The hon. Member for North Swindon (Justin Tomlinson) referred to the Scottish Government. This is why they started a system different from the one in Westminster—a system that is based on fairness, dignity and respect. They collect the information from doctors and others about the case of the individual who is claiming the adult disability payment. Is that not a better way of doing things? They have VoiceAbility, which helps people to fill in the forms correctly so that, more often than not, they get the right decision at the first point of contact. It really defies belief. I have said this and I keep repeating it: look at what is happening in Scotland. People who have worked for Social Security Scotland that came from the DWP say the difference in how they have to treat clients, how they have to treat people, and how the system works, is like night and day.

The Scottish Government have made a difference with interventions such as the adult disability payment, the child disability payment and the carer support payment. They ensure that both disabled people and carers get all the financial support they are entitled to, which allows them to live with dignity.

I hold quarterly poverty action network meetings. I held the last one on Friday, at which there was a representative from the Scottish social security system. They come every quarter and they are there to help local organisations who work in Motherwell and Wishaw to improve people’s lives—

Yes—I am keen to try to come on to that. There were many questions this afternoon and I am trying to get through as many of them as I can.

The chance to work guarantee was mentioned, which will effectively remove the work capability assessment for most claimants; they are already assessed without work-related requirements. That will remove the fear of reassessment and give the group the confidence to try work within the existing permitted work rules in employment support allowance and work allowance rules in universal credit. I am absolutely delighted about what we have done around disability employment. I am keen to do and say more around it, which should feed in again to the process of trying to allay some of the concerns that have been expressed this afternoon.

The proportion of those people in receipt of PIP with a mental health condition who are getting top rates is actually six times higher compared with DLA—PIP is at 41% and DLA is at 7%. I will just point out that customer satisfaction for PIP customers was 77%, with different scores according to different providers; again, I will go away and have a look at that. People being treated with dignity and satisfaction with how they are treated is extremely important to me. Indeed, this morning I raised the issue of disability services complaints. The number has decreased from 2,690 in 2021-22 to 2,330 in 2022-23. I am very mindful again that all of this is about individual experience.

Let me quickly try to canter through a couple of other questions before I close. The hon. Member for Slough talked about PIP clearance times. We have increased the number of case managers—health professional assessment providers—to deal with the increased demand and we have addressed the blend of phone, video and face-to-face meetings, to ensure that it is more centred on service users and is suitable. We have also empowered case managers, where they have robust evidence, to make decisions on award reviews, without referral to an assessment provider, so that decisions are quicker and we can avoid claims going out of payment. I am very much looking at that myself, and the end-to-end claim process for new claims has been reduced from 26 weeks in August 2021 to a current wait of 15 weeks. We are in a better position than we were before the pandemic. That is an achievement that I am proud of. Is there more to do? Absolutely, yes, but again I want those who are watching or listening to this debate to see that this is a big focus.

We are fully committed to delivering on the issues that matter to the British people. This is delivering for disabled people. It is an absolute mission for me in this role to make sure that the most vulnerable members of our society lead decent, fulfilling lives and I will use my time in this role to make sure that I can make the changes that everybody would wish to see.

I absolutely agree with my hon. Friend: it is vital that we support young people into employment. As we know, they are often the most affected in these times of economic uncertainty. My hon. Friend will be pleased to know that in addition to kickstart, the DWP Kensington youth team is actively working with local partners, such as the Rugby Portobello Trust, to help young people in her constituency back into work.

The Secretary of State and I are determined that the kickstart scheme will provide for young people a vital springboard to gain vital skills and experience in fully subsidised six-month roles, which will help to build their networks and their future opportunities before they move into long-term employment, apprenticeships, traineeships or further training. I was delighted to be in Derbyshire earlier this year to see exactly how the scheme will work on the ground.

I thank the Chairman of the Select Committee for his question. As he knows, I gave evidence to the Committee recently on this very matter. I have worked closely with food bank providers—the Trussell Trust and others—over the course of the pandemic to ensure that our support has got to those who need it quickly. We continue to better understand the reasons for food insecurity. That is why we have put additional questions in the family resources survey. We keep all policies under review, and of course we listen to the findings of reports such as that of the Trussell Trust.

The impact of covid is felt unevenly across different roles and sectors. With more being done online, digital access has never been more important. What measures is the Department taking to help people facing the greatest barriers to employment access job search and other online services to help them find jobs?

My hon. Friend is absolutely right. We are investing £10 million of European social fund support to get 20,000 disadvantaged people across England who are without access to the internet online. People who receive ESF support will be loaned devices, such as a tablet or a laptop, and be provided with three months’ data allowance. That will enable them to access the increasing range of online services to support their job search and, importantly, their journey towards securing employment.

14. My constituent Siobhan Fennell spends a great deal of time training local businesses in Belper in how best to accommodate customers with disabilities such as autism and dementia and conditions that cause limited mobility, and she has made a huge difference to the local community. Will my hon. Friend commend her work, especially given that she is in a wheelchair herself? She is passionate about her mission.

I thank the hon. Gentleman. I welcome the fact that record numbers benefited from Access to Work last year—an increase of 13%—but operational improvements still need to be delivered. I would welcome an opportunity to meet the hon. Gentleman to look at some areas of priority for us.

T9. Will the Minister’s Department close the loophole that allows terminally ill employees to be dismissed by their employers once one reasonable adjustment has been made, which does not allow for any more changes to the employee’s health because it is not covered by the disability legislation?

I thank my hon. Friend, who has been a real champion in this really important area of work. The Government are fully committed to protecting people with disabilities in the workplace and elsewhere. We welcome the fact that over 1 million employees are now protected by the voluntary employers charter, and this is a real step forward. There is more work to be done, and I welcome the fact that MPs are working together cross-party on this vital issue.

Some years before I came to this place, I chaired something called the Grant Maintained Schools Advisory Committee. For many years, we fought for a national funding formula. We failed because the civil servants kept saying that there would always be winners and losers—well, there are winners and losers now.

When the Minister for School Standards, my right hon. Friend the Member for Bognor Regis and Littlehampton (Nick Gibb), came up with a proposed national funding formula a few years ago, I was really excited because I thought that we were going to crack the nut. When he came up with the proposal, most of my schools were going to be winners; now, they are all—or nearly all—losers. We are not doing well in my area. I am really disappointed that the national funding formula really has not benefited my area at all. There are two local authorities: a unitary one in Derby city, and Derbyshire County Council. There is very little difference between the two.

Schools are already benefiting from more money: many schools that have been historically underfunded will attract up to 6% more per pupil compared with 2017-18. The Minister for School Standards said on 24 July last year:

“The formula allocates every local authority more money for every pupil, in every school, in both 2018-19 and 2019-20, compared to their 2017-18 baselines.”—[Official Report, 24 July 2018; Vol. 645, c. 67WS.]

As my right hon. Friend stated, more money than ever before is going to our schools. School funding is at a record high. The core schools budget has increased to £42.4 billion this academic year and is set to rise to £43.5 billion in 2019-20, and that follows the additional £1.3 billion of funding over and above what was promised in the last spending review.

That all sounds really good, and it is good news for Mid Derbyshire in terms of the school block allocation, which has seen a 2.9% increase since 2013. But that is against a backdrop of an average 4.6% increase in the east midlands region; across the UK, there has been a 4.8% increase. Although, the increase is positive, it is disappointing that the increase in Mid Derbyshire is not as significant as in the region as a whole and in England. The lowest allocation for a primary school in my area is £3,300 per pupil; the highest is £5,351. The schools are not markedly different. They do not have a particularly different intake, do not attract a huge pupil premium or need huge special needs provision. I cannot understand why there is such a disparity. The disparity in secondary education is not so marked: the lowest allocation is £4,629 and the highest £4,801.

Since 2013, 22 out of 29 of my primary schools have seen a decrease in funding. Little Eaton Primary School, which is near where I live, has lost £37 per pupil. Morley Primary School has lost £324. Ashbrook Infant and Nursery School has lost £162. Ashbrook Junior School has lost £14. Duffield Meadows Primary School has lost £25. Belper Long Row Primary School has lost £149. Pottery Primary School has lost £7, which is not so bad. Milford Community Primary School has lost £925. Herbert Strutt Primary School has lost £180. Breadsall Church of England VC Primary School has lost £245. St Andrew’s Church of England Primary in Stanley has lost £477. St Elizabeth’s Catholic Primary School has lost £16. William Gilbert Endowed Church of England Primary School has lost £45. Redhill Primary School has lost £105. Portway Infant School has lost £70, and the junior school has lost £146. Asterdale Primary School has lost £648. Springfield Primary School has lost £531. St Werburgh’s Church of England VA Primary School has lost £179. Lawn Primary School has lost £3, which is also not too bad. Borrow Wood Primary School has lost £185. The only secondary school to lose funding is Allestree Woodlands School, which, although it is not in a very different catchment area from the other three secondary schools, has lost £87 per pupil. The others have gained by £50-plus.

Little Eaton Primary School—which, as I have said, is near where I live—is receiving £3,542 per pupil, while in 2013 it was receiving £3,579 and in 2015 the figure rose to £3,730, its highest point, but it has still lost money. I do not understand why there are such disparities in funding, given the national funding formula, given that these are very similar schools with very similar catchment areas and very similar results, with no huge number of pupils with special needs—there are some, but it is a fairly average number—and without a huge amount of deprivation.

I urge the Secretary of State and his Ministers to think again. I do not like being negative, because the Government have done some amazing things for education and I applaud them for everything that they have done, but in this instance, in my constituency, I think that they have gone wrong.

We are not currently considering changing the rules on defined contribution schemes. In that instance a contribution has been made which will be protected and moved to another pension, whereas a pension in a defined benefit scheme is what someone was expecting to receive at the end, and will therefore be protected. They are very different schemes, and different protections and rules apply to them.

It is good to see you back in your place, Mr Deputy Speaker.

I welcome the Second Reading of the Bill. It is important that people have access to the right financial help and advice, which is essential to stop financial problems escalating. That is particularly pertinent when people are ill. When someone is diagnosed with a disease such as cancer—especially when the diagnosis is terminal—the financial implications are often the last thing on their mind. However, it can undoubtedly result in great difficulties and cause someone additional stress when they need normality, stability, dignity by being able to work and the ability to pay their bills.

Banks and building societies have an unrivalled ability to reach and support people affected by the financial impact of cancer and other health conditions and disabilities, particularly regarding mortgages and other significant financial commitments. However, recent research from Macmillan shows that more needs to be done to improve the support available and ensure that helping people with cancer and other vulnerable customers is at the heart of banks’ culture.

Today, I would like to reflect on the experiences of one of my constituents, Jacci Woodcock, who was diagnosed with terminal cancer a number of years ago. Despite a desire to stay in work, she was treated very badly by her former employer, SMD Textiles in Preston, Lancashire, and was pushed out of her job soon after her diagnosis, even though she had no time off during her chemo and her sales figures never suffered. Subsequently, Jacci has campaigned tirelessly for the Dying to Work campaign, which she began. It is a cross-party campaign for additional employment protection for terminally ill workers who are able to and want to work. I implore all colleagues in the House to support the campaign and encourage businesses in their constituencies to follow suit. Many very large businesses have already done so, and I would like to see employment law strengthened to help people like Jacci.

After leaving her job as a result of pressure exerted by her employer following her terminal diagnosis, Jacci could no longer afford her mortgage repayments. She was therefore faced with a further concern that her home would be repossessed—the home where she wishes to stay until she sadly dies. Jacci had a joint mortgage with her ex-partner, Mr Andrew Bradley, which they held with Santander. After Jacci’s diagnosis, Mr Bradley left Jacci and their home because he could not cope and, from October 2015, stopped paying the mortgage. He told Jacci that he thought she would be dead and wanted his equity from the house.

An official offer was presented to Mr Bradley to continue to pay the mortgage until her death, and then he could recover all the payments from her estate. Thankfully, in Jacci’s case, Santander dealt with the situation extremely well and a mutually agreeable conclusion was reached. When the situation was flagged up to the bank, it agreed to discontinue all collections and litigation activity relating to the mortgage. Jacci was therefore not required to make any more payments on the mortgage. It remained at the standard variable rate, repayable through equity from her home upon her death.

I was impressed by how understanding Santander was in handling Jacci’s case. It is a very large company and one might think that it would not be interested in one person’s problems. The process, however, was not straightforward, and the delay in reaching a satisfactory agreement was traumatic for Jacci when she was in a very vulnerable place. Red tape in such circumstances should be limited. Financial institutions should have a moral and legal duty to care. Policies need to be consistent in dealing with customers with a terminal diagnosis.

Macmillan’s research shows that people do not know what to expect from their bank. Just 11% of people with cancer tell their bank about their diagnosis. This needs to change so that banks and building societies can help their customers when they need it most. The introduction of a formal responsibility for banks and building societies towards terminally ill customers would give people the confidence to disclose their diagnosis. Customers should know they can trust their bank to act in their best interests during a time of distress. I hope that the Minister can give us some words of encouragement and that the Government will press organisations such as banks and building societies to be much more sympathetic towards people such as Jacci.

These women are disadvantaged in a number of ways, and Members might not realise how many. For instance, people have raised with me the issue of free bus passes. Many women who live outside London—in regions such as the north-east and the south-west—do not drive, and without those bus passes, they cannot travel.

We need to address where we are now—[Interruption.] Well, the hon. Lady asked a question. Do we think that the change was wrong? I think that the 1995 changes were incorrect. Under the Pensions Act 2011, those changes—they were originally spread over a longer period—were expedited, and the former Pensions Minister, Steve Webb, has elaborated on that point.
