As I have already said, the French Government announced €300 billion of loan guarantees yesterday. We have gone a step further with £330 of loan guarantees, equivalent to 15% of our GDP, to provide the same level of support. Beyond that, the fiscal measures that we have taken between last week and today are comparable in scale to those undertaken by any major economy.

The introduction and increase of grants is a welcome step in the right direction, but a number of food and drink producers in my constituency have seen the outlet for their produce dry up, so what additional support can be offered to help keep such companies afloat?

I congratulate the hon. Member for St Austell and Newquay (Steve Double) on introducing this debate and the hon. Member for Gower (Byron Davies) on securing it.

It is clear from hon. Members’ contributions today that there is a large degree of agreement among us all. We have heard about the benefits of the local pub in our constituencies—I certainly support the pubs in mine as much as I possibly can. A strong case has been made this morning for minimum alcohol pricing, given the dangers from the very high levels of alcohol in alcopops and other such drinks.

I have recently noticed an increase in the number of craft beers being produced with 0% alcohol, including Tennent’s Hee Haw and BrewDog’s Nanny State—I think the brewers were having a deliberate go at the establishment when they came up with that name. Many such beers are coming into the market, demonstrating that a 0% alternative that still retains flavour is possible.

It is clear that there are many points that we agree on, and the one thing that we can be absolutely certain of agreeing on is that beer is good. It is good for our economy, it is good for our communities and it is definitely best served while watching Scotland win the rugby. Like most worthwhile inventions, it has been suggested that it was invented in Scotland, in some form at least; evidence has been discovered of fermented beverages being brewed in Scotland, possibly as early as 400 BC. In my constituency, Midlothian, there was a brewery in Dalkeith that had been there since at least 1789. The last remaining brewery, McLennan and Urquhart, brewed what I am led to believe was a very fine selection of sweet ales, and the business thrived in Midlothian for the best part of a century. Unfortunately, it closed in the late 1950s and was demolished in the 1960s, and sadly brewing left Midlothian for quite some time.

That was a common picture in Scotland. The economic situation in the ’60s and ’70s made it impossible for breweries and pubs to survive, and closures were savage. The ’60s may have been swinging, but there was not much for brewers to smile about. High unemployment, shipyard closures and the decline of traditional industries were common throughout Scotland, and for breweries the picture was just as bleak. In 1920, there were 62 breweries in Scotland; by 1960, there were just 26, and in 1970 only 11 remained. What we must learn from that period is that not nurturing the right business environment for breweries creates consequences that can be far-reaching across communities, have an impact on national, local and micro-economies and have knock-on effects on pubs and jobs.

We are now witnessing something of a beer revolution, as the hon. Member for St Austell and Newquay put it. More consumers are searching for new flavours, or simply for good beer, and new breweries are starting up more and more frequently. I am pleased that new breweries are flourishing and growing in Midlothian. I positively encourage all hon. Members to visit my constituency, have a look around the breweries and taste their products. The first brewery to rekindle Midlothian’s brewing history is Stewart Brewing in my home town of Loanhead. It was founded in 2004, led by a team of ambitious, passionate and hardworking beer enthusiasts, and its business has grown and expanded considerably—some may suggest that my own contribution and appreciation of its very tasty craft IPAs has contributed to that. I have also been fortunate to have the opportunity to visit the newly established Cross Borders brewery in Eskbank. It was clear from speaking to the team there that they have an absolute desire to expand, to contribute to the local and national economy and to be a key player in the beer market.

In fact, all over Scotland there is a rapidly growing industry, which we are embracing. The food and drink sector is vital to Scotland’s economy, with one in five people in Scottish manufacturing working in it. The SNP Scottish Government have been working hard to support this key sector: since 2008, they have supported 173 food and drinks companies and organisations to achieve a 77% improvement in their access to local suppliers and a 62% increase in new market penetration. Scottish food and drinks exports are now worth some £4.8 billion every year. In February, the SNP Scottish Government announced business rates relief for the hospitality sector, which will save Scottish pubs around £6 million. The package also included a one-year cap on business rate increases in Scotland for the hospitality sector at 12.5%, which will benefit a further 8,000 businesses. Brigid Simmonds, chief executive of the Scottish Beer and Pub Association, said:

“The introduction of a business rates cap, set at 12.5 per cent, is welcome, and shows that the Scottish Government has listened to the concerns of Scottish pubs and other hospitality businesses.”

The association’s analysis suggests that the cap will save Scottish pubs around £6 million, with pubs standing to benefit by an average of £4,700. Many microbreweries may also benefit from the small business bonus scheme, which will give up to 100% relief in many cases.

What can we do to help this very important industry, and what can we learn from Scotland’s approach? I agree with many hon. Members that a cut in beer duty is essential, but I fear that that alone may not be enough. I would like the UK Government to go further. The evidence is compelling. Of course businesses should pay their share in tax, which should be fair, but in 2015 beer duty comprised 49% of a brewer’s turnover, and the British Beer and Pub Association calculates that the beer and pub sector is one of the most highly taxed in the country. Brewers also face more tax: business rates, employment taxes and corporation tax are added on top. Once costs of production are taken into account, a brewer makes an average profit of just 2p or 3p a pint. For all brewers, but particularly the types of brewer in my constituency, this situation stifles the potential for growth and the ability to employ more staff.

The SNP supports a better, fairer, evidence-based way of taxing alcohol. We need to find the right balance. I very much hope that today’s debate will provide the Chancellor with beer for thought for his Budget tomorrow.

It is a fair question, and the answer is that the Ministry of Defence, unusually among Government Departments, has the ability, and does in practice use the ability, to hedge currency risk, because so much of its capital expenditure programme is denominated in US dollars. So it does have a degree of protection over the coming years; that protection will not last forever, and if sterling’s current relative weakness against the US dollar persists, we will have to revisit this. But I would hope and expect that, as the cloud of uncertainty around the British economy disperses in due course, and people are able to see the strong prospects for this economy in the future, we will see sterling gradually finding its feet again.

I welcome the fact that the Edinburgh south-east Scotland city deal is still in today’s autumn statement, but the local authorities involved in this process have been making plans for it for more than two years. In June, they were expecting sign-off by December, but we have not seen anything come forward yet. Can the Chancellor confirm when the city deal will finally get sign-off?

No, I cannot. We are committed to, and engaged in, the process, and I have just confirmed that today, but, obviously, there are things that have to be agreed between the parties. I am not into the details of the negotiation on Edinburgh, but we clearly have to get to a conclusion as quickly as possible to see that the benefits are delivered to the people of Edinburgh. I hope the hon. Gentleman will urge the city council to engage enthusiastically in getting this done.

We have all had cases of people who have been vindicated after their lives have been turned upside down. They may have had their payments reinstated and even sometimes their bank charges refunded, but what about the high-interest payments they have had to make to payday lenders? What about the jobs they have lost because their childcare provider cancelled due to lack of payment? Where is the justice in those situations?

In one case, a working mother of four in Midlothian lost her job because her childcare provider cancelled on her. She put out an appeal on social media to ask complete strangers to send her five-year-old son birthday cards so that he could have something of a birthday. She was so ashamed at not being able to provide her children with anything other than a basic ration pack from a food bank. How can that situation be justifiable? Members from all parties in the House have highlighted similar cases across the country featuring single parents. Those situations are not coincidental and they were preventable. The strategy has been utterly shameful.

One thing that is clear from the Concentrix experience is that it achieved nothing and created a mess that has damaged people financially and emotionally—a mess that has been and continues to be expensive to correct. Additional resource is being appointed within HMRC and the civil service and the suggested cost of the Concentrix contract is reputed to have been £75 million so it seems fair to end my contribution by asking how much of that money will be clawed back to directly compensate those affected most.

As I have said a number of times, the contract is not going to be renewed; it has not been terminated. To that extent, consideration of whether any contract is renewed will take place in the normal course of events. The hon. Gentleman provides me with an opportunity to place on record my thanks to the many Concentrix staff who are working hard at their jobs and trying to resolve problems. At the same time as we shine a light on areas where performance is unacceptable, it is really important to take the chance to reflect on the fact that many people are working hard to do their jobs as well as possible to provide a good level of service. Indeed, many people are succeeding in that regard.

I know the Minister says that she sees no need for an inquiry, but I and many colleagues in the Chamber today—and certainly many of our constituents—very much disagree with that position. My question is: how can we learn the lessons to ensure that the practices employed by Concentrix never come to light again if we do not look into the practices carried out by Concentrix through some form of investigation or inquiry?

In the normal course of events, we would always look to how things should be arranged in the future after reflecting on what we can learn from things that have already happened. The hon. Gentleman is right to say that the shock of the exit vote at the referendum has created short-term turbulence in the UK economy, but we are well placed to manage it. The UK continues to run a very large fiscal deficit by international standards and we will have to address that deficit. We have already announced that we will no longer seek to bring the budget into balance by 2019-20, but that does not mean that we can go forward without a clear framework for achieving fiscal balance over an appropriate timeframe. We will address that issue in the autumn statement.

I beg to move,

That this House has considered automatic registration in UK elections.

This issue came to my attention during the run-up to the EU referendum, when an appalling situation left many voters unregistered when the Government’s registration website failed. However, that is not the only source of my frustration. The introduction of individual electoral registration saw hundreds of thousands of people in Scotland wiped off the electoral register without their knowledge. The UK Government failed to properly engage with the public to explain the transition, which led to the EU referendum voter registration deadline becoming a total shambles.

In light of that chaos and the consequences of the transition to IER, the UK Government should consider introducing automatic registration for voters. I intend to show not only that automatic registration is a worthwhile consideration with many benefits, but that it is supported by key organisations from across the country. The system is widely used in various parts of the world; some of the best examples come from our very good friends in Europe and beyond, and they are far richer for it.

Following our most recent referendum, the EU and Europe might be a useful starting point. Although this debate is not about the result as such, one point is perhaps bittersweet in its relevance. If the EU referendum has taught us anything, it is that people’s votes matter. Voting and engaging in elections and referendums can have radical consequences that alter the policies and direction of Governments both at home and abroad. There are many lessons to be learned from the recent referendum, most notably that we should be careful what we vote for.

There are many reasons for people to be disappointed, and not just by the vote to leave the EU. For election geeks like me, the demographics make for interesting reading. It was clear throughout the referendum campaign that different societal groups had different opinions, with a particularly notable variation in voting intentions between different age groups. It was in a similar vein to the Scottish independence referendum—the 16 to 24-year-old bracket, at least on average, is pro-European and pro-independence. Voters in older age groups are more likely to be pro-Brexit and pro-UK, which has led to disappointment and frustration among young people, at least for the 26% who turned up to vote in the EU referendum.

It is disappointing that young people did not turn out in the EU referendum, with many being bombarded with negative messages and others feeling disfranchised by out-of-touch politicians. For many, registering to vote was a barrier in itself. There will be many vigorous debates about engaging young people to vote, and organisations such as the National Union of Students have been pursuing the issue with a view to understanding it. The NUS is campaigning heavily to ensure that its members are informed of why they should vote.

The NUS, among many others organisations, has led a number of fantastic campaigns to encourage young people to vote. However, according to Ipsos MORI, only 43% of 18 to 24-year-olds turned out at the 2015 general election, compared with 78% of over-65s. The issue of young people and students not turning out can be attributed to their mobile lifestyles, with many moving home every year. The challenges for transient young people in particular present a strong case for voter registration to be integrated into the university and college academic enrolment process. Such a system was successfully developed by Sheffield University for the 2015 general election and has been used by a number of other institutions. The model could easily be further developed and rolled out across other institutions.

Additionally, the change to individual electoral registration has had dramatic effects on young people’s ability to vote. Groups such as Bite the Ballot raised concern about that at the time, rightly warning that there would be a decline in voter registration among young people. The change to the system led to a reduction of nearly 190,000 14 to 17-year-olds who will reach voting age during the time in which the register is used. That equates to a 40% reduction in the number of young people registered to vote. Given the implications of referendums, it is critical that everyone’s say is heard, particularly that of young people. They are the future of our countries, and we must make sure they have a voice.

It is quite a conundrum that Government policies often affect the people who are least likely to vote. Although a number of organisations are leading the charge to encourage engagement, we as parliamentarians must take the lead and be bold where we need to be.

There is a similar story to tell about other marginalised groups. Women continue to turn out to vote in lesser numbers than men. Between 1992 and 2010, there was an 18% shortfall of women voters. The inclusion of women in politics has been proven to enhance the turnout of women in general—interestingly, in constituencies where women are elected as MPs, the average turnout of women tends to be about 4% higher than the average turnout of men.

That shows the importance of encouraging women to participate in politics and become engaged with the political system, which begins with women being registered to vote. We need only look outside today to see just how much women care about politics. Political decisions can have huge implications for women and their families, and I applaud and support the actions of the Women Against State Pension Inequality Campaign outside Parliament this afternoon.

The views of people with disabilities are also not represented sufficiently. Scope, the disability rights charity, found that 67% of disabled voters who attempted to vote encountered one or more barriers when they tried to exercise their democratic right. That is simply unacceptable and demonstrates the barriers that thousands of people could experience in simply registering to vote in the first place.

Mencap, another charity dedicated to promoting the rights of people with disabilities, established a helpline for people with learning disabilities for the 2015 general election, which was a fantastic move to help those who were already registered to vote. I am most grateful to Mencap, but we need to do more.

Voting turnout among black and minority ethnic people in 2015 was just 56%, in contrast to the 68% of people identifying themselves as white who voted. Just 56% of men from socially and economically deprived social classes turned out to vote, with the figure for women from that group only slightly higher at 57%. Automatic voter registration would cut many of the bureaucratic ties that hold back the participation of all those people, whose voices are much needed in our House, which is too white, too male, too old, too non-disabled and too exclusive.

In Scotland, we do elections well. In the Scottish independence referendum, turnout and registration reached unprecedented levels; more voters than ever before registered to have their say. However, the UK Government’s implementation of the individual electoral registration system undermined the Scottish Government’s efforts to ensure that there was maximum voter registration. There was a period of transition to the new system, beginning in June 2014. It was due to end in December 2016, but instead the UK Government brought the end date forward by a year to December 2015. That move was condemned by the Electoral Commission, which said there was

“a risk to the completeness of the register and to participation”.

The Scottish Government were absolutely opposed to shortening the transition period, which left electoral registration officers trying to minimise the loss of franchise.

A similar problem ensued across the UK. Essentially, a situation was created in which voters were effectively disfranchised. Combined with widespread voter disillusionment with politics in general, that was a disaster for democratic mobilisation and political engagement. The Government failed to engage properly with the public to explain the transition. They must start to mend the damage that has been done by the mistakes that have been made, and more than ever we need to re-engage people.

It will be incredibly difficult for voters to feel enthusiastic about politics again, having endured a remain campaign characterised by “Project Fear” scaremongering and a Leave campaign that used xenophobic rhetoric, such as the UK Independence party’s despicable “Breaking Point” advert.

In Scotland, the SNP ran a measured and positive campaign on the EU and focused on encouraging turnout. I am incredibly proud of my colleagues and of my own constituency of Midlothian, which overwhelmingly voted to remain in the EU; I hope that it will indeed do so.

In short, there is much to learn from Scotland’s politics. With registration at 98% and an 85% turnout in the independence referendum, it is fair to assume that higher registration and higher turnout have at least some correlation. Our friends in Europe and beyond seem to be on the same page. Most European countries have ensured that their citizens are automatically able to vote using various forms of automatic registration. Other countries have been able to achieve far higher and more democratic levels of participation through such schemes. They remove a major hurdle in the election process and make elections as accessible as possible.

My hon. Friend makes an excellent case for improved voter registration. Does he agree that automatic registration would reduce the number of errors in the registration process, such as when multiple people are registered at a house but only one voter actually still lives there?

I absolutely agree with my hon. Friend. We could see many benefits, and the system could be greatly simplified if we introduced automatic voter registration.

Countries such as France, Sweden, Australia, Greece, Austria, Brazil and Uruguay, to name but a few, ensure that as many of their citizens as possible can exercise their free democratic right to vote without barriers. In the UK, many people think that they are already on the register because they pay their council tax and expect those running elections to know about them, but at the last election two thirds of polling stations turned voters away. People thought they were on the register, but they were not.

The last-minute rush for registration puts huge strain on devolved council registration offices, of which there are about 400 throughout the UK. The database is so fragmented that even the Electoral Commission does not know the extent of the problem. At nearly every election we see the same thing: a huge rush to register to vote in the day or two before the deadline. The day before the EU referendum deadline, 186,000 people applied to register to vote online, and at least 27,000 we still using the Government website when it crashed. On an ordinary day, the figure would have been about 10,000. Such an erratic and outdated approach to the right to vote is unique in the developed world.

If people have a passport, are registered for council tax and already have a national insurance number, surely there is enough information about them in the system to allow them to be automatically entered in a voter database. We do not have register to pay tax, so why should we have to register to vote? Many others agree. Earlier this year, the all-party group on democratic participation, of which I am a co-convenor, published the “Missing Millions” report, which presented tried and tested solutions that would keep the register up to date all year round.

The Political and Constitutional Reform Committee in the previous Parliament also agreed. On 14 November 2014, it published an interim report on voter engagement and invited the public to respond to several draft conclusions and recommendations. Following an extensive consultation, with more than 5,000 responses received, the Committee published a follow-up report based on the views of the public. That report recommended that the Government consider improvements to electoral registration, including by making registration automatic, prompting people to register to vote when they access other public services, and registering young people in schools, colleges and universities. The report also recommended that the Government introduce plans to target the groups that are currently least likely to be registered to vote, and that changes to electoral management be looked into and piloted, such as online voting, allowing people to register closer to or on election day, and holding elections at the weekend.

I note that the hon. Member for Mitcham and Morden (Siobhain McDonagh) agrees with me. I was disappointed that her ten-minute rule Bill on automatic electoral registration did not go further. I share her frustration, having also had a ten-minute rule Bill that failed to proceed further. I know that she and others are continuing to work on this issue to find out what other steps can be taken.

Whenever automatic registration has been proposed previously, the message from the Government has consistently been that it is a person’s own responsibility to register to vote, but now that we have seen catalogues of failures of the kind we saw in the run-up to a vote that will change lives forever, it is clear that we must ensure that such failures can never happen again. We must have a robust system, and we must break down barriers to voter registration. The Government must use common sense and take heed not just of my voice but those of the many expert organisations and groups that are calling for change—I hear that we are now listening to experts again.

Automatic registration would ensure that the enrolment system was more efficient and effective, while making voting easier for people and more democratic. It would remove the barriers faced by minority groups and others who are less likely to engage in the enrolment process, and it would mean that we could reach more old, young, disabled and disadvantaged people, regardless of their gender, background or race. That would promote inclusive and forward-thinking democracy for all. This is not about taking away from politicians the responsibility to engage young people. Voting is a fundamental right, and automatic voter registration would enable many disfranchised people from across our society to participate in a system that needs their voice.

It is particularly encouraging to hear agreement, at least in general terms, about the direction in which we need to travel to ensure that participation levels in elections of whatever nature across the country are as high as they possibly can be and that we do whatever we possibly can to remove the barriers that exist for so many people.

I am encouraged by the Minister’s comments that some steps are being taken. I would like to see that happen a lot faster, but I accept that if we start talking about pace, that will at least be an entirely different argument from the one about whether change should happen in the first place. I very much look forward to seeing what other actions and proposals come forward. Many of us want to get to the point of being able to debate what type of automatic registration system we have rather than whether we should have one in the first place. I welcome his comments and I hope that yet further steps forward will be taken in the weeks and months ahead and we will get to a point where we can make decisions that will benefit millions of people across the country.

I thank the hon. Lady for that question. I will ensure that she gets a reply, which she deserves, because this is a deeply distressing issue and the Government take it very seriously indeed. I do not believe it is appropriate to use the Contingencies Fund in this particular case. She will know that the consultation on the reform of financial support to those affected closed on 15 April, and we will be replying in due course. Meanwhile, the Department of Health has identified additional money—£100 million from its budget—for these purposes. This is in addition to the £22.5 million that it spends on this annually, as well as the further £25 million announced in March 2015. These steps will more than double the support.

The Government have played a leading role in driving forward international action on tax transparency. The introduction of country-by-country reporting has increased the transparency between multinationals and tax authorities, and we are pushing for this to be made public on a multilateral basis. We led the way throughout the development of the common reporting standard, which will see more than 100 countries automatically exchange information on financial accounts, and on a similar initiative for the automatic exchange of beneficial ownership information. We have consistently advocated for public registers of beneficial ownership, with the UK’s going live as of this month.

The planned closure of 137 HMRC offices has clearly been affecting employees, their families and communities. What steps has the Minister taken to look into introducing a moratorium on these closures, to support the wider work of improving tax transparency?

I commend the hon. Gentleman’s ingenious ability to raise this issue. It is important that HMRC’s funds are spent efficiently, to ensure that they are spent on delivering the tax being collected that we want, rather than on buildings. The savings from buildings are being spent on collecting more tax.

That this House has considered the role of the media in encouraging electoral participation.

Today’s debate is very timely. With the EU referendum only a few weeks away and elections to the Scottish Parliament, Welsh Assembly and Northern Ireland Assembly and local elections in some parts of the UK only one week away, this issue really has become a focus.

I will give my opinion on how the media can and should be involved in electoral participation—an interest of mine that developed through the Scottish independence referendum, when the media had so much impact. That became an influence on my work as an MP, and now as co-chair of the all-party group on democratic participation. I intend to talk today about matters such as electoral turnout and how it can vary between groups in society; the role the media had in the Scottish independence referendum and the subsequent impact on voter turnout; changes in demand and how the media need to reflect those; what support politicians can give to an evolving audience; and how media of all platforms have a responsibility to their audiences.

With the general election almost a year ago, when we saw an overall increase in electoral turnout, now seems the right time to pause and reflect on the many different factors that influenced that rise, the role the media undoubtedly played in it and how we can best support efforts to encourage electoral participation.

Since 1950, when electoral turnout was 83.9% across the UK, there has been a steady decline in voter turnout, ending with a staggeringly disappointing low turnout in 2001 of just 59.4% across the UK. Although we have seen the beginnings of a rise in turnout, it is not rising equally across all sectors of society or, indeed, all parts of the UK. While I am sure there were a variety of reasons for the increased turnout in 2015, there has been an increase in media engagement of the electorate and a platform shift in not only the types of media that reach out to engage and influence but the platforms from which people seek their information.

While many Members present today may expect me to use this debate to have a pop at biased media during the Scottish independence debate, I have bigger points to make than to shame the BBC, the Daily Record or the Daily Mail. The media no longer influence the electorate just through traditional party political broadcasts or biased newspapers. It is not only a question of leaders’ debates on the telly, although they are important. The media have evolved and begun to recognise the role they can play in not only voter registration and turnout but overall engagement. As people have become more politically aware, there is a far higher demand of media. I believe broadcasters realise that and want to meet the expectations of their audiences.

Engagement in politics can be a difficult factor to measure. Even more complicated is how and why people are influenced and how the media can contribute to that. Recent findings of the Audit of Political Engagement 13 in 2016 concluded that

“the public’s perceived levels of knowledge of and interest in politics have reached, respectively, the highest and second highest levels recorded in the history of the Audit tracker.”

However, that is not the case across the whole of the UK, with notable variance regionally and in relation to class and ethnicity. The audit also found that in terms of an interest in and knowledge of politics, those who ranked themselves with the lowest indicators were black and minority ethnic adults, women, those from lower socioeconomic backgrounds and non-homeowners.

In Scotland, we have seen an unprecedented level of electoral participation, with the percentage of people who claim they are either very or fairly interested in politics standing at 74%, compared with just 57% in the general UK population. That trend has continued to grow after the referendum.

There are so many lessons we can learn from the experience of the Scottish referendum, in which people themselves took to the issues. Information was exchanged peer to peer far more than by interaction with traditional media. Some media outlets caught up with that and embraced it, which fed a real enthusiasm for politics that we had not seen a lot of in other parts of the country. That was a good thing, and it shows that if people are genuinely engaged and interested in politics, we can get beyond the, “Oh well, it’s only politicians; they don’t really count” mentality.

I congratulate my hon. Friend on securing this debate. Does he agree that the engagement inspired by the referendum in Scotland has continued to the present day? We, as Scottish National party Members, are very much aware of that, as constituents continue to interact with us through social media, even while we are taking part in debates in the House.

I absolutely agree with my hon. Friend. That is certainly something we have all had to adapt to, because there is still an expectation of availability, accessibility and the opportunity to interact and exchange ideas with us. It puts a great responsibility on us, but all politicians should look to live up to that responsibility. After all, we in this place are the representatives of the people.

Voter turnout in the 2015 general election across the UK was 66.1%—a rise of 6.7%, which, on the face of it, is not too bad. At a regional level, voter turnout was 65.8% in England, 65.7% in Wales, 71.1% in Scotland and 58.1% in Northern Ireland. However, if Scotland is excluded from that overall figure, and we look across a number of years, turnout in elections has not changed very much. The average combined turnout in England, Wales and Northern Ireland was 62.9% in 2001, 62.2% in 2005, 62.6% in 2010 and 63.2% in 2015. That helps to demonstrate the difference in engagement we have seen in Scotland because of the referendum and the grassroots movement of people accessing information in different ways, and the ways that that has been taken forward.

It is clear to many—I suspect many of my colleagues from Scotland will agree—that we need to learn the lessons from the referendum and understand and encourage all types of media to engage with people politically. We must look to and support a host of platforms to enable that, from the arts and social media to self-gathering grassroots media, which was such a factor in the Scottish independence referendum. It was not simply traditional and social media; the arts got involved in the debate. There were theatre productions on all sides of the argument and on no side of the argument, allowing people to engage in politics in ways that were suited to them individually. It created a far better level of engagement than could otherwise have been hoped for.

It cannot be the case that people in the rest of the UK have any less desire to have a say in how their country is run or do not understand how politics affects them. I campaigned in the referendum and spoke to people who did understand, but many had either lost trust in politicians or political systems. During the referendum, those myths were blown out of the water. Politicians were replaced by neighbours, family, friends and colleagues. Trust in Scotland’s politicians—certainly those in some parties—has begun to be regained.

I actively encourage and celebrate campaigns such as those run by Bite the Ballot, Use Your Vote and Rock Enrol!, which have played a huge part in engaging and encouraging people up and down the country to register to vote. I draw particular attention to campaigns designed to capture people who are disfranchised and targeted media campaigns, such as those run by the National Union of Students, Gingerbread—a charity for single parents—and Crisis and Shelter, which give a political voice to homeless people. Those campaigns give a voice to those who most need to be engaged in politics.

I also recognise the role of other forms of media, including the recent efforts of TV programmes such as “Hollyoaks”, “Coronation Street” and “River City”. They have shown politics as an everyday thing affecting real people in their communities, with characters, certainly in “Coronation Street” and “River City”, becoming councillors and being directly involved in the political process.

I mentioned the TV debates earlier. This week in Scotland we have seen a very new approach to the debates, with a character from Scotland’s own “Gary: Tank Commander” interviewing each party leader in the run-up to the Scottish elections. That has, in a way, allowed party leaders to present their messages in a forum that is so different from anything that any of them would have ever experienced, and it has made politics relevant and accessible to people who might otherwise have thought that they had no interest in the subject. Suddenly, because it is a character that they enjoy, they look at things from that point of view and watch politics almost accidentally—much in the way that “Gogglebox”, another example of a great piece of innovation from Channel 4, manages to promote politics in what does not feel like a traditional way of accessing it.

Following the Scottish independence referendum, and because of the thirst of Scottish people to be engaged and to participate in political decision making, there has been a huge growth in peer-led, grassroots media. Initiatives such as Common Weal and CommonSpace have seen people from across the political spectrum unite in their desire to participate. That has been felt on a local level in my constituency, where media platforms such as Midlothian View and The Penicuik Cuckoo have become sources of information about what is happening as much as our local newspaper, the Midlothian Advertiser.

People are looking to access information in different ways. Those media that are on the ball and keeping up with things are listening and reacting, but we as politicians have a responsibility to encourage that and promote it across all levels of the media.

I am grateful to the hon. Gentleman for securing this important debate. In my constituency we have two excellent local newspapers: the Surrey Advertiser, which is branded the Woking Advertiser in Woking, and the Woking News & Mail. They cover local and national politics in a very considered way. However, so many towns are now without a local newspaper—never mind two—and I wonder whether local radio stations should also be covering local and national politics more than they do to make up for the very unfortunate decline in our traditional local press.

I absolutely agree; this is a responsibility of all media platforms. My constituency is very fortunate to have two community radio stations—Black Diamond FM and Crystal FM—that take an active interest in politics locally and that do their bit when it comes to elections by hosting hustings and such. Coverage should absolutely be across all platforms.

Although the media, social media platforms and broadcasters must participate, politicians also have a part to play. They need to rebuild trust within their constituencies and communities and listen to how voters want to be engaged. Social media platforms such as Twitter and Facebook are helpful, but are not enough—after all, not everyone can be quite as popular as Nicola Sturgeon.

When we see huge swathes of the population disfranchised because their vote never influences election outcomes, we should be worried. When steps are taken to refuse votes at 16—even though, as a demographic, they are more engaged—we should be worried. As well as exploring how the media engage with politics, we should also consider how politics engages with people. Reforms are certainly needed.

The key message that I would like the Minister and others interested in the debate to take away is that we should all take steps—every step we possibly can—to engage all aspects of the media and encourage them to be involved in politics. The meaning of the word “politics” translates to “of, for, or relating to the citizens,” and it is high time that we all paid attention to that.

T6. According to a survey this month by Tungsten Network, 12% of the UK’s 5.2 million small and medium-sized enterprises still have to wait more than 90 days to get paid by suppliers. Will the Minister update us on his Government’s progress on meeting targets on prompt payments to suppliers?

We changed the rules last year to ensure that when the Government buy from the private sector, payments must be made within 30 days—and that cascades all the way down the supply chain. I can also report that we have hit our target for a quarter of all Government procurement to go to small businesses, and we now want to increase that target from a quarter to a third.
