but I want to touch on virtual connectivity, too. That has been brought into sharp relief during the pandemic with people working at home, isolating at home and their kids being taught at home. If people have poor broadband or poor internet, that comes into sharp relief. For farmers trying to file their payments, it has come into sharp relief, too.

As you know, Mr Deputy Speaker, Devon has much in common with Cumbria when we look at the topography and the need to get rural broadband. It is great that my hon. Friend is standing up for Cumbria, but if there is one thing we need to fix across the country, it is rural broadband and broadband generally, because of everything else follows that. The pandemic has shown how much we need it and how much more we can do. Sometimes, broadband stops the need for physical movement, too. I very much support my hon. Friend’s great drive for rural Cumbria, but may I make a plea for rural Devon, too?

It is a real pleasure to follow the hon. Member for Barnsley Central (Dan Jarvis), for whom I have the utmost respect. He speaks very clearly and succinctly, and with passion about this very important issue. First, I thank and congratulate the Opposition on bringing forward this debate about such an important matter. It is important that we talk about these issues across the House. I put on record my thanks to the Department for Environment, Food and Rural Affairs and its Ministers for their help and support through difficult times in recent weeks and months, as my constituency has been hit significantly by floods.

I would also like to echo comments by other hon. Members and thank the Environment Agency, which has delivered fantastic support on the ground. Specifically, I would like to mention a couple of folk in my area, Keith Ashcroft and Stewart Mounsey, who have been fantastic in their leadership of their teams. I thank the emergency services and councils for their fantastic work in these difficult times. Last, but by no means least, I would like to thank the volunteer groups who work so hard in these areas in difficult times. Volunteers work hand in hand with the emergency services and the Environment Agency to deliver fantastic support, so I put on record my thanks to volunteers across the UK and in Cumbria, in areas such as Appleby, Glenridding, Keswick and Cockermouth.

We have talked today about the impact of flooding across the UK, which is not insignificant. Many people have felt significant effects. Cumbria has been hit hard, as has Penrith and The Border, not least in 2015 but also in recent weeks in areas such as Appleby, Shap, Crosby, Rickerby, Warwick Bridge and Glenridding.

I welcome my hon. Friend to Parliament and, with his veterinary experience, to the Environment, Food and Rural Affairs Committee. This morning, we launched a cross-party inquiry into flooding across the whole country to try to ensure we build on our previous flood inquiries and deliver a better system in the future.

I thank my hon. Friend for that intervention. I was delighted to be appointed to the Committee and it is very welcome that it is going ahead with that inquiry. It is important that we work across parties on these issues to deliver the best for the whole country.

Members have talked about the impact of flooding across the country on individual communities, not least the financial implications. Members also touched on indirect consequences, and one issue that I would particularly like to mention is the mental health of our constituents. These episodes are traumatic. There is also anxiety and stress for constituents who are waiting nervously, wondering whether it is going to happen to them. We underestimate the mental health implications of flooding for young people, as well as for old people. Kids have their schools closed and they then worry about their mums and dads, who are worried about whether their homes will be flooded. We can work together on a cross-party basis to deliver help on mental health.

Many Members have touched on how the funding system may need to be reviewed and I welcome those comments. We need to consider how flood schemes are funded, their criteria and what communities will be protected. I would like to bang the drum for volunteer groups. Many do not have a funding source. Some are charities and they have to apply for funding. I would like the Government to look at whether funding sources are applicable to volunteer groups, so that they can apply for and receive funding. I have seen what volunteer groups do on the ground and they need to be funded. They need not just short-term grants, but grants for up to three years to give them the continuity of support that they need. That is really important.

Members on both sides of the House have talked about insurance schemes. I welcome the review of the Flood Re scheme. The scheme is welcome, but I reiterate points that have been made about making small businesses eligible for it. That would be an important step forward. We must also look at the eligibility criteria in relation to how recently homes have been built.

Finally, I would like to talk a little bit about uptake and flood resilience at an individual household level, and what measures the Government can take to encourage people to make their properties more resilient. They could not only encourage, but perhaps incentivise and even enforce, landlords to introduce flood protection schemes in their premises, especially where those landlords do not occupy the buildings and it is tenants who are vulnerable. If not every premises in a bank of houses is protected, the water will get in, and I would like people to think about that.

I again congratulate the Opposition on bringing forward the debate. Obviously there is an element of politics to it, but I have been reassured this afternoon that there is a lot of cross-party consensus about these important issues. It is important that we try to work together on that basis to deliver the best for the people of the United Kingdom.
